"In June or July 2005, the European Commission will present its Thematic Strategy on the Sustainable Use of Natural Resources proposal to the Council and European Parliament, one of the seven Thematic Strategies to be developed and implemented under the 6th European Environment Action Programme in support of the European Union’s Sustainable Development Strategy defined by the European Union’s Head of State at the Göteborg European Council, in June 2001. The time scale for this Thematic Strategy is 25 years (2005-2030). This paper discusses some of the key issues related to the EU minerals and metals industry that needs to be addressed by the Strategy. These are: - the need for access to mineral reserves in the EU and abroad; - the need to strenghten the capacity of developing countries to sustainably promote and regulate the use of their mineral potential; - the need for an EU mineral resources intelligence capacity. There are additional important needs, which are not discussed in this paper, such as: - the need to foster further innovation in mining, ore beneficiation and metallurgical technologies; - the need to integrate and simplify the exisitng complex regulatory framework applicable to the EU mining industry and to effectively implement existing legislation."

Mining is a significant emitter of greenhouse gases and is the focus of increasing attention from green groups and regulators. Miners need to know their own carbon emissions and how they compare with the rest of the industry. Miners and mining companies need to know where they fit in the emissions curve. Who is in the bottom quartile? This article updates data from minecost.com which detail the specific carbon dioxide emissions for over 200 mines producing 90% or more of western world copper, zinc, lead and nickel in 2009. This data shows the potential impact on mine economics of proposed carbon taxation regimes and emissions trading schemes proposed at COP 15 in Copenhagen during December.

This paper focuses on the separation and extraction of lead and zinc from Egyptian ore at the Eastern Desert close to Red Sea. The ore sample contains cerussite, galena, hemimorphite and other impurities. Experimental program includes flotationof galena using xanthate collector and cerussite using oleic acid as collector and sodium silicate to depress hemimorphite tailing. Galena, and hemi-morphite are converted to carbonate with sodium carbonate prior to metal extraction. Lead and zinc are extracted pyrometallurgically at 1050°C and750°C or electrochemically respectively. The overall performance of the applied method amounts to 99.2%. Extraction efficiency of lead and zinc amounts to 98% and 94.5 % respectively. A model assumed that galena and cerussite in the ore are partially oxidized and can be liberated by grinding. Oleic acid selectively reacts with cerussite in a multistep sequence. Preliminary cost estimate shows that the price of the products is competitive to their local market prices.

A series of in situ pull test were performed on a new design friction stabilizer bolt with the objective of determining its performance characteristics. The bolt is installed while drilling, thus improving safety and significantly reducing the installation time. An optional expansion element can be inserted into the bolt to provide an end-anchorage, which further increases the bolt’s capacity. In situ tests show that the pull capacity of the 2 m long new design bolt is about 15 tons. When installed with an expansion element, the pull capacity of these bolts becomes as high as 30 tons.

ISO 14031 is an international standard that describes a process for measuring environmental performance evaluation by setting quantitative indicators and providing a structured approach for organizations to follow, independent of location, size, complexity and type of activity. It is not a standard for certification as ISO 14001 is, but it fits into the ISO 14000 series of standards and is intended to assist organizations to apply environmental management systems and obtain environmental evaluation. This case study’s main objective is to identify the interaction between ISO 14031 and ISO 14040-42. ISO 14040-42 is referring to Life Cycle Analysis (LCA) methodology. More specific, LCA is applied (based on the ISO 14040-42 standard) to stone wool’s production, the market dominating thermal insulation material, produced by bauxite and amphibolite. LCA is used as a decision making tool for the development of environmental indicators (based on ISO 14031 guidelines) and for environmental performance evaluation.

The combined 80th Annual Minnesota Section of SME Meeting and 68th Annual University of Minnesota Mining Symposium was held April 17 and 18, 2007, in Duluth, MN. About 350 mining industry professionals attended the conference, including engineers, executives, mining managers and suppliers from the United States, Canada, Australia, Finland and Brazil. This year’s theme was “Consolidation – Growth – Technology.” The 80th Annual Minnesota Section of SME meeting included concurrent technical papers sessions, a keynote session that featured two distinguished speakers and a general managers session in which taconite mine operators provided updates on their operations. The Minnesota Section meeting also offered an SME short course titled “Control the Feed, Control the Mill.” More than 50 individuals at-tended the short course.

Deep-level underground mining costs in South Africa are continuously rising due to the increased depth at which gold is being mined, resulting in a rise in virgin rock temperature and an increase in cooling requirements. Therefore, mines must evaluate various ventilation and cooling optimisation projects required to be implemented throughout their life of mine (LOM). This study develops a method to identify and prioritise large capital expenditure (CAPEX) underground environmental improvement projects, to improve thermal comfort underground. The solution presents a ‘multi-criteria decision-making’ (MCDM) process, incorporating the ‘analytic hierarchy process’ (AHP) and the ‘technique for order performance by similarity to ideal solution’ (TOPSIS) into the method to provide for scientific decision-making. These projects are evaluated based on four criteria, namely project risk, the impact on the underground thermal comfort, cost, and implementation time. This study’s solution uses ventilation simulations to determine the impact of the projects on the underground environment. The identification and evaluation of an environmental improvement project to best suit the current economic climate, while improving underground conditions and decreasing the safety risk is an essential aspect of the solution developed in this study. The method was implemented on a mechanised deep-level underground mine and showed that surface refrigeration is the most suitable alternative, which was implemented at the case study mine as validation of the developed solution. The study proves that the MCDM method is an adequate solution to incorporate subjective criteria into the decision-making process, resulting in a scientific and structured approach to making significant and complex decisions.

This paper describes support of excavation (SOE) design and construction for three large diameter shafts excavated through glacial soil and controlled blasting in complex sedimentary rock formations. SOE in soil consists of unreinforced secant pile rings designed to resist lateral pressure in circumferential compression, eliminating costly steel core beam reinforcing. Controlled blasting at the shafts, adits, and tunnels in densely populated neighborhoods requires managing risks to the public, buildings, and utilities. Controlled blasting approaches limited adverse impacts to receptors nearby while achieving adequate production and fragmentation. A site-specific observational approach was used to adjust blasting parameters, limiting the impact on local stakeholders while maintaining daily progress and managing overbreak.

Investments into technical and personnel occupational safety that are tied in a streamlined organizational structure guarantee the improvement of defined indicators. The labor force is of central importance. Its added value ought to be ensured. It is necessary to move away from the employees‘ hazard awareness towards a safety awareness including many other aspects in order to save costs in the long run.

The recovery of coarse particles has been widely recognized as being limited by the froth in mineral flotation. In response to this, FLSmidth has developed the Selective Froth Recovery (SFR) System. The SFR System is an extraction system that vacuums material from select locations within the froth and separates the recovered solids into coarse and fine fractions with a hydrocyclone. The SFR is supported and located by an actuator connected to the cell?s level control so that the suction heads are maintained at an offset distance from the slurry level. This can increase the recovery of coarse material by selectively recovering the material close to the bottom of the froth where drop-back of coarse particles typically takes place. The SFR System has been tested at two separate mine sites, and has been proven to increase the copper recovery in both trials. TEST RESULTS The SFR prototype was installed in a copper recovery circuit, on a rougher scavenger 160-m3 flotation cell. Figure 1, shows the SFR System, which consists of four conical skimmer heads that are plumbed together and share a common actuator. The SFR System, raised out of the froth prior to a test, can be seen in Figure 2. The SFR prototype was able to maintain a variety of set points using the level control to determine the slurry height.

Occupational exposures to respirable dust and submicrometer aerosols emitted by diesel-powered equipment are a health concern for underground mining operators and regulators. A study was conducted in an underground mine with the objective to identify, characterize and source apportion airborne aerosols at the setup face and recovery room during longwall move operations.

M.S. Azun I do not at all agree with the basic points of the author's conclusion. The use of lognormal or normal model to respond to the attribute distribution function should be carefully questioned. If fitting a distribution function of regionalized variables is the main purpose, one may employ one of certain well-known families of distributions, such as Tukey's lambda functions. For instance, the distribution function of gold assay values studied by Krige (Krige, 1978) may fit the lognormal model well, but one should not exclude that the basic idea of using the distribution function of observed data is to have insight of the physical mechanism that gives rise to the regionalized variables. In Applied Geostatistics, there are many examples considering only lognormal or normal model for the distribution function of geostatistical data even if the observed distribution function has more than one mode. Of course, using lognormal or normal model always brings easy computation for the statistical properties of attribute under investigation. Still, I object to adopting any of those models without having any "statistical inference." As seen from the author's paper, lognormal and normal model produce the same average grade (0.746% copper) and almost the same sample variance. Therefore, which model explains the probabilistic behavior of ore deposit is always an important question that should be replied by the geostatistician using not the common sense but the statistical and probabilistic methods. For kriging procedures, such as linear kriging, one should describe either second order stationary properties or bivariate properties of regionalized variables. Second order properties, such as correlogram function or semivariogram function, are the inputs of the so-called kriging equations. Selecting one of any useable models for the observed second order properties, such as spherical model, is not easy since the models are not based on the correlations structure of the regionalized variables. How those models being used in Applied Geostatistics can be distinguished is another important problem. One may develop many fitting models to respond to the observed second order properties of regionalized variables. However, I suggest that the model should be based on the probabilistic behavior of geologic process. The author used spherical model for copper, wolfram, and silver grades from isotropic sector (Fig. 2, 4, 3b) and exponential model for silver grades obtained along raises in isotropic sector (Fig. 3a). It seems that those semivariograms given in Fig. 3b for isotropic sector and Fig. 4 may be described by the random model implying that regionalized variables do belong to renewal process (Azun, 1983). If I knew the total number of data points used in estimation, I may prove that my conclusion is correct. Recalling the test for the first order sample correlogram value, the test procedure is introduced such that the independence is rejected if [ ] where Za/2 is the a/2 percentile of standard normal random variable and N is the total number of samples used in estimation (Azun, 1983). For the other observed semivariogram functions I suggest the author might try to use the so-called "Markovian model" describing not only the correlation structure of regionalized variables, but also the physical mechanism that produces the regionalized variables. The Markovian model for correlogram function is, [ ] The Markovian model for the other second order properties of ReV are also derived. T ve B, in the above equation, show, for example, structural change and mineralizational variation in a considered deposit, respectively (Azun, 1983). In selecting any model, it is not easy to search for the "best" response to the observed second order properties of ReV's. The Markovian model, based on a theoretical understanding of underlying mechanism, gives more information about the occurrence of regionalized variables and respond to all properties. Random model and the so-called hole effect structure can be easily defined as a special form of the Markovian model (Azun, 1983). An estimation of any second order properties of regionalized variables may be computed through (N-1) lag. However, the dependency between the regionalized variables may be deemed to have "died out" after the so-called stationarity width (range). In practice, the estimation is carried out through 25% of the total number samples available. Therefore, the large fluctuations around the zero level and variance for correlogram or covariogram function and semi-variogram function, respectively, cannot be observed. Since the number of pairs involved in the estimation of higher second order properties is small, the estimation variance at those lags is large. There is no need to show higher order estimated second order properties. In the early 1990’s the British Columbia (Canada) mineral industry frequently discussed the need to participate in, and compromise with, public environmental interests in order to ascertain long-term stability. However, as the decade progressed the mineral industry withdrew from almost all meaningful public participation. As government protected areas policy in the past year has illuminated, there is a continued need for long-term land access stability. This paper historically analyses the public engagement policies of the British Columbian mineral industry while it participated in long-term consensus-based multi-stakeholder land-use planning processes. From this analysis the paper recommends that the mineral industry reengage the public and institute a new working relationship with environmental advocacy groups so as to ensure British Columbia becomes the most sustainable mineral producing jurisdiction in the world.

The Carson Hill mine in Calaveras County, California, was explored and developed by Grandview Resources Inc., as an open-pit heap-leached operation, with production commencing in the fall of 1986. Grandview entered the district in 1983 after a 40-year period of quiescense, the initial contact being by Barden Stevenot, V.F. Hollister, and J.J. Crowhurst. The last dividend declared by the Carson Hill Gold Mining Corp. was 3 1/2$ per share paid in January 1943. The mine was originally discovered in August 1848 by Jim Carson. Preceding the entry by Grandview in 1983, Cyprus Mines explored Carson Hill in 1975, and drill exposed a mineral inventory of 7.3 Mt (7,982,000 tons) averaging 1.4 g/t (0.040 oz per ton) gold. From that time until the Grandview entry, R.W. Thomssen and B.E. Stevenot continued investigations into the potential of the deposit. Grandview successfully investigated many of the metallurgical problems involved with heap leaching the ore. Metallurgical investigations were con- cluded under the direction of R.S. Shoemaker. By November 1984, J.A.C. Ross had prepared a prefeasibility report that included the earliest Grandview investigations. This report concluded that the deposit contained at least 6.8 Mt (7,440,000 tons) of ore that average 1.5 g/t (0.045 oz per ton) gold and that this ore could be mined with a 2: 1 stripping ratio. A final feasibility report was prepared by D.W. Pringle in September 1985. It showed a final ore reserve of 14.7 Mt (16,160,000 tons) of 1.7 g/t (0.049 oz per ton) gold. Attached is a description of the geology of the deposit from an internal report covering Cyprus activity in 1975 and a brief portion of USBM IC 6940 (1937). In processing coal, the low concentrate value requires high capacity production and sharp classification/separation techniques to reduce specific production costs. The allflux separator meets these criteria with a unique two-stage design. Through a combination of rising current and fluidized bed technologies, the allflux has extended the state of the art by expanding the particle size range that can be efficiently processed. Using concepts that have proven successful in processing concrete sands, small-scale industrial testing with coal feed stocks looks very promising. Attractive applications for the allflux are projected in fine coal recovery from old settling ponds or as a retrofit in existing fines circuits.

"Hydrothermal systems are a major component of the processes that shape the composition and structure of the ocean crust, providing a major pathway for the exchange of heat and elements between the Earth’s crust and oceans, and a locus for prolific biological activity on the seafloor and underlying crust. On the other hand, the structure and composition of hydrothermal systems are the result of complex interactions between heat sources, fluids, wall rocks, tectonic controls and even biological processes.Ultraslow spreading ridges, including the Southwest Indian Ridge and the Gakkel Ridge, are most remarkable end member in plate-boundary structures (Dick et al., 2003), featured with extensive tectonic amagmatic spreading and frequent exposure of peridotite and gabbro. With intensive surveys during the last decades, it was suggested that ultraslow ridges are several times more effective than faster-spreading ridges in sustaining hydrothermal activity. This increased longevity can be attributed to deep mining of heat and even exothermic serpentinisation (Baker et al., 2004).Distinct from faster spreading ridges, one characteristics of hydrothermal mineralization on seafloor in ultraslow spreading ridges, including the active Dragon Flag hydrothermal field at 49.6 degree on the Southwest Indian Ridge, is the abundant and pervasive distribution of lower temperature minerals (such as Fe-silica or silica, Mn (Fe) oxides, sepiolite, pyrite, marcasite, etc.) in the hydrothermal fields. Structures formed by lower temperature activity in active and dead hydrothermal fields can also be identified. High temperature minerals such as chalcopyrite are rare or very limited in hydrothermal chimneys at ultraslow spreading ridges. The distribution of diverse low temperature hydrothermal activity is consistence with the deep heating mechanisms and hydrothermal circulations in the complex framework of ultraslow spreading tectonics. On the other hand, deeper and more extensive mineralization at certain locations along the ultraslow spreading ridges can be reasonably presumed."

INTRODUCTION The Sacramento Regional County Sanitation District (SRCSD) serves unincorporated areas of Sacramento County, parts of the cities of Sacramento and Folsom, and the cities of Citrus Heights, West Sacramento, Rancho Cordova, and Elk Grove. SRCSD maintains 145 kilometers (km) (90 miles) of interceptors that convey a combined total of 0.6 million meters3 per day (160 million gallons per day) or more of waste-water, with additional miles of sewer interceptors that are scheduled to be built by 2020. Wastewater is conveyed to the Sacramento Regional Wastewater Treatment Plant in the southwestern portion of the County, also managed and operated by SRCSD, in interceptors with diameters as large as 3.0 m (120 inches.) As part of its overall expansion program, SRCSD has constructed a number of major interceptors over the last few years with tunneling methods due to concerns associated with either the impacts of open cut construction in an urban environment (traffic, safety, noise, environmental concerns) or the need to achieve a crossing of a stream, river, or transportation corridor. This paper focuses on a specific issue that affected construction of the Upper Northwest Interceptor (UNWI) Sections 3&4 project, located at the northern limit of the SRCSD service boundary and within the limits of the City of Sacramento. This project involved the construction of 3.2 km (2 miles) of 2.1-meter (84-inch) and 2.4 km (1.5 miles) of 1.7-meter (66-inch) diameter reinforced concrete pipe (RCP) using MTBM, EPBM, and 3.3-meter (130-inch) two-pass TBM methods. The owner elected to install the RCP using tunneling for a number of reasons including a desire to avoid traffic impacts in a dense urban corridor, to minimize disturbance to the neighborhood, and to avoid potential dewatering-induced settlement issues along the western one-third of the project. For the western portion of the alignment the 2.1-meter (84-inch) reinforced concrete interceptor pipe was to be installed using a 2.7-meter (105-inch) earth pressure balance machine (EPBM). No external dewatering of shafts or tunnels was permitted for reasons of concern about settlement, discussed previously. At the intersection of Elkhorn Boulevard and Natomas Boulevard (at the extreme northwest corner of the project) the 2.7-meter (105-inch) EPBM tunneled past a recently constructed 11-million liter (3-million gallon) water storage reservoir, passing within 3 meters (10 feet) of the tank?s shallow foundation while tunneling through clean sands with a shallow groundwater table. The paper will discuss the implemented solution to mitigate additional settlement risk that was developed as a joint collaboration between the owner, CM, designer, and contractor.

For most industrial minerals, the color is directly associated with economic value. In terms of physics, the principal property that defines the term ?color? is the intensity of light reflected (or transmitted) by an object over the visible band, comprehended between 400 and 700 nm. This reflectance spectrum serves as the starting point for a variety of color-describing factors, the most common in the mineral industry being the brightness (TAPPI, 1977 and 1986) and the L*a*b* system (HunterLab, 2008). Quality specifications for mineral products are usually based on these colorimetric parameters. This market is becoming increasingly more selective and demanding over the quality of raw materials and alongside the traditionally controlled characteristics, such as particle size distribution and chemical composition, a trend exists towards the establishment of increasingly more strict specifications for the optical properties of these materials. This is due to the fact that most plants consuming these industrial minerals incorporate them into products in which the visual appearance is controlled. For these plants, most of them being the manufacturers of plastics, paper, paints, and ceramics, variations in the color of mineral materials result in difficulties to achieve the right color in the final product. Therefore, these plants set strict specifications for colorimetric parameters such as whiteness and yellowness, as well as colorimetric coordinates like L*, a*, and b*. For the manufacturer of industrial minerals, this translates into difficulties simply because many of these parameters are usually alien to the tradition of the mining industry. The main quality parameter in the kaolin industry is brightness, which is a weighted average of reflectance values over the range of 400-510 nm (TAPPI, 1977). Due to the lack of a better property, producers tend to use brightness to also assess the quality of the in situ ore and along the processing operations. However, the unprocessed kaolin is often accompanied by ?contaminant? minerals. For Brazilian kaolins, which are the object of this study, the most important contaminants are hematite (Fe2O3), goethite (FeOOH), and anatase (TiO2). Each of these contaminant minerals has a distinct color and behaves differently during the processing of the kaolin ore. Hematite and goethite in particular are particularly strong pigmenting agents and at concentrations as low as 100 ppm they can make the difference between a high-quality white pigment product for paper coating and waste material. As each Fe-bearing contaminant has a different color and responds differently to processing operations (for example, magnetic separation, chemical bleaching, selective flocculation, and/or flotation in the case of kaolin), the in situ brightness tends to show a poor correlation with the brightness of the final product. Brightness measurements are sometimes complemented with X-Ray Fluorescence (XRF) analysis of Fe and Ti, but the total oxide content provided by XRF is also poorly correlated with product quality because Fe may be in the form of goethite, hematite, or inside the crystalline structure of kaolinite. Thus, a more robust technique capable of distinguishing each mineral phase is desirable. Diffuse reflectance spectroscopy has been used to analyze iron oxide/hydroxide content both qualitatively (Torrent and Barrón, 2003; Liu et al., 2011) and quantitatively (Jiet al., 2002 and 2006). These authors correlate slopes and inflection points at characteristic absorption bands with oxide/hydroxide content in natural soils. The approach presented here involves the extensive use of the Kubelka-Munk (K-M) theory, which has been used for color matching (Schabbachet al., 2009 and 2011) and particle size determination (Otsuka, 2004) in a simplified version. Unfortunately, the scattering constant S is very difficult to measure for dry powders, because the equations require a thin layer of material. Attempts have been made (Gonçalves and Petter, 2007, and Gonçalves, 2009) but the experimental errors tend to be high. Thus, this paper aims to develop a tool for the quantification of contaminant minerals in kaolin based on the K-M theory without resorting to measurements over thin layers. This tool is based on a new two-constant approach, which takes into account differences in scattering between materials over the whole measured spectrum. The experimental dataset consists of the reflectance spectra of mixtures between a bleached kaolin and synthetic Fe pigments.

Introduction The high-density sludge process was originally developed by Bethlehem Steel Corp. for use on acid mine drainage (AMD) and diluted waste pickle liquor discharges requiring continuous chemical-treatment. This work began in the early 1970s and was first put into practical use around 1973. To date, there are approximately 15 operating systems that have been installed to treat mine drainage in the United States. In addition, there are another 10 systems installed outside of the United States. The dense-sludge process is an innovative and improved method for treating acidic metal-bearing streams in a manner that minimizes the volumetric generation of sludge for disposal. The technology utilizes a sludge-recycle process that forms particles with a low affinity for water. These particles are unlike conventional metal hydroxide solids that contain tightly bound interstitial waters. Typical acid mine drainage streams contain high sulfate concentrations that combine with calcium ions in lime-based treatment systems to form gypsum crystals. Compared to the form generated in conventional lime treatment systems, the physical form of the gypsum is radically altered when the dense-sludge process is utilized. The characteristics of the metals particles are also changed in this process, as the metal hydroxides are converted to metal oxides. The dense-sludge particles settle faster, dewater more readily, are more easily pumped and hold much less water than conventional precipitates. In some cases, because the metal content of the sludge is more concentrated, it can be economically recovered. In general, the conventional and dense-sludge treatment processes are very similar. The changes required to implement the dense-sludge process are minor, and, typically, much of the existing equipment can be utilized. The net results of the process are: reduced operational costs associated with sludge generation, improved process control (particularly pH control), reduced gypsum deposition (i.e., less scaling) on system components and reduced sludge generation resulting in less return water for treatment. Despite the relative simplicity of the process, the application of the technology requires careful discrimination, and the "experience factor" for implementation is an important consideration that should not be over looked.
