GEORGE WEINMAN: Our first group leader for the discussion, "Ups and Downs of Downsizing," wishes to remain anonymous. ANONYMOUS PRESENTER: When George and Jamie asked me to do this, I thought a while about what to say and went through several variations of what I’ll present today. I came up with the title "Ups and Downs of Downsizing." A lot of downsizing has occurred in all of our industries-mining in particular. While this downsizing has gone on there's no doubt that all of us produced more and more, probably with less and less people and less and less resources. But I contend that there's also a big downside associated with this. I disagree with a point made in the keynote presentation yesterday, the point being that vendors are bringing new technology to us. I can agree that the major changes associated with equipment and similar items are being brought to us by vendors. But I do contend that there's an awful lot that's getting away from us-especially if you factor in the integrated supply or the strategic alliance or the various and sundry related purchasing techniques. I contend that we are missing a lot of, let's call it, lesser technology; not major equipment changes, but different tools, different techniques for doing things, different left-handed widgets. The integrated suppliers, to some degree, are bringing this to us; but I am concerned about the small guy who comes up with a good idea but deals through integrated suppliers rather than having direct contact with plant people. They're probably going to go somewhere else and market their wares. That's what I'm hearing from a lot of smaller vendors. I also think that we are losing a lot of our knowledge base. Every time you shrink an organization somebody leaves. The bottom line: less people. When a person leaves-and I don't care who he or she is, be it the janitor who's cleaning the bathroom, the operator, the engineer-when that person leaves there's some knowledge that goes with that per- son. And sometimes that knowledge is quite valuable. I've worked more or less at the plant "low." I can't tell you how many excellent, viable projects have come from people who said, "Look here. There's a better way of doing this." And, you know, they were right. Now, maybe they didn't have the resources or the expertise to develop these ideas into full projects, but they had that basic idea. Someone may say, "Well, if we put a no. 6 skyhook here, so we can lift this particular pump without bringing a crane from 30 miles away ...." No. 6 skyhooks are a bit expensive, but what if we put together a little structural steel here or whatnot?

Part one of this two-part series covers conceptualizing and developing a maintenance information system. It explains what information is necessary to manage such a system. Next month, part two will discuss using this type of system with administrative information, including error and absentee reports as well as open work files. Introduction There is no doubt that quality, timely, and accurate information can make a solid contribution to maintenance cost reduction objectives. Yet, despite obvious benefits, methods being used to acquire information systems are proving costly, frustrating, and often unsuccessful. Those needing the information are disappointed. Mine managers, hoping to reduce costs with quality information, are instead seeing no system, no savings, and massive spending on information endeavors of questionable benefit. Options Any software vendor will happily sell you his program. Numerous mining organizations, having "gone to the cleaners" themselves, will gladly make their programs available to help cover huge trial and error development costs. Any package can only be a generalization. Any program bought from some other organization must undergo numerous modifications to make it work properly. In the process the initial cost is doubled. Many mining maintenance organizations do not know how to go about the task of conceptualizing, developing, installing, and effectively using a maintenance management information system. Consequently, many have hedged their primary responsibility of specifying what information they want, how they will get it, and how they will use it effectively. Into this void have jumped many who claim they can help. But some may not understand the special information needs of maintenance in the mining industry. By default, the whole scene of maintenance information systems has become confused and in need of clarification. A Starting Point Four broad phases are used to organize the steps by which maintenance acquires an effective maintenance management information system and initiates its use. Conceptualization is an identification of needs, factors that influence development, and an assessment of support for the system. Development is a plan of action for bringing the conceptualized information system to life. Consideration is given to the practical aspects of collecting field data, processing it, and converting it into useful information. Implementation consists of those actions by which the newly developed system is integrated into the organization and put in the hands of its personnel so that its value can be derived. Use addresses the means by which personnel use the information to accomplish maintenance improvement objectives. These phases are preceded by establishing the need for the information system. They are followed by a requirement to measure its success (Fig. 1). Conceptualizing the Information System Responsibilities - The information system user must acquire the system best suited for its use. A step-by-step process is essential to avoid many serious problems than can easily occur. The most important step is to clearly identify its objectives and lay out a course of action to achieve those objectives. The major reason for the failure to achieve information objectives is not carrying out this responsibility. Maintenance cannot delegate the task to data processing. It can obtain technical assistance but it must retain responsibility. Nor can maintenance purchase

The recent recession has severely impacted the performance and results of virtually all of our natural resource companies. The depressing climate continues to linger and recovery maybe sometime away. Problems remain for resource companies in the steel and petroleum industries as well as the mining business. In February, at the AIME Annual Meeting in New York, an All-Institute session presented a variety of views on the situation. A. T. Yu, chairman of ORBA Corp., Mountain Lakes, NJ, organized presentations by top management personnel of four natural resource companies. This well attended session heard management strategems for the present and views for the future. A compilation and synthesis of these presentations, gathered by Dr. Yu, are presented here for ME readers. Leading off will be William A. Griffith, president and chief executive officer of Hecla Mining Co., Wallace, ID. Other speakers presented here include Wilfred P. Schmoe, executive vice president of Du Pont Co., Wilmington, DE; Frank W. Luerssen, chairman and chief executive officer of Inland Steel Co., Chicago, IL; and Adam H. Zimmerman, president and chief operating officer of Noranda Mines Ltd., Toronto, Ontario. First, then Griffith's remarks. Introduction The key to successfully managing a natural resource company in austere times is good management in good times. In other words, position the company during prosperous times to survive the times when the well dries up. Although we know how to manage properly, for various reasons we sometimes do not do it. We forget the lessons of history. We allow ourselves to be carried away by our egos. We fail to position our companies properly in good times. As a result, in bad times we find ourselves in deep trouble. We need constant reeducation in the things we already know. In the natural resource industries, proper positioning in good times involves becoming a low-cost producer, retaining the flexibility to pull in our horns, developing a lean and effective organization, and maintaining a healthy balance sheet. Nothing improves the chance of survival during austere times as much as being able to produce at a lower cost than your competitors. In our business, that means having low-cost mines - low cost because the ore bodies are high grade or favorably located, and because they are efficiently operated. It also means recognizing the competition. The key numbers are the cost to produce an ounce of silver or gold. Nothing else really counts. And our competition is every other precious metal mine in the world. Flexibility is important when one gets stuck with a high-cost operation, often because things do not work out as we expect. It is important to be able to shut down an operation quickly and easily, without high holding costs, and without disrupting the corporate organization. A lean and mean, effective organization of competent people is vital during bad times. A company will not have that if it is not developed and maintained during good times. Finally, a natural resource company has to develop a healthy balance sheet during good times if it is to survive the bad. Money in the

Introduction Responding to Congressional inquiries regarding the purchase of a number of major domestic mining and metals companies by foreign firms, the US Bureau of Mines examined trends in foreign direct investment in the US. mining and mineral processing industries1. "Foreign Direct Investment in the US Minerals Industry" analyzes the extent of foreign investment in several major mineral commodity industries. It identified the countries of origin of foreign investment in US mineral assets. The study also described several reasons for the growth of foreign investment in US minerals and discussed some potential implications of this activity. Foreign investment trends in the economy and minerals For the economy as a whole, between 1977 and 1985 the number of US affiliates of foreign investors more than doubled - from 4046 to 9824 - as did employment at these affiliates - from 1.2 million workers to 2.9 million (Table 1)2. During this same time period, the total value of assets of all US affiliates throughout the economy rose from $239 billion to $736 billion (1985 constant dollars). In the domestic minerals industry, foreign investment also grew substantially during that same time as the number of US minerals-related affiliates increased by 74% - from 125 to 217 - between 1977 and 19853. During the same period, employment at all foreign-owned affiliate mineral operations in this country increased by 78% and totaled 198,000 workers at the end of 1985. Parallelling the growth in the number of and employment at foreign-owned US mineral and metal operations, the total value of US mineral assets owned by foreign firms (or individuals) has nearly doubled since 1977 and amounted to $30.9 billion at the end of 1985. The rate of increase in foreign investment in US mineral assets was slightly higher in the metals industries than in the nonmetallic groups. Foreign investment more prevalent in minerals Perhaps a more useful way of evaluating the growth in foreign investment is to analyze growth in the "intensity" of foreign investment - the proportion of total US industry assets held by foreign investors. Although insufficient data on total industry assets prevented the development of such a measure, employment data provide an indication of relative differences in the intensity of foreign investment among the mineral industries and other industries. For example, as noted in Fig. 1, the 198,000 minerals industry workers employed at US-affiliate companies in 1985 represented 12.7% of total employment in this sector of the economy. In comparison, for the mining and manufacturing sectors of the economy as a whole, 7.8% of all workers were employed at US-affiliate firms in 1985. For the total economy, 2.7% of the entire civilian employed workforce worked at US-affiliate firms that year. Using employment as an indicator, foreign investment has been more prevalent in the minerals industry than in most other industries. About one worker in eight in the minerals sector was employed at a US-affiliate firm in 1985. In comparison, for the goods producing sectors of the economy - all mining, petroleum, and manufacturing industries - about one worker in 13 was employed at a

Operators depend upon the success of backfilling programs to ensure that mine activities run continuously (Archibald et al, 1993) where backfilling is an integral part of the mining cycle. In order to ensure that the backfill is prepared and delivered to the stope possessing the required engineering properties, as designed, and that the backfilling process is safe, mine operators at all stages of the backfilling system must be adequately trained for their tasks and be aware of how their work affects other backfilling stages, both up- and down-stream of their station. Mine operator training is primarily based on learning on-the-job from experienced supervisors or training personnel. Classroom training and the availability of reference manuals are less common. While in use by many industries for some time now, computer-based training (CBT) is becoming more readily accepted by the mining industry for a wide variety of training. It is not intended to replace on-the-job training, but to augment it. CBT offers many advantages to enhance operator learning by utilizing multimedia presentations, interactions and on-line testing to teach complex concepts and relationships. Discussions with many operations revealed that there is an industry need for a backfill guide for frontline operator training and as a reference manual for operators and mine engineers. Sponsored by the mining industry and the CIM, "Mine Backfill, An Operator's Guide" has been developed by the Departments of Mining Engineering at Queen's University and McGill University to fulfil this need. "Mine Backfill, An Operator's Guide" is an interactive multimedia package that incorporates high quality colour images, animations, sound, and video with text to review the main backfill methods employed in Canada, including hydraulic/slurry, paste and rock fill. The Guide is divided into training and reference primer sections. When in training mode, the operator is guided through a presentation of common mining and backfill practices and technologies so that he/she may become more familiar with different aspects of backfill processes. To ensure that key concepts have been learned during training, the operator will be tested after each section using a series of multiple choice and true/false questions. When in reference mode, alternatively, the operator may browse through the information in a more detailed and independent fashion through a series of interactive menus. The Guide focuses on the following main topics: resources, surface preparation, distribution, stope activities, health and safety, and quality control. Special features included in the Operator's Guide are a Buyer's Guide, a Trouble Shooting Guide, and an interactive glossary of backfill and mining terms. Concepts in interactive and computer-based learning are also reviewed in this paper.

Introduction The 150 MW circulating fluidized bed (CFB) power plant described in this article is the product of recent Bechtel experience in the industrial power and steam market, where the economic feasibility of fluidized bed projects has been proven. The ability of CFB boilers to burn low grade fuels makes it possible to burn low ranking coals or coal wastes. These include anthracite culm, coal mine rejects, and coal wash-plant-waste slurries. This article also addresses the impact of fuel characteristics on plant design. This includes solids handling, steam generation, sulfur capture, and auxiliary load requirements. The uncertain economic environment in which utilities must now operate has shifted the industry's interest away from large, base-loaded generating units to small, more versatile installations. Utilities now consider purchasing new generating capacity in smaller increments and staging its deployment to correspond with demand increases. In this way, they lower their risk in the increasingly hazardous art of long-range load forecasting. This strategy has many advantages. Multiple, smaller units have inherently greater turndown capability and better availability than a single larger unit of the same size. In addition, the smaller units will each have better cycling capability. And, with CFB combustion, the smaller units will have greater fuel flexibility. General plant description The 150 MW powerplant described here is a grassroots CFB unit. Fluidized bed technology differs from conventional combustion techniques. With CFB, solid fuel, together with inert material such as sand, gypsum, limestone, or ash from the fuel, is kept suspended in the combustion chamber. This is done by using the action of the fluidizing air distributed below the bed. Fluidization promotes the turbulent mixing conditions required for good combustion. The turbulence causes the entire mass of solids to behave like a liquid. The result is improved mixing. This allows heat to be generated at a lower and more uniformly distributed temperature that is below the ash fusion temperature of most coals. The fluidizing mechanism offers several other advantages over conventional combustion. There is less volatilization of alkali compounds, which cause deposits on boiler tube surfaces. And there is less sensitivity to the quantity and nature of the ash in the fuel. The low combustion temperatures prevent vitrification of the ash particles and minimize problems associated with furnace slagging. The ability to select from many fuels is one of the major advantages of CFB combustor technology. Fuels that can be burned in CFB plants to produce steam and electricity include: low grade coals with high ash or sulfur, lignite, peat, wood and pulp products, biomass, refuse, anthracite culm, petroleum coke, and oil shales. The plant's turbine cycle uses superheated steam at 12.4 MPa (1800 psi) and 538°C (1000°F), with single reheat to 538°C (1000°F). Two high pressure and three low pressure, closed, feedwater heaters are furnished. So is a deaerator, which is an open, direct-contact heater. The CFB plant exceeds EPA's New Source Performance Standards (NSPS) for air emissions. The design limits sulfur dioxide (SO,) emissions to 0.25 kg/GJ (0.6 lb per million Btu). The term clay is somewhat ambiguous unless specifically defined, because it is used in three ways: 1) as a diverse group of fine-grained minerals, 2) as a rock term, and 3) as a particle size term. As a rock term, clay is difficult to define because of the wide variety of materials that comprise it; therefore, the definition must be general. Clay is a natural, earthy, fine grained material comprised largely of a group of crystalline minerals known as the clay minerals. These minerals are hydrous silicates comprised mainly of silica, alumina, and water. Several of these minerals also contain appreciable quantities of iron, alkalies, and alkaline earths. Many definitions state that a clay is plastic when wet. Most clay materials do have this property, but some clays are not plastic, e.g., halloysite and flint clay. As a particle size term, clay is used for the category that includes the smallest particles. The maximum size particles in the clay size grade are defined differently on various grade scales. Soil investigators and mineralogists generally use 2 pm. as the maximum size, whereas the widely used scale by Wentworth (1922) defines clay as material finer than approximately 4 pm. Some authorities find it convenient to use the term clay for any fine-grained, natural, earthy, argillaceous material (Grim, 1968). When used this way, the term includes clay, shale, or argillite, and some argillaceous soils. Even though no standard definition of the term clay is accepted by geologists, agronomists, engineers, and others, the term is generally understood by those who use it. Clay is an abundant natural raw material, and it has an amazing variety of uses and properties which will be discussed in this chapter. Clays rank among the leading industrial minerals in both tonnages produced and total value. Their importance is indicated in Table 1, which lists the 1988, 1989, and 1990 productions according to the US Bureau of Mines (Ampian, 1992). As industrial minerals, clays are a complex group that consists of several mineral commodities, each having somewhat different mineralogy, geologic occurrence, technology, and uses. In this section these commodities are organized as follows: 1) bentonite, 2) common clay, 3) hormites, and 4) kaolin. Fuller's earth is discussed in both the bentonite and hormite chapters. Fuller's earth is a term based on use, and both bentonites and hormites are sold as fuller's earth. The overlapping is particularly evident where both bentonite and non-bentonite fuller's earth are used for the same purposes or products, such as in drilling mud, bleaching or clarifying fats and oils, and carriers for insecticides and fertilizers. Kaolin, ball clay, halloysite, and refractory clays are grouped together because they consist mainly of minerals of the kaolin group. Many factors must be considered when performing engineering and construction work for a major minerals project. Dravo's Afton copper smelter in British Columbia illustrates some of the E&C factors considered when setting up this new operation. In March 1978, Afton Mines Ltd., a Tech Corp. subsidiary, began blister copper production at the world's first integrated copper ore mining, milling, and smelting operation to use Top Blow Rotary Converter (TBRC) process smelting technology. This key TBRC smelting element is licensed by INCO Ltd. to Dravo Corp. The TBRC process uses a single vessel of modular design. It rotates for mixing and provides complete processing capability, from concentrate through blister copper. The Afton facility is about 16 km west of Kamloops, a town in south-central British Columbia. To make its operation as economic as possible, Afton officials considered several options for the copper smelter, the first in modern times in the province. Inability to extract precious metals-primarily gold-from the concentrates ruled out hydro-metallurgical processes. The final choice was between a conventional electric furnace/ Peirce-Smith converter combination and the TBRC process. The TBRC process was chosen for its versatility in processing the various Afton concentrates and grades and its 40% lower capital cost compared to the electric furnace converter system. The TBRC smelter -including concentrate slurry receiving, drying, storage, smelting, off-gas cleaning, and copper casting-had an installed cost of about $25 million. In December 1974, a pilot program was conducted by Teck, Dravo, and INCO at INCO's Port Colborne, Ontario, research facility. The pilot program demonstrated the TBRC's ability to smelt, convert, and clean copper slags. After the successful pilot effort, Dravo performed additional research to find an effective fixation system for high grade, intermittent SO2 gases. Once the go-ahead was given, design and procurement for the Afton copper smelter was provided by the Denver Division, Dravo Engineers and Constructors. Commonwealth Construction, Vancouver, constructed all Afton facilities. Afton's single furnace smelter is designed to produce 25-kt/a blister copper in 363-408 kg cake form. The product is sold to England for electrolytic refining. The TBRC process is only one of several innovations proposed by Dravo and chosen by Afton to insure the most modern smelter in North America and meet all British Columbia's environmental restrictions. Conventional smelting methods use a separate furnace for each process step. The TBRC process employs but one furnace. The Afton TBRC vessel measures 6.4 m in length and 4.3 m in diameter. The furnace is supported on a set of motor-driven rollers. These permit the vessel to rotate at variable speeds to 40 rpm. Rotation provides good mixing, high reaction rates, and effective heat transfer from the refractory sides to the molten bath resulting in a low thermal gradient. The furnace can tilt through a full 360° for charging, firing, and pouring. Smelting at Afton is accomplished in sequential fashion. Flotation concentrate and limestone flux are initially charged to the hot, empty vessel. Using the water-cooled, oxy-fuel lance, the initial charge is smelted. Once sufficient molten bath is obtained and slagging completed, the metallic concentrate is charged. Introduction Trying to synthesize innovations occurring in gold processing is not simple. At present, this technology is exploding, brought about by the high price of gold. This price has compelled the mining industry, as a matter of survival, to produce gold. The frantic search for gold deposits continues, from glacial areas to tropical jungles. The search has been fruitful. New exploration techniques have helped to locate deposits. Some are amenable to conventional processing techniques. Others are in unusual settings that challenge the ingenuity of extractive metallurgists. Ore deposits containing traces of invisible gold, refractory mineralization, and impurities and deleterious materials that previously defied treatment are now being profitably processed. Metallurgists have developed various processing methods and equipment for gold ore treatment that reflect differences in ore characteristics, grade, mineralogy, reserves, topography, climate, and location. These processes can be categorized as: • For nonrefractory or readily leachable gold ores - vat leaching, heap leaching, and agitation leaching. • For ores containing free gold - gravity concentration methods, followed by mercury amalgamation, and • For refractory gold ores - flotation, roasting, pressure oxidation, followed by cyanidation leaching. In actual practice, a combination of these processes may be required. This is because gold mineralization, although usually simple, may be associated with other mineral species or with clays that make the ore difficult to treat. Furthermore, after the gold has been solubilized to form a cyanide complex, one of two important processes must be applied to recover the gold. These ore zinc cementation (Merrill-Crow process) and Carbon adsorption, desorption, and electrowinning. New techniques for leaching and recovery are also advancing. These will become the bases for the next generation of gold processing plants. Nonrefractory Gold Ores Nonrefractory ores with readily leachable gold are among the .easiest to treat. Even so, non-refractory ores from epithermal deposits are likely to contain too much clay. When these ores are damp, they may clog the screens and cone crushers. Depending on the type of process, scrubbing the crushed ore is very effective in overcoming clay problems. After dewatering, the slimes enter the cyanidation process and the thickener overflow is stripped of gold values and recycled. Semiautogenous (SAG) mills are also gaining popularity due to lower capital costs and ability to treat wet, sticky ores. If properly sized, the secondary crushing and screening plants, together with a secondary ball mill, can be eliminated. When the ore is of such a low grade that it can not support fine grinding, vat or heap 'teaching may be applicable. These systems are being actively applied in the US and elsewhere. Rapid construction and low capital costs are important features of these plants. Vat leaching is ideally suited for fast leaching ores and small tonnage deposits located in areas with harsh winters or wet tropical climates. For effective vat leaching, the ore is crushed to less than 25 mm (1 in.), agglomerated with lime or cement to control fines, and leached with sodium cyanide solution (upflow or downflow). Introduction In 1979, rumors of a developing drug problem within IMC Fertilizer's Carlsbad, NM workforce began to surface. For the next two years, a management team contacted local, state, and federal regulatory agencies that had the potential resources to help combat this apparently escalating problem. These contacts included the local police department, the county sheriff's office, the federal Drug Enforcement Administration, and the Mine Safety and Health Administration (MSHA). IMC approached each agency with two proposals. The first required the agency provide an undercover agent for placement in the company's underground facilities. The alternative required the company to provide the agent with the participating agency lending necessary legal expertise and guidance to accumulate the necessary data. MSHA regulations prohibit intoxicating beverages and narcotics on mining property. They also forbid persons under the influence of alcohol or narcotics from working in or around mines. The agency could not, however, help with this problem. The remaining agencies were sympathetic, but were unwilling to assist in implementing either program, citing legal implications. Without exception, these agencies not only refused to provide help, they discouraged any type of undercover operation, searches, drug screenings, or using dogs trained in narcotics detection. As law enforcement officials, they reasoned that any such program constitutes potential civil rights violations. An attorney advised IMC that it was not required to adhere to the same guidelines as law enforcement and regulatory agencies. It was his legal opinion that the company could conduct an undercover operation. But he recommended finding a private firm that specialized in this type of investigation. An experienced firm should have the expertise to conduct the operation and avoid the legal pitfalls that could be encountered. The management team agreed with the attorney and elected to hire a private firm. After extensive research and evaluation, three reputable companies were contacted, advised of the needs, and asked to submit a proposal. Their initial response was enthusiastic. None, however, submitted a proposal. Each was unable to locate a qualified agent willing to work in an underground environment. Privacy and civil rights At this point, it was apparent that an undercover operation was not feasible due to the lack of inhouse expertise and the lack of outside assistance. After more research, it was concluded that the only viable options left were the ones that the law enforcement community had earlier discouraged. These options included locker and personal searches, use of dogs trained in narcotics detection, and drug screening or testing. The management team evaluated the pros and cons of locker and personal searches. They concluded that if conducted properly, this approach could eliminate the problems. The potential legal liabilities, however, appeared to be tremendous. Strict guidelines would have to be adhered to in order to avoid invasion of privacy and civil rights violations. This meant announcing locker searches before conducting them and obtaining written permission from an individual before searching his person. Although the group was reluctant to lose yet another option, it was concluded that conducting searches under these conditions would be ineffective. It would also convey the message to the workforce that the substance abusers had the upper hand. This author was extremely critical of this legal opinion at the time. I have since concluded that the attorney was correct. This occurred in mid-1982. Court decisions of that era indicated the legal and political climate was sensitive to these issues. These activities would probably have been prohibited even if they were

Introduction The history of mining machine development has been and is one of "bigger is better." While this may not always be true, it is currently the only approach open to machine designers without specific in situ cutting force information. The US Bureau of Mines has tried to modify this approach by supporting research, both in the laboratory and in field tests, that demonstrates that bigger is only better if the equipment is used correctly. In-house research has shown conclusively that deeper cutting reduces both dust and energy (Roepke, Lindroth, and Myren, 1976). This approach has been applied to a large Lee-Norse (LN456) continuous mining machine, which confirmed that slow deep cutting is beneficial and does not have a negative effect on production (Black and Rounds, 1977; Black et al., 1978). Specific in situ engineering data needed on coal cutting forces have not, however, been obtained by field tests with the LN456. Although the machine was instrumented to obtain data on one seam, it would be impractical to move the machine from mine to mine. It became apparent that a portable, easy to use device was needed for obtaining coal cutting forces in situ. Such a device could provide the engineering data needed by manufacturers, the site-specific cutting information needed by operators, and a field research tool to establish correlation with laboratory cutting tests. Design and Development According to a set of design guidelines established by the Bureau, the proposed device should be able to measure cutting forces directly with standard coal cutting bits, be transportable by two miners, and be self-contained. These guidelines were given to Ingersoll-Rand Research Inc. (IRRI). The contractor performed a rigorous review of 16 existing in situ portable tester designs, none of which could use a standard coal cutting bit to measure cutting force directly. These included a wide range of devices, all of which are discussed in the final report (Banerjee and Wisner, 1982). A series of design tradeoffs were established to satisfy initial design guidelines. The final deci¬sion was heavily weighted by an industry survey to determine the preferred concept from four man¬ufacturers and four operators. To assure ease of use with maximum information, all respondents wanted a linear cutting device that could work in seams down to 1 m (40 in.). The final design choice was between a linear and a rotary tester. The rotary tester would cut on an arc in the same manner as a rotary drum machine. It had several faults, however, that could not be resolved within the scope of this contract. The worst was related to arc cutting (Roepke, Lindroth, and Myren, 1976). Since any bit cutting on arc enters the coal at zero depth, goes to maximum depth only at the horizontal centerline, and exits at zero, maximum cutting force is obtained only at the instant the bit crosses the horizontal centerline. This centerline peak response would require that many replications be made with an arc-type cutter to get reliable force information. The arc-type tester would require extensive face preparation to establish the cutting path and extensive wasted clearing cuts to advance the device for additional layers of cuts. The linear tester could be mounted directly on any face or rib with only minor preparation. By its nature, a linear cut at a constant depth provides multiple peak force data over the length of the cut, thus reducing the required number of replications. Airborne dust is one of the important environmental problems in mines. Besides conventional dust control methods, recently, extensive studies have been carried out on the elimination of dust before it has actually been formed. Determining to what extend rock characteristics influence the amount of dust produced during different mining activities are considered as a guide for this purpose. The factors analyzed in this study were main mechanical, physical properties and petrographical constituents, namely free and combined silica. In the study regression analysis techniques were applied to investigate the effectiveness of aforementioned factors. INTRODUCTION Nearly every aspect of mining activity contributes to the air pollution caused by dust. Therefore the harmfull effect of airborne dust has been investigated many years and limit dust concentration levels were determined for various types of mine dust. To keep the dust level below limit value different dust control techniques have been applied in mines. So far, the well known techniques regarding dust control focuses on reducing the amount of airborne dust. However, recently various studies have been carried out to avoid the dust before it has actually been formed (Bhaskar and Gong, 1991). In this respect, influence of rock characteristics on dust formation is regarded as a guide for this purpose. The present contribution describes such a study in which the drilling operation is considered as the source of the dust. In this study drilling and dust sampling process were undertaken in a model gallery that simulates an underground working. The mechanical and physical properties of the rock samples were measured in rock mechanics and ore dressing laboratories. Quartz and combined silica contents of the rock samples, on the other hand, were determined in the laboratories of geological engineenring department. Rock samples used in the research were different types of coal measure rocks, namely, sandstone, shale and conglomerate. The rock characteristics studied in this work are brittleness, toughness, rock strength, hardness and hardgrove index as inherent properties; free silica, and total silica contents of rock samples as petrographical constituents. Although there have been various studies to determine the effect of rock characteristics on the dust formation, still the type and extend of effectiveness have not been understood clearly. LITERATURE REVIEW Most of the studies investigating the effect of rock properties on dust formation concluded that they are effective. In such an investigation, it has been found that inherent rock properties influence dust formation (Das, 1973). In the another study, dustiness of the air was considered as a function of the composition, hardness and moisture content (Panov, 1967). It was also accepted that in a drilling operation more fine dust is produced if the rock to be drilled is hard (Skochinsky and Kamarov, 1969). In some other investigations dust production were considered as a function of hardgrove index (Moore and Bise, 1984) or formulated in terms of brittleness, toughness and hardness (Güyagüler, 1991). The effect of the petrographical properties of coal or rock on dust formation characteristics have also been studied (Baafi, 1979) (Panov, 1967). Because of its importance, various researches were conducted the study to find out the effect of free and combined silica content of dust on dust formation. In one of the study, the relationship between quartz in the coal seam and quartz in the airborne coal dust was investigated (Ramani et al, 1988).

Discussion by Stephen Semeniuk Discussion As a valuator and SME member, I view Ross D. Lawrence's position as based on unproven and faulty assumptions made with regard to the pragmatic evidence presented in his paper. Moreover, his call for the inclusion of all mineral resources in discounted cash flow valuations is redundant, if not irrelevant, as there are procedures that already take all classes of mineralization into consideration for valuation purposes. In my experience as a valuator, I find that Canadian securities regulators are more than accommodating in allowing any valuations of mineral properties to be based on cash flow calculations. In other business areas, the same regulators usually reject discounted cash flow valuations of projects or businesses with no operating history. Instead, the regulators prefer valuations to be based on other transactions tested in the marketplace. Valuations based on actual market transactions are less subjective than discounted cash flow calculations and/or the capitalization of arbitrary, untested or undemonstrated earnings projections. In the mining and minerals sector, such projections may be made by persons not qualified to make such projections. In support of this statement, I direct readers to the article "Valuation of mineral properties which do not contain exploitable reserves" by Lionel C. Kilburn, which appeared in the August 1990 issue of the CIM Bulletin. To quote from the article: "Value of a mineral property depends basically upon metal prices, recoverable grades, mining and metallurgical practices, commodity supply and demand, and political-economic conditions, all of which vary with time. Five fields of expertise influence the value of a mineral property: •geological engineering, •commodity markets, •financial markets, •stock markets and •mineral property markets. The skills of geologists and engineers properly apply to the first field of expertise. Knowledge and consideration of the other four fields is important, but such advice is more properly sought from marketing experts, economists and stockbrokers." Securities regulators have created no hardship for valuators by excluding unsubstantiated resources in discounted cash flow valuations. In the field of engineering, best design practices apply. A margin of safety is built into the design criteria for any new equipment or structure that will exceed normally expected load levels and stresses, even though such considerations imply higher front end costs. In accounting, the comparable operating principle is conservatism. It explains why, for balancesheet presentation purposes, inventory is stated at cost or market, whichever is the lowest value. Similarly, when the engineering or geoscience-based valuator plays in the field of finance, the rules of accounting and applied economics apply. Regulators in their skepticism of income-based valuations are in tune with similar views already expressed in mining literature. To quote H. Van Tingley, in Mining Magazine, July 1996: "... the DCF method has inherent dangers when applied to undeveloped resources. Firstly, it presents an often-undeserved aura of accuracy. Semiautogenous milling was the subject of 18 papers presented at the SME Fall Meeting in Albuquerque, NM. The process design and scale-up of SAG mills was discussed in several papers. These included a review of testing methods for the sizing of SAG mills by Barrett and Allan. Austin et al. presented an improved simulation model for SAG mill grinding, with model validity demonstrated against pilot plant SAG mill test results. Rogovin et al. presented some pilot plant results relating to the charge motion, hold-up, and particle size segregation in SAG mills. A number of papers described improvements achieved in operating SAG mill circuits. These included presentations by Dailey concerning mills at the National Steel Pellet Co., by Brown and Pipke concerning the Island Copper grinding circuit, by Lovering of Afton Mines Ltd., and by Bartrum et al. of Kidston Gold Mines Ltd. Bush and Hegerle of Amax also discussed SAG mill operations at the company's Henderson mill. They addressed the topics of SAG mill grinding economics. Other papers addressed the topics of SAG mill control (Vanderbeek et al. and Pennington), grinding media (Meulendyke et al.), liners (Kjos), and fabrication (Carr and Utley). The 1985 AIME Annual Meeting in New York featured four technical sessions concerning size reduction technology and practice. Papers involving fundamentals included one by Hinde describing simulation model usage for quantifying the classification and concentration of heavy minerals in grinding circuits. Another, by Rogers et al., discussed simulation models that were used as a design aid in evaluating screens versus hydrocyclones for fine grinding circuits. Arbiter discussed dimensional considerations in grinding mill design, and Schwechten and Schonert proposed the use of a high pressure roll mill as a means for reducing energy requirements in fine grinding. Internal classification in tumbling mills was the subject of a paper by Hogg and Rogovin. The mechanism of internal classification were identified and their effects illustrated. Simulation for the process design of ball mills was exemplified in a paper by Rogers, Austin, and Brame concerning phosphate grinding in laboratory to large diameter mills. The incorporation of liberation into size reduction models was the subject of papers by Austin et al., Herbst et al., and Choi et al. Gupta used simulations models to further investigate zero order fines production in ball and rod mills. Of the published literature, many articles on size reduction were published in various publications in 1985. Articles concerning ball mill grinding included an analysis of interstitial gas effects in dry grinding by Cottaar et al., an analysis of mill grinding noise by Watson, studies of factors affecting breakage rates in dry milling by Gupta et al., and in wet milling by Tangsathitkuchai and Austin. Austin and Klimpel presented two papers concerning ball wear and ball size distribution effects. Koka et al., and Gotsis et al., described recent developments concerning the Szego mill. A model for hammer milling circuits was described in papers by Gotsis et al. and Gotsis and Austin. Heim et al. reported on wet grinding in Perl mills, and Kuga et al. presented findings concerning pulverizing in a screen mill. Studies of grinding effects on particle surfaces were published by Meloy and Hofmann et al., and Scieszka proposed a technique to investigate pulverizing properties of coals. Austin and Rogers discussed factors of powder technology of significance in industrial size reduction in mills and crushers. (Space limitations preclude listing of references. [Introduction] Section 122 of the Clean Air Act Amendments of 1977, Public Law 9595, directed the Administrator of the Environmental Protection Agency, to review all relevant information and determine whether emissions of radioactive pollutants into ambient air will cause or contribute to air pollution which may reasonably be anticipated to endanger public health. In August 1979, EPA published a preliminary report on assessments of public health impact resulting from emissions of radionuclides into air from a broad spectrum of major source categories (1). A section of this document presented a theoretical analysis of the radioactive airborne emissions from several non-uranium mines including iron, copper, zinc, clay, limestone, fluorspar, and phosphate. Since 1978 EPA's Las Vegas Laboratory has been gathering field data on actual radionuclide emissions from these mines to support the earlier theoretical analysis. The purpose of this paper is to present the results of those field measurements in comparison with the assumed values for the theoretical analysis. Data were presented in EPA's preliminary report on both gaseous radon-222 and particulate uranium-238 emissions from non-uranium mines. Most of the emissions data were rough estimates based upon the uranium content of the ore. Preliminary data from a few field studies were also used. Although both the theoretical and field studies by EPA were concerned with radon-222 and radioactive particulate emissions, this paper will concentrate only on the radon effluents. Radon from mines seems to have the greatest potential for possible health effects due to radiation. Data on particulate emissions are presented in other technical reports (2-5). [Theoretical Study] The theoretical emission data are presented in Table I. The estimates for the iron, zinc, and clay mines are based upon preliminary measurements taken by the Las Vegas laboratory. The estimates for the other mines were made assuming that 20% of the total radon-222 in the ore was released during the mining process and the radon release rate from the exposed ore surface was a factor of two greater than that resulting from mining. [ ] Dose assessments for radon from these mines were carried out using model facilities located on generic sites (1). The AIRDOS-II computer code (for estimating dispersion of airborne pollutants) with some minor modifications was used to determine working level exposures to a maximally exposed individual and a regional population. A conversion factor for risk/WL-year(O.021 fatal cancers/person-WL-y) was developed primarily from information on uranium miner exposures (6). This computer code and conversion factor were then applied to the assumed emission rate of radon-222 from each type of mine to develop estimates of working levels, lifetime risks and number of fatal cancers. A summary of this data is presented in table II. [ ] The highest estimated number of cancer deaths per year of operation is 0.05 cancer deaths or 1.0 death due to radon during the 24 year life of a phosphorous mine. For comparison, EPA estimates that underground uranium mines would cause .03 cancer deaths per year of operation in a regional population(1). [Field Study] As a followup to the theoretical study, EPA's Las Vegas laboratory began making measurements in 1978 of actual emissions of radon-222 and radioactive particulates from mine vents at several facilities for each of the industries listed in Table I and II. They were intended to verify general information and radon emissions from EPA's theoretical estimates.

At East Union, Knox County, Maine, near the shore of Crawford Pond, an outcrop of basic rock has been known for more than a century. The occurrence has been regarded as an unusual type of peridotite-pyroxenite, containing disseminated and massive pyrrhotite with nickel, copper and cobalt in recoverable amounts. From the outcrop, the sulfide body had been mapped more or less continuously for a distance of two miles through geophysical methods of several kinds. This paper describes the methods in sufficient detail to evaluate their significance. A core drilling program has con- firmed the location of the conductor and offers a positive means of correlating the geophysical measurements with the physical properties of the ore body. The history of the exploration offers a unique opportunity to evaluate the method of multiple geophysical methods.

Introduction Coal petrography is the microscopic study and description of coal and other organic substances in terms of the microscopically recognizable organic constituents and of the rank of the material. Petrography studies of coal and other organic substances are useful in themselves, and have a number of practical applications. Some of these include determining coking quality of coal, estimating yields of methane from coal beds, and assisting in coal preparation. Petrography studies can also help in mine planning, in source rock studies, in combustion problems, and in synthetic fuel applications. Most recently, petrography has been found to be useful in studying sediment-hosted ore deposits. Microscopic constituents-macerals Under the microscope, coal is a heterogeneous assemblage of the coalified remains of woody matter and plant remains from the swamp or bog from which the coal was formed. The individually recognizable materials making up the organic mass are termed macerals by petrographers. They are the organic equivalent of the minerals that make up rocks. Coal petrographers can examine coal in two ways. Those interested primarily in the microscopically transparent macerals or in the study of very low rank materials, lignites for examples, like to use transmitted light microscopy where light passes through a microsection about 3 to 6 µm (0.0001 to 0.0002 in.) thick (Fig. 1). The dominant red color of the section in Fig. 1 is inherent, not a stain or produced by a filter. Distinct suggestions of textures in the reddish constituents can be seen. The red material is vitrinite and is thought to be the coalified remains of woody tissues. The yellow, lenticular substance is exinite. It is what remains of the waxy coating on a spore. Also seen are white dots of mineral matter and black opaque material that is better seen and described in polished sections. A polished microsection is prepared by grinding and polishing to a mirror polish a compact of coal and embedding resin or a coherent chunk of coal. The resulting microsection is then examined in a reflecting microscope. High magnification, 200X to 400X, and an oil immersion lens are needed to resolve fully the macerals of the organic matter so prepared. Figure 2 shows two macerals, an even gray vitrinite, unstructured and fusinite, a whitish, more or less cellular constituent. Fusinite is thought to represent more or less completely carbonized cellular material. Coal petrographers appreciate that coal is a heterogeneous material. Figure 3 is a view of another section. The generally structureless gray material is vitrinite. The bean-shaped dark constituents are exinites. The long, narrow, somewhat scalloped dark constituent is cutinite. Cutinite is thought to be derived from leaf coatings. Some coal petrographers would describe the large white, structureless mass as micrinite. Others might prefer the term macrinite. A few fragments of fusinite can also be seen. Figure 4 shows a coalified fungal remain, termed sclerotinite. It is surrounded by vitrinite and crushed fragments of fusinite all floating in a sea of embedding resin. Sometimes the microscope reveals the great heterogeneity of coal even on the microscope scale. Figure 5 shows a section with semi-fusinite, inertodetritinite, vitrinite, and micrinite. The nature of the heterogeneity may be judged by noting that the long dimension of the photomicrograph is about 70 µm (0.0027 in.). Measurement of rank Hoffmann and Jenkner (1932) discovered that measuring the reflectance of the vitrinite constituent of coal in a polished section gave a good measurement of the rank of the coal. Status of ISO 14000 standards. The ISO 14000 are voluntary international standards providing a frame-work that allows a company to integrate an effective environmental-management system (EMS) into its operations. The purpose of an EMS is to provide a systematic procedure to identify the environmental aspects of a company's activities, evaluate any significant impacts and use the information to set objectives and targets toward continuous improvement of the company's environmental compliance and performance. In addition to the specifications for certification, ISO 14000 can be used as a guide to develop an effective environmental-management system or for self-declaration. The International Organization for Standardization (ISO) is a worldwide federation founded in 1947 to promote the development of international manufacturing, trade and communication standards. The organization is now represented in 118 countries, with the American National Standards Institute (ANSI) representing the United States. The principal goals of the ISO is "to promote the development of standardization and related ac¬tivities in the world with a view toward facilitating the international exchange of goods and services and to develop cooperation in the sphere of intellectual, scientific, technological and economic activity." ISO develops standards with input from government and industry. Because the standards are voluntary, there are no legal requirements to pressure countries to adopt them. However, many governments, industries and US agencies are adopting the ISO standards as a requirement for business trans¬actions, thereby, compelling suppliers to adopt ISO standards. These business and market forces, which are likely to be strategic business issues in the 21st century global marketplace, are imposing the need to develop a systematic approach to environmental management. The ISO 14000 series evolved from a United Nations Conference on the Human Environment in 1972. It includes a broad range of elements: the basic environmental management system, environmental auditing criteria for internal and external auditors, criteria for environmental performance evaluation (EPE), environmental labeling criteria and life-cycle assessment methodologies. The standards comprise two categories: organization evaluation standards and product oriented standards (Table 1). The ISO 14001 specifications contain the requirements for developing an environmental-management system that may be objectively audited for certification. The ISO 14004 standard provides guidance on interpreting the ISO 14000 specifications for the development and implementation of the EMS and for coordination with the management system of the company. On Sept. 1, 1996, the American National Standards Institute (ANSI) and the Registrar Accreditation Board (RAB) signed a formal agreement to create a new entity called the National Accreditation Program (NAP). To obtain certification, a company must fulfill the requirements outlined in ISO 14001. It is required that "a third party give written assurance that a company's EMS meets all the requirements of ISO 14001." Preparing for ISO 14000 can include subscribing to voluntary environmental initiatives; learning from ISO 9000 quality-management experiences; and utilizing information from recognized training courses, publications and numerous Internet resources. Once committed to an EMS, the management should provide sufficient resources to achieve continuous environmental-performance improvement, as outlined in an environmental policy. A thorny issue now being debated concerns the potential liabilities of documenting the environmental performance of a company. General impact of the ISO 14000 EMS standards. With increasing stakeholder awareness, costly end-of-pipe pollution-control approaches and the success of ISO 9000 quality-management standards, the ISO 14000 EMS standards are being adopted by companies and governments worldwide. The United States and Canada have well-established programs. In Europe, countries differ but are firmly committed toward environmental-management standards (BS 7750, EMAS and ISO 14000). The Department of Environmental Protec¬tion of the State of Pennsylvania is using ISO 14000 as a vehicle to develop a closer working relationship with industry, and it is anticipated that this policy will eventually lead to fewer environmental site inspections for those companies with ISO 14001 certification. Introduction Federal and state laws enacted to regulate coal mining and the accompanying public concern about the adverse effects that mining might have on land use have focused much attention on the subsidence of the land surfaces over underground mines. Some questions asked are • Will abandoned mines subside in the future even though they have exhibited no surface adjustment to date? If so, when will subsidence take place? • Can a specific surface area be affected by subsi¬dence more than once? • What surface form will the subsidence feature take? • Is there any way to predict when subsidence will occur and end? An attempt is made here to address these questions insofar as it is possible with available data and experience of evaluation of subcritical extraction conditions. Mining that results in subsidence features can be classified as supercritical, subcritical, and critical with respect to the minimum span lengths of the worked-out rooms (Fig. 1). A complete basin will not develop fully immediately over subcritical conditions because the span lengths of the entries are less than the critical dimension (Wardell, 1983). Passageways, entries, and room-and-pillar panels are all included in the subcritical category. Because of the short span lengths, subcritical mining conditions tend to be stable over the life of the mine unless adverse geologic conditions exist (Gray et al., 1974; Dunrud, 1976). Various roof control and support procedures are employed to maintain entry stability during mining. Little information exists concerning the time factor of subsidence over areas of subcritical extraction. Data that have been collected relate to longwall mines, whereby the cavity sizes are designed large enough to induce caving behind the working faces so that complete subsidence at the surface occurs within a short period of time. The UK's National Coal Board (1975) has reduced the enormous amount of data it has collected to empirical correlations and has published these correlations in its Subsidence Engineers Handbook. The handbook states that "None of the foregoing remarks applies to pillar and stall working," with respect to the section discussing the time factor of subsidence caused by longwall mining (National Coal Board, 1975, p. 40). To understand and evaluate how time relates to subsidence above room-and-pillar mines, one must first recognize how mine cavities deteriorate and fail. The propagation of failure to the surface must then be studied, and, finally, the failures that are manifest at the surface in the form of depressions accompanied by both compressional and tensional movements must be investigated. Failure of mine cavities Any cavity beneath the earth's surface represents a condition of nonequilibrium and tends to close with time. Failure of cavities in a subcritical mine can be classified as failure of the roof, failure of the floor, failure of the supports (pillars, cribs), and elastic rebound of the rock. One mode of failure may dominate, but generally combinations of the four will occur. Also, initial instability of geologic materials and structural features and in situ stress may be unknown factors that can contribute to cavity failure. Roof failure is the most obvious opening stability problem in most operating mines. The bridging capabilities of the roof rock are dependent on the rock's material strength, geologic discontinuities, and reaction to humidity changes in the air of the mine. This type of failure may vary in magnitude from gradual flaking to massive roof falls. Mine floor instability can be manifest in the form of a general heave over a broad area or of individual pillar punching. The weaker and thicker the immediate floor material, the more prone a mine is to experience floor problems. Water seeping into an area can soften the underclay, reduce its bearing capacity, and precipitate failure of support for the overburden.

A method of hand-calculating the air-cooling requirements of a conceptualized underground mining operation is presented for the reader's orientation. Separate air heat load calculations were conducted for adiabatic compression, electromechanical equipment, wallrock, broken rock, groundwater, and blasting operations. The air heat sources were calculated for four mining levels under conditions representative of a typical planned mining operation at depth. The total heat gain on each level will approximate the level air-cooling requirements. The results of these hand calculations can be further modified by the use of mine ventilation computer software that refine the heat-source calculations, predict underground ambient air temperatures, and establish the air-cooling requirements of a mine. INTRODUCTION The principal mining method employed is a modified vertical crater retreat (VCR) blasthole operation. Typical scopes range from 20 to 40 feet wide, 75 to 100 feet long, and 100 feet in height. Six and one-half inch blastholes are drilled with an "in the hole" hammer drill. Eight-foot high horizontal rounds are blasted down. Mucking of ore from the undercut to orepass is done with LHD equipment operated from a remote control station. Backfill includes hydraulically placed tailings with cement, and waste rock when available. Stope access is from ramp sub-levels on 50-foot vertical intervals. Crosscuts are ramped down to the first stope cut 25 feet below the sub-level elevation. Then the crosscuts are raised by taking down the back when each stope cut is completed, until an elevation 25 feet above the sub-level is reached. The crosscuts are filled with tailings, and/or waste rock. See Figure 1. Typically, a two-pronged approach to defining the air-cooling requirements is conducted. First, the principal sources that make up the air heat load are individually hand-calculated. Second, projections of mine heat load are calculated by utilizing computer modeling techniques. This paper discusses the first method (hand calculations) of determining the individual components of heat flow into the mine. CALCULATED AIR HEAT LOADS Adiabatic Compression The plans for the mine include delivery of 300,000 cfm of air to ventilate the lower level operation. This is equivalent to approximately 200 cfm/ton of rock produced (300,000 cfm/1500 tpd of ore and waste). As air flows down a shaft, with no heat interchange between the shaft and air and no evaporation of moisture taking place, the air is heated in the same way as if it were compressed in a compressor. Dry air increases in temperature about 5.4°F per 1000 feet. One BTU is added to each pound of air for every 778 feet of decrease in elevation, or is subtracted for the same elevation increase. For dry air, the dry-bulb temperature change is 1/(0.24 x 778) = 0.00535°F/ft., or 1°F/187 ft. elevation. Auto-compression may be masked by the presence of other heating or cooling sources, such as shaft wallrock, groundwater, air and water lines, electrical facilities, etc. The major factors influencing the temperature of the air delivered underground by a shaft are (1) the night time cool air temperature's effect on the rock or lining of the shaft, (2) temperature gradient of ground rock related to depth, and (3) evaporation of moisture within the shaft which increases the latent temperature and decreases the sensible temperature. [Calculation For Adiabatic Heat of Compression] a. Assumptions: 1. Three hundred thousand cfm of fresh air at 3000 level has increased in temperature during the summertime to the point where it has little available cooling power. Air-cooling will be required on 3000 Level and below. 2. Elevation of 3000 Level is approximately +1000 ft. above sea level.
