In 1991, environmental issues related to coal mining continued to be an integral part of managing a cost-effective operation. Environmental regulations and their implementation can create considerable cost burdens on operating mines. Environmental responsibilities require management decisions to be made on a whole systems approach that is comprehensive in costs and consequences. Most of the regulatory activity in 1991 that affected coal was related to reauthorization or revision of several pieces of legislation. Issues related to the reauthorization of the Clean Water Act, the Resource Recovery and Conservation Act (RCRA) and Abandoned Mine Land. Clear Water Act considerations will encompass discharge standards, wetlands issues and proposals to regulate ground water quality at the federal level. Discussion regarding RCRA includes efforts to expand regulatory authority into the area of coal mine waste. That is currently regulated by the Office of Surface Mining (OSM). Another RCRA consideration will be the disposal of coal combustion byproducts. Abandoned Mine Land reauthorization continues the Abandoned Mine Land tax on coal operators. This tax has been in effect since 1977. Regulatory revisions were also proposed by the Department of Interior on valid existing rights, subsidence, federal coal leasing programs and OSM's troubled Applicant Violator System. Industry officials have been critical of the revisions. A federal appeals court found that evidence supported claims by Whitney Benefits, Inc. that the passage of the Surface Mining Control and Reclamation Act (SMCRA) deprived the owner of full economic use of its property. Before SMCRA's passage, Whitney established an operating agreement with Peter Kiewit Sons Co. to mine coal.

This report concerns Contract No. 3B of the Port Richmond Project, for the Department of Water Resources of the City of New York. It involves the construction of 7, 000 ft. of 7 ft. finish I. D. interceptor sewer by tunneling in soft ground, as well as associated manholes, regulator chambers, siphons and miscellaneous sewers and structures, beneath a heavily travelled perimeter road in Staten Island. The Contractor is Richmond Constructors, a joint venture of Grow Tunneling Corp., sponsor, MacLean Grove & Company, Incorporated, Morrison-Knudsen Company, Inc., and Andrew Catapano Co., Inc. Project manager is Paul DeMarco, Vice-President of Grow Tunneling Corp. The cortract, as designed and bid, requires the use of liner plates 101 -0" O. D., and both cast iron and steel designs of several widths were included in the bid documents by the owner. The specifications also required the contractor to install and put into operating condition, prior to commencement of mining, a complete low pressure compressed air plant and all accessories for mining in compressed air, even though the contractor was given the option of using other methods of ground water control. A third requirement of the specifications was that a shield be used, either manual or mechanical, and with full provision for "breasting". More than 100,000 people from 110 countries involved in the construction aggregates and ready mix concrete industries are expected to attend Conexpo-Conlagg '99 in Las Vegas, NV March 23-27. The exhibition, the largest of its kind in the Western Hemisphere, takes place every three years. It is held at the Las Vegas Convention Center, Las Vegas Hilton Center and Pavilion. The show serves as a venue for con- tractors and others involved in aggregates construction to view the latest in equipment, technology and services. More than 1,500 exhibitors will use more than 147,200 m2 (1.6 million sq ft) of indoor and outdoor exhibit space. Attendees include presidents and company owners, sales and marketing managers, general managers and project managers. An estimated 20% of the attendees will be from outside of the United States. New for the Conexpo-Conlagg '99 show is a 3,715- m2 (40,000-sq ft) Information Technology Pavilion. This event, organized by AIEIC Systems, will showcase computer technology for the architectural, engineering and construction industries. Shown in the pavilion will be the latest developments in cost management, estimating, bidding, project management and accounting. In addition, the Information Technology Pavilion will demonstrate the latest in computer-aided design software, systems and services. Conexpo-Codagg '99 will also emphasize live demonstrations of exhibitor's products. Individual exhibitors will demonstrate their machinery so attendees can see the latest technology in action. Because the Conexpo-Codagg exposition is so large, "shows within a show" have been created to help attendees locate the products and services best suited to their interests. Seven product concentration areas will be formed. Each area houses suppliers and manufacturers of similar products or services.

A microcomputer controlled data acquisition system has been developed for automatic monitoring of underground instrumentation from a remote location. The system has been used extensively by Spokane Research Center personnel for monitoring rock instrumentation in shafts, drifts, and stopes in hardrock and coal mines, especially where instrument access is limited. Ruggedness was a major consideration in designing the underground portion of the system and it has performed satisfactorily under extreme environmental conditions, including temperatures to 1100 F, 100% humidity, and falling water. The major advantage of the system is that it multiplexes the data from 16 channels through a single twisted pair cable to the receiver, significantly reducing cabling requirements. This receiving station can be as far as 8,000 ft from the instruments without the addition of line drivers. The receiver maintains a data buffer with the latest scans, which is periodical 1 y accessed by a micro- computer, either locally or through a modem, that automatically records and reduces the data. Utilities allow on-site plotting of data and uploading of data to mainframe computers.

Searles Valley is located approximately 125 miles northeast of Los Angeles in the Basin and Range Province. Occupying the lowest part of the valley is Searles Dry Lake Playa, which is about 9 miles long and 7 miles wide. Three major subsurface evaporite horizons have been identified and are termed from bottom to top, the Mixed Layer, Lower Salt and Upper Salt. The evaporite beds were formed by desiccation of runoff from the eastern Sierra Nevada during Quaternary time. The saline beds are generally brine saturated with the important ions being sodium, potassium, carbonate, bicarbonate, sulfate, chloride and borate. These ions are present in the brines in various concentrations and have combined to form the minerals halite, hanksite, trona, nahcolite, burkeite, borax, thenardite, sulfohalite, glaserite and others. North American Chemical Company selectively pumps the interstitial brines to feed their chemical plants located on the western edge of Searles Lake. Minerals have been mined since 1873, beginning with borax and trona scraped from the surface. Brine processing began in 1914 with potassium chloride and borax recovery. Expansions have added sodium sulfate and soda ash to the product mix. Currently, dredging of trona ore is also taking place.

The past decade has witnessed an unprecendented proliferation of groundwater computer models. Some of these numerical models were developed for the purpose of simulating groundwater movement in mining environments and predicting inflow rates into active mines. However, a general acceptance of these models as routine planning tools by the mining industry has been slow. Until recently, the major use of these models in the industry is by consultants. There are several reasons that have contributed to this situation. Some of these factors - include scarcity or non-existence of an appropriate data base information required for executing these models, the difficulty and costs involved in acquiring data, and the fact that the instructions for using these models are often too involved and time consuming. Today, however, the state-of-the-art technology has been advanced to a level where numerical models can be routinely used to simulate and predict inflow rates into active mining environments. Such environments include highly fractured (longwall) and deforming flow media. Features integrated into these comprehensive and yet easy to use models are double-porosity-pressure, multiphase, and non-darcian flow conditions. This paper reviews the role that computer modeling has played in mining-related operations by presenting several case studies and the state-of-the-art tools currently in use. Included will be some of the practical field applications that have been compiled during the past decade.

While the National Academy of Sciences has stated that gravimetric sampling technology for compliance purposes is adequate, research into various aspects of respirable dust control require data on many other parameters of airborne dust. These, in turn, have created the need to use many instruments, other than personal gravimetric samplers, in mine environments for dust measurement. There is a need to evaluate the performance of these instruments under conditions of potential use. As part of research in the Generic Technology Center for Respirable Dust, cascade impactors, gravimetric personal samplers and gravimetric samplers collecting dust using isokinetic sampling principles were employed for dust measurements under identical conditions in a mine airway. During the course of the experiments, 8-stage cascade impactors and gravimetric samplers drawing air isokinetically were located in the center of a mine airway at various stations. Two types of data were examined - concentration of dust and size distribution of the dust collected in the samplers. The data show that the amount of dust collected by an impactor is less than half the amount collected isokinetically. The size distributions of the dusts collected from the two instruments, though comparable, show a consistent difference in median diameters. The cause for this bias is examined. The paper presents and discusses the results of the tests, including the concentrations and size distributions obtained from the two instruments for different experimental conditions. There is a need to document the performance of various dust measuring devices in mine airflow conditions.

A Simulation/Animation Model (SAM) with several unique features has been developed for continuous mining in room-and-pillar production systems. Initial cut data are generated by the program based on a short list of general section parameters, and is graphically displayed on the screen for checking and editing. This portion of the program includes several intelligent features. For example, a different cut sequence will be generated for uni-directional section ventilation than for bi-directional flow. Once the data are accepted, the entire simulation may be viewed in animation. Effectively, much of the data are checked visually by watching the actions of the mining equipment. Following the simulation, results are summarized as bar and pie charts, as well as printed output. In addition to the extensive use of graphics, the program contains several advances in simulation techniques as well.

INTRODUCTION Hydraulic sand fills have been extensively used in the United States in deep metal mines since 1940, and hydraulic fills have been placed in coal mines in Europe for many years. Numerous surface hydraulic fills exist in Appalachia for the disposal of coal mine waste and throughout the United States for the disposal of other mining, manufacturing, city, and paper company wastes. Hydraulic fills, as they are now deposited in stopes in mines, are often deposited at near minimum density and hence provide very little support to stope walls and pillars. If the support strength of fills could be increased, perhaps ground conditions in deep mines could be improved making them safer and more efficient. Surface fills deposited at higher densities could be covered with top soil upon which grass could be planted. The purpose of this paper is to describe procedures where the support strength of hydraulic fills can be considerably increased, and the focus of the paper is on applications to deep mines. In deep mines the objective of increased fill strength is to reduce heavy ground problems, improve destressing techniques, reduce or eliminate rock burst incidences, provide better working conditions, provide wall support so that more or all ore pillars can be removed, and improve mine safety, efficiency, and reduce surface environmental problems. The authors have shown that it is possible to improve fill strength used in deep mines. The advance of science and technology influences the modern economy in countless ways. Older industries must adapt to changes in the marketplace, while new industries are born by applying new technology to meet consumer needs. In light of declining head grades and increased unit costs in the US minerals industry, new technological developments in the production environment are paramount to maintaining a competitive footing in the international marketplace. Micro-engineering research provides the transition between the knowledge base and the application of new technology on the production level. Economic considerations The primary goal of technical development in the production environment is to reduce unit operating costs. Simply stated, this is accomplished by improving operating efficiencies and productivities on the production level. The goal of micro-engineering research in the production environment is to evaluate promising technologies and develop the criteria necessary to apply them in operations. As such, this process is the first step toward innovation and discovery. Generally, the micro-engineering research is followed by macro-engineering development. In the production environment, there are generally more development projects than can be accomplished in a timely manner. Usually, this is the result of financial and human resource limitations. Consequently, it is necessary to prioritize the work such that the most beneficial projects are accomplished first. By performing a discounted cash flow analysis and using benefit-cost ratios (for non-mutually exclusive alter¬natives) or net present value criteria (for mutually exclusive alternatives), the projects can be rated from best to worst. In this way, the financial and human resources can be best allocated to first complete those projects giving the highest returns before moving on to other activities. Moreover, this information is a prerequisite for management to justify additional financial or human resources.

Anyone with geothermal experience can readily attest that geothermal operations are a natural extension of oil and gas operations. A geothermal company and an oil company need the same type of people to do the same kind of work. In the geothermal industry, geologists and geophysicists define prospects through surface geology, analysis of surface seeps, magnetics, gravity, and resistivity surveys - techniques similar to those used in the petroleum industry. In addition, shallow (250-ft) temperature gradient holes often are used in geothermal operations. Landmen take geothermal leases that are patterned after oil and gas leases. Exploratory drilling is done with the same drilling contractors and same drilling rigs, with minor modification. Drilling foremen and drilling engineers share the same objective of making the most hole, in the shortest time, at the least cost, with a proper completion. Petroleum engineers test the wells, design the completions, determine the reserves, make economic calculations, work with the tax assessor, and manage the reservoirs. Production engineers build roads, locations and pipelines, install gas/liquid separators and meters, and operate production and injection facilities. A contract to sell steam to a public utility is required. Various governmental regulations, permits, environmental concerns, and public affairs pose similar problems in both industries. Also required of both are top management people who are acquainted with geologic risk, prepared to accept million dollar dry holes, willing to bid competitively at lease sales, and able to invest large sums based on a technology not yet fully proven. Successful geothermal development requires in-depth financial ability similar to that required for petroleum development. Introduction Most subsidence monitoring to date has been surface monitoring to develop empirical relationships of the magnitude and extent of subsidence effects. Federal regulations are forcing a better understanding of subsidence. Empirical methods of subsidence prediction may not be adequate, since the empirical relationships may not be valid between or even within coal fields. A better understanding of the mechanics of subsidence is required in order to develop and verify analytical models. This paper presents some of the results of surface and underground monitoring in longwall faces of a coal mine. The seam thickness in these mines ranges from 5 feet to 6 feet at depths of 600 to 1100 feet.

This case study embodies the problems of an underground project under current contracting practices. It will provide a realistic framework for a structured examination of the anatomy of a major complex underground project. Just as it will illustrate the frustrations of the parties to an underground contract, it will also provide a means to examine potential opportunities to provide a better way to develop underground space. Urban Transit Authority (UTA) had planned to expand their heavy rail underground transit system through an extension to an existing line. UTA lacked sufficient funding to guarantee the construction and operation of this planned extension. Venture Partner Associates (VPA) in conjunction with four major department stores entered into an agreement to create a major underground space for a commercial/recreational facility. The concept was to locate the facility adjacent to a planned station and beneath existing aboveground office facilities. This group was known as Commercial Development Corporation (CDC). UTA had reached an agreement with UMTA to provide 20 percent of the line and station costs. UTA then entered into an agreement with CDC to provide the needed additional funding for the station work in return for locating the station adjacent to the planned underground commercial/recreational complex. The agreement called for CDC to contribute 20 percent to the station cost to a maximum of $25 million plus a one percent contribution from commercial/recreational revenues for operating costs.

The deformations resulting from excavation of very large openings are compared using two-dimensional F.E. continuum analyses and discontinuous physical models (20,000 discrete blocks). Both the joint orientations and the model horizontal stress levels were varied. Some models were dynamically loaded to simulate earthquakes (0.2-0.7 g). Model deformations were recorded using photogrammetry. The changes in deformation when increasing the simulated spans from 20 m to 50 m were of particular interest. High horizontal stress caused surface heave when joint orientations were favourable for arch stability. Joint orientations also determined whether the pillars between parallel openings were in a state of compression or tension. INTRODUCTION The engineering performance of large rock caverns has traditionally been learned from mining and hydro power projects, where the depth below surface is often many times greater than the span of the openings. Deformations measured in the walls and roofs of hydro power caverns generally range from about 5-50 mm, though there is a documented case where a wall moved in 126 mm (1), and another where the arch moved down 147 mm (2). Laboratory tests on controlled airflow recirculation have shown the development of transient states in response to changes in system prevailing conditions such as those generated by a sudden start-up and stoppage of fans. Researchers in many European countries have developed various models to explain these phenomena. However, these models failed to consider some important factors such as diffusion and dispersion of gas in turbulent flows. For both in-line and cross-cut recirculation, tests have shown that after the start- up of a booster fan, the gas concentration in the system fluctuates, reaching high levels at the initial states and slowly dying out with time. These fluctuations cannot be represented adequately by simple step-wise functions but rather by smooth, albeit complex equations. In this paper, the phenomena are explained by the convection-dispersion theory, and represented by a mathematical model. Based on a few simplifications and applying Fourier's Transform Method to the differential equations of the flow recirculation model, an integral form of gas concentration function was derived. The Simpson Integration Method was used to compute numerical results for two laboratory tests. The paper also discusses the range of the dispersion coefficient to improve the accuracy of the model.

Attempts have been made during the last three decades to establish a correlation between respirable dust dosage and the degree of progression of pneumoconiosis or silicosis amongst mine workers. Fair correlation has been possible only after the Johannesburg Pneumoconiosis Conference established mass concentration of dust in the respirable size range as the true measure of the incidence of pneumoconiosis. The author had established a good correlation between cumulative total respirable dust dosage as well as cumulative silica dosage and the category of pneumoconiosis according to ILO classification at Mufulira Copper Mine. Studies at Hutti also show a linear relationship between the average cumulative dust and silica dosage md the category of pneumoconiosis. However the maximum tolerable cumulative dust dosage for - prolonged exposure is 182 mg month/m3 - at Hutti as compared to 275 mg month/m3 at Mufulira. Similarly the maximum tolerable silica dosage for - prolonged exposure is Only 35 mg month/m3 at Hutti as compared to 55 mg month/m3 at Mufulira. The TLV for dust concentration at Hutti works out at 0.6 mg/m3 compared to 1.1 mg/m3 at Mufulira and the TLV of silica concentration at Hutti is 0.117 mg/m3 compared to 0.25 mg/m3 at Mufulira. The Hutti figure is however, closer to the TLV of 0.1 mg/m 3 recommended by ACGIH.

The nonferrous industry has for many years maintained monitoring stations in agricultural areas in the vicinity of smelters to collect data concerning impact of smelter emission on agricultural crop production (Thomas and Cross, 1928). However, in 1967, the United States Congress passed the Clean Air Act which was amended in 1970 (Marchant, et al., 1977). The interpretation of this act by the Environmental Protection Agency (EPA) made it necessary for the industry to install extensive real-time ambient sulfur dioxide (SO,) monitoring systems. This was only the tip of the iceberg. Since that time as a result of additional laws and agency directives, it is now necessary to monitor concentrations of a number of substances -in both air and water. And unless there is a major change in government thinking, this trend will continue during the decade of the eighties. It is difficult to estimate the full impact of these laws. Nevertheless, the impact is large and affects every person in the United States today (Anon., 1972; Rockefeller, 1971; Nelson, Yeager, and Guptill, 1973; and Anon., 1975). It prohibits the burning of trash and paper in most areas of the country. It increases the cost of transportation and the price of motor vehicles. It increases the, cost of nearly everything that is manufactured. In industries which compete in the international market, it reduces their competitive position. In some industries the environmental impact is felt on costs of goods sold in the vicinity of 25% of the total production costs. The major portion of these costs is not due to the monitoring systems but instead is due to the increased cost of production facilities, equipment, and raw materials in industries that are required to comply with environmental regulations.

The Bureau of Mines measured respirable dust emission rates from overburden drilling at a surface coal mine and the transport of this dust to downwind locations. The emission rates were estimated by using multiple gravimetric dust samplers mounted on a cross-shaped tripod located immediately downwind of the drill. The transport of this dust was measured at more distant downwind locations by a combination of respirable gravimetric sampling and integrated bag sampling of sulfur hexafluoride (SF6), which was used as a tracer gas. Two modes of sampling were used: (1) At five sampling locations arranged in a semicircle around the drill. The radius of this arc ranged from 15.85 m (52 ft) to 71.32 m (234 ft). (2) In-line sampling at downwind locations with samplers located at intervals of either 10.67 m (35 ft) or 15.24 m (50 ft) for a total distance of 76.20 m (250 ft). Samples were taken 1 .22 m to 1.52 m (4 to 5 ft) above ground level. Test results for the semicircular test arrangements showed that at any downwind location, the maximum contribution of respirable dust due specifically to the drilling operation was 42%; the average for eight tests was 13.6%. In general, there was no correlation between the downwind distance of this maximum contribution and the maximum contribution itself because of changing wind direction. Test results for the in-line arrangements indicated that the transport of the dust from the drilling operation usually decreases rapidly with distance and that, even though the drill dust may produce significant health hazards for the drill operator and drill helper (or other personnel in the immediate vicinity), the exposure of downwind personnel to drill-generated dust may not be a significant problem.

Few members of the general public have a clear understanding of mineral resources. Most people do not know how minerals are mined or why they must be extracted from many diverse locations. Many people acquire knowledge of mineral development from mass media sources with incomplete details or obvious anti-mining bias. The California Mineral Education Foundation was formed in 1991 to provide educational opportunities for the public and industry. There have been major changes in earth science teaching requirements for kindergarten through 12th grade (K-12) curricula since the passage of California Senate Bill 813 in 1983. Model graduation standards, curriculum standards and the state science framework mandate substantial coverage of geoscience topics. The California State Commission on Teacher Credentialing has completed changes in multiple subject and single subject science credentials which will require more geoscience preparation for all teachers. The need for pre-service and in-service education in geoscience is at an all time high. Teachers must have continuing education to maintain their credentials and many are now seeking information in geoscience. The California Mineral Education Foundation designed and conducted the California Mineral Education Conferences held in August 1991 and 1992. The conferences involved lectures and field trips on mining geology, environmental problems and political concerns. Master teachers were employed to share how they get across mineral resource concepts in the classroom. Ninety-six percent of the participants stated that they had changed to a more positive perception of mining after taking the three day course.

Areas of bubble contact were delineated for topaz and tourmaline in the presence of chloride, fluoride, sulfate, phosphate, oxalate, and citrate ions using dodecylamine hydrochloride collector. The limits of pH and the minimum collector concentration were established using the bubble pick-up technique. Bubble contact did not occur below the p.z.c. (point of zero charge), estimated to be 5.6 for topaz and 6.6 for tourmaline, in the presence of chloride ion. Flotation below the p.z.c. was, however, extended by citrate, oxalate, phosphate, sulfate, and fluoride ions. Oxalate, citrate, and fluoride ions displayed the greatest pH range of activation, followed by phosphate and sulfate ions. Chloride ion acted as an indifferent electrolyte. Topaz was selectively activated with respect to tourmaline by fluoride and phosphate ions. Topaz was activated by fluoride ion between pH 2.4 and 5.6. Tourmaline flotation in this pH range was virtually insignificant. Topaz was activated by phosphate ion between pH 4.9 and 7.4. Tourmaline flotation in this pH range was only partial. Activation appeared to be strongest when anionic protonated species were in maximum concentration. Strong activation also corresponded to very stable metal ion species thought to be formed on the surface of each mineral.
