Mining has been a significant component of the Appalachian economy for about 200 years. The region continues to be adversely affected by the environmental degradation associated with these past activities. In addition, companies today are being denied permits at sites where acid generation appears likely. And air emission limitations at power plants now threaten the economic health of many moderate- to high-sulfur coal mines. Thus, when considering the environmental impacts of mining coal in Appalachia, it is important to consider abandoned and active mine issues. For example, abandoned mines generate acidic, iron-rich waters that adversely affect more than 6,400 km (4,000 miles) of rivers and streams in Appalachia. In contrast, operations that were active after the enactment of the 1977 Surface Mining Control and Reclamation Act (SMCRA) cause little water pollution. However, the costs of water treatment at such sites exceed $1 million a day. Even where water quality is not dimished, water supplies can be affected by mining. Subsidence-induced fractures can lower water table elevations or drain a surface stream dry. Subsidence can also cause damage to surface and subsurface structures.

Microsoft Excel based ultimate pit limit (UPL) optimiser has been developed to determine the greatest economic value of an orebody. UPL manipulates a given geological block model to define an ultimate pit limit using either the moving cone, method or Korobov algorithm or Lerchs-Grossman technique. UPL is designed to be an adjunct to MS Excel; the cells in Excel are excellent analogue to the blocks in a geological model, providing X-Y dimensions in an easily viewable and editable state. The use of individual worksheets within an Excel workbook provides the necessary depth to a 3-D block model.

A previous investigation showed that corrosion currents estimated from polarization curves for the pyrrhotite-grinding media system under abrasion correlated well with corrosion currents estimated from marked ball wear test data by applying Faraday's law. Freshly abraded metal debris were magnetically attracted to pyrrhotite and lowered the rest potentials of the mineral particles, thereby affecting the corrosive wear. Just prior to the close of the century, the Mine Safety and Health Review Commission issued its long-awaited decision in Berwind Natural Resources et al. vs. Secretary of Labor[1] to usher in the new millennium. The case arose as a result of a mine explosion in Eastern Kentucky resulting in the US Mine Safety and Health Administration's (MSHA) issuance of 225 citations, not only to the contractor but to four affiliated entities of Berwind Corp. While an Administrative Law Judge dismissed citations to three of the four Berwind entities, MSHA and the remaining Berwind entity appealed the case to the commission. Although the commission effectively left intact the administrative law judge's decision, it announced a new theory of liability that would apparently be applied in the future, namely the unitary operator theory.

The only previous attempt to use a tunnel boring machine in the rock formations encountered in New York City was unsuccessful. However, technology has been developed since then which made a new attempt a practical proposition. Nine thousand feet each of 8'6" and 11'0" diameter tunnels were driven in Manhattan schist using Jarva TBM's together with 1100 ft. of the smaller diameter driven conventionally in Inwood marble and earth. (1) The selection of tunneling method was largely based on the need to avoid community reaction and hazardous tunneling conditions where the larger diameter tunnel passed beneath residential structures in poor condition in seamy and blocky rock. Experimentation with cutters and cutter mountings indicate that good cutter life and ease of change are available. It was found practical to use unusually large muck cars for an efficient muck disposal system. Conventional tunneling was successfully executed beneath a subway station whose invert was less than seven feet above the crown of the tunnel. Attempts at chemical consolidation and dewatering were unsuccessful in the earth section which was completed under compressed air.

During construction of the Washington Metropolitan Area Transit System, the hand-mining of a mixed-face condition was anticipated on a portion of tunnel located in the downtown area of Washington, D.C. The Section, consisting of two circular tubes, extends from Station 12+80, heading in a westerly direction, traverses along a curve under Lafayette Square, and ends in a northwesterly direction at Station 37+62 (see Fig. 1a). It was near the northernmost portion of the section that the mixed-face condition was encountered. Decomposed rock was first encountered in the invert at Station 31+00. From this point the rock gradually increased in height until it intersected the springline at Station 37+62, the project limit. Summarized within this paper are measurements of the soil load on a horseshoe-shaped portion of tunnel located in the mixed face condition. These measured loads are compared to the soil load on tunnels as determined by current design methods. The paper also discusses rib and surface movements associated with the post loading process. Comments will be made on how the presence of a mixed face condition might help or hender the tunnel design and construction procedures.

The Bullfrog and Montgomery-Shoshone deposits, near Beatty, NV, have a combined drill-indicated reserve of 15.8 Mt (17.4 million st) of ore. Average grade is 3.5 g/t (0.103 oz per st) gold and 8.2 g/t (0.24 oz per st) silver. The deposits occur in Miocene volcanic rocks that underwent large-scale movement within a detachment-faulted terrane. The principal host to gold mineralization is a strongly welded rhyolitic tuff that experienced brittle deformation during plate movement. Open space fractures and breccia were filled with quartz, calcite, and adularia accompanied by lesser pyrite, gold, and acanthite. Gold occurs as micrometer-sized particles within and adjacent to the low-angle fault and along associated listric-normal and tear faults. The Bullfrog and Montgomery-Shoshone are volcanic-hosted, detachment fault-related, epithermal quartz calcite stockwork gold deposits. Bullfrog's minable reserve is 13 Mt (14.3 million st) of ore grading 3.8 g/t (0.11 oz per st) of gold. At Montgomery-Shoshone, 2.7 Mt (3 million st) minable tons at 2.5 g/t (0.072 oz per st) are present. Preproduction stripping has begun at the Bullfrog ore body. A 7.7-kt/d (8500-stpd) carbon-in-pulp (CIP) mill is under construction. In 1990, Bond Gold expects to be producing about 6.2 t/a (200,000 oz per year) of gold.

The paper describes the features of the problems encountered and the countermeasures taken for two different tunneling projects. Where, slurry shields were used to excavate, in soft heterogeneaous water-bearing grounds, tunnels passing at very low cover beneath existing foundations of H.T. electric pylons, underground structures and major utilities. In order to avoid any ground failure and/or damage to the existing structures, one option was ground treatement by grouting or freezing technics. However, it was judged that, based on previous experiences, excavation with slurry shield could be carried on securely using an appropriate slurry enriched with polymers and applying a well determined pressure at ground face. A three dimensionnal limiting equilibrium analysis model was used to determine proper confinement pressures. And, the appropriate slurry compositions were stabilished based on laboratory test results. The tunnels were excavated successfully, no ground failure was experienced, and the maximum settlement recorded (on pylons) didn't exceed 3 mm.

An extensive series of linear and rotary cutting tests were run in soft and medium strength rocks at the Earth Mechanics Institute of the Colorado School of Mines to investigate the possibility of very high speed mechanical excavation for tunnel, raise, and shaft boring. The results of these tests demonstrate that cutter penetrations of 38.1 mm (1.5 inch) and cut spacings up to 228.6 mm (9 inch) are possible in such rock without exceeding the bearing capabilities of the cutters. It was also demonstrated in vertical boring tests that continuous excavation rates up to 38.1 m/hr (125 ft/hr) can be achieved with state-of-the-art technology provided sufficient thrust and torque is available. A predictor model for soft rocks was also developed using the test data. Analysis of this model shows that the errors between the predicted and observed cutter normal loads appear to be independent of cutter diameter, tip width, cut spacing, and depth of penetration. This suggests that the structure of the model is correct with respect to these variables. An analysis of the coefficients in the model was also made and a correlation found between the principal coefficient and Unconfined Compressive Strength. The second coefficient in the model was found to be similar in magnitude to rock properties such as Brazilian Tensile Strength, Shear Strength and Point Load Index.

1. INTRODUCTION The Washington Metropolitan Area Transit Authority (WMATA) has often taken a leading role in introducing innovative construction technologies to build its transit system. Most recently, Contract Section E-5a, which included Fort Totten Station and Tunnels was constructed utilizing the New Austrian Tunneling Method (NATM) in soft ground. Along with the station and tunnels, two permanent shafts were also constructed in soft ground employing the NATM technique. This project is located within the District of Columbia on the Greenbelt Route. The subject of this paper is to discuss the unique method of construction of these two shafts, and explore the benefits of applying the NATM technique to the construction of deep shafts. The design of the shafts was performed jointly by Jenny Engineering Corporation of Springfield, New Jersey, and Mayreder Consult of Linz, Austria. The designers also provided construction support services and a resident NATM expert at the site during construction. The construction of the project started in April 1988 by a joint venture of Mergentime Corporation and H. T. Construction, a subsidiary of Hochtief Company from Germany. This $48.7 million construction project has been completed. 2. SUBSURFACE CONDITIONS The two NATM shafts are located primarily in Cretaceous-age deposits that are over 100 million years old. These deposits are intermixed and lenticular in nature

The White Mesa uranium/vanadium mill is six miles south of Blanding, UT, on the Colorado Plateau, which has historically spawned more than 200 uranium mines. As uranium prices approached an all-time high during the mill planning period, Energy Fuels Nuclear Inc. anticipated the reopening of many of these mines, whose low grade ore suddenly looked economic. The company located the White Mesa mill close to these mines, to minimize hauling distances to the mill and give vendors added incentive to reopen or expand mine operations. A receptive local community, a relatively unencumbered trip through the regulatory maze, and some mill circuit innovations all helped to make the White Mesa mill a well functioning reality. From a strategic standpoint, and to begin ore stockpiling as early as possible, Energy Fuels constructed two ore buying stations and began receiving ore in early 1977. The buying stations were located at Hanksville and at what is now the Blanding mill site. Ore receipts at Hanksville did not materialize as anticipated and the facility has since been closed. The Blanding ore buying station is now an integral part of the milling operation. All ores, whether company, vendor, or for toll milling, are received at the Blanding station. The Blanding site was central to the plateau mines, and was well received by area residents, who encouraged the introduction of industry to the area. Residents viewed mill construc¬tion as an economic blessing and were prepared to accept the associated im¬pacts. Energy Fuels hired as many local people as possible for mill opera¬tions.

Starting in 1967 two major hydroelectric power projects have been implemented in East Africa viz. Kafue Gorge in Zambia and Great Ruaha in Tanzania. The two projects have similar characteristics and each consists of an underground power plant, a dam in connection with the power plant and a reservoir dam. The power plants are both designed and constructed according to principles applied in Scandinavia for a long time. Each consists of a headrace of a horizontal unlined rock tunnel with a length of about 10 km, vertical penstock shafts, machinery and transformer halls in large rock caverns and a tailrace of an unlined rock tunnel with a length of about 1 km. The head of the power plant of Kafue Gorge is 400 m, Great Ruaha 175 m, the capacity is 900 MW and 200 MW respectively. Both plants were executed in one stage, but building and erection works were made in two stages. However, the power plants show some interesting differences in design. The power plants are briefly described in the following, special regard being paid to the excavation works. INTRODUCTION This paper summarizes an investigation conducted to determine the relationship, if any, between reported occurrences of abnormal levels of carbon dioxide (C02) gas and the construction of a 2.44meter diameter main sewer tunnel under South Eighty-Fourth Street, West Allis, Milwaukee, Wisconsin. Specific objectives of the study were to determine: (1) the sources of C02, (2) the significance of each C02 source, (3) how C02 could move to areas where it was reported to occur in abnormal concentrations, and (4) what actions could be implemented to eliminate elevated C02 levels associated with the tunneling operation. To accomplish study objectives, expertise from several scientific and engineering disciplines was required including chemistry, geochemistry, microbiology, hydraulics, and hydrology. Pertinent documents were reviewed and field data pertaining to each aspect of the study were collected as required and examined to evaluate existing conditions. Background On or about February 1, 1971, gas with a composition different from normal atmospheric air was reported to enter basements and wells of residences in the vicinity of South Eighty-Fourth Street, West Allis, Wisconsin. Examination of the gas composition revealed that it possessed an elevated concentration of C02 and a depleted concentration of oxygen (02). Public health officials who investigated the appearance of the objectionable gas concluded within reasonable certainty that the elevated C02 concentrations were associated with the tunnel construction under Eighty-Fourth Street.

Mineral processing in 1980 can be described by several key words, familiar to the industry throughout the past decade: complex, low grade, environmental, energy, high tonnage, and economics. Flowsheets have become more complex in order to treat lower-grade, finer-grained, more complex ores and still meet environmental and economic constraints. Operators and researchers have had to cope with these problems, which have resulted in marked trends in mineral processing. The use of advanced instrumentation in process monitoring, control, and modeling has been increasing to deal with fluctuating ore grades, higher plant capacities, rapidly rising operating costs, and process complexities. The industry has been presented with new generations of equipment that reportedly do the job more efficiently and at a reduced cost. The need to meet stricter air and water environmental standards has resulted in a concerted effort by the mineral industries to obtain an appropriate balance between the needs of mining and mineral processing and the requirements for proper environmental, safety, and health protection. Energy and economic considerations have led to increased equipment size, particularly in grinding, flotation, and conveying. Throughout all phases of mineral processing there has been an effort to reduce energy consumption. One avenue followed by researchers and operators was the testing and use of chemicals to reduce energy requirements.

The mining industry is very capital intensive. Competition for shareholder investment has never been greater. Among our challenges is the need to meet shareholder expectations (return on investment), and one area of focus lies in our ability to deliver value on our capital investments. Our ability to meet project expectations affects not only the economics associated with the immediate project but also directly influences our ability to finance future projects. Moreover, our ability as individual companies to attract investor capital is influenced by how we have done overall as an industry, and our industry track record has not been that stellar. With safety, scope, cost, schedule, and quality as guiding principles, our project managers today must address high expectations on every project. This paper examines some items that should be on today's project management checklist. PROJECT ENGINEERING Herbert Hoover, himself a mining engineer, said Engineering is a great profession. There is the fascination of watching a figment of the imagination emerge through the aid of science to a plan on paper. Then it moves to realization in stone or metal or energy. Then it brings jobs and homes to men. Then it elevates the standards of living and adds to the comforts of life. That is the engineer's high privilege.

Early in 1972, Rocky Mountain Energy Company approached MARCONAFLO with a unique request for assistance. They controlled a series of scattered ore deposits in a remote section of Wyoming which had become increasingly valuable despite their relatively small size, great depth and low grade. At the time, MARCONAFLO was in the process of developing a tailings reclaim system which was based on the use of submersible capsules. It appeared that this basic concept might be adapted to slurry uranium ores and pump them to the surface through a bored hole. This presentation will review for you the development of this unique and potentially very important application of MARCONAFLO technology. This first slide (SLIDE 1) depicts the total mining concept envisioned by MARCONAFLO and Rocky Mountain Energy Company. A series of six self-contained mining units would be positioned through boreholes into the ore strata. An oscillating MARCONAJET would direct a high pressure jet stream into the orebody and put it into a slurry which would flow back to a slurry pump. The slurry would then be pumped to the surface and to a collection tank from which it would be transferred to processing. Both the MARCONAJET and the slurry pump would be actuated and controlled by means of a hydraulic power console mounted on the trailer behind the service tower. By means of a high pressure water pump also mounted on the trailer, return water from processing would be delivered to the MARCONAJET to slurry the ore. Tailings would be returned to a backfill unit for redepositing in the mined-out cavities. A drill rig would precede the mining, and it was estimated that this configuration would represent an optimum system for most effective equipment utilization.

The International Symposium on Comminution was organized at Camborne School of Mines, Cornwall England. Papers covered the fundamental and practical aspects of comminution in the mineral industry. Although comminution equipment design has not changed fundamentally during the last 50 years, methods of control and optimization have improved considerably. A simulation model for batch ball milling in the rotating mill was developed as a step toward continuous simulation of ball and autogenous milling. New concepts in jaw crusher technology design and the concept of a 1.6- x 2.1-m (66- x 84- in) jaw crusher with open feed throat has resulted in power savings. The use of cone crusher technology in comminution circuits with particular reference to machine design, plant flowsheet and control figuration has been reported by Boliden Allis, of Sweden. The Whiten steady state crusher model form has been used to develop a quantitative model of 2.1-m (7-ft) cone crushers. This was done by incorporating liner age (wear) and liner length as variables on the selection of particles for breakage and thus on the product size distribution. Another paper by Lira and Karetsky discussed the development of a model based on a multisegment ball mill developed by Whiten and Kavetsky. It is capable of simulating the performance of a coarse grinding ball mill of a given diameter, ball size and mill speed.

In the production of ferronickel at Falconbridge Dominicana's plant in the Dominican Republic the Reduction Plant plays a vital role by partially reducing the nickeliferous oxide ore, and pre- heating the charge to the electric furnaces. Ore is agglomerated in the form of pillow-shaped briquettes which are screened and fed to 12 open-top shaft furnaces. Hot (over 1250°C) reducing gases are partially cooled (less than 1150°C) and introduced through a set of primary tuyeres. The reducing gas rises counter-currently to the flow of solids. A portion of the partially spent reducing gas is withdrawn at the furnace top and recirculated through a set of secondary tuyeres, 1800 nrm above the primary tuyeres. Together with the recycle gas a controlled amount of air is also added to react with the partially spent reducing gas in order to preheat and dry the charge in the upper part of the shaft furnaces. The calcine is discharged through three discharge legs and pusher block assemblies into open-top refractory lined cars. These cars are then hauled to the electric furnace, parked over selected feed ports, and discharged through bottom gates. The furnace exhaust gas is de-dusted in cyclones and then passed through Venturi scrubbers. The slurry is fed to a thickener, filtered, and recycled to the ore receiving hopper in the ore preparation area. Dust generated throughout the plant is collected, wetted to conform with briquette press feed, and recirculated in a controlled manner through the feed system.

The 1997 Rapid Excavation and Tunneling Conference (RETC) was held at the Mirage Hotel, Las Vegas, NV. The RETC is a biennial event jointly sponsored by SME and the American Society of Civil Engineers (ASCE). Conference attendance was 573 members, nonmembers and students, an increase of seven attendees from the 1995 conference in San Francisco, CA. Exhibitors occupied 51 booths at the Las Vegas RETC. The 1997 conference encompassed 58 presentations in 15 sessions. Participants were given details on achievements and advances that have resulted in new design solutions, alternative work practices and increased productivity within the industry. The page at the end of this article tells how to get your copy of the RETC proceedings, either hardbound or on CD-ROM. Or, if you wish, for the first time a CD-ROM is available with the complete RETC proceedings from 1972 to 1997. This two-disk, archival volume has key-word search capability, is in portable file format and is compatible with PC and Macintosh platforms. RETC program sessions included design and planning, ground support, tunnel boring machine (TBM) case histories, conventional excavation, new technology, difficult ground, geotechnical, shafts and raises, future/special projects, new Austrian tunneling method, international projects, soft ground case histories and water and gas. On October 27, 1972, ground was broken for the first section of the Second Avenue Subway, a two track underground rail system that was to extend from the south end of Manhattan at Broad Street, north to the Harlem River at 126th Street, a distance of eight miles. This ground breaking was the culmination of 67 years of planning for an east side subway in Manhattan. Following the successful opening of New York City's first subway on October 1904 there was a mass planning for additional subways throughout the City. In 1905 approval was requested of the Board of Estimate for a First Avenue route and Third Avenue route. The Third Avenue route was approved but when action was not taken to start construction, the approval in accordance with the conditions under which it was given was withdrawn. Further reports and plans for an east side subway, usually to be constructed on Third Avenue, were issued in 1920, in 1922, in 1924, etc. Those of us who had worked on the Sixth and Eighth Avenue subways in the thirites and early forties left to join the armed services of World War II in the expectation that we would return and start work on designing and constructing that east side subway. The reason that much of the thrust in those years was to construct on Third Avenue was that there was a Third Avenue "EL" and business interests of the City were in favor of its demolition. This demolition was accomplished in 1955 so one of the incentives to construct on Third Avenue was removed; but an east side subway was always part of the master plan of the City.
