Some basic terms used in cost management and accounting include: - Cost. A sacrifice made to acquire goods or services, measured by the price paid. Technically, the sacrifice is called a cost until the benefits from the goods or services have expired, at which time the sacrifice is called an expense. In this text, the terms "cost" and "expense" are used interchangeably. - Revenue. An increase in the value of the firm resulting from the sales of goods and services. - Income. The excess of revenues over costs for a specified period. The term is often used with modifiers to indicate specific quantities on an income statement (e.g., pretax income; net income). - Activity. A measure of production work. Traditionally, physical production volume (tons of ore or units of product) has been used as the measure of activity. Other measures include direct labor hours, equipment operating hours, and quantity of materials or supplies consumed. - Responsibility center. A segment of an organization that is responsible for a specified set of activities. In mining, individual operating divisions can be treated as responsibility centers, known as profit or cost centers. Departments within a division are generally treated as cost centers. - Cost center. A portion of an organization having responsibility for achieving specified levels of cost. - Profit center. A portion of an organization having responsibility for achieving specified levels of profit (revenues and costs).

INTRODUCTION Traditionally mineral processing equipment has been procured based on (equipment) specifications prepared by the engineers. As newer materials of construction are being used for equipment manufacture and plant control systems become more sophisticated, the need for thorough and detailed specifications is greater than ever. For example, it is not uncommon to find plants looking at grinding circuits consisting of semiautogenous mills with variable speed, gearless, drives of large horsepower. Technical specifications for the mill, wrap- around motor and control system must, therefore, be carefully prepared to ensure that the respective equipment supplied by vendors meets overall grinding needs. Various engineering and design companies have expended considerable time and effort in developing the specification format. Equipment manufacturers have also given significant effort to developing data sheets aimed at collecting information regarding not only the duty of the equipment, but also the conditions under which it will be operated. As engineers moved from one company to another, the specification format became cross-fertilized and further developed. As a result, specifications on file with various engineers have improved considerably over a period of time. Equipment specifications from earlier projects are commonly used as a basis for tailoring new ones. To keep equipment specifications short, general technical considerations are often compiled as separate specifications. For example, general considerations applicable to the design, manufacture and supply of the mechanical equipment are consolidated under "Standard Requirements for Mechanical Equipment” and included along with that specified for purchase. As the economic feasibility of the project has been established during earlier studies, purchase-related activities can be initiated following completion of the specifications. Procurement itself is a major activity, however, in this chapter only those activities directly related to the purchase of equipment will be discussed. [The site] [Z]irovski vrh uranium ore deposit is located in the extreme north-western part of Yugoslavia, some fourthy kilometers from the capital of Socialist Republic of Slovenia, Ljubljana, not far from the Italian and Austrian border. The sandstone type deposit of uranium ore with medium grade is located in a foothill of Julian Alps. The site shows some typical conditions for this region, which demand special attention in respect to the incorporation of an uranium treatment facility into environment. Among these specific conditions the following site characteristics should be mentioned: - populated area of agricultural and recreational value, - unconvenient climatic conditions with excessive rainfall and long lasting temperature inversions in the winter time, - very pure surface and underground waters which supply the drinking water reservate for large area including the capital of Slovenia, - sharp relief, - unconvenient geological structure. The choise of technology The intention to produce uranium and at the same time respecting the natural characteristics and existing uses of the site made the design of the ore treatment facility relatively difficult one. In general, there were two basic alternatives available perform the task. First alternative was to adopt the usual technological flowsheet with wet tailings disposal and with discharge of used water i.e. liquid effluents into the river. In order to prevent the negative impact of such technology on the sourrounding area sophisticated water purification installation and costly measures in wet tailings disposal e.g. impermeabilisation of large areas by concrete injections, large dam constructions, uncertain capturing of the water sources should be employed. Second alternative was to modify the usual flowsheet by employing the maximal recycling of liquid effluents to the process and to dispose the solid

An important problem in mine operations is the classification of material as waste, low-grade stockpile and ore. This classification must often be made with blasthole data that are widely spaced and that have sampling errors. Geostatistical-simulation techniques combined with basic economic principles allow a procedure for classification that maximizes the expected profit. Geostatistical-simulation methods (Gaussian, indicator or annealing-based) allow the integration of hard and soft data in the creation of alternative, equally probable realizations of the mineral grades. At each location, for each realization one calculates the "profit" if the block were to be classified as ore or waste. The optimal classification is the one that maximizes expected profit (a maximum profit selec¬tion or MPS procedure). In this paper, the authors discuss the theoretical justification of the method and implementation details. The use of blasthole data from different types of mineral deposits, that is, different levels of continuity, are considered. The authors also show the efficacy of the procedure with different levels of sampling error. The increased revenue due to the MPS procedure and improved sampling is shown. The paper shows the geostatistical-simulation procedure and the uncertainty in block grades that result from incomplete and imperfect sampling. The optimal classification is presented. Optimal block classifications are transferred to realizable dig limits by hand-drawing polygonal boundaries. The results of the proposed method are compared to classification based on kriging. Limitations and areas of future work are identified.

A significant amount of energy exists in the waste generated by the coal and timber industries. In the coal industry, the energy loss is mainly due to the discharge of fine coal to the waste impoundment. Despite the fact that the fine coal has the greatest cleaning potential, dewatering, handling and transportation concerns prevent its use as product in many cases. Likewise, the sawdust generated from wood production has energy value and is used as industrial boiler fuel when the transportation distance is relative short. However, wood waste is often discarded into cumbersome landfills due to uneconomical transportation alternatives. Recent research found that these two waste materials can be combined to provide a high energy fuel of around 13000 btu/lb that can be easily handled and transported to end users.

Kwanyin Tunnel is presently the longest (7.7 km) railway tunnel in Taiwan. Due to heavy railway traffic, a pass-by station will be built inside the tunnel to increase the traffic flow. Since the concentration of toxic gases released by the locomotives may reach dangerous levels, a research program was conducted for the purpose of designing a ventilation system which could dilute and/or remove the toxic gases to maintain an acceptable pollutant level. The program consisted of two parts. The first part was field measurement during which the concentrations of pollutants and wind velocities were measured at various points inside the tunnel to acquire basic data regarding ambient air quality, piston effects for the different types of trains, and existing ventilation conditions. Weather data (temperature, humidity, atmospheric pressure, wind direction and velocity) were gathered at many stations, both on the surface and inside the tunnel. The amount of pollutants released by each type of locomotive for various conditions were also measured. The second part of this study involved establishing mathematical models for predicting the air quality of the various proposed ventilation systems. Three different models were used for this work. The first one is a piston effect model which assumes that the gases and air undergo immediate mixing inside the tunnel. The second one is also a piston effect model which assumes that the diffusion ability of the gases is zero. The third one is a conventional ventilation model which was used for natural and mechanical ventilation conditions. From the result of field measurement and mathematical model studies, a ventilation system was chosen with consideration of both ventilation effects and construction costs.

The subject of quartz occurrences in respirable coal mine dusts has been of increasing concern in recent years. The primary impetus for this concern has been provided by better measurement technology that has detected an increased number of mines with high quartz content in their respirable dusts. This paper presents the results of statistical analyses of quartz levels in multi-stage impactor samples from eighteen different coal mining sections located in Pennsylvania, West Virginia, Ohio, Illinois, Kentucky, Colorado and Utah. The quartz and kaolinite determinations were then determined by combining impactor stage loadings to provide larger dust masses and applying the infrared spectrometry procedure outlined in Bureau of Mines/MSHA Method P7. The results will be presented using two categories of data collected during two separate phases of the research: (1) quartz concentration data from mines where quartz was known to be present in relatively high concentrations, and (2) quartz concentration data from mines chosen at random. The aspects of the occurrence of quartz in coal mine airborne dusts that will be reported include the size dependence of the quartz content, quartz variations with location in the mining section, and variations due to mining region. The results of the study show a strong pattern of size dependence of the quartz content in mines for which high quartz concentrations exist. A similar, though less pronounced, pattern exists in mines chosen at random. Quartz levels appear to have a varying relationship to section location and strong geographical patterns do not appear to exist in the data collected. Kaolinite content was found to be similar to that of quartz with patterns that are somewhat more consistent.

Advancements in large diameter shaft drilling have lead to exceptional mechanical refinements of shaft drilling technology. The author traces the history of the equipment and methods employed by the large diameter shaft drilling industry and explores likely paths of future development. A few case histories are cited to illustrate the adaptability of shaft drilling as a versatile tool for advanced worldwide mining operations. Safety, schedules, cost, environmental impact, and capability are discussed to assist the mining engineer in the investigation of feasible projects.

Coal cleaning with traditional magnetic separation usually yields unsatisfactory results because minerals associated with coal, such as quartz, clay, pyrite and calcite, are weak-or non-magnetic. Magnetic reagent technology is a new mineral processing technology with the capability to enhance the magnetic property of minerals selectively. This reagent can be adsorbed selectively on minerals through the control of surface chemistry and, thus, result in selective magnetic enhancement. The application of this technology on coal cleaning has been experimentally demonstrated. Good separation results can be obtained at low to medium magnetic field strength. Comparison with other processing technologies is included.

This project was developed at the PCS Phosphate Mine in Aurora, NC. This site includes a surface mining operation, beneficiation plant and chemical processing facility located in the coastal plain of eastern North Carolina. The phosphate ore being mined at this operation is a 10 to 12 meter (35 to 40 foot) thick colloidal deposit located approximately 30 meters (100 feet) below the ground surface. The ore is pumped to the beneficiation facility where it is separated into clay, sand and concentrate streams. The concentrate product is utilized at the chemical plants to produce a wide range of products including fertilizer, industrial phosphates and animal feed products. The Cyclone Dike Builder (CDB) project developed a technique for dewatering the beneficiation tailing sand stream and providing innovative placement for dike construction. Future material balance requirements at the PCS Phosphate mine required an improvement in tailing sand placement technique to accomplish strategic objectives. The water volume of the sand slurry forces significant quantities of sand out of the dike profile during deposition. PCS Phosphate and MetPro Supply of Florida developed a mobile high-density hydro-cyclone station to remove most of the water and significantly increase the density of the sand being placed for dike construction. This high-density sand slurry is then effectively controlled using minimal heavy equipment operation.

A novel liquid-liquid separation for the recovery of free or liberated gold from mixtures of fine particles was evaluated. Two inexpensive and environmentally benign fluids were selected for the study, water and carbon dioxide. The separation, which is conducted at 295 K and at the vapor pressure of carbon dioxide (6.0 MPa), is based on differences in wettability between the precious metals and other minerals. Contact-angle results indicated that, in the presence of water and liquid CO2, gold is slightly hydrophobic. The addition of CO2-soluble fluoroalkyl thiols or f uoroetherthiols increased the hydrophobicity of gold exposed to water and CO2 to a greater extent than alkylthiols. Minerals, including quartz, pyrite and magnetite, were hydrophilic. During the separation, an aqueous slurry of fine mineral and gold particles was mixed with liquid carbon dioxide. Pure gold particles (-325 mesh) were found to agglomerate at the H2O-CO2 interface. The minerals tended to remain in the aqueous phase. Despite these promising preliminary results, very poor gold recoveries were obtained when applying the procedure to an Australian gravity concentrate. This was attributed to the native gold particles in the concentrate being either too large, agglomerated in slimes or coated with minerals. Although this particular application was unsuccessful, this water-CO2 biphase technique may be applicable for other separations that require the removal of very fine, hydrophobic particles from an aqueous slurry.

Gravity concentration - the separation of minerals according to their relative density - is one of the oldest forms of mineral processing. Even though modern technology has developed a range of other processes, gravity concentration remains as one of the most important methods employed for mineral separation. The range of minerals recovered covers a wide spectrum, from andelusite to zircon, from coal to diamond, from gold to industrial mineral. The long history of gravity concen¬tration, along with a still imperfect understanding of the various mechanisms involved has resulted in a series of ingenious engineers developing, some¬times perfecting and sometimes rejecting, a wide range of equipment, suited for a variety of different duties. 'Selection' in the context of gravity separation, is primarily the choice of the right type of equipment for the separation in hand; 'sizing' of the correctly chosen unit is, more often than not, determining the appropriate number of units required to suit the throughput. The accent of this chapter will, therefore be 'selection'. A brief description of the major types of gravity concentration equipment will follow a discussion of the factors which determine the selection of the correct unit. CLASSIFICATION OF GRAVITY CONCENTRATION EQUIPMENT All concentration equipment has a primary function and a secondary function. The primary function is the efficient separation of the constituent minerals into two or more discrete phases; the secondary function is to effectively cause the discharge of these discrete phases into separate compartments (Aplan 1975). For maximum efficiency of operation, the forces which effect the primary function should not also result in the secondary function occurring; in such cases optimum operating conditions required for the primary function, separation, may have to be compromised to ensure reasonably efficient operation of the secondary function, product discharge. There is a plethora of former industrial sites where coal mining operations have left large slurry impoundments. These contain raw washed fines, which have previously been too expensive to process to requisite grades for commercial use. New technology has been developed for fine material processing, namely the Imhoflot pneumatic flotation G-Cell. This froth flotation technique is a highly efficient means of concentrating coal and is particularly appropriate to the nature of materials encountered in tailings ponds. The high volumetric throughput resulting from the vastly reduced residence time in the cell allows for drastically reduced equipment sizes when compared to conventional flotation cells. This means the process, when combined with innovative pre treatment and filtration equipment can be developed as a mobile plant concept. This is seen as a minimum requirement when re-treating and rehabilitating fine coal ponds.

Noise control is an important consideration in the design and operation of coal preparation plants. It is essential to understand and control noise sources to provide a safe environment for operating personnel. The average noise exposure levels in a typical coal preparation plant generally range between 95 and 100 db. An operator should not be exposed to noise levels of this magnitude for more than 4 and 2 hr, respectively, according to MSHA (Mine Safety and Health Administration) regulations. The major noise sources in a coal preparation plant include noise from impacting the inside surfaces of steel chutes, vibrating screens, coal crushers, pumps, motors, fans, and blowers. The magnitude of noise varies considerably from one situation to another. NOISE EXPOSURE IN COAL PREPARATION PLANTS Noise regulations established by the Occupational Safety and Health administration (OSHA) are accepted by MSHA relative to caal preparation plants. Fig. 14-43 shows a graph of the time of noise exposure in hours per day to which a worker can be exposed for each A-weighted sound level. According to this graph, a worker is permitted to spend 8 hr in a 90-db noise environment, but that time must be halved when the A-weighted sound level increases 5 db. The noise dosage a worker receives is determined by the ratio of the length of time the worker spends in a particular noise environment divided by the length of time he is permitted to spend in that environment. If the worker is exposed to several different sound levels, his total dosage would be the sum of each of the individual dosages. The equation for determining the dosage is: where C is the actual duration of exposure at a given steady state noise level and T is the noise exposure limit for the level present during the time C According to MSHA regulations, the dosage, D, should not exceed one (1) for any worker for a full day of work. As an example of typical plant noise levels, vibratory screens and crushers emanate noise levels in excess of 90 db at a distance of 3 ft (0.9 m) with no material flow. Introduction This section of the text presents a general review of the different types of concentrate marketing contracts. Too often the marketing strategy is ignored in the design phase of the project and the producer is left to the mercy of the buyer. Many items such as concentrate grade, impurity levels and moisture content of the concentrate my enhance, or severely restrict the producers ability to make a profit it. Close attention should be paid to the design of the concentrator which can improve the quality of the concentrates, thus the ability to increase the rider of potential buyers can be enhanced. Difficult at best, is the position of the miner who only has one outlet available for its production. Obviously, the trade offs must be evaluated. For example, concentrate grade vs recovery and grind/filtering capacity vs moisture of the concentrate all must be weighted against freight cost to a potential buyer. In addition, the above considerations must be weighed against the capital cost to the miner. This chapter is intended to highlight important articles that are included in short and long term agreements and to give a new miner/producer some insight into hat my or my not add value to the product. Unless the miner sells the product directly to a consumer such as a gold, or silver producer, or to a large enough operation that has a totally intergrated system to make a finished product, most miners are forced to sell to buyers who ultimately will refine and market the product. Types of Contract Agreements There are many types of contract agreements just as there are colors in the rainbow, however, most contracts fall into three basic categories. (1) Smelter Schedules: Designed for the small producer, the odd lot of concentrate, smelter flux and precious metal ore. Albeit custom smelters are becoming fever by the day, because of pollution control requirements and financial difficulties, most remaining custom smelters have a smelter schedule. A smelter schedule is a posted list of charges and conditions that the smelter will buy material from a seller. Smelter schedules exist for copper, lead, zinc, silver and gold (Handbook for Small Mining Enterprises, Montana Bureau of Mines). (2) Short Term Custom Contracts: Large mine producers frequently use Short Term Contracts where the seller has the buyer frame a contract that is tailored to the sellers’ production. Of the six forms of asbestos, only three have been used to any significant extent in commerce. These are chrysotile, crocidolite, and amosite. Between 1870 and 1980, approximately 100 million tonnes of asbestos was mined worldwide, of which more than 90 million tonnes was the chrysotile variety, about 2.7 million tonnes the crocidolite variety, and about 2.2 million tonnes the amosite variety. The three principal diseases related to asbestos exposure are (1) lung cancer, (2) cancer of the pleural and peritoneal membranes (mesothelioma), and (3) asbestosis, a condition in which the lung tissue becomes fibrous and thus loses its ability to function. These diseases, however, are not equally prevalent in the various groups of asbestos workers that have been studied: the amount and type of disease depend on the duration of exposure, the intensity of exposure, and particularly, the type or types of asbestos to which the individual has been exposed. Lung cancer is caused by exposure to chrysotile, amosite, and crocidolite asbestos; however, increased risk of this disease is usually found only in those who also smoke. Asbestosis is caused by prolonged exposure to all forms of asbestos, whereas mesothelioma is principally caused by exposure to crocidolite asbestos. There is good evidence that chrysotile asbestos does not cause any significant amount of mesothelioma mortality, even after very heavy exposure. The common nonasbestiform amphibole minerals, cummingtonite, grunerite, tremolite, anthophyllite, and actinolite, which are often defined as "asbestos" for regulatory purposes, have not been shown to cause disease in miners. Chrysotile asbestos, which accounts for about 95 percent of the asbestos used in the United States, has been shown by extensive Canadian studies to be safe when exposures do not exceed 1 fiber per cm3 for the working lifetime. Chrysotile dust levels found in buildings rarely exceed 0.001 fibers per cm3. Such dust concentrations will have no measurable health effect on the building occupants. Present and future controls of minerals defined as "asbestos" and removal of asbestos from buildings and homes may cost many billions of dollars. Much of this expense is unnecessary and even counterproductive. Asbestos abatement could in fact produce a health risk to those exposed to dusts during and after removal operations overly restrictive controls could force the use of poor or dangerous substitutes, and could greatly affect the hard-rock mining industry.

Minera Escondida is the world's largest copper mine. Its capacity is more than 800 kt/a (880,000 stpy) of copper. The Escondida open-pit mine operates at an elevation of 3,100 m (10,170 ft). It is located in the Atacama desert about 160 km (100 miles) southeast of the port of Antofagasta. At Coloso, 14 km (8 miles) south of Antofagasta, copper concentrate is dewatered by filtration for storage and shipment to overseas markets (Fig. 1). Concentrate filtrate water, after being treated to remove suspended solids, is discharged at 60 m (200 ft) depth into the Pacific Ocean. This effluent is free of particulates. However, it does contain metal levels above US Environmental Protection Agency (EPA) receiving water criterion. EPA standards are more strict than Chilean receiving water guidelines. However, a multiport diffuser provides rapid mixing of sea water with effluent to ensure metal levels in the receiving water remain below EPA receiving water guidelines. The Escondida Mine began operation in December 1990 at a rated mill capacity of 35 kt/d (38,500 stpd). Since then, the complex has since undergone three expansions. In 1996, it processed 115 kt/d (127,000 stpd) of ore. At Coloso in 1993, about 25% of the copper concentrate was fed to an ammonia leach plant for solvent extraction and electrowinng of cathode copper. This plant is designed to produce 80 kt/a (88,000 st/year) of cathode copper. In 1995, the ocean diffuser system's capacity was doubled to accommodate increased flows to a maximum 50 L/sec (793 gpm). This was achieved by extending the diffuser chamber by 32 m (105 ft) and adding 16 nozzles, which doubled the diffuser's capacity. In November 1996, Rescan Environmental Services began a field verification of the outfall/diffuser system's performance. The study's objective was to determine the performance of the outfall/diffuser system by measuring dilution factors using fluorescent Rhodamine dye and to determine if copper concentrations are below the US Environmental Protection Agency (EPA) water quality criterion of 2.9 µg/L total copper (EPA, 1986). Rhodamine dye was injected into the outfall/diffuser system. An oceanographic survey using an in situ fluorometer was conducted to measure dye concentrations in the effluent plume. Water column characteristics were also measured. These included current speed and direction.

Once considered the dowdy country cousins of the glamorous metallics, industrial minerals are shedding their old image. They are neither common nor easy and their time has come in an age of increasing specialization. Consider that of the 45 or so industrial minerals and rocks listed in [Table 1], almost three-quarters have ten or fewer significant suppliers (i.e., those individual countries contributing 2% or more of total world production); in more than half the cases, 85% of world production is accounted for by only five countries or fewer. Curiously, even materials that appear to be virtually ubiquitous like crushed rock and common salt have significant production vacuums. For example, there is a severe lack of sound aggregates along the US Gulf Coast and common salt production on a large scale is virtually absent in central Africa. These examples all underline the obvious, but acute truism that "The single most important fact about mineral resources is that they are not distributed equally over the world" (Flawn, 1966). Just as significant today is that human resources are not distributed equally over the world, and so arise some interesting commercial incongruities. In certain regions raw materials are plentiful but consumers are not, and without a market a mineral deposit is merely a geological curiosity. Elsewhere, there may be a market but no local raw material supply. For example, despite a huge market there is no or virtually no commercial production of chromite, diamonds, and manganese in the United States and Canada, nor phosphate rock, diamonds, rutile, and zirconium minerals in western Europe. In contrast, Australia with its small domestic market is the world's largest supplier of bauxite, diamonds, ilmenite, natural and synthetic rutile, and zircon; the same is true for South Africa which is a leading producer of chromite, manganese, diamonds, andalusite, ilmenite, rutile, and zircon (Table 2). In the commercial world, Nature's uneven distribution is counterbalanced by deep sea international trade.

This chrysotile asbestos ore body is located near the northern tip of the Province of Quebec, Canada. It is some 1818 km (1130 miles) north of Montreal, 480 km (300 miles) north of the tree line, and is situated within the zone of continuous permafrost. The open pit ore zone is approximately 0.4 km (1% mile) in length, some 61 m (2OO ft) in width and plunges at 25o to 30 o below surface to a vertical depth of at least 610 m (2000 ft). The ore body was originally evaluated by programs of surface mapping, diamond drilling, and bulk sampling. The fiber is semicrude, possesses excellent strength, and good fiber length distribution. GEOLOGICAL SETTING, LOCATION, AND DISCOVERY The chrysotile asbestos mineralization at the Asbestos Hill mine occurs in serpentinized ultrabasic rocks of Precambrian age. These intrusive rocks are found in older volcanic sedimentary rocks known as the Cape Smith-Wakeham Bay belt and are shown in Fig. 1. The rocks comprising this belt overlie older basement rocks composed of granite and granite gneiss. This belt has a width of 32 to 64 km (20 to 40 miles), and trends in a general east- west direction, a distance of about 370 km (230 miles) from Wakeham Bay on the east coast of the Ungava Peninsula to Cape Smith, located on the east side of Hudson Bay. Two sequences of rock have been recognized in this belt. The lower (oldest) rocks are known as the Povungnituk group, and consist principally of massive lavas and sediments. The upper (younger) rocks are known as the Chukotat group, and are composed of pillowed lavas with interbedded sedimentary rocks. Sills of ultrabasic rocks exist in both younger and older rocks, but are more often found in the Povungnituk group. Concentrations of chrysotile asbestos, as well as nickel and copper minerals are found at or near the base of ultrabasic sills, and are most common where a change in dip occurs. The mine is situated about 1818 km (1130 miles) north of Montreal, approximately 1126 km (700 miles) north of the start of continuous permafrost, and about 482 km (300 miles) north of the tree line. The depth of permafrost at the mine site has been calculated to be approximately 549 m (1800 ft). This rich deposit of asbestos was discovered in 1957 during extensive exploration for nickel in the Ungava nickel belt. During that year, traverses conducted by Murray Watts spotted interesting looking ultrabasic rocks, and followup ground examination disclosed rich surface showings of asbestos mineralization near the present open pit. GENERAL INTRODUCTION The object of this paper is to discuss those aspects of open pit mine design which are affected by geotechnical factors. The temptation exists for some practitioners of geotechnical engineering to believe that this relatively new engineering discipline is the ‘be all and end all of mining.’ In the opinion of the authors, this is fallacious but, as our ability to put numbers to the behaviour of rocks and soils improves, it is clear that geotechnical engineering will become an integral and important part of designing and operationg mines success- fully. Open pit mines in the context of this paper also includes open cast mines, where the 'ore" is extracted and the waste material is immediately replaced or ' backfilled in the mined portion of the pit. Open pit mines operating today move from very small tonnages a day to in excess of 400,000 tons per day. Several mines are operating and are being designed to capital expenditure for such projects in some cases exceeds five hundred million dollars and in a few cases will exceed one billion dollars. The size of this investment means that financing will have to be provided from banks or joint partnerships. This financial environment means that planning will be carefully scrutinized by experienced representatives of financial institutions or other mining companies. All too often a project has been put in jeopardy because the personal desire of one or two men to make a project proceed has caused incomplete planning or perhaps in some instances deliberately leading observers 'down the garden path.’ In our opinion the day is rapidly arriving when the quality, logic, practicability and completeness of the planning will make the difference between securing financing or not and, in the cases of existing open pit mines, of the difference between survival and closure.
