In any manufacturing organization internal logistics plays a vital role in improving and maintaining the productivity. In Ferro Alloys manufacturing organization where there is huge input of raw material in terms of ore, reductants and variety of fluxes amounting to about four times of the mass of alloy produced need to be handled from yard to furnaces , internal logistics requires utmost attention. Any deviation or mismatch between stock and requirement will affect furnace operation. Though the activities are being outsourced by most of the organization, these require close monitoring. This communication presents an optimization model which can work as a ready reference for the manager to decide upon the material quantity and the furnace to be fed with an objective of minimizing the cost of handling and zero production loss.

The past decade has witnessed unprecedented growth in the development and implementation of solvent extraction technology in the extractive metallurgy of nickel and cobalt. Solvent extraction is proving to be a powerful tool, opening new opportunities for simpler, more cost efficient and environmentally sound metal refining processes. These advances, however, could not have been possible without the cooperative efforts between the nickel industry and the people and organizations involved with reagents, materials and equipment development and supply as well as solvent extraction research, aided by the accumulated knowledge and practical experience from the copper and uranium solvent extraction operations. This paper provides an overview of these developments and some of the challenges ahead.

South Deep Gold Mine, owned by Gold Fields Ltd., is situated near Westonaria in the Gauteng Province of South Africa and mines the conglomerate bands of the Upper Elsburg reefs (Mondeor Conglomerate Formation) of the Witwatersrand Supergroup and the Ventersdorp Contact Reef (VCR) of the Ventersdorp Supergroup. The stoping and underground developments are mechanized. The Upper Elsburg reefs are mined by a variety of mining methods, including mechanized drift and fill, modified drift and bench, longhole stoping, and low-profile mining. Optimal mine design and scheduling for deep-level mechanized mining are complex, and success is highly dependent on detailed, robust, and accurate geological and geostatistical models. Geological structures significantly influence the sedimentological characteristics, distribution, and preservation of the Upper Elsburg reefs and VCR. Accordingly, particular emphasis is placed on the generation of a mine-scale structural model that accommodates the relationships between the older north-trending fault systems (West Rand and Panvlakte faults) and younger east-trending dextral wrench faults. Results from underground mapping, borehole intersections, and highresolution three-dimensional seismic data have been integrated to produce coherent three-dimensional geological models. The Upper Elsburg reefs suboutcrop against the VCR and comprise an easterly diverging clastic wedge, thickening from the suboutcrop position, to approximately 130 m at the mine?s eastern boundary. The Upper Elsburg reefs are characterized by conglomerate and quartzite bands forming multiple, stacked, upward-fining unconformity-bounded couplets. Palaeocurrent directions are dominantly from west-northwest to east-southeast, indicating that the more proximal deposits are preserved close to the suboutcrop, with distal facies to the east. Sedimentological modelling is applied to individual stratigraphic units and caters for facies definition. This is achieved through channel width (CW) kriging and fitting of type sections to borehole and mapping data. Homogenous geological geozones for each stratigraphic unit are thus defined within individual structural blocks on the basis of those sedimentological parameters that have been found to have a positive spatial correlation to gold concentration. These geozones then serve as constraints to the evaluation of the orebody. This contribution presents a summary of the modelling processes that are currently applied in the development of high-confidence, timeously produced geological models that are essential input for mineral resource estimation and mechanized mine planning and scheduling.

Open cast mining has been practiced in South Africa since the late1970s under near ideal geotechnical conditions. In the past decade, with the exhaustion of the traditional South African coal fields, geotechnical conditions have deteriorated. In addition, the nature of the open cast coal mining industry is changing from the conventional strip mining of virgin coal seams to the extraction of underground coal pillars by buffer blasted highwalls. These industry changes have resulted in the need to re-examine the manner in which geotechnical engineering is applied to highwall design. This paper proposes a geotechnical design rationale for open cast highwalls. Furthermore, the rationale takes cognizance of the various geotechnical hazards associated with conventional strip mining and pillar extraction by buffer blasted highwalls. The need to use geotechnical domain models and blasting geotechnics, as proactive tools for rock fall reduction, are also discussed.

The aim of short-term production scheduling is to decide which blocks of ore and waste to mine in which time period (shift, days, weeks or months) so that several operational and geometrical constraints can be satisfied simultaneously. Since 1960s several mathematical programming approaches were developed for solving production scheduling problems that are based on a combination of various operational research approaches such as linear programming (LP), integer programming (IP), dynamic programming (DP), etc. A number of models have been developed in the past three decades but some models have limited application especially to geometrical mining constraints. One of the geometrical constraints is block accessibility. All blocks must be accessible to mining equipments on the same bench. In this paper a binary integer programming model is developed in order to incorporate block accessibility constraints in an efficient manner. This mathematical model insures that each block has been open and can be loaded and transported easily by shovels and trucks.

A new system for granting access to mineral rights is proposed in the recently released White Paper, ?A Minerals and Mining Policy for South Africa?. Official policy states that ?Government?s long-term objective is for all mineral rights to vest in the State for the benefit of and on behalf of all the people of South Africa?. In order to achieve this objective, government is presently investigating the feasibility of imposing a financial or tax-related disincentive to holding mineral rights. The paper aims to present the pros and cons and to examine the alternatives which will cause minimal disruption to the minerals industry in the period during which mineral rights are transferred to the State. South Africa is a country whose economic and political history is embedded in the development of its mineral resources and has inherited a system which cannot simply be wished away. Hasty or radical decisions will compound the problem, rather than provide a lasting and widely acceptable solution. Mineral rights ownership and its impact on access to mineral deposits are discussed. Taxation as a possible economic disincentive is also evaluated. Finally, the value of mineral resource related information as a prerequisite to mineral policy decisions and as an alternative to mineral rights taxation is emphasized.

Mapping of exposed rock walls provides data on geological features such as joints, bedding planes, faults etc critical to the economics and the safety of mine operations. Traditional, manual methods of mapping can be time consuming, error prone and limited in their coverage. New methods have been developed to map exposed faces remotely and safely however the benefits of these methods are only fully realised when exposed structures can be quickly and easily mapped using automated methods. This paper describes the application of an automated method of analysis of 3D images that provides users with the capacity to map exposed structures automatically. The method is based on the use of vector classification methods used in some neural network systems and provides rapid and reliable identification of exposed planes. CSIRO Exploration and Mining is applying these methods to 3D images for a range of applications from pit mapping to machine automation.

A chlorination pilot plant having capacity to produce 5?10 kg/hr of titanium tetrachloride is in operation at the chlorination facility in Mintek. The bubbling fluid bed chlorination plant can be operated in batch and/or continuous process to study the chlorination kinetics of various feedstocks. The chlorination of titaniferrous ores to produce titanium tetrachloride (TiCl4) was carried out during the commissioning of the pilot plant and also as part of the titanium programme carried out at Mintek. TiCl4 is a basic raw material for producing commercial titanium dioxide pigment and titanium metal. This paper discusses the challenges faced during the commissioning and operation of the chlorination pilot plant. It also discusses the effect on the auxiliary facilities and instrumentation as a result of the harsh operating conditions of +1000°C and use of corrosive gases like chlorine and titanium tetrachloride. It discusses the effect of physico-chemical properties of the titanium tetrachloride and iron chlorides. The effect on the chlorinator refractory lining due to heating and cooling of the chlorinator is also discussed. Besides the special provisions made during the design of the chlorinator, this paper also discusses the operational experience and possible solutions to be implemented in future. This work evaluates and characterizes the impact of the support size and mining dilution of a block model in the operation and selection of equipment at an open pit mine. An exploratory analysis and geostatistical modelling of the grades assayed on a set of drill hole samples is performed, which allows constructing a grade model on a dense grid by means of a conditional simulation. The grades are then averaged to greater selective mining unit supports in order to proceed with the study and methodology. First, the metal-tonnage curves are used to analyse the loss of selectivity on the in situ resources caused by a change of support. Concerning the ore reserves and their mining sequence, defined in the pit optimization and analysis process, the same curves prove that the loss of selectivity is more accentuated. Second, the importance of the block boundary dilution produced during mining operations is assessed. Its value depends on the amount of ore in contact with waste, on the loading error of the equipment and on the ore loss/waste dilution criterion assumed by the planner. The dilution percentage and the differences between waste and ore grades become higher when the block size decreases. For these reasons, considering the dilution in the production plans makes mining a small support more constraining. An adequate delimitation of the orebody can improve the mining selectivity, leading to greater income. Finally, a study of the increase in mining cost that provides a zero difference in NPV between the different block size options is carried out, in order to determine the maximum increase in mining costs for which it remains profitable to mine at a smaller block size. Gravity separation techniques have been in use in the mineral sands industry for decades; from the Reichert cone to Wilfley tables, Wright sluices and the Kelsey Jig, all attempting that elusive perfect gravity separation. Just as the gravity separation industry evolved, Richards Bay Minerals also evolved in their use and approach to gravity separation. This paper discusses the history of gravity separation at Richards Bay Minerals and briefly comments on future developments. History Primary Concentration Richards Bay Mineral?s (RBM) first mining concentrator and mineral separation plant commenced operation in 1977 to process ilmenite, rutile and zircon bearing dunal deposits along the northern Natal coast. The orebody contained a greater proportion of non-valuable magnetic heavy mineral in the SG range of 3 to 4 compared to West Australian and Florida USA deposits, making mineral separation more difficult(1). The deposit was mined using two dredges feeding a floating 2000 tph concentrator. Concentrator feed was screened and fed to two four-stage circuits consisting of primary, scavenger, cleaner and recleaner Reichert cones [see Figure 1]. The primary units were fed at a rate of 80 tph and a density of 60% solids by weight.

Pushback 8 South is the final cut back on the south wall of the East Pit at BHPBilliton?s Mt Whaleback iron ore mine in the Pilbara region of Western Australia. Development of the cutback commenced in 1999 and is now nearing completion with ultimate pit walls up to 300m high. This paper describes the geotechnical, structural and hydrogeological setting of PB8S, reconciliation between design and slope performance and the slope engineering techniques used to effectively manage the risks associated with the slope. These techniques include slope buttressing and sequential mining with waste backfilling, as well as a detailed program of displacement and hydrogeological monitoring, structural mapping and slope stability assessment. During the course of slope formation recent developments in remote slope displacement monitoring using radar and remote structural mapping using terrestrial photogrammetry have also been applied. Aspects of the PB8S slope management plan are relevant to many large scale open pit slopes. This paper provides geotechnical practitioners with information which may be helpful in managing geotechnical risk in similar environments.

Seismic monitoring became commonplace in the deep South African gold mines in the early 1990’s. The discipline has, to a large extent, developed beyond the ‘research’ stage, and a ‘Guide to Seismic Monitoring in Mines’ has been accepted by the Department of Minerals and Energy1. Although ongoing research is a requirement for the achievement of all the objectives of seismic monitoring in mines, sufficient knowledge exists to apply seismic monitoring for routine seismic hazard assessment as an aid to risk management. The design and management of seismic monitoring systems can be tested against requirements spelled out in the ‘Guide’. Assuming the seismic monitoring system performs as per requirement, the best practice for routine seismic hazard assessment in mines includes • Long term seismic hazard assessment: through back analysis of seismic data and correlation with numerical modelling output, reasonable tests for planned mine designs are possible. • Medium term seismic hazard assessment: o Spatial analysis through contouring of seismic strain related parameters, with superimposed contours or event plots of stress related parameters allow the delineation of potential instabilities in space. o Quantitative and statistical analyses of seismicity in smaller spatial units (usually encompassing production sites) allow the comparative seismic hazard rating of different areas/sites so that rock engineering input and risk management can be optimised • Short term seismic hazard assessment relies mainly on time history analyses of particular seismicity parameters. The temporal patterns are controlled by a combination of temporal and parameter filters, the optimisation of which determines the success rate.

This is a sampling of the papers presented at the conference, the proceedings can be bought from the SAIMM An extensive research programme to address the issue of rockburst control has been undertaken over a number of years. This paper discusses the development of preconditioning techniques to control face bursts, for safer mining in seismically hazardous areas. Preconditioning involves regularly setting off carefully tailored blasts in the fractured rock immediately ahead of a mining face, so as to encourage slip on pre-existing fractures, in order not to allow the accumulation of high strain energy density in the rock mass. Two different preconditioning techniques have been developed, namely face-perpendicular preconditioning and face-parallel preconditioning. Both have prevented face bursting in areas to which they have been applied, even though several large seismic events have occurred close to the faces in some areas. In addition, minimal overall damage was observed in the preconditioned panels following these events, compared to similarly exposed unpreconditioned panels. Preconditioning has also provided some protection to the face area from distant events, through the capacity of the preconditioned ground to absorb energy. An improvement in hangingwall stability and productivity has also been noted in preconditioned areas. In order to determine the optimum blast parameters for achieving the most effective preconditioning, an extensive optimization study was carried out for the face-perpendicular preconditioning technique. While optimum values for parameters such as hole length, diameter and spacing were determined, it was ultimately concluded that the differences in results obtained by varying the preconditioning parameters were less significant than the clear positive differences observed when comparing preconditioned areas with non-preconditioned areas.

The bulk of high carbon ferromanganese produced in India continue to have more than 0.35% phosphorus since they are produced by carbothermic reduction process. The low phosphorus manganese ores are depleting fast and ferromanganese manufacturers will have no option but to use medium and low grade ores having high phosphorus content resulting in high phosphorus in the product. A systematic study was taken up at NML to solve this problem. Initially, a thermodynamic analysis was carried out for which Ba-P-O ternary predominance diagrams were constructed at several temperatures to predict the most suitable conditions for selective removal of phosphorus from high carbon ferromanganese. These conditions required a usage of a flux having a high level of basicity, moderate oxygen potential as well as low melting temperature. The experimental results showed that it was possible to remove phosphorus from high carbon liquid ferromanganese from 0.56%to 0.18% using BaCO3 based fluxes at the rate of 16-wt% of the ferromanganese charged. However, the Mn loss varied in the range of 2-5%. The objective of the subsequent study carried out at the laboratory scale was to optimize the flux consumption as well as minimize the Mn loss with effective dephosphorization by using BaO based calcined pellets instead of BaCO3 based powders. It was felt that the handling of pellets under plant conditions would be easier and also eliminate the loss of flux as a dust, which occurs when powder is added. These pellets were forced towards the bottom of the melt for better efficiency. For this purpose, a plunging system was designed and fabricated in-house that helped in reducing the flux consumption to less than 5% and also improved the kinetics of the process. The desired results were achieved within 10 minutes of the addition of the flux. The know-how is ready for transfer to interested parties and authors are willing to conduct large scale trials with them.

Alloys used at high temperature must resist both creep and corrosion. Design for corrosion resistance is based on the formation of a slow-growing, protective oxide scale by selective oxidation of an appropriate alloy component, usually chromium or aluminium. A successful scale will exclude other corrodents, notably carbon, which can otherwise cause extremely rapid corrosion at high temperatures. Selective oxidation of an alloy component necessarily lowers the concentration of that metal in the alloy subsurface region. Under thermal cycling conditions, mechanical damage to the scale leads to renewed oxide growth and accelerated alloy depletion. Eventually, a point is reached where diffusion of a corrodent into the alloy becomes competitive with the outward diffusion of alloy metal to repair the protective scale. Two examples of alloy failure by carbon attack are considered. In the steam cracking (pyrolysis) process, centrifugally cast tubes of heat-resisting alloy are exposed to a gas stream of hydrocarbon and steam, at a carbon activity of unity. Formation and repair of the surface chromia scale causes alloy depletion, Kirkendall void formation, and subsequent internal precipitation of chromium-rich carbides. Their formation makes chromia scale formation much more difficult, and generates internal stress. Eventually, the tubes fail by creep rupture. In other processes (e.g. steam reforming, heat treatment), synthesis gases are supersaturated with carbon at intermediate temperatures. Once the alloy's protective scale is breached, carbon attacks the depleted substrate. In the case of ferritic alloys, it forms a surface scale of Fe3C. As this scale thickens, the supersaturated carbon precipitates as graphite within its outer regions. The resulting volume expansion causes disintegration of the cementite in a process known as metal dusting. In the case of austenitic alloys, no metal carbide is formed. Instead, carbon dissolves in the depleted metal to diffuse inward and precipitate as graphite within the metal matrix. Again, volume expansion causes disintegration of the alloy, and metal dusting results. Dusting occurs at an extraordinarily rapid rate, and leads to failure by section loss or even penetration.

In recent years the requirement for high carbon ferro-manganese (HCFeMn), which is the key product of our company, has increased due to bullish demand for steel products. In our Tokushima works, we have 2 closed types of electric furnaces (1F and 2F), with which we are manufacturing HCFeMn. In order to meet the increase in demand, we made various modifications to these furnaces and we tried to increase the furnace operating loads. Especially for 1F, we deepened the furnace. In this paper, we report the results of this modification. The operational situations of the above-mentioned two furnaces are different because they have different individual profiles. As for 1F prior to modification, the depth of the furnace was one meter shallower than2F, because 1F was designed for the manufacturing of SiMn. On the other hand, our Tokushima works specialized in HCFeMn 14 years ago. However, the profile of 1F was not optimized for HCFeMn. In comparison to 2F, 1F was more difficult to stabilize due to the smaller tolerance for the adjustment of the electrode length, the metal / slag level, and the coke-mixing ratio. We deepened 1F by 770mm by disposing of the furnace rolling mechanism. We consequently achieved a 10% increase in production capacity. This meant the operating load was enhanced from 24.5MW to 27MW, the furnace became more stable and the tapping speed of both metal and slag increased, all which made the tapping easier than before.

Large mining companies generally follow the distributed ownership corporate model, with a board of directors responsible for decisions that affect both shareholder value and stakeholders of the company. The board is simultaneously responsible for setting the culture and values of the corporation, which drive performance and priorities. Companies listed on the Johannesburg Securities Exchange (JSE) commit to sustainable development in various ways, either by virtue of implementing the King Code of Governance 2009 (King III) and/or through their own public reporting on social and environmental matters. Many mining companies make public statements regarding their support for environmental stewardship, ethical behaviour, and fair treatment of communities. It is a local, regional, and indeed, global phenomenon that companies fail to deliver on these statements. Research was carried out through the Institute of Directors of Southern Africa in 2007, and followed up in 2012, regarding directors? understanding of sustainable development issues, the relative priorities, what is needed for ?radical change? to effect sustainable development, and what enables or constrains the latter. Pertinent findings of both surveys are presented in this paper, and it is suggested that ?on-the-ground? performance may be indicative of the nature of leadership and decisions in the topmost ranks of the company. The results indicated that environmental concerns fall consistently below social issues. Financial capital ranked most important, and while environmental issues are recognized as being of strategic concern for the long-term, they ranked as being the lowest importance of all ?Five Capitals? (Financial, Manufactured, Social, Human, and Natural). Social capital ranked second lowest, with black economic empowerment being the only high-priority social issue. There is also evidence that certain companies within the mining sector fail to recognize their absolute dependence on natural resources. Much is made in academic and popular literature of the need for a new type of leadership for the radical shift to sustainable development: at company level this implies therefore a new type of director. The research found that only 14 per cent of directors felt that board decisions are consistent with their personal values; while intentions are strong to behave ethically and serve sustainable development, actions to give effect to these intentions lag significantly. Respondents indicated that the top impediments to courageous leadership for sustainable development related to personal issues of maintaining the image of being a director, fear of appearing weak, fear of being a lone voice, and bowing to board-colleague peer pressure.

Zircon is a naturally occurring silicate of zirconium, which is used in large quantities (~1 million tonnes per annum) for its refractory properties and its extreme chemical inertness. All zircons contain uranium and thorium bound into the crystal lattice, generally at levels up to 500 ppm of uranium plus thorium. This paper focuses on one aspect of the zircon industry—the ability to safely transport large quantities of zircon sand. Currently zircon is not classified as a radioactive material for transport purposes. However, this is because of a factor used in the exemption clauses of the IAEA code on safe transport of radioactive materials. The objective of this study was to determine the validity of this factor, and was submitted as part of an IAEA Coordinated Research Project (CRP). The study is based primarily on measured rather than modelled data and covers the transport of large quantities of zircon from producers in South Africa to customers in Europe. Both occupational exposure of workers and exposure of members of the public have been considered. The transport routes studied cover rail, road, ocean-going ship and inland barge transport of unpackaged bulk products. The study showed that the most exposed member of the public would receive 10µSv/annum,while the most exposed worker would receive 144µSv/annum of exposure. It is concluded that these levels are well below all regulatory limits for such activities involving naturally occurring materials. The study also showed that normal operational exposures are higher than those in accident scenarios, a feature which does not occur with higher activity materials. It is further concluded that the study validates the use of the factor of 10 in TS-R-1, as applied to zircon sand. Additionally it is also concluded that the exemption currently applied to the transportation of bulk zircon sand is valid.

Born in Bothaville (OFS) on the 26th August 1919, Daniel G. Krige grew up in Krugersdorp on the West Rand. Hematriculated from Monument High School in Krugersdorpin 1934 at the age of 15 and graduated with a B.Sc. (Eng.)degree in mining engineering from the University of the Witwatersrand at the end of 1938 (age 19). In 1938 he joined Anglo Transvaal where he worked on a number of gold mines until 1943, gaining a wide range of valuable practical experience in surveying, sampling and ore valuation. He then joined the Government Mining Engineer’s Department where he worked for 8 years during which time he participated in the uranium negotiations with the British and American authorities and designed the uranium pricing formula for the contracts which led to the establishment of South Africa's profitable uranium industry in the early 1950s. During the same period he began his pioneering work in the application of mathematical statistics to the valuation of new gold mines using a limited number of boreholes and of ore reserves for existing mines. His early papers in the application of mathematical statistics, some republished in French, created world-wide interest that led to the development of the science and concepts that surround the spatial evaluation of mineral resources and reserves known as geostatistics. This technique has contributed to improved ore evaluation techniques as well as the reduction of the financial risks associated with investment in mining enterprises. Furthermore, it led to the recognition of his contributions to the evaluations of mineral deposits through the coining of the term ‘kriging’ that is used to describe a spatial mineral evaluation process known and practised in international mining circles. He continued his work in geostatistics throughout his career as Group Financial Engineer of the Anglovaal Group until his retirement in1981 and afterwards for ten years as Professor of Mineral Economics at the Witwatersrand University. He is still active as a consultant and is a registered Professional Engineer. He has published some 90 technical papers both locally and overseas, some in Russia, and has lectured and participated in international congresses in many countries. His contributions were recognized by the Witwatersrand University through the award of the D.Sc. (Eng.) degree in1963, by three honorary degrees (from the universities of Pretoria, UNISA and Moscow State Mining University), by many awards from the South African Institute of Mining and Metallurgy, the International Association for Mathematical Geology, Die Suid Afrikaanse Akademie vir Wetenskap en Kuns, the SME of the American Institute of Mining Engineers, the International APCOM Council in1999, the University of Antofagasta in Chile, and by the South African President (Order for Meritorious Service, Class 1, Gold). He has served on various Government committees, notably that for State Aid for gold mines (1967/8) and designed the State Aid formula which enabled many mines to survive a period of low gold prices; also various taxation committees, and the mining mission to Iran in 1974. He is a fellow and/or honorary life member of various technical societies locally and overseas, including the Royal Society of South Africa. During the period in the Government service he also handled several of the post-war lease applications in the Free State and Klerksdorp goldfields. The fact that decisions on new gold mines of critical importance to the State and the economy as a whole, were being taken on a limited number of drillholes without any scientific analysis of the risks of failure, stimulated him to start basic research into ore evaluation. His approach was based on the application of Mathematical Statistics to these problems, an approach of which very little was known world-wide at that stage but which had already been initiated in South Africa by Sichel via the lognormal frequency distribution model. In Krige's 1951 paper published in the Journal of the Chemical, Metallurgical and Mining Society of South Africa he covered the statistical explanation of the conditional biases in ore block valuations and stimulated the use by several gold mines of regression corrections for routine ore reserve valuations, a technique which, in effect, was the first use on an elementary basis of what is now known as kriging. His 1952 paper introduced, inter alia the basic geostatistical concepts of ‘support’, ‘spatial structure’,’ selective mining units’ and ‘grade-tonnage curves’. His 1951 paper was based on his M.Sc. (Eng.) thesis submitted in the Department of Mining Engineering to the University of the Witwatersrand, and expounded his pioneering work in geostatistics in more detail. His early research papers that had stimulated interest in several mining circles overseas, were republished in French in1955, resulting in a major research effort by French mining engineers in this field. The common law requires an employer to take reasonable steps for the safety of employees. In general, the duty of care means that the employer, acting personally or through its employees or agents, must take reasonable care for the safety of its employees (Van Deventer v Workmen?s Compensation Commissioner; 1962 (4) SA 28 T; Oosthuizen v Homegas (Pty) Ltd 1992 (3) SA 463 T).The duty of care includes the provision of safe premises, safe machinery and tools and a safe system of work. The obligation is not an absolute one, but is restricted by the concept of reasonableness. The common law duty may, in certain cases, include the assessment of hazards and risks. 2 International law Great emphasis has been placed in the Western world on the prevention of occupational diseases and injuries. Detailed statutes and regulations govern specific industries in many countries. See, e.g. the Control of Substances Hazardous to Health Regulations of the United Kingdom and various regulations applicable to the use of asbestos and lead, fire protection, mines and quarries, petroleum, etc. Risk management is an important part of managing health and safety. In the United Kingdom, the Management of Health and Safety at Work Regulations, 1999, require every employer to make a ?suitable and sufficient assessment of the risks to health and safety of his employees to which they are exposed whilst they are at work?. The particularity of the assessment is determined by the risk in question.
