The latest Draft MPRRB was released for public comment in October 2006. The main purpose of the Bill is to collect royalties at mines developed in terms of new-order mineral rights granted through the MPRDA process. The transition phase stipulated in the MPRDA will be completed by 1 May 2009, on which date mineral royalties will become payable to the state. The royalty rates stated in the MPRRB differ from mineral to mineral and also depend on the degree of refinement. Gold is the subject of this paper, where the royalty rate ranges from 1.5% (for refined gold) to 3% (for unrefined gold) of sales revenue. This royalty is payable regardless of profit, with a maximum 75% relief for loss-making mines. The purpose of this paper is to establish whether or not it would be necessary for gold mines to adjust their mineral reserve statements as a result of this Bill. The methodology is to add the royalty costs stipulated in the MPRRB to the actual quarterly information for the past ten years as reported by the gold-mine members of the COM. The rationale is to investigate the impact this Bill (in its current form) would have had on gold reserves that must be left unmined in the ground because of a higher pay limit. The results of the study point to a significant impact on reserves available for mining with the subsequent shortening of mine lives and retrenchment of workers. Had the MPRRB been effective for the 10 years prior to 1996, it would have resulted in 46 tonnes of gold being sterilised. Stated alternatively, 30 700 workers at COM gold mines alone would have lost their livelihoods.

"South Africa is a water-scarce country, rated as one of the 30 driest countries in the world. Worryingly, government expects water demand to outstrip supply as early as 2025. The South African government believes that substantial volumes of water can be made available through the reuse of treated mining-impacted water. Currently, however, large volumes of treated mining-impacted water are produced, often with no end use in mind other than discharge or disposal, when these treated effluents may have further uses in applications which are currently and unnecessarily using high-quality water. Treating the wastewaters to levels that meet ’fitness-for-use’ guidelines for alternative applications such as agriculture, sanitation, or industrial processes will reduce the treatment cost burden compared to potable water production. The primary conclusion of this review is that the most suitable option for re-using treated mine-impacted water is in agriculture, for irrigation of crops (food, forage, or energy crops), which currently and unnecessarily makes use of the majority of South Africa’s high-quality resources or potable water. Other findings include the realization that although guidelines and legislation for water re-use in South Africa exist and are readily available, they tend to be contradictory and confusing in many cases. Around 40% of this allocation is utilized in watering lawns and gardens (Zhuwakinyu, 2017).The South African government predicts water demand to outstrip supply as early as 2025. On an international scale, the situation appears just as dire, with the United Nations High Level Panel on Water (HLPW) expecting a 40% water shortfall by 2030, which may affect up to 1.8 billion people based on current water demand trajectories (Zhuwakinyu, 2017)."

The Moab Khotsong Metallurgical Complex comprises a gold recovery circuit (Noligwa Gold Plant) and a uranium recovery circuit (South Uranium Plant). The metallurgical complex employs the reverse leach technology for the recovery of uranium; specifically, uranium extraction prior to gold using acid leaching processing. The inherent uranium species in the ore are uraninite, coffinite and brannerite. The slurry that has been subjected to the uranium leach is further subjected to solid-liquid separation to separate the uranium in a solution through counter-current decantation and the solids (solids carrying all the gold), which are repulped and returned to the gold plant for gold processing. The uranium leaching process is critical to the uranium playing a pivotal role as a value adding by-product to the gold operation. The benefit of adopting this reverse leach process, for improved gold recovery, is that it exposes gold particles occluded within the uranium matrices and avails them for cyanidation. However, the drive for operational efficiency in uranium extraction must be weighed against the incremental operating cost against the backdrop of depressed spot uranium market prices. Over the years, efforts were directed at maintaining the benefit of extracting uranium to enhance gold recovery and simultaneously, optimising the operating cost model for the uranium operation to remain relevant to the gold operation. The aim of this paper and the corresponding presentation is to give an account of the uranium processing optimisation journey embarked on over the years; namely, the operational tradeoffs made in the process of ensuring that uranium continues to add value to the gold operation. These challenges were faced while striking a fine balance between processing cost and operational efficiencies against the prevailing depressed uranium spot market prices. Mineralogical- and laboratory tests conducted form the support basis for the results and observations articulated in the paper. "Narrow tabular platinum group element deposits in the Bushveld Complex of South Africa are typically evaluated by diamond core drilling from surface. Several short deflections are drilled from each mother hole in order to obtain multiple intersections at a close spacing (less than 1 m). Examination of the intersections from deflection drilling revealed the importance of these deflections in understanding the representivity of the borehole, obtaining an estimate of the nugget effect, and mitigating the undesirable effect of the high grade variability at the ultra-short range that is a characteristic of these deposits. The use of deflections in estimation was investigated by means of a number of techniques and scenarios in order to find the most appropriate way to use them in an estimate. A significantly improved level of confidence was gained from using multiple close-spaced intersections rather than a single borehole intersection. IntroductionThe Upper Group 2 chromitite layer (UG2 or UG2 Reef) is known for its remarkable geological continuity, being traced almost uninterrupted for tens of kilometres. However, what is often less well emphasized is the high variability in platinum group element (PGE) grade and thickness (and therefore PGE content) and internal reef stratigraphy over very short distances (several metres or even tens of centimetres).This paper examines the application of short drill-hole deflections in evaluating UG2 PGE mineral resources at Marikana in the western Bushveld Complex of South Africa."

The KIMIN copper project can treat 1.7 million dry t/a copper-cobalt ore. It has three mills in operation, two using conventional milling in water and the third in raffinate. We introduce the project process circuit and the capital and operating costs of using the raffinate process compared with conventional milling in water. There is a capital saving of approximately 11.5% for major equipment by removing the pre-leach thickener. In addition, it also achieves an annual operating cost saving of USD 2.1 million due to an increase in 49% of acidic raffinate recycled and reduction in lime consumption. After the presentation of the paper (published in the March Journal) the Vice-President said: "This paper is a very important addition to the considerable volume of work applications on this subject of pneumoconiosis. The disease, in all its various forms, has received attention from many, many great men, both in the medical world, and engineers. The fact that there is this big volume of publications of literature on it still doesn't mean that we can get anywhere beyond the old, simple injunction, that the prevention of pneumoconiosis does not depend on compensation, levies or anything else. It simply depends on allaying dust as quickly as possible. "This paper, however, is another scientific landmark and I think, in a cold and dispassionate way, it sets out some important points in this whole subject of the relationship of the levy - the money of compensation to the dust which causes it. "I have, personally, very little to criticise in this paper but when I listened to Dr du Toit's final conclusions, I wondered whether the words, 'Within the data available', aren't the key to this whole situation. I agree that he has demonstrated a workable relationship between the current industries for levy and dustiness, but among the factors which he lists as being important, I know that there is one which is missing. This is extremely difficult to evaluate. It's a factor which has destroyed, on so many occasions, the work which has been done by so many genuine, intent, honest people working in this field, and this is this unknown factor, this hidden factor of political opportunism, which has so often played a very important part in pneumoconiosis compensation. "How many of us have seen the grubby, grasping fingers of power-mad demagogues, and I can name them for you - but I won't - and also the blatant vote-catching of certain politicians interfering in this field. How, at the end of all that, the poor scientist, the poor dedicated man in the Mines' Department, who has to write the law of compensation, can operate, I do not know. "From this picture the ordinary layman recoils in horror. Among the casualties in this particular war, which has been fought over so many years, I am perfectly certain, are some of the criteria of certification, especially in '56/,57, when that extraordinary condition, known as 'pulmonary disability' was introduced. The platinum group metals (PGMs), i.e. ruthenium, rhodium, palladium, osmium, iridium, and platinum, are typically found in association with each other, but also importantly, with nickel and copper. Typically Platinum and palladium have the greatest economic significance and other PGMs are typically produced as co-products of these. With recent increases in the value of nickel, cobalt, and the PGMs and an ever increasing focus on the sustainable use of metals, interest in the processing of secondary feed material sources and metal-bearing residues has also substantially increased. As an efficient, proven, and environmentally sound technology Outotec Ausmelt Top Submerged Lance (TSL) Technology has gained commercial acceptance in the nickel industry, including PGM recovery. For the processing of nickel- and PGM-bearing feed materials, five Outotec Ausmelt Furnaces at four sites are in operation. Two of these furnaces are located in Rustenburg, South Africa, which is by far the biggest mine-based producer of platinum. Outotec also has hydrometallurgical processes available for further treatment and extraction of PGMs, which are also briefly discussed.

The first full-scale Reichert cone concentrating plant to be erected at a large South African gold mine was at President Steyn Gold Mining Company, Welkom. ThiR plant was installed as a part of the runof-mine mill extension of 150000 t per month that was commissioned in 1976-1977.

Detailed process oriented characterisation on representative samples from plant survey of the slag flotation plant belonging to Aurubis, Bulgaria has been realised in order to evaluate the mineralogical occurrences of Cu, Ni, Mo and Co bearing phases. The slag subjected to flotation consisted in majority of fayalite, magnetite-iron oxides and a glass-like phase. Ni and Mo have been found to be closely associated to magnetite and fayalite. The tailing from the slag flotation has been subjected to sulphation roasting followed by water leaching as a hydrometallurgical means to recover the remaining Cu, Mo, Ni and Co. Based on the various sulphation roasting conditions (acid dosage, duration, temperature) copper, nickel and cobalt were brought to solution to a different extent. Molybdenum was the most difficult to be rendered soluble due to its close association with iron, suspected to form an insoluble compound with it. Sulphation roasting performed at 350ºC has secured the best extraction degree for Cu, Mo and Co, while maximum recovery of Ni has been documented when roasting was done at 150°C. KingIn presenting his paper Dr W. J. Whiten outlined the basic concepts on which the control model was based and emphasized the fact that empirical models based as much as possible on theory were used to simulate each unit of the crushing plant. The final parameters of each model were computed using data collected from the plant. Unfortunately, the system did not permit accurate extrapolation but was successful when operating in the region from which the parameters were calculated.He concluded from the results of the test work that the crusher amperage was a critical parameter and that the utilization of the model gave a 15 per cent increase in the plant output. This was because the model predicted that a marginally fine grind would provide a significant increase in throughput. Dr Whiten elaborated on what constituted the multiple spline regression, explaining that it was a least-squares curve-fitting technique in one or more dimensions, where the calculation of coefficients in analytic expressions was replaced by the calculation of typical points on a very smooth curve called a spline function. The emphasis was placed on the shape and value of the curve or curves instead of on the coefficients as in analytic regression. A spline function was the line drawn between all points constituting the data set.Dr B. K. Loveday commented that the simulation was unusual in that the optimum throughput was considered to be the maximum throughput, which, surely, was limited by the crusher size. He also emphasized the importance of the interaction between both crushing and grinding circuits and added that in practice the optimum operating conditions were inter-dependent. Dr Whiten replied that in the case of the plant under consideration, the crushing process was not, in fact, the limiting operation.Mr C. E. Clifford indicated that the model was being used to simulate a number of crushing and grinding circuits at Mount Isa Mines. He reported that the model simulated the circuit satisfactorily for primary and secondary gap settings of 0,625 in. to 0,375 in., but that adjustment had to be made to the model parameters for gap settings of 0,250 in. to 0,125 in.In reply to a question from Dr D. M. Hawkins, Dr Whiten said that he preferred to use low-order splines with smaller segments rather than high-order spline functions with large segments."

The interactions between apatite and hematite were studied through zeta potential and stability experiments, for this paper. The zeta potential measurements were conducted in both background electrolyte and mineral supernatants. The difference in electrokinetic properties of minerals in the presence and absence of supernatant was explained in terms of the dissolution of minerals and the subsequent readsorption of dissolved species at the mineral-water interface. The stability measurements in individual and mixed mineral systems were also performed to identify the extent of interaction between apatite and hematite upon their direct contact. The results from stability measurements in individual and mixed mineral systems indicate that there is an interaction between apatite and hematite. The increased adoption of unmanned aerial vehicles (UAVs) may improve the productivity and costeffectiveness of remote sensing in the mining industry. This review’s objective is to enable stakeholders to identify possible application adoption, improvement, and innovation opportunities. The review merges a building block strategy and practical screening criteria to identify possible avenues of research to answer the review questions. After the screening process, 72 documents were included in the review. Papers were classified into four categories: exploration, development, exploitation, and reclamation. Fifteen applications were identified, the majority of which were in the exploration phase. The most often researched applications were topographic surveys, reclamation monitoring, and slope management. From the two UAV types identified, multi-rotor vehicles were the most favoured for all applications. From the eight remote sensing techniques identified, photogrammetry was the one most often used. Other techniques were limited because of complexity, cost, or the incompatibility of sensors and UAVs. The review was limited to published papers in academic journals. Future studies could aim to include empirical data on the latest UAV applications used in the mining industry.

"Due to the challenging geological environment of the Postmasburg Manganese Field (PMF), a study was conducted to determine if any benefits would derive from the inclusion of resistivity data during threedimensional (3D) modelling of the manganese resource. This was achieved by estimating manganese resources from 2011/2012 drilling data and comparing them with manganese resources estimated from the same drilling data and resistivity data collected during 2013 and 2017.Both models were adjusted to limit their extent to the same 3D modelling space. Significant volume and tonnage differences were observed for all lithological units. The greatest differences were noted in the manganiferous zones of alteration – 7.200 Mt for the geological model versus 3.700 Mt for the geoelectric model.This study showed that the inclusion of resistivity data can reduce exploration costs significantly, as a direct consequence of the resistivity data allowing more accurate siting of boreholes. This decreases the number of boreholes, samples, and analyses required due to the 3D electrical delineation of mineralized areas prior to drilling.An additional benefit is the ability to more correctly forecast the net present value of an operation due to more accurate estimation of manganese resources and stripping ratios. This is clearly demonstrated by the estimated gross profit estimation of R409 million for the geological resource model versus R264 million for the geoelectric resource model.The addition of resistivity data can, therefore, reduce exploration costs and can increase confidence in geological and financial modelling. It would be reasonable to conclude that this approach could also be used for karsthosted massive sulphide deposits. IntroductionAccording to Corathers (2014) and Gajigo, Mutambatsere. and Adjei (2011), South Africa holds between 75–80% of global manganese reserves, followed by Ukraine (10%), Australia (3%), India (3%), and Gabon (2%). The known, land-based, manganese resources located elsewhere are estimated at 2%.The majority of economically important sedimentary manganese ore deposits in South Africa are situated in the Northern Cape Province (Gutzmer, 1996). Manganese ores of the Postmasburg Manganese Field (PMF) were discovered in 1922, and the Kalahari Manganese Field (KMF) in 1940. This study investigates the use of dense convolutional neural networks to estimate bubble size distributions in flotation froths. 20 videographically captured images of froths from an industrial platinum flotation plant in South Africa were labelled semantically with an image annotation tool, LabelMe (https://github.com/wkentaro/labelme). As a result, pixels in the images could be categorized into three classes, namely ‘bubbles’ (class 0), ‘bubble boundaries’ (class 1) and ‘background’ (class 2). A U-net architecture with a ResNet34 backbone was trained to segment the images via classification of the pixels in the images. 5 of the 20 images were used to validate the performance of the neural network. Explicit inclusion of the bubble boundaries as a class proved to be significantly more effective than training the network with two classes only (i.e. bubbles and background). However, the thickness of the boundary layer regions were critical. If too thin, it was difficult to distinguish between some contiguous bubbles and if too thick, some fine bubbles may not be identified. The results were promising, although there is still significant scope for improvement, among other by making use of more images for training and validation. CITIC Heavy Industries has a large installed base of grinding equipment throughout Africa in different configurations, including high-pressure grinding rollers with ball mill and semi-autogenous ball crusher. The total installed power of CITIC’s mills exceeds 430 MW. In this paper, we compare several typical grinding circuits of copper in Africa with about 15 kt/d throughput based on ore properties, process selection, equipment sizing, and key equipment capital and operating costs. Actual operating performance is also introduced. The comparison for the following mine sites provides a general reference for the selection of copper grinding circuits with this approximate throughput: Kamoa-Kakula Copper Mine with high-pressure grinding rollers with ball mill circuit, and Deziwa and Sicomine Copper-Cobalt Mines with semi-autogenous ball crusher circuits

Effective communication is a sought-after non-technical skill in the health, safety, and environmental (HSE) function and is fundamental in achieving an organization’s safety objectives. While different channels are used to communicate HSE matters, many organizations employ posters, videos, and/ or signs containing images to convey information. Communication through signage and graphical hazard symbols has been regulated in standards, but vast sections of HSE communication are bespoke communications and exist outside the sphere of standards. Effective HSE communication through images requires an understanding of the organizational culture in which the images will be used, as well as an understanding of the semiotics of the images themselves. Creative interpretation within HSE communication can create situations where the message that was received is not the message that was intended, leading to confusion and misinterpretation. This paper is aimed at elucidating the semiotics of South African HSE visual content. It was found that the indexical mode of images was most preferred in visual communication, and text-only designs the least preferred. Senders and receivers of messages differ in their opinions on the complexity of HSE communication.

The goal of the study described here is to develop objective. quantitative methods for estimating the outcome probabilities of exploratory oil wells. The study employs the 're-experience' approach, in which historical data are used in a manner which attempts to recreate the past. Our past experience, of course, is the principal guide to the future. To appraise present-day oil prospects, however, we must analyze prospects that have been drilled in terms of how these former prospects were interpreted before they were drilled. An analysis of how they are interpreted after they were drilled is an inadequate guide to the future because our hindsight knowledge is superior to our foresight knowledge. Objective calculation of future outcome probabilities, then, requires that we attempt to treat past information in a manner analogous to that in which we must treat present information in forecasting future outcomes.
