Mrs. Kuhlmann is President of Citizens for Total Energy, an International volunteer grassroots organization with the purpose of educating the public on energy alternatives. CITE strongly advocates responsible citizen participation in the establishment of energy policy.

The Annual Business Meeting of the members of The Rocky Mountain Coal Mining Institute held during the 83rd Regular Meeting of the Institute was called to order by the president, Bernard Bernstrom at 2:50 p.m. Tuesday, June 30, 1987 in the Janss Auditorium of the Snowmass Conference Center in Snowmass Village, Colorado. Thirty-one were present and a quorum was established. The president outlined the purpose of the meeting was to inform the members of the status of the affairs and activities of the corporation during the preceding year. It was moved by Leon Jeannot, seconded and carried to approve the minutes as published in the 1986 Proceedings. The chair called for reports of the various committees and these reports will by placed on file in the RMCMI Office. Bylaws and Resolutions. Chairman Loren V. Linville reported there were no bylaws revisions. He further reported that the Board had adopted three resolutions: (1) Noting the passing of members since the last convention-Benton Boyd, E. A. Hare, E. S. Moran, Jr. and Edward Prostel. (2) Of appreciation to the Executive Secretary, officers, chairman, Diamond Jubilee chairman and committees and convention committees for an outstanding job in preparing for the 83rd Regular Meeting of the Institute. (3) To recommend to all RMCMI members that, on an individual basis, they each oppose replacing coal fired generation with natural gas generation. Membership. Chairman Leon Jeannot reported that at the beginning of the 1986 fiscal year, there were 881 active or dues-paying members. During the year, 219 members were dropped for a variety of reasons such as non-payment of dues, transfer, employed elsewhere, change of address. Ninety-six new members have been recruited for an active total of 758. In addition there are 55 Life Members, 20 senior members, six scholarship winners and seven supporters for a net total of 846. The budget of RMCMI calls for 1,000 active members and we must address and plan for those short-term prospects as they will certainly impact our membership. A full report is on file in the RMCMI office. Patrons of the Institute. Chairman Ira McKeever reported that only 59 Patrons renewed their support during 1986-87. Program. Chairman Bill Balaz announced that the convention program theme "This is OUR Life", as presented in "Past", "Present" and "Future" segments was very well received. He called for additional helpers another year and suggested that next year's program format be changed to a hard hitting one. Publicity. Chairman Tom Egan reported that of the three newsletters sent members during the year, that the most effective one was the newspaper format one and recommended its use next year. RMCMI hired Bob Jacob who heads his own public relations firm to solicit advertising for the Proceedings on a contract/ commission basis. He attended the convention for this purpose and to solicit business card ads. A full report is on file in the RMCMI office. Scholarship. Chairman Keith McGinnis reported that five of the six scholarship recipients were present at the convention. Each was introduced to the membership at the Tuesday morning Scholarship Breakfast, presented a plaque and responded. The input from each winner was most favorable to the program. Each was appreciative of the many contacts made and the educational seminars and programs. The selection process started in March and was completed in May, except for one university which had difficulty in providing a candidate. It is suggested that the initial contact with the institutions be made in December and completed by April 1. This year, for the first time, three of the six universities were visited for the purpose of interviewing the candidates. They were Colorado, Utah and Wyoming. A very positive feedback was received from these schools and it is recommended that the practice continue. CONVENTION COMMITTEES Convention Arrangements. Doris Finnie presented the following report: As a professional meeting planner, this Diamond Jubilee convention was indeed a great challenge. One meal was added to the package and thus increased the individual cost. Snowmass Resort Association is unique in that they utilize a conference coordinator who acts as the middle man between myself and the usual persons we deal with, like AV personnel, the chef, the banquet director, the steak fry personnel, the Sunday tour etc. so the office had to become creative. For instance, we learned early on we could not deal with the local florists. It cost us lots less to buy our flowers wholesale in Denver, have my husband drive them up and our West Virginia daughter to arrange them! But, finally her floral arrangement class at CSU paid off! This was truly a Finnie family orchestrated convention. Our Lakewood daughter acted as Scholar-

To explain in detail the manufacture of seamless pipe and tubes is something I venture to say that has never been done to a point entirely satisfactory. The manufacture of seamless tubes dates back to 1885, when Mannesmann Brothers invented the roll-piercing mill. Ten years later R. C. Stiefel invented the disc-piercer, which first came into general use in this country. At the present time the Mannesmann roll and the Stiefel disc-piercers are used, the Mannesmann rolls particularly for the larger size billets. Sizes produced at first were relatively small and the product was cold drawn to provide a smooth surface. The early uses of seamless material were chiefly for mechanical purposes, such as boiler tubes and bicycle tubing, and the latter for some years taking the heaviest tonnage. Improvements in the hot process were gradually made; the early Pilger type rolls were largely superseded by the two-high rolling mill for rolling out the tube after being pierced, the reeling machine for diagonal rolling, the sizing mill for giving exact outside diameter, and finally the sinking mill for reducing larger diameter tubes to smaller diameters.

At the meeting of the American Institute of Mining and Metallurgical Engineers, G. S. Rice, Chief Mining Engineer of the U. S. Bureau of Mines, announced the definition of a gassy mine. This definition has been awaited with much interest, especially by the Safety Committee of the Rocky Mountain Coal Mining Institute. It applies to the whole area of all mines, any part of which is on the public domain of the United States. Consequently it will be of wide application in the western part of this country. The safety committee of the R. M. C. M. I. has been hopeful that the Institute would adopt this definition without exception as the codes of rules to be recommended at all mines in the Rocky Mountain area. The statement follows: "The U. S. Bureau of Mines believes that all coal mines are potentially gassy; but for purposes of administration in respect to prevention of explosions and fires, the Bureau recommends the following classification: "Class 1 coal mine-A practically non-gassy mine in which flammable gas in excess of 0.05 per cent cannot be found by systematic search. "Class 2. coal mine-A slightly gassy mine in which (a) flammable gas has been found, ? but in quantity less than two per cent in still air in any active or unsealed-abandoned workings; or (b) flammable gas can be found, but in quantity less than four per cent, in some place from which the ventilating current has been shut off for a period of one hour; or (c) flammable gas can be found,* but in quantity less than one-fourth per cent in a split** of the ventilating current; or (d) flamamble gas is found in quantity greater than' specified rate*** of not more than 25 cu. ft. per minute. "Class 3 coal mine- A gassy mine in which flammable gas is found in quantity greater than specified for a Class 22 coal mine. GENERAL NOTES REGARDING DECISION NO. 3 "(A) Flammable gas found in coal mines is, with rare exceptions, methane. In coal-mining fields where natural gas is found in lower geologic horizons by deep wells which pass through or nearby the coal mines, there have been rare instances of la leakage from the well. Natural gas is chiefly methane; that constituent almost always forms more than 85 per cent of the whole, but it usually contains ethane, propane and traces of butane also. Therefore if the latter gases are found in mine air it is an indication of leakage. The lower limit of explosibility of methane-air mixture when there is turbulence of five per cent and of natural-gas-air mixtures with about ten per cent ethane and associated hydro-carbon gases is 4.6 per cent. The limit therefore varies with the character of the mixture. " (B) To determine the proper classification of a coal mine, it is advisable that systematic testing and sampling be done at least three times in a period of not less than 72 hours. All tests and samples of the mine air, except one, must show an inflammable-gas content less than the maximum limit of the class to which the mine is assigned. In other words, a tolerance of one test or analysis may be permitted to provide for a mistake or a very exceptional occurrence. "(C) When a new mine is being opened in a coal field where existing mines are generally gassy, it is common sense to assume that similar conditions will be found in the new mine, and its development and equipment should be based upon the expectation that it will be assigned to Class 3."

A symposium concerning "The Image of the Coal Industry" was presented at 2:00 p.m. in the Conference center and chaired by Charles W. Margolf, RMCMl Program Chairman and Vice President, Western Coal Development, W. R. Grace & Co. MR. McKEEVER: I'd like to do one thing and that's to introduce our Program Chairman, Charlie Margolf, who will be handling this portion of the program. Charlie and I have been acquainted since late 1973. He has worked together with me on several projects at W. R. Grace here in the west; a dear friend and one that I just want to say thanks to again. I think I have a little token of that appreciation here for Charlie. Here you are Charlie. (present given) I turn the command over to you. Mr. Margolf, a native of State College, Pennsylvania, received a Bachelor of Science Degree in Industrial Engineering from Pennsylvania State University in 1950 and a Juris Doctor Degree from University of Pittsburgh School of Law in 1953. His professional experience has beem as an attorney in the Law Department of Reynolds Metals Company, Richmond, Virginia, where he served as legal counsel to the Geological Department the mining subsidiaries of the parent company both foreign and domestic, the Power Department and the Oil and Gas Division. He was closely associated with Reynolds Mining Corporation's project at Lake DeSmet, Wyoming, from its inception in 1954 and became Manager of the Wyoming Division of Reynolds Mining Corporation when it was established in 1966, holding that position until September 1972 when he joined Cameron Engineers, Inc. of Denver, Colorado as Vice President in charge of its coal, water and environmental activities. Mr. Margolf joined W. R. Grace & Co. in January 1974 as Director of Western Coal Operations. Memberships are held in the Virginia Bar Association, the Wyoming Bar Association, the American Bar Association and its Section of Natural Resources Law, the Wyoming Engineering Society, the Colorado Mining Association, the Rocky Mountain Coal Mining Institute which he has served as vice president for Wyoming, the Society of Mining Engineers of the American Institute of Mining, Metallurgical and Petroleum Engineers, the Minerals Information Committee of the Denver Chapter of AIME and the Denver Coal Club which he has served as Chairman of its Board of Directors. He has also been a member of the Montana Coal Council and served as a director, the Wyoming Water Development Association which he has served as a director for industry and as first vice president and the Wyoming Mining Association. He has been reappointed by Governor Lamm to the Governor's Scientific Advisory Council. He was appointed by the Federal Power Commission, Gas Policy Advisory Council, to its Supply- Technical Advisory Task Force - Synthesized Gaseous Hydrocarbon Fuels and served as Vice Chairman of that Task Force. He has been reappointed by the Secretary of the Interior to the Solid Fuels Unit, Department of the Interior, National Defense Executive Reserve. He also serves on the Advisory Council to the Industrial Ecology Institute of the Colorado School of Mines and was recently elected a member of the Board of Directors of ROMCOE (Center for Environmental Problem Solving). In the current issue of Link-Belt News is this quotation: "Advancing waves of other people's progress sweep over the unchanging man and wash him out." As we look over the industrial world today we are struck by the many waves which are sweeping over backward industries. Mergers are being consummated in all lines of endeavor. General Motors are making radios and the Bendix Brake Company are making airplanes. Railroads which twenty years ago were called to account by the Federal Government for their efforts to form combinations are today being ordered to combine. But what is of immediate concern to the coal industry is the fact that there is now in existence or in project a total of 3,641 miles of pipe lines to carry natural gas to most of the country's industrial centers. This is the wave of progress which is sweeping toward you and me. If we are to grasp the significance of these many changes, we must widen our vision so that we may learn some- thing from 'the other fellow's experience. The first lesson is that cost of production alone is not a measure of profit. It is an interesting fact that the production of an article represents a definite loss until that article has been sold for a price in excess of its total cost, and the money is in the hands of the producer. If this is true, then the selling price is more important than the production cost.

Man's capacity far fretting is endless, and no matter what difficulties we surmount, how many ideals we realize, there is a stealthy pleasure in rejecting mankind or the universe as unworthy of our approval. - Will Durant Until recently, reasons for favoring one or another energy alternative were advanced on the basis of technical considerations and economic realities. However, it is an indication of the cultural climate of our society and growing realization of why energy is our master resource that many citizens have begun to express concern about the social and ethical implications of our energy deci¬sion-making. A vivid indication of this shift toward ethical concerns is reflected in the attention being focused on conservation - even to the point of regarding it as a virtual panacea equivalent to a "free energy resource." Among others, the authors of a publication by Resources for the Future cautions us about the difficulties of defining conservation. They also point out that unrealistic expectations for achieving the high levels of conservation claimed by true believers may boomerang if, at the same time, we are morally required to maintain economic growth and robust productivity for the basic well-being of more people. In its economic meaning, conservation signifies the most economic or cost-effective applications of energy, together with other resources, in a given process or activity. To achieve conservation that is cost-effective, saving energy alone is not sufficient; the cost involved in saving the energy must be no greater than the cost of the energy that is saved. Using its thermodynamic meaning, conservation and efficiency are viewed as constrained by physical laws and measured against ideal limits set by these laws and processes. Since achieving higher levels of technical performance is not without costs, the economic meaning of conservation must be factored into technical possibilities. It is the ethical, equity and environmental meaning of conservation that concerns us here. In its third meaning, conservation consists in moderation as a value which appears inherently worthwhile both in itself and in relation to social choices dedicated to achieving distributive justice. The value of moderation seems predicated on the assumption that natural resources and the environment have fixed, finite, exhaustible capacities for satisfying human needs. Hence norms for moderating human behavior appear to require prescriptions by some authority. Such norms presuppose some agreement on "essential" uses of energy. However, the difficulties of setting behavioral norms loom large, because "... it is as difficult to determine essential energy consumption as to determine what is essential in any other phase of consumption, whether it involves food, clothing, shelter, or recreation." The ethical meaning of conversation is further complicated by a centuries-old argument over the proper exercise of stewardship - i.e., how best to develop natural resources. On the one hand, the preservationist position insists on an inviolate, "hands-off" policy and stands opposed to ongoing development of wilderness areas and mineral resources. On the other hand, the "scientific conservationist" who preaches the "gospel of efficiency" insists on development of resources based on principles of sustained-yield, multiple use and - in the case of competing claims - reserving resources or land for their "higher use." Current confusion reigns among opinion leaders in the environmental movement because they appear to have lost the genius of the original Conservation ethic, developed in the 19th century. They seem to think that conservation is preservation. The question I wish to explore is whether a single-minded, exclusive pursuit of "conservation" in its economic, thermodynamic and preservationist meanings may actually do more harm than good in serving the ethical goals of conservation. PRESIDENT MOSES: Mr. Hall, can you tell us something that will help our cause? R. DAWSON HALL: I did not want to tell anything; I wanted rather to say something, if. I said anything at all, about my impressions regarding the safety of the mines in the West. We heard yesterday how terribly dangerous they were, and I think that is due to the natural conditions. It is interesting to note that many of the developments of safety, which you will find all through the country, had their origin here in the Rocky Mountain States. It has not been because the Rocky Mountain States have been negligent - though, of course, they could have been more active - but it is becaues the conditions have been such as to make accidents more numerous. Rock dusting by mechanical means was used here before any other country adopted it, let alone the United States. It is true that rock dusting was started in England; but it was by hand, as it remained with the Victor -American Fuel Company to be the first to distribute rock dust by machines, and that is to the credit of Mr. Murray, who was the man that did the original dusting in those mines. It was at Delagua, they put up shelving and put dust on it; they used the adobe, and Mr. Pryde, at Reliance, very early in the game, put dust in the Reliance Mines, and some of the dust, I believe, is there yet but they can hardly find it for the new dust. That is not all. I believe it was first in the Utah Fuel Company's mine that incombustible clay was used for stemming, and in the East, where we were in the habit of using slack entirely, that was a big advantage. Another thing that the West has originated has been the wetting of the chain in cutting. The people in Alabama took a great deal of credit for having used that very early, but not as early as Mr. Brennan did at the Hanna Mine, he having used water on the cutter bits in 1913. Another development was that the Phelps Dodge Corporation were the first people to use, I believe in the United States, storage battery locomotives for main haulage, and while they didn't go ahead with that, so far as putting in power trucks and mining machines, until just recently-I think the Consolidation Coal Company in the East managed to get ahead of them in that development,-notwith-standing, they were the earliest to use it for main haulage. When I came through this section of the country, in 1912, I think it was, I went through the mines of the Union Pacific Coal Company. I was surprised to see the extent to which fire-proofing had been carried out in that mine, with regard to non-combustible brattices and overcasts, which were of concrete; even the boxes were covered with sheet metal. They were very far ahad of us in that respect; far, far ahead of us in the East, because the East has its favorable conditions in the fact that most of the lump in the mines is more or less wet all the time. Another safety provision which has been taken by the Utah Fuel Company, was shooting from the surface. That has not spread very much in the, East, but it has been used in Oklahoma and the middle West. I think there is plenty of evidence that the Western people have been thinking for themselves, in going ahead and' establishing new standards in Safety. One of the most unusual things is this Safety Committee, permanent Safety Committee of the Rocky Mountain Coal Mining Institute, which has been endeavoring here to find out the conditions under which safety cant best be practiced. I think it is those who venture to. criticize the West that) have to show that in the East there is not the spirit which has led the Rocky Mountain region to endeavor to reduce its very terrible death rate that really exists. It has to be faced and it furnishes a cause, an incentive; for further work toward safety; but none can deny that the desire of the western mining man has been to find

Pictured on these pages are the eight RMCMI Scholarship Award Winners for the 1990-1991 year followed by a brief profile. All winners, except John Nixon from Texas, were present as guests of the Institute at the June convention in Keystone, Colorado to receive recognition at the Welcome Session Monday, July 1, 1991. Each state vice president served as the host for the collegiate winner. In addition to receiving a plaque from the Scholarship Chairman, Dr. Donald Gentry, each winner receives $750 tuition credit for the coming academic year. As this is a continuing award, the winners from the previous year will receive another $750 for tuition credit in their senior year if they have maintained good academic standing and are recommended by their university. Criteria for these awards to be made in the spring annually is (1) That the award be made to a sophomore student and used as tuition during the junior year. (2) That the recipient be both a U.S. citizen and a resident of the state involved. (3) That the recipient have good academic standing, be pursuing a degree in a mining related field and have an expressed interest in Western coal as a possible career path. The scholarship program includes curricula other than those in the mining departments, but in the engineering disciplines, such as geology, mineral processing and metallurgy. Contributions to this worthy project are tax deductible to each individual RMCMI member or his firm. Through annual donations of $100 or more, the Patrons of the Institute fund the scholarship program and the various vice presidents contribute the travel expenses to conventions for these outstanding young collegiates. He is a very diligent student and has recently been selected student mine foreman for the San Xavier Mine. Walter is secretary of the U. of A. AIME Student Chapter and a student member of the AIME Tucson Chapter. His career interests lean towards western coal mining. [ ] Matthew Madden Colorado School of Mines Golden, CO Matt carries a 2.619 cumulative grade point average in the Mining Engineering Department and ranks 194 in a class of 440. He is involved in a number of school activites such as a member of the Society for Mining, Metallurgy and Exploration, Inc., member of the Resident Hall Association, a Admissions Ambassador, and will be a Resident Hall Director for 1991-1992. Matt is also involved in wrestling and received a Colorado School of Mines Athletic Scholarship in 1990.

CHAIRMAN ALLEN: Gentlemen, I have been asked to call this meeting to order by Mr. Marchant, and am acting here temporarily in the absence of Mr. Nyman, who is unable to be with us. Mr. Nyman sends the following telegram: "Will not be able to be present at the Institute meeting. Serious illness of my father has made it necessary for me to remain in Salt Lake Please arrange substitute. Very sorry." In addition to having to pinch-hit for Mr. Marchant and President Nyman, I am here representing the Governor of the State of Colorado also who is unable to be here. The Governor of Colorado is a very busy man. His appointments are made months ahead. We only got word of the possibility of his addressing this meeting yesterday morning, and I went over to the Governor's office this morning to see if there was any possibility of getting him here, but he had been booked up for two months ahead of this time to appear at the convention of the Veterans of Foreign Wars in Trinidad, Colorado, where he is today, and which makes it impossible for him to attend this meeting. I know that he would have liked to have been here with you, as there is not any doubt but what the Governor of Colorado has the interests of the mining industry at heart. This was manifested last week when he called a meeting of representative men of the different lines of industry so that we could arrive at some results and some arrangements to see if it was possible to get at the bottom of the condition causing our bad times, and the appointment of commit- tee groups to find out what these problems were and to see if they could get any possible solution to them. The meeting was adjourned with the suggestion that those who were present would among themselves select such committees to investigate the conditions of the coal mining industry, and offer suggestions for betterment.
