Are you afraid of the dark? Of course not, at least not since you were about six years old, anyway. But early man was - afraid of the dark, and he had good reason to be. Since he had no illumination other than fire and moonlight, he was at a disadvantage when it came to mixing it up with some of his fellow creatures. Sabre-toothed tigers, for example, could probably see quite well In the dark, and they were very real enemies. Sabre-toothed tigers haven't been seen in mining country for some time now; but it's st111 dark In a mine and, make no mistake about it, there are still enemies in the dark. The enemies are all the things that can injure you if they are not seen. Modern mines can be safe places to work for the trained miner who follows good work practices. But there are mining machines that make sabre- toothed tigers look like pussycats, and if you can't see well enough they can be ten times more dangerous.

Presented below is a review of how the objectives, as outlined in the statement of the problem, were achieved. 1. Methods of evaluating the performance of grounding systems must be described. These methods are the subject of Chapter III. 2. Field trips to operating mines should be undertaken, and a cri¬tique of their grounding systems made upon the basis of obser¬vation and the application of the above techniques. An analysis of field trip data, along with practical recommendations, is in¬cluded in Chapter IV, while a complete review of all field trips is given in Appendix I. 3. Because of their thoroughness, present coal mine regulations should be evaluated, and their applicability to open-pit environ¬ments appraised. This has been done in consultation with governmental agency, manufacturing, operating mine, and consult¬ing engineers. As stated in Chapter IV, insight gained through field observations has served to amplify and extend the base of knowledge from which the recommendations were made. 4. The results of these investigations should lead to suggested Federal standards. Such recommendations comprise Appendix II. In addition, several important factors, which are discussed in Chapter IV, were brought to light as a direct result of the field research. 5. Sudden, violent failures of rock around mine openings influence access, ventilation, and safety in both hard-rock and coal mines. To develop predictive tools for assessing the potential for violent failure, the authors initiated a comprehensive study using (1) multiple linear regression and numerical modeling analyses of geological and mining conditions at 25 sites to identify the most significant factors contributing to stress bumps in coal mines and (2) investigations of the geological and mining factors contributing to rock bursts in the Coeur d'Alene Mining District of northern Idaho, particularly the influence of preexisting structures on rock bursts. Twenty-five factors were initially considered in the study of coal bumps. The most important variables were identified as (1) mechanical properties of strata, (2) gate road geometry and/or gate pillar factors of safety, (3) roof beam thickness, joint spacing, and stiffness characteristics, and (4) stress gradients associated with previous mining and anomalous geologic conditions. In the Coeur d'Alene district, burst damage related to preexisting structures results primarily from (1) sudden buckling and crushing of rock layers where surfaces of development and production openings lie at low angles to bedding, faults, or other planar structures and (2) disturbance of loose ground caused by seismic fault-slip on preexisting faults or previously sheared bedding planes that intersect veins near pillar-stope margins.

When two pieces of heavy equipment interact, jolting and jarring can occur. During haulage truck loading for example, there is a chance that the operator of one or both pieces of the equipment will experience jolting and jarring. Additionally, a jolt can occur when an off highway equipment operator drives over a road defect or inadvertently strikes a berm. Aside from the operators, there is seldom anyone else that witnesses the interaction and can accurately describe the extent of the jolting. This makes it difficult for health and safety managers to address jolting and jarring. The devices and software described in this paper constitute a method for installing “black boxes” called Shox Boxes onboard equipment that already have a GPS system onboard. The resulting configuration provides an objective assessment of jolting and a chance to determine the root causes of it. The Shox Box system reviews data in real time, onboard the vehicles, 24 hrs a day, and sends pertinent information via radio to a central database. The data generated shows whether jolts are above or below a supervisor defined target value for the equipment and the tasks being performed. This allows health and safety personnel to demonstrate safe operation of heavy equipment and recommend proactive actions to maintain jolting within a reasonable range.

The authors hypothesize that excavation-induced extension fractures are caused by elastic shearing displacement that in turn causes tension oblique to a propagating shear zone. Such extension is manifested as tension on scales larger than that of microcracks. En echelon fracture patterns are a common result. FLAC modeling confirmed that localized tension is created near the corners of mine openings. In the model, tension was concentrated at the leading edge of a simulated fracture in a pattern that could promote the formation of an en echelon fracture. Particle Flow Code models confirm progressive formation of en echelon tensile failures with distance from an opening. The elastic displacements and the resulting fractures facilitate reduction in applied load at the expense of shear deformation and lateral dilation. Understanding the mechanics of fracture and deformation is vital for designing more effective ground support practices, a major objective of ground control research being conducted at the Spokane Research Laboratory of the National Institute for Occupational Safety and Health.

In addition to explosion-proof enclosures, the IEC has published recommendations: 1. 79-2 Pressurized Enclosures, 2. 79-3 Intrinsic Safety, 3. 79-5 Sand-Filled Apparatus, 4. 79-6 Oil-Immersed Apparatus, and 5. 79-7 Increased Safety. All these are valid methods of electrical hazard reduction and find wide use in industries other than mining. Magison (52) discusses in detail each technique and, therefore, such an examination will not be repeated. Two other systems, lamina and labyrinth, are but variations of common explosion-proof enclosures and, therefore, will not be cov¬ered. (34,35,46,53,54,61) By examining other national authorities' opinion, the following will investigate each system's applicability to coal mining. Intrinsic safety applies to any system which is incapable of re¬leasing sufficient energy to be an electrical hazard. (49) Not one foreign country contacted disagreed with the concept, and they find these systems totally acceptable. Only South Africa does not accept oil-immersed apparatus, but no reasons were given. (62) Healy (27) stated that Queenlands, Austrailia would accept all techniques, yet some were still to be employed. Japan specifications allow for all but sand filled. Development of the Rail-Haulage Sub-assembly for the Production Sub-system (UGMHS)* required the use of ,a newly formulated model in order to best satisfy the requirements. Many of the ideas of the former single-stage rail simulator included in the original version of UGMHS have been used, together with the results of experience gained in applying the earlier model to a variety of operating situations (Sanford, 1969). The sub-assembly is developed as an independent system and, as such, can be used to analyze track systems using production distri¬butions as data input. In addition, since this model is designed to replace the original sub-assembly in UGMHS, the linking procedure is identical with respect to bi-directional information flow. The flow of coal from production sections, for example, fills the mine cars, but a condition of "out of empties" or "full of loaded" at a loading station will shut down inby production sections. A requirements analysis was conducted to determine specifically how the model could best serve the user. Operating management had the largest input in developing the following requirements for the Rail Sub-assembly: a) data input in mixed narrative - numeric form to permit user identification of the input variables; b) a user option to extract several ranges of detail in model output, i.e., an average shift summary of minimum retrieval

This paper is an overview of and introduction to the subject of dust explosions. The purpose is to provide information on the explosibility and ignitability properties of dust clouds that can be used to improve safety in industries that generate, process, use, or transport combustible dusts. The requirements for a dust explosion are: a combustible dust, dispersed in air, a concentration above the flammable limit, the presence of a sufficiently energetic ignition source, and some confinement. An explosion of a fuel in air involves the rapid oxidation of combustible material, leading to a rapid increase in temperature and pressure. The violence of an explosion is related to the rate of energy release due to chemical reactions relative to the degree of confinement and heat losses. The combustion properties of a dust depend on its chemical and physical characteristics, especially its particle size distribution. In this paper, the explosion characteristics of combustible dusts will be compared and contrasted with those of flammable gases using methane as an example. These characteristics include minimum explosible concentration, maximum explosion pressure, maximum rate of pressure rise, limiting oxygen concentration, ignition temperature, and amount of inert dust necessary to prevent flame propagation. The parameters considered include the effects of dust volatility, dust particle size, turbulence, initial pressure, initial temperature, and oxygen concentration. Both carbonaceous and metal dusts will be used as examples. The goal of this research is to better understand the fundamental aspects of dust explosions.

A portable, multichannel battery-operated mine-permissible measurement system was developed to measure the rms magnetic-field noise spectrum in the frequency range from 100 Hz to 375 kHz. During each measurement, the entire spectrum is measured simultaneously through the use of time-domain recordings which are later analyzed by Fast Fourier Transform processing. Dynamic ranges of 60 dB in a 125 Hz bandwidth are obtained for spectra covering the range from 100 Hz to 100 kHz. The method also allows a three-dimensional display of the way spectrum occupancy changes with time. Calibration and correction procedures allow absolute field strength measurement with an uncertainty of not more than 3 dB. We feel that further analysis of the system errors will allow this uncertainty to be reduced to less than 1 dB. Ambient magnetic field noise spectra covering frequencies from 100 Hz to 100 kHz are given for several underground coal mine locations. Examples are also given of magnetic field noise on the surface above the mine, noise in the mine face area, noise radiated by specific equipment, the voltage spectrum found on a 600 V dc trolley wire, and noise picked up simultaneously on loops and on roof support bolts.

Produce an annotated bibliography to serve as a comprehensive source of published information available on the use of soil amendments in coal mine reclamation and the characterization of coal mine soils. The Problem There is a substantial amount of information available tin coal mine reclamation and revegetation, particularly on the use of soil amendments to ameliorate site conditions and aid vegetation establishment, growth development, and productivity. Additionally, site characterizations based on chemical, physical, and mineralogical properties have been thoroughly researched. This information, however, is widely disseminated throughout various professional and scientific journals, State and Federal documents, proceedings of conferences, theses, and other technical writings. A critical need exists for a comprehensive and up-to-date summary of published information concerning the uses, methodologies, and types of soil amendments that arc necessary for reclamation success.

Cameroon's mineral industry continued to be dominated by crude petroleum, The economic development of the country depended on the production and export of crude on. Output was estimated to be 49 million barrels in 1985 compared with 56 million barrels in 1984 and 47 million barrels in 1988. The country's only refinery consumed approximately 12% of the daily production of crude oil while operating at slightly over 50% capacity. The refinery output, however, supplied the domestic need for motor fuel and heating oils. Cameroon's economic prospects were heavily dependent on the oil sector, which bad been responsible for the recent strong growth in the economy. The country consistently sought to avoid the problems associated with an overdependence on oil and followed a relatively broad-based development strategy, using oil revenues to sustain and encourage growth in other sectors. Approximately 75% of the gross domestic product (GDP) was attributed to the mineral industry in some form. GDP growth was approximately 6.5% during 1985.

Public interest in atmospheric pollution by automobile exhaust gas and in the ventilation of vehicular tunnels makes it desirable to ascertain whether the use of modern automobile fuels is tending to change the amount and composition of the products of combustion. The Bureau of Mines, in cooperation with the Ethyl Gasoline corporation4, has completed a series of testis to determine whether any significant difference exists in the carbon monoxide content of the exhaust gas produced by an internal-combustion engine when its fuel is changed from straight gasoline to the same gasoline containing Ethyl fluid whose active ingredient is tetraethyl lead. In the tests data was sought relative to the composition and mount of the gas produced by ordinary comparatively low-compression motors as well as by higher-compression motors in which distinct detonation occurred with straight gasoline, but which operated without detonation when using the same gasoline containing tetraethyl lead.

Cost Data Library The data retained in the Cost Data Library is of a semi¬permanent nature in that it is held in storage for immediate use with the program although its contents may require periodic evaluation to maintain it in a current status. The library is composed of six arrays containing both technical and cost data. The following description of the library input system provides the information necessary to maintain an active storage file. Within the Mine Safety and Health Administration's (MSHA's) classification of metallnonmetal (MAM) mining, the number of independent contractor' employees has increased significantly in recent years. In 1985 independent contractor employee hours reported to MSHA accounted for 4.5% of all M/NM mining employee hours (excluding office workers); by 1994 that proportion had doubled to 9.0%. As a result, these workers now account for an increasingly significant proportion of fatal and nonfatal mining accidents. According to MSHA's statistics, annually computed fatality incidence rates (the number of fatalities per 200,000 employee hours) for independent contractors working in M/NM mining are consistently higher than those for operator employees. Over the five-year period from 1990 through 1994, 53 independent contractor employees were fatally injured while working on M/NM mine property (See Table 1). More than one third of these fatalities (36%) were due to accidents involving powered haulage; 21% were machinery accidents; and 11% percent were falling material accidents. Combined, these three accident classifications accounted for 68% of all independent contractor fatalities occurring on M/NM mine property during these years. Clearly, current efforts to increase the safety of the mining workforce must also address the safety of the independent contractor employee. This report is a preliminary attempt to identify trends in the employment and safety of independent contractor workers by identifying which segments of M/NM mining are experiencing the greatest increases in the number of independent contractor employees and by examining changes in the rates and types of accidents in which these employees are involved. Maintaining ground stability in the gate roads, particularly the tailgate, has always been critical to the success of longwall mining, both in terms of safety and productivity. Several new support technologies have been developed in recent years to replace conventional wood and concrete cribbing for secondary roof support. Since their performance characteristics are unique, the best practices that have been developed with conventional wood cribbing may not be applicable for these alternative support technologies. Therefore, with so many options to consider and the importance of achieving adequate ground control at minimal cost, the trial and error approach to longwall gate road support is no longer prudent. This paper discusses a design methodology for standing secondary tailgate supports. This design technique requires in-mine measurements of tailgate support loading and convergence to establish a tailgate ground, reaction behavior based on the support and strata interaction. The methodology uses the performance characteristics generated in the National Institute of Occupational Safety and Health (MOSH) Mine Roof Simulator (MRS) to match the stiffness and load characteristics of various supports to the measured ground reaction behavior. It can be used to determine the appropriate -- application of alternative roof support systems or to design in- mine trials such that a fair and equitable comparison of different support systems can be made. A case study if the methodology at a western Pennsylvania mine site is presented in the paper, including a comparison of four alternative support technologies to conventional wood and concrete cribbing historically used at this particular mine.

Develop a metal substitute which is more plentiful and less expensive than the metals currently being used in high performance, permanent magnets, while maintaining the quality of the magnet. The New Alloy The rare-earth metal used in most high performance magnets is samarium, an expensive metal of limited availability. Cobalt is also used in high performance magnets, but supplies of this metal also are limited because it is not domestically mined and must be imported. The Bureau of Mines embarked on research to find a less costly domestic: metal source for use in industrial magnets. The alloy found most promising consists of mischmetal, a relatively abundant, naturally occurring mixture of rare-earths, which can be used as a replacement for samarium. Additives of copper, magnesium and iron used in combination with mischmetal aid in replacing some of the cobalt needed for the magnets.

General An important part of any mine power distribution system is its con¬nection to earth or ground. The grounding network serves to protect men and machinery from the hazards associated with electrical equipment which is operating improperly. Since the mine site is determined by the location of the rock or mineral to be extracted, the conditions required for the installation of an adequate grounding system are not always easily met. If annual rainfall is low or soil resistivity is high, an extensive array of buried metallic conductors may be necessary to assure a low-resistance connec¬tion to earth. Measurement of soil parameters can be made before the construction of a grounding grid is begun, and the configuration of a metallic network, which will yield the desired values of earth resistance and potential gradient, thereby ascertained. Proper design at the time the ground bed is installed will save much time and expense in later years. Ground conductors extend from the buried grid to each piece of mo¬bile and portable equipment via overhead lines or multi-conductor cables. In this fashion all machine frames are referenced to the same potential as the grounding medium. Protective circuitry must be installed to monitor\current flow in the ground conductors or the potential drop across the neutral grounding resistor, which is placed between the grounding grid and the neutral point on the distribution transformer secondary. A major difficulty encountered during the research was that nation¬al countries (almost world-wide) are in the process of revising their electrical hazard reduction standards. Their principal goal is to align their standards with the International Electrotechnical Commission (IEC) Recommendations Publication Series 79. (31-37) Additionally, CENELEC is requiring all Common Market countries to harmonize their standards. (85) However in the coal mining industry some hazard re¬duction techniques are not being accepted because some systems may not be applicable. Therefore, past literature might not directly relate a country's current feeling about explosion-proof standards. An authority in the United Kingdom (which has been a leader in hazard reduction mainly through work at the Safety in Mines Research Establishment) brought up an additional point. (15) He hopes that since revising British standards BS229 into BS4683, with the intention of corresponding with the IEC 79 series, the recent CENELEC harmoni¬zation process will also follow IEC. (8, 9, 10) The past trend in other major Common Market countries prior to CENELEC's requirement results in the authors' speculation that the standards will be pattern¬ed after the IEC Publications. (5,17,60,84,102) Several letters were sent to the East Block countries but, disa¬ppointingly, replies were dispatched only from the USSR and Poland. Recent Polish standards (1973) were received, and a very close match to the IEC Publications has been noted. (76,77) Because of their economic community, it is extremely logical to assume that the East Block stand¬ards are therefore in concurrence with the IEC. Japanese specifications also appear to be compatible with the IEC Recommendations. (42,43)

Electron spin resonance measurements have now been completed on the decay kinetics of the organic free radicals formed on crushing or grinding of a well characterized anthracite coal. The free radicals exhibit a complex decay pattern for the first few hours after the grinding, and a smooth decay thereafter. Parallel hemolysis studies indicate. a half-life of the decrease in the cytotoxicity of the fresh· dust to be about half-a-day. The cytotoxicity of the freshly-made dust decreases on addition of superoxide dismutase, catalase and sodium benzoate. The hemolysis rate is lower for the dust stored in buffers as compared to air. A chemical model will be presented to accomodate the cytotoxicity and spectroscopic data, and ~heir implicati6ns to pneumoconiosis.
