A standard Ford1 4600 agricultural tractor was converted to remote control to perform ASAE/SAE field upset tests (rear rollover and side rollover). This paper discusses the engineering process to develop a remote-controlled tractor in determining the critical parameters of operation, to choosing appropriate actuators, designing the circuitry to control them, installing the actuators on the tractor, testing the system for functionality and then conducting numerous overturn tests. The system uses off-the-shelf components for simplicity, replaceability, and economic concerns. The remote control system has withstood 21 tests to date with no failures and will continue to be used for at least three more years of testing.

The National Institute for Occupational Safety and Health (NIOSH) has been working with diesel emissions control technology and the underground mining industry for a number of years. Underground isolated zone studies provided the emissions reduction performance of all of the alternative technologies currently available. A NIOSH/MSHA guide is available which provides mines with information and a process for selecting diesel particulate filters (DPF). Recent NIOSH experience suggests that more attention may be needed in managing the issues associated with diesel emissions and their control. The author argues that a holistic approach is needed which involves several key mine operations departments or disciplines by positing that workplace air can be considered as the product of a complex manufacturing process and examining how that process could be managed.

1. In 2001, a total of 281 metal mining operations reported employment to the Mine Safety and Health Administration (MSHA) (down from 309 metal mines in 2000). Metal mines were the smallest mining sector, 1 comprising 1.9% of all mining operations. This was the lowest percentage of all mining sectors. • The median number of operator employees per metal mine was 17.5.2 • Gold mines comprised 43.1% (n = 121) of all metal mining operations. Other types of metal mines were copper ore (n = 37, 13.2%), iron ore (n = 27, 9.6%), and lead and/or zinc ore (n = 24, 8.5%). • Nearly 20% (n = 55) of metal mines were located in Nevada.

Coal is found in the northeast comer of Georgia, in Dade, Chattooga, Walker, and Floyd Counties. Five seams, which underlie all of Lookout, Sand, and Pigeon Mountains, have produced most of the coal mined in the state. Representative analyses of Georgia coals show that they are typically low sulfur (less than one to one percent), low-to-medium volatile, bituminous deposits. Although there is no active mining in the state, reclamation continues on several permitted areas. In 1983 the State of Georgia relinquished primacy to the Office of Surface Mining. Since that time permits have been issued and mining completed. All the sites are presently in the process of bond release.

The move toward partial pillar extraction versus full pillar extraction has necessitated a new approach to underground section stability. When pillars are mined too small to support the weight of the overburden, they will, in some cases, remain stable for a considerable period; in other cases, they will collapse unexpectedly and violently. There is no discernable difference between the pillar safety factors of the failed and stable cases. The explanation lies in the characteristics of the overburden layers. A method is proposed that recognizes the overburden characteristics in the evaluation of stability. Two stability factors are calculated: one for the pillars, the other for the overburden. Using this method, it is possible to make use of the bridging capabilities of overburden layers to prevent pillar collapse. It is possible to scientifically design partial pillar extraction layouts that will be safe. Using energy considerations, it is also possible to prevent violent failure of pillars.

Dust dispersion modeling is a subject that has had a large amount of research activity. Much of the research has focused on large-scale global or regional dispersion models. Other models have been created for industry-specific purposes. Furthermore, some of the past research has focused on dust dispersion modeling in the mining industry. This report presents the various dust dispersion models that have been developed specifically for the mining industry. The report first gives a brief background of the regulatory environment that helped to promote development of such models. It then presents an overview of the mathematical concepts used in this dispersion modeling. Finally, each of the various models developed for the mining industry are described, along with their associated mathematical algorithms and any field validation conducted on the different models.

Educating the public about the role of mining and minerals can be a challenge. While it sometimes seems that little is being done to counteract negative publicity, there are many exciting things happening across the country that are helping meet this challenge. This paper will discuss existing minerals education activities and will provide tips for developing successful programs for a variety of groups, from students to industry to minerals educators themselves. The paper will also include an overview of the 9th annual National Minerals Education Conference held in July 2000 in Spokane, WA.

NIOSH researchers have been examining underground coal mining activities in order to evaluate work crew hazards. In 1994 a continuous mining machine operator was killed by falling roof during extended cut mining. Many aspects of the incident were used by NIOSH researchers to develop a scenario interview. The goal was to provide a realistic framework for acquiring frank and detailed insights. The interview consists of two sections. The first describes the underground mining conditions. The second recounts the fatal incident. Each section is supplemented by a diagram and a set of questions addressing relevant safety issues. The interview was administered at three mines that actively take extended cuts. Researchers found the scenario approach to be an effective interview tool as well as an effective hazard awareness and safe work practices training platform.

This paper discusses human judgment and decision making under stress. The authors review selected recent literature across various disciplines and suggest a definition of stress within the context of decision making during the management of emergencies. They also discuss fieldwork by the Pittsburgh Research Laboratory, NIOSH, which explores traumatic incident stress, the relationship between previous training and performance under stressful conditions, and human behaviour in underground mine fires. The authors assert that stress is one of the factors that decision makers must contend with in most life-or-death situations. They suggest that a better understanding of individual judgment and decision making activities whilst under stress would yield a better understanding of how people reach the choices they make in emergencies. This enhanced understanding would be of enormous value to emergency managers, researchers and policymakers.

This paper outlines the legal standards and methods for protecting underground coal mines in the United States from explosions of methane gas and coal dust. It will discuss inspection and monitoring of mine atmospheres, dilution of methane through ventilation, methane drainage prior to, during and post-mining, as well as explosion prevention through rock dusting and sealing of mined-out areas. Recent research findings of the National Institute for Occupational Safety and Health (NIOSH), Pittsburgh Research Laboratory on the magnitude of pressures obtained during methane explosions from modeling and full-scale explosion tests at the NIOSH Lake Lynn Experimental Mine will be presented. This work is currently being applied to modeling the structural response of explosion-proof mine seals to pressures from gas explosions. Also, new research will be presented on the inertization of float coal dust in mines through the addition of inert stone dust and on the application of the Coal Dust Explosibility Meter (CDEM), a handheld device developed by NIOSH to directly measure the explosibility of a coal dust - limestone dust mixture based on optical reflectivity.

The Bureau of Mines has studied the Deserado Mine computerized monitoring and control system, located in Rangely, Colorado, to acquire knowledge about the overall costs and benefits of mine monitoring systems. The Deserado system is a complex system monitoring environmental parameters, electrical power, and operation of all mine equipment, and controlling the entire conveyor haul age system. This paper discusses the evaluation of the Deserado monitoring system from initial design through system installation and operation. It also examines the costs, benefits, and performance of the monitoring system.

It was determined that a selection of different types of fire sensors could be used to discriminate mine fires from nuisance emissions produced by diesel equipment. A neural network (NN) was developed for application to coal, wood, and conveyor belt fires in the presence of diesel emissions and evaluated with the successful prediction of twenty-two out of twenty-three mine fires based upon a fire probability determination. The optimum sensor selection for the NN was comprised of a carbon monoxide (CO) sensor, two different types of metal oxide semiconductor (MOS) sensors, and an optical path smoke sensor.

APPENDIX C - HOISTING SYSTEMS - AVAILABLE EQUIPMENT C 1 - Introduction A survey has been made of available hoisting equipment which has applications for use in metal and non-metal mine emergency escape hoist systems. The information was gathered from a number of sources, including representatives in the USBM and MESA, mine operators, personal visits and telephone interviews with manufacturers, field visits to inspect equipment, advertisements, catalogues and indices of manufacturers. Wherever possible, technical specifications and prices were checked out with the manufacturer, or supplier. The sections on individual sub-systems and components, such as automatic control systems, winches and controls, are not intended to be all encompassing surveys. Rather a reasonable number of representative units in each category are discussed. The sample is large enough to provide a general picture of the kind of equipment available, including the abilities and limitations and a reasonable price range. How do people behave when they are trying to get out of a fire? Are escape activities different in each incident, or will most actions be predictable across events? Do persons make the same sorts of decisions whether they are responding as individuals or as group members? Because the social costs of fire-related deaths and injuries are likely to continue to rise, societal pressure for greater safety will also undoubtedly increase. There are, therefore, compelling reasons to further our understanding of action in fires. If human behavior in fire is studied scientifically and predicted according to some well-defined principles, the benefits will be significant. Design engineers could incorporate real-world findings into their plans. Equipment manufacturers could gain from insights into how their technology is actually used in fire emergencies. Safety personnel would have a better appreciation of what constitutes adequate evacuation procedures. Trainers could upgrade the content of their courses that teach escape skills. The result would be an overall improvement in the quality of fire preparedness and safety.

Workers who perform routine welding tasks are potentially exposed to fume that may contain manganese. Manganese may cause respiratory problems and is implicated in causing the occurrence of Parkinson-like symptoms. In this study, a field colorimetric method for extracting and measuring manganese in welding fume was developed. The method uses ultrasonic extraction with an acidic hydrogen peroxide solution to extract welding fume collected on polyvinyl chloride filters. Commercially available pre-packaged reagents are used to produce a colored solution, created by a reaction of manganese(II) with 1-(2-pyridylazo)-2-naphthol. Absorbance measurements are then made using a portable spectrophotometer. The method detection limit and limit of quantification (LOQ) were 5.2 mg filter-1 and 17 mg filter-1, respectively, with a dynamic range up to 400 mg filter-1. When the results are above the LOQ for the colorimetric method, the manganese masses are equivalent to those measured by the International Organization for Standardization Method 15202-2, which employs a strong acid digestion and analysis using inductively coupled plasma-optical emission spectrometry.

Belize remained relatively insulated from the social and political turmoil that affected some of its Central American neighbors. This stability encouraged new foreign investments that assisted the economy, especially in tourism and agriculture. The mineral sector remained limited to construction-oriented materials. Oil exploration efforts continued by the various concessionaires.
