For the purpose of this paper a junction box is defined as " a fused switch, inclosed in an explosion-proof compartment, provided with a ready means of connecting or disconnecting a trailing cable without exterior arcing." Junction boxes are intended for use 'at the end of trailing cables and are usually placed outby the last open break through in a coal mine. Where it is not safe to supply current through nips or a trolley, junction boxes suitably spaced along an entry permit tramming and movement of machines with safety, although not with any considerable speed. Junction boxes serve a threefold purpose: (1) They prevent dangerous arcing at the outby end of trailing cables; (2) they afford a safe, practical means of fusing or otherwise protecting the trailing cable; and (3) they provide an efficient means of transmitting power from the power circuit to the trailing cable. The first purpose is the most important from a safety standpoint. Dangerous arcing-that is, arcing capable of igniting gas-frequently takes place where trailing cab1c.s are attached to the power circuit. At either 250 or 500 volts only a very small arc is required to ignite mine gas. The usual method of connecting the trailing cable to the power circuit by cable nips or trolley taps does not make a good electrical connection; hence arcing may be expected at any time. Furthermore, junction boxes eliminate the personal hazard attendant upon the use of trolley taps by removing the possibility of accidental contact with trolley hooks or wire and the liability to injury due to manipulation of the device. In the general scheme of mine ventilation it is assumed that gas will not accumulate where junction boxes are placed, an assumption based on the normal operation of the ventilating system. In many

Estimates are given for the distance from a seismometer at which a miner can probably be detected. The procedure in making these estimates was to first establish the natural noise levels at the output of a surface seismometer for the 25 to 100 Hz frequency passband. The noise levels give the range of values which may be expected in areas with no man-made noise. For each noise level, we give the detection threshold which, when exceeded, indicates that a signal has been received. Based on the signals recorded by Westinghouse, curves are given which show the peak signal amplitude as a function of source- to-receiver distance (slant range). Curves are given for the Westinghouse seismic thumper, a 50-pound timber, and a sledge. For a given type of source, the receive signal strength depends more strongly on slant range than on any other factor. However, there is approximately a five-to-one scatter in the amplitudes. Thus, further study of factors affecting the signal amplitude might allow better estimates to be made for any particular geological setting. Combining the signal amplitude with the detection thresholds for the different noise conditions gives the distances at which a miner should be detected. These are given in Table l* below. [ ] The text also gives the increase in detection ranges which should occur if steps are taken to increase S/N by 10 dB. We feel that 10 dB is a conservative estimate of the improvement possible. This chapter includes tables for 1982 that were not available in time for publication of the 1982 Minerals Yearbook, but does not include corresponding tables for 1983. The value of raw nonfuel minerals produced in the United States during 1988 was estimated at $21.1 billion, an increase of $1.5 billion over the value for 1982. This is a reversal of last year's downturn in value from that of 1981, which was the only decrease noted since 1971; hence, an overall trend of increasing values has been maintained for 12 years, except for 1982. Although the reversal is a basis for cautious economic optimism, it is tempered by continued problems in the domestic mining industry: inadequate funds for capital investment and competition with other countries that have lower production costs. Output of metal commodities in 1983 increased for 8 out of 21 metals, and metal values, in general, increased for 9 of the metals. Output of nonmetal commodities was mixed, with 24 nonmetals showing increases, 20 showing decreases, and 2 unchanged. Nonmetal values were also mixed in 1982: 25 showed increases, 20 declined, and 1 was unchanged. Improvements in the international metals market have not been forthcoming because of the continued depressed prices for major metals. Governments in foreign producing countries have been concerned with maintaining employment and continuing foreign exchange flows through mineral exports. Consequently, the excess of supply in the face of shrinking demand brought downward pressure on metal prices in general, except for the precious metals. On the domestic front, this situation means U.S. mining companies must become even more cost efficient. The major trend in the mining industry in 1983 was to cut costs further, reduce or stabilize total production, reduce outlays for major capital equipment, modify existing systems and equipment, and streamline operations. Most of the accomplishments reported herein reflect this trend.

In 2004, underground coal mines in the United States reported 3,405 injuries to the U.S. Mine Safety and Health Administration (MSHA). Of these, 17 percent were associated with the use of bolting machines, 8 percent with continuous miners, and 4 percent each with scoop/load-haul-dump (LHD), shuttle cars and personnel transport. Analysis of the injury narratives identified five hazards that required attention. They are rock falling from supported roof inadvertent or incorrect operation of bolting machine controls, handling continuous miner cable, collisions while driving underground vehicles and driving or traveling in underground vehicles on rough roadways. The rate of lost-time injuries has steadily decreased during the past 10 years (from more than 10 per 100 FTE in 1995, to six in 2004). However, underground coal mining remains a hazardous industry. One of the contributors to this elevated injury risk is working with or near underground coal mining equipment. Roof bolting machines and continuous miners have been consistently identified as high risk equipment. They account for approximately 24 percent of all injuries to underground coal miners (Sanders and Shaw, 1989). LHD's, shuttle cars and personnel transports are also associated with injuries in underground coal mines (Burgess-Limerick, 2005). Conventional analyses of injury statistics typically provide tables detailing the breakdown of injuries by body part nature of injury or mechanism of injury. Such analyses are worthwhile and may be helpful in tracking broad trends over time. Further information is available in the narrative text field completed for each injury reported. "In a cooperative study by the University of Minnesota and the U.S. Bureau of Mines, diesel exhaust and mineral dust concentrations have been measured for aerosols generated in the laboratory and in five underground coal mines. Three mines utilized diesel-powered haulage equipment and two used all-electric equipment. Two source apportionment techniques have been applied to differentiate between the mineral dust and diesel exhaust aerosol concentrations measured. The first technique, using a micro-orifice, uniform deposit impactor (MOUDI) for size selective sampling, is based on modeling aerosol size and the premise that the diesel exhaust portion of the aerosol is predominantly submicron and the mineral dust portion is mostly greater that one micrometer in size. The second technique, Chemical Mass Balance (CMB) modeling, was used to referee the analysis of diesel exhaust and mineral dust aerosol concentrations from the size selective sampling results.The MOUDI size distribution data were modeled to obtain parameters describing the fine and course fractions of the sampled aerosol and to estimate the contributions to each mode from both mineral dust and diesel exhaust aerosol sources. The results showed the size distribution of the mixed aerosols exhibited two definite modes with the minimum between the modes occurring at 0.8 µm. Less than 5 pct of the coal mine diesel aerosol was found in the coarse size fraction. CMB analysis confirms the original premise for using aerosol size to separate diesel exhaust and mineral dust aerosol during sampling.Based on the results from the size selective sampling, a personal diesel aerosol sampler has been developed for measuring diesel aerosol mass concentrations. Th.is sampler uses an inertial impactor to size separate the respirable aerosol at 0.8 µm. All material less than 0.8 µm is collected on an after filter for subsequent gravimetric analysis."

"Under existing conditions in the treatment of oxidized lead ores containing small quantities of molybdenum no provision is made for the recovery of the molybdenum. Considerable quantities of this important element are lost in the slags of the lead smelters and constitute an economic waste. There is little or no probability that slag dumps containing molybdenum in small quantities could be economically treated for the recovery of the element, and steps for the prevention of waste in this respect must be taken prior to smelter treatment.Wulfenite, lead molybdate (PbMo04), and molybdite, molybdic ocher (Mo03), are the molybdenum minerals most abundantly found in deposits of oxidized lead ores. Wulfenite contains 39.3 per cent molybdenum trioxide and 60.7 per cent lead oxide; molybdite contains 66.7 per cent molybdenum and 33.3 per cent oxygen. Plumbojarosite, argentojarosite, cerussite, and occasionally anglesite are commonly associated with wulfenite ores, and the oxidized iron content is usually fairly high.The recent discovery and development of a body of wulfenite ore in the Star district near Milford led to a cursory microscopic examination of samples of the ore, followed by a few preliminary tests which had for their object the separation and recovery of the lead and molybdenum in separate products.The microscopic examination showed that the samples used in the work were composed of wulfenite, plumbojarosite, and a small quantity of cerussite, and indicated that the iron content was quite high. The ore was porous and yellowish-brown; crystals of wulfenite appeared to be quite uniformly distributed through it, and this mineral and plumbojarosite (Pb0.3Fe203.4S03.6H20) apparently accounted for the major part of the lead content, although lead"

Develop a method to evaluate the effectiveness of coal scam fire surface seals so that potential problems may be corrected at an early stage, before the integrity of the surface seal is lost. Background Surface seals are the primary coal seam fire abatement method being used in the western United States. Surface seals smother a fire by denying it oxygen. The seal is usually constructed by placing a mantle of soil, four to ton feet thick, over a coal scam fire area to exclude air from the fire. The soil is compacted to increase effectiveness, and a soil cement may be used to augment the soil. In some cases, burning coal may be excavated and separately smothered or otherwise extinguished in another area; in other cases, a trench maybe excavated and backfilled with incombustible material to isolate a fire. More often, a surface seal is simply applied over and around the entire known burning area. In the 1950's, the Bureau of Mines administered a large program to treat numerous coal seam Fires across the western United States. Methods used in this program were described in Bureau of Mines Information Circular (IC) 7932, dated 1959. More recently however, various coal seam fires have been treated with surface seals under the direction of state Abandoned Mine Land Reclamation authorities. It has frequently taken years to evaluate the effectiveness of surface seals. By the time problems become evident, it has often been too late to take corrective action within the scope of the original abatement project. For this reason, the Bureau of Mines developed a means for tracking temperature trends at coal seam fire projects to obtain a better and earlier handle on the effectiveness of surface seals.

The first step to emergency preparedness is defining and analyzing hazards. Although all hazards should be addressed, resource limitations usually do not allow this to happen all at once. Risk assessments are used to establish priorities so that the most dangerous situations are addressed first and those least likely to occur and least likely to cause major problems can be considered later. While the examples provided in this training package are specific to mine fires, the concepts and tools can be applied to any mine hazard. Purpose: This training package was developed to assist instructors, as they: 1) determine how to use risk assessment to improve preparedness for mine fire emergencies and 2) present risk assessment concepts and tools to trainees. Audience: This package is appropriate for workers/trainees from all types of mines. A risk analysis can be conducted by anyone familiar with the location(s) being studied. Why Conduct a Fire Risk Assessment? During a risk assessment, hazards are evaluated in terms of the likelihood that a problem may occur and the damage it might cause. Mine fire preparedness requires consideration of all possible fires that could occur. However, at a given mine some fires are more likely than others and some would result in greater damage than would others. Conducting a risk analysis identifies these differences. The results can be used to target resources at the types of fires that are most likely and/or are most destructive. Hazards that are very likely to result in fires that would do considerable damage to people and property should be targeted first for remediation and/or effective response if remediation isn't possible. Potential fires that are less likely or that would have less severe consequences are identified for attention later, after the more serious situations have been addressed.

The method of mining bituminous coal in Pennsylvania cannot be treated in an extended manner in this publication since this would require more space than justified. The general plan of operation of most mines is on the room and pillar system, using double entries from which the rooms are driven In the early mining in the Pittsburgh coal bed the "checkerboard" plan was much used, but this entailed a large loss of coal in the blocks of coal that were left standing. In recent years there has been a tendency towards the adoptions of the panel, room and pillar method, also the block system, which ad mats of concentrated mining within a relatively small section of the mine It is not unusual to use 4, 6, or 8 parallel entries for the panel development. The longwall advancing method has been tried in some of the thin beds of the central coal field, but so far it has not passed beyond the experimental stage. The average extraction' of coal throughout the State is 714 per cent, but it is estimated that 15 5 per cent of the loss is avoidable, so the actual extraction should approximate 87 per cent. Pennsylvania is exceptionally well provided with means of transportation by trunk lines, branches, and by intra State railroads, among which are the Pennsylvania, Baltimore & Ohio, New York Central, Buffalo, Rochester & Pittsburgh, Western Maryland, Bessemer & Lake Erie, Pittsburgh & West Virginia, Pittsburgh & Lake Erie, Erie, Monongahela Division, and Montour railroads, all of which reach some of the bituminous mines The Monongahela River furnishes water transportation for Allegheny, Greene, Fayette, and Washington counties During 1923 the coal traffic on this river amounted to 18,709,084 tons, and of coke, 385,426 tons Coal is moved on the Allegheny River also, the total in 1923 being 911,178 tons s.

The U.S. Department of Energy Pittsburgh Research Center2 conducted experiments with mine conveyor belt samples in a 20-L furnace and in a laboratory fire tunnel to measure and compare the major toxic gas concentrations evolved during the combustion of the materials. The toxic gas concentrations, measured simultaneously through a multiport sampling device and treated as yield values, included hydrogen chloride (HO), hydrogen cyanide (HeN), oxides of nitrogen (NO, treated as NO), and carbon monoxide (CO). The data obtained from the two experimental systems were in good agreement. Correlations were developed for the toxic gas yields as a function of the percentage of chlorine (for HO gas), nitrogen (for HCN and NO, gases), and carbon (for CO gas) contained in the original materials. The toxic gas yields were also used to calculate a toxicity index (TI) parameter to assess the potential gas toxicity of belt materials during a fire. Furthermore, the TI and the mass loss burning rate values were used to calculate a toxicity hazard (TH) parameter to estimate the toxic gas hazard produced by a burning belt in a ventilated system. Results show that polyvinyl chloride (PVC) belts released higher HC1 concentrations because of the higher chlorine content; styrene-butadiene rubber (SBR) belts released higher CO, HCN, and NOz concentrations because of the higher carbon and nitrogen contents. The TI's, however, were greater for the PVC belts due primarily to the higher levels of HC1 produced. The fire tunnel data indicate that the SBR belts can bum with higher mass loss rates than the PVC belts, resulting in a potentially higher toxic hazard (higher TH values) even though their TI values were lower than those of the PVC belts.

Due to variations in the thickness of U.S. coal seams, there is great variability in the height of the roof where underground miners work. Restrictions imposed by low seam heights have important safety consequences. As the height of their workplace decreases, miners must stoop, duck walk, or crawl, and their vision, posture, and mobility become increasingly restricted. Low seam height also places important restrictions on the design of mobile equipment and other mining machinery. Using the employment and injury data reported to the Mine Safety and Health Administration (MSHA) from 1990 to 19% small underground bituminous coal mines with less than 50 employees were stratified by average coal seam height according to the following categories: low (? 42"), medium (43"60N), and high (? 61"). Injury rates for both nonfatal days lost and fatality cases were examined by seam height and leading type of injury incidents. The leading types of Incidents associated with fatalities were roof falls and powered haulage equipment. In comparison to high-seam mines, miners working in low or medium seams are at higher risk of being killed by powered haulage equipment, roof bolting machines, and falls of unsupported roof. The leading types of incidents associated with nonfatal injuries were handling materials and powered haulage. As mining height decreases, miners are at increasingly higher risk of having a nonfatal injury from incidents involving roof bolting machines, load-haul-dump equipment, personnel carriers, and powered haulage conveyors. As mining height increases, miners are at increasingly higher risk of having a nonfatal injury from slips and falls and incidents involving shuttle cars and roof and rib falls. Knee injuries are a particularly severe problem in low- seam mines. The rate of injuries to miners while crawling or kneeling is 10 times higher in low seams than in high seams

The U.S. Bureau of Mines and others have conducted a number of occupational exposure surveys since the publication of the International Agency for Research on Cancer report of 1989(1), which labeled diesel exhaust as a probable human carcinogen. These surveys have assessed diesel exhaust exposure using measurement of diesel aerosol and/or specific polycyclic aromatic hydrocarbons as indicators of exposure. This report reviews, available diesel exhaust aerosol and gas measurement techniques. Measurement of human exposure to toxic agents is the first step in determining the exposure-dose-response relationship. It is a fundamental step in risk assessment. Measuring exposure to diesel exhaust pollutants is particularly challenging due to the complexity and variability of exhaust components. This paper reviews current occupational health standards for diesel emissions and available diesel exhaust gas and aerosol measurement techniques. Although surveys in mines have primarily assessed diesel exhaust exposure using diesel particulate matter (DPM) some exhaust gas measurements have been used as indicators of exposure. DPM is emphasized because it is a major component of diesel exhaust, is suspected to make a major contribution to the health hazard, and is measurable. OCCUPATIONAL HEALTH STANDARDS Occupational exposure surveys of diesel exhaust frequently measure regulated pollutants, or pollutants that are suspected carcinogens, even if no permissible exposure limits (PELs) have been established. In the United States, various organizations recommend a range of allowable values for diesel exhaust gaseous constituents, including carbon monoxide (CO), carbon dioxide (CO2), sulfur dioxide (SO.), nitrogen dioxide (NO2), nitric oxide (NO), and formaldehyde (HCHO). Table I summarizes these recommended levels, showing 8-hour or 10-hour time-weighted-average values where available; where these are not available, 15-minute short-term [ ]

The National Institute for Occupational Safety and Health (NIOSH) has recognized that Noise-Induced Hearing Loss (NIHL) is the most common occupational illness in the United States. The use of heavy equipment, the drilling of rock, and the confined work environment are some of the factors that contribute to high levels of noise exposure to workers in the mining industry. Every day 80% of the nation’s miners go to work in an environment where the time weighted average (TWA) exceeds 85 dBA. Moreover, 25% of the miners are exposed to a TWA noise level that exceeds 90 dBA, the Permissible Exposure Limit (PEL). Furthermore, a NIOSH analysis of a large sample of audiograms showed that at age 50 approximately 90% of coal miners and 49% of metal/non-metal miners have a hearing impairment. By contrast, only 10% of the non-occupational-noise exposed population has a hearing impairment at age 50 (Franks, 1997) (Stephenson, 1998). Simply stated, the majority of miners have a hearing loss by the time they retire. While NIHL is the most common occupational disease in this country, this problem is especially acute among workers in the mining industry. There are several barriers to reducing NIHL in the mining industry. These include: gaps in knowledge of noise dose/source relationships, the unavailability of effective noise controls, and needs for worker education and worker empowerment. A related issue is the difficulty of communication in noisy workplaces by both hearing impaired and normal hearing workers. The Pittsburgh Research Laboratory (PRL) at NIOSH has strategically developed a hearing loss prevention program for overcoming these respective barriers in an attempt to reduce NIHL in the mining industry. This paper provides an overview of the research program being conducted at the PRL.

The use of radio signals for underground communications was considered as early as the mid-1920's [1] - [4] . However, early experiments did not produce promising results with the type of equipment that was available then [5] . With advancements in solid state technology many of the schemes considered impractical in the early days suddenly became practical. The properties of electromagnetic wave behavior in conducting media have been intensively studied by Wait [ 6] and others and can be utilized not only in communication with trapped miners, but also as a means of locating their position. This report deals with the development of portable electromagnetic equipment, powered by the miner's conventional lamp battery, which can be used to alert surface rescue personnel of the trapped miner Is location. The Westinghouse Georesearch Laboratory (WGL) under BUMINES sponsors hip initially approached the trapped miner location problem using seismic techniques. It was learned from this effort that two serious shortcomings of seismic techniques are (1) the extremely weak signals available on the surface from miner generated hammer blows, requiring long processing times at the surface receiver, and (2) the relatively slow procedure of deploying geophone arrays to sense the seismic uplink signals. By contrast, the electromagnetic techniques have proven much more practical from a deployment time standpoint and in most cases have also proven to be more accurate in determining location. Furthermore, these techniques have been successfully tested using a receiver in a heli- copter for reconnaissance purposes. However, before any electromagnetic location technique can become fully operational, the miners themselves must be equipped with emergency transmitters to be carried with them on each work shift. Consequently, much emphasis has been placed on the development of extremely lightweight transmitting equipment. The performance of some of the electromagnetic location equipment developed by Westinghouse will be described in the following sections. 2.0 Basic Concepts Theoretical concepts for locating magnetic dipoles in the earth have been treated by Wait [ 7] and Olsen [ 8] . Mine operators often rely on mine rescue teams to save lives during an underground emergency such as an underground fire, explosion or roof fall. It is extremely important that team members are provided with adequate exploration equipment and that training simulations are conducted in a realistic manner. A series of mine rescue training exercises was developed, conducted and evaluated by the National Institute for Occupational Safety and Health (NIOSH) in cooperation with the Pennsylvania Department of Environmental Protection, Bureau of Deep Mine Safety. The exercises were conducted at NIOSH’s Lake Lynn Laboratory during 1995 to 1998 and resulted in improved technology and training for mine rescue teams. For example, existing technologies were identified to help rescue teams during exploration. These included chemical light sticks to identify team members and mark crosscuts and mine materials, strobe lights for mapping out escape ways, and a helmet mounted thermal imaging system to see through smoke. A hands-free communication system showed potential for enhanced communications between team members and the fresh air base. A new high-visibility team lifeline that allows for flexibility of movement between team members was developed. A positive-pressure inflatable escape device (IED) was used to isolate the “hazardous” environment from fresh air and allow rescue team members to traverse through. An inflatable feed-tube partition that can rapidly block large openings such as underground passageways and simultaneously provide a feed-tube for high-expansion foam generators was also deployed for several simulations. During the simulations, mine rescue team members donned self-contained breathing apparatuses (SCBA) and traversed more than 305-m of mine passageways filled with nontoxic smoke. Visibility ranged from 0.3 to 0.9-m. In one area of the mine, a kerosene heater was used to simulate a fire and reduce the oxygen concentration. In another area, a 1.5 pct methane zone was established. The team members searched for "victims,” mapped the passageways, built temporary stoppings and ventilated the smoke-filled entries. The teams indicated that the simulations were challenging and very informative.

Rock masses in deep level mines are subject to high stresses, which can result in unexpected failure of rock into mined-out openings. Historically, various independent methods have been used to discern the causes of rock bursts and to evaluate stress conditions in rock masses susceptible to violent failure. Personnel from two research centers of the former U.S. Bureau of Mines, Spokane and Twin Cities, investigated a rock burst that occurred in May of 1994 in a rock mass between the 4400 and the 4600 levels of the Sunshine Mine, Kellogg, ID. The team evaluated the current state of stress in the pillar and the most likely cause of the rock burst by studying the seismic history of the pillar, examining the geology, analyzing the available in situ stress data, calculating possible fault-plane solutions for the burst, and performing a seismic velocity tomographic survey. The results of the study showed that post-rock-burst seismicity was concentrated about 15 to 30 m west of and about 15 m above the rock-burst location. The pillar is composed of a very hard sericitic-to- vitreous quartzite of a type rarely found in the mine, but that is often found in other district mines having a history of seismic activity. In situ stress analysis of the pillar and the surrounding rock mass showed a probable stress rotation from northwest-southeast to east-west. Of four fault plane solutions, the most probable was either a left-lateral, strike-slip movement with a compressive principal stress oriented nearly north-south, or a right-lateral, strike-slip movement oriented east-west. Finally, tomographic images showed low-velocity areas (interpreted as areas of low stress) associated with the crosscuts and haulageways, and high-velocity areas (interpreted as areas of high stress) associated with the rock-burst location. High velocities were also found in a planar area oriented in an elongate northeast-southwest direction.

Three -dimensional boundary value problems are difficult to solve. Indeed, while the separation of the scalar wave equation can be effected in 11 different coordinate systems, an analytic solution requires that the boundaries, both external and internal, possess the same symmetry as the coordinate system. Numerical methods are thus of great importance for the solution of such problems; however, despite the availability of high-speed, large memory digital computers , the solution to a significant three -dimensional problem is by no means trivial. It is unfortunate that the results reported here by Jones are invalid. Jones discusses a model in which a three-dimensional island lies off a linear coastline where all the interfaces lie in the coordinate planes in a Cartesian system. Analyze variably saturated flow in mining and other environmentally sensitive settings through the use of personal computer (PC) based software. The Problem There is an increasing need for mining companies to quantify water contaminants and their migration in the unsaturated zone. New and innovative computer models are therefore necessary to more accurately assess the potential impact of mining activities on groundwater resources and the environment. Applications for unsaturated flow modeling include (1) assessment of the impact of surface or underground extraction mining on flow conditions; (2) assessment of various hydrologic designs for resource recovery, such as in heap leaching or in situ leach mining; (3) assessment of the transport of conservative nonrcactive constituents in response to migration from spoil piles, or acid mine drainage; and (4) assessment of any combination of the above to facilitate expeditious permitting for mining operations. Since the mid 1970's there has been a proliferation of mathematical models and procedures for solving unsaturated now problems; however, few of these approaches have been integrated into software for public use. Commercially available unsaturated flow software models typically are limited to a single application and have restricted approaches. For example, computer codes that solve the unsaturated flow problem based on an analytic expression arc restricted to a simple geometric shape, homogeneous and isotropic materials, and provide only information regarding pressure and flow conditions in specified wells. The variably saturated computer codes that take advantage of the finite difference or finite element approach arc often restricted to either steady state or transient solutions; utilize one specific moisture-retention relationship and moisture-dependent permeability function; do not account for hysteresis; and are used with specific hardware such as a mainframe or work station. This restricts their use because they arc hard to interface, and arc often poorly documented, support dependent, and expensive. The mining community needs a flexible, more broadly based, variably saturated fluid flow simulator for the PC-platform to more accurately predict fluid movement in the mining environment.

This report (An Introduction to Safety) is the first in a nine-part series of recommendations addressing the functional safety of processor-controlled mining equipment. It is part of a risk-based system safety process encompassing hardware, software, humans, and the operating environment for the equipment's life cycle. Figure 1 shows a safety framework containing these recommendations. The reports in this series address the various life cycle stages of inception, design, approval and certification, commissioning, operation, maintenance, and decommissioning. These recommendations were developed as a joint project between the National Institute for Occupational Safety and Health and the Mine Safety and Health Administration. They are intended for use by mining companies, original equipment manufacturers, and aftermarket suppliers to these mining companies. Users of these reports are expected to consider the set in total during the design cycle. • 1.0 Safety Introduction.—This is an introductory report for the general mining industry. It provides basic system/software safety concepts, discusses the need for mining to address the functional safety of programmable electronics, and includes the benefits of implementing a system/software safety program. • 2.1 System Safety and 2.2 Software Safety.—These reports draw heavily from International Electrotechnical Commission (IEC) standard 61508 and other recognized standards. The scope is "surface and underground safety mining systems employing embedded, networked, and non-networked programmable electronics." System safety seeks to design safety into all phases of the entire system. Software is a subsystem; thus, software safety is a part of the system's safety. • 3.0 Safety File.—This report contains the documentation that demonstrates the level of safety built into the system and identifies limitations for the system’s use and operation. In essence, it is a "proof of safety" that the system and its operation meets the appropriate level of safety for the intended application. It starts from the beginning of the design, is maintained during the full life cycle of the system, and provides administrative support for the safety program of the full system. [ ]

Computer Simulation of Mine Evacuation Analysis of mine evacuation involves manipulating a large number of interacting variables, such as mine passages, hoist movements, miner position etc. , which makes the problem very difficult to solve without use of a digital computer. Therefore, under this contract, a computer program is written to simulate evacuation of a mine under different configurations. The simulation input variables include characteristics of the mine, expressed in the form of a network of passages, properties of hoists and hoisting strategies, initial miner positions, ventilation and compressed air velocities, stench warning system and self-rescuer capabilities. The simulation can be carried out for cases in which there is no fire, i. e , fire drill simulation, or for cases in which there is a fire at any arbitrary location. The fire is assumed to generate gases which impede movement of miners in the gaseous region. However, the thermal effect of the fire on ventilation or on the miners is not considered. The simulation output includes the evacuation time for each miner, movement of the hoists, propagation of smoke through the mine passages and smoke exposure time of the miners. Details of the mine evacuation program are summarized in Appendices A and B Appendix A describes structure of the program and its capabilities. The flexibility of the program and its suggested uses are demostrated by a number of illustrative examples Appendix B is a user' s manual for the program which includes instructions for program use and explanation of the logic employed in the program. A computer listing and printout of a typical output are also included in the Appendix B The ten illustrative examples summarized in Section A 4 (Appendix A) provide proof of validity of the program and help make certain inferences about mine evacuation. The first example, which is simulation of an actual mine fire drill conducted in a mine, has predicted evacuation time within 5 percent of the actual evacuation time in the fire drill, demonstrating thereby, the ability of the program to make accurate predictions.
