The STATE MINERAL SUMMARIES publication provides estimated data and summaries of mineral activities at the State level for 1989. Most of the estimates are based on nine months data. These summaries have been prepared in cooperation with State geological surveys or related agencies. Individual State summaries are published separately as State Mineral Industry Surveys and copies can be obtained from the appropriate State Activities field office.

In the U.S. coal mining industry, a large cohort of miners is at or nearing retirement age. As these miners retire, there will be a need to hire and train thousands of new and most likely younger workers. Moreover, a large portion of safety trainers will also require replacement due to retirement. In a speech before the U.S. House of Representatives (2004), Bruce Watzman, Vice President for Safety, Health and Human Resources for the National Mining Association said, “[W]e will need to replace a major portion, approximately 50%, of the underground coal mining workforce within the next 5–7 years.” The large influx of new mine workers, along with the deficit in safety trainers, creates the challenge to provide consistent and effective safety training. Given the expected high turnover of the mining workforce, it is very likely that incoming workers will have much less experience than those leaving the workforce. Unfortunately, inexperienced miners have been shown to incur the highest rate of injuries. The piece of machinery most associated with these injuries is the roof bolting machine, which accounts for 56% of machinery-related injuries in underground coal mining. The National Institute for Occupational Safety and Health (NIOSH) has released a new report entitled “Roof Bolting Machine Operators Skills Training for a Walk-Thru Roof Bolter: Trainer’s Guide” (IC 9489). It is designed to help safety trainers develop struc-tured training for new operators of walk-thru bolting machines. This resource will help trainees learn, understand, and apply knowledge and skills. Included in the trainer’s guide are the following tools: [ ] a six-part DVD video series, a skills check survey, talking points, and a complete job training analysis. Also included is an exercise to help trainees learn more about their mine’s roof control plan, as well as a list of supplemental training and reading materials. On-site trainers can modify this guide to fit their particular mine conditions, machines and equipment, and work procedures. The goal of every coal mine safety professional is to increase safety awareness and make mines a safer place to work. The Walk-Thru Bolting Machine Trainer’s Guide will help teach new miners skills to create a safer working environment that will ultimately prevent or reduce on-the-job injuries. Safety trainers can also use the ideas and concepts from this guide to develop their own training skills for the safe operation of other pieces of underground coal mining equipment.

In July 1956, the Bureau of Mines and the J. R. Simplot Co. participated in evaluating and beneficiating drill-hole samples from the Bovill, Idaho, clay-silica deposit and in tests of the beneficiated products. The geology, mineralogy, beneficiation, and potential uses of the clay and quartz fractions of the Bovill deposit are described. Test work showed that a filler-grade clay having an apparent spectral reflectance of 78 percent can be made by bleaching, and by removing some of the submicron-size particles. A quartz product suitable for the manufacture of glass containers can also be made.

Mine seals can be remotely constructed in underground coal mines, through vertical boreholes, when direct access to a fire is impossible or considered to be too dangerous. This method has great merit because boreholes can be drilled to specific mine areas and seals can be positioned close to a fire zone. The technology however, can be largely ineffective if the constructed seals do not provide effective barriers to airflow or cannot be used to impound water and other inert materials. Unfortunately, no viable alternatives exist to sealing the entire mine at the ground surface. Full-scale remote mine seal construction research is being conducted at the National Institute for Occupational Safety and Health’s (NIOSH) Lake Lynn Laboratory (LLL). Under this effort, Howard Concrete Pumping Company and GAI Consultants, Inc. have joined forces to evaluate a potentially significant improvement to the current state-of-the-art. This paper will cover development of novel technology for remote mine seal construction, evaluation of the materials used, construction practice, and follow-up testing.

Previous Bureau of Mines studies of vibrations from quarry blasts have shown that the square root of the charge-weight may be used to group particle velocity data from various charge sizes, and that empirical propagation equations may be used to estimate vibration amplitudes. Particle accelerations of the sandstone roof of the White Pine Copper mine, Michigan, were measured to determine whether similar propagation equations may be developed for underground mine blasts. Vibration data from White Pine blasts were best grouped by scaling with the square root of the charge weight. Cube root scaling did not effectively group the data. The empirical propagation equation AW1/2 = 50,000 (R/W1/2)-2.21 where A is peak-to-peak acceleration in g's, W is the zero-delay charge-weight in pounds, and R is the distance from the blast in feet, may be used to estimate maximum vibration amplitudes from production sized blasts. Vibration differences among headings and types of explosive charge (AN-FO and dynamite), while statistically significant, were not a major factor in the estimation of maximum vibration amplitudes with an empirical propagation equation. Vibration differences between types of explosive charge were larger than the differences among headings, indicating that some reduction of vibration amplitude might be gained by using AN-FO rather than dynamite. Acceleration records from both White Pine's AN-FO and dynamite production blasts show that high intensity vibrations from the delayed portions of the blast (each delay interval = 25 milliseconds) were separate events, and that the zero-delay portion of the blast produced the maximum vibration amplitudes. If the pull of the underground blast round can be maintained, a reduction of the zero-delay charge-weight may effectively reduce the maximum vibration amplitude of the blast.

The objective of these projects is to provide an ordered and sequenced series of advance toward the Bureau's overall goal of providing the systems technology required to create a more healthful and safer working environment for the Nation's mining and minerals processing workersINTRODUCTION The Bureau of Mines conducts a balanced, continuing in-house research and development program to accelerate systematic improvements in health and safety conditions in U.S. mines. Part I of this report outlines the Bureau's present in-house effort to all interested parties; in particular, potential contractors can refer to it when submitting USP's (unsolicited proposals), thus avoiding proposing research that duplicates work being performed by the Bureau.It is the policy of the Bureau of Mines to utilize as fully as possible the capabilities of the private sector in minerals research, and to that endPart II of this report outlines the Bureau's current projected contract research needs.The projects presented were planned at the beginning of the fiscal year and are subject to change based on emerging priorities and availability of funds. The Bureau of Mines studied the problems caused by airborne contaminants from welding exhaust in surface mining operations and investigated equipment designed to reduce existing hazards. Four commercially available welding-fume exhaust units were tested to determine their effectiveness. Results indicated that the four units had the capability of controlling airborne particulate concentrations and bringing them to within allowable exposure limits.

Nonoxide ceramic materials could substitute for high-temperature alloy steels containing imported critical and strategic materials such as cobalt, chromium, and nickel if their high-temperature properties can be improved. An important result of this substitution would be a reduction of the Nation&apos;s need for imports of critical and strategic materials. In this Bureau of Mines investigation, the primary objective was to produce high-purity u1trafine (particles <5 ~m equivalent spherical diameter (ESD)) alpha-silicon carbide (a-SiC) powders with improved high-temperature properties using the Bureau&apos;s patented turbo-milling process. A secondary objective was to determine the feasibility of using polymer mill construction materials as a means of eliminating metal contamination from the turbomill. U1trafine a-SiC powders with BET (Brunauer-Emmett-Te11er) surface areas from 30 to 35 m2/g (~0.06 ~m particle ESD) were produced in an all-polymer turbomi11. These high-purity powders (with I-pct Band I-pct C additions) hot-pressed to greater than 99 pct of their optimal density and exhibited properties commensurate with those of commercially available a-SiC. The most promising of the construction materials tested for the major wear surfaces of the turbomi11 was u1trahigh-mo1ecu1ar-weight (UHMW) polyethylene, a polymer thermoplastic.

"The pollution of streams has received much attention during the last few years, and although there are many other and more serious forms of pollution, the problem of acid mine drainage is important in certain sections of the country, particularly in Pennsylvania. At the request of the United States Public Health Service the Bureau of Mines undertook to determine some of the factors contributing to formation of acid mine waters, the yearly variations in quantity and quality of drainage, effect of mining methods, and various other questions arising in connection with the problem; some attention was also given to its economic phases.In acknowledgment, the writer wishes to thank Dr. R. R. Sayers, Chief surgeon; A. C. Fieldner, chief chemist; and W. P. Yant, supervising chemist, health laboratory section of the Pittsburgh Experiment Station, all of the Bureau of Mines, under whose direction the work was conducted.Because no data of a like nature had previously been determined, and with the thought that such data would throw additional light on the general subject, a stream having a number of mines draining into it was selected for observation in both high-sulphur and low-sulphur bituminous-coal districts, as designated in commercial rating. These mines and streams were visited in both wet and dry seasons to note the quantity and variations in acidity of mine drainage and the subsequent effect on streams. Maps of these streams with the sampling points are shown in Figures 1 and 2. In a report of this nature a great deal of tabular data is best emitted, but reference to the maps will serve to indicate the factors that determined sampling points, such as tributary streams and gobs."

Native asphalt was produced in 1978-79 by six companies in four States. Leading States were Texas and Utah. Output in-creased 37% in 1978 to 1.7 million tons and decreased 5% in 1979 to 1.6 million tons while value increased 39% in 1978 to $19.3 million and 33% in 1979 to $25.6 million. Bituminous limestone was produced by Whites Uvalde Mines and by Uvalde Rock Asphalt Co. in Uvalde County, Tex.; by Southern Stone Co. in Colbert. Ala.; and by Barton County Rock Asphalt Co. in Barton County, Mo. The product was used mainly in street and road repair. Gilsonite was produced by American Gilsonite Co. in Uinta County, Utah, and by Ziegler Chemical and Mineral Corp. in Weber County, Utah. This material was used for purposes other than road repair.

from 1990 to 1996, 16 states reported 92 injuries from falls of roof, rib or face in the more than 90 underground stone mines in the United States (Fig. 1). Missouri, Pennsylvania and Kentucky accounted for 48% of the total number of injuries (Fig.2). Of this total, 11 miners were killed. Of the 11 fatalities, 10, or 91 %, were associated with unrecognized loose or failed rock within the roof beam. Additionally, unrecognized roof beam failures resulted in a majority of the falls of ground injuries occurring in underground US stone mines from 1990 to 1996.

Industry must be made to realize that "Safety First" means just that - safety first. The miner must realize that safety first takes precedence over earnings. The employer must realize that safety is the first consideration, and is not to be subordinated to profit-making. Neither employee nor employer is justified in adopting the principle of safety first with reservations; that is they will practice safety first only so long as they think that it does not interfere with earnings or profits. This paper proposes to demonstrate that suberdinating safety to possible profit is short-sighted and that over an ex- tended period of time it dres not result in increased profits or earnings. An employee through disregard of safe practice may receive an injury that will cause him a loss of earnings if, indeed, he is net killed or permanently in- capacitated. If permanently incapacitated any compensation he may receive is very likely to be wholly inadequate as compared with probable earnings if the accident had not cccurred. The employer, upon his part, will find that the burden of compensating his injured employse will far exceed the outlay of money necessary to maintain a reasonable program of safety in his mine or plant. The mine foreman is one of the most important factors in the matter of mine safety. A vigilant and competent mine foreman, once he has established the confidence of the employees in his ability as a foreman, can be of invalu- able assistance in promoting mine safety, for through him and his assistants the employees may be made to cooperate. Every employer should remember, then, that the soluction of the foremen and their assistants is one of the most important matters connected with the work of establishing the maximum amount of safety in his mine. Everyone connected with the mining industry must be made to realize that there is to be no back-sliding and no let-up in safety work; that no matter how dry and tedious the routine may seem it is absolutely essential and justi- fied for both humanitarian and economical reasons. Efficient safety effort pays dividends in actual cash to both employer and employee. About 50 per cent of underground accidents in coal mines take place at the working face where the miners dig and load the coal. Approximately 17 per cent of coal-mine fatal accidents are the result of underground haulage. The increasing concern for dust control in metal and nonmetal mining prompted the Bureau of Mines to investigate the dust suppression technique of applying foam to face drilling and crushing operations in a gypsum mine. Previous attempts to achieve effective dust control on face drills using other techniques, such as dry collection and boom-mounted external water sprays, have not been successful. The largest problem encountered when using these techniques has been the lack of sustained effective dust capture at the face. Results for two faces studied show that injection of the foam through the drill steel provided an average dust reduction of 95 pct. However, the use of foam on the crusher provided no dust reduction at the operator&apos;s position (because of good local ventilation) and a 27-pct average dust reduction for two feeders at a location midway between the operator&apos;s position and the crusher. The conclusions obtained from this study are that (1) foam can be an extremely effective dust control technique when used on localized dust sources such as dust generated within a blasthole during drilling, and (2) foam is only marginally effective as a dust control technique when used on nonlocalized dust sources such as dust generated during the feeder-and-crusher operation.

"INTRODUCTION This report presents statistics of accidents at coke ovens in the United States during the calendar years as 1933, the twenty-first year for which data of this kind are available, 1913 being the first year for which accident reports were collected from the operating companies by the Bureau of Mines. The present report is presented in mimeograph form because insufficient funds are available for printing it. The first report of the Bureau of Mines that contained statistics of accidents for the coke-mining industry in the United States covered the two calendar years, 1913 and 1914. While the figures presented therein related both to beehive and by-product ovens, the original returns from the operating companies were not classified so as to permit the presentation of accident statistics for each class of ovens separately. Beginning with 1915, the accident reports from the operating companies have shown the general type of ovens to which the reports related; therefore, since that year, separate statistics for each of the two classes of ovens have been given in the Bureau's yearly reports of accidents at coke ovens.The coke-making industry in the United States established a safety record in 1933 almost equal in merit to that which it achieved in 1932, when the accident-frequency rate was the lowest and therefore the most favorable that the industry has known. Credit for the achievement is due almost entirely to companies operating byproduct ovens. (See table 8.)"

Gold placer deposits along the upper Yukon River, in the region between the river villages of Circle and Eagle, were investigated by the Bureau of Mines. The investigation was conducted intermittently between 1976 and 1985 as part of an evaluation of mineral resources on lands proposed for inclusion in the National Park System. At least 230,000 troy ounces (tr oz) of gold has been produced in the region, principally from Woodchopper, Goal, and Fourth of July Greeks. The placers are underlain by, or occur downstream of, early Tertiary sediments that have been deposited in the Eagle Trough. Strike-slip displacement along the Tintina Fault is responsible for creation of the trough and may have been a factor in the formation of the present placers. Placers were found to have a close spatial correlation to certain altered fault lineaments of the Tintina Fault trench. Placer concentrates contain several different textural forms of gold, suggesting multiple origins. Geological studies and a survey of 162 panned concentrates throughout the region indicated previously unreported sites of placer gold, and potential exists for the discovery of additional placer and lode gold. Because of nearly continuous soil and vegetation cover, further evaluation of the region will require subsurface sampling.

The four periods of test operation described in Report of Investigations 5219 indicated that planer mining of phosphate rock was feasible. Corrective measures proposed for design deficiencies indicated in test 4 had to be evaluated, however; and, before the attempt to design a prototype production model, it was considered advisable to test the original machine under more severe operating conditions. Planer A was modified, therefore, during the latter half of 1955, and one additional period of experimental operation was conducted in the Anderson mine of the Montana Phosphate Products Company near Garrison, Mont., during the first 4 months of 1956. Test 5 was made in a stope, where the phosphate bed had been offset in a number of places by minor faults. Considerable difficulty was found in negotiating the irregularities caused by these faults, and productionwise the test was not as successful as some of the previous ones. Information obtained, however, was valuable in designing model B.

The value of nonfuel mineral raw materials produced in the United States in 1978 was $20 billion. In 1979, total value increased to an estimated $24 billion, up 20% from 1978. Of the principal metallic ores produced in 1979, about half showed increased quantitative output and all showed increased value per ton compared with that of 1978. Most nonmetallic commodities showed increases in quantitative output and in average value per ton. Because of its decreasing share of the world market, the domestic mineral industry&apos;s concerns were the increasing costs of capital, labor, and energy; withdrawals of public lands from mining; and the increasing cost of environmental regulations that tended to deter or delay investment in the Nation&apos;s capacity for producing essential minerals.

"INTRODUCTION In previous reports 5 results were given of a manhole investigation carried out over a period from June 1929 to July 193C in cooperation with the Edison Electric Illuminating Co. of Boston. Mass., and during 1931 in cooperation with the Edison Electric Illuminating Co. of Boston and the Boston Consolidated Gas Co., to determine the general hazards of combustible gases and vapors in manholes and other underground openings owned by the Edison Electric Illuminating Co. and to develop methods of eliminating these hazards. These investigations have demonstrated that the detection, control, and elimination of combustible hazards in manholes can best be obtained by a close cooperation of the interested parties through a systematic and continuous inspection of manholes, under proper supervision.The investigation carried out during 1932 has been along lines similar to those conducted during 1929, 1930, and 1931 test crew consisting of two men, one an employee of the Consolidated Gas Co. and the other an employee of the Edison Electric Illuminating Co., was continuously employed during the year in the testing of gases in manholes served by the Edison system. The test crew was under the direct supervision of John Campbell, superintendent of the special service department of the Edison Electric Illuminating Co., and F. M. Goodwin, vice president of the Consolidated Gas Co.As in the previous investigations, all tests were numbered. The test-data sheets, on which the information regarding the tests was recorded, were prepared in triplicate, ono copy going to the Edison Co., one to the gas company, and the third to the Bureau of Mines at Pittsburgh, Pa. These test-data sheets were then filed (1) according to the town, (2) the street location, and (3) the manhole number; in this way a complete record of each manhole tested was immediately available. A typical test-data sheet was given in the 1931 report. These data sheets were found to entirely satisfactory and no changes were made during the 1932 investigation. The procedure of sampling manhole atmospheres, shipment of the samples to Pittsburgh, and method of analysis has been the same as that described in the 1931 report and need not be repeated here. Likewise, there has been no change in the method of calculation of explosibility of the samples analyzed or the use of charcoal filter tests given in appendix A."
