In 1925 the Park Utah Consolidated Mines Co., after several years of experimental work, installed a system for signalling from cages which has been operating efficiently and with low upkeep costs for the post 19 years. The system was adopted for a large western metal mine but was later abandoned be arse of the constantly shifting shaft alinement. Recently the system has been studied and probably will be put into service at two other large mines. One of the principal reasons wry the system has not boon adopted more widely has been the lack of adequate details both as to the desirability of having such a system and as to its construction and operation. Previous signaling, systems contained undesirable features, such as charged bare wires extending the full length of the shaft. Under the direction of O. N. Friendly, then general superintendent of the Judge Mining & Smelting Co., the present system, entailing the use of a samll current at low voltage, was gradually developed. Many of the refinements in the system wore contributed by Leonard Wilson, consulting electrical engineer, Salt Lake City, Utah.

"In this Bureau of Mines report, the Federal income tax treatment of mineral exploration and development expenditures is summarized, and changes in the tax treatment of these expenditures since 1951 are detailed and analyzed. Although no attempt is made to establish causal relationships, major tax changes favorable to exploration and development activities did occur in 1951 and 1966 when the Nation was engaged in military actions and the economy was expanding. More recent changes have been unfavorable to exploration and development and were parts of major tax reform efforts. INTRODUCTIONThis Bureau of Mines report discusses the Federal tax law provisions relating to mineral exploration and development expenditures. These provisions, contained mainly in sections 616 and 617 of the Internal Revenue Code of 1954 (Title 26 of the U.S. Code), apply specifically to minerals (other than oil and gas), and thus are of interest to the Bureau of Mines.Bureau of Mines involvement in this subject stems from the legislative mandate in the 1913 amendments to the Organic Act of 1910 (the Act creating the Bureau) to conduct economic investigations of the mineral industries. Congressional concern with the financial conditions in the economic and mineral industries was expressed more recently in the Mining and Minerals Policy Act of 1970 and in the National Materials and Minerals Policy, Research, and Development Act of 1980. The General Accounting Office recommended in 1976 that the Department of the Interior ""identify and evaluate laws and agency programs that affect maintaining and developing a sound and stable domestic mining and minerals industry"" (17, p. iii). 2Taxes, a source of revenue to governments, are a cost to private firms. Thus, taxes directly affect private sector profits, and unique tax provisions are designed to encourage (or discourage) activities such as agriculture, construction, or mining. Even the international competitiveness of the domestic mineral industries may be affected by taxes because many minerals are traded in world markets."

A study of the combustion emission products of rigid ventilation ducting was completed by the U.S. Bureau of Mines. The ducting was composed of fiberglass-reinforced polyester resin. Four properties of the ducting were evaluated: (1) propensity to ignite, (2) smoke characteristics, (3) gas emissions, and (4) heat release. Particle sizes, obscuration, optical densities, and production constants for gas and smoke were also calculated. These results provide comprehensive data about the emission products, detectability, and relative hazards of fiberglass-reinforced plastic ducting and other mine combustibles under realistic fire conditions.

This paper is one of a series of articles dealing with milling methods and costs at metal mines in the United States, written in accordance with an outline prepared by engineers of the United States Bureau of Mines and published by the bureau. The Netta mine and concentrator is the largest of the plants of the Eagle-Picher Lead Co, It is located in Ottawa County, in the extreme northeast corner of Oklahoma, and in what is known as the Tri-State zinc and lead mining district, embracing the northeast corner of Oklahoma, the southwest corner of Missouri, and the southeast corner of Kansas. A majority of the production comes from the Oklahoma section, with Kansas second, and Missouri third.

The 17th National First-Aid and Mine Rescue Contest was held in the Kentucky Fair and Exposition Center, Louisville, Ky., October 2, 3, and 4, 1957. The meet was under the auspices of the Federal Bureau of Mines and the Joseph A. Holmes Safety Association, in cooperation with the National Coal Association, United Mine Workers of America, State mining departments, local mining institutes, and coal operators' associations. The Arrangements Committee, as authorized by the General Committee, made all the necessary arrangements for conducting the 1957 contest. Members of the Arrangements Committee were: Harry Gandy, Jr. (chairman), National Coal Association; James B. Benson, Southern Coal Producers' Association; Charles Ferguson, United Mine Workers of America; George C. Trevorrow, Bituminous Coal Operators' Association; and James Westfield, Federal Bureau of Mines.

The importance of Somerset County, Pa., as a coal producer is due in large measure to the presence reserves of low-volatile bituminous coals. Although many coal beds of minable thickness are present, the important reserves are to be found in those beds underlying the Pittsburgh bed. The Kittenning beds and Freeport beds, which are responsible for the bulk of the present coal production in Somerset County and contain the largest reserves to meet future coal requirements, are usually thin and entirely free from impurities. The Pittsburgh bed, which has been such an important coal deposit in the coal areas immediately west and south of Somerset County, is of secondary importance in this county. Although generally rather friable, Somerset County coals have enjoyed wide receptability as excellent coals and to some extent have been utilized in the metallurgical market.

Part of the work of the Precious Metals Section is to conduct oretesting experiments on ores selected as representative of various mining districts or areas . The projects are authorized by the Metallurgical Division , and only those ores in which gold and silver or gold or silver constitute an essential part of the total values are assigned to the Precious Metals Section . Such ores include those containing the precious metals only as commercially important ingredients , as well as those containing base metals such as copper , lead , and zinc along with the gold and silver . In many instances the "ore " may be a tailing product of a grade good enough to warrant retreatment , or a concentrate for which it is desirable to develop a method of treatment to avoid the expense of shipment to a smelter . It is evident that in general the greater part of this ore - testing work is done according to standard testing procedure , such as cyanidation, amalgamation, gravity - concentration , and flotation , or a combination of these methods . The standard methods of conducting such tests have been outlined in previous reports of ore - testing studies . However , since the inauguration of this oretesting program 6 years ago , the ores submitted under authorization have become increasingly more refractory to simple methods of treatment. Consequently, a considerable number of the projects completed during the fiscal year 1941 have required an unusual amount of work and in some instances have developed into real research problems . "The mining Industry in the United States is becoming fully cognizant of the hazards of dust in underground mining as well as in surface plants. The dust problem in metal mines has been brought to focus through knowledge of the harmful effects of dust, especially silica, and through adoption of more or less stringent legislation classifying certain types of pneumoconiosis as occupational diseases. The coal-mining industry is aroused principally by the apparently great increase in the dust-explosion hazard resulting from the rapid growth of mechanized mining. The United States Department of the Interior, through the Safety. Division of the Bureau of Mines, has been requested repeatedly to recommend methods of allaying dust in both coal and metal mines. Methods adequate under hand-mining conditions fail to effect satisfactory reduction of dust in more rapid extraction with modern equipment. Studies of methods and equipment for allaying dust are being conducted in both metal and coal mines. Results of these studies are discussed, and indications of possible means of reducing dust concentrations are presented in the hope that the health and 'safety of men employed in the mining industry may be increasingly safeguarded.DUSTThe term ""dust"" is a common one, and yet the meaning is applied to widely different particle sizes. The general term means ""earth or other matter reduced to fine, dry, and powdery particles."" The root from which the word is derived means ""something that can be blown about by the wind."" As a result of tests on the explosibility of coal, the Federal Bureau of Mines has arbitrarily defined dust as being. ""that which will pass through a 20-mesh screen,"" based upon the fact that particles coarser than 20-mesh have little influence on the development of an explosion of Pittsburgh coal-bed dust. The study of dust, from a health standpoint, has given rise to still another definition of dust, namely,- according to Drinker3/, ""solid particles ranging in size from less than 1 micron to about 150 microns."" A micron is 1/25,400 inch, and 150 microns are approximately 1/1,700 inch. Atmospheric dust usually is considered as 10 microns or less, larger particles not being counted under the microscope in determination of dust concentrations."

There are 14 operations that supply 97% of the Market Economy Country (MEC) manganese and contain nearly all of its resources. Six mines account for about 70% of the production and 85% of the resources; there are no known resources that are economically close to those that are currently being mined. Costs (January 1989 dollars) of producing manganese concentrates from the operations evaluated are estimated to range from $ 0.96 to $ 1.86 per long ton unit (ltu or 22.4 lb) of contained manganese. Total MEC demonstrated resources evaluated amount to about 1.2 billion tons of in situ ore containing 474 million tons of manganese. Identified resources amount to about 1.8 billion tons of in situ material. Key results of the study indicate the following: 1. The MEC supply of manganese will be from the currently mined resources well into the next century. 2. Centrally Planned Economy Countries (CPEC's) will be increasingly dependent on MEC manganese ore and concentrate in the future. 3. At the 1976 to 1987 demand increase rate, total MEC resource needed through the year 2000 would be about 282 million tons of in situ material. 4. Transportation and infrastructure support will continue to be major elements of production costs.

In distributing natural and mixed gas, the industry is each year confronted with the problem of manufacturing gas in increasing amounts as the supply of natural gas becomes more nearly exhausted. The manufactured gas is now used in mixtures with the still available natural product, and will subsequently be used straight as a substitute gas. The gases that might be considered, and are producible by tried and developed processes, include water gas, carbureted water gas, and coal gas. Singularly, these gases can be used in this manner in ordinary appliances only when proportional amounts of them in the mixtures do not vary beyond rather definite limits, unless burner adjustments are made. The limits are defined by the specific gravity, content of inerts, and burning properties of the respective gases. Anticipating a future standard for city gas lower than that of natural gas during the period when considerable natural gas is available, there is justification for considering the possibility of re-forming natural gas and making a product that has substantially the same properties as other gases which can readily be generated. This report gives the results obtained during a series of tests made under a cooperative agreement by the U. S. Bureau of Mines with the Ohio Fuel Gas Co., re-forming natural gas at Toledo, Ohio, in full-scale operation in a water-gas generator having a grate area of 25.1 square feet. ACKNOWLEDGMENTS The Ohio Fuel Gas Co. constructed a special water-gas generator for the tests and provided men and the necessary funds for its operation. Appreciation is expressed for the general spirit of helpful cooperation which was evidenced in the activities of all those who took part in the work. A gas-flow retort for thermal processing of oil shale to recover shale oil was developed by the Bureau of Mines at its Oil-Shale Demonstration Plant, Rifle, Colo., from 1948 to 1952. The retort is a crossflow gas-to-broken-solids heat exchanger. The heating medium is the gas produced in the shale retorting process. The gas is heated in specially designed stoves outside the retort and recycled to the retort. Oil shale from the Mahogany ledge section of the Green River formation in northwestern Colorado was the material processed. Indicated maximum oil recoveries for 20-to 25-gallon-per-ton shale in a l2-inch-thick shale bed and a 20-inch bed are 96 and 91 weight-percent of Fischer assay, respectively. Heat requirements for maximum recovery are 600 to 750 B.t.u. per pound of shale. Properties of the recovered shale oil are affected slightly by shale-bed thickness and extent of retorting. Oil recovery from oil shales assaying over 30 gallons per ton is lower than that from leaner shales.

The Bureau of Mines investigated northern New Jersey as a potential future source of yttrium and the rare-earth elements. The studies, consisting of geophysical surveying, sampling, and exploratory drilling, began in the spring of 1959. A total of three and one-half months were spent in the field collecting data. Thirty-three deposits were investigated, of which five demonstrated some potential resources of yttrium and rare-earth minerals. Results indicate that the deposits examined do not contain quantities of yttrium and the rare-earth elements recoverable under present economic conditions. Detailed studies conducted at the Scrub Oaks mine, near Dover, N. J., delineated a yttrium and rare-earth-bearing zone within the magnetite-hematite ore body that represents a potential low-grade deposit. Beneficiation studies on this deposit indicate that a final product, averaging 31.3 percent rare-earth oxides including yttrium, could be produced through amine and fatty acid flotation procedures with 77 percent recovery. Two hundred and eighty-five feet of diamond drill core was obtained from exploration studies conducted at the Bemco prospect in Sussex County. The deposit averages 2.30 percent rare-earth oxides (including yttrium), 0.45 percent uranium and 0.24 percent thorium. Low-grade deposits were identified at the Canfield phosphat2 mine and the Tanners Brook Monazite placers in Morris County, and the Marble Mountain prospect in Warren County.

Mining and processing cost analyses were conducted by the U.S. Bureau of Mines on massive sulfide copper-zinc and low sulfide vein gold deposit types that may be found in the Ketchikan Mining District. Reserves and recoverable metal values (RMV) needed to make these deposits economically viable were modeled. Methods for estimating ore grades and required RMV are presented. Economic modeling for massive sulfide deposits indicated the RMV necessary for a 15% Discounted Cash-Flow Rate-Of-Return (DCFROR) for an underground cut-and-fill mine ranged from $137/mt for a 6,100 mtpd on-site milling operation to $526/mt for a 450 mtpd off-site milling operation. On-site milling was always less costly than off-site milling. Economic modeling for low sulfide vein gold deposits indicated the RMV necessary for a 15% DCFROR for an open-pit mine, off-site mining operation ranged from $S4/mt at 2,900 mtpd to $71/mt at 360 mtpd, and from $49/mt at 2,900 mtpd to $100/mt at 360 mtpd for an on-site milling operation. Off-site milling was less costly than on-site milling until production exceeded approximately 1,700 mtpd. Then, economies of scale reduced operating costs enough to offset the higher capital costs required for on-site milling.

The removal of coal particles from a slurry by flotation is made possible by the formation of stable aggregates with air bubbles of suitable sizes. The formation of such aggregates is theoretically possible only for certain favorable combinations of the solid-liquid-gas interfacial tensions. Because interfacial tensions involving solid phases are not conveniently measurable, a related variable, the contact angle, frequently is used as a measure of the floatability of various materials. Zero angles indicate nonfloatable substances, and large angles indicate substances having a high degree of floatability. During a study of contact angles for coal and substances related to coal in their similarity of response to various physical and chemical treatments, particularly flotation, carbonization, and oxidation, the reproducibility of replicate determinations taken within a 4-hour period was found to be much better than that for comparable results taken over a longer period of time. Consideration of possible causes for these differences led to an investigation of the effects of temperature variations on contact angles. References to literature revealed only a small amount of information, some of it apparently conflicting. Specifically, Sutherland and Wark4/ found that temperature variations "within limits" did not appreciably influence the angles measured for galena conditioned with potassium ethyl xanthate. On the other hand, McGlashan and McLeod5/ presented preliminary data showing that for sphalerite conditioned with potassium ethyl xanthate the angle is maximum at 25° to 35° C., depending on the pH of the system.

The possible value of the red hematite iron ore of the southern Appalachian States, if some practicable method of concentrating it could be devised, has long been recognized. The ore is very low grade, and although in enormous quantities, particularly in the States of Alabama, Tennessee, and Georgia, is only at a few points rich enough to work, and even the best of it ranks among the lowest grade iron ores being mined in the United States. A cheap method of beneficiating this ore would make enormous quantities available and vastly increase the iron-ore resources of the country. However, this low-grade ore in effect constitutes a potential iron reserve, and as long as ample quantities of ore can be obtained elsewhere the question of its utilization does not demand immediate notice. Where these ores are in part of workable grade, however, a problem of more immediate importance arises which, from considerations of economy and prevention of waste in their mining, ought to be solved or, at least, attacked as quickly as possible. Where these ores are being worked they are usually intimately associated with lowergrade material that in mining is left behind. The difficulty and expense of going into ground broken by old workings makes the recovery of this lower-grade ore practically impossible and it is lost forever. Success in concentrating the red ores, therefore, would save material that is now being irretrievably lost. The successful largescale concentration of low-grade ore in the last few years on the Lake Superior iron ranges should encourage the attack of similar problems in the Birmingham district. While studying iron-mining methods in the United States for the Bureau of Mines, Dwight E. Woodbridge, consulting mining engineer of the bureau, was impressed with the importance of this problem, and believed it merited the attention of the bureau. Accordingly, Mr. Woodbridge had Mr. W. J. Penhallegon, general superintendent of ore mines and quarries of the Republic Iron & Steel Co., of Birmingham, send the author of this report five samples of the unworkable siliceous ores of the district. The results of concentration experiments with these ores made a more thorough 'and systematic investigation desirable. In consequence, the author subsequently collected samples in the district, and these became the basis of the experimental work described in this report. The results are published by the Bureau of Mines as a part of its efforts to increase efficiency in the utilization of mineral resources. The experiments were conducted in the geological laboratory of the Johns Hopkins University, Baltimore, Md., with the aid of Raymond Leibensperger, mining assistant. The chemical analyses were made by A. C. Fieldner, chemist, of the Bureau of Mines. The author wishes to express his appreciation of the courtesies extended to him by the mining companies of the district, and particularly to Mr. W. J. Penhallegon, of the Republic Iron & Steel Co. Extraction of alumina was correlated with the sinter and leach products from the lime soda sinter process for anorthosite. The effect of composition and grain size of reactants, time and temperature of sintering, and techniques of sample preparation were investigated. Greater than 90 percent Al2O3 extractions were obtained from dry-mixed minus 200-mesh anorthosite sinter mixes having mole ratios of CaO/SiO2 = 1.8 and Na2O/Al2O3 = 0.8. These sinter mixes were briquetted at 15,000 psi and fired between 1,200° C and 1,320° C for 20 to 60 minutes. The sinter phases that contribute to low alumina recovery were determined by X-ray diffractometry, optical microscopy, and electron probe X-ray spectrography. The mechanism of the sintering reaction was investigated by high-temperature X-ray diffractometry. The contrast in the lime soda sinter process for clays and for anorthosites are discussed. Explanations and suggested solutions are presented for problems such as gelation and variable alumina recovery encountered by previous investigations.

A mineral survey of 19,350 acres of the Gooding City of Rocks Wilderness Study Areas (WSAs) in the north-central Snake River Plain was conducted by the U.S. Bureau of Mines in 1984. No formal mining districts are known in or near the study area. Forty-two placer claims within and adjacent to the study areas cover the Clover Creek diatomite deposit. Minor production from four pits was reported by the owners. The diatomaceous sediments are underlain by dacitic welded tuff and capped with basalt. Five exposures or blocks totaling 416 million tons of the diatomaceous material comprise the Clover Creek deposit; four of the blocks are in the study areas, out are predominantly covered by basalt. The North Clover block, just west of the areas, is only partially capped, and could be mined by open pit methods on the western flank of the exposure. The minable wedge contains an inferred marginal reserve of 35 million tons of diatomite possibly suitable for filter aid, filler, insulation, and other applications. At a production rate of 150,000 tons/year, total mining and milling costs for high-grade filter aid diatomite would be about $100/ton. The deposit is classed as marginal because products from this deposit may be inferior to currently marketed diatomite products. The market is well supplied by developed sources.

Laboratory-scale selective volatilization methods developed by the Bureau of Mines to recover germanium and gallium concentrates from coal fly ash and phosphorus furnace flue dust are summarized. In the better experiments between 85 and 98 percent of the germanium was recovered as the lower oxide and as sulfides, and between 75 and 97 percent of the gallium was recovered as the lower oxide and as the trichloride. Grades of the condensates were inconsistent and varied between a few tenths of a percent and 8 percent, depending on the method used. In the primary extractions of germanium alone the degree of enrichment surpassed 100 to 1, and for gallium the best ratio was 30 to 1. Upgrading of condensates by vaporization retreatment and by leaching and precipitation is discussed. An appreciable degree of mechanical preconcentration by attrition scrubbing and elutriation was possible on two fly ash samples.

[Apparent progress in economy at petroleum refineries, as measured by the average amount of hest units required to refine a barrel or crude oil, received a set-back in 1938, when the average rose to 567,000 B. t. u., compared with 562,000 B. t. u. in 1937 (see fig. 1). The primary factor in the rise in average heat requirement's per barrel of crude oil refined in 1938 was the decline in total runs to Invariably the average requirement increases when crude inn to stills decline, and vice versa. In other words, annual gains in fuel efficiency at refineries are masked by the degree to which the capacity is utilized. Additional crude runs give lower average heat requirements in two grays first, because they are mane with the expenditure of cc-comparatively small amounts s of auxiliary heat, and, second, because additional runs generally represent simple topping operations. In 1938 crude runs to stills declined 1.6 percent (from 1,183,440,000 barrels in 1937 to 1,165,015,000 barrels in 1938), but the total heat consumption declined only 0.4 percent, or from. 663,866 billion B. t. u. in 1777 to 660, 56 billion in 1938.]
