Prolonged exposure to loud noise can cause permanent damage to the auditory nerve and/or its sensory components. Despite regulations and efforts by government and industry to reduce noise-induced hearing loss (NIHL), it is still a problem in the U.S. coal mining industry. The Mine Safety and Health Administration noise standard (30 CFR3 62), which was enacted in September 2000, is aimed at reducing NIHL in the mining industry. To address NIHL in various aspects of coal mining and provide the necessary information to effectively implement control technologies, the National Institute for Occupational Safety and Health conducted a cross-sectional survey of noise sources and worker noise exposures. Noise surveys consisting of full-shift worker noise exposure (dose) determination, time-motion studies (task observations), and equipment and/or area noise profiling were completed in 8 underground coal mines, 10 surface coal mines, and 8 coal preparation plants. The studies revealed that more than 40% of all workers monitored were subject to noise exposures above 90 dBA TWA8. A summary of these studies is presented, their application to administrative and engineering controls is discussed, and exposure reduction methods are reviewed.

This report presents results of the research and development work and operations performed during stage II of the gas combustion retorting research program conducted by the Colorado School of Mines Research Foundation and six major oil companies at the Bureau of Mines Anvil Points Research Facilities. The experimental program, including retort modification and air-gas distributor development, effects of shale quality and particle-size distribution, and other variables on the process, is discussed. Although operating problems are not fully resolved, it appears that the gas combustion retorting process can be successfully applied to achieve oil yields in excess of 85 percent of Fischer assay at mass shale feed rates of 500 pounds per hour per square foot of cross-sectional bed area, approximately twice the rate previously demonstrated to be reasonably practicable.

The Federal Coal Mine Health and Safety Act of 1969 delegated to the Bureau of Mines a yearly program of health inspections. Respirable coal mine dust concentrations are measured by Bureau inspectors. Samples of respirable coal mine dust are weighed to determine dust concentration and then analyzed for ash and quartz content. This paper describes the laboratory procedure for determining the percent quartz in the respirable coal mine dust samples.

The Bureau of Mines developed two new gap-sensitivity methods for explosives, and especially permissible explosives, to overcome certain disadvantages of the present routine half-cartridge method. The revised methods are based on the statistical up-and-down method and give more useful measurements of the 50-percent' gap values than the nonstatistical routine method. The new methods use full cartridges and incorporate certain physical improvements such as the use of cardboard tubes for containing the explosives and coal dust gaps to simulate actual mining conditions. A total of 60 samples of permissible explosives were evaluated simultaneously with the 2 improved methods and with the half-cartridge method

The Federal Bureau of Mines investigated aqueous electrolysis as a means for reducing lead chloride prepared by ferric chloride leaching of galena concentrate: NaC1 PbS + 2FeC13 ? PbC12 + 2FeC12 + S°. During electrolysis, metal was produced from solid lead chloride in contact with the cathode rather than from lead in solution. Relatively high current densities--up to 300 amp/ft2--were possible when operating in this way. A very simple cell, having a horizontal lead cathode at the bottom and a vertical graphite anode at the top, was employed. Lead chloride crystals, covering the cathode, were converted to metal powder during electrolysis, and chlorine gas or FeCls was produced at the anode, depending on the electrolyte composition. Electrolytes tried included aqueous solutions of HCI, NaCl, NH4Cl, and FeC12-NaC1. Optimum results (96-pct current efficiency, 0.23 kwhr/lb Pb) were obtained with 20 pct HC1 at 25° C, using a current density of 15 amp/ft2 and an electrode spacing of 1 inch. When the current density was increased, the energy requirement increased also but only to 0.41 kwhr/lb at 150 amp/fr3 and 0.58 kwhr/lb at 300 amp/ft2.

San Juan County, which occupies the extreme northwest corner of New Mexico, contains large reserves of coal in the Fruitland formation and in the Menefee formation of the Mesaverde group. The coals have bright luster, are brittle, and break easily in handling. All mines sampled are in the La Plata-Fruitland and Rio Chaco districts of the Durango-Gallup coal field. This large area, all within San Juan County, contains numerous coal beds 5 to 15 feet thick. Ellis2/ mentions the Carbonero (Fruitland in this report) bed in the La Plata-Fruitland district attaining a thickness of 36 feet. This bed has been correlated with the Carbonero bed, formerly mined at Carbon Junction, near Durango, Colo. During the field investigation covered by this report, no operating mine in the Fruitland bed was working a bed thickness of more than 15 feet.

Fluorspar is one of the most important nonmetallic minerals and is used extensively in the metallurgical, ceramic, cement, and chemical industries. The steel industry consumes most of it, but as the Mineral is the chief source of fluorine, it is becoming increasingly valuable to the chemical industry in the production of fluorine compounds The development of nontoxic organic fluorides for use as refrigerants in mechanical refrigeration and air-conditioning units illustrates the increasing use of fluorspar in the chemical industry. Most domestic flurospar comes from deposits in the Illinois-Kentucky district, which centers around Rosiclare, Ill. About a dozen companies operate in the district, which comprises parts of Pope and Hardin Counties in southern Illinois and Crittenden, Livingston, and Caldwell Counties in western Kentucky. According to the latest available statistics, this district supplied 1/5,960 short tons of fluorspar in 1937, compared with the total domestic production of 181,230 tons. Imports totaled 37,063 tons.

Natural gas and mixtures of natural gas and hydrogen were used as fuels in a laboratory engine to determine the relationship of emissions to air-fuel ratio and to establish practical lean limits for air-fuel ratio. Synthetic gas manufactured from coal (Synthane) and natural gas were used as fuels in a vehicle to obtain comparative data on emissions and performance. Results showed that lean limits for air-fuel ratio when using hydrogen-enriched natural gas were extended significantly beyond Chat of natural gas. Synthane pro¬duced exhaust that was significantly less reactive than exhaust from natural gas. With lean air-fuel ratios, the acceleration performance of a vehicle fueled with Synthane was improved over its performance when fueled with natural gas.

"Therma1 and chemical treatment of respirable size silica dusts samples is shown to induce marked changes in their hemolytic activity. The cytotoxicity of crystalline a-quartz (Min-U-Sil), and fumed silica (Cab-0- Sil) particles, as measured by a hemolytic activity protocol, is decreased by calcination and can be related to the dehydroxylation of the surface. The hemolytic activity of P-cristobalite particles of respirable dust si7.e was also determined and found to be lower than that of a-quartz. The change in the surface structure resulting from thermal treatment is detectable by photo-acoustic infrared spectroscopy and zeta-potential measurements. The absorption band in the 3200-4000 cm-1 frequency region of both Cab-0-Sil and MinU- Sil disappears upon heat treatment while a sharp band, identified with single silanol groups, at 3750 cm-1 increases in intensity. The zeta potential-pH profile, in the pH range of 4.0-7 .0, of the calcined, siloxane surfaced particles is more negative than that of material with a silanol surface.The cytotoxicity of the crystalline and fumed silica dusts was also found to be strongly dependent on particle size. Fumed silica of large surface area (small particle size) exhibits an initial increase in hemolytic activity upon calcination. This result confirms other experimental observations pointing to a particle size of maximum toxicity. INTRODOCTIONThe toxicity of silica and other mineral particles, as manifested by their role in inducing pneumoconiosis, fibrosis, silicosis and other pulmonary disorders is largely traceable to the characteristics of particle surfaces and to particle morphology. The great wealth of data on the physical and chemical properties of silica is still insufficient for a comprehensive understanding of the specific parameters to be associated with fibrogenic activity and, correspondingly, with the optimum means for characterizing and quantifying the toxicity of dusts, and the design of possible preventive or therapeutic methods.The great diversity of parameters that have been proposed and tested for correlation with cytotoxicity suggest that more than one mechanism may be involved in the fibrotic activity of silica particles. The crystalline structure of the material (more active tridymite versus less active crisobalite and passive stishovite), freshly formed surfaces and free radicals associated therewith, silicic acid adsorbed onto silica surfaces, the concentration of hydroxyl groups at silica surfaces, particle size and morphology, among other properties, have been investigated and found to conelate in tests of cytotoxicity."

In fact, there is little doubt that a well-organized program of accident prevention Will bring about a 'material production cost reduction due to increased efficiency, lower labor turnover, fewer delays due to accidents, better satisfied workmen, and a direct saving in compensation costs as well as many other items of expense.The more closely a. person is connected with the work of accident prevention, the more he becomes a believer in the value of amity in human relationships and the more he is able to exercise a spirit of toleration, fairness, justness, and helpfulness toward the problems of others, whatever those problems may be. Human nature responds to just these expressions of good willAnother great and invaluable effect of working for safety, is the fact that it is building up in the mind an appreciation of that which is constructive and, conversely, in opposition to that which is destructive In other words; the person who is sincerely striving to prevent accidents because they are destructive, costly, tad injurious, is subconsciously training his mind to look on any proposition from a constructive point of view. Working for accident prevention and safety is about the finest social training any person can have. It does not make a Person a financial Wizard or an executive genius, but it does make for the highest type of citizenship.While humanitarian reasons alone should be sufficient to maze accident prevention work an important factor in every mining organization, there are other reasons as well, since it has been proved conclusively that there can be no efficiency and economy without safety, as somebody pays when safety is lacking. Every safety device pays dividends; every safety application evaded is an assessment and a loss. Dangerous conditions are the most expensive and extravagant conditions in or about a coal mine. The economic gains are of considerable interest to all coal mining companies and this is brought about as before stated--through decreased compensation rates, the reduction of labor turnover, etc."

The concept of data availability must be addressed, because there are perceptible changes from year to year, and the availability of accurately reported, precisely defined statistics and nonstatistical information provides the only sound basis for analytical studies required for government policy planning or industry market analysis. As the countries of Eastern Europe and the former U.S.S.R. undergo the transition from centrally planned economies to market economies, there has been a perceptible increase in information availability for rather obvious reasons. Any industrial operation seeking economic assistance from Government and/or private sources outside the country in which the facility is sited must provide some appraisal of its operations at the time it seeks assistance, as well as some information on previous performance to serve as tools in evaluating its potential under the proposed development scheme for which it seeks financial assistance. Additionally, there was growing governmental recognition that concealment of much of the national mineral production, trade, and consumption data for purposes of national military and/or economic security probably never was very successful, never was really necessary for most commodities, and certainly proved unnecessary with the end of the so-called cold war. "The Hull mine of the De'Bardeleben Coal Corporation is located in the Warrior field, in Walker County, Ala., about 25 miles northwest of Birmingham. The Mary Lee bed at this point is coking coal and has been used in the manufacture of by-product coke, but at present it is sold exclusively as a domestic and locomotive fuel.The data in this paper, which is the third in a series on the washability of Alabama coals,5 have been obtained in connection with an exhaustive study of coal preparation in Alabama now being conducted by the U. S. Bureau of Mines and the University of Alabama with the cooperation of the different coal operators. The paper contains screen-sizing and float-and.-sink tests of a representative sample of run-of-mine coal, and flakiness tests and crushing tests of certain sizes.In addition, complete analyses of the ¾-inch to 3/16-inch size, raw coal, together with ash fusibility tests of the float-and-sink fractions have been made; those results are given in Tables 1 and 2. Since they indicate that the pr ration problem, like that at Lewisburg, Ala., is one of ash reduction, the further tests and the discussion have been restricted to that subject."

Samples of coal from six beds in the Roslyn-Cle Elum field of Washington were subjected to float-and-sink tests to determine their amenability to the production of high-ash boiler fuel for on-site power generation. Grindability tests and analyses of ash were made. All of the coals would require some degree of cleaning to insure a product of 25 percent ash. With two of the coals the entire size range would have to be washed. With the other four, it would suffice to clean only the coarse coal and bypass the raw fines.

The Black Mesa coal field is part of the Hopi and Navajo Indian Reservation in Apache, Navajo, and Coconino Counties, Ariz. The field is in an isolated area with the nearest railroad 70 to 90 miles to the south. Travel is restricted by roads that become impassable during inclement weather. The area is a mesa and rises from 500 to 2,000 feet above the surrounding territory. Water is very scarce, and the nearest stream of any consequence is the Colorado River about 90 miles northwest from the center of the field. Coal beds are found in the Mesaverde formation of the Cretaceous age, but they are uncorrelated and range from subbituminous to bituminous in rank. Huddle2/ estimates the reserves of subbituminous coal in Arizona at about 15 billion tons, most of which is in the Black Mesa field. The geology of the field has been reported by Campbell and Gregory.3/ Coal production is small, and the output is used almost exclusively for domestic fuel in the Indian schools, missions, and trading posts.

"Introduction.During recent months the Bureau of Mines has conducted a detailed study of the slate industry with special reference to increased efficiency in its production, preparation and utilization. The results of these investigations will be incorporated in a forthcoming bulletin. The purpose of this preliminary paper is three-fold. One object is to bring to the attention of slate producers certain modifications in manufacture and classification which would encourage a wider use of slate. A second purpose is to direct the thought of roofers toward the importance of proper laying of slate, and the third object is to acquaint the general public with its enduring qualities.Origin and character.Without entering into any detailed discussion of the origin and history of slate, a subject to be covered in the bulletin mentioned, it may be of interest to the general reader to know that slate is originally formed from mud or soft clay, carried down by streams and laid down in successive layers in deep water. The pressure of superimposed materials gradually compresses the clay into a firm rock known as shale. In many places this shale was, during the succeeding ages, subjected to intense pressure and folding due to mountain-building forces within the earth. This intense pressure, together with high temperature, changed the clay into other minerals such as mica, chlorite, and silica, which are very resistant to weathering, and also developed a very definite cleavage or splitting direction which characterizes the rock as slate. It is this property which renders slate of value for roofing, for, by using a broad chisel and a wooden mallet, a slate worker can readily split it into thin sheets which are later trimmed into rectangles of various sizes."

"INTRODUCTION In the course of its studies of the explosibility of various coal dusts in the Experimental coal mine, the Bureau of Mines has tested coals representing the entire range of volatile content found in the United States. In connection with their work the Bureau's field engineers some¬times meet operating officials who are not impressed by the fact that there is an explosion hazard in mines working low—volatile coals. Actually the difference in explosion hazard between high—volatile and low—volatile coals is one of degree and not of kind. The purpose of this paper is to set forth briefly the experimental evidence that has been accumulated on the explosibility of coal dusts containing 8 to 31 percent volatile matter on a dry, mineral—matter—free basis.There have been numerous dust explosions in mines in which coals were worked that have compositions within this range. Those explosions are listed in an appendix, together with a bibliography of Bureau of Mines papers describing explosion tests in the Experimental coal mine."

[Methods of distilling topped crude oils and distillates under vacuum, accompanied by good fractionation, have taken a place of major importance in the refining industry. In the refining of petroleum products it is generally desirable to produce a distillate of good quality, and this objective is attained by fractionation of a high degree. The laboratory and commercial practice have proved chat by varying the amount of fractionation the quality of the distillate car be changed, and refiners are cognizant of the advantages of good fractionation. Distillation-under high vacuum, however, is a relatively new practice in petroleum refining, and only during the last few years has there boon an indication that that this method ray become a general practice in the industry. Vacuum distillation offers many advantages over older methods of distilling petroleum products. Vacuum combined with steam distillation, for example, is replacing straight-stream distillation because the quality of the products of vacuum and, steam distillation surpasses that of those produced by straight-steam distillation. Although the injection of varying amounts of steam in a vacuum unit is common practice, the amount of steam used is becoming less as the vacuum within the unit is increased.
