Lead Tariff.--The full House Ways and Means Committee approved H.R. 6089 which will have the effect of reducing the tariff on unwrought lead to 3% ad valorem, with a floor duty of 1.0625 cents per pound, compared with the currently effective rate of 3.5% ad valorem. Consideration is also being given to tariff rates on imports of red lead and litharge from Mexico. A consortium of domestic producers has appealed to the Office of the Special Trade Representative (STR) requesting a return to tariff schedules which were in effect prior to the concessions made effective on January 1. Mexican producers have filed a proposal in favor of lower duties, and the matter now awaits a ruling by the STR. Ferrous Scrap Exports.--After holding public hearings and receiving public comments in May, the Department of Commerce announced that it would not institute formal monitoring of ferrous scrap exports, as requested by the Ferrous Scrap Consumers Coalition. The Department said, however, that it would follow the trend of scrap exports and prices. Ferrous scrap prices are currently low and supplies are reported to be adequate.

Round Mountain is one of a number of locations investigated by the Bureau of Mines in its search for manganese deposits during the early phases at the strategic minerals program. The Suiter mine, on Round Mountain, had provided some 5,000 tons of manganese concentrates during the period 1917 to 1919, and early in 1941 prospecting by the Virginia Hardwood Lumber Co. in this same area had discovered manganese on what later became known as the Hall Pit. These promising indications encouraged the Bureau to begin an exploration project in search of additional reserves of manganese on Round Mountain in January 1942 (fig. 1).

The first metal-mine accident-prevention course was prepared and published in 1942-45 as a series of seven miners' circulars (Nos. 51-57). The scope of the course has been broadened, revised, and brought up to date, and it is being published as a similar series of seven miners' circulars (Nos. 51-57, revised) on accident prevention in metal and nonmetallic mines. These circulars are: Accident Statistics (Miners' Circular 51), dealing with general statistics on accidents and injuries at metal and nonmetallic mines, including causes, costs, and the uses of investigations and reports of all accidents.

Crude titanium metal, produced by the reduction of titanium tetrachloride with magnesium, is contaminated with some excess magnesium end adhering magnesium chloride when it is removed from the reaction pot. The method of vacuum 'purification is described in which the crude mixture is heated in a vacuum at a temperature of about 1,700° F. and the magnesium metal and chloride are volatilized away from the titanium, leaving it practically magnesium-free in a sponge-metal form. The pilot-plant equipment is described in detail, together with the technique of operation and methods of sponge recovery. Operating data is given, which compares ten 24- to 30-hour heats with ton 48-hour heats, and finally, power and labor requirements are discussed. Vacuum purification of raw titanium produced by the Kroll process has boon employed for treating of several tons of raw titanium with results for superior to those achieved by the method of leaching and grinding. The operations described, while on but little more than pilot-plant scale, indicate commercial feasibility of the process, even though it is a batch-typo operation. All equipment is either of standard manufacture or can be readily fabricated from standard materials, and operation of the units can be satisfactorily maintained by semiskilled labor.

Approximately 6,000 coal mines are operated in the United States. All of them have in some degree the elements that are likely to contribute to an explosion, hence it is surprising that explosion disasters are not more frequent and that many mines have been operated for years and finally worked out and abandoned without experiencing an explosion. The absence of coal-mine explosions does not always indicate that effective efforts have been made to prevent them but rather that the nine has been fortunate in that the combination of circumstances necessary to cause an explosion has not existed. In view of present knowledge of the methods of preventing explosions, disasters are inexcusable and discredit the mining industry. The methods of preventing mine explosions are known to experienced, well-informed persons engaged in coal mining, yet despite this knowledge far to many coal-mine operators continue to use practices and methods that they should know have resulted in numerous explosions. Moreover, many mine workers persist in following past procedure irrespective of consequences and in breaking safety rules or indulging in practices almost certain eventually to result in disaster. Continued failure to apply known common-sense methods of accident and explosion prevention unquestionably will cell for ultimate enforcement of law.

The vibration and impact environment for crew members on locomotives has been investigated in a series of studies conducted by Exponent Failure Analysis Associates (Exponent) beginning in 1990. Locomotive cab vibration and impact levels were measured on a variety of locomotive models operating over many different track sections across the Union Pacific, Burlington Northern Santa Fe, CSX, Norfolk Southern, and CONRAIL systems. The comfort and health implications of exposure to the measured locomotive vibration levels were evaluated by comparison with the human vibration exposure boundaries given in the International Standards Organization (ISO) standard 2631-1:1997, the British Standard 6841:1987, European Union (EU) Directive 2002/44/EC, measurements made by Exponent on various commercial and recreational vehicles, and vibration exposure measurement data found in the literature. Methods Initially, vibration levels experienced by locomotive crews were measured and recorded at incremental speeds covering the range of normal train operation. In 2003, a method of measuring the vibration exposure continuously by means of a digital recorder was developed, allowing the vibration level over the entire run or crew shift to be analyzed. For each seating location measured, acceleration was recorded on the seat surface beneath the ischial tuberosities (pelvis) of the seated crew member and on the cab floor directly under the seat. At each of the locations, triaxial accelerometers were used to measure the vibration along the longitudinal, lateral, and vertical axes. Since the vibration environment varies throughout the route, and locomotive vibration levels have been found to be primarily speed dependent, a speed sensor was used to continuously measure the speed of the train. To evaluate the recorded vibrations levels, the data was divided into two-minute segments, which were each processed per the 1997 ISO standard for weighted RMS vibration levels and Vibration Dose Values (VDV). Additionally, PSDs and 1/3 Octave RMS values were calculated to determine the frequency content of the vibration. For each two-minute segment, the average speed of the locomotive was calculated to allow for correlation with the recorded vibration exposure values. The resulting exposure values for the entire run were calculated by combining the data from all of the two-minute segments. Since introducing the continuous method of recording acceleration, 23 seating locations have been recorded on 11 locomotives traveling 11 different routes across various parts of the United States. In 2005, 14,666 mining operations reported employment statistics to the Mine Safety and Health Administration (MSHA).1 Almost half (48.5%) were sand and gravel mines, followed by stone mines (30.6%), coal mines (14.1%), nonmetal mines (5.0%), and metal mines (1.8%).

The bureau of Mines analyzed data from 47 coal mine roof-fall resupport accidents that occurred from 1966 through 1974 to identify critical hazards .and problems. These accidents resulted in 62 injuries or fatalities. It was concluded that the majority of the accidents might have been prevented by observance of recommended practices and use of available technology such as setting temporary supports, adequate roof testing, etc. Additional work is needed in the following problem areas where present technology is inadequate: (1) warning of impending roof falls shortly before they occur, (2) better methods of detecting unsafe roof and ribs, (3) providing access to and temporary support of high roofs for testing and bolting, (4) reducing the noise level of stopers, (7) developing temporary roof support; that have greater stability and can be remotely installed, and (6) reducing the number of roof falls through better permanent support.

Reactions (3) and (4) are rapid, but the equilibrium constants are such that only small concentrations of CO2 or H2O can be produced below 1000°C. Maier calculated that CO2 should not exceed 0.5 per cent at 870°C., and the calculation for water vapor gives a still smaller order of magnitude.

Each winter brings its toll of deaths and serious accidents from the deadly gas, carbon monoxide. Newspapers carry warnings to the public of the dangers of this gas, and frequent now items retort the finding of persons dead or unconscious from the effects of carbon monoxide, yet these accidents continue. Either those warnings are not read, or they are unheeded by people who feel that "It can't happen to me." It can happen to you - carbon monoxide is no respecter of persons, as evidenced by items appearing daily in newspapers all over the country. Carbon monoxide has been a threat to human safety as long as man has used fire to keep himself warm and to cook his food. The burning of any fuel that contains carbon may produce carbon monoxide. This is true of solid fuels such as coal, coke, and wood; of liquid fuels such as oil, gasoline, and kerosene, and of gaseous fuels such as natural or manufactured gas. In the process of combustion the carbon in the fuel unites the chemically with tat oxygen of the air to form carbon dioxide (CO2), however, if the supply of air is not adequate, combustion is incomplete and carbon monoxide (CO) will be formed.

Contractors that perform specific types of work are required to report the number of employees who work at coal mines and noncoal mines.

The Bureau of Mines tested chromium-bearing waste slags from industrial stainless steel and other chrome alloy operations to determine their chromium leachability characteristics under acid precipitation conditions and to devise measures to prevent any pollution originating from this source. Two critical slag composition factors were found to control the chromium leachability: (1) CaO:Si02 ratio and (2) magnesium content. Above a 2.0 CaO:Si02 ratio, chromium exists in slag as CaO·Cr203, which can be vulnerable to leaching by acid precipitation especially if oxi-dized to CaCr04 when exposed to the environment over an extended period. Maximum chromium leachability from industrial slags occurred when the composition of the slag had about a 2.0 CaO:Si02 ratio. Between a 1.0 and 2.0 CaO:Si02 ratio, in the presence of sufficient magnesium, MgO ·Cr203 was formed, which is very resistant to oxidation and to dissolution by simulated acid precipitation. Addition of magnesium silicates to molten slag to fix the chromium in the MgO·Cr203 form was successful in preventing chromium leaching in simulated acid rain solutions. Experiments showed olivine and waste taconite tailings were suitable for this purpose. Olivine addition to a waste slag having a composition vulnerable to leaching (CaO:Si02 > 2) reduced the chromium leachability more than 80 pct.

Antitrust Investigation Dropped. - The Department of Justice announced that it was dropping its 5-year investigation of the aluminum industry. The investigation was over whether the aluminum companies were acting as if they were a shared monopoly. Deep Seabed Mining. - The Department of Commerce's National Oceanic and Atmospheric Administration (NOAA) has established an Office of Ocean Minerals and Energy which will be responsible for implementing the Deep Seabed Nard Minerals and Energy Act and the Ocean Thermal Energy Conversion Act. It will establish licensing and regulatory programs.

Application of the usual chemical methods to the determination of beryllium in the mineral-dressing products of a spodumene pegmatite was found to be unsatisfactory as to speed, accuracy, sensitivity, and range of analysis. A spectrographic method is described for the determination of beryllium. Samples are ground, mixed with borax, high-purity, flake graphite, and an internal standard; then they are fused, reground, pelletized, and excited with a high-voltage-spark discharge. Investigation of several spectrographic techniques to overcome matrix effects are described. The method developed gives results for beryllium in the concentration range from 0.002 to 5.0 percent; the average probable error of duplicate determinations was below 3.0 percent of the quantity present. INTRODUCTION The main source of beryllium in pegmatite is the mineral, beryl. Many of the conventional methods for the determination of beryllium in beryl are not suitable for control purposes because of lack of speed and accuracy, especially in the range below a few tenths percent. Beryl resists the usual chemical attack and can be lost in a hurried chemical analysis.

Nine high-volatile bituminous Utah coals were carbonized singly and in blends with low-and medium-volatile bituminous coals. Of the 9 coals, 2 are in commercial use as the base coals in blends that produce industrially accept-able metallurgical coke, while 7 are regarded as weakly coking and are not used commercially in coking blends. The carbonization tests were made in a la-inch diameter, cylindrical retort, using 50-pound charges. Sunnyside coal blended with autogenous char generally produced larger and stronger coke than was yielded by straight Sunnyside coal. The volatile matter of the char and the concentration of the char in the blend appear to be important parameters influencing coke size and strength. A blend of 10 per-cent autogenous char of 7.2-percent volatile matter with Sunnyside coal yielded coke that was larger, stronger, and of higher apparent specific gravity than coke produced from an industrial coke oven blend consisting of 15 percent medium-volatile coal and 85 percent Sunnyside coal.

The value of mineral production increased 6.2% in 1976. With the exception of coal, practically all commodities registered an increase in production and value; most had an increase in unit value. Total value exceeded $1 billion for the first time. The increase in nearly all nonmetallic mineral production was a complete reversal of the 1975 experience. Alabama led the Nation in the production of crushed marble and was second in bauxite and scrap mica, third in oystershell, third in kaolin, and fifth in dimension limes-tone and dimension marble. International Trade.-The international trade passing through the Mobile customs district was valued at $2,524 minion in fiscal year 1976, up 20% from that of the previous year. Of the total value of trade passing through the district, 52% of the value of experts and 89% of the value of imports were handled through the port at Mobile. The major export Commodity was coal through McDuffie Coal Terminal which amounted to nearly 2.9 million tons, up from 2.4 million tons in 1975.
