"INTRODUCTION The Denver region coal field, covering an area of approximately 7,640 square miles, extends from the Wyoming State line to the middle of El Paso County, Colo. The coal in this region is subbituminous in rank. Much of it is used as domestic fuel. During the last decade the production of coal in this field has remained fairly constant at an average of 2,600,000 tons per year. This production has come from 50 to 60 mines, 88 to 90 percent of the production being from the section of the field north of Denver.According to the Standard Specifications for Classification of Coal by Bank of the American Society for Testing Materials 4/ the coals in this region are classified in the Subbituminous B and C group. On the as—mined basis, they contain about 22 percent moisture and average 9,600 B.t.u. per pound. They are noncoking and slack to a variable extent when exposed to the weather. This is characteristic of subbituminous coals."

The discovery of porphyries in petroleum by Treibs (17-19) is one of the most significant achievements relating to the origin of petroleum. The presence of these remnants of chlorophyll and hematin in petroleum has immediate practical interest in several aspects of the petroleum industry. Because of their interfacial activities and film-forming tendencies, the metal-porphyrin complexes may be expected to affect the wettability of petroleum-reservoir rock surfaces and influence the flow of fluids in these reservoirs. Also, studies of the relationship of trace elements and porphyrins in petroleum may be expected to yield valuable information on source beds and petroleum migration. Finally, the extreme stability of several metal-porphyrin complexes complicates removal of these metals from some petroleum stocks where they exert deleterious effects on processing and utilization. Metal-porphyrin complexes are commonly associated with the asphaltic residues of crude oils in which they occur (8, 9, 15). However, investigations in this and another laboratory (15) show that small amounts of these complexes often remain in partly refined petroleum products, such as thermally cracked distillates and deasphalted stocks.

To facilitate increase in the rate of coal production the Bureau of Mines conducted a study several years ago, on the basis of which the allowable charge limit for permissible explosives in single-hole blasting was raised from 1.5 to 3.0 pounds. Further demands for accelerated production led to consideration of multiple blasting in coal, a practice that is deemed hazardous and is not permitted by most States in this country. In multiple blasting, 10 to 20 pounds of explosive or more may be detonated in a coal face within a fraction of a second, which might result in blown-out or blown-through shots with possible ignition of gas or coal dust. As experimental evidence was lacking, in January 1949 an investigation was undertaken in the Experimental coal mine at Bruceton, Pa., principally to study and compare with single blasting the condi-tions under which simultaneous multiple blasting and particularly multiple short-delay blasting may be practiced without danger of igniting gas or coal dust in mines. The first report on this subject was presented at the last international conference of mine safety research. Since that time numerous additional experiments have been made; because of other pressing problems the work has been brought temporarily at least to a conclusion. This paper is the second report on the problem. It does not contain a detailed description of all test conditions and test arrangements, many of which were described 2 years ago in part 1 (now available as Report of Investigations 4868), but the conclusions are based on the entire study. A more complete review, which will incorporate data from the entire investigation, is being prepared as a Bureau of Mines bulletin. Up to the present time, short-delay blasting of coal in commercial mines has been introduced only experimentally in Washington and in a few mines elsewhere. If the system is adopted more generally, new problems may arise, and the study may have to be reopened.

Objective: Workers with hearing loss face special problems, especially when working in noise. How­ever, conventional hearing conservation practices do not distinguish between workers with normal hearing versus impaired hearing. This study col­lected information from workers with self-reported noise exposure and hearing loss, supervisors of such workers, and hearing conservation program managers through focus groups and in-depth inter­views to evaluate their perspectives on the impact of hearing loss on safety and job performance, the use of hearing protection, and information needed to appropriately manage hearing-impaired workers who work in noisy environments. Results: Concerns about working in noise with a hearing loss could be grouped into the following 10 categories: impact on job performance, impact on job safety, impaired ability to hear warning signals, impaired ability to monitor equipment, interfer­ence with communication, stress and/or fatigue, impaired communication caused by hearing protec­tor use, reduced ability to monitor the environment as the result of hearing protector use, concerns about future quality of life, and concerns about future employability. Mostly, there was an agree­ment between the perceptions of workers, supervi­sors, and hearing conservation program managers regarding difficulties associated with hearing loss and consequent needs. These findings suggest that noise-exposed workers with hearing loss face many of the same problems reported in the literature by noise-exposed workers with normal hearing, with additional concerns primarily about job safety as the result of a reduced ability to hear environmental sounds, warning signals, and so forth. Conclusions: The study outlines potential chal­lenges regarding job safety and hearing conserva­tion practices for noise-exposed, hearing-impaired workers. Awareness of these issues is a necessary first step toward providing appropriate protective measures for noise-exposed, hearing-impaired workers. Of the 19 million adults in the United States with some degree of hearing trouble, nearly half are currently employed in the workforce (NCHS, 1994). More than 30 million US workers are exposed to hazardous noise levels, and noise-induced hearing loss is the most common occupational disease in the United States (NIOSH, 1996). Many workers incur their hearing losses during the first 5 to 10 yrs of employment (Rosler, 1994; Ward et al., 2000) and subsequently work the rest of their careers in an environment where noise and hearing loss interact to impair their ability to hear communication and other important signals. Workers with hearing loss who are exposed to hazardous noise levels present a dilemma to hearing loss preventionists. On the one hand, it is of great importance to ensure that their residual hearing is protected from the damaging effects of the noise to which they are exposed. On the other hand, how­ever, traditional hearing protectors serve to further “deafen” such workers, making communication more difficult and impairing the detection of environmen­tal sounds and warning signals. These workers have special needs that must be addressed. However, conventional hearing conservation practices do not distinguish between workers with normal versus impaired hearing; and, to date, no governmental or professional organization has developed specific guidelines or policies concerning the accommodation of noise-exposed, hearing-impaired workers. Some research regarding noise-exposed, hearing-impaired workers has been completed. These studies have primarily focused on three areas: (a) speech intelligibility in noise versus quiet, with and without various types of hearing protection devices (Abel et al., 1982; Abel et al., 1993; Abel & Spencer, 1997; Rink, 1979; Suter, 1989); (b) signal detection and localization under similar conditions (Abel et al., 1993; Abel et al., 1985; Abel & Hay, 1996); and (c) the use of hearing aids as hearing protectors (Berger, 1986; Dolan & Maurer, 1996; Hétu et al., 1992; Hétu et al., 1993). Research in these three areas has provided an initial framework for development of a management para­digm for these workers. The absorbed power (PAbs) has been suggested as a better measure of human responses to whole-body vibration, since it relates to the cumulative energy dissipated by the body exposed over a given duration. Moreover, unlike the other measures, the PAbs can adequately account for the intensity of exposure. Although, the vast majority of off-road vehicles impose considerably severe vibration along the horizontal axes, the vast majority of studies on biodynamic response characterization consider only vertical vibration. Only a few studies have reported PAbs responses of the seated human body exposed to horizontal vibration and the major contributing factors [1]. This study aims to characterize the PAbs responses of seated human subjects to horizontal (uncoupled x- and y-axis) vibration as functions of the vibration intensity, subject mass, seat height and the, type of back support. Methods Experiments were conducted using a rigid seat with an adjustable backrest inclination and seat height. The seat was installed on a horizontal vibration simulator and the forces at the seat base and the backrest were measured by three-axis force plates. Two single-axis accelerometers were installed on the seat back and the platform, oriented along the axis of motion. The experiments were performed using three different seat heights (350, 390 and 410 mm), back support conditions (NB- no back support and sitting erect; Wb0- Upper body supported against a vertical back support; and WbA- back supported against an inclined backrest, while sitting relaxed) and three different magnitudes of broad band excitations in the 0.5-10 Hz frequency range (0.25, 0.5 and 1 m/s2 rms acceleration under x-axis and y-axis, applied independently). A total of 8 healthy adult male volunteers with total body mass ranging from 59.4 kg to 92 kg and aged between 21-51 years took part in the experiments. The subjects were seated with their hands in lap, and feet supported on the moving platform for each posture. Each measurement was repeated 2 times, while the data were analysed using a bandwidth of 50 Hz and frequency resolution of 0.0625 Hz. Bitumninous and semianthracite coal reserves underlie about 1,400 square miles of Arkansas, less than 2.7 percent of the state's total area. These deposits, located near the western border, contain an estimated 2.2 billion tons, of which about half are recoverable. This represents less than one-tenth of one percent of the national reserves. Most of the commercial coal is mined from thin beds that are at least 14 inches thick. In some locations, however, the coal beds can be as much as eight feet thick. Lignite was mined in southern Arkansas before the Civil War. Current estimates indicate that the reserves may be as high as 9 billion tons, which could be used in the state's coal-fired electric generating plants; however, these deposits are not being mined at present. Because many coal operations in Arkansas are small and the demand for coal is unsteady, the industry employs fewer than 25 miners on a daily basis. Arkansas gained primacy when its regulatory program was conditionally approved November 21,1980, subject to the correction of four minor program deficiencies. The regulatory program was fully approved January 22, 1982. Authority of the state to administer its Abandoned Mine Land Reclamation Program was granted upon approval of the Arkansas Reclamation Plan on May 2, 1983. Arkansas was the first state to assume responsibility for abandoned mine land emergency projects when its Reclamation Plan was approved.

"The main purpose in the compilation of accident statistics is to reveal conditions that may result in injury to persons or property so that remedial measures may be applied. For practical reasons it is usually found necessary to restrict inquiry to conditions which actually have caused personal injury, and to omit those which nay, but have not yet, resulted in damage, Fortunately or unfortunately, there is a sufficient number of the former to indicate the existence of hazards so numerous as to require all of the attention which the industry can devote to the subject.Two years ago, the Bureau of 'mines, in cooperation with the National Safety Council, undertook an intensive campaign to obtain more complete and satisfactory information regarding mine accidents than had theretofore been available. Since 1911 the bureau had been receiving annual summaries from all companies operating metal mines, showing, in a general way, the number and causes of accidents that occurred during the preceding year and the number of men employed at the mines. Monthly summaries of fatal accidents at coal mines were received from the state inspectors, showing the number of deaths attributed to each of 22 main causes of accidents, Information for individual coal mines was not furnished.While this information, nation-wide in scope, is indispensable because it epitomizes the progress or retrogression in the industry as a whole, and serves as a background of specialized studies, yet certain classes of acci¬dents, for example, those that are more or less peculiar to specific districts or mines, require an analysis in greater detail than is possible on the sole basis afforded by the annual summaries.The need for more specific information was realized some years ago in the State of Pennsylvania in connection with the administration of the workmen's compensation law, The mining industry is well acquainted with the val¬uable studies of accidents, particularly nonfatal accidents, in the mines of that State being conducted by Mr. Rush N. Hosier."

Foster-Miller Associates has developed a set of guidelines to permit hoist manufacturers, mine owners, and MESA mine inspectors to design, purchase, install or inspect a safe and effective Emergency Escape Hoist, as required by the Coal Mine Health and Safety act of 1969. A series of surveys were carried out to determine: 1. The attitudes and local needs of the MESA District Managers. 2. Current escape hoist installations. 3. Equipment available for future designs. 4. Foreign methods and equipment for mine rescue. From these survey studies, preliminary guideline objectives were developed.

Previous studies conducted by the National Institute for Occupational Safety and Health (NIOSH) have shown that approximately 90% of coal miners and 49% of metal/nonmetal miners had a hearing impairment by age 501. Mine workers are exposed to additional noise levels underground due to the reflection of machine generated noise that would otherwise dissipate in an above ground setting. Determining the sound absorption coefficients is essential in modeling the sound field in an underground mining environment. Sound absorption is a measure of the amount of acoustic energy that strikes a surface and is absorbed, rather than reflected. The acoustic environment that mining machines operate in is a critical factor affecting the sound pressure level exposure for mining machine operators. Impedance tube testing is an inappropriate method for determining underground absorption coefficients due to the brittle composition of some of the materials such as coal and slate. Classic absorption coefficient estimation using T60 measurements will not work well in an underground environment because the theory assumes: a finite room, a diffuse field, and relatively uniform absorption. None of these assumptions are true in an open-ended mine entry. This paper will present a method using a ray-tracing technique to determine absorption coefficients for underground mines. Absorption coefficients are determined and presented for octave bands from 63 Hz to 8 kHz. The absorption coefficients will be essential for determining and predicting potential overexposure to machine operators in different mine environments.

Based on laboratory tests and preliminary field tests of off-the-shelf steel toed rubber boots, a molded sole design was developed to provide increased traction over conventional calendared sole miners' boots. The pattern provided sharp edges perpendicular to both lateral and fore-aft slip vectors. The sole was designed to reduce mud caking. An instep lace-up capability was added to better secure the foot inside the boot. A five month field evaluation compared the prototype boots to the boots the participants usually wear. Although objective slip and fall data showed no significant advantage for the prototype, subjective evaluations made by the participants indicated increased traction for the prototype boots. Approximately 75 percent preferred the prototype to their own boot. Approximately one-third used the lace-up capability. It was concluded that molded soles provide better traction than calendared soles for the underground mining environment.

The various Latin American countries are undergoing a slow process of industrialization. The harvesting of one or two agricultural commodities or the mining of a few marketable minerals is being supplemented by development of an Integrated industrial economy. In many countries, progress in this direction has not been rapid, but as it gains impetus an increasing market for cement is a natural consequence. This is evident from the fact that industrialization is linked with increasing transportation, and means of transportation are very poor in much of Latin America. Bridges, culverts, and concrete Highway's, now scattered sparingly throughout the vast land areas south of the United States, must multiply as the demands of industry increase and as a higher scale of living is attained. Eventually the South American countries will be linked by modern highways. Furthermore, the arid climate of many regions creates a demand for construction of dams and irrigation works, and a continent poor in coal reserves but with abundant water power inevitably must direct its energies toward the construction of hydroelectric power plants. Countries rich in raw materials but with few natural harbors have urgent need of massive concrete breakwaters and docks. The demand for concrete in houses will also grow. Standards of living are low, and perishable building materials are widely used. As living conditions improve cement will be used increasingly in home construction. Even in the field of simple and modest housing cement affords a means of creating low-priced verminproof and fireproof homes, for which the need it imperative under climatic conditions that prevail in this area of the world. Already many of the countries have undertaken extensive public works, and such programs are likely to increase. Assuming moderate industrial progress and stabilized governments the demand for cement in this great southern area promises substantial growth.

Large areas of the anthracite beds in the Wilkes-Barre, Pa., region have been first-mined in such a manner that over half of the original coal has been left underground as pillars to support the overburden. To recover the maximum amount of this remaining coal, improved devices to support the roof while pillars are being extracted are needed. Also needed are suitable backfilling systems that will stabilize the strata during the mining and effectively limit the inevitable subsidence after pillars are removed. Accordingly, the Federal Bureau of Mines furnished 400 yielding steel props that had been purchased abroad, where this type of prop had been used successfully. The cooperating company arranged for concurrent tests with a mechanical stower designed and built by an American manufacturer. In the area in which the experiments were conducted, pillar removal, using conventional timbering, was most difficult because the roof fractured badly, the installation of timbers consumed a substantial part of the work effort, and some coal nearly always was lost. With the application of the yielding props, the time needed for securing the roof was reduced 33.9 percent; production per man-shift was in¬creased over 33 percent; coal recovery was improved more than 9 percent; and the convergence between roof and floor, during mining and backfilling, amounted to as much as 8.03 inches without any break in the roof. However, in September 1953 some roof rock fell in pillar 10 owing to insufficient props in a small area where the ends of three top holes drilled in the coal face extended up into the roof rock.

Early in the nineteenth century, coal from Clearfield County entered the eastern commercial market. Ashley reports that coal was moved down the Susquehanna River by ark from Clearfield to Columbia, a distance of 260 miles, as early as 18o4. Around 1850, the famous Moshannon or Lower Freeport bed was discovered. Several years later the Moshannon Basin was developed extensively, and the coal from this area soon acquired an enviable reputation as a high-quality industrial fuel. Today much of the original Moshannon Basin coal is worked out, and the Lower Kittanning bed has replaced the Lower Freeport bed as the principal source of production in southeast Clearfield County. With depletion of the thick underground deposits, the importance 'of Clearfield County as a coal Producer would have diminished rapidly, if it had not been for strip mining the thinner beds. About 60 percent of the coal produced in the county is strip-mined, and the trend toward this mining method is expected to continue as the older underground operations are exhausted. Many strip mines are working in beds that are too thin to be recovered economically by any other method.

A new generation of hydraulic mine support prestressing devices has been developed. These thin-walled steel shells are machine-welded and can be inflated with water or any liquid to provide prestressing for a wide variety of roof support products ranging from Can supports to props and cable bolts. With an expansion capability of several inches, depending on the geometry and size of the unit, they can also establish roof contact eliminating the need for wooden wedges or crib blocks that are commonly employed with several standing roof support products. Capable of withstanding pressures from 1,000 to 6,000 psi, these cells are able to transfer roof loading into the support structure without rupturing. A recent development has been the addition of an inexpensive yield valve that provides control of the maximum pressure and load development on the support. This paper examines the performance capabilities of these inflatable prestressing units and the impact they have on the performance of various support systems, including an evaluation of the overall stiffness of the support system and the load control during yielding of the prestressing unit. Recommendations are made regarding the design requirements of the prestressing unit to optimize the support performance. A summary of mine applications using this technology is provided with general comments regarding their impact on ground control.

The disposal of the brines produced with crude petroleum and natural gas has long been a constant source of trouble to oil and gas operators as well as to farmers and stock-raisers in the vicinity of producing fields. The amount of oilfield brines Produced from wells on new properties may be almost negligible, but some older wells may produce several hundred barrels a day. A survey of almost 200 wells on 31 properties in the eastern part of Osage County, Okla., showed that during the month of November, 1928, the average production of water was 3.26 barrels per barrel of oil produced. The age of the wells included in this survey ranged from two to 28 years; the maximum amount of brine produced was 26 barrels of water to one barrel of oil and the lowest was one barrel of water to 27 barrels of oil. These figures apply to a small area. In other fields the production of water also varies widely; for example, in the Cushing4, Okla., field several yells were reported as having produced 100 barrels of water to every barrel of oil produced. Often the production of oil-field brines is decreased materially and the production of petroleum increased by the use of bottom hole Plugs and by a general repair and cementing of wells. The records5 of 22 wells cemented in the Gushing field showed that prior to the repair work, the average total dally production was 242.5 barrels of oil and 3,977.5 barrels of water. The year 1977 generally was a year of growth in overall world mineral industry activity, although there were downturns in major elements of the world's iron and steel industries. The sharp upturns in market economy nation activities that were noted in 1976, following the reduced performance levels of 1975, were moderated, and in the centrally planned economy nations, overall mineral industry activity apparently continued to increase, but at a pace in keeping with that of 1916 rather than at the higher rates of the earlier 1976's. Noteworthy during the year, if only in a negative sense, was the inability of world powers to reach any significant agreement on issues relating to deep seabed mining. Interest from a commercial viewpoint centered around deposits or so-called manganese nodules. These materials, which indeed are chiefly manganese in terms of their content on a quantitative basis, really were of commercial interest primarily far their copper, nickel, and cobalt content. Participants at the Third United Nations Law of the Sea Conference looked into seabed mining rights, but reached no mutually agreeable decisions.

"INTRODUCTION Sulphuric acid of various concentrations has long been used as a reagent in the determination of olefins and aromatics in hydrocarbon oils 4 such as gasoline, kerosene, and neutral oils from coal—tar distillates. Despite its long use, however, there is no general agreement as to optimum conditions and concentration of acid, and numerous methods and modifications have been recommended. In most cases, treatment of the neutral oil with 60 to 90 percent sulphuric acid, followed by distillation to the original endpoint to remove olefin polymers, is recommended for the estimation of unsaturated hydrocarbons. The distillate thus obtained is taken as olefin—free oil and used in later stages of the anlysis. Aromatic hydrocarbons generally are determined in the olefin—free oil by suphonation with more concentrated acid (96 to 100 percent and fuming sulphuric acid are recommended), the hydrocarbons not attacked and removed as water—soluble sulphonic acids being considered as saturated hydrocarbons. In some cases the saturates are examined further by differentiatingbetween cyclic (naphthenes) and acyclic hydrocarbons (paraffins). Generally this is achieved by physical methods, although strong sulphuric acid is known to react preferentially with some types of saturated hydrocarbons,It was the purpose of the present work to make a general study of this type of analysis and to investigate the reactions of hydrocarbons under conditions often used in analyses that employ sulphuric acid reagents. Since previous work is not in good agreement, the optimum concentrations of acid for the different stages of the analysis were determined. Several sulphuric acid methods previously recommended and new modifications were compared, two synthetic solutions being used as the reference oil. The results obtained are presented below under separate headings."

Much of the presentation is by photographs and drawings which are described in the text. Underground equipment and methods for pumping oil wells will be discussed in a later publication of the Bureau of Mines.
