The National Safety Competition is sponsored and conducted annually by the Bureau of Mines, U. S. Department of the Interior, to stimulate greater interest in safety in the mineral-extractive industries and to encourage the development of more effective accident-prevention programs. Since its beginning in 1925, thirty-four safety contests have been conducted. This publication reports results of the 11 annual contests for the period 1948-1958, inclusive. Mineral operations awarded the "Sentinels of Safety" trophy for the best safety record in their competitive group as well as those ranking second, third, fourth, and fifth are listed along with a summary of their achievements in preventing disabling injuries. In addition, this publication contains statistical information reflecting the disabling work-injury experience of all other mines and quarries enrolled in the annual contests. The injury statistics of these operations are arranged in the six groups of the competition and through 1955 are the only data on injury-severity at noncoal mineral operations published by the Bureau of Hines. Recognition of the National Safety Competition in promoting safety has increased steadily during its 34 years. The number of plants participating in these annual competitions increased from 210 in 1925, its first year, to a record of 675 in 1958. The expanding scope of the National Safety Competition indicates that more mines and quarries in the United States are enrolling 90 all available means to promote safety on the job will be used. Safety contests like this are generally recognized, in the field of safety promotion, as an effective way to arouse and hold the interest of employees and officials in accident-prevention programs. They tend to forge individual precautionary acts into group action centered on a common objective, such as winning the ?Sentinels of Safety? trophy.

This report compares the quality of zirconium metal prepared by batch reduction of zirconium tetrachloride by (1) sodium, (2) magnesium, and (3) mixtures of sodium and magnesium. Criteria for quality are based on chemical analyses and hardness testing of zirconium arc-melted from sponge. The best quality zirconium with respect to low oxygen content and hardness numbers was prepared by reaction of zirconium tetrachloride with a mixture of sodium and magnesium. It was found that this reaction could be successfully carried out by two methods: (1) addition of sodium and magnesium before the initial reaction and (2) periodic injection of sodium during reaction of zirconium tetrachloride with magnesium. The largest quantity of metal was found to be recovered from experiments in which a mixture of sodium and magnesium was used. Magnesium appeared to be a better reductant than sodium because magnesium-reduced zirconium contained less oxygen and exhibited lower hardness numbers than sodium-reduced metal.

In 1969, the Congress of the United States declared that "the first priority and concern of all in the mining industry must be the health and safety of its most precious resource - the miner," Therefore, Public Law 91-173, Federal Coal Mine Health and Safety Act of 1969, was enacted. Since haulage accidents account for a high percentage of coal mining accidents, Section 314e, ?Hoisting and Mantrips,? was included in the law. This section states: "Each locomotive and haulage car used in an underground coal mine shall be equipped with automatic brakes, when space permits. Where space does not permit automatic brakes, locomotive and haulage cars shall be subject to speed reduction gear, or similar devices approved by the Secretary which are designed to stop the locomotive and haulage cars with the proper margin of safety."

Beryllium is a strategic metal of ever-increasing peacetime importance because of the unusual properties of beryllium-copper alloys. These unusual characteristics are the combination of high strength and hardness, high fatigue resistance, and high wear resistance in alloys that have the corrosion resistance of copper. The principal industrial source of beryllium is the mineral beryl, a beryllium-aluminum silicate that occurs in pegmatites associated with quartz, feldspar, mica, and smaller amounts of various accessory minerals. The beryl is usually recovered in processing the pegmatites for the recovery of some of the other mineral constituents. Pegmatite deposits are found in various parts of the United States, but those in the Black Hills of South Dakota are the source of most of domestic production. The beryl marketed from the South Dakota pegmatite deposits occurs as coarse crystals, which are obtained by hand sorting. These pegmatites also contain other valuable minerals.

Past failures of coal refuse embankments have resulted in more intensified efforts in inspections of coal refuse sites. Inspections, however, are mainly qualitative and time consuming. In August 1975 CH2M HILL was awarded a contract to identify, develop, and test a rapid system for monitoring coal refuse embankments to aid in inspections. The rapid monitoring system developed uses convergent and vertical photography from conventional fixed-wing aircraft. The system was tested on an active landslide and on two coal refuse facilities using both black and white and color infrared film. Field tests showed the system was capable of accurate measurement while providing qualitative data through photointerpretation. The accuracy of the system allows it to be used to monitor coal refuse embankments, tailings dams, major earth dams, and natural slopes. Bibliographies of literature reviews in the area of past coal refuse embankment failures, monitoring instruments and methods, and photogrammetry are included.

This article updates the status of fatalities occurring in both coal and metal/nonmetal mines from January through December of 2001. Based on preliminary accident reports, as of December 31, 2001, seventy-two fatalities have occurred at coal and metal/ nonmetal mining operations. During this period, forty-two fatalities occurred at coal operations and thirty fatalities occurred at metal/nonmetal operations. Ignition or explosion of gas or dust and fall of roof were the most frequent accident classifications in coal and powered haulage fatalities were the most frequent accident classification in metal/nonmetal.

The Federal Bureau of Mines has obtained data by differential thermal analysis of the various minerals that represent the nation's resources in manganese. These data are supported by X-ray diffraction analysis, chemical analysis, mineralography, and optical mineralogy, and provide fundamental information on the response of each mineral to thermal treatment in oxidizing, reducing, and neutral atmospheres. The information can be applied advantage¬ously in the identification of manganese minerals. Its greatest potential value, however, lies in the application of the quantitative data on the reaction temperatures, rates, and products to the more efficient extraction of manganese from U.S. ores. Thermal analysis curves are presented for certain manganese minerals, namely hausmannite, bixbyite, braunite, pyrolusite, lithiophorite, cryptomelane, hollandite, manganite, rhodochrosite, and rhodonite. The original minerals and the products of their thermal decomposition were identified by X-ray diffraction analysis, supplemented by chemical analysis and mineralogical identification.

The technique of remote sensing, used for many years by earth scientists, is being applied to the detection and monitoring of air pollution. Instrumentation being developed is of a very diverse nature and is effective, Fn varying degrees, at ranges from 1,000 meters to the altitude of a space satellite. This paper describes a number of the recent developments in this new field. Instruments based on spectroscopic, laser, and photographic systems are discussed. Sensors are being developed which utilize correlation spectrometry, interferometry, Raman scattering, Mie scattering, laser line absorption, and simple photographic detection.

"INTRODUCTION An investigation of the metallurgy of cobalt from domestic ores has been in progress since February 1940 and has resulted in the formation of a hydrometallurgleal process for the production of electrolytic cobalt metal. Previous reports of these investigations have been given by F. K. Shelton; 7/ and Ruth E. Churchwrd, F. K. Shelton, and G. Knickerbocker. 8/ Briefly, the process, as applied to ores containing cobalt oxide, consists of leaching with H2SO3 or, preferably, with H2SO3 and H2SO4, to dissolve the cobalt. The cobalt solution passes through one or more purification stages to remove iron and elements of the copper group, and cobalt carbonate is precipitated under carefully controlled pH conditions. The cobalt carbonate is dissolved in on acid electrolyte containing sulfuric acid, boric acid, and sodium fluoride. The electrolyte then proceeds to electrolytic cells where cobalt is plated as a metal and sulfuric acid is regenerated.The present paper contains the results of several investigations signed to give a more complete chemical and engineering understanding of different unit processes involved in the electrowinning of colbat. Some work has been done to broaden the process to include arseniferrous cobalt ores as well as the oxide ores upon which the investigation was initiated. Most of the data presented herein have been obtained since the release of the previous reports; any changes suggested heroin that conflict with recommendations in earlier reports are based on more complete data and usually are preferable."

The National Institute for Occupational Safety and Health (NIOSH) is conducting a program of research to evaluate and improve remote mine seal construction technology for mine fire control and suppression. The main focus of this work is to develop reliable technology that will remotely seal a mine opening from floor-to-roof and rib-to-rib. NIOSH, in partnership with Strata Mine Services Inc.1, is evaluating the capability of a two-component phenolic foam-based product, called Rocsil®1, that is intended for cavity filling, air and gas sealing, and consolidation of highly fractured strata. Rocsil® can be rapidly applied, has a quick cure time, a high expansion rate, good compressive resistance and excellent anti-static properties. When the resin and catalyst are mixed, an immediate foaming reaction occurs followed by rapid expansion up to 30 times the original volume. By virtue of its fire-resistance properties, Rocsil® foam has application for sealing underground mine areas undergoing heating from spontaneous combustion and it could be useful for remote mine seal construction to aid in mine fire control and suppression. This paper presents an overview of remote mine sealing technology, introduces the use of Rocsil® foam for remote mine seal installations, offers a case study of the use of this rigid foam material to remotely construct a temporary in-mine seal and discusses technology improvements. The goal of biodynamic models is to simulate the vibration behaviour of the human body. In combination with experimental studies biodynamical models can be a powerful tool for the analysis of the effects of vibration exposure on health [1] and comfort. This paper gives an overview of the state of the art of biodynamic whole-body vibration models of humans, addressing both numerical models and hardware dummies. Method Two approaches are distinguished, the phenomenological and the anatomical, as illustrated in Figure 1. [ ] Phenomenological models aim to reproduce the vibration behaviour of humans with respect to particular physical quantities, chiefly the driving-point impedance at the interface to the seat, and partly with respect to other transfer functions. Discrete systems of masses, springs, and dampers with several degrees of freedom whose topology and parameters are determined by structure- and parameter identification methods are used in the sense that the functions derived from measurements are reproduced as well as possible. This paper provides an evaluation of this methodology and defines its range of application as well as its limits.

A preliminary program dated April 25, 1974 was prepared for Development Engineering, Inc. (D.E.I.) on research and development, laboratory; field and other engineering studies for the disposal of retorted oil shale. This program was revised and published as a final document dated December 17, 1974. The document included a discussion on the peculiarity of retorted shale materials to be investigated and a discussion of the various laboratory and field tests which would need to be conducted to define their physical and chemical properties. The proposed research and development program was divided into eight work phases as follows: I - Program Development II - Exploratory Laboratory tests on old U.S.B.M., retored shale III - Laboratory tests on Pilot Plant retorted shale IV - Laboratory tests on retorted shale from Semi-Works Plant, and field and test plots and ponds. Preliminary results are given of solvent stimulation of two wells producing viscous oil (14°-17° API) from the Tar zone in the Wilmington field, California. The solvent (coker oil, an intermediate refinery product) was injected into the formation, and after a soak period, the well was returned to production. Data are given on crude oil properties, solvent properties, determination of volume of solvent in the produced oil, rate of oil production before and after stimulation, volume of additional oil produced, and volume of solvent recovered. Although further study and improvement of the method arcs needed, cyclic solvent stimulation appears to be an unqualified success in one well and a moderate success in the other.

According to reports received by the Bureau of Mines, Department of Commerce, as of January 1, 1929 there were 413 completed refineries in the United States, with a total daily crude-oil capacity of 3,509,540 barrels. In addition, 14 refineries, with a potential capacity of 99,000 barrels, were being constructed. Of the completed refineries, 341, with a capacity of 3,325,890 barrels, or 95 per cent of the total capacity, were in operation; and 72, with a capacity of 183,650 barrels, or 5 per cent of the total, were shut down. The improved condition of the refining industry in 1928 was indicated in several ways; namely, in an increase in the total capacity of the completed plants, in the opening up of a few plants which were shut down during 1927, in a decrease in the number of plants dismantled, and in an increase in the number of plants under construction. The majority of the refiners have followed a steady expansion program commensurate in most cases with the increase in demand for petroleum products. Obsolete equipment has been dismantled and modern equipment has been installed, with the net result that the total capacity of the completed refineries in the United States has shown a steady increase since January 1, 1918, the date of the first Bureau of Mines survey. Between January 1, 1928, and January 1, 1929, the number of completed plants fell from 423 to 413, but their total capacity increase 259,160 barrels, or 8 per cent. This compares with an increase in runs to stills of domestic and foreign crude petroleum of 10 per cent, and of domestic crude alone of 7 per cent.

A computer system for calculating the illumination on coal mine surfaces due to machine-mounted lights is described. Utilizing numerical models of mining machinery and measured data on luminaire output characteristics, the program computes the ft-candle levels incident on the mine entry surfaces for any desired machine/luminaire/ entry configuration. Shadowing effects of the machine are taken into account. Results are provided at 2 ft. intervals on the face, left and right walls, floor and roof. The system operates, interactively from a Tektronix 4014 graphics terminal which handles all input/output functions. The software is installed on a Cyber 74 computer that communicates with the terminal via telephone line.

The U.S. Bureau of Mines inventoried Federal mineral lands in Idaho and classified them in detail, section by section, according to their availability for mineral exploration and development as affected by legal restrictions and agencies' management practices. The Bureau also identified known mineral deposit areas (KMDAs) and areas conducive to oil, gas, and geothermal resources. This information is shown on maps (developed in part by geographic information system technology) that spatially compare the availability for mineral entry of Federal land with these KMDAs to demonstrate the extent and severity of restrictions on mineral entry. Idaho contains 53.1 million acres, 35.7 million (67%) of which is Federal mineral land. About 7 million acres of this land is within KMDAs that host medium-to high-value locatable mineral deposits; 36% of this land is available, 27% is slightly to moderately restricted, and 37% is severely restricted or unavailable. For the leasable minerals, about 1.8 million acres are within KMDAs that host medium-to high-value phosphate deposits, about 5.4 million acres are favorable for oil and gas resources, and 3.9 million acres for geothermal resources. The percentages of land availability are 30%, 45%, and 25% for the phosphate acreage, 38%, 34%, and 28% for the oil and gas acreage, and 43%, 30%, and 27% for the geothermal acreage.

This Bureau of Mines report is a study of the organizational framework of the ferrous scrap industry, of the products produced, and of the factors affecting the consumption of ferrous scrap by the steel industry. Consumption data from 27 major iron and steel firms in the States of Illinois, Indiana, Iowa, Michigan, Minnesota, and Wisconsin during the period between 1957 to 1962 were grouped by type of iron and steel furnace production facilities to determine consumption pattern for various grades of scrap in comparison to ingot production, hot metal consumption, and home scrap generation. Grades of scrap affected by changes in scrap consumption were determined, and the pattern that emerged was analyzed. Correlation of scrap demand and its effects on scrap prices based on price of scrap receipts of No. 1 heavy melting scrap and No. 2 bundles in the Chicago area for the years 1957 through 1962 indicated that demand trends do not always affect the price of scrap, Past and present technological advancements in steelmaking processes are discussed, and their effects on the scrap industry are analyzed.
