"PURPOSE OF REPORTThe purpose of this report, which is the third of a. series on the coal mines of the Western States, is to give the findings of a study of the causes and methods of prevention of accidents from falls of root and coal in the mines of Lincoln County, Wyo. The three mines covered in this report, referred to as A. B. and C, account- for 9 per cent of the coal production in the county and nearly 9 per cent of the State's total production. For comparative purposes some statistical data are presented bearing upon the relation of injuries to their causes, to tonnage produced, to men employed, to days worked, and to days lost as the result of injuries.FATALITIES IN WYOMINGTo show the necessity for this study, Table 1 given the fatalities that occurred during 1928 in the bituminous—coal mines of the United States, of the State of Wyoming of Lincoln County, and in Mines A, B, and C, followed by a brief description of the Kemmerer coal dis-trict, its coal beds and immediate roof, thickness of cover, dip of coal beds, methods of mining timbering for roof support, roof testing, and supervision. All of these factors must be considered in any plan outlined to prevent accidents resulting from falls of roof and coal.ACKNOWLEDGMENTAcknowledgment is made to the officials of the operating companies for their cooperation and assistance during the study and collection of data to complete this report.GENERAL INFORMATIONLocation and Ownership The mines included in this report are within 18 miles north and south of Kemmerer, Lincoln County, Wyo. They are severed by branch lines of the Oregon Shorty Line Railroad Coal production and men employed underground in the three mines are indicated in essential detail in Table 2."

ORIGINAL experimentation in specially designed arc-melting furnaces and a comprehensive review of technical literature have helped with an understanding of electric arcs as used in metallurgical applications. Results relevant to the distribution of electric potentials and currents, temperatures, pressures, the consumption of electrodes, the identities of particles participating in electrical conduction, and the modes and mechanisms of discharge are presented and discussed. Present knowledge of high-current arcs is insufficient to test pertinent theoretical suggestions. However, the chief doubts concern the identities and the liberation or formation of current-carrying particles. It seems that either (1) novel formulations of existing concepts are needed, or (2) essentially new concepts must be recognized to explain observations. An analysis of the situation has led the authors to favor the latter possibility and to suggest the existence of supplementary conducting particles. The conduction of current by the streaming of charged agglomerates is postulated. Another outgrowth of analysis is an equation for the arc potential as a function of current densities in the arc. In lieu of conclusions, the potentialities of practical applications and specific needs for fundamental clarification are summarized.

Although the attention of those interested in diseases peculiar to mining as teen focused recently on one duct disease - silicosis - other respiratory diseases may cause more suffering and economic loss. The increased incidence of these diseases usually is attributed to exposure to abnormal air conditions underground, such as sudden changes from high to low temperatures, excessive dust, and noxious gases. The principal respiratory diseases to which the mine is subject axe bronchitis, influenza and pneumonia, pulmonary tuberculosis, anthracosilicosis, and. silicosis. Although the mortality statistics in some of the tables included in this paper are old they have been corroborated by later, lees complete data Bronchitis Bronchitis is en inflammation of the bronchial tubes due, among other causes, to the inhalation of irritants such as dusts (organic and inorganic). Occupations that entail exposure to atmospheres polluted, by irritating gases carry with them the risk of bronchitis. According to Collie (1), it cannot be distinguished clinically from bronchitis occurring among the general population, and its association with tae inhalation of dust or gases usually is unrecognized.

This report is one of a series written by members of the Solid Fuels Mission to Germany describing wartime developments in the mining , preparation , and utilization of coal . This mission was organized early in 1945 under the auspices of the Technical Industrial Intelligence Committee , which cooperated with a counterpart British committee . The Solid Fuels Mission operated under the direction of a steering committee headed by Dr. C. J. Potter , Deputy Solid Fuels Administrator . The personnel of the mission consisted of H. F. Yancey, in charge , J. W. Buch, Thomas Fraser , L. L. Newman , and L. D. Schmidt of the Bureau of Mines ; H. H. Lowry , Director of the Coal Research Laboratory , Carnegie Institute of Technology; H. J. Rose , Vice - president and Director of Research , Bituminous Coal Research , Inc .; and F. H. Reed , Chief Chemist , Illinois State Geological Survey . Over 50 reports were written by the members of the Solid Fuels Mission . These , together with microfilms of supporting data obtained in the course of the investigations , are on file at the Bureau of Mines , Washington , D. The U.S. economy grew moderately in the second quarter of 1985 with real gross national product (GNP) recording a seasonally adjusted annual growth rate of 2.0%, up from the 0.3% growth of the previous quarter but significantly below the 7.1% growth of the second quarter of 1984 (table I). Personal consumption expenditures grew 5.3%, with purchases of durable and nondurable goods rising 7.4% and 5.1 %, respectively; nonresidential and residential fixed investment--the two components of fixed investment--grew 11.8% and 5.6%, respectively; and Government spending rose 3.6%. However, these gains were tempered by a major decline in the growth of business inventories (from $19.1 billion to $8.3 billion) and the continuing growth of the net export deficit (from -$28.4 billion to -$33.3 billion). While the high value of the dollar compared with other currencies has been a major cause of the expanding trade deficit, its value, as measured by the monthly Federal Reserve Board (FRB) multilateral trade-weighted dollar index, has declined over 17 index points from its February peak to 140.94 in July. The July dollar value was still high historically. The rate of inflation, as measured by the fixed-weighted price index for GNP, remained low at 4.1%, down from 4.3% in the first quarter, and employment continued to grow at a rate sufficient to keep up with new additions to the labor force. Civilian unemployment has remained steady at 7.3% over the past 6 months. Industry Statistics The FRB recently revised its index of industrial production and changed the base year from 1967 to 1977,1/ The revised total index shows a 0.1 % higher annual growth rate between 1967 and 1984 than the previous index. In the slower growing or declining industries, such as metal mining, primary metals, and fabricated metals, however, downward revisions in the indices and rates of growth have occurred. The previous and revised annual rates of growth between 1977 and 1984 for several of the sectors of interest to the mining industry are shown in table 2.

Placer gold and platinum-group metals (PGM) In the Slate Creek area, northern Chistochina Mining District, are derived from silicified and carbonate-altered, Cretaceous-Tertiary (?) dikes and related mafic and ultramafic rocks. Gold In the placer deposits is also derived from Tertiary conglomerate and altered Jurassic-Cretaceous argilllte. The argilllte and Igneous bedrock sources show a unique Ag-Au-Cu-Hg-PGM association that Is attributed to a combination of magmatic, hydrothermal, and supergene processes. The bedrock and placer deposits contain a variety of gold silver-lead-copper and PGM alloys. The observed geochemical, mineralogic, and alteration features are consistent with current geological models for turbidite-hosted gold deposits. No economic gold or PGM lodes were Identified, but several areas warranting more detailed investigation were Identified. Conventional geochemical sampling and analysis of small sample splits weighing between 10 and 30 grams were shown to be unreliable as a consistent means of identifying gold- and PGM-bearing bedrock. Pan concentration of pulverized rock samples was shown to be a more effective, but still Imperfect means of Identifying gold and PGM source rocks. Geochemical data and mineralogic examination indicate that gold and PGM in potential lode sources are very finely and erratically disseminated, are chemically combined with other elements, and may not be entirely free-milling or amenable to simple gravity concentration.

A knowledge of the mechanics of wave propagation through the earth is essential if reliable communication systems are to be designed for coal mine environments. To obtain a reliable basis from which accurate propagation predictions could be drawn, a series of theoretical Studies have been prepared for the Bureau of Mines by Mr. Ramsay Decker of Spectra Associates, Inc. through a subcontract with Collins Radio Group. These reports formulate the analytical techniques from which wee may derive frequencies and antenna configurations that yield the optimum signal-to-noise ratios over the greatest distances in mine environments. The reports of sections 2 and 4 deal with analytical techniques for determining the signal-to-noise ratio within a mine environment for loop-to-loop and line source-to-loop antenna configurations. The analytical results of these reports were then implemented into computer programs to obtain predictions concerning through-the-earth signal propagation. These preliminary predictions are based on noise data compiled by Bensema, Maxwell and Stone, and WVU prior to the extensive research conducted by the National bureau of Standards (NBS). These initial measurements indicated a 20- to 30-dB lower noise level than that measured recently by N BS. The recent NBS data is that used by Collins in the final predictions.

"MANGANESE METALMethods of PreparationMethods of preparing the manganese metal that has been used in chemical and metallurgical investigations have passed through a cycle. Most of the investigations made before the turn of the century used Moissan's pyrophoric manganese. 5/ This material was made by electrolysis into a mercury cathode and distillation in vacuo. It was essentially a pure material, and investigations in which it was employed (with proper precautions against oxida¬tion) led to accurate results concerning the intrinsic behavior of metallic manganese.An early investigation of the properties of ""Manganese-by-Mercury"" was made by M. Guntz. 6/ He prepared manganese by electrolysis of a concentrated MnCl2 solution with a mercury cathode. The manganese amalgam was pressed through chamois and distilled in vacuo (2 to 3 cm. of mercury) at 200°0., slowly rising to 250°0. Guntz recognized especially the decreased reactivity of manganese with increased temperature of mercury distillation. The most careful and com¬prehensive study of manganese made by this method is that of Kuh 7/ whose work unfortunately was never published in an accessible journal.Royce and Kahlenberg 8/ studied the electrode potential of manganese made by this method."

In June 1929 the Bureau of Mines issued a 13-page information circular entitled "Mineral Wool," which was one of the first publications to present to the public Rome technical aspects of the mineral-wool industry. Since then several articles on the subject have appeared in the technical press as well as in publications of State organizations. Inquiries for information on mineral wool have continued to be received by the Bureau of Mines in large number, and in 1935 it was decided to make a field survey of the plants then producing and to collect therefrom technical data to be compiled in a paper for nubile distribution. With the cooperation of the industry, this survey was made, and Information Circular 6984, Mineral Wool, was published in January 1930. The issue was exhausted after a few months, and requests for copies continued to come to the Bureau. As opportunity arose, further field studies were made in American as well as Canadian plants. The present circular contains the essential information in Information Circular 6994 together with date from later field studies.

The mine of the Porter Coal Co. is located at the town of Porter in the northwestern part of Jefferson, County, Ala., about 20 miles west of Birmingham. The operations in this mine are confined to the middle and bottom benches of the Mary Lee bed. The coal from the Porter mine is handpicked and washed before being placed on the market. The handpicked lump coal and the washed egg and nut, coal are sold chiefly as domestic and steam-raising fuel. The coal finer than 1 inch is washed in 2-compartment jigs and utilized in the manufacture of metallurgical coke. The coal company has found that, when coal ranging in size from 1 to 0 inch is washed in jigs, a considerable amount of high-ash material finer than 3/16 inch remains in the washed coal. This paper gives the results of an investigation which was conducted for the purpose of determining the washing characteristics of the through 316-inch raw coal and the extent to which the ash might be reduced by means of coal-washing tables. This investigation has been made in connection with an. extensive study of the coal-washing problems now being conducted by the United States Bureau of Mines and the University of Alabama, with the cooperation of the coal-mining companies of the State.

This paper evaluates the effectiveness of remotely applied nitrogen-enhanced foam to aid in efforts to isolate and suppress a mine fire. The foam, in combination with a remotely-installed cementitious mine seal and a novel borehole pressure sampling methodology to determine the location of the suspected ignition source, was used to help control ventilation and inert the area surrounding the suspected ignition source by isolating it from oxygen. This allowed mine rescue teams to safely enter the mine, seal the area, and begin recovery operations to successfully return the mine to full production.

It is a pleasure to submit to the National Critical Materials Council (Council) some of my thoughts concerning the important tasks which lie before you. It long has been my belief that America's economic health and national security may depend to a substantial degree on whether we have available to us an adequate supply of critical and strategic materials at reasonable cost. To the extent the Council can contribute to the identification and implementation of wise public policies which facilitate the achievement of that goal, we and our children should be grateful. Even before assuming office, President Reagan warned of the danger of undue dependence on imported materials essential to the Nation's defense and economic well-being. After his election, he appointed a transition task force on strategic and critical materials, and he later directed the Cabinet Council on Natural Resources and Environment to prepare .a National Materials and Minerals Program Plan and Report to Congress, which he forwarded to the Congress in April 1982. In 1984, my predecessor, Secretary Clark, established the National Strategic Materials and Minerals Program Advisory Committee, popularly known as the "Mott Committee" because of its distinguished chairman, retired Admiral William C. Mott.

The electromagnetic retransmission system is a new, automated method of locating trapped mine workers. This technique overcomes many 1 imitations inherent in electromagnetic direction finding by reducing the effects of the conducting ground to an acceptable maximum, by finding position accurately in the presence of antenna tilt, and by eliminating the need for the receiver to be located directly above the subsurface transmitter. Three transportable three-axis magnetic-dipole transmitters on the surface create a system of electronic grids in which the phases of the downlink Signals convey position information. The subsurface retransmitter modulates the uplink carrier of the existing beacon transmitter with the received downlink signal; the coal-pillar loop antenna is used for both receiving and transmitting. The uplink receiver uses a three-axis antenna and extensive digital signal processing. A small computer integrates data, estimates position, and controls system operation through VHF-FM communications. Both coal-mine and deep-mine operation are possible by selecting appropriate transmitting power and signal frequencies. This report shows such systems to be both feasible and practical.

The complex organic chemicals in coal differ from those in petroleum mainly by the ratio of carbon atoms to hydrogen atoms; this ratio is about 2 for coal and 1 for petroleum. By changing the ratio, coal can be converted into compounds similar to those found in petroleum. In. very simplified form, omitting here the special conditions required, the paths by which this can be done are: [ ] Part or all of the coal is first gasified by reaction with steam and oxygen, either in a gasifier or while the coal is still in place underground. The resulting gas is mainly hydrogen and carbon monoxide, with impurities that .must be removed before further processing by one of the following routes.

Beasley, smelter superintendent, whose generosity, sympathy, and assistance made it possible to obtain this information for the mining industry.GENERAL DISCUSSIONWhen the charge has been dropped into the lead blast furnace, it is out of control of the operator to the extent that, whatever the material is, it must practically all be melted and run out of the blast furnace. The necessary uniformity of mixture to produce slags of regular composition and the choice of the slag—forming ingredients and products to be formed can be made only before the charge to dropped.It was found (R.I. 3096) at Kellogg, where the charge is mostly sinter, that the ratio of the slag—forming ingredients taken from each tuyere was nearly constant, in contrast to the irregular composition of slags taken similarly from a furnace whose charge consisted of ingredients differing greatly in chemical and physical nature, including size. If the charge consists almost entirely of sinter, the blast furnace should then operate more uniformly."
