Regulatory processes associated with development of a world class lead-zinc mine, Red Dog Mine, in northwestern Alaska were reviewed and evaluated. Informal interviews with key project personnel, consultants, and agency field and permitting specialists provided perspective on the regulatory successes and failures of the project. Due to potential impacts to air quality, water quality, wetlands, and National Park lands, an Environmental Impact Statement was required. By developing a comprehensive baseline of information on the existing environment to aid in minimizing impacts during project siting/design and through regular coordination of evolving project plans with regulatory agencies, the mine developers were able to acquire necessary permits in a timely and cost effective manner. The only major exceptions occurred when inadequate information was collected on dispersal of airborne particulates, rates of surface water run-off, and groundwater quality. These deficiencies resulted in the need for design changes, unscheduled construction, additional environmental monitoring costs, and delays in issuance of the NPDES permit.

The U.S. Bureau of Labor Statistics reports that the mining industry has the highest average annual fatality rate (31.9 per 100,000 workers) among all major American industry. To address this, a major research program to reduce hazard exposure of miners with computer-assisted mining equipment was initiated by the U.S. Bureau of Mines.1 One application involves the manual process of extracting and hauling coal where operators, in the tight confines of a mine, can be struck or caught by mobile machinery. The approach to remedy this problem uses a guidance system on the haulage equipment so that it follows the machine that extracts coal. This, in essence, involves sensor-based docking of the machines. Sensors that can survive the hostile mine environment of dust, methane gas, and water, play the key role. Computer analysis of the mining machine's movements and empirical machine characterizations were conducted to establish operating requirements and spatial limitations to ensure proper loading of coal into the haulage equipment. These data served in the selection of a sensing system. Various technologies such as scanning laser systems and ultrasonic sensors have frequently been used in other applications but were found unacceptable. However, a near infrared (IR) sensor employing active targets met the requirements. The sensor has a nominal 75° conical field-of-view and a range from 0.1 to 18.0 m. For the single target mode, nominal range accuracy was 4.3% at a distance of 3.56 m. Correction algorithms were generated reducing the error to 0.6%. Airborne dust testing showed less than 0.8% accuracy (worst case) degradation at levels exceeding (by a factor of 7.5) concentrations permitted by Federal law. The sensor can track multiple active targets providing five degrees-of-freedom (DOF) measurements. Using four targets, the nominal range accuracy was 0.4% without correction algorithms. A guidance system for the haulage system to follow the mining machine does not exist commer¬cially. Such a system can reduce fatalities and injuries by current haulage mining equipment, and is a viable alternative to current haulage control.

Salient information on reserves, production, and consumption of fuels and energy by State is summarized in this Bureau of Mines publication. Reserve and production data are shown for each of the fossil fuels (coal, crude oil, natural gas liquids, and natural gas) and for uranium. The consumption data of each of the major consuming sectors (household-commercial, industrial, transportation, electric power, and miscellaneous) are broken down by energy source (coal, petroleum, natural gas, hydropower, and nuclear). In addition, total energy consumption in the Nation in 1974 is compared with consumption in 1973 and 1975 (preliminary data).

This report presents recommended guidelines and regulatory changes applicable to electrical installations in underground oil shale mines. These recommendations are based on information gathered from oil shale operators, government agencies, and other knowledgeable sources familiar with existing plans for mining systems and electrical installations, and on present understanding of the problems and hazards associated with oil shale mining. Additional discussions of specific electrical problems related to oil shale mining are also presented. These specific problems include: ? Ground fault current levels ? Permissible electric wheel motors ? Permissible batteries and electric starting systems ? Intrinsically safe instrumentation and applicability of existing test standards.

Dusts can be filtered out of air streams onto polymer surfaces by electrostatic trapping resulting from the spontaneous transfer of electrons upon contact between dust particles and the polymer surfaces. Such spontaneous contact electrification has been studied quantitatively in this contract with the aid of modern semiconductor charge-sensors with the aim of determining what basic principles govern the sign and magnitude of contact electrification. Information obtained by capacitance-voltage measurements of thin polymer films on silicon showed that charges as large as 4 x 1012 electrons per cm2 develop spontaneously, and that such a charge gives adhesional forces of 165 pounds per square inch (11 atmospheres). Direct measurement of dust polymer contact electrification, using silicon surface channel conductance sensors, also showed spontaneous charges of more than 1012 electrons per cm2. Some polymers can either donate or accept electrons. These included chlorinated polyethylene, chlorinated polypropylene, polyethylmethacrylate, and a copolymer of maleic anhydride with n-octadecylvinylether. Other polymers never accepted electrons but could donate electrons; these included polystyrene, pulychlorostyrune, polyvinylchloride, polyvinylacetate, a polycarbonate (Lexan), and cellulose tributyrate. Contact electrification studies were made with dusts (coal dust, a channel black, or a silica powder) contacting thin films of various polymers solvent-cast onto the semiconductor charge-sensor. Sometimes charging was instantaneous and sometimes slower, but in all but one case (coal dust on a copolymer of maleic anhydride with n-octadecylvinyl ether) the charge trunsfer was a donation of electrons by the polymer to the dust. As a result of early experiments in underground mine illumination, the Bureau of Hines recognized the need for additional experience with the underground lighting of coal mines having low seam thicknesses. There was already experience with tile illumination of coal mines having higher coal seams, and this contract with Ocean Energy Inc. (OEI) was undertaken to contribute to the "low coal" experience. For the purpose of this contract, a "low coal? mine is defined as one having less than 45 inches of overall headroom in the working places. As a practical limit, 26 inches was the minimum coal seam thickness to be encountered in this program. In one instance, the maximum coal seam thickness was eight to ten feet, however, this particular work was at the direction of the Technical Project Officer (TPO) by virtue of the unique type of lighting arrangement that was to be evaluated which would be useful for low coal. At the outset of the contract, three major tasks were established. The first two tasks involved the installation of permissible fluorescent lighting equipment at two low coal mines. The intention was to illuminate mining sections in each case consisting of one or more machines. The third task was to illuminate a variety or mining equipment including a longwall. For the purpose of this report, the fol-owing identifies the particular installations associated with each task.

This paper presents the details of milling practice and costs at the conglomerate mill of the Calumet & Hecla Consolidated Copper Co., Lake Linden, Mich., and is one of a series on milling methods being published by the Bureau of Mines. GENERAL DESCRIPTION The mines of the Calumet & Hecla. Consolidated Copper Co. are located in the Keweenaw Peninsula of northern Michigan. The mines of this district lie in a belt not over 4 miles wide and 100 miles long, which contains more or lees commercial ore. The Calumet & Hecla properties are the farthest north, except for the Seneca, of the operating mines. The district borders on Lake Superior, and by means of the Portage and Torch Lake waterways the largest lane vessels, can transport coal and other supplies from the lower Lakes directly to the company docks.

The COALSTAR Project, which operated from November 1981 to December 1982, was a research and development project aimed at providing a reliable and inexpensive means of monitoring various waste site conditions via the GOES satellite system. The GOES system provides data transfer from unattended isolated sites where neither power nor telephone lines exist. The reliability and resolution of the data received while using the satellite link were excellent; however, the site instrumentation gave considerable trouble. The disastrous failure of a large coal waste embankment in 1972 led the Bureau of Mines to undertake a comprehensive program to reduce the likelihood of such an occurence again. Part of this program involved the installation of instruments to monitor the stability of a specially-selected embankment operated by Armco Incorporated near Montcoal, West Virginia. Initially, the instruments were monitored by normal telephone lines and used normal commercial power from the local utility. The project described here was initiated to replace this monitoring system with an unmanned, solar-powered data collection system which transmitted data via satellite to a central computer facility. The satellite data network is the National Earth Satellite Service of the National Oceanic and Atmospheric Administration.

This publication is the third of a series of reports on hazards and the prevention of accidents at blast-furnace plants that is being published by the Bureau of Mines, Technical Paper 106a being the first and Technical Paper 136b the second of the series. This bulletin, which is arranged in three parts, treats of the causes and prevention of blast-furnace breakouts, explosions, and slips. The first part discusses blast-furnace breakouts, the hazards therefrom, causes, and features of furnace design and methods of operation that tend to prevent breakouts or lessen their number, and points out safety measures to be adopted. The second part takes up the theory and causes of gas explosions at blast-furnace plants and reviews the better methods in use for handling gas. The third part analyzes the causes of hanging and scaffolding in blast furnaces, with the resulting slips that frequently cause injury to the plant and danger to the workmen, describes features of construction and furnace design and methods of operation employed to prevent hanging and slipping, and suggests precautions and safeguards.

"Introduction In studying the mine disaster files of the Bureau of Mires for preparation of a bulletin on coal-mine explosions, a table was compiled covering various features of fan installations and the handling of air currents at the time of and after the disasters. As a sidelight on this discussion, there was tabulated the loss of life and number of men injured.Discussion of collected dataOf the 164 disasters tabulated, 148 were explosions, 14 were fires, and 2 involved both fire and explosion. The total loss of life was 4,158 and 412 were injured. There were 145 disasters in bituminous coal mines, 13 in anthratice mines, 2 in lignite mines, 1 in a cannel coal nine, and 3 in metal mines. By States, 35 took place in Pennsylvania; 17 in West Virginia; 16 in Oklahoma and Alabama; 15 in. Kansas and Illinois; 12 in Indiana; 7 in Colorado; 6 in Kentucky; 3 each in Ohio Tennessee and Wyoming; 2 each in Arkansas, Montana, Washington, Virginia, New Mexico and Utah and 1 each in Iowa, Missouri, Maryland, and California."

A system capable of monitoring mine electrical power systems and detecting impending component failure could significantly improve power system safety and reduce unscheduled equipment downtime. Such monitoring would require a method of evaluating electrical parameters, calculated from terminal values, for indications of component deterioration. The U.S. Bureau of Mines has targeted electrical failure of squirrel cage induction motors and examined the use of mathematical models to aid in this evaluation. The initial stage of this work is complete, and has produced polynomial networks called adaptive learning networks (ALN's) that can detect and quantify winding insulation leakage simulated on laboratory motors. In this modeling process, empirical data from laboratory motors were used to select the electrical parameters most significant for assessing motor conditions, and mathematical expressions relating these parameters to simulated deterioration were formed. ALN's developed thus far can process readily measured motor terminal information and quantify power and current levels of laboratory-simulated leakage to within 1% and 3% of full load values, respectively, for motors in the 10- to 150-hp size range. The next stage of this research is validation of these ALN's for actual motor failures; this stage is currently underway, using accelerated life testing of laboratory motors.

The development of fire hazard criteria for noise control products in underground coal mines are presented. Qualifying requisites of the criteria include maintaining miners' safety, allowing for maximum use of noise control products, and economic feasibility. The burning process is analyzed for its relationship to fire hazard criteria developed by NASA and the FAA, and the mine environment is analyzed in conjunction with the end-use applications of noise control products. Also, the interim fire hazard specification developed by MSHA is appraised as it applies to end-use applications of noise control products. From these analyses and a literature survey, fire hazard criteria are developed. They include an initial screening procedure that evaluates the level of flammability testing required. Fire tests that may be indicated are the Vertical Flame Test, the Ignition Temperature Test, and the 25-Foot Tunnel Test.

Three properties in the Tuolumne River RARE II area, the Eagle Bluff Mine (lode) and the Indian Creek Bar and Bossy Bar Prospects (placer), have identified subeconomic gold resources (table 1). Nineteen other properties have potential for gold resources. Adjacent to the study area, five properties have identified mineral resources, and nine others have potential for resources. Properties having high-grade zones (shoots), but licking enough tonnage to be classified as resources, are listed in table 2. Gold, in lode and placer deposits, is the principal mineral commodity in the Toluene River study area. Ten properties within the RARE II boundary have gold-rich zones or shoots; they range in size from 12 to 2,500 tons and in average grade from 0.09 to 0.97 oz gold per ton.

Two triggered barrier systems and several extinguishing agents were tested against coal dust explosion propagating in the main entry of the Bureau of Mines Experimental Mine at Bruceton, Pa. One system used a high-pressure cylinder to propel the extinguishant; the second system used pressurized nitro-gas or Halon 1301 (CF3Br) in a low-pressure system to power the disperser. The relative efficiencies of the extinguishants were determined by compar¬ing calculated concentrations of the extinguishant clouds present in the mine during suppressing of the explosions. Results showed the following trend of increasing effectiveness: Purple-K (KHC03)<water<hybrids consisting of foam or water combined with Halon 1301<Halon alone. On a weight basis, water was two to three times as efficient as Purple-K, whereas the hybrids and Halon alone were only marginally superior to water. Maximum efficiency of an extinguishant is attained by high rates of discharge from the barrier and by minimizing the time interval between onset of discharge and flame arrival to that necessary for discharge. Both the high- and low-pressure barrier systems were demonstrated to be capable of suppressing coal dust explosions; however, because of the potential hazard of the former, the low-pressure system is considered to be the most attractive prototype.

Deterministic and stochastic simulation were combined to develop a computer model of an open pit mining system using bucket wheel excavators and related materials handling equipment. The model is closed and dynamic in the sense that information is fed back to control activities at various levels and reservoirs. The results of interaction between unit operations in one time interval determines overall system behavior for the next interval. Equipment performance curves and system profile characteristics rather than time studies are applied to determine the operation of each activity at any time period. For that part of system where performance is dictated by a random variable~ subjective probabilities are employed. Two stages of research were considered to formulate this model. Stage one involved the formulation of equipment sub-assemblies for the sequence of equipment moves along with related assignments and routines for information retrieval. The second stage of research combined all sub-assemblies into an integrated open pit mining simulator. The model is not tailored for any specific open pit operation but is readily adaptable to any system of surface mining including operations having a high degree of complexity. The objectives of the work described in this report are to determine the communications requirements and need for communications, both for voice and control, on longwalls, and to make recommendations for longwall communications equipment and systems. These recommendations are designed to guide the future development of longwall communications. Information necessary for the accomplishment of this work has been gathered by a series of visits to longwall mines and discussions with longwall mine operators, as well as with suppliers of longwall communications and mining equipment and with Bureau of Mines personnel. In addition, it has proven possible, through personal interviews and literature evaluation, to gain an understanding of the experience and attitudes towards longwall communications in countries where longwall mining is far more widespread than in the U.S., namely the Federal Republic of Germany, the United Kingdom, France and Belgium.

From evidence made available during the investigation, it was concluded that the first of a series of explosions occurred at 1:15 to 1:20 p.m. September 21, 1951, in an underground vault that housed pressure regulators on the gas-distribution lines that served Brighten. This explosion damaged the pressure regulators and permitted high-pressure gas to enter the distributing mains and individual-service lines. As a part of the gas-distribution system was not provided with means for protection against such excessive pressures, gas gained access to the interiors of many residences in this area and caused a series of disastrous explosions and fires, which took place during a period of approximately 2 hours after the initial explosion in the pressure-regulator vault. Two persons were killed in the first explosion in a residence, and a third person died of a heart attack attributed to the excitement that prevailed during the explosions and fires, Twenty-three persons were listed as injured. Forty-one residences were either destroyed or damaged - 11 by explosion and the remainder by fires, which developed as a result of gas leakage into residences. Fifteen residences were listed as "completely down" or "gutted." Unofficial estimates of property damage ranged from $1,000,000 to $1,500,000. In view of observations made and information obtained during the investigation, recommendations are presented in this report relative to the natural-gas distribution system in Brighton, which may be helpful in the prevention of similar accidents in this and other communities.

A large metallurgical experiment station at Salt Lake City to house the works of the Bureau of Mines in the intermountain area properly has long been projected. It finally became possible when a Public Works Allotment of $300,000 was set aside for building and equipment. With the new building assured, the Bureau of Mines decided to move the headquarters of its Metallurgical Division from Washington, D. C., to Salt Lake City, Utah. It was felt that this move would simplify they administrative work of the chief engineer of the division, as all stations devoted primarily to metallurgical work are west of the Mississippi. These include Rolla, Mo.; Minneapolis, Minn.; Pullman, Wash.; Reno, Nev.; Berkeley, Calif.; Boulder City, Nev.; and Tucson, Ariz. In addition to these stations will groups, of investigators working on metallurgical problem, are maintained at Pittsburgh, Pa., and College Park, Md. Salt Like City was clearly a more central point for the direction of this scattered work than Washington, D. C. The building (fig. 1, A and B) was designed from general plans worked out by the authors of this paper. Contraction was begun in March of 1939, and by the end of the year the Metallurgical Division had moved, into its now quarters.

Research and development of respirable dust sampling instruments which will more accurately collect the respirable Cuss as defined by the Federal Coal Mine Health and Safety Act of 1969. 2. Development of a better means of control of respirable dust and float dust.
