"It is generally felt that flow-through shares face a bleak future under the set of tax rules proposed in the federal government's tax reform white paper. Industry and government circles are beginning to give thought to alternatives to flow through as a mechanism for facilitating equity financing in the exploration industry. Despite suggestions that grants and tax credits may someday be on the table, industry is sticking to its position that there is no substitute for flow-through. There is serious concern that introduction of the ""cumulative net investment loss"" (CNIL) rules, the phase-out of the mining explorati0! 1 depletion allowance (MEDA), and the Increased capital gains inclusion (750/0 versus 50%, at present) will make the economics of flow-through so unattractive after 1989 that these shares will hold little appeal to most investors. The question might be raised, then, as to what alternatives exist by way of tax or other government assistance that could help the exploration sector.The purpose of this paper is to survey the types of government incentives that could be of some value to explorationists and to the mining industry in general. For the past several years, flow-through has been in the spotlight insofar as incentives to the exploration industry are concerned. Other potentially useful and attractive incentives have been partially hidden in the shadow of flow-through. These incentives, in certain circumstances, can be of considerable benefit, and should not be ignored."

Effective recovery of gold was investigated by using adsorption gels prepared from pure cellulose, cotton and paper by treating with concentrated sulfuric acid. Only gold was adsorbed with extraordinary high loading capacity from varying concentrations of hydrochloric acid separated from other precious metals and base metals. The formation of fine powders of metallic gold was visually observed, which is attributable to the selective reduction of gold (III) ion to metallic gold clue to its high oxidation-reduction potential. Recovery of gold from the leach liquor of hydrochloric acid of circuit boards from spent mobile phones was attempted using pure cellulose gel.

THOSE familiar with the development of the Horne mine can readily appreciate that more and more accommodation bas been required for underground labour as the mine has grown. A permanent fire-proof change house, 30ft. by 75 ft., was built in 1927 to accommodate 194 men. This was extended ro 30 ft. by 92 ft. in 1928 to accommodate 296 men, and to 30ft. by 110 ft. in 1930 to accommodate 398 men. By 1933 this building was again overcrowded and tentative plans for a new change house were drawn up. However, it was realized that future operations would be centred around No. 4 shaft and a proposed new shaft, and the decision as to the location of the new change house had to be deferred until the area which seemed most suitable for the new shaft had been thoroughly explored underground. In the spring of 1934, the basic idea was accepted of drying the wet clothes in open mesh compartments or baskets located between rows of standard steel street-clothes lockers and built so that the covers or lids would serve as seats or benches.

"The property of Consolidated Central Cadillac Mines, Limited, consists of 1,103 acres formerly held by Central Cadillac Mines, Limited, and Wood Cadillac Mines, Limited. Both mines have been partly developed to depths of 565 and 1,000 feet respectively, and from 1939 to 1943 they produced gold, with small amounts of silver and tungsten, having a total value of $2,208,528 from 377,489 tons of ore. The average grade of the ore was $5.85 a ton . Less than 10 per cent of the ore hoisted was discarded by sorting. New development work, carried out since the former Wood property has been purchased by Central Cadillac, has shown that the tonnage indicated by mine workings and diamond drilling exceeds 2,000 tons per vertical foot.The property lies between the claims of Kewagama Gold Mines, Limited, and Pandora Cadillac Gold Mines, Limited, and straddles the Cadillac 'break' for a length of nearly 1 ½ miles. The main workings are 1 3/4 miles east of the well-known O'Brien gold mine.GEOLOGYOutcrops are very scarce, with none at all of the most important horizons, so that the general geology shown in Fig. 1 is deduced mostly from underground workings and diamond drilling. Fig. 2 is a vertical cross-section and Fig. 3 a longitudinal section through the ore zone.The ore lies within a belt of Blake River volcanics which is approximately 600 feet wide and is flanked on the north and south, respectively, by Cadillac and Kewagama sediments. All the formations have a nearly vertical attitude. The Blake River belt consists essentially of well sheared volcanic tulfs, but associated with these in the northern part are a number of bands of iron formation and the central part, to a width of 100 feet, is occupied by talc schists, making the Cadillac fault proper. Intruding the volcanics south of the Cadillac shear zone are dykes of two types- finegrained aplite or quartz albitite, and porphyry; both consist essentially of albite and quartz and are distinguishable only by the grain size. They have the general east-west trend of the formations they intrude."

"The Mining concessions of Quemont Mining Corporation, Limited, are located at 48°16'N latitude, 79°00'W longitude, in Rouyn township, northwestern Quebec. Six hundred and forty acres in area, they lie directly north of, and contiguous to, the Horne mine of Noranda Mines Limited. The north arm of Osisko Lake covers a large area of the southern part of the property. The orebodies lie below the Jake with one body extending through to the bedrock surface.The property was staked in 1922, and was originally known as the Murray Claims. The group attracted interest from numerous exploration companies because of the proximity of the Noranda orebodies.The United Verde Extension Company, of Arizona, optioned the claims in 1926. They sank a shaft to a depth of 235 feet, at a short distance from the Noranda boundary. From a level established at a depth of 215 feet they completed 3000 feet of exploratory driving from which 6000 feet of diamond drilling was done. Only a small body of siliceous gold ore was found before they dropped their ·option.In 1928, The Mining Corporation of Canada purchased a 90 per cent interest in the property. An operating company, later named Quemont Mining Corporation, was formed. An electrical survey was carried out on a portion of the property, followed by deepening of the shaft to 922 feet. Levels were established at 500 and 900 feet, and 4,800 feet of driving and more than 3000 feet of diamond drilling were carried out from them.Geological knowledge at that time recognized that a major break, the Horne Creek fault, lay not far inside the south boundary. Striking north 80 degrees east, the fault dipped south at 85 degrees. The rock on the north side of the fault was massive rhyolite; to the south, meta-diabase and a little rhyolite. A left-handed movement was indicated by a 600-foot offset on a north striking diabase dyke. The small body of siliceous gold ore, referred to previously, was confined to the 215 level."

This paper deals with drilling and blasting techniques at the Phoenix mine, near Grand F1nks, B.C., which is now operated by The Granby Mining Company Ltd. The difficulties of open-pit mining through former underground workings are unique to this operation. Rock types are related to drilling conditions, and the methods used, or contemplated, to overcome the several difficulties are outlined. The equipment used is also mentioned. Finally, blasting techniques and costs are reviewed. Introduction T HE Granby Mining Company operates on open-pit copper mine and concentrator at the site of the original Phoenix mine, near Grand Forks in south-central British Columbia. The pit is a side-hill cut measuring approximately 1,000 by 2,000 ft., and covering a vertical range of from 4,550 to 4,950 feet above sea level. The mill is currently operating at 1,900 tons per day. A 4.5 to 1.0 waste to ore ratio necessitates the removal of some 15,000 tons of ore and waste per working day. A major clay products industry in the Medicine Hat area since before 1910 has maintained a continued interest in the clays of the Cypress Hills. For the first forty years the materials used were local red-burning Cretaceous and Pleistocene clays and sands and high-quality stoneware clays of the Whitemud Formation at Eastend, Saskatchewan. Recently a much broader spectrum of raw materials has been brought into use. Including the exposures of the Eagle Butte structure, the Cypress Hills present a 1200 m section of clay-like sediments. Of this 1200 m about 94 per cent, the high montmorillonite shales of the Upper Cretaceous, can be considered useless, or nearly so; the remaining six per cent, all fresh-water beds, presents a wide variety of potentially useful materials. The development of these clay resources is complicated by deep surface creep on the south flank of the Cypress Hills, by largescale slumping on the north flank and by a structural complex in the Eagle Butte area.

THE cyanide plant of the Cariboo Gold Quartz Mining Company, Limited, at Wells, B.C:, in the Barkerville section of the Cariboo mining division, was erected during the latter part of 1932 and placed in operation in January, 1933. The initial capacity of the plant was about 50 tons daily. This was increased to 100 tons at the end of 1934 and stepped-up to 150 tons in September, 1935. It is expected that further plant extensions, for milling a total of 200 tons daily, will be required during the early part of 1936. Recent additions to the mill have been so planned as to permit ready expansion to 275 tons daily when underground development warrants the milling of this tonnage. It is the purpose of this paper to outline briefly the steps taken to bring the plant to its present capacity and to comment on possibilities for further plant expansion. The gold in Cariboo Gold Quartz ore occurs as free gold in the quartz and on pyrite surfaces. Some of it is very finely divided, specks l/10,000 inch having been observed microscopically, according to Dr. G. Hanson. In addition to pyrite, which comprises probably 15 to 20 per cent of the mill feed, galena and sphalerite are present, with small amounts of arseno-pyrite and chalcopyrite. Sulphobismuthites-chiviatite, galenobismutite, cosalite, etc.-occur more or less frequently in certain sections of the mine. Following tests on Cariboo ore by the Mines Branch, Department of Mines, at Ottawa, treatment of the ore by straigh t cyanidation was recommended and a 50-ton plant employing continuous counter-current decantation was erected. This plant was built as a pilot mill, the intention being to erect a larger mill after metallurgical treatment had proved successful over an extended period. This original installation, however, has been enlarged and retained as an operating unit, additional equipment being added to it as capacity increases have been required.

MR.]. G. TRAILL: My only excuse for contributing to the discussion on Mr. Hall's interesting paper is that I had the good fortune to be employed at Noranda during those romantic years, 1927 and 1928, when construction was at its height. The mine was in course of being rapidly prepared and brought into production, and the initial difficulties in crushing-plant and smelter were being met and overcome. They were stirring days, and perhaps those members who were with the second Empire Mining and Metallurgical Congress in 1927 sensed the atmosphere of excitement and activity that prevailed. Early History. Noranda must surely possess some of the most remarkable ore-bodies known to mining men, and the story of their development is pure romance. Ed. Horne's faith in the property, and the persistence of Thomson and Chadbourne, were richly rewarded in the end, but only after some very thin times had been experienced. In those early days access to the district was by the Kenojevis river and various portages to Osisko lake, on the shores of which the mine and smelter and the town of Noranda now stand. But all the early work was done on the Chadbourne claims, more than a mile to the west; through the b~sh. I have read a log of the events of that period, and through the whole tale of hard work, discouraging developments, occasional shortages of food, and constant danger from forest fires, can be read the faith and persistence of the men in charge. The Chadbourne ore was of that well-known type which, though just too low-grade to pay (with gold at $20 per ounce), is yet sufficiently encouraging to lead one on in the hope of striking something better. It was only as a last resort that work on the Chadbourne claims was suspended and a diamond drill brought to the gossan-covered hill beside the lake. The diamond-driller told me his version (it may be exaggerated) of how the position and direction of the first hole were decided on. He was told, "You might as well set up your drill here, and drill in, say, that direction". I believe that the first hole went through the richest ore ever found at Noranda. After the drill had gone through about 150 feet of solid sulphide ore running 17 per cent copper and 4 dwt. of gold per ton, it passed into barren rock, but the diamond-driller expressed the opinion (I wonder how he knew)) that the hole would come into ore again before long.

During the geological synthesis of the Réservoir Pipmuacan area (NTS 22E) by the Ministère des Ressources naturelles (Québec), several ilmenite-apatite occurrences, some well-known and some recently discovered, have been examined. These occurrences are hosted in the Lac-Saint-Jean and Labrieville AMCG anorthositic suites. The Lac-Saint-Jean Anorthositic Suite (1160-1140 Ma), composed of multiple intrusions covering an extensive surface area, is characterized by labradorite plagioclase. The Labrieville Anorthositic Suite (1010-1008 Ma) is characterized by andesine plagioclase. It was previously known as the Labrieville Anorthosite, which was composed of a small isolated pluton located east of the Lac-Saint-Jean Anorthositic Suite. However, new geochronological data and field observations indicate that the Labrieville Anorthositic Suite in fact includes several intrusive bodies, namely the La Hache Monzonite and the Mattawa Anorthosite. A series of major structures (Saint-Fulgence, Pipmuacan, and Chute-des-Passes deformation zones) and their conjugate faults played an important role in the emplacement of the Lac-Saint-Jean Anorthositic Suite. The Saint-Fulgence deformation zone appears to have been involved in the emplacement of the Labrieville Anorthositic Suite. Oxide mineralizations are abundant in both anorthositic suites. Ilmenite, magnetite (± titaniferous), and apatite assemblages are found mostly in the labradorite-type anorthosites, while hemo-ilmenite, magnetite and apatite assemblages are associated only with the andesine-type anorthosites. Field works has revealed ilmenite-apatite mineralizations in a variety of settings, with grades reaching 48% TiO2, 16.2% P2O5, and 71.7% Fe2O3 (tot). Numerous oxide-bearing gabbronorites, often accompanied by or located near massive apatite-oxide accumulations (nelsonites), were discovered. Among these oxide-rich zones, breccia zones with anorthosite enclaves in an oxide matrix (ilmenite-magnetiteapatite) have been observed. Locally, ilmenite-apatite mineralization occurs as cumulate concentrations in ultramafic rocks. Evidence has been observed for immiscible magmas, for magmas differentiated from a mangerite or jotunite parent, and even for late magmas differentiated from the anorthosite magma itself (apatite-bearing anorthosite). Finally, the northern part of the Lac-Saint-Jean Anorthositic Suite hosts sulfide and vanadium mineralizations associated with ilmenite-apatite enriched zones, with grades reaching 1.48% Cu, 1.22% Ni, 1.6% Cr2O5, 0.25% Co, and 0.52% V2O5.

"In 2012 diesel engine exhaust (DEE) was classified as a human carcinogen by the International Agency for Research on Cancer (IARC) and is one of the most common workplace carcinogens internationally. We estimate that approximately 2.4% of lung cancers (n=560) and a suspected 2.7% of bladder cancers (n=200) are attributable to occupational exposure to DEE annually in Canada. High levels of exposure to DEE in mining results in a disproportionate number of cancers in this sector (approximately 220 lung and 20 suspected bladder cancers annually). These could be prevented by reducing the number of workers exposed and level of exposure. KEYWORDS Bladder cancer, Diesel engine exhaust, Economic burden, Lung cancer, Mining, Occupational cancer, Prevention, Regulation INTRODUCTION Diesel engine exhaust is a complex mixture of gases and particulates containing known and suspected carcinogens such as benzene, polycyclic aromatic hydrocarbons (PAHs), and metals. Approximately 900,000 Canadians are exposed to diesel engine exhaust at work, making it the most prevalent occupational lung carcinogen in Canada (CAREX Canada). Diesel engine exhaust is recognized as one of the most common workplace carcinogens in the world, but its classification as a human carcinogen by the International Agency for Research on Cancer (IARC) was relatively recent. In 2012, after decades of mounting evidence, diesel engine exhaust was upgraded from a probable (IARC Group 2A) to a definite human carcinogen (IARC Group 1) (IARC, 2014). The IARC evaluation was based on strong evidence in humans for an increased risk of lung cancer, as well as strong evidence in animal studies. The key human evidence considered by IARC was from epidemiologic studies of workers in truck transportation, rail transportation, and mining industries, where the use of diesel engines is widespread. These studies provided strong sufficient evidence for an increased risk of lung cancer, as well as limited evidence for bladder cancer. The human studies used particulate matter, generally measured as elemental carbon (EC) or total carbon, as a surrogate for diesel engine exhaust to assess the risk associated with level of exposure. The animal studies reviewed by IARC showed sufficient evidence for cancer with exposure to whole diesel exhaust and the particulate matter fraction of diesel exhaust, but not for the gas phase components."

"The H.B. Mine, a zinc-lead operation of the Consolidated Mining and Smelting Company of Canada Limited (Cominco), is in south central British Columbia, on Sheep Creek, a west-flowing branch of the Salmon River. It is 3 miles by road from B.C. highway No. 6, 30 miles south of Nelson, B.C., with an excellent highway connection to the smelter city of Trail, 35 miles from the mine. The nearest permanent settlement is the village of Salmo, 7 miles distant by road. The mine is situated along a belt containing other important zinc-lead deposits, including those of the Canadian Exploration Company, 3 miles to the south, and the Reeves MacDonald mine, 9 miles distant again to the southwest.Deeply oxidized outcrops were located in 1907 on the north side of Sheep Creek valley by two prospectors named Horton and Benson. The property was given the name H.B., after the two discoverers, and there commenced a long and intermittent series of mining operations designed mainly to develop and extract oxidized lead-zinc ore. In 1925 a determined attempt was made by a British syndicate to develop a large tonnage of sulphide ore, but this ended in failure after some 3,000 feet of lateral development had been done. In 1927 Cominco acquired the mine, but it lay idle until 1946 when a geological study was followed by a program of surface drilling which encountered extensive sulphide mineralization. An underground development program revealed more details of the deposit, and sufficient ore was found to warrant construction of a 1,000-ton mill. Mine preparation and mill construction were completed by early 1953, but production was deferred due to low metal prices. The mine was finally brought into production early in 1955."

MANY improvements have been made in recent years in the milling of industrial minerals and it is the purpose of this paper to review some of the more important innovations that are now being used in the preparation of these products. Some of the observations which will be made have been prompted by what was seen on a recent trip to industrial mineral milling plants in the north and central sections of the eastern United States. The flotation plants visited were those of the Valley Forge Cement Company at West Conshohocken, Pa., the International Agricultural Corporation at Mount Pleasant, Tenn., and the Aluminum Ore Company at Rosiclare, Ill. Besides these, sand plants in Pennsylvania, West Virginia, and Ohio, coal-cleaning plants in Pennsylvania, pyrophyllite, mica, feldspar, clay, and kyanite plants in North Carolina, and a zinc mill and the Tennessee Valley Authority ceramic laboratory in Tennessee were visited. The milling of industrial minerals can be considered under three broad headings, namely, crushing, grinding, and purification. Usually there is both a separation and grinding problem in treating an industrial mineral, but the problems are distinct, although sometimes a separation is made while grinding, as in the case of a Raymond throw-out mill, which grinds and at the same time throws out most of any hard material present in its feed.

Control of the quenching capacity of the cooling water is of primary importance for maintaining the quality and recovery rate of ingots produced by direct chill casting. Industrially, this can be done using a cylindrical metallic probe undergoing rapid quenching by direct immersion in a reservoir filled with casting water. Such a test rig originally developed at Alcan Arvida Research and development Centre was modified and used to assess the role of key parameters affecting the boiling heat transfer. During the tests, the probe of the instrument undergoes the effects of different heat transfer mechanisms. An experimental study was performed in order to clarify the details of the probe-water heat transfer during rapid quenching. The heat flux along the surface was determined by mathematical modeling using the measured temperature signals, while the corresponding heat transfer regimes like stable and unstable film boiling, nucleate boiling and natural convection were identified by the analysis of high-speed video recordings. "Phosphate rock is shipped by boat from Florida to Vancouver, B.C., where it is unloaded and stored in a 50,000-ton silo. It is shipped from Vancouver in 100-ton hopper cars in 80-car trains to Fort Saskatchewan. Both the ship and the hopper cars are on a back-haul with potash. The rock cars are unloaded at Fort Saskatchewan at a rate of approximately 4 cars per hour. The rock is stored in three concrete silos, 40 ft in diameter by 110 ft high, which hold 18,000 tons of recoverable rock with 2,000 tons dead space. The rock is reclaimed from the silos by gravity and fed to the phosphoric acid plant by remotely operated conveying equipment.Problems encountered in the operation include scheduling the rock shipments, contamination of the rock with potash, and handling the 80-car trains both in Vancouver and Fort Saskatchewan."

An advanced real-time monitoring system, called a "Tapblock Diagnostic System" is under development to help furnace operators manage the operation and maintenance of their tapblocks. The life of a water-cooled tap block in a smelting furnace ranges from several months to several years, depending on the operating conditions. Tapblocks are typically replaced at regular maintenance intervals; a strategy based largely on historical records and not on the actual condition of a particular tapblock. The Tapblock Diagnostic System monitors the tapblock throughout its life and accumulates probable wear events to help the operator assess the residual integrity of the tapblock. Benefits of this system include the ability to provide early warnings of tap block wear to provide improved safety and maintenance planning. Using cooling-water flow together with copper and water temperature measurements, the system performs calculations that compare the present tapblock performance with the expected operating envelope using a multivariate statistical method (Principle Component Analysis). The operating envelope is pre-calculated for a wide range of operating conditions using transient thermal modeling (Computational Fluid Dynamics). A state indicator in the form of a green, yellow and red light is used to inform operators of the tapblock performance and health status.

A series of titiania- and silica-supported Au, Pt and Pt-Au catalysts prepared through different synthetic routes have been investigated in terms of their structural properties, adsorption of CO, and catalytic activity for the selective catalytic reduction of NO by propylene and the oxidation of and CO. Catalysts prepared by incipient wetness impregnation from individual Pt and Au precursors, exhibited characteristics very similar to those of monometallic Pt catalysts. This behavior is consistent with a model in which the two metals remain segregated due to their miscibility gap, and only Pt participates in the adsorption of CO and the reactions under consideration. In contrast, catalysts prepared from a Pt2Au4(C=CtBu)8 organo-bimetallic cluster precursor exhibited different behavior both in terms of CO adsorption and their catalytic activity for the three reactions examined. The combination of the kinetic, spectroscopic and structural characterization data suggests that in this case Pt and Au remain intimately mixed in the form of Pt-Au bimetallic particles, and that the presence of Au modifies the behavior of Pt.

In this research, novel YSZ ceramics doped with 5 mol% Nd2O3 were manufactured via Spark Plasma Sintering (SPS) process. The sintered Nd2O3-YSZ ceramics were subjected to a static supercritical water environment at a temperature and pressure of 400 °C and 31 MPa, respectively. The weight loss and microstructure development of the sintered ceramic before and after exposure to supercritical water was studied. The results suggested that Nd2O3 addition significantly improved the degradation resistance of the YSZ ceramics. This was attributed to the improved phase stability of the 5 mol% Nd2O3-YSZ ceramics, since X-ray Diffraction (XRD) studies showed that the cubic stabilized matrix in these ceramics was retained after exposure to supercritical water. In comparison, pure YSZ ceramics exhibited a rapid degradation behavior as well as a phase change.

"Abstract - Argentina, a large country with an important agriculture industry, needs an ever-increasing amount of phosphorus and potassium, as essential elements for plant growth. Current requirements are met from imports, but potential resources exist in Argentina. For example, several phosphatic occurrences are known in paleo-marine basins, the most significant of which are in Tertiary units in Patagonia. In addition, two types of potassium deposits are also known in Argentina: evaporite deposits in the Neuquén Basin at depths of 750 m to 1500 m contain 22 to 25 wt% K2O equivalent; and glauconitic sandstone containing about 6 wt% K2O has been identified in Patagonia.Several experiments were undertaken to test unprocessed phosphate rocks as slow-release, direct-application fertilizers, with good results. In addition, it is proposed that direct application of glauconitic sands would provide an efficient and economic alternative source of potassium. Tests with glauconite samples are still in progress. The existence of both phosphate and glauconitic rocks in Patagonia suggests that development of an extractive industry for these materials would not only help Argentina approach self-sufficiency in fertilizer usage, but also assist in the socio-economic development of this region."

The engineering properties of a geologic material are greatly affected by the presence of macropores. Previous research has demonstrated that the size, location, and proximity of macropores influences both the strength and stiffness of specimens. Knowledge of the distribution of macropores in a specimen prior to testing would be useful for a number of reasons. We are developing a non-destructive method called cross-specimen acoustic tomography (CSAT) currently to determine some (or all) of the macropore characteristics for a laboratory specimen. The CSAT method uses a set of piezoelectric sensors that generate and receive high frequency acoustic waves. We measure the travel times of the acoustic waves through a specimen and then use a commercially available tomography software package to invert the data. The inverted velocity model is then used to locate the voids within the specimen. Two dimensional (cross-sectional) results from plaster specimens containing large macropores of Styrofoam show the technique is promising and worthy of further development.
