An efficient stores organisation is essential for an efficient undertaking. Unless the stores organisation is able to meet the requirements of its requisitioners promptly and economically, the undertaking as a whole cannot function efficiently.Delays or errors in supply of material, or substitution due to lack of material availability from the stores are costly and must be eliminated. This then makes the objective of a store, to supply on demand at the cheapest possible price, those items of stock which it is organised to carry, also to procure as quickly as possible and at the lowest price those special items required which are not normally carried in stock. To do this it is necessary to set up a stores organisation consistent with the size and requirements of the undertaking. Stores organisations vary with the nature of the undertaking they are designed to serve. In the case of the Broken Hill Associated Smelters Pty. Ltd., an organisation has been established to meet the operating and maintenance requirements of the Port Pirie Works. These embrace the particularly wide range 0:1; activities associated with roasting" blast furnacing and refining the lead concentrates from the Broken Hill Mines in a continuous metallurgical process producing a variety of refined metals; also many associated activities including power production and engineering maintenance and construction.

Urban railway systems need high invest- ments, especially if their routes and stations have to be placed in the subsurface. In the FRG the construction and equipment cost of urban underground railway systems are in the range of 60 to 100 Mill DM per km tunnel. For this reason, track sections on the surface and on elevated structures are used as far as that is possible. Considering whole systems, the costs are in a range from to 45 Mill DM per km length for a metro system with about 80 % of its tracks and stations in tunnels and from 20 to 25 Mill DM per km for a light railway system with about 25 % subsurface infra= structure. The amount of route lengths in tunnels depends on the size of a city, the situation regarding above ground structure and free space on the surface, the level of service quality which has to be achieved with the railway system etc. Despite of the urgent needs to improve the transport conditions there very often arise doubts if an urban railway system is really necessary and can be justified in an economic sense. The experience from many cities around the world shows, that there arise a lot of benefits from urban railway systems, especially with larger sections placed under- ground. They are to be found in the interests of the operator (f.e. operating costs), the user (travel time, quality of service etc.) and regarding social aspects (environmental protection, accidents, consumption of energy Etc.).

Mining projects draw together stakeholders with various degrees of experience in managing and assessing financial risk. When this risk is not fully appreciated or quantified, the potential for making decisions not suited to investor requirements is significantly increased. A feasibility study provides key information on project development potential, requiring detailed technical investigations with thorough financial analysis. Centaur Mining and Exploration (CME) owned and operated Cawse Nickel Operations (CNO), one of three Australian projects to develop and process vast amounts of near surface nickel resources. A technical ædue-diligenceÆ and æbankable feasibility studyÆ confirmed the large resource base, newly applied yet tested technology and relatively low unit costs would produce nickel in the lower half of industry operating costs. A number of production variables including capital requirements, delayed start-up, nickel grade, processing, maintenance and product output were outside the feasibility estimate. This was combined with exchange rate fluctuations and lower Ni prices. The inability to generate adequate cash flow and service debt repayments ultimately led to receivership and liquidation of all assets. Following the sale of CentaurÆs gold and nickel divisions, $A 784 million remained outstanding to creditors. This paper aims to define key issues leading to CNOÆs collapse by reviewing feasibility parameters, valuation methodology and project development. Some methods of assessing project viability are discussed with the aim of increasing stakeholder risk awareness.

My closest personal connection with the problems of rehabilitation comes from two years spent on a project at Weipa. At the beginning I am fairly certain that the engineers did not understand the mental processes of the ecologist they were dealing with. I am absolutely certain that the ecologist did not understand the minds of the engineers. This form of the two cultures problem is the root of some of the matters that lie behind this lecture. It is possible to establish a stabilising cover of vegetation on virtually any land surface, short of a cliff. While the biologist knows this he also knows that the physical and chemical nature of a given acre of land combines with climate to define quite sharply just what plants can be grown there. In the case of land after mining the range of plants may be quite limited. The engineer, and his masters in the accounting section, seem (in my experience) to expect that rehabilitation can be carried on with equal speed and facility in any location. This belief commonly leads to a situation where rehabilitation is not considered until mining is well under way. True, the mine must be proved as an assured profit- earner before money can be justified for the non-productive (to the miner) expense of rehabilitation. But when the miner finally starts rehabilitation he does not always get a convincing and speedy result. Furthermore, the failure may not be easy to overcome. This is even more likely to be the sequence of events if the miner wants, or is obliged, to specify the exact type of vegetation to be produced, e. g. commercial forest, pasture,' or the original native vegetation.

Climate change and global warming present a significant challenge as unsustainable levels of greenhouse gas emissions arising from human activities continue to be emitted. The cement industry is responsible for between five and ten per cent of annual world carbon dioxide emissions; most arising from the manufacture of Portland cement (PC). An effective way of reducing emissions is by incorporating supplementary cementitious materials (SCMs) as partial PC replacements. SCMs are silicate or aluminosilicate based pozzolanic materials which, in finely divided form, combine with water and calcium hydroxide (lime), liberated by cement hydration, to form compounds exhibiting cementitious properties. Pitchstone is such an aluminosilicate and has the potential to act as an effective pozzolan for partial replacement of PC. In North Queensland, Australia, a vast deposit of pitchstone is mined and processed for expandable perlite aggregate. During the classification stage of the excavated natural material, waste pitchstone fines (PF) less than 0.5 mm in size are generated. This study evaluates the waste PF as a viable, eco-friendly pozzolan for the partial replacement of PC. The reactivity of the PF is compared to fly ash (FA), using the pozzolanic compressive strength activity index (SAI) after seven, 28, and 91 days ageing at 20 per cent and 40 per cent PC substitutions. PF was found to be comparable to FA as a pozzolan at 20 per cent PC substitution at all ages tested. However, for the 40 per cent substitution blends significant strength was only achieved at 91 days ageing for the FA blend. The pozzolanic reactivity was also investigated using thermogravimetric analysis to determine the degree of free lime present after 91 days. In all cases where an SCM was added, the free lime was observed to be consumed with increasing age.

The management of safety has undergone a number of radical changes in the past 100 years. The most important paradigm shifts occurred through the work of Heinrich, followed by the advent of the safety systems era and, more recently, the behavioural safety approaches that have become increasingly popular around the world. Each of these æapproachesÆ to safety has left an indelible mark on the way we target safety improvements, helping decide which interventions are deployed and how they will be measured. They have also resulted in a number of æmythsÆ about safety management, each of which will be discussed, analysed and challenged in this paper. This paper highlights the complex problem of æcomplacencyÆ, that has arisen out of the increased levels of regulation and consequent perceived protection that workers enjoy in the work place. It also looks at a phenomenon called æaccident migrationÆ which results from a superficial treatment of accidents with changes to rules and procedures. The most recent approach to safety is generally known as behaviour-based safety, which flowed from the human sciences and quality management era. This approach has had a dramatic impact on the way safety is managed around the world, but still falls short in a number of key aspects, most notably the area of risk awareness and risk understanding. Many workplace accidents occur simply because the risk is unidentified, underestimated, not understood or ignored. This paper proposes a new direction for safety, called competency-based safety. It is based on cognitive psychology aimed at combating the consequence of modern protection. A case study is presented detailing the deployment of this approach throughout Placer Dome.

A key premise to this paper is that most people involved in the design and implementation of drilling and blasting operations could benefit from a greater understanding of the geological materials, deposits and landforms they are dealing with. The second key ingredient for successful blasting is the concept of blasting objective. Mine operators and blasting contractors must be clear on what drives their costs (blasting leverage) and should formulate blasting objectives and operational targets which help in this regard. Many operators ignore geology descriptors and features apart from the name of the rock and start crudely quantifying the rock mass properties in terms of uniaxial compressive strength, or even worse still as hard or soft. This occurs too early in the design process and not much attention is paid to the geological materials, geological structures and the characteristics of the deposit they intend to excavate. In effect the rock type name and the strength descriptor become the site geology. Furthermore many blasting operators do not formalise their blasting objective, do not set operational targets and do not measure results to the degree required for continuous improvement. In this paper a number of civil, surface mine and underground mine blasting applications are tabulated in terms of typical blasting objectives and common geological materials. A good description of geological materials can convey a lot of useful information for blasting operators if they are able to accommodate this knowledge. In addition a clear statement of the blasting objective and associated operational targets will maximise the likelihood of achieving blast-driven downstream productivity improvements. The Hunter Valley Coal Chain (HVCC) consists of mining companies, rail operators, rail track owners and terminal operators, together forming the worldÆs largest coal exporting facility. In 2008, the throughput of HVCC was about 92 million tonnes, or more than ten per cent of the worldÆs total trade in coal for that year. The coal export operation generates around $15 billion in annual export income for Australia. As demand has increased significantly in recent years, and is expected to increase further in the future, efficient supply chain management is crucial. The Hunter Valley Coal Chain Coordinator Limited (HVCCC) was founded to enable integrated planning and coordination of the interests of all parties, thus improving the efficiency of the system as a whole. One of the many planning challenges faced by the HVCCC is that of annual maintenance planning. Different supply chain elements, such as trains, railway track, terminal equipment and load points, must undergo regular preventive and corrective maintenance, leading to significant reductions in system capacity (up to 15 per cent). However good alignment of the maintenance tasks can reduce their impact, and the HVCCC undertakes an annual process to ensure the impact of maintenance on the supply chain capacity is as small as possible. This is achieved in an iterative negotiation process between HVCCC and individual service providers. In the past, maintenance schedule optimisation was largely manual, which for the more than 1000 tasks involved is quite labour-intensive.In this paper the authors describe an approach developed at the University of Newcastle in partnership with the HVCCC to automate this schedule optimisation process. We will discuss our experience in applying exact (mixed integer programming) and heuristic techniques from mathematics and computer science to address the problem. This work is anticipated to lead to new decision-support tools for the HVCCCÆs capacity planning team.

The breaking of rock by explosives occurs so rapidly that the details of the phenomenon cannot he observed by the unaided eye. High resolution cameras and VCRs offer a means of slowing down the blasting action. A high resolution super video camera with digital zoom and a variable shutter speed was imported and used for the first time in India as a tool for blast optimisation studies at Malanjkhand Copper Project. Slow motion play-back revealed that the gases vented out through the fissures. The crest moved prior to the lower portion of the bench when initiated with detonating cord. The delay timing between the rows was not enough to provide sufficient relief and rock movement. This inadequate delay timing resulted in flyrock from the back rows. Stemming ejection was observed from practically all the holes. The muck profile was not satisfactory. A trial was carried out using 450 ms in hole delays and 25 nis surface delays. The front row holes were drilled based on the observations made from the laser profiling survey system. The video of the monitored blast showed that the rock started moving prior to the stemming ejection. It could be clearly seen that the entire block was completely initiated through the surface delays before the onset of the burden movement, thus eliminating any chance of misfires. Viewing blasts in high quality slow motion was useful to arrive at modified design parameters, resulting in uniform fragment size distribution and controlled rock movement.

This paper presents a method for estimating the strength and stability of model coal pillars with bedding planes (weakness planes) inclination. The strength of coal relative to the angular difference between the principal stress direction and bedding planes is considered. The failure behaviour of model coal pillars containing weakness plane inclination by using servo-control Schenck Machine are shown. Uniaxial and triaxial compressive strength of coal specimens are investigated, and test results indicated that the strength of coal pillars depends on the weakness planes inclination with respect to the principal stress direction. However, it is shown that with increasing confining pressure, the effect of weakness planes inclination on the strength of the coal specimens is reduced. An empirical method is given for prediction the compressive strength of coal containing weakness planes inclination. The results of this method are compared with the experimental results and Jaeger theory. Finally, three well-known empirical strength criteria were tested against the triaxial test data for coal containing weakness planes inclination.

The definition and recognition of silver minerals is very difficult. In general such minerals occur at low concentration and can be hard to identify and measure using conventional optical mineralogy. The present paper describes the use of the QEM*SEM system to tackle this problem and provide information of use to the metallurgist. Three aspects of QEM*SEM are used to special advantage in this application. Firstly the automated mode of operation is used to make a rapid search for the sparse phases. Secondly the X-ray capability is used to identify the mineral phases. Finally the image analysis programs quantify the distributions of the minerals which are found. The paper deals with the identification stage of the process and with the use of the data which can be derived. Silver minerals which covered a range of ore types and composition were collected and studied in detail. On the basis of these measurements and information received from a number of mining companies regarding the important minerals, a classification table was prepared. This table listed about 40 different silver mineral types which could be identified by QEM*SEM and which were of interest in silver recovery processes. Where the silver occurs in solid solution in concentrations greater than about one per cent, the silver content in the species was subdivided into ranges based on statistical intervals. The QEM*SEM system was programmed to recognise these as separate species. Examples are presented of the use of the system in defining the type and morphology of the silver mineralisation to assist in the assessment of batch flotation test Samples.

Oxy-ACETYLENE system of welding and cutting is at present practised in two forms, which may be described as the high and lowpressure systems. In the high-pressure system the two gases, oxygen and acetylene, are delivered. to the blow-pipe under pressure from properly constructed trade cylinders. Oxygen cylinders are in two sizes, each containing 100 and 200 cub. ft. of gas respectively. These cylinders are charged to a pressure of 120 atmospheres, or 1800 lb. per sq. in. approximately. The acetylene cylinders are made in one size as far as the writer knows, and contain 200 cub. ft. of acetylene gas at a pressure of 10 atmospheres. Each cylinder is provided with a valve and connection for attaching a regulator to "break down" the high pressure in the cylinders to the necessary low working pressure of the blow-pipes, and to deliver the two gases at a constant pressure irrespective of the variable pressures in the cylinders. These regulators can be adjusted down to as low as 1 lb. and are provided with two pressure gaugesone reading the contents of the cylinder in atmospheres, and the other the working pressure in lb. per sq. in. The high-pressure, or "two cylinder" system is compact and can readily be transported from place to place in the works. For this purpose the two cylinders are mounted on an easy-running 4-wheeled truck, which the operator and assistant find no difficulty in manipulating. In the low-pressure system the two gases are delivered to the blow-pipe, one from the oxygen cylinder and the other from the acetylene gas generating plant, which consists of the following:Generating cylinder, half filled with water, into which the cathoide is plunged. This paper presents a review of heat illness in mining, including reference to several recent investigations by the author. Heat illness is a collective term, covering the conditions of heat stroke, heat exhaustion, heat cramps and miliaria rubra. Heat stroke is life-threatening and is by far the most serious condition. It is rare in mining, if appropriate control measures are instituted. Heat exhaustion is primarily due to hypohydration, following prolonged sweating in hot conditions. Symptoms include fatigue, headaches, dizziness, anorexia, nausea, vomiting, shortness of breath, or brief syncope. Confusion, ataxia, prolonged unconsciousness or convulsions are strongly suggestive of heat stroke. Heat cramps are painful involuntary contractions of skeletal muscle associated with work in hot conditions. The limbs are usually involved and the spasms typically last a few minutes, during which the affected part of the body is incapacitated. Heat cramps tend to occur in heat exhaustion, when hypohydration becomes marked. Miliaria rubra is a skin rash caused by extravasation of sweat into the skin, as a result of obstruction of the sweat glands. It occurs after prolonged and profuse sweating in hot environments. It can take three to four weeks of sedentary duties, in an air-conditioned surface environment, for the condition to resolve. Heat illness would be unlikely in underground mining, if the thermal environment was sufficiently well controlled by ventilation and refrigeration. This is however, often not practicable. Where engineering controls alone cannot provide sufficient control of risk, the residual risk can be assessed using an appropriate heat stress index. While procedural controls may further reduce the residual risk, it is important to remember that these are less reliable than engineering controls and cases of heat illness may still occur. Procedural controls include the application of heat stress limits, education, hydration, self-pacing, early symptom reporting, medical advice, acclimatisation procedures, air conditioned accommodation, support to achieve a healthy body mass index, and an effective emergency response capacity.

The results presented here show quite definitely that in the system investigated the intensity of dispersion is enhanced by switching the flow entry from bottom to sides of the packed trough. Since there is no reason to suppose that this would not be true generally then it is not surprising that the blast furnace dispersion data of Standish and Polthier lie above the data for packed columns with bottom fluid entry. In fact, on the basis of the present results, blast furnace dispersion results can never equal standard packed column behaviour but must always be above these. The result that the intensity of dispersion in the trough model is higher closer to the side ports than away from them is at variance with that of Standish and Polthier blast furnace results. Aside from the obvious structural differences between these two systems, it is thought that the presence of raceways and the tortuous path of the gas flow in the furnace may provide an answer. Clearly this is an important difference in the behaviour of the two systems and further investigations designed to clarify the position would have significant practical value. This would also give an indication of how the furnace D/ud values may be decreased along the whole height - assuming of course that this result gives the best overall performance of the furnace. However, there is to date no knowledge whatsoever about this aspect of blast furnace Technology.

At the beginning of this year it was my pleasure and responsibility to take over the Presidency of our Institute from Mr A. A. Parish who, as did his predecessors, filled the office with distinction. It is a great privilege to address you as President and it is an occasion for my wife and family, and I am most grateful for your inviting them to the buffet dinner. Our Secretary (Miss Jacka), who processes all Presidents, has told me that there are neither questions nor discussions on Presidential Addresses, and that being so, I felt free to select a controversial topic. The address I have prepared is not strictly true to label; because I intend to include also the effect on agricultural production in Australia if Britain joins the European Economic Community (i.e. the Common Market).Three points of view are1. the European, which is one of equanimity deriving from the initial brilliant success of their scheme,2. the British, which is one of anxiety not to miss the bus, coupled with a commendable wish not to inimically affect existing Commonwealth arrangements,and3. the Australian, which is one of alarm.In England all are drawing their own conclusions on the subject and views range from the extreme desirability, to the extreme undesirability, of the United Kingdom joining.No one in Britain wants Australia, or New Zealand, to...

The last decade of national water reform implementation has improved the availability and efficiency of water source allocation in Western Australia. However, it is critical to recognise that the concurrent mining boom witnessed the approach of full water allocation limits, and increasing trends in mineral processing, water infrastructure costs, and wastewater management costs. Water supplies are commonly viewed as absolutely critical to project feasibility in mining, industrial and energy generation projects, even if considered 'non-core business'.   An increasing density of mining projects and industrial estates in Western Australia (WA) creates an opportunity for water infrastructure cost sharing and synergies. The WA government and its agencies have given preliminary consideration to the establishment of independent water utilities in the goldfields (Kalgoorlie), the Pilbara, and Collie regions, and in the Kwinana Industrial Area. The impending Oakajee industrial area and Mid West regional development, and Anketell port in the East Pilbara, could also be considered for common non-municipal water supplies.   The critical issue of apparent commercial risk due to the large scale of water demands and the low customer numbers in the minerals sector relative to other water markets is expected to mandate government partnership in any non-municipal water utility ownership. The commercial feasibility risk is observed as a risk to water supply security for potential mining and industrial customers. Absence of proper water infrastructure planning and governance has the potential to create infrastructure access issues as observed for Pilbara rail developments under the Trade Practices Act 1974.   Other aspects of water cycle management which could be addressed by a non-municipal utility include resumption of mine dewatering water (required changes to WA legislation that are progressing) and consolidated wastewater management for maximising synergy or reuse opportunities and minimising cumulative environmental impacts.   Address of water infrastructure planning for non-municipal water demands must cover commercial and environmental sustainability outcomes to successfully progress minerals sector growth in the State.

In earlier studies along a mining region recipient (the river VormbScken, northern Sweden), the fraction of certain trace metals recovered in the particulate phase has been found to increase with increasing concentrations of particulate iron. This study was conducted to see if the pattern could be reproduced by adding minor amounts of ferrous iron, simulating groundwater inputs. When the iron is oxidised in the near neutral river water, it will form iron oxyhydroxides and precipitate. Trace metals may be either co-precipitated along with the iron, or adsorbed onto the freshly formed precipitates. If this is the case, such a mechanism may be incorporated as a part of a final polishing step in a mine drainage treatment system based on natural attenuation processes. The experiments were performed at 0¦C and 22¦C, on authentic river waters collected during the winter and summer of 2002, respectively. In order to investigate the influence of particles and bacteria initially present, filtered river waters (4 solution were added to the experimental beakers, increasing the iron content of the waters by 0 - 1.5 mg/L. The oxidation and precipitation processes were followed by means of filtration (0.2 ¦m) for up to seven days. In order to be able to compare the experimental results with the actual field situation, on both experimental occasions, surface water samples were collected also from three stations situated along the river. The samples collected were analysed for iron, calcium, and trace metals by AAS and ICP-MS. The iron oxyhydroxides formed in the experiment did not influence the partitioning of As, Cu, and Pb to the same extent as the particulate iron encountered along the river appeared to do. Timestudy analysis of mining operations at North Broken Hill Limited has been carried out by dissecting operations into small elemental components, and accurately timing these elements. Over a wide range of observations, this has enabled standard time values to be calculated for all underground work.The application of the standard values is in calculating performances as a measure of work output and Performance Controls are kept on approximately two-thirds of underground employees. Through the Controls it has been possible to stimulate supervisory action to improve low performance, and to reduce delays and lost time.The values are used to calculate contract" prices, and anomalies in previous prices have been adjusted on work values and not on arbitrary standards. In out-of-the-ordinary circumstances, the request for a timestudy investigation has been made by both operatives and foremen, and the contract set following the timestudy analysis has been to the satisfaction of both parties.The range of values enables contracts to be applied to work which was previously performed on a day basis, resulting in improved performance.A natural corollary of timestudy is the analysis of methods, and in some cases method improvements have been introduced.It is anticipated that further investigations will be made on methods.INTRODUCTIONIn 1953, a Timestudy analysis of mining operations at North Broken Hill Limited was commenced under the guidance of management consultants. Its aim was, to determine standard time values for specific operations, which would provide management with a measure of productivity beyond the existing measures of tons or feet of advance, and also to determine whether increased output was available under existing operating conditions.

Magnesium is the lightest metal used in structural applications but these are only a small part of magnesium usage, with the use in aluminium alloys consuming half the magnesium produced. Other applications include steel desulphurisation, nodular iron manufacture and metal reduction. Demand for magnesium is expected to increase towards the end of the decade because of a requirement to lighten the weight of automobiles. The current western world plant capacity and production rate is 250 000 tpa. The CIS and PRC also have production capacity but shipments from these countries have been limited in the last half of 1994. The price for magnesium has followed trends similar to aluminium with recent recovery from US$1500 per tonne in 1992 and 1993 to US$4000 per tonne in 1995. The major magnesium producers all use different production methods and the potential exists to establish a large-scale magnesium industry with operating and capital costs comparable to aluminium. The Australian Magnesium Research and Development Project has been established to develop a low cost method of production using the magnesite and infrastructure resources in Central Queensland.

German coal mining suffers from rock temperatures up to 600C which are the same as in South Africa at 3000 - 4000 m of depth. Therefore cooling plants have increased in the last decade and today a cooling power of nearly 200 MW is installed in the total Ruhr District. Cooling a mine is a little bit different from cooling a bottle of beer in a refrigerator in the kitchen because the heat taken from the bottle of beer is delivered to the kitchen some centimetres away; in mining the cooling-problem is more difficult: here the bottle of beer corresponds to the airflow at the coal face and the kitchen to the surface, So it is necessary to transport the heat or the "coldness" a long distance. In the address by Ieuan Morris some systems for transporting heat from the coalface to the evaporator of the cooling machine and further from the condenser of the machine to a return airflow were described. The following is a short idea of the way this problem is treated in Germany.
