"This paper reflects on the author’s experiences in undertaking mining studies and reviewing mining projects and technical reports, particularly over the past five years, and the impact of recent changes in reporting standards and listing requirements pertaining to mining-related evaluation and valuation exercises. It also discusses contemporary changes in the expectations of the investment community and the implications for the role of the technical specialist in providing advice to such stakeholders.Not for the first time in history, the resources industry has experienced a significant downturn after a period of strong, sustained growth in line with the traditional view of the cyclical nature of commodity markets. The resource industry is currently faced with capital austerity in the wake of projects ‘failing’ (not delivering to expectations). In response, the industry has experienced changes in investment behaviour (slowing of investment) and an increasing regulatory burden as stakeholders seek a greater understanding of mining project risks.This paper discusses this response and uses case studies to highlight the key learnings (perhaps re-learnt) by the industry. It also discusses the challenges faced by technical specialists in communicating the results of technical and valuation studies to the investment community.As investors seek to take advantage of the current stage in the investment cycle, the key challenge of the technical specialist is to effectively communicate the uncertainty in technical assumptions, risks and opportunities that drive project value.CITATION:Fairfield, P J, 2016. The Goodall gold mine is located 30 km east of Adelaide River, within the Pine Creek 1:250 000 map sheet, at 8 525 000 mN: 750 000 mE, on the AMG grid. The first gold was poured in April 1988 and the mine closed in September 1993, having produced 228 400 ounces of gold from 4.095 million tons of ore, at a head grade of 1.99 g/t. Oxide and primary ore was mined from one large open cut and low grade oxide ore from three smaller pits. The gold mineralisation was discovered in 1981 by means of a helicopter borne rock chip sampling survey, which delineated 13 discrete anomalies. Systematic grid sampling of rock chips outlined an area of 1300 m by 300 m within the 2.0 g/t contour. Over 7500 m of costeaning was used to delineate the A and B-Pod mineralised areas. Geochemical soil sampling played only a minor role in the discovery and geophysics none at all. By the end of 1984, 40 diamond drill holes had been completed and a resource of 3.63 million tonnes at 3.0 g/t calculated. In January 1985, Western Mining Corporation Ltd became a joint venture partner and funded exploration to cam a 60 per cent interest. Additional drilling led to a feasibility study in 1987, based on a Measured and Indicated resource of 4.25 million tonnes at a grade of 2.35 g/t. The host rocks are quartzo-feldspathic wacke and interbedded phyllitic siltstone, of the Proterozoic Burrell Creek formation. The main zone of gold mineralisation, A-Pod, occurs in a sub-vertical vein array, up to 50 m wide and 800 m in length, of quartz and sulphide veins (5-20 mm wide), It is parallel to and on the east limb of an upright, north plunging anticline. Five types of veining have been recognised, with the bulk of the gold mineralisation associated with quartz-pyrite-arsenopyrite and chlorite-quartz-pyrite veins. The gold occurs as particles, from 1-20 micron, as inclusions and along fractures in pyrite and arsenopyrite and to a limited extent in chlorite. The mineralisation is epigenetic and structurally controlled by fractures developed during an earlier folding event. The gold is assumed to have been derived from the underlying sediments of the Koolpin Formation by hydrothermal fluids emanating from the deep seated northern margin of the Cullen Batholith. Precipitation of gold may have been controlled by variations in temperature and pressure.

Major mining projects are developed with the assistance of lending institutions who provide hundreds of millions of dollars in funding over several years, and of course expect those funds to be returned with interest. Two Australian banks have adopted the Equator Principles, an emerging financial industry benchmark for assessing and managing environmental and social risk in project financing. Project financiers have encountered environmental and social issues that are both complex and challenging, particularly with respect to projects in the emerging markets of Asia-Pacific and elsewhere. There are many recent and historical examples of failures by resource companies to effectively manage their environmental, social, safety and security risks, some of which have caused the project to fail completely, and some of which have caused the temporary cessation of production. These events put the financial institutionsÆ funds at risk through inadequate management capacity and non-compliance adversely affecting the ability of the borrowers to repay the loans. They can also reflect adversely on the reputation of the lending institutions. In assessing these risks, lenders are increasingly looking at the track record of the borrower in its country of origin and in other countries where it operates. Lenders are wary of companies that have one standard for operations in a developed country, where the regulatory environment may tightly control what they do, and another standard for operations in countries where the regulatory regime is perhaps less stringent. Lenders may require environmental and social reviews or audits to be conducted on their behalf by competent third parties prior to a loan being approved, and annually over the life of the relationship. The mining industryÆs concept of the unwritten æsocial licence to operateÆ is highly relevant in relation to the delivery of community benefits that are sustainable post-mine closure. This paper provides examples of recent practices that support financial viability and sustainable development, as well as examples of some failures that have put lenders at risk.

Grade Engineering® is a value-driven strategy aiming to maximise benefits by exploiting intrinsic grade variability of ore deposits. It utilises a multitude of separation techniques to remove low grade material before being introduced to post-blast size reduction processes, i.e. crushing and grinding. At an operational scale, Grade Engineering® techniques can be implemented at the drill-and-blast stage, to control the degree of fragmentation in accordance with the spatial distribution of valuable minerals across an ore domain through differential blasting. It can also exploit intrinsic textural and breakage characteristics of a given ore type to reject uneconomical barren material at coarse sizes, which is known as Natural Deportment. Grade Engineering® can also be employed in the deliver stage of the mining value chain through sensor-based bulk and particle sorting. Each strategy is therefore highly dependent on the responsiveness of an orebody to available techniques. That is, the extent to which Grade Engineering® drivers would be capable of unlocking potential values of currently un-amenable orebodies depends on how detailed the heterogeneous nature of ore domains can be described. This paper considers exploring possible linkages between deportment characteristics of an ore and its competence when broken in a range of energy inputs at a particlebased level. Accordingly, potential opportunity may lie in exploring whether the intensity of input energy (or degree of fineness) can be used as a lever to improve or ‘unlock’ ore amenability to Grade Engineering® techniques. Implications from such a detailed approach offers new opportunities to enhance Grade Engineering® gains through engineering ore competence variability.

Net solar radiation is one of the key factors affecting evaporation from soil covers on waste rock dumps. While net solar radiation is normally taken as a uniform parameter over a site for modelling purposes, there can be significant variation in the radiation actually received on various portions of the dump. These variations are a function of the difference in the cover slope and direction of exposure. A predictive model has been developed to calculate the actual radiation received on the dump surfaces, based on the net radiation data measured at a weather station on a horizontal surface. The model has been designed for application at any mine site in the world, and can be used in conjunction with evaporative flux models to help estimate the effect of three-dimensional variations in the cover surface exposure. The waste rock dump at Equity Silver site (located in British Columbia, Canada) has a barrier-type soil cover system to limit oxygen entry and water infiltration. This cover has been monitored for the past nine years. The new net solar radiation model has been applied to this site and the predicted net radiation was compared to the values of actual net radiation measured on the site. The predicted variations in net radiation over the three-dimensional surface of the waste rock dump have been applied to calculate spatial variations in potential and actual evaporation (or evapotranspiration) from the site. Preliminary analyses indicate actual evaporation from a site at this latitude could vary by a factor of two for exposed versus shaded slopes. The implications of these variations for the site are considered.

This paper outlines the journey of cultural maturation and management system development at the Mt Rawdon (MRO) gold mine from its acquisition by Evolution Mining Limited (Evolution) in late 2011 to 2016.Evolution embarked upon a series of projects that aimed to improve the operational consistency and implementation of change on-site, while leveraging off the existing strengths of the operation. This document describes the gaps that were identified, the processes used to close them, and the resulting cultural change and production outcomes, with a specific focus on how to optimise the culture at any mining operation.MRO had a history of four owners in less than three years when it became a key asset of Evolution. The site leadership team (SLT) decided to influence the culture at MRO by reviewing and upgrading the existing management processes.The first priority was to improve transparency and collaboration at the SLT level, followed by improving competency in project management. The next phase was to strengthen the internal communication using a deliberately designed network of meetings, communication screens and other initiatives. Once there was some traction, the focus moved toward increasing production volume and decreasing cost per unit by improving short-term planning and execution capability. Together with other initiatives, this resulted in improved collaboration between all functions, which in turn netted over 37 per cent mining production uplift.Following solid success, a process of prioritisation and alignment management was implemented. This supported the ‘Mine to Mill one operation’ ideal and allowed the SLT to decide month-by-month what actions were to be prioritised. These priorities incorporated production realities and longer term imperatives of the balanced business plan.Much of this work was completed during a period of declining gold prices and a relentlessly strong Australian dollar, making it difficult to justify spending money on improvement projects. Triethylene tetramine (TETA) has been used in combination with sodium sulfite (sulfite) for pyrrhotite depression at Clarabelle Mill since 1998. This combination has been highly successful at reducing pyrrhotite levels in the bulk (Ni/Cu) concentrate. Although highly effective, the roles of TETA and sulfite are not well understood. Treating bulk samples of the circuit feeds through the miniplant enabled the effects of circuit configuration on the performance of the pyrrhotite rejection circuits at Clarabelle to be determined. Reasons for the different performance of the non-magnetic pyrrhotite rejection circuit in the miniplant were investigated and tested in the laboratory. The effect of different grinding environments in the laboratory was examined to better understand the depressing mechanisms of TETA/sulfite. Modification of the grinding chemistry improved the selectivity of pentlandite over pyrrhotite in the presence of TETA/sulfite at current plant dosages.

Mining of the zinc, lead and silver deposit at the Broken Hill Southern Operations site has been occurring for over 100 years. As a result of this, a significant amount of high-grade ore is now taken from narrow remnant pillars left between old stopes and zones of previously mined ground. Stopes have been filled with either hydraulic fill (also known as ‘sandfill’), cemented hydraulic fill (cemented sandfill), waste rock backfill or a mixture of these fill types.In the last ten years, there has been considerable success mining through narrow pillars where sandfill is exposed in the development face and/or walls using a ‘shell’ support regime, wherein a layer of bolted mesh is sandwiched between two layers of sprayed fibrecrete (25 mm fibrecrete, then mesh and bolt, followed by a final 50 mm layer of fibrecrete). Shell support is also used in very poor, broken, relaxed ground conditions and in areas filled with cemented fill (sandfill with a minimum four per cent cement content).The next stage of innovation has been to develop a technique for mining through old stope voids filled with uncemented sandfill, known locally as ‘contours’ (old cut-and-fill working), an activity where unconsolidated sandfill can run at the face and from the backs. The challenge is to prevent exposed sandfill in the face and the backs from failing before it can be supported.To achieve this, the Southern Operations mine has implemented a technique in which 6 m long spiling bars are used to strengthen and stabilise the sandfill in front of the face. The hollow steel bars are driven in around the heading perimeter in a closely spaced pattern then pumped full of grout. The bars and the grout stabilise the sandfill in front of the face, preventing it from failing into the drive during excavation and prior to further support being installed.A final support system consisting of shotcrete, mesh, bolts and steel girders is installed as excavation progresses. Both the initial and final support systems are essentially passive support systems designed for a low-stress environment (as the stress originates mostly from the mass of unconsolidated sandfill).This process is slow and labour intensive. Fifteen separate cycles of people/machinery are needed to progress one equivalent heading cut (compared to six for a standard fibrecrete- and bolt pattern-supported rock face heading). This slow pace introduces scheduling challenges, but the process opens up parts of the orebody that were previously uneconomical to mine.CITATION:Carroll, D, 2014. The Merlin Zone, a 2008 high-grade Mo-Re discovery, is a part of the Mount Dore Deposit in the Eastern Succession of the Mount Isa Inlier in Queensland, Australia. Hosted by carbonaceous metapelites and phyllites, the Merlin mineralisation comprises molybdenite veins, breccia infillings, stylolitic fracture fillings, and disseminations. Because rhenium is geochemically similar to molybdenum and commonly associated with it, global production of rhenium has been mostly a by-product of molybdenum refining. The high-grade rhenium in the Merlin Zone is an exciting discovery that is expected to become a direct source of rhenium. At the time of discovery, quality assurance (QA) procedures for rhenium were not in place at the Merlin Zone; therefore, they needed to be developed.The Merlin Zone was discovered using reverse circulation drilling, which led to concerns about molybdenite loss due to poor sample recovery. The twinning of the discovery hole with diamond core demonstrated a two-fold increase in molybdenum grade over several tens of metres. Consequently, the resources of the Merlin Zone were defined using assays from diamond drill core.Early analytical work, which was initially done only for molybdenum, comprised geochemical analysis with an aqua regia digestion, which have poor precision and can be biased low. Although initial testing for rhenium used similar procedures to those for molybdenum, a scarcity of commercial rhenium reference materials led to a validation process using neutron activation analyses and different digestions. This resulted in introduction of four-acid digestion assays, development of matrix-matched reference materials, and improvements to the quality of molybdenum and rhenium assays for reporting resources. Coarse and pulp duplicates were used to check for sampling bias and to ensure that levels of precision were adequate for the style of mineralisation and analytical methods. In addition, the direct and consistent geochemical correlation between molybdenum and rhenium provided another method for checking analyses.

The Cadia Valley Operations currently hosts a large operational open pit, a large operational sublevel caving underground mine and two other underground projects at the study stage. This scenario creates an unusual situation for the evaluation and planning of a fifth major open pit project. The Cadia East Open Pit is a large gold-copper development located adjacent to the operational open pit and above one of the underground projects. A study team is conducting a comprehensive and robust analysis of the target orebody. Two key factors for this project include the existing and planned projects within the valley and the wide range of available mining methods. The aim for the study team is to present an optimal and practical case which suits the entire Cadia Valley Operation. A rigorous and robust analysis of the situation requires that each factor be properly evaluated. A modular system has been developed which allows the wide range of scenarios to be quickly and meaningfully considered. Sensitivities for each module drive the further development of that particular module. As each scenario progresses, an assessment is made evaluating its value, strategic value and practicality. In such a way, the number of scenarios is gradually reduced at each stage to produce a final short list of feasible cases. Each scenario on the shortlist is then assessed with regard to the existing operations and other projects. A qualitative and quantitative analysis is made. This ranking is used to provide the recommended case.

This paper provides an example of how industry can respond to the implementation of new regulatory approaches to mining risk, health and safety by adopting a robust, practical, software-based approach to the management of risk accountabilities in terms of competence, experience and suitability for obligations and responsibilities, as required in Queensland Coal Mining operations due to the introduction of Recognised Standard 22 (‘RS22’; Resources Safety and Health Queensland, 2021). Based on the authors’ experience from working with several Qld mine operations, it offers a snapshot of the experiences, approaches and reservations faced collectively by industry as a result of the introduction of RS22. Several challenges exist within the detail of RS22, leading to varied interpretations, implementation strategies and overall compliance between mine sites. Arguably the single biggest challenge identified has been how to find a balance between compliance and practicality – considering cost, operational interruption, available pathways for delivery of competence, ongoing compliance and value adding to the business operations and people. Software-based solutions are increasingly being relied upon to address the introduction of new regulatory approaches and the significant administrative load placed on mining operation Site Senior Executives (‘SSE’) due to RS22 means this case is no different. This is further complicated given the continuous, ongoing changes with the site management structure witnessed by the authors across each of the mining operations as a result of continuous changes to personnel, the site risk profile and an overall mining industry uncertainty of how to respond to RS22. The stringent reporting/notification requirements under legislation compounds this further. The approach put forward by the authors is a well-considered rationale and approach to the application of training and skilling; and equally how to ‘future proof’ the coordination of site training needs around changes to the Management Structure, the Risk Register, skilling processes and succession planning. A brief investigation of other legislative frameworks concluded this approach would likely meet or exceed expectations of jurisdictions across Australia and overseas, making this a highly flexible approach for establishing a competent Management Structure to provide safe systems of work.

Conditions encountered at a recently completed brownfields mining project provided valuable insight into, and development of, techniques for working in and around known underground mining voids in an open cut environment. The careful application of underground blasting principles to a pit environment and successful excavation whilst maintaining appropriate stand-off distances were two primary areas of innovation enabling the success of the project.Mary Mac Hill is a gold deposit situated less than 2 km south-west of the town of Laverton, Western Australia. It is owned and mined by Crescent Gold Limited. Previous underground mining by various other mining companies has left an extensive network of underground horizontal development, subvertical stopes and shafts, some of which daylighted at surface. This was identified as potentially posing substantial risks, which would prevent the application of conventional mining methods. Two major stopes were located under a hard banded iron ridge topped by a peak of cap, connected variously by narrow drives and vertical development. Due to the proximity of the first of these stopes to the surface, its dimensions and governed by procedures and advice provided by externally engaged engineers, Crescent Gold could not access the area of the ridge immediately overlying the stope using conventional open cut mining methods. This was the first of many hurdles surmounted in mining this deposit.The following report outlines how the challenges this geometrically complex deposit presented. Solving these problems enabled the team to mine the contained gold ore to a completed design, without subjecting personnel or mining equipment to harm due to a void breach incident. This paper outlines the numerous complications and difficulties Mary Mac Hill posed and explains the strategies developed to overcome them. Paste backfill has been adopted by many underground mines in North America and a growing number elsewhere. Paste offers a number of advantages. This paper suggests wider applications of paste technology to surface tailings disposal and water management. Advantages include improved overall stability, potentially easier permitting, smaller water inventory and earlier reclamation. It may be feasible to use the same plant to prepare backfill and to dispose of surplus tailings. Example cost models are given to illustrate potential applications.

Mercury is introduced into EZ's electroly tic zinc/sulphuric acid plant complex at Risdon, Tasmania, in zinc sulphide concentrate. Mercury is volatilised during the roasting operation and then distributed in the sulphuric acid plant effluents and product acid. Following an investigation of the factors determining the mercury distribution, a plan was formulated to-provide an environmentally accep- table degree of mercury containment at Risdon. This paper discusses details of the various control measures investigated and out- lines the reasons for selecting the particular procedures finally adopted for the Risdon plant.

Work health and safety duties around Australia include duties to manage psychosocial health and safety (mental health) of workers engaged by businesses or undertakings and of other persons impacted by the operations of the business or undertaking. Persons conducting a businesses or undertakings must develop systems of work and policies and procedures for ensuring, so far as is reasonably practicable, the safety and health of workers and other persons. Officers have a duty to exercise due diligence and to ensure effective systems are developed, implemented and resourced. The developed systems will only be effective with worker’s co-operation and engagement. The duties placed on workers by work health and safety laws are an important part of the safety matrix of obligations. Supervisors and Leaders are workers and they play a critical role in delivering health and safety outcomes. To deliver these health and safety outcomes with respect to psychosocial safety Supervisors and Leaders need to understand their obligations and have a framework to use to assist them in understanding what workers require and what steps need to be taken to meet their duties. They also need to take steps to assist those workers that they supervise to meet their duties.

In this paper, an analysis is made of the present situation in the Chinese steel industry and its demand for iron ores. It is shown that the demand for iron ores has been growing substantially with the rapid development of the steel industry all over the world, especially in China. However, the iron ore market is currently in the situation where supply exceeds demand due to the economic crisis, with more investment in mines and less output of steel for several years ahead all over the world. Gigantic pressure is confronting the Chinese steel mills due to the too high and irrational price of iron ores. It is time to return the price of iron ores to a normal position much closer to their value. More attention has therefore been paid to developing low-grade and complex iron ore resources in China due to the irrational price of imported iron ores. More innovative mineral processing processes have been developed to tackle these complex resources. A systematic introduction to the development of beneficiation processes for low-grade iron ores is provided, including upgrading low-grade siderite, limonite, micron sized haematite and magnetite resources.

BolidenÆs Aitik mine, located 100 km north of the Arctic Circle in northern Sweden, is one of EuropeÆs largest copper mines. This operation produces 18 Mt of ore per year and 99 per cent of this tonnage needs to be deposited as tailings. The tailings pond currently covers 1140 ha but at closure it will hold around 760 Mt of tailings and occupy an area of 1400 ha. The tailings contain less than one per cent sulfur and only 0.03 per cent copper. The carbonate content is as low as 0.25 per cent but silicates, with substantial accumulated buffering and metal adsorption capacity, are abundant. A programme of comprehensive material characterisation and investigations has been undertaken in order to design a decommissioning strategy that meets the regulatory requirements and secures long-term physical and chemical stability of the deposited tailings. The main concern has been the potential generation of acid rock drainage (ARD). Standard tests using acid base accounting (ABA) and humidity cell tests during 15 weeks were not conclusive regarding the ARD generation potential. The accuracy of the results was considered to be unsatisfactory, therefore the humidity cell tests were gradually extended in time. In total, almost four years of humidity cell tests were conducted on various sets of samples which were selected in order to cover the variation in sulfide content existing on site and in various points of the milling process. The laboratory results were subject to detailed geochemical evaluation in order to fully understand the interaction between acid-producing reactions, driven by weathering of sulfides, and acid-consuming reactions by dissolution of carbonates and alumino-silicates. The laboratory tests were followed by both pilot tests and field measurements in order to estimate the scale dependency between the laboratory and the field results. It was found that sulfide weathering rates in the field were considerably lower than those measured in the laboratory. However, it could not be verified that the tailings top layer would maintain a neutral pH in the long term even under field conditions. Thus, a reviewed tailings management plan, including de-pyritisation of the tailings during the last years of operation, is considered.

Oyu Tolgoi copper and gold mine in the southern Mongolia holds mineral resources that make it one of the largest known copper and gold deposits in the world. The project is operating an open pit mine on the near surface of Southern Oyu deposit and developing underground block-caving mine at the Hugo Dummet North where 80 per cent of total resources exists. Oyu Tolgoi (OT) commenced open pit mining in 2011 and implemented an industry standard blasthole sampling, and ordinary kriging grade control estimation with block-out process. Since 2017, grade control improvement projects have successfully completed that have led to the implementation of current, improved grade control system. Geological model is updated by blasthole logging on Leapfrog® and used for daily grade estimations. GC estimation is proceeded solely on Vulcan® by running Lava script and integrating with a relational database. Combination of block-out procedure produces GC model which is updated in Vulcan® and as well as in the database simultaneously. Switching to the integrated database eliminated many manual processes such as importing and exporting data and enabled access to the database anytime, anywhere and from any device. Thereby, these improvements allowed to increase an efficiency, create a comprehensive reconciliation system and reduce operational risks. We are looking forward to expanding applications of integrated grade control data stored in the database. This paper outlines how the grade control system was developed at OT’s open pit mine, and how it is integrated into the short range mine planning, mine reconciliation workflow and ultimately enabled development of various automated reporting systems.
