Mine ventilation models are now an accepted component of most mine management systems. However, modern ventilation models also represent a highly structured spatial data source, defining underground pathways and connections across a mine. This creates opportunities to extend the use of network models beyond ventilation design, by using critical path algorithms to find pathways such as minimum distance or minimum time.This paper explores the use of ventilation network models to automatically analyse and calculate potential emergency escape routes. A variation of Dijkstra’s algorithm is used to predict complex pathways between any two points across a model, representing an escape route from an emergency area (such as a fire) to a safe location (such as the surface or a refuge station). Weighting can be assigned to paths to represent potential travel speed, obstructions or preferred routes. Finally, emergency considerations such as smoke or gas in some parts of the mine can then be incorporated into the pathways to force the algorithm to avoid dangerous routes and specify safer pathways. The use of rock bolts as permanent support has been prohibited by client specifications in several recent large tunnel projects in Australia. The justification for this appears to lie in concerns with proper and verifiable installation procedures rather than concerns with the intrinsic durability of the corrosion protection systems. However, in civil tunnels, preventing the use of permanent rock bolts for long-term support results in the use of cast in place concrete lining which in some instances would otherwise be unnecessary.

Over the last thirty years production of heavy minerals from Australian deposits has dominated the world market. The main incentive has been to suoply the raw material for titanium dioxide based pigments. These ~ninerals include ilmenite, rutile, leticoxene and more recently, synthetic rutile. Inevitably the viabilit/ of developing placer type deposits has seen influenced by other heavy minerals present, such as zircon and monazite, but these have been of secondary importance. For most of the sixties and seventies, Australia supplied the 'najority of free world rutile and zircon, and a large proportion of the ilmenite. With the run-down of rutile- rich reserves in eastern Australia, the emphasis has s:iifted in several countries, including Australia, to fill }the gap with i l Wen i to and its derivatives, leucoxene, synthetic rutile and titanium rich slag. over the next 15 - 20 years, as high grade beach placers in Western Australia are mined out, less traditional sources for mineral sands products will be opened up. Low grade placers (particularly those dominated by ilmenite) will be reassessed in Australia, U.S.A., Africa and Asia, and exploration will shift from beach and dune environment, to heavy mineral concentrations in alluvials, lake deposits and continental shelf deposits. At the same time, production of anatase and bastnaesite will be expanded, as required, from the huge resources contained in carbonatites in 3razil, U.S.A. and China.

Open pit mining at Bingham Canyon commenced in 1904 and about two billion tonnes of ore have been extracted since then. There remain just under one billion tonnes of ore in the pit and this will be mined by 2015. Because the porphyry system extends below the ultimate pit limits, Kennecott Utah Copper Corporation initiated a study in 1997 to determine the viability of underground mining. The study was initiated at that time because the results were to be used to compare the economics of a further pit expansion to that of an underground mine. If a pit expansion was viable then overburden removal would have to start in the near future. This paper is a summary of the work that was carried out for the underground study. Block cave mining was determined to be the most appropriate method to mine the deposit. Two block cave areas have been planned with a total production rate of 72 500 tpd. Additional sources of ore will come from skarn orebodies that are associated with the porphyry deposit. The geology of the deposits is described together with the geotechnical techniques that were used to characterise the rock in the absence of more detailed data that are normally available. A general description of the mine plan is given along with the reasons for selecting the particular methodology used. The study was completed at the end of 1998 and demonstrated the viability of underground mining at Bingham Canyon. Funds have been approved for further drilling and technical studies, which will lead up to a feasibility study in 2004/5.

The fire safety design for road tunnels includes the following aspects: active systems, passive provisions and operational procedures. The active systems include the smoke control system, fire suppression system, detection system and fire fighter’s assistance systems. Passive provisions include escape passages, fire separation and fire resistance systems. The operational procedures refer to fire fighter access, reporting and alerts, evacuation processes and crowd control.Currently, these systems are typically designed by different designers or teams. These systems are intended to work together in a coordinated manner to provide the desired safety outcome. However, in practice, this is not always happening. The fire engineering process is supposed to bring together all these aspects and arrive at an integrated safety system. The fi re engineering process in practice is not integrating the design with the practice or reality and is thus arriving at less than desirably efficient safety systems.The example of design inputs shows how disconnected each system design basis is. The smoke control system design is based on the design fire size. The performance of the smoke control system is to achieve a smoke free environment for a defined space for a particular fire size – the design fire. The fire suppression system – most commonly sprinklers or deluge systems, is designed according to codes and to achieve a certain water discharge rate. The fire detection system is designed to detect temperature rise/rate of rise and perhaps density of smoke. Fire separation is determined to provide a certain period of service – mostly for structural elements. Escape route size and location is determined mostly by code compliance. Evacuation procedures are determined by Authority operational requirements rather than human behaviour.To arrive at an integrated fire safety system, the design basis and performances must be coordinated. An approach using fire scenarios would ensure all systems are designed to a common performance requirement. This paper will discuss how the current design approach outcomes compared with a fire scenario approach. More effective and efficient fire safety systems would require the stake holders to understand the implication of this approach and to embrace this through the fire engineering process.

The reaction sequences involved in the formation of iron ore sinter phases were determined using in situ synchrotron-based X-ray diffraction. Experiments were carried out using a synthetic sinter mixture containing 77.36 per cent Fe2O314.08 per cent CaO, 3.56 per cent Si.O2 and 5.00 per cent Al2O3 corresponding to a basicity of ~4. The alumina content represents the upper level of alumina concentrations measured in phases formed in industrially produced plant sinter. Data were collected during heating of the sample to 1350°C under an atmosphere of 0.5 per cent O2 in N2, equivalent to an oxygen partial pressure of 5 × 10-3 atm. This temperature was sufficientto ensure melting. Data were also collected on cooling of the sample back to room temperature to examine recrystallisation of phases from the melt.Results showed the sequence of reactions initially involved the formation of calcium ferrite phases C2F and CF. These subsequently reacted with the silica and haematite leading to the solid state formation of SFCA and SFCA-1. SFCA and SFCA-1 were the last phases to form in the system and were both stable up to ~1260°C. Above ~1260°C, melting of the SFCA phases and reduction of the remaining haematite occurred producing the assemblage magnetite + melt.During cooling, both SFCA phase types recrystallised from the melt initially coexisting with magnetite until secondary haematite formed. This is the fi rst study to demonstrate that both SFCA and SFCA-1 are precipitated from the melt during cooling of iron ore sinter. Future work will extend the range of compositions studied to examine the effect of basicity and alumina concentration on the phase assemblages as a function of temperature and oxygen partial pressure.

The safe life cycle of a Tailings Storage Facility (TSF) is founded on the fundamentals of proper design, construction, operation and closure. Leinster Nickel Operations (Leinster) utilises four active TSF cells that are cycled between filling (deposition), desiccation, and construction to meet a targeted rate of rise. This results in ongoing and consistent raising of the TSF walls. Critical to maintaining the safe life cycle through this consistent wall raising is precision construction and high frequency quality assurance to ensure compliance to design requirements and TSF walls free from defects. Leinster has recently deployed Intelligent Machine Control technology for TSF construction. Advances in Intelligent Machine Control have decreased variability in construction; ensuring variations are within the tolerances of design. The Intelligent Machine Controls are programed to ensure construction conforms to design tolerances of +/-30mm. This level of accuracy provides assurance of borrow area set out, compacted layers are as per design, compaction monitoring is within the zone placed, scarification between layers to prevent lamination is maintained, and batter angles are set to the correct grade. This level of control provides certainty that construction meets the design intent. In conjunction with Intelligent Machine Control, periodic drone surveys are conducted to verify construction against design. Advancement in survey equipment and techniques allow higher frequency, high accuracy survey to be completed on demand by site based personnel. This provides quality assurance through all stages of the construction phases, as well as the final constructed wall, ensuring compliance to design. Combining Intelligent Machine Control with higher frequency quality assurance provides an increased level of certainty that the TSF construction is defect free and within quality specifications. These recent technological advancements in Construction and Quality Assurance ensure cell raises are constructed to the design intent with greater levels of accuracy and precision than ever before.

The rapid production and accumulation of mineral processing wastes in the environment can present serious threats to environmental quality and human health. Phytostabilisation with native plant ecosystems is, in many cases, a preferred option for rehabilitation of mine waste storage facilities. However, much of the literature has focused on species selection in short-term experiments to test their suitability under the often extreme chemical conditions in the wastes without addressing the fundamental requirements – ie hydrogeochemical stabilisation and functional root zones. As a result, successful examples of phytostabilisation of mine wastes such as base metal tailings have been rare, especially if success is defined as meeting the completion criteria of non-polluting and sustainable land system at rehabilitated sites. Conventional capping options to isolate reactive tailings/wastes by using physical break and/or sealing layers are often not reliable in the long term (particularly under semi-arid climatic conditions) and, in many cases, they may not be feasible in the field due to the large areas to be covered and the lack of adequate suitable materials at mine sites. By using sulfidic tailings as an example, we have proposed a new paradigm for phytostabilising mine wastes – ecologically engineered pedogenesis in tailings involving accelerated physical, chemical and biological weathering of tailings minerals to achieve hydrogeochemical stabilisation and the development of soil functions, soil horizons and functional root zones.Ecologically engineering functional root zones firstly requires controlling geochemical reactivity in the wastes (ie hydrogeochemical stabilisation), which can cause polluting effects in the root zone and plant toxicity. By means of ecological engineering, in situ weathering of primary minerals (eg pyrites) in tailings may be accelerated by adding functional materials (eg functionalised biochars and organic matter) in the waste slurry during the process of deposition. This will remove or diminish key risk factors (eg potential acidity in tailings and elevated soluble heavy metals) in the solid phase, before placing growth media for reconstructing root zones and transplanting/sowing target plant species. However, much of the acidity, soluble metals/metalloids and other salts would be transported out of the solid phase into the wastewater, which can be addressed by on-site water treatment facilities during mine operation. The trajectory and state of engineered pedogenesis in the weathered tailings may be manipulated to provide specific soil horizons within future root zones that are dynamically evolved toward fully functional soil subsystem within rehabilitated plant ecosystems.CITATION:Huang, L, Baumgartl, T, Zhou, L and Mulligan, D, 2014. "The theme of this International Mining Geology Conference is ‘Setting New Standards’. Rio Tinto’s iron ore operations include a complex integrated supply system to deliver ore from 15 mine operations through four independent terminals over 1700 km of rail line. Significant growth in the past 20 years has seen production grow from 88 Mt in 1997 to 329 Mt for the 2016 calendar year.With more than 50 years of mining in the Pilbara, Rio Tinto has extensive experience in developing standardised approaches to mine geology and the geometallurgical prediction of product quality to meet the increasing growth profile and business planning complexity.Rio Tinto’s standardised approach to mine geology can be developed and utilised on a daily basis to enable the optimisation of the supply chain in terms of tonnages and product quality. This experience demonstrates a fully standardised system can balance the needs of a systematic process across all mine sites and the flexibility for mine geologist to determine and use local properties at each mine; this is done by ensuring two key principals are in place: a single, centrally maintained, system is established and maintained, providing a common set of processes and software across all mine sites the system allows senior mine geologists to review and customise key attributes and product regressions, ensuring site specific data is used in product predictions.The benefits of formal work process and standardisation include health, safety and environment, people and skill development, cost and improved communication. Also product predictions from mine geologists are one of the key inputs into an integrated and dynamic mine to ship scheduling system, optimising the supply chain whilst still managing the product quality. Research cruises dedicated to seafloor hydrothermal activity along the Kermadec arc first began with the Sonne-135 expedition in 1998. This was followed by the worldÆs first systematic survey for venting along an arc during the 1999 NZAPLUME I expedition. Since then, cruises dedicated to mapping plumes along the Kermadec arc include NZAPLUME II (2002), NZAPLUME III (2004) and ROVARK (2007). In addition, the manned submersible cruises SWEEP Vents (2004) and NZASRoF (2005) utilised the Shinaki 6500 and Pisces V, respectively, to sample in detail select hydrothermalsystems for mineralised samples, rocks and vent fluids. The ROVARK (2007) cruise was the first to deploy an autonomous underwater vehicle (ABE) along the arc which surveyed Brothers volcano at a far greater resolution than had been done previously by ships on the sea surface. While these expeditions have largely been led by GNS Science, together with its collaborators from National Oceanic and Atmospheric Administration, Pacific Marine Environmental Laboratory (NOAA/PMEL), significant contributions have been made by other groups from various nations, exemplifying the global interest in seafloor hydrothermal activity associated with intraoceanic arcs. An improvement to cut-off grade optimisation theory based on geometallurgy has been completed. The improvement fundamentally consisted of taking into account mineralogical and textural characteristics instead of grades. These characteristics are related to the spatial variability of mineral abundance, association, particle size and liberation properties. Additionally, the improve- ment considered the spatial variability of mineral processing liberation and selectivity properties associated with mineralogy and texture. The enhanced optimisation enables estimation of the economic value of mining operations based on an optimum cut-off policy attributed to liberated and selected ore minerals.The enhanced optimisation was developed as an essential component of a joint cut-and-fill mining and mineral processing methodology based on mixed integer mathematical programming. The formulation considers static and dynamic modifying factors that vary over the projected life of mining. The objective function of the mathematical formulation consists of maximising the realistic expected economic value of concentrates or products of liberated and selected ore minerals, whilst minimises liberated and selected gangue minerals. The optimal solution is obtained when the objective function is subject to geological, mining, processing, marketing, smelting, refining, environmental and financial constraints. The methodology accesses geometallurgical multivariate resource models, which integrate the spatial variability of mineralogical and textural characteristics and mineral processing liberation and selectivity properties.The geometallurgical process concurrently optimises stope geometries, ore reserves, mining sequences, and mining and mineral processing production based on the enhanced cut-off of liberated and selected ore minerals. In addition, the process considers additive and non-additive transfer functions associated to mutually exclusive geometallurgical spatial domains. The transfer functions also take into consideration the blending of mineralogical and textural characteristics with mineral processing liberation and selectivity properties.This contribution presents an example of cut-off grade optimisation via mineralogical and textural characteristic, and liberation and selectivity processing parameter optimisation for a spatially variable orebody.

ADDRESS BY THE PRESIDENT OF THE INSTITUTE (MR. J. G. SYMONS) IN PRESENTING THE AWARD TO ELLIOTT SYLVESTER TIMOTHY O'DRISCOLLTim O'Driscoll comes from a mixture of Irish and Scottish stock. His family on the paternal side settled on land in Western Australia in the middle of the last century. His family on the maternal side were part of the W.A. goldfields scenc, including places such as Kanowna, and the Great Fingal mine, near Cue, where his grandfather lies buried.The combination of land and mining environments may perhaps have contributed to an innate interest in geology shared by Tim and his two brothers, all of whom became geologists.Tim showed an early liking for mathematical and geometric subjects, and in his B.Sc. studies at the University of Western Australia he took a major in mathematics along with geology in 1940.His first job was on the Kalgoorlie Golden Mile, and then at Norseman. After serving as a flying boat navigator in the north and south Pacific theatres in World War II he returned to Kalgoorlie and thence to Broken Hill.

Bow-tie analysis is a commonly used tool to identify and display risks that have the potential for an undesired hazardous event. The output of the analysis are bow-tie diagrams, which are an effective and versatile communication format that can be applied to any type of risk. Contrary to their simplicity, a proper bow-tie diagram that maintains its usefulness and clear communication is difficult to build. Over two decades assisting Major Hazard Facilities with bow-tie analysis for Safety Cases, several common mistakes have been identified. This paper aims to highlight those issues with examples and provide improvement strategies. A sample of the most common mistakes are: - overly complicated risk analysis - poorly scoped and defined terms - poor descriptions and justifications - identifying too many dependent controls. Overly complicated risk analysis leads to wasted time in obtaining data for little gain. The bow-tie diagram is only a model. Effort should be redirected into identifying and managing controls that will make a tangible difference to site risk. Broad scopes lead to enormous and confusing bow-tie diagrams for both the user and the workshop team. Defining the scope of the study, the consequence severity of interest and critical control characteristics creates focused workshops and targeted analysis. With more definitive scope, there may be more bow-tie diagrams, however, they are succinct and specific. Well described causes are imperative for clear communication to users, regulators and future bowtie review workshop groups. It is best to use common wording structures and explain the event stepby- step. Also, clearly document any likelihood calculations and use data references where applicable. Identifying all possible controls creates a false sense of security that there are many layers of protection. In reality, most controls are dependent on a single system or person and could all be compromised from a single failure. A definition of a ‘bow-tie’ control is required whereby it must be independent from other controls. Improving the bow-tie analysis process will assist operators in developing meaningful and ‘operational’ bow-tie diagrams to support risk management systems and practices.

The electrochemistry of leaching gold with thiosulphate has been studied systematically by using electrochemical techniques. Results show that the current peak of anodic dissolution of gold occurs at about 50 mV(SCE) and there is passivation in the polarisation curve in the thiosulphate solution in the absence of ammonia. Ammonia markedly improves the anodic dissolution rate of gold and reduces the passivation as well as making the current peak shift negatively. Results also show that there is no current peak for a cathodic process in the range of 0 -900 mV(SCE) in the thiosulphate solution in the presence of oxygen but absence of cupric ions and ammonia. In the solution containing 0. 1 mol/L cupric-ammonia ions, the peak occurs at about -400 mV (SCE) and the cathodic process is characteristic of a catalytic reaction. Oxygen presents a predominate effect on the cathodic process. Based on the electrochemical investigation, the following mechanism of leaching gold with ammoniacal thiosulphate has been proposed. Ammonia reacts primarily with gold ions on th anodic surface of gold and the formed A (NH3)2+ rea~s then with S2O 3 in solution to form the stabler Au(S203) 2 . Cu (NHS) 4 gains electrons on the cathodic surface and is reduced to CU(N) ? which is then oxidised by oxygen and regenerated into Cu(NH3) 4 after entering the solution.

The West Australian Government hold an annual ‘Mines Safety Roadshow’ around the State’s regions and the capital city, Perth. Each year presenters provide an update on legislation and safetyrelated themes. A recurring theme is the mining industry fatality rate. Professor Michael Quinlan’s ‘Ten Pathways to Death and Disaster’ (Quinlan, 2014) has been referenced regularly to assist in structuring workshops and conversations concerning fatality prevention in the mining industry. The ‘Ten Pathways’ are the outcome of an analysis of fatal injuries in the mining industry, which identified a series of common themes to the fatalities: Pathway 1: Design, engineering, technical and maintenance flaws. Pathway 2: Prior warnings or causes for alarm ignored. Pathway 3: Failures in risk assessment. Pathway 4: Failures in management systems and hazard management plans. Pathway 5: Failures in auditing. Pathway 6: Economic pressures compromising safety. Pathway 7: Failures in regulatory oversight and inspection. Pathway 8: Worker and others expressing concern prior to the incident. Pathway 9: Poor management – worker communication and trust. Pathway 10: Emergency and rescue resources and procedures. To determine a fatality risk profile we asked participants at the Mines Safety Roadshows to indicate their perception of their employer’s performance in each of the Ten Pathways. We administered the questionnaire at the Mines Safety Roadshows in 2017, 2018, 2019 and 2023. In this paper, we report on the results of the questionnaires, and suggest how organisations can improve their fatality risk score.

The paper continues an account, begun in a previous paper, of experimental work carried out by the author whilst a member of the metallurgical staff at the Cockle Creek Works. The general method of the description of the plant and works practice adopted previously has been followed.The paper is a short account of the methods used in and the results of an investigation of the fume losses from the various parts of the plant.MEASUREMENT OF VOLUMETwo independent methods were used. The first depended on a number of pitot-tube measurements of velocity. These readings were taken in the stacks leading from the various furnaces at a considerable height above the ground so as to obtain as regular conditions as possible at the points where the readings were taken.Three openings were made in each stack and the pitot tube inserted into each opening in turn and readings taken at the centres of imaginary areas of equal size. The average velocity in the stack was thus obtained.After four tests had been made at the smelter stack, which removed the gases from all blast furnaces in use, the centre of velocity of the gases for each test was calculated and was found to be practically constant in position. The previous procedure was varied in subsequent tests on this stack by taking a succession of readings at the centre of velocity instead of at various points...

Freeport IndonesiaÆs Deep Ore Zone (DOZ) mine is the new underground block caving mine within the East Ertsberg Skarn System (EESS) deposit which started production in mid-2000. The DOZ will produce 25 000 tpd using mechanised block cave mining method and will be the fourth underground mine opened within the EESS deposit. Evaluations were made on former block caving mines at PT Freeport Indonesia (IOZ, GBT Area I and II) in order to design a more appropriate support system. As a permanent support, the thread bar bolt support system is widely used in the DOZ mine. The advantages of this system are ease of operation, quality control and high bond strength. The main problem of this system is the curing time of about 28 days to achieve maximum strength, necessitating the installation of a temporary support for its implementation. In this instance, the system was inefficient in operation and studies were required to find an alternative grouting system. This paper examines the evaluation of thread bar bolt support system and compares the performance of two types of grouting (resin cartridge and cement cartridge) with cement grouting performance. The evaluation is conducted with a pull out test. The advantages and disadvantages for each grouting method, comparison of cost estimation and grouting application in mine scale are presented in this paper.

It has been recognised worldwide that the liquefaction risk of unconstrained tailings stacks or cyclone underflow embankments requires careful consideration. The stability of a tailings deposit where the perimeter embankments are made up of hydraulic fill is often governed by post-liquefaction stability.Cyclones are frequently used around the world to classify tailings into a coarse underflow for building a tailings impoundment wall and a finer fraction that is disposed of into the basin. The shear strength of the tailings that form the outer embankment of a tailings storage facility (TSF) and the location of the phreatic surface are the two most significant factors influencing the structural integrity of the facility. The coarse underflow is placed in such a way as to contain the overflow, which is finer, has low strength and is often poorly consolidated.A cyclone field trial was undertaken at a gold mine in Western Australia to assess the feasibility of using the cyclone deposition method to optimise and increase the capacity of an existing tailings cell. The aim of the cyclone trial was to collect information to demonstrate to the client and the regulators that cyclone deposition was a feasible option for raising TSF embankments. The cyclone trial provided an opportunity to assess the cyclone under field conditions and the quantity and quality of the underflow fraction produced on-site. A variety of methods were used to assess the flow liquefaction susceptibility of the tailings underflow sample produced during the cyclone field trial.The field trial, laboratory testing and analysis will be discussed in this paper.CITATION:Boshoff, J and Reid, D, 2015. There has been significant growth in mining and energy exploration in South Australia, which has identified new major potential opportunities. This sector generates significant economic value to the state and their support remains a priority for the state government. The delivery of this economic and associated community value to the state is dependent on the mining and energy sector being able to access reliable water supplies.The vast majority of priority areas for the mining and energy sectors are located in areas that have traditionally been of low priority from a water-use perspective and hence, data and knowledge levels are generally low.Recent studies have identified a potential increase in demand for water in the mining and energy sector for potential developments from approximately 40 GL to over 170 GL over the next ten years. The studies found that water and water infrastructure is the second highest proportion of planned infrastructure capital investment by resource companies. The South Australian GovernmentÆs Plan for Accelerating Exploration (PACE) initiative (PACE 2020), also identifies addressing the issues of location, use and management of South AustraliaÆs water resources as a key priority for the growth of the mining and energy sector.The Department of Environment, Water and Natural Resources (DEWNR) has developed the facilitating long-term outback water solution (FLOWS) initiative. DEWNR is currently undertaking a suite of programs to provide groundwater information at the regional scale to better target water supply options for mining and energy developments and community water supplies.The Goyder Institute for Water Research has leveraged significant research investment of $3 M to develop methodologies to interpret airborne geophysics to map groundwater sources.The FLOWS Initiative will provide key content for the PACE Water Program and will also assist in the development of water supplies for remote far north communities by identifying alternate groundwater sources to improve water supply security.This paper will discuss how developing an appropriate science and knowledge base will encourage and secure development where appropriate, enable prudent decision-making and policies regarding water allocation, accounting and licensing, whilst ensuring the protection of environmental assets.CITATION:Power, N and Costar, A D, 2013. The aim of this study is to examine the volumetric and mass movement characteristics of load and haul operations using statistical modelling of relatively large samples of bucket loads that are transported as small samples in the form of truck payloads. Generally, the factors influencing bucket load variability are random, difficult to predict and to control. In the process of loading trucks the underlying variability of individual bucket loads will determine the variability of truck payloads. Bucket loads of material prepared by drilling and blasting for loading into trucks are fundamental quantities in open pit mine production. A study of payload data from a large surface mining operation indicates that bucket loads and truck payloads that are a small sample of bucket loads are normally distributed. Truck payloads have a reduced dispersion compared with bucket loads that is an inverse 0.5 power function of the number of passes per truck payload. Comparison of statistical modelling results with the æ10/10/20Æ policy promoted by Caterpillar Global Mining Inc, indicate that compliance with the æ10/10Æ part of the policy, applying to truck overloading is facilitated, as the coefficient of variation of truck payloads decreases, as a result of the increasing number of loading passes. Compliance with the more stringent æ20Æ part of the policy, relating to safe steering and braking is also facilitated, albeit at lower coefficient of variation for similar reasons.
