Current research at the CSIRO, Division of Applied Geomechanics, into the mode of response of fill as a structural component has been based on model tests for prediction of behaviour and field observation of critical parameters. The procedure is summarised in four stages: (a) define the specific fill function (b) postulate the mode of failure (c) use models to quantify the conditions (d) monitor critical parameters to check or update the analysis in (c). The above procedure is used to postulate the failure modes of each of the possible func- tions performed by fill materials. Analytical techniques, or lines of investigation, are described for each of these modes and specific reference is made, where, possible, to an exis- ting mine environment.

Since 1969, a substantial number of geophysical methods have been applied in the search for porphyry copper and mesothermal type -sulpha-de deposits. These have assisted with geological mapping as well as the definition of various sulphide depos-its. The application of these methods at the Frieda-Nena deposits, Papua New Guinea, can be used as a case study for exploration in other parts of New Guinea.In 1993, Highlands Gold Limited carried out an intensive geophysical program over the Nena deposit. The methods employed included, CSAMT (controlled-source audio magneto-tellurics), airborne and ground elect-romagnetics, IP/resistivity and ground magnetics. The magnetic method was used as a regional mapping tool as well as a way of mapping alteration zones over both the Nena and Frieda River copper deposits. Electromagnetics, in part-icular FLAIRTEM, is a rapid reconn-aissance tool as well as a detailed mapping tool for the location of Nena-style massive sulphide deposits. IP/ resistivity is an expensive but most useful tool for mapping out Frieda porphyry copper style disseminated sulphides as well as Nena style deposits. Diamonds occur in N.S.W., Victoria and north west Tasmania. Diamonds from different areas appear to have their own characteristics, lending weight to the suggestion that three or four different sources (different in location and age) have produced the diamonds found in alluvials at quite a number of locations in Eastern Australia. Explorers for kimberlites in Victoria must overcome a number of field difficulties. The writer's approach attempted to find exploration targets by literature search, noting unusual garnet occurrences, and by relating records of diamond occurrences to described mining activity. While the records are biased towards gold, the study did lead to a pipe, located well away from known diamond-bearing alluvials. Core from one test hole has shown this intrusive to include an alkaline ultramafic breccia with many kimberlitic affinities - a breccia containing mantle-derived minerals, but not a true kimberlite. (A detailed rock description is appended to this paper, but is not the purpose of the paper.) Nickel laterite HPAL circuits are known for their complexity and have presented a large number of challenges to process engineers worldwide. An attitude commonly encountered by the author is that the beneficiation of the ore is relatively simple and that the difficult problems are in the realms of hydrometallurgy. On a number of occasions beneficiation has become the 'poor cousin' in the process design phase. Another common theme is that significant difficulties are encountered when beneficiation circuits are started up, invariably slowing the ramp-up of the remainder of the circuit. In some cases the problems impact on throughput for a long period and can require major rectification capital. The HPAL Ni laterite projects encountered each have their own set of beneficiation problems that need to be understood before an appropriate circuit can be designed. This paper will discuss a range of design issues including geometallurgy, ore characterisation through laboratory testing, the application of appropriate sizing and analytical procedures, the selection of appropriate unit operations, materials handling of plant feed and products and setting meaningful plant design requirements.

High Voltage Pulse (HVP) technology is a novel process that could potentially be the step-change needed in ore processability in the mining industry. The propensity of high voltage pulses towards mineral-enriched ore particles during treatment makes this technology selective and has the potential to enable ore pre-concentration by size separation. In this study, the potential for pre-concentration of a low grade copper-gold ore sample subjected to HVP pretreatment is investigated and compared to that achievable after mechanical breakage in JKMRC’s rotary breakage tester (JKRBT). The data show that a better pre-concentration result can be achieved after HVP processing than conventional breakage. The gold pre-concentration potential is much better than that observed for copper. 4D HVP pre-concentration characteristic curves were produced to assess the metallurgical performance possible as a function of energy input. The case study shows that when targeting a nominal metal recovery of 90 per cent for gold, the HVP pre-concentration technique can split the low grade ore (0.9 ppm gold and 0.28 per cent copper in the feed size 26.5-37.5 mm) into two components – a low grade oversize material (0.3 ppm gold and 0.15 per cent copper) and a high grade undersize material (1.0 ppm gold and 0.3 per cent copper). The mass split to the low grade is 23 per cent. Under this mass split scenario, gold recovery to screen undersize is 90 per cent and copper recovery is 85 per cent. The HVP treatment of this feed size requires a specific energy (spark) of 2.8 kWh/t.There is further research that would be required before industrial uptake of the HVP pre-concentration technology would be possible. Stratabound/stratiform and remobilised mineralisation have been recognised as the two dominant styles of mineralisation which constitute the Broken Hill ore deposit. Recognition of prospective sites for accumulation of ore depends on understanding the heterogeneity of the ore environment and the distribution of the two styles of mineralisation. The internal stratigraphy of the Broken Hill ore deposit and its enveloping rocks, is described, and a generalised stratigraphic setting of the stratiform mineralisation is outlined. Fhiphasis is placed on the existence of closely-spaced sub-basins as potential sites for ore accumulation close to the Broken Hill ore deposit. Intrusion related Cu/Au mineralisation is localised in Pacific Rim island arcs by arc parallel, termed accretionary structures; or arc normal, termed transfer structures. In Papua New Guinea, NE trending transfer structures, evident on Landsat imagery, represent deep crustal fractures which have facilitated dextral rotation of the mainland during oblique plate collision. Major structures localise intrusion centres, and by rotation, develop ore hosting dilational environ-ments in subsidiary structures. While transfer structures localise the Porgera, Wafi and Yandera porphyry centres, the Frieda Porphyry and associated Nena high sulphidation Cu/Au mineralisation are localised by accretionary structures. The Bulolo Graben, which hosts the Morobe Goldfield, developed during intra arc rifting aided by movement on transfer structures. Crustal thinning has initiated magmatism with which diatreme breccias and fracture controlled mineralisation are associated.

This work presents design features of an innovative in-line mixing helical (coiled) reactor for flocculation and flotation as a solid-liquid separation process for suspended particles (including liquid droplets). The device has been named flocs generator reactor (FGR), a compact system whereby the flocculation of particles is assisted by the kinetic energy transfer from the hydraulic flow through the reactor and/or by the injection of microbubbles (30 - 70 ¦m). The flow mixing presented a plug flow regime with a low dispersion degree, promoting the required hydrodynamic conditions to disperse the polymer flocculant (cationic polyacrylamide) and to generate æstrongÆ flocs of Fe(OH)3 or clays (as colloidal model systems) with aggregation using an anionic polymer, Al2(SO4)3 and poly aluminium chloride (PAC), and oil emulsions destabilisation with a high molecular weight cationic polymer. The solid-liquid separation of the flocs was then achieved either by settling or by flotation with microbubbles. This paper discusses advances in this new in-line flocculation-rapid flotation device to remove æaerated aggregatesÆ, aggregates with entrained and entrapped bubbles. Studies were carried out with different models of FGRs (varying the length:volume ratio) and process efficiency (mainly kinetics) evaluated as a function of polymer concentration and some operating parameters, namely, feed flow-rate, air:solids ratio and residence time. Results showed that the aerated flocs are readily floated with rising rates in the order of 120 mh-1, values higher than those obtained for the settling of the non-aerated flocs (18 - 24 mh-1). The FGR requires short residence times and generates dense, well structured flocs (with a mass fractal dimension, dF of about three) which withstand high shear forces. Mechanisms involved appear to include small bubble formation and their rapid occlusion (entrapment) within flocs, nucleation of bubbles at floc/water interfaces, polymer coiling as a result of æsalting outÆ effects at the aqueous/air interface and plug flow type of mixing (flocculation). Successful examples of emulsified oil and solids removal from water are shown and because in all cases high efficiencies were obtained (>90 per cent removal). Due to the high process efficiency and high loading capacity shown, the FGR appears to have good potential as an in-line flotation-separator device in applications requiring high rate solid-liquid or liquid-liquid separations.

Heatings, fires and explosions in New South Wales (NSW) and Queensland coal mines since 1972, are reviewed. Geological and mine settings are outlined. Where available, gas analysis and critical decisions are discussed. This paper updates work by NSW Department of Mineral Resources (1995) and the Queensland Department of Mines and Energy in a report on fires and explosion in Queensland coal mines (Richardson and Ham, 1996). Incident data has important applications in terms of evidence-based risk assessment and identifying key issues to be integrated into competency based training programs. Predictive indicators are reviewed in terms of coal parameters in seams where the incidents occurred.

PT Freeport Indonesia operates a large copper and gold mining operation near Tembagapura, Papua (formerly, Irian Jaya), Indonesia. This is a remote location with its own set of unique operational characteristics. The mining and concentrating operations typically produce a concentrate containing 2500 tpd of copper and 6000 oz of gold per day from the combined mining of a 45 000 tpd (ore) block cave operation (DOZ Mine) and a 190 000 tpd (ore) open pit mining operation (Grasberg Open Pit). The Grasberg Open Pit mine will be exhausted in 2015 at which time FreeportÆs operations will entirely underground mining methods. The Common Infrastructure Project (CIP) incorporates the elements required for the shift to underground mining at a production rate approaching 200 000 tpd. The AB Adit portion of the CIP will provide deep level access to the Grasberg Block Cave (below the Open Pit), Kucing Liar, Big Gossan, and the Mill Level Zone orebodies. Commencement of the project was September 2003. The Grasberg Block Cave is planned to start production in 2014. This paper provides details on the project scope, innovative contractual framework, advancement of mining methods throughout the life of the operation, equipment selection, manpower selection, training, geological, and socio-political conditions related to the project.

Sampling of grain, animal feeds (solid and liquid) including important mineral mixtures in the Danish agricultural sector is subject to an ongoing investigation with the objective of improving existing (suboptimal) sampling procedures. Results from the first six months are presented here; the project will continue for two more years and will include international collaborators (Australia and Canada). The Danish authorities have instituted a system of control analysis, which contains a set of mandated sampling and analysis methods. From a preliminary survey it was concluded that in fact all of the existing sampling procedures are not optimised in the light of Pierre GyÆs Theory of Sampling (TOS).

Recovery of gold by smelting zinc dust concentrate has been carried on at Lake View and Star, Ltd., since July, 1930, when the Merrill-Crowe precipitation plant was first put into operation.Part I describes the development of current gold-room practice, commencing with the clean-up of the MerrillCrowe plant, a procedure that has not materially changed since its inception, and then shows how modifications to straight roasting and smelting became necessary, following a gradual increase in the copper content of the ore treated by the mill.Present smelting practice converts most of the copper into a mixed copper-lead matte, thE sulphur being supplied by the addition of flotation concentrates containing about 35% sulphur as pyrite. The process yields gold bullion of a sufficiently high grade to send to the Royal Mint, but until 1943, suffered from the disadvantage of giving matte and slag by-products high in gold and silver, that were not recovered directly but had to be sent to a smelter.Part Il gives details, of experimental work cnrried out since 1943 which led .to a process for the satisfactory and economic recovery of not only the gold and silver, but also the copper from these, hitherto, troublesome by-products. Nevertheless, incidence of matte in a smelt has always been considered undesirable, and it is hoped that eventually it will be obviated by removing most of the copper from the zinc slime before smelting.Part III indicates the methods by which this might be achieved, and outlines the experimental work that has been done up to the present.

Gas dynamic phenomena, particularly instantaneous outbursts of coal and gas are problems experienced in gassy, highly stressed coal, both usually the result of depth. Diff- erent mining geometries present different opportunities for seam gas to escape, starting from the virgin condition unaffected by mining and ending with the mining of the coal. The mining of the coal varies from entering a virgin seam cross-measure, heading out into virgin seam, advancing longwall faces into virgin seam and extracting developed blocks from large longwall retreating blocks to small pillars. Each method has its particular gass- iness patterns and particular stress patterns, both changing to some extent with time, and changing as mining progresses. Geological structural anomalies are the cause of gas and stress anomalies, causing in turn greater gas and stress manifestations. Pre-drainage of gas from the working seam not only degasifies the coal but causes it to shrink and so may affect stress as well as gas patterns. Unfortunately prior degasification is not all benefit, and there are some d13- advantages to its use. Also although it is possible to degasify places ahead, gassiness will return if drainage holes are shut down or sealed up and other deleterious aspects may be induced. Research should continue into the problem of instantaneous outbursts of coal and Gas.

The considerations which led to the decision to_ install discs at the Dampier Pellet Plant of Hamer ley Iron Pty. Ltd. are described. Initial testwork showed that the ore could be ground dry in open circuit to a Blaine index of 2500 cm2/g and that it pelletized readily. The various design criteria including diameter, slope, speed, motor size, depth of sidewall, feed point and water spray location were then determined. Plant performance after commissioning is described including the various problems encountered and the modifications since carried out to overcome them. The main problem was quickly identified as disc feed rate control. Various bin and bin feeder modifications were tried to overcome the effects of the fluidising characteristics of the dry ground ore. Other factors found to affect disc operation are ore size distribution, additives and operator competence.

In the early-1990s, Tad Golosinski, the former the head of mining department at WASM participated in a review mining engineering courses in Australia. The review team asked various industry executives what subjects they thought graduates needed to be taught. Tad made the comment to me that the more senior executives thought that history and ethics were very important. The outcome was that the mining engineering courses were required to contain at least five per cent content dealing in ethics. The course was to be modified to reflect this. Tad thought at the time the students would think that subjects dealing in history and ethics came from retirees and professionals that were over the hill. So let me talk to you today about ethics.

Good roads are essential in moving men and materials to and from the underground workplace. Coffey Partners International Pty Ltd (Coffey) has recently completed a underground coal industry funded project on underground mine road construction and maintenance. This paper discusses practical approaches to construction and maintenance of underground mine roads using transferrable civil technologies and innovative techniques. Mine pavements are generally low-cost (relative to civil roads), constructed to varying standards using locally available materials to best meet the mobility needs of the mine. Performance of pavements is thus largely dependent on the environmental conditions, quality of the available road making materials, maintenance policies and available resources. The paper will detail `what causes bad roads?' in various underground environments, available management strategies, construction and water control techniques, road maintenance and vehicle considerations.

SomincorÆs Neves Corvo Mine, one of the largest copper producers in Europe, is currently constructing a paste backfill plant in order to replace cemented rockfill in its bench and fill stopes and possibly replace hydraulic sandfill in the drift and fill stopes. A 250 m flow loop was constructed at the mine and the flow properties of various paste blends were investigated. Cycloned tailings and total tailings were both pumped successfully as pastes and were also combined with waste rock for additional testing. The pressure losses in 102 mm and 154 mm diameter pipeline were recorded at flowrates up to 60 m3/hr and are presented at slumps from 120 mm to 250 mm. The data showed the sensitivity of paste mixtures to slight changes in consistency, confirming the need for accurate control during paste production and distribution. The flow results clearly showed the different paste behaviour between cycloned and total tailings pastes and the change in properties at low and high slumps. In addition to pressure loss data, strength testing was done on 38 mm and 82 mm diameter samples. Further strength testing is ongoing at the mine using fly ash as a supplement to cement, reducing the overall binder cost. Preliminary engineering for the underground distribution system is briefly discussed, with reference to the siting of the plant. The Neves Corvo Mine is particularly shallow and alternative methods to pumping were sought in order to ensure sufficient hydraulic head for underground distribution. The comparison of options had to take into account the capital and operating costs, the operation of the plant and the impact on the future expansion of paste fill utilisation at Neves Corvo.

The Hunter Region, with a major part of the coal resources of New South Wales and a long history of coal mining, has experienced a rapid expansion of coal resource development in recent years. While there are inevitable conflicts between mining, urban development and related infrastructure, and between mining and other resources, the application of sound planning practices, and improved co-operation and co-ordination among the various parties, helps to reduce such conflicts. The planning process involves consideration of factors such as transport- ation (including port facilities), mine subsidence, provision for surface facilities, a,iC the need for buffer 'ones. In addition, provision must be made for urban expansion, often co-existing or in close proximity to present or future coal mining development. Approval of coal mining developments takes place within the legislative framework of the Environmental Planning and Assessment Act, 1979 (EPA Act), the Coal Mining Act, 1973 (CM Act) and the Mining Act, 1973. Considerable effort has gone into stream- lining and co-ordinating the procedures under these Acts. The EPA Act provides for regional and local environmental plans, as well as a linked process of development control and environmental impact assessment. The CM Act provides for the grant of exploration and coal mining titles and mechanisms for the responsible management of Mining.

Water is a limited and precious resource in Australia. Because of the increasing demand for water from all sectors of the economy and the variability in supply, efficient management of water resources is of vital importance. The national water reform agenda has provided a strong impetus to all states and territories to progressively move towards more efficient and sustainable water management. The Queensland Water Act 2000 is the legislative framework for providing water for the environment and for planning for the security of supply to water users. The comprehensive water planning process prescribed in the Act results in new tradeable water allocations that are separate from land. These water allocations are well specified and can be traded on a permanent or temporary basis. Trading of water allows it to move to its highest value use, thereby encouraging the most efficient distribution of this limited resource. In addition to transferring ownership of water allocations, it is also possible to change the attributes of the allocation, such as the location from which water may be taken. Changes to water allocations are subject to approval from the resource manager. Pre-testing allows for certain changes to be approved very quickly, making the trading process more streamlined and cost effective. Temporary trades, or seasonal water assignments, currently account for the majority of water trades in Queensland. However, permanent trading activity is expanding steadily as old water entitlements are converted to tradeable water allocations and as the market matures. The permanent trading market provides significant opportunities to the mining sector. It allows mining companies to buy water allocations at market prices without compromising environmental outcomes or causing third party impacts.
