The Resource Management Act has been in force now for approximately ten months. This Act, and the Crown Minerals Act which accompanied it, have substantially changed the manner by which mining operations and other resource uses obtain access to resources and are subject to controls of their environmental effects. This paper briefly summarises the key elements of the regulatory provisions of the Resource Management Act. It identifies the types of resource consents required, and discusses these and procedural matters in relation to mining in Otago. It addresses the transitional provisions and highlights inconsistencies and difficulties in the implementation of these provisions. This paper identifies potential future developments in the planning and regulatory environment relating to mining in Otago.

THE de-silverizing of base bullion at the Port Pirie works is carried out in accordance with the principles of the well-known Parkes process. The base bullion produced by the blast furnace department carries (apart from silver values) impurities, the chief of which are copper, antimony, and arsenic. In order to more clearly indicate the grade of the base bullion, the following analysis, representative of a half-year's production of base bullion, is submitted...Before proceeding with the actual operation of de-silverizing, it is necessary that the impurities, copper, antimony, and arsenic, should be eliminated. For the past 3 years Waihi as a community has been actively engaged in consultation about its future with regard to the environmental, cultural, economic and social viability. This has been made possible through the implementation of the Waihi Community Vision (WCV) process which bought together a diverse range of people and interests.   Through their collaboration and collective energies, they produced a montage of possibilities for the future of Waihi, known as the 2020 Vision. A proceeding evaluation process was adopted by the group to enable the myriad of projects to be assessed and prioritised in terms of the communityÆs social, economic, cultural, environmental and spiritual values.   From this came the desire to be involved in the implementation of these ideas and create an organisation that could facilitate the successful manifestation of the 2020 Vision and other suitable projects.   The Vision Waihi Trust (VWT) was formed in February 2006 and is intended to be a tool through which the community can address issues about its future sustainability. They will work collaboratively with community groups, Hauraki District Council and Newmont Waihi Gold to develop and implement innovative and practical solutions. It should be acknowledged that such outcomes are subject to influence by both external and internal factors and it is important to consider this when looking at sustainability issues.   Waihi is now at a very interesting stage of its development and has the opportunity to proactively design and implement plans to determine its future rather than just let things evolve. A town with a strong sense of its roots and with a strong community identity may be a more attractive as a place live and work. There are additional business opportunities which may also be stimulated by a community that takes charge of its own destiny.   The process that has been worked through over the past three years gives a solid foundation on which to build and must be viewed as positive community development. Waihi certainly has a unique proposition to take to the marketplace, based on its rich gold mining heritage and current modern day mining operations. This requires investigation, refinement and implementation and Vision Waihi Trust looks forward to building to a vibrant and prosperous Waihi in the years to come.

High stress in rock masses can cause significant instability problems such as squeezing deformation in soft rock and rock bursts in hard rock. The support system applied in burst-prone areas in high-stress conditions is required to be able to carry high load and accommodate large deformation of the rock mass without experiencing any serious damage. Yielding support systems are promising to provide support for both squeezing and burst-prone rock mass encountered in mining or tunnelling at depth. They are ideally strong and stiff initially and then ductile after yielding (Potvin and Hadjigeorgiou, 2020). With respect to support design, a ground support system has to create a safe working environment under both static and dynamic loading conditions by providing the functions of reinforcing, retaining, holding and connecting elements (Cai and Kasier, 2018). Rigid rock bolts and cable bolts perform reinforcing and holding functions of a ground support system. In highly fractured ground or with large excavation spans (eg at roadway intersections or in caverns), unstable ground depth can exceed the length of typical rigid rock bolts (ie greater than ~3.0 m). In such cases, flexible cable bolts are needed to tie the reinforced and retained rock mass back to deeper and more stable rock. The flexibility of cable bolts allows anchor lengths greater than the tunnel opening that would otherwise restrict rigid bolts. Cable bolts also offer higher strength to weight ratio, with tensile strengths 2–3 times that of standard rebar bolts. This high strength comes at the cost of lower strain tolerance, typically around 5–7 per cent at break. Despite the lower strain tolerance, cable bolts are often used as dynamic support in demanding burst-prone ground conditions. The lower strain tolerance is compensated by allowing sufficient free length for stretching or incorporating a yielding device. There are a number of dynamic cable bolts available on the market and a number of testing campaigns have been undertaken to quantify the dynamic performance of these cable bolts. This paper reviews the existing range of dynamic cable bolts and discusses the potential areas for improvement and further research.

Social licence to operate is not a new concept for the mining industry, referring to stakeholder approval or acceptance for the activities and impacts of a project, company or industry. It is intangible, dynamic and non-permanent, hence it needs to be earned and then maintained (Thomson and Boutilier, 2014). It has also been argued that social licence extends beyond building approval or acceptance, into engagement for long-term development (Owen and Kemp, 2012).There are many examples where stakeholder opposition – or withdrawal of social licence – have increased capital and operating costs, extended schedules and impacted reputation. At its extreme, the withdrawal of social licence to operate can also contribute to or be the catalyst for mine closure.The key benefit of obtaining a social licence is a reduction of risk. Stakeholder support and advocacy, as well as the implementation of social performance programs that contribute to social licence, can be beneficial in terms of schedule, costs and other benefits.While decisions to close a mine are generally driven by resource availability or economic conditions, the social, economic and environmental legacy remaining post-closure is of importance to many stakeholders. With a number of significant mines now approaching closure within Australia, we are seeing heightened community concern about the economic and social impact of mine closure and the success of land rehabilitation. Contour blasting is commonly performed by employing linear charges decoupled from the boreholes. This method is common in surface and underground excavations, either for civil or mining purposes. To achieve the best results in terms of rock breakage and respect of the excavation profile, blasting theory suggests that charges should be inserted coaxial to the holes to grant uniform distribution of the explosive energy, therefore obtaining a uniform radius of damage. Nonetheless, due to readiness of operations or lack of availability of specific products on the market, non-coaxial charges are often employed in blasting practice. Non-coaxial charging methods include the employ of high-power detonating cord (40 to 100 g/m), low-power detonating cord connecting small-diameter cartridges (commonly 10 g/m detonating cord priming 1” cartridges) or string loading (a thin layer of bulk emulsion pumped with controlled flow and controlled extraction of the injecting rod). This research focuses on evaluating the effects of the first two charging methods on the quality of final walls in open pit and underground operations. Different drilling geometries and charging configurations were applied to both quarrying and tunnelling blasts. The half-cast factor, the overbreak and the underbreak were evaluated as control indicators. Rock quality designation and rock mass rating were used to classify the rock mass. The research was aimed to push contour blasts to their limits, observing for which geometry and charge configuration the blast lost its design threshold with respect to the final wall for every given rock mass. Results show the operational limits of non-coaxial charges encountered in the rock masses object of this study. In good-quality rock, smooth blasting with decoupled linear charge of 40 g/m can be extended to a spacing S = 22Øf with little or no detectable drawbacks in terms of final wall quality, in contrast with theoretical formulae for the determination of the radius of damage. On the other hand, when the rock is poor, any quality of the final wall is hardly achieved at all, in spite of any care in the details of execution of smooth blasting. Ilmenite (FeTiO3) is the primary global source of titaniumdioxide which is commonly used as a whitening agent in papermanufacture and a pigment in paint manufacture. In WesternAustralia ilmenite is processed by the Becher process (Becher,1963, Becher et al, 1965) where ilmenite particles are feddirectly into the furnace with coal and heated to form acomposite of elemental iron and TiO2. The mechanism of thecarbothermic reduction of ilmenite has been extensively studied(Grey, Jones and Reid, 1973; Jones, 1973; Grey and Reid, 1974;El-Tawil, Morse and Francis, 1993) and is reasonably wellaccepted.

Haul roads are often permanent unsealed access roads used by heavy haul trucks to transfer minerals. These roads can deteriorate rapidly which results in potholes, deformations and dust. Downer EDI Works has successfully provided efficient solutions to the mining industry to maintain their haul roads. HaulPac as a solution package is a process in which a bituminous emulsion is used to create a stable and durable pavement. The emulsion penetrates the road and binds the particles together, creating a stable base. It also seals the surface and prevents water from penetrating the underneath layers. Bituminous emulsion can increase the strength of the pavement material and decrease the road surface degradation which results in dust suppression. However, the everincreasing price of commodities, the necessity of reducing carbon emissions and the increasing use of autonomous haul trucks have made it vital to invest in novel maintenance solutions that can meet the needs of the mining industry in a cost-effective manner. This paper outlines the benefits of bituminous emulsion in terms of productivity, safety and environment followed by Downer’s approach to evaluate the suitability and to optimise the amount of product. The potential for changing the colour of the treated surface is explored and an initiative that incorporates end-of-life tyres of haul trucks into the pavement is introduced. And finally, an innovative method using artificial intelligence to estimate dust emission is presented.

Mineral Resource and Ore Reserve estimation is a challenging and demanding field, requiring application of professional knowledge, skill and experience of the highest order. If the many potential pitfalls are to be avoided, however, there are two other requirements which are of equal, if not greater, importance:good communication, and common sense. Estimation of Mineral Resources and particularly of Ore Reserves is almost always a team effort, involving a number of disciplines. Good teamwork requires good communication, both between team members and between the team and other parties having an interest in the process. Breakdown in these lines of communication can have far reaching effects on the project under consideration. The need to use common sense during a Resource or Reserve estimation exercise would seem to be self-evident. It is surprising, however, how often rigid adherence to procedures and methods prevails at the expense of clear thinking, usually with adverse and sometimes fatal effects on the project under consideration. This has become increasingly true as computerised methods have assumed a central role in Resource/Reserve estimation. The critical question that estimators should ask themselves at all stages of the process is: æIs what is being done sensible given the data available, what is known of this deposit and the purpose of the exercise?Æ

An increase of 22 per cent in lead usage is expected in the European Union by 2050. During lead refining, the Harris process is a critical step in which a salt melt is used to remove arsenic, tin and antimony. During this process, the caustic salt melt absorbs these impurities, requiring regular evacuation before saturation. Current metallurgical practices for: 1) determining the end point of the lead alloy involve time-consuming sampling and offline analysis, and 2) determining the end point of the caustic salt melt are based on subjective visual observations by the operator. In the context of Industry 4.0 concept, automating these processes becomes desirable, as smart sensors systematically collect real-time data in an unbiased manner. This research focuses on monitoring the Harris refining process using objective methodologies. Two different methodologies are investigated. The first methodology focuses on electrical conductivity changes of the caustic salt melt as function of Sb content. For this study, synthetic and industrial samples are used. A lab-scale electrical conductivity set-up was built to accommodate the aggressiveness of the salt melt. Initial findings suggest a promising relationship between electrical conductivity and Sb content in the caustic salt melt. Although the results are preliminary, the study provides valuable insights by enabling real-time measurements. The second methodology focuses on measuring the electromotive force (EMF) in lead doped with Sb at pilot-scale. Multiple probes are reevaluated for their effectiveness in Sb measurement. Ultimately, a partially stabilised MgO probe with Ni as a reference, without cardboard and copper protection caps, yields promising results. A correlation between EMF and Sb content is observed. However, repeatability issues arise due to possible wire interference at low temperatures. The results underscore the potential of advanced measurement techniques in optimising lead alloy production within the context of Industry 4.0.

Underground mine planning is characterised by a series of designs, starting with prefeasibility and culminating in operational. Information on the mineralisation and geotechnical conditions is available in increasing levels of detail, as development occurs. In the recently completed AMIRA Planning and Rapid Integrated Mine Optimisation (PRIMO) project, a methodology for producing good strategic and then tactical designs using new optimisation tools, was developed. At the strategic level, fundamental decisions must be made such as those relating to cut-off grade, bench heights, mining methods, access and haulage systems, properties of the mill, etc. The inputs are the block and financial models, geotechnical data, infrastructure and production costs, etc. Stope definition for strategic designs includes bench RLs (relative levels), orebody envelopes, and design and placement of amalgamated or simplified stopes. If multiple mining methods are under consideration, then stopes need to be associated with these. Access design must take into account decisions such as declines versus shafts, a template for level layouts and the topology of the access network. Some of the geotechnical and physical constraints are relaxed for strategic design stages. Strategic scheduling is high level, from a month to a year at a time. In the PRIMO project, software tools have been developed enabling the mine planner to rapidly produce a large number of such strategic designs. After the designs have been evaluated, the highest value designs are chosen and a small number of these can then be further refined at a tactical level. For these designs, the first step is determination of all stopes meeting physical and geotechnical requirements and constraints, allowing for complex stope shapes. Next, detailed layout of the mine access network is obtained, satisfying all operational and geotechnical constraints. Finally, more detailed scheduling is performed, over shorter time periods. The Melbourne University group has focused on optimal access design. In particular, the access network is optimised for minimum cost, taking into account the cost of haulage and development over the lifetime of the mine. Costs vary over the different parts of the network depending on the quantity of haulage and so a weighted network optimisation problem has to be solved. We have developed two software tools for this task, decline optimisation tool (DOT) and planar underground network optimiser (PUNO). DOT produces an optimal network of declines and crosscuts connecting access points on the levels to a portal or break-out point from existing infrastructure. PUNO designs the level layout, including footwall and hanging wall drives, development drives and connections to vent raises. A survey will be given of the capabilities of DOT and PUNO when used on some recent case studies. Our current goals include incorporating some aspects of ventilation design and modelling the development costs when additional ground support is required. This is an abstract only. A comprehensive analysisof rock structures in non-oriented (axially oriented) drillcore is now available (Laing, in press). The system embodies new concepts which better equip the geologist and engineer to deal from the outset with optimising the acquisition of structural information in drillcore, logging, interpreting, and graphically presenting the results. The few existing techniques for determining orientations of structures are augmented by a wide range of new techniques, and all are brought together into two solution types by considering the underlying Euclidean geometries. Analysis of these solution types in terms of what data are required to implement each solution and what assumptions need to be made, leads to strategies which facilitate intelligent design of different drilling programs for blind and outcropping situations. Drillcorc is variably structurally fertile, depending on the number of different structures present. This concept fosters the selective logging only of the more fertile core. Drillholes are also variably fertile, depending on their orientational relationship to the structures in the host rocks. Structural parameters are either vectorial or non-vectorial. Vectorial structures parameters comprise normal structural orientations plus polar vectors like vergence, younging, shear sense and so on. They can be determined by one of two solution types: external solutions, which use an external reference structure to fix the drillcore and thus permit orientation of all structures within that core, and internal solutions, which use orientational data from a selected structure at three or more different drillhole orientation to determine the unique orientation of that structure, without reference to any external structure.

Gold has been known and mined in Australia for over 150 years. It occurs and is mined in all States and the Northern Territory. In the past 30 years approximately 8300 t of gold has been mined and gold exports have contributed over $106 billion to the Australian economy. In the first three quarters of the Australian financial year 2006 - 07 (ending 30 June 2007) gold exports were valued at $7.3 billion, which was 13 per cent of the value of all minerals exported and five per cent of AustraliaÆs total goods and services exports over the period. Clearly gold has been and remains a very important component of the Australian economy.

A cross-discipline approach combining geology, metallurgy and mine planning, geometallurgy is seen as the next logical advance in improving the design and operation of mining businesses. This rapidly evolving field is focused on realising the value that has often been lost in the chasms between the aforementioned technical silos. When successful, the geometallurgical approach promises the ability to tailor mining and mineral processing development and operational options more closely to the characteristics of the resource with resulting lower costs (both capital and operating), improved recoveries and fewer project failures.As with any technological (or managerial) change, there will be side effects from the success of the geometallurgical approach that will impact areas beyond obvious linkages between geology and processing. Some of these effects have the potential to be beneficial to the resource industry and society in general. Beyond the basic geometallurgical promise of closer alignment between processing design/strategy and the multivariate 3D spatial characteristics of the mineralisation, this paper discusses the broader implications and ramifications of the emergent geometallurgical approach: enhancing exploration and discovery; improving project development success; achieving sustainability in an industry working with non-renewable resources; in a world of increasingly hard won license to operate, improving the management of potentially harmful by-products and waste materials (with knock on effects for proactive management of closure issues); smarter approaches to energy management and thus optimisation of projects with respect to carbon footprint; and potential to re-value assets and thus realise a strategic advantage in the area of acquisitions, divestments, mergers and take overs. The authors strongly believe that companies that actively engage with the above issues (and ensure that technical efforts in the area of geometallurgy are not isolated from the larger value chain activities of the firm) will be able to exploit the opportunities that consequentially arise. These early adopters will gain first mover advantages. Firms taking the broad view of geometallurgy will have an opportunity to maximise stakeholder value and win greater success than their less insightful competitors.

The aim of this paper is to discuss how to form work and organisations in the mines of the future. The Kiruna underground iron ore mine in the far north of Sweden is used as an example on how technical development affects organisational issues like skills, work identity and gender. Over a period of 50 years one can see a transformation of work from manual underground work to automation and remote control from surface level. What characterised the old underground workface was the close relation between man and the hard rock and with arduous physical work under dangerous conditions. Today, the face miners are located on the seventh level of an office building close to the mine. There is also an emerging, and in many aspects already evident, knowledge transformation û from the old and obsolete physical and tacit knowledge and skills (for example the ability to æread the rockÆ) to something new, which can be described as abstract æhigh-techÆ knowledge and skills. The modern technology has created a new type of work û new in terms of competencies and knowledge as well as workload and organisation. At the same time the mining company are recruiting more women and promoting the former pure male work as attractive workplaces for both women and men. All this has effects on how individuals and company create and recreate skills, identity and gender. To some extent the technological development predestines these changes, but there are some choices to be done when forming good work and organisations for the mines of the future. The traditional mining workplace culture and behaviours and the old type of masculinity, the æmachoÆ style, will be challenged by the new æhigh-techÆ work and new competency demands. The changes risk meeting restoring responses, which can have negative impact on the performance of the organisation, for example making it inflexible and perhaps ælaggingÆ behind the technological development. These questions need to be handled when planning future mining.

Using a scientific-principled definition of global socio-ecological sustainability can be a useful basis for planning precious and base metal mining projects. The mining industry faces key challenges of; viability of the minerals industry; the control, use and management of land; national and local socio-economic development; environmental management; materials stewardship; and access to information. Using a framework for strategic sustainable development to assess the current reality of mine project development has resulted in identifying areas of strength and opportunities for improvement between current best practices and a desired vision of sustainability constrained by science based principles. These gaps indicate opportunities to strengthen current strategies, tools, and actions with a deeper understanding of socio-ecologic systems and a first-order, principled definition of sustainability, enabling success in moving towards achieving a sustainable society, ie sustainability. Evaluation of mine project development and their impacts on ecological and social systems using a systems perspective which recognises the underlying principles of operation, delays, feedback loops and response to change highlight specific opportunities to create value for social, economic and ecologic systems. Envisioning this future for mining projects within a sustainable society can be done by evaluating their development and operations guided by the sustainability principles. Performance indicators play a key role in measuring progress towards achieving sustainability goals yet it is necessary to consider whether indicators capture the whole systems perspective. Connected to this broader view, indicators can contribute much value to the mining industryÆs sustainability journey. This paper examines how current processes for mining projects can be developed using a whole systems perspective and measured using holistically designed performance indicators.

More and more mining companies are becoming aware of the potential benefits of sensor-based ore sorting and process optimisation. This is reflected by a growing number of analysers that are available for drill hole logging, conveyor belt scanning, ore sorting, slurry analysis, etc. These tools all rely on a specific sensor technology that can be used to detect a material property such as colour, density, mineralogy, or chemical elements. However, all sensors have restrictions on the minerals and/or elements that can be detected or inferred. This is caused by the physical mechanisms behind the technology and depends on mineral concentration and compositional heterogeneity of the ore. Since nearly every ore deposit is unique in composition and characterised by different geological features that drive heterogeneity, no one-size-fits-all sensor solution is available. This makes it difficult for mining professionals to find suitable sensing technologies that can help them solve problems and improve processes for their specific ore types.
