Large-scale coal mining in South Wales dates back to the late 18th and early 19th centuries with the birth of ironmaking on an industrial scale. This rapidly gave rise to new and large communities with immigration from far and wide across the United Kingdom (UK). These new communities were largely dependent on coal mining and served as the main form of employment and social cohesion until the industry’s demise in the 1990s. With wholesale mine closure and the concomitant loss of employment, the extensive environmental degradation and chronic mine-related illness left a deep scar on the psyche on many still living in the South Wales mining communities. This coupled with memories of strife in the 1980s has resulted in ongoing hostility toward the surface coal mining of the remaining accessible coal reserves in the proximity of these communities.The purpose of this paper is to set out the historical basis of the concerns of these legacy mining communities in South Wales and explain how they are being positively addressed by both the recently evolved planning and regulation system and by today’s surface mining industry. Reference is made to experience gained from two recent applications for surface coal mining adjacent to former mining communities. Ways are suggested in the approval process that surface mining can work in more harmony with the local communities through working partnerships between the mining company, the authorities and regulators and the affected communities. It is concluded that partnership is key to creating a more responsive mine-operating culture and a means to securing approval for future surface coal-mining prospects in South Wales, and probably elsewhere too.CITATION:Humphries, R N and Thompson, R J K, 2014. Silver and gold bearing ore from the Troy Resources NL Casposo Gold-Silver Project, located within the San Juan Province of Argentina contains a complex mix of gold, silver, electrum and silver sulphides in the ore. Casposo is a typical low sulphidation epithermal style gold–silver deposit where mineralisation is hosted within rhyolite – andesite flows and breccias. Veins are typically banded quartz–chalcedony colloform - crustiform banded with quartz - carbonate infill. Mineralisation is associated with an assemblage consisting of quartz, chalcedony, adularia, calcite, illite, sericite and trace sulphides. Gold and silver occur as electrum, native silver, sulfosalts and silver sulphides. This paper presents a case study that describes the process selection, development and engineering of a tailored process plant for the recovery of gold and silver from this ore.The original feasibility study, modelling, metallurgical testwork and engineering studies are outlined. The final flowsheet was based on minimising capital cost, operability, recovery and minimising technical risk.The process flowsheet uses the traditional Merrill Crowe route because of the high silver to gold ratio in the feed and achieves maximum gold and silver recovery while providing a common facility for future ore body treatment.

Sampling is often the most critical part in process analysis. When the mean of a continuous lot, such as a process stream within a given time interval, is estimated by calculating the mean of several samples, the uncertainty of the estimated mean depends usually on the sampling strategy. Three different strategies can be used: systematic, stratified or random sample selection. The standard deviation of the lot mean is different for these methods so that systematic sampling usually gives the smallest and random sampling the largest standard deviation. Pierre Gy developed a method where the sampling errors of one-dimensional lots for these three strategies can be estimated from a variogram, which is calculated from a variographic experiment, ie from a set of one-dimensional time series measurements with fixed sampling interval. While variogram is an excellent tool for characterising and displaying the variability of autocorrelated processes as function of time, the sampling error estimation from it is quite laborious, however. In this work an alternative method for estimating the sampling errors was developed. The process is divided into strata of equal sizes, varying the length of strata similarly to variographic analysis. For stratified sampling the standard deviation estimates are obtained by analysis of variance and for systematic sampling by fitting a linear regression line to each stratum and calculating the residual variances. By pooling the individual variance estimates the variance estimates that are corrected for autocorrelation are obtained. The new method was tested with simulated and real data sets having periodic, random and/or drift fluctuations. For stationary processes the results agreed well with the results of the GyÆs variographic method. The method can probably be generalised to estimate the sampling variance of higher-dimensional lots.

The use of mining by-products for beneficial use may face approval, and acceptance barriers. This paper described the use of a sustainability framework to assess the safety, effectiveness and economic value of modified bauxite residue (Alkaloam«) for use on agricultural land in the Peel-Harvey region of Western Australia. The results indicate the merit associated with using this by-product from a safety and, private, community and environmental value perspective. They may be used to indicate the worth of pursuing any future community acceptance and agency approval process.   The use of Alkaloam« for beneficial use on agricultural land in Western Australia was first investigated over 25 years ago. Efforts to gain regulatory approval and community acceptance of Alkaloam« have had a complicated and enduring history. Understanding and assessing the value of a by-product using social and economic considerations, in conjunction with an environmental assessment, provided a more complete evaluation to that previously used.

Online monitoring of particles cumulative percent passing (PCPP) for a target size at hydrocyclone overflow, compared with traditional offline methods, provides PCPP feedback in real time, and is advantageous in enabling energy-efficient comminution, increasing downstream flotation efficiency, and improving upstream resource knowledge. However, existing online approaches are generally costly and bespoke, and some are sensitive to operational changes. Therefore, this study proposes a new low-cost alternative based on accelerometer measurement for online PCPP monitoring in the overflow of hydrocyclones and provides a preliminary experimental investigation under dry condition. The proposed method uses a sensing probe inserted into the overflow pipe of a hydrocyclone to receive particle impact from the incoming slurry, with accelerometers attached to the probe and mounting frame outside the pipe for particle-probe impact detection. As a preliminary investigation before studying particle-probe impact events in slurry, tests under dry condition without fluids were conducted using dry sand particles in free fall from a fixed height. Accelerometer measurements are analysed in both time and frequency domains through root-mean-square (RMS) and fast Fourier transform (FFT). Results show that accelerometer measurements are useful in estimating mass flow rates, which are correlated to the accelerometer output amplitude RMS values in time domain, in a non-linear mapping. Different particle size classes can be identified by examining the accelerometer output amplitude at a known mass flow rate. Different particle size classes feature their distinct signature frequencies (SFs) that can be examined via FFT and the SF is found to be independent of the mass flow rate. The results imply that any PCPP changes can be detected by the change in the accelerometer output amplitude as well as a shift in SF, which demonstrates the effectiveness of using accelerometers to gauge changes in PCPP. Based on the current findings in dry condition, future work will investigate particle-probe impact events in slurry.

Anglo Coal Australia (ACA) takes a proactive position with regards to attracting and retaining employees at a graduate level. Currently, ACA has graduates in its program across all disciplines: Mining Engineering, Mechanical Engineering, Electrical Engineering, Commercial, Occupational Health and Safety, Environmental Engineering, Human Resources, Safety Engineering and Processing Engineering. The current program is three years in duration and involves two (generally) equal periods at different ACA mine sites or Brisbane Corporate Office. ACA takes an active role in promoting its status at the university level by maintaining a scholarship program. Six undergraduate scholarships are offered each year across all disciplines. Associated Vacation Employment is offered to each scholarship holder during the period of his or her university study. This commitment to education is regarded highly by future graduates. ACAÆs active role in sponsoring student bodies is also known and appreciated amongst the university population. ACAÆs graduate program has been a successful training program for future leaders of the coal mining industry. The company is committed to making the program more suited to the needs of the graduates across all disciplines and as a result the program is not stagnant but is constantly changing and evolving. Recently the æGraduate PassportÆ has been drafted with an aim to keep each graduateÆs needs in relation to experience and training firmly in focus for the duration of the three-year program. Appropriate training for each graduateÆs position is supported by the company; for instance, support through funding and time for a commercial graduateÆs CPA qualifications is provided.

There is no doubt that the mining sector is considered to be the backbone of many countries. Furthermore, it has played an important role in the prosperity of nations, whether developed or developing. Saudi Arabia is one of these countries that has a large variety of metallic and non-metallic mineral resources that range in size and value occurrences of limited potential to deposits large enough to sustain profitable exploitation. Therefore, the Saudi government needs to reinforce the capacity of the sectoral institutions to better regulate and promote the sustainable development of the sector. The ability to overcome the administrative and legal complications that constrain private sector participation in the minerals sector, through new mining code which will streamline the procedures for obtaining licenses and will add more predictability and transparency to the application process, are proposed for increasing the sustainable development. This paper will outline how the Saudi government is tackling the major challenges that face the minerals industry. This paper provides the background to the Saudi Arabian mineral sector and its industrial base. Finally, the paper identifies the problems and constraints that face the minerals sector in Saudi Arabia and provides an assessment of the effects of government policies and planning efforts in the minerals sector, particularly during the period of the development plans which started in 1970.

Both here and in Australia, the unique commercial and tax features of joint venture are finding favour in forestry, fishing, technology and infrastructure projects. For New Zealand mining companies, joint ventures provide a means of access to foreign know how and investment funds, while retaining their corporate independence and their hard-earned tax losses.   This paper discusses some of the practical income tax and GST considerations where a joint venture structure is contemplated. The first part of the paper considers income tax, and in particular how joint ventures enable companies to access and carry forward tax losses. It explains why a joint venture may be advantageous relative to a jointly owned company.   The second part of the paper concerns GST and the focus is on two aspects: 1.   Joint ventures may be registered for GST. In some instances they have no choice and are required to do so. Where a joint venture is registered in respect of a taxable activity, the members are not permitted to register in respect of the same activity. This may be problem where the member has incurred its own expenses and the member wishes to register in its own right to claim back the GST on those expenses. This paper explores the issue and possible solutions. 2.   It is not uncommon to see joint ventures claiming GST on the costs of production, and the production being sold (and GST is being charged) by the members. In this paper we consider whether these arrangements have a tax risk, and what can be done to make them technically sound.

The global mining industry is perceived to be a world leader in sustainability reporting û with a 2008 Ernst & Young survey placing four mining companies in their top five performers in sustainability reporting in South Africa. There is certainly good evidence to support this finding, but there remain many ongoing issues with respect to sustainability reporting and some important areas for improvement by mining companies globally. This paper begins with a broad (but brief) review of sustainability and the technical basis for reporting against a wide range of typical indicators or measures on the environmental aspects of mining. The various protocols, frameworks or systems are then reviewed, with a particular focus on the Global Reporting Initiative (GRI) and its associated mining sector supplement (including the evolution from environmental to sustainability reporting). A wide-ranging survey of reporting by mining companies is presented, including detailed analysis of 2007 and some commodity sectors over time. Examples of reported data are synthesised and analysed, focusing on their accuracy, consistency and utility for accurate assessment of the life cycle impacts for minerals and metals. A number of areas are identified for improved reporting by all mining companies, including water resources and consumption, energy consumption, process inputs (eg acids, solvents, etc), pollutant emissions, including greenhouse emissions, mine site data (not aggregate company totals) and finally rehabilitation and land status. Given the nature of mining, and considering parallels between æpeak oilÆ and the mining sector, it is critical that the state of sustainability reporting continue to evolve and improve û both in the number of companies using the GRI but also in the level and consistency of data being reported. Overall, the paper presents an important review of the present state of the art in sustainability reporting for mining, and provides a range of insights into ways to help improve reporting in the future for all mining companies.

The detection of ethylene in mined-out ‘goaf’ areas of underground coalmines is an industry standard indicator of accelerated oxidation where the coal temperature has exceeded 100°C. If uncontrolled, this naturally occurring process can lead to spontaneous combustion and catastrophic mine explosions, such as the Moura No 2 mine explosion. Spontaneous combustion trigger action response plans (TARPs) typically use the detection of ethylene as a trigger for definite change requiring immediate reaction, which can include the withdrawal of coalmine workers.Following the completion of sealing of longwall goaves at Crinum North Mine, ethylene was often detected in trace quantities. These trace quantities were below 1 ppm and detected via the bag sampling regime, with the use of a gas chromatograph. Any ethylene detected in these instances was not associated with increased quantities of carbon monoxide to conclusively indicate a heating within the sealed area.Ethylene was only detected in a newly sealed goaf and would not remain present for a period following the sealing. As part of the longwall recovery process, the predominant roof support mechanism during the recovery was the use of timber cribs. It was decided to investigate the possibility of this timber generating ethylene.Preliminary tests were completed by placing timber specimens from several species of Australian native hardwoods in gas bags in air. Within ten months of the first significant intersection on the Vera deposit, approval was given to proceed with a $28.3 M underground development of the Vera-Nancy gold mine. Contrary to what the timeframe suggests, the development of the underground mine was planned in a logical and methodical manner which enabled confirmation of the resource, evaluation of the orebody for mining and sufficient production to recommence milling operations at the Pajingo treatment plant. This paper describes the underlying factors on which the project was planned and developed. The approach has successfully enabled the mine to be in production 18 months after discovery without compromising any future production or potential expansion

The REGCHEM (Regional Exploration Geochemistry) database of open file mining company data, managed by GNS Science, has recently been upgraded with the compilation of additional data, especially for the Otago region (see http://maps.gns.cri.nz/website/minmap). In June 2007, data compiled for the Otago region included more than 2000 stream sediment samples from 19 surveys, more than 800 BLEG (bulk leach extractible gold) samples from 12 surveys and a few pan concentrate samples. The stream sediment samples were typically analysed for Au and As, and in many cases for other elements including Cu, Pb, Zn, Sb, W and Mo. The BLEG samples were analysed for Au and in some cases also for As. The main exploration target was mesothermal gold deposits in the Otago Schist, although one survey of the Otago Peninsula targeted potential gold deposits associated with the Dunedin volcanic complex. Geochemically, the mesothermal gold deposits are characterised by anomalous As and Au, with some also characterised by anomalous W and Sb, and these four elements are the best pathfinders in stream sediment geochemical surveys. The introduction of lower detection limits in Au analyses in the more recent stream sediment surveys and in the BLEG surveys enables the use of this element as the primary pathfinder for mesothermal gold deposits.

The Kwinana (Western Australia) and Gladstone (Queensland) industrial areas are among the few dozens of heavy industrial areas globally that demonstrate significant levels of regional resource synergies. Such synergies are also referred to as æindustrial ecologyÆ or æindustrial symbiosisÆ. Fundamentally they involve the exchange of by-products or sharing of utilities between companies in close geographic proximity to achieve competitive advantage and environmental benefit. A concerted research effort is currently underway to foster greater realisation of regional resource synergies in minerals processing intensive regions, in Australia and internationally. This paper summarises current insights from the foundation research into engineering tools and technologies and enabling mechanisms for regional resource synergy developments. Regional resource synergy developments were reviewed for 16 international and two Australian regions. It was found that Kwinana and Gladstone compare favourably with the well-regarded international examples of regional synergy development. Given the fairly strong evidence that self-organisation is critical for regional synergy developments, an implementation model has been proposed that captures entry points for synergy developments at the level of platform (industry collaboration), process (developing synergy opportunities) and project (assessing and implementing specific synergies). It was also found that regional synergies have so far developed in the absence of specific methods for identification and screening of synergy opportunities. Moreover, very limited attention has been paid to the associated technological and engineering challenges. The current technical research effort therefore targets: the development of a toolset for the identification and development of potential synergy opportunities; and assessment of technology needs and opportunities for regional synergies involving water, energy and materials recovery and reuse.

Airborne geophysics and geomatics is at a crossroads as to whether it remains a viable mapping tool, both technically and commercially, and broadens its potential for new applications (eg environmental monitoring, civil engineering and precision farming). The use of small and stable multisensor aerial platforms to conduct highly flexible surveys flown at a low/reasonable cost of operation is a recurrent wish of many stakeholders in the natural resources exploration and mining industry. Through its Fly Light Airborne Geophysics research program, EXIGE and partners have pushed the development and testing of two new airborne carriers with unique capabilities for geo-surveys: GyroLAG’s gyrocopter and Infotron’s unmanned aerial vehicle (UAV). These carriers are the next generation of versatile and innovative aerial vehicles for remote sensing and monitoring. They are rotary, smart tailored, ultra-high resolution manned (gyrocopter) or autonomous (UAV) airborne platforms that combine the merits of dense data sampling, accurate position location, very low clearance above ground or sea level, slow speed, interchangeable and combined multiple geo-sensors, automatic data quality control and real-time quality assurance. They also have the benefits of being highly efficient, cost-effective, commercially attractive, safe, reliable and easy to deploy and operate. Their technical specifications and multiple advantages compared to traditional aircraft and/or ground crews are presented in this paper. Currently, underground mining of deeper massive deposits with lower grades, harder rock conditions in high strength environments, entails difficulties in caving, fragmentation and seismicity of the orebody.So far, the use of preconditioning (PC) with hydraulic fracturing (HF) has shown positive results in terms of seismic response and caving performance, while PC combined with explosives aims to weaken the rock mass, causing an additional effect on fragmentation.In particular, mines commonly referred to as ‘supercaves’, operated by caving methods, have the need to integrate mine to plant processes, where rock fragmentation appears as a key tool. In fact, it implies making mining and comminution processes more efficient to the plant and for mines, it justifies the search of innovative solutions in drilling and blasting techniques to precondition the rock mass. The following paper aims to show the feasibility of numerical blast modelling to weaken the rock mass using explosives, mainly through sensitivity analysis applied to designs to minimise bias and uncertainty in the results. It is shown how the presence of structures, their geometry and in situ stresses influence or interfere with the PC method being used.From the work, it is concluded that better knowledge on the application of explosives weakening allows specialists to strengthen numerical models associated with every design and therefore previously validate their applicability, helping to understand complex phenomena such as the propagation of mechanical waves in non-elastic heterogeneous media. In this sense, it is understood that while there are studies (Sanchidrián, Segarra and López, 2006) showing that the transfer of energy in the rock mass could be even greater in a confined environment, the more competent rock mass and higher in situ stresses interfere mostly on the effectiveness of a technique using explosives.CITATION:Gottreux, I, Córdova, E, González, P and Videla, J, 2016. The particle dynamics of a mixture of coal and zircon system wasstudied in a scaled-down cold model of an industrial kiln. Thefactors investigated in the study were rotational speed (N),zircon-to-coal feed ratio (B), coal particle size (dpc) and the angle of inclination (*) of the kiln. The technique used is the residence time distribution (RTD) method. It was found that rotational speed and angle of inclination are important parameters that affect the residence time of particles in the kiln. A mathematical model for predicting the mean residence time of particles in the rotary kiln was developed. Comparisons with reported models for such systems are discussed.

It is well known that during the first 15 or 20 years the hardy colonists and un-tfortunate convicts were close to starvation on several occasions and were only saved by the arrival of supply ships, which were dependent on the vagaries of wind and current, and the hazards of the uncharted seas they had to -navigate-.When Australia was little more than a miserable penal settlement, Great Britain was one of the great-powers of the world, and the U,.S.A. was an independent nation with a growing degree of prosperity that even then gave promise of its mighty awakening to become, as it has, a e.olossus of industry and commerce,-and the. leader in living standards of the world to-day.Australia, from such a shaky, and comparatively recent start, has risen to a position in which its living standards rank very high in comparison with those of most of the nations of Europe and America. Exact com-parisons are hard to fix because of the wide variety of factors involved .but the Institute of Pab?Lic Affairs .(Victoria) places Australia fifthin the world, excelled only by the U.S.A., Canada, Sweden and Switzerland. The next best after Australia are the United Kingdom, West Germany and France.How we achieved such a high standard of living is a vast subject for study but some of the economic aspects of our climb from abject poverty to a position of near affluence can readily be identified.

New approaches in the last decade have led to the supplemental use of raw coal as a direct energy source in several iron and steelmaking processes. The dependence on more expensive coke and electricity is being progressively reduced. The Technology Venture of Klockner Werke and CRA has pionered several of these developments and is pushing ahead to processes for scrap melting and direct smel- ting of iron where coal is the ONLY energy source. Such complex developments depend strong- ly on the experience gained in the simpler but related processes for coal use already in operation. The longer term implications of a successful coal-based direct smelting process for the world steel industry are substantial.

Previously published stream quality data and AMD (acid mine drainage) analyses have been collated into a database (DAME û Database for Assessment of Mine Environments) and additional samples including NMD (neutral mine drainage) have been collected from coal mine drainages on the West Coast. Variations in the chemistry of mine drainage samples can be related to four factors: 1.       regional geology (Brunner Coal Measures or Paparoa Coal Measures) 2.       mine type (open cast or underground) 3.       hydrogeology 4.       local geology   In general mines hosted in Paparoa Coal Measures produce NMD whereas mines hosted in Brunner Coal Measures produce AMD with highly variable chemistry. Differences in coal mine drainage chemistry between mines hosted in Brunner and Paparoa Coal Measure sequences can be measured with acid-base accounting geochemistry. Correlation of ANC (acid neutralising capacity) and MPA (maximum potential acidity) analysis of rocks with mine drainage samples is substantially better than correlation of NAG (net acid generation) analysis with mine drainage chemistry.   It is likely that NAG analysis over estimates acid generation potential of some samples due to release of organic acids that are not released under environmental conditions. In general, differences in mine drainage chemistry between Brunner and Paparoa hosted mines are attributed to the effect depositional environment and diagenesis on coal measure composition. Exceptions to generalisations relating mine drainage to Paparoa or Brunner host rocks are likely where local geological conditions cause increased deposition of pyrite in Paparoa rocks and additional analyses are required to confirm interpretations.   Based on the interpretation of these results a mine drainage chemistry hazard model has been constructed. The hazard model predicts likely variations in mine drainage chemistry based on the four factors listed above. The hazard model has implications for mine related water quality risks. For example, ecotoxicity, human health affects and selection of remediation techniques are all sensitive to mine drainage chemistry.
