The Government of Canada recently passed a new regulation to control the liquid discharges from metal mines in Canada. The Metal Mining Effluent Regulation of the Federal Fisheries Act will come into force within the next six months. As a result the Ontario Regional Office of Environment Canada has developed a compliance promotion program to accompany the new regulation. How the mines implement the regulation will be key to its success. This paper will briefly outline the components of this regulation, including the reporting structure, the discharge parameters and limits, as well as the requirement for the mines to conduct long-term environmental effects monitoring on their effluent discharge. The presentation will give a brief account of the compliance promotion program, and then focus on the spill trends from Ontario mining operations. The province of Ontario has the largest concentration of metal mining operations in the country with approximately 40 active mines.

On the Kinetics and Equilibrium Models for Biosorption of Ni(II) onto a Gram-Positive Bacteria Strain, Rhodococcus opacus, for Environmental Applications The aim of this fundamental study was to evaluate the biosorption of Ni(II) from aqueous solution streams onto a Rhodococcus opacus strain through kinetics and equilibrium isotherms studies. The biosorption of nickel achieved its highest value in a pH around 5. The experimental data evaluation was carried out focusing three two-parameter models, as: Langmuir, Freundlich, Dubinin - Radushkevich. In order to determine the best isotherm fit, three error analysis methods were used to assess the data: correlation coefficient (R2), residual root mean square error (RMSE) and Chi-square test. The error analysis established that the Freundlich model fits better the nickel biosorption data. Maximum uptake capacity of nickel reached a value around 7.63 mg.g-1 for R. opacus. The biosorption rate was fast and achieved a removal of around 79 per cent of Ni(II) in the first 5 minutes at room temperature (25 ¦ 2¦C). The experimental kinetics data was evaluated considering two models (pseudo-second order and pseudo-first order). The error analysis established that the pseudo-second order model better fits the data.

The Mining Innovation – State of Play was initiated three years ago by VCI in partnership with the University of Western Australia. The ambition was to create a ‘think tank’ type platform to support industry discussion on how it is performing in terms of innovation at a strategic level, what needs to change in the industry ‘ecosystem’, and how businesses may more effectively develop their strategy and architecture to innovate for competitive advantage.The drivers for this ambition were straightforward. The industry recognises itself as being conservative with respect to innovation and it knows the business and community endowment dividend from getting better at innovation is large; however, much of the material that seeks to provide insight on innovation tends to be drawn from industries that do not have the same high capital, long life cycle and market uncertainty characteristics as that faced by mining. Material that does focus on mining innovation is orientated towards technical innovation, not innovation strategy. There exists a significant knowledge gap, and filling it is valuable to both mining businesses and communities.The 2014 Mining Innovation State of Play report (Stanway, Griebel and Mahoney, 2014), based on a survey of over 230 mining executives, uncovered a range of insights but left several questions unresolved. The people with the best perspective on these questions are CEOs. They can see the business issues with sufficient clarity and have the influence to shape both the industry and its organisations, as seen in Figure 1. Discussing these questions with the view to progressing our collective understanding was the primary reason this interview series was conducted.Unsurprisingly, interviewing 15 CEOs and Chairpersons from different industries and commodities, across the globe resulted in a broad range of views. The discussions were frank and often blunt in assessing the short comings in the industry and suggestions for improvement. This degree of candour is hugely valuable as a basis for improvement. In this paper, the Australian thick coal seam underground mining potential is highlighted and the characteristics are investigated by analysing a thick seam database. It is clear that thick coal seam resources should be mined with a high recovery, productive, efficient as well as a safe and reliable mining method. Longwall Top-Coal Caving (LTCC) is the most recent thick coal seam mining method which has been developed and extensively used in China for the last ten years. The successful applications indicate that this method has a very high recovery and productivity rate and less development cost in comparison with any other thick coal seam mining method. One of the aims of the current study is to seek potential for the application of LTCC as a thick seam mining method in Australia. In this paper, preliminary results of investigation on Australian thickseam potential are given and results of data analysis for potential LTCC seams in Australia are described. The outcome of this study shows a great promise for the application of LTCC in Australian coal industry.

A model has been developed as part of the AMIRA P420 Gold Processing Technology Project to simulate the recovery of gold by centrifugal gravity devices. The model (which is available online) uses the simulation methodology developed by Laplante et al (1995) to predict gravity recoverable gold (GRG) recovery under varying operating conditions and circuit configurations. In addition to predicting GRG recovery, the model also predicts the GRG content and size distribution of the cyclone overflow and underflow. The predicted overflow GRG content and size distribution can be used as inputs for a leaching model in which size dependent leaching rates are applied for each size class of GRG and non-gravity recoverable gold (non-GRG) in the cyclone overflow, allowing size-by-size leach recoveries to be determined for GRG and non-GRG. The application of the gravity model and leaching model are demonstrated using a case study. The simulated gravity recovery and leaching performance showed excellent agreement with the measured values. The developed models can be used to assess the sensitivity of gravity gold and leach recoveries to varying feed GRG content, GRG size distribution, gravity circuit feed rate, classifier performance and leach residence time. The described methods can be used to optimise new and existing gravity and leaching circuits.

Stream sediment geochemical analyses from 140 mining company exploration surveys of the Coromandel, Northwest Nelson, Marlborough and Westland regions of New Zealand have been compiled from open file reports and entered on a database called REGCHEM (for Regional Exploration GeoCHEMistry). REGCHEM is supported by GEOEXPL, a custom-written computer software application which operates under the Microsoft Access relational database management system on a PC-type computer, The data are plotted as maps using the MapInfo geographic information system (GIS) package. Thresholds separating anomalous values from background values are determined using the PROBPLOT uni-variant statistical package, which enables the discrimination and modelling of several populations. Relevant REGCHEM data are being incorporated into a GIS for the Coromandel region as part of ongoing studies to develop mineral deposit and metallogenic models for the region, and to assess regional prospectivity.

Gold mining in Australia and globally has a long and variable history. In recent years, due to ongoing public concern over long-term environmental impacts, the mining industry globally has been moving towards a more sustainable framework, presented as the æMining, Minerals and Sustainable DevelopmentÆ (MMSD) framework at the Johannesburg Earth Summit in 2002. There are a number of fundamental issues and concerns with assessing the sustainability of mining. Firstly, long-term trends show that ore grades for almost all metals and minerals will continue to decline (some rapidly so), increasing waste rock is being produced due to the trend towards large-scale open cut mining and more complex ores are now commonly being developed. The impact of these trends on the resource intensity, or unit cost, of gold production is of major concern as it could lead to an increase in energy, water and reagent consumption and greenhouse emissions per unit gold produced. A detailed compilation of these fundamental sustainability indices for gold mining has been undertaken, and is presented with respect to indices over time, ore grade and ore throughput. A clear observation is that the resource intensity of gold mining is extremely sensitive to the ore grade, with energy, water and cyanide consumption and greenhouse emissions rising significantly as ore grade decreases. Based on the gold ore resources at operating mines and other known gold deposits, it is most likely that the average gold ore grade will continue to decline, leading to increased resource intensity and consequent environmental impacts (assuming no breakthrough new technologies occur). These findings are of major importance to understanding the sustainability of gold mining. The final judgement of the sustainability of gold mining therefore must take into account the sensitivity of the ore grade in the resource intensity of gold production.

Loy Yang Power (LYP) owns and operates a 2160 MW brown coal fired, base load power station in the Latrobe Valley, Victoria, Australia (Loy Yang A). It also owns and operates a brown coal mine that supplies fuel to its own power station and a nearby 1000 MW power station owned by International Power (LoyYang B). The mine supplies 32 Mt of coal per annum from an open pit, which is currently about 4 km long by 2 km wide and 180 m deep. LYP has 500 employees and a substantial amount of work is also carried out by contractors and consultants. GHD Pty Ltd(GHD) has been contracted to provide mine planning and earth sciences expertise. GHD is an international professional services company that operates globally in many market sectors including mining, industry and the environment. The company has major offices in Melbourne and also within the Latrobe Valley. This paper sets out the experiences that GHD and LYP have gained in establishing a unique alliance arrangement for GHD to provide a range of mine planning, earth science, dam surveillance and environmental services to LYP. The underlying philosophy of the alliance is to closely align the objectives of the two companies such that GHDÆs recompense for service delivery is proportional to the benefit achieved by LYPÆs business. Quality of service, whole of life costs and risk management are important aspects and are reflected in key performance indicators against which GHDÆs performance is measured. Currently GHD provide 20 000 hours of labour to LYP per annum, which are delivered by up to 120 staff who possess the required diversity of skills. The paper explains how the contract was initially let as a conventional service agreement and explains why the contract was transformed into an alliance. It then illustrates the operation of the alliance with reference to the 2006 work program. The paper concludes with thoughts on how the arrangement can be further developed for the future to the benefit of both parties.

It has been thought in the past that New Zealand had ample coal reserves, able to provide fossil fuel supplies well into the future. Such is not the case and every effort must be made to achieve the highest possible extraction rate in all new coal mining ventures. While the relative cost and availability of completion or fuels has been largely responsible for the slow growth of coal production in the past, a world shortage of fuels has given coal a new importance and required better utilisation of coal reserves. New mining ventures in thick-seam coal deposits cannot be planned and designed without geotechnical investigations designed to provide information required by the mining engineer and analyst. Finite element analysis of mine workings may provide essential information on the optimisation of mining techniques and the design of underground support and roadway shapes.

X-ray diffraction (XRD) is a well-recognised, invaluable tool to provide detailed mineralogical analysis on a wide range of applications. However, despite the wide use of XRD in many industries, there are currently few recognised standard methods for quantitative XRD analysis and none for the analysis of iron ore materials. An initial step towards preparing a standard method for XRD analysis of iron ores was to assess the current level of precision achievable by practitioners of the technique by organising an international round robin. Six Australian chemically certified iron ore reference materials were distributed to over 100 international participants. A summary of over 120 data sets from more than 80 participants is presented. Results show that a bewildering array of techniques for sample preparation, data collection, phase identification and quantification were used. The reported values for the main components (ie hematite, goethite, quartz and amorphous content) show not only extensive variability between participants but also within participants’ results for those who submitted multiple data sets. The disappointing low level of precision exhibited for a relatively simple mineral phase system indicates a strong requirement for development of a standardised procedure.CITATION:Raven, M D and Birch, S L, 2017. More specifically, what is my Vision for the Institute to assist professionals to achieve greater and continuing professional excellence in their chosen professions?

The New Zealand Minerals Industry is small but growing. Over the next 10 years it will be facing stiff international competition for skills to support this growth, particularly from Australia who are forecasting that a further 70 000 people will be employed by 2015.   The value of commodities mined and quarried in NZ continues to increase; and the value of coal, metals and industrial minerals production reached $1.505 billion in 2006, an increase of 15 per cent on 2005. Production increases will continue à. Latest Crown Minerals statistics show that national prospecting and exploration expenditure rose to $29.9 million in the year ended March 31 2006 û an increase of 46 per cent from the $20.4 million spent in the March 2005 year. The equivalent 2001 year expenditure was only $2.48 million.   The industry already experiences difficulty in recruiting the people it needs with ongoing demand for skilled underground miners, trades people, and mining professionals. This discussion paper will outline the national context with regard to labour, skills and training. It will suggest options and provide an opportunity for conference participants to discuss the way forward.

"This paper is focused on blasting activities undertaken as part of the Pacific Highway Upgrade – Tintenbar to Ewingsdale – project (T2E). This is a ‘priority 1’ Pacific Highway road construction project in New South Wales (NSW), to be completed by mid-2015 (weather permitting). T2E will provide approximately 17 km of dual carriageway road starting at the northern end of the Ballina bypass and extending to the Ewingsdale interchange, and will complete the existing dual carriageway road between Ballina and the NSW/Queensland border.Roads and Maritime Services (RMS) (formerly the Roads and Traffic Authority) is delivering the project on behalf of the NSW state and federal governments. In October 2011, RMS awarded a contract to Baulderstone Pty Ltd (now Lend Lease Engineering Pty Ltd – Lend Lease) to design and construct T2E. One of the key elements in this project is the St Helena Tunnel.In order to avoid the steep grades of St Helena Hill, eliminate a well-known accident black spot and maintain the aesthetics of the Byron hinterland escarpment, RMS and Lend Lease prepared designs to construct a 434 m long dual carriageway tunnel, 46 m below the ridge line of St Helena Hill. Lend Lease elected, where geotechnical conditions permitted, to use drill and blast methods to excavate the full tunnel profile, instead of traditional mechanical excavation techniques.Since all blasting locations (both inside and outside the tunnel) were in close proximity to nearby residents, the NSW Department of Planning and Infrastructure imposed strict air blast overpressure (airblast), ground vibration (vibration) limits and limited working hours. Both RMS and Lend Lease recognised that these restrictions meant that nearby residents may be exposed to blasting activities for longer than was necessary. As a result, after close consultation and agreement with the nearby residents, RMS applied successfully to the NSW Department of Planning to increase the airblast and vibration limits, as well as the working hours.Working under these new conditions, Lend Lease employed a range of best practice drill and blast technologies provided by both Orica Australia Pty Ltd and Atlas Copco Mining and Rock Excavation to improve the safety and efficiency of blasting activities and to minimise the potential negative impacts of the blasting works on affected residents. These technologies included: the use of a continuous environmental monitoring system to record the results of the blast events and provide quick and easy reporting to key stakeholders to address RMS specification requirements electronic detonators to enable accurate hole detonation timing for vibration compliance and to give project engineers the flexibility and precision to alter each design to suit the geological profile of each face the use of two software programs and advanced drill rigs to enable the efficient design of blasts, electronic transfer of designs to the drill rigs, as well as in-hole monitoring and recording of drilling performance the use of a specialised bulk emulsion system to deliver fully coupled bulk explosives into face blastholes to maximise fragmentation, and decoupled bulk explosives into perimeter blastholes, to reduce overbreak and deliver a cleaner profile.By taking a progressive approach towards the environmental restrictions and the work hours imposed, as well as utilising best practice blasting techniques, RMS and Lend Lease were able to blast with confidence and achieve their production deadlines and reduce the total cost of the project.Most importantly, RMS and Lend Lease were able to meet their environmental obligations and work constructively with the nearby residents to ensure that the blasting was undertaken as safely and efficiently as possible without delay or negative impact.CITATION:Dowling, M, Domotor, R and Miller, D, 2014. A key issue facing mine managers in remote locations in Australia and overseas is that of managing a fly-in, fly-out (FIFO) workforce. Current Australian research (Sibbel, in prep) indicates that FIFO employees and their families do not differ from the general population in terms of their overall mental health and the well-being of their family relationships. However, they do face unique issues/pressures associated with the lifestyle, the impacts of which are dependent on the policies and practices of the company as well as individual coping and support mechanisms. Successful management of a FIFO site and its employees therefore requires specialist knowledge and skills beyond those of a solely residential operation. The well-being of the FIFO workforce depends on both site and individual employee characteristics, and has implications for productivity and turnover, as well as safety and health. In addition, although FIFO separates individuals and their families in time and space, the interaction between work and home must be acknowledged and taken into account. Drawing on findings from recent Australian and international FIFO research (eg Annear, Poot and Kingston, 2006; Beach, Brereton and Cliff, 2003; Brereton et al, 2006; Gallegos, 2006; Keown, 2005; Parkes, Carnell and Farmer, 2005; Sibbel, 2001, 2004, in prep; Shrimpton and Storey, 1996; Storey, 2001; Watts, 2004) this paper discusses key understandings of both the positive and negative impacts of FIFO employment on employees and their families, and provides practical management strategies as an aid to the development of best practice. Individual impacts including fatigue and loneliness, as well as family issues such as communication, continually changing roles and responsibilities and the impacts of regular parent absence are key areas which can be ameliorated by appropriate management understanding and action. A flexible framework approach is presented that is suitable for a diversity of operations, including principal and contractor workforces of different sized operations.

I am wearing two hats today. When the invitations went out to participate in this forum, two were received in the head office of the Department of Lands and Survey - one addressed to the Director-General of Lands and one to the Chairman of the National Parks Authority. It seemed logical that as the department is responsible to the Government for the administration of the National Parks Act 1952, we should respond by providing one speaker to cover both the department's interests and those of the National Parks Authority. I hope, however, that this will not blur the clear distinction which exists in the context of the mineral industry between Crown land on the one hand administered by the department for the statutory Land Settlement Board and national parks and allied reserves on the other hand which are the responsibility of the National Parks Authority.
