INTRODUCTION The first stage in planning any mining venture is to determine whether the reserves are of sufficient quantity and quality to warrant commencement of mining activities. In addition to total reserve values a modern mining operation requires information on possible support problems, various pillar sizes, and an estimate on recoverable reserves. To achieve this goal in U. S. coal mines, up-to-date computer methods have been applied to existing ground control technology to provide the mining engineer with a reasonably accurate method of determining such figures. The purpose of this paper is to present a mine planning suite comprised of three computer programs, CONTUR, RESERV-COAL and RAMPLAN, created to accomplish this task. These programs were developed at VPI under the sponsorship of the Office of Coal Research (now Energy Research and Development Administration), and are currently available to the mining industry. A basic assumption in the construction of the CONTUR program is that a coal seam is variable in nature. The data available to the mining engineer comes from randomly spaced points, namely boreholes and sampling points, on outcrops or in adjacent mines. These randomly spaced data points are used in the CONTUR program to estimate numerical values at evenly spaced grid points and to provide approximate contour plans. Given the necessary gridded data, RESERV-COAL calculates raw and clean coal tonnages and then provides breakdown on the quantity of coal within specified ranges of ash, sulfur, BTU and reject. RAMPLAN (Rock Mechanics Applied to Mine Planning) also uses gridded data to calculate mining dimensions and estimate recoverable reserves, thereby

INTRODUCTION In June 1962, the first attempt at longwall mining in Illinois was initiated by Old Ben Coal Company in their No. 21 Mine. Longwalling was continued intermittently using various supports until April 1970. During this period, longwall mining techniques were used on separate occasions at six faces within Mine No. 21. However, due to various problems that developed at each location the faces were eventually terminated. The most significant problems concerned the support systems and roof conditions that were present in the mine during each attempt. Between 1965 and 1972, similar conditions were met by Freeman Coal mining Company during four attempts at longwall mining in their Orient No. 5 and Orient No. 6 mines. In 1975, the U.S. Bureau of Mines and Old Ben Coal Company entered into a cost-sharing agreement to demonstrate the application of longwall mining in Illinois. The first phase of the demonstration was to conduct a premining investigation to review previous attempts at longwall mining, perform rock mechanics tests, and establish support requirements based on the lnvestigation results. The information obtained during the demonstration at Old Ben's No. 24 has been utilized to optimize subsequent face equipment and panel geometry. Mining of the first panel began in September 1976 and was successfully completed in May 1977, and two additional panels were mined under the cooperative agreement. Currently, Old Ben Coal Company is the only longwall mining operator in Illinois. In addition to the face in Mine No. 24, five longwall faces are being operated in four other mines.

CHARLES WASHINGTON MERRILL, the second to be honored by the award of the James Douglas gold medal, throughout his entire professional career has been identified with the cyanide method of extracting gold from ore. To his efforts this branch of the metallurgical industry owes a large measure of its success in continuing to treat some gold ores profitably, in spite of economic adversities. Mr. Merrill was born at Concord, N. H., Dec. 21, 1869, and received the degree of B. S. from the School of Mines at the University of California in 1891. Among his first professional connections was the Standard Mining Co., at Bodie, Cal., followed by a short engagement at Harqua Hala, Ariz. From 1895 to 1899 he was connected with the Montana Mining Co., at Marysvale, Mont., and then followed his nine years of fruitful association with the Homestake Mining Co. In 1909, the Merrill Co. was formed, to exploit more than a score of patents granted to Mr. Merrill, covering various phases of the cyanide process and numerous pieces of equipment for its operation; among the most noteworthy of these innovations were the Merrill filter-press, and the use of zinc dust as a precipitant. The Merrill Co. has a long record of successful accomplishments in its chosen field, to mention only the plants at the Dome mines of Ontario and at the Sta. Gertrudis mines of Mexico as among the more recent. Mr. Merrill is president also of the Western Ore Purchasing Co.; and a director in two gold dredging companies of California.

X HE development of the cube-on edge secondary re-crystallization texture in Si-Fe strip requires that normal grain growth be restrained. It has been shown that the degree of restraint and hence the completeness of secondary recrystallization depends upon the size and number of second-phase particles, which in turn is dependent upon the prior processing history.1y2 The purpose of this note is to show that, for heats in which manganese sulfide particles are providing the restraint to grain growth, the choice of hot rolling temperature depends upon the manganese content. The making and processing of the heats to the final gage of 0.012 in. has been described.3 The compositions are given in Table I. Apparent in Fig. 1 is the decrease in the ability of strips hot-rolled from 1175°C to undergo secondary recrystallization as the manganese content increases. It has been shown that 1175°C is below the solubility temperature of 0.014 pet S in even the 0.038 pct Mn alloy: and the observed behavior is attributed to an increasing fraction of the sulfur forming large manganese sulfide particles at the heating temperature for hot rolling. This fraction of the sulfur is thus unavailable to subsequently form the small, uniformly dispersed particles which are needed to restrain normal grain growth. Since the sulfur is completely in solution at 1325°C,3 strips from all three alloys show strong secondary recrystallization behavior when hot-rolled from that temperature.

INTRODUCTION The use of computers to assist the mine ventilation engineer began to grow in the early 1950s when electrical analogue devices were developed for the analysis of mine airflow systems in Europe and the United States (l,2,3). The need for quantitative planning of airflows in mines had become pressing and analogue computers fulfilled a useful purpose for over a decade. From about 1964 onwards, digital computer programs for mine ventilation network analysis became available (4,5) and, superseding the analogues, spread rapidly throughout the major mining countries. The successful implementations of such programs resulted in further research being directed towards the development of simulation programs to model the quality as well as the quantity of air flowing through underground workings. It is no understatement that digital computers have revolutionised environmental planning techniques in modern mining industries. This paper discusses the complex interaction of natural and mining factors which governs environmental hazards in underground mines and further indicates some of the simulation techniques which have entered practical usage or are at an advanced stage of development. THE PROBLEM OF ANALYSING THE MINE ENVIRONMENT The traditional methods of approaching environmental problems underground were based largely on empirical or intuitive techniques. The reason for this lay in the intricate relationships which exist between the many variables that influence the mine environment - and which limit the use of purely analytical methods to the simplest of cases. INTRODUCTION Historically, planning a mine involved the economic decision of whether to mine by open-pit methods or underground methods. The method selected was influenced by a number of factors, including size, tenor, and location of the deposit. If the project could not be justified by either underground or open-pit practices, it remained in fallow until economic conditions changed or technology advanced. Technology has advanced and the mining industry now has another option, that of in situ leaching. This method is on the threshold of becoming a commonly used alternative for production in many types of metal and mineral deposits. It will be utilized as the primary method for developing an ore body or as an adjunct to open-pit or underground operations. The following considers application of the technique to a deposit that had been partially exploited by open-pit methods. HISTORY The Big Mike Copper Mine is located approximately 30 miles south of Winnemucca, in Pershing County, Nevada. Interest in the property dates from the turn of the century, but little exploration was undertaken until the mid '60s. In 1967 Cerro Corporation acquired the property and initiated a major drilling effort. Ranchers Exploration obtained the property after this exploration program in late 1969 and confirmation drilling was undertaken. The deposit was delineated and it was determined that reserves amounted to about 100,000 tons of 10.0% massive copper sulfide ore and 700,000 tons of 2 .O% mixed oxide-sulfide ore. The ore body was a lenticular deposit, dipping at 50°. The massive sulfide mineralization was chalcocite and

A rock mechanics instrumentation and monitoring program was implemented during pillar extraction at Gulf Mineral Resources' Mt. Taylor Mine, the deepest uranium mine in the U.S. Three types of monitoring were employed: (1) drift convergence around stopes (using a portable tube extensometer), (2) stress changes in pillars (using vibrating wire stressmeters in horizontal boreholes), and (3) load changes in haulageways under stopes (using vibrating wire load cells in jack stands). Results include convergence-time graphs, convergence contour maps, stress-time graphs, a stress increase contour map, load-time graphs, and abutment load limit maps. Major factors influencing results include (1) size of pillars around the extraction area, and (2) presence and orientation of a major fault adjacent to one extraction area. These factors, combined with pillar extraction, produced evidence of load transfer over 120 m from a stope measuring only 55 m x 45 m. Vertical stress increases of 7 to 17 MPa (1000 to 2500 psi) within 60 m of the stope were obtained using the stress- meter manufacturer's method. The fault apparently prevented load transfer in the down-dip direction but increased load transfer in the up-dip direction. Convergence rates of up to 1.3 cm/day (0.5 in/day) were measured at two stations. Instruments were generally reliable despite adverse underground conditions. The instrumentation and monitoring program at Mt. Taylor provided a warning system against ground control problems and a characterization of ground behavior for future development and extraction of pillars. Recommendations are made for future mining and instrumentation practices.

The Sierra Consolidated Mines Co., organized in 1909, owns, together with other holdings, practically all of the productive mineral area in the Ocampo district. Lying within this area are 15 mines, large and small, that hid previously been worked and appear to have yielded, since the discovery of the camp, about 100 years ago, bullion of a total value of over $50,000,000. The deepest mine, the Santa Juliana, had been worked to 1,100 ft. below the outcrop. The reopening of the mines involved, first, extensive and thorough development to open up the known ore shoots at greater depth and explore the ledges for additional shoots, and, second, a revision of existing equipment and methods, so as to increase output and reduce cost of production. This paper will give some account of the metallurgical treatment and a description of the new mill to be built at El Salto. The Ore The ore is practically all argentite, Ag2S, with some associated gold, and carried in a siliceous gangue. The typical ledge matter is an ande-sitic breccia cemented with quartz, or quartz stockwork in andesite.l The proportion by weight of silver to gold averages about 60 to 1. The silver sulphides occur ordinarily in rather fine. dissemination, sometimes not being easily discernible with the naked eye, even in ores of very good grade. The ledges also contain considerable pyrites, which as a rule is barren. "Bronce" is the local term applied to such barren pyrites, and "Pasta" to such as carries values.

INTRODUCTION Activated charcoal has been used for several centuries in many capacities including the recovery, isolation and purification of various materials (1). The first use of charcoal in a gold metallurgical system was in the extraction of gold after chlorination (2, 3,4). The gold was dissolved in a chlorine system and subsequently filtered through charcoal. The application of charcoal with cyanide extraction was patented by Johnston (5) in 1894 and adopted commercially in Australia in 1897. The process consisted of dissolving the gold and silver in a potassium cyanide solution and passing it through a series of charcoal filters. The charcoal was subsequently smelted to recover the gold and silver. The interest in the use of charcoal diminished in the first part of the twentieth century as the practice of the use of zinc as a precipitating agent increased. However, in 1916, the Yuanmi Mine in Australia replaced their zinc precipitation plant with a charcoal adsorption plant. In 1926, Scott and Gross (7) of the U. S. Bureau of Mines con- ducted extensive research on the adsorption of gold and silver from cyanide leach solutions. Among their findings was the result that the most important factor in improving the adsorptive power of charcoal was heat treatment with oxidation by air or steam. The work of Zadra (8) in 1952 stimulated renewed interest in the use of activated charcoal in gold and silver recovery with the development of a method of recovery of the gold and silver from the charcoal other than its destruction by burning. SINCE early in 1916, when it became apparent that the steel industry of the United States could not depend, for the duration of the war, on several important foreign sources of manganese and might have to depend entirely on domestic ores, the U. S. Geological Survey, with the assistance f several cooperating organizations, has made a comprehensive investigation of domestic manganese resources. The work has included field studies in a number of states as well as annual, quarterly, and monthly canvasses among operators concerning current and future production. In order that the interested public might have access to the important results of the studies, preliminary reports concerning the field work as well as periodic summaries of production were issued as promptly as possible. Although large deposits of rich manganese oxides appear to be lacking in the United States, small deposits of high-grade material are numerous and widely distributed and large low-grade deposits are found in several places. The principal districts in which high-grade manganese ore is mined, in the order of their importance as recent sources of production, are: Philipsburg district, Mont.; Butte district, Mont.; Southern Nevada region; Central California region; Bisbee district, Ariz.; Appalachian region of Virginia; Batesville district, Ark.; Tintic district, Utah; and Cartersville district, Ga. Scattered deposits of some importance are found in western Arizona, southern California, eastern Tennessee, southern Oregon, and central Utah. The formation of many manganese oxide deposits appears to be related to the physiographic histories of the regions in which they occur.

ABOUT four years ago the writer proposed a revision of the correlation of the Huronian formations in Michigan, and noted the bearing of the question on the correlations of the Huronian rocks in Wisconsin and Minnesota.1 Dr. C. K. Leith opposed this revision and argued for the retention of the correlations of the United States Geological Survey, published in 1911,2 for which he and Dr. Van Hise were mainly responsible. As late as June, 1917, Harder and Johnson, following Leith, thought it "premature to change radically a correlation based on years of careful field work."3 The work of Wolff on the Mesabi and Cuyuna Ranges, of Hotchkiss on the Gogebic Range (unpublished), and of the writer and assistants on the Michigan ranges, together with data developed by exploratory and mining operations, has introduced so many pew facts not recognized in the scheme of the U. S. Geological Survey that the correlations of 1911 must be considered, in some important respects, obsolete. Indeed new data are accumulating so rapidly that any classification, which for the moment may seem best to explain the facts, is almost immediately modified or refined by further observations. The problem of Huronian correlations is difficult, but interesting and important. With the aid of fossils, stratigraphers of the post-Algonkian formations have been able to show that slight disconformities may separate strata of vastly different ages, and that within physically conformable strata may be concealed a hiatus of great magnitude. NlCHOLAS, Melbourne, Australia (communication to the Secretary) : * Professor Young deals with quite a variety of machines and methods, but, strangely enough, makes no mention of the work done by me, although he concludes with the remark that the " thin-cake continuous filters are a decided improvement over the thick-cake filters." As those interested in slime-treatment may consider that I did nothing more than to patent a process, I submit Fig. 1, showing the working-drawings of a machine, made, tested, and proved to work satisfactorily by me early in 1905. This time is prior to any work done in slime-filtration with rotating filters by E. L. Oliver or others. I maintain that a number of appliances now in use for slime-filtration infringe my patents. And after most exhaustive inquiry, I know of no machine or process, prior to my description in 1899,1 that embodied getting rid of the residues by holding them on the cloth with the vacuum, and then discharging them with back-pressure, so as to form a cycle of the operation, the result being continuous treatment. INTRODUCTION ASARCO Incorporated purchased the East Tennessee Zinc Mines of the American Zinc Company and commenced operating on November 29, 1971. Presently, three mines are operating producing 6620 t/d (7300 stpd). The ore mined is sphalerite which occurs In lower Ordovician carbonates of the upper Knox Group and occurs in open space and fracture filling. Orebodies range from 3 to 46 m (10 to 150 ft) thick with dips from flat to 20º. The mining method is random room and pillar modified by shrinkage and bench stoping. Like other mining departments, the mining group at the Tennessee Mines Division is constantly looking for methods to improve productivity and safety and to reduce mining costs. This involves testing new equipment, trying new ore extraction ideas and making mining plant alterations to meet changes in operating conditions. The areas of change that will be described in this paper are longhole raising, jumbos and LHD loading, shaft sinking, conveyor transport of ore and sublevel haulage developments. LONGHOLED RAISES Raise driving has always been a hazardous occupation for miners and today it is becoming more difficult to get competent people for this kind of work. This problem has led us to seek an easier, safer way in which to excavate raises. The first longhole raises were excavated in the early 1970's using a Gardner-Denver air trac equipped with a PR-123 rock drill. The machine used 38 mm x 244 cm (1 ½ in x 8 ft) round rods with rope

This paper discusses education and training for economic geologists other than petroleum geologists. Candidates enter economic geology through liberal arts colleges, engineering schools and university graduate study. Whatever their backgrounds, rigorous courses are desirable-now conceded in theory, but not adequately recognized in practice. Besides basic sciences (each studied long enough to give a fair comprehension of its basic tenets), a functional command of English and two modern foreign languages is needed, as well as a broad understanding of mining, milling and metallurgy. A year of economics and finance is recommended. Surveying and drafting are essential skills. Yet geology should be represented in each term; otherwise the initial enthusiasm for the science, once contact is broken, may never be regained. A five-year curriculum is thus designed to take care of all major requirements and culminate in the M. S. degree. This curriculum reduces "cultural" courses below the average liberal arts requirements, but this is regarded as necessary. The pursuit of "culture" is assigned, as in most engineering and medical curricula, to extra college years or extracurricular time. To avoid the danger of over-crowding the schooling, the Doctorate in geology is preferred wherever possible. Its two added years should permit wider professional education; more browsing in "cultural" pastures; due attention to broader social implications; and some training in the research now increasingly required of the mineral industry. "In-course" training through cooperation between school and industry is especially advocated. The Institute should take the initiative in stimulating this practice.

Water laws important to the mining industry are those which govern or affect the right to use water, to dispose of water after using it in mining or milling, and to discharge waste material into water-courses. They include statutes and court decisions having general applicability, as well as others that pertain specifically to mining. THE INDUSTRY'S CONTRIBUTION TO WESTERN WATER LAW Despite sharp differences of opinion, the water law the Spaniards brought to the Southwest appears to have included some form of appropriation of water. The Mormons, who settled in Utah in the mid-nineteenth century, also developed a system of appropriative water titles. But by far the most profound impact on western water law was made by the gold- seekers who flocked to the Sierra Nevada foothills of California after the discovery of gold in 1848. Much of the gold was extracted from the ground by hydraulic or placer mining, and so the-miners' rights to the use of water became fundamentally important. Since there was no organized government in the foothills and no laws other than those made by the miners, they helped themselves to the land, the gold, and the water needed to work their claims.' They established and enforced regulations governing the acquirement and holding of mining claims and their rights to the water they needed.'In 1879 Justice Field, former Chief Justice of the California Supreme Court, spoke for the U. S. Supreme Court in saying that the miners were "emphatically the law-makers, as respects mining, upon the public lands in the State.""

The fact that certain types of ore-deposits have attained their present condition through the action of descending surface waters was, perhaps, first clearly pointed out by Posepny.l The oxidizing effects of such waters were discussed by Pen-rose,2 and many papers dealing with this phase of the subject have subsequently appeared. That secondary enrichment of sulphide ores, however, might be produced by descending surface waters was not clearly understood until after the copper-bearing veins of the Butte district, Mont., had been carefully studied by the geologists of the U. S. Geological Survey, although De Launay3 had suggested that sulphides might be transported from point to point and re-deposited in the zone above the level of ground-water. As a result of the study of the Butte district, two papers by geologists engaged in the work appeared within a short interval. The first by Weed: dealing with the enrichment of veins by later metallic sulphides ; and the second by Emmons; treating of the secondary enrichment of ore-deposits in general. In the latter paper it was pointed out that a typical vein of sulphide ores which has been subjected to the action of descending surface-waters exhibits four zones,—an upper or surface-zone, in which the changes hare been mainly of removal, the products being typically oxides; a second zone of oxide enrichment, in which the less soluble metals brought from above have been precipitated as carbonates or oxides; a third zone of sulphide enrichment,

The purpose of this paper is to illustrate the forecast capability of the econometric model of the cobalt industry1/ as utilized by the Federal Preparedness Agency. Forecasts from this model are illustrated from the premise that the leading producer continues production of cobalt. An alternate forecast is presented where the model structure is altered to reflect the condition where the leading producer leaves the market. All estimations and forecasts presented here are shown for illustrative purposes. The cobalt industry is highly concentrated; one company, owned by the Zaire government, accounts for approximately three-fifths of world production. The cobalt supply outside of Zaire is determined by the level of activity of copper or nickel markets, as cobalt is mined as a by-product of copper or nickel. The demand for cobalt reflects a diversified usage pattern; cobalt is used mainly in heat and corrosion-resistant materials, high- strength materials and permanent magnets. According to 1974 U.S. consumption data superalloys accounted for 22%, magnetic alloys 18%, cutting and wear-resistant materials 13%, and catalyst 7%. Foreign consumption is probably similar in terms of usage categories, but the relative order of the categories is in variance.2/ The Cobalt Model The cobalt model's object is to explain consumption, supply and price movements by utilizing statistically estimated equations. Central to the econometric model is the role of Zaire as the profit-maximizing "dominant firm". Zaire sets the price that is most profitable for itself. INTRODUCTION Economic deposits of phosphate are found at shallow depths (80 ft.) in central and northern Florida (Figure 1) where they have been mined since the late19th century(l).The present (1978) mining rate is approximately 40 million short tons per year of product (called “phosphate rock1”), which represents approximately 80% of the total U.S. production and 30% of the world production. The principal use of Florida phosphate is for the manufacture of fertilizer. There are 10 major mining companies and 20 active mines in Florida at the present time, strip mining approximately 5000 acres per year. The ore, known as "matrix," consists of gravelly clayey sands containing phosphate minerals (principally carbonate fluorapatite), quartz, and clay minerals. The clay to phosphate ratio is generally about 1:1 by weight and the sand to phosphate ratio ranges from, 1:1 to about 3:1. Mining is done by large electric draglines, which strip and cast the sandy overburden soils, generally 10 to 40 feet deep, and remove the matrix, generally 10 to 25 feet deep. Dragline bucket capacities are generally 20 to 45 cubic yards, but range up to 65 cubic yards. Mining cuts are usually 300 to 500 feet wide and up to several thousand feet long. The ore is cast into an earthen sump where high pressure water guns are used to slurrify it. Centrifugal pumps move the slurry through a pipeline to a beneficiation plant where the phosphate rock is separated from the waste sand and clays.

I feel sure that the apparent anomolies between his findings and ours arise as a result of the different experimental methods used. The modem oxygen electrode method he used is sensitive to nano moles of oxygen uptake whereas the method we used was only sensitive to micro moles at best. Furthermore, our experimental method did not permit measurements to be made in the first ten to fifteen minutes of reaction, the very time he is observing. Direct comparison of his data to ours is made difficult because of not knowing the specific area of the samples he used. However, we found that precipitation of PbS using sodium sulphide gave rise to samples of area approximately 30 m2 g - 1. Noticing the rapid decline in oxidation rate over ten minutes, as reported in Table 1, one can conclude that we could not measure the rate after ten minutes using our method. Taking the above area I estimate that at these rates only a small fraction of surface would be oxidised in a period of hours. I can only conclude that at some point a change in oxidation mechanisms occurs giving rise to a much faster rate such as we observed. Finally, I would like to comment on the apparent inertness of the homogeneously precipitated lead sulphide sample 11. This method of preparation we found to give specific areas of 20 to 30 times less than other methods and this would account for the very low oxidation rate.
