An Interstate Mining Commission organized in Raleigh, N. C., on April 27 still has no offices, no budget and only four members, but it could spell the beginning of the end for the state-to-state environmental control variations that have lately been con- founding the mining industry. Established by Kentucky, North Carolina, Oklahoma and Pennsylvania, the new organization is committed to protecting land, water and other resources through improved strip and other mining practices. In pursuit of this end, it has broad authority to study all mining activities affecting the environment and to recommend improvements in mining practices and in laws regulating the mining industry. The Startup The Commission was created under an interstate Mining Compact enacted in the 1960's by the legislatures of the four member states. According to the rules of this Compact, the Commissioners in the new organization are, ex officio, the governors of the member states-namely, Chairman Louie B. Nunn (Ky.), Vice Chairman Robert W. Scott (N.C.), David Hall (Okla.) and Milton J. Shapp (Pa.). Each Commissioner, however, must appoint an advisory body to counsel him in matters relating to Commission business and delegate one member of this body to act as his alternate. Each advisory body must include representatives of mining, conservation and other public and private interests.

GRAHAM BRIGHT,* East Pittsburgh, Pa.-Bee-hive coke ovens are usually located at the mines, where the gases from the ovens are not strongly objectionable because the communities are not thickly built up. The byproduct oven will naturally he located near centers of industry, to which the coal can be brought from different directions and desirable mixtures can be made; where also the byproducts can be readily marketed, while the gas can be utilized for industrial and domestic purposes. Not much thought seems to have been given to the gases escaping from the byproduct coke oven, which are more or less objectionable in thickly populated sections. When the byproduct oven shall have been more widely installed, this question is likely to become serious, and it will be necessary to apply remedies. May I ask what has been done, or is going to be clone, in this direction? S. A. Moss, ? Lynn, Mass.-One cause of escaping gas is that the gas exhausters do not supply the proper suction. AN economist at MIT provided Americans with myth destroying information which should prove effective against the gentlemen of the extreme left. For a number of years they have charged that a small number of companies in each industry has been grabbing more and more of the industry's business. M. A. Adelman has shown that the concentration of business in the hands of big corporations has not shown any sign of growth during the last 50 years. Quite the contrary, there has been a slight decline in this concentration, according to Adelman. There are more small companies per thousand population than ever before. Bearing this out is the fact that International Harvester is now doing 41 pct of the possible market against a former 85 pct; American Can Co. has dropped from 90 pct to 50 pct; American Smelting is down to 31 pct compared with 90 pct; and lastly, U. S. Steel which has plummeted from 65 pct to slightly more than 30 pct of the steel market. Declines of the same proportions have hit big companies in other industries. Price cuts on Detroit's 1953 automobiles indicate that even among the biggest competition is still one of the most important household gods. Big business is still slugging it out for the attention of the American consumer. It's a battle which can only have one result-benefit to the man who buys.

INTRODUCTION The current study is part of the U.S. Department of Energy's (DOE) on-going subsidence research program. The long-term objective of the DOE program is to develop analytical methods of subsidence prediction applicable over a broad range of geologic and mining conditions encountered in the United States. The DOE currently has several contracts in progress to develop a sound data base that can be used in the development of predictive models. Dames & Moore is currently under contract to DOE to collect and analyze detailed subsidence and hydrologic data from a coal mine employing longwall mining methods in the Eastern Coal Province. Work under Contract No. DE-AC22-80PC 30335 began in October of 1980 and will continue through September of 1984. The contract includes monitoring of two adjacent longwall panels. This paper summarizes the surface monitoring work that was performed through February of 1982. Mining of the first of the two panels (3 off 3 north) was completed on February 3, 1982. Results of the surface monitoring through completion of this panel are presented and discussed. SITE DESCRIPTION The mine being studied is located in eastern Ohio. Duquesne Light Co.'s Portal No. 3 mine, in the Warwick group of mines in Southwestern Pennsylvania, was started in June 1965 with battery- powered tractor-trailer face haulage. The area as- signed to Portal No. 3 encompasses over 8000 acres of coal and will be developed by driving a set of main entries through the center of the tract in roughly a westerly direction, and sub mains on a 45º deflection angle in roughly a northerly direction (Figs 1 & 2). In the original planning these sub mains were to be at a 90º angle with the mains, but difficult roof conditions necessitated a change in plans. The entries and crosscuts are driven 18 ft wide in the normal Sewickley seam which varies between 46 and 56 in. high. The mine bottom is a strong shale and in average, cool or dry outside conditions stands up well for rubber-tired haulage equipment, but when the outside conditions are hot and humid, the bottom becomes soft and muddy. This condition lessens as the mine faces are advanced further from the portals because the condensation will then take place principally on the surfaces of intake entries outby the working areas. To aid the situation, an air cooling system was installed and is used as conditions dictate.

The Institute conducts jointly with the American Society of Civil Engineers, American Society of Mechanical Engineers and American Institute of Electrical Engineers, certain activities as listed below, and is joint owner with them of certain properties. United Engineering Trustees, Inc. When Mr. Carnegie made his gift which made possible a home for the engineering societies, a separate corporation was organized to act as a holding company and to manage the common property. This was long known as the United Engineering Society but the name has now been changed to one which more nearly reflects the real function of the corporation. It holds title to the Engineering Societies Building and to various funds placed in its charge and is managed by a Board of Trustees of which three are chosen by each of the four societies, American Institute of Mining and Metallurgical Engineers, American Society of Mechanical Engineers, American Institute of Electrical Engineers and American Society of Civil Engineers, which own equal and undivided interests in the property. The land and building cost two million dollars. The interest of each of the Founders societies, aside from especial trust funds, is now valued at $493,352. The A. I. M. E. trustees are Arthur S. Dwight, J. V. N. Derr and George D. Barron. The President of the Board is Francis Lee Stuart and the Secretary, Alfred D. Flinn.

After 30 rears of development and after an output of $350,000,000 in value of gold, silver, lead, zinc, and copper, there has not been published a satisfactory explanation of the origin of the immense deposits of the Leadville district. The original examination and survey of Leadville by members of the U. S. Geological Survey was a 'most magnificent piece of work, but their attempt to explain the origin of the ores was based upon the then-accepted theory of lateral secretion, originated by Sandberger, which theory was afterwards disproved in many cases by further development in numerous districts. This theory contended that the ore in the veins had been leached by surface-waters from the eruptive rocks in the immediate vicinity, and it had its origin in the fact that the neighboring eruptive rocks all contained, to an appreciable degree, the several metals found in the ore-deposits. But the practical miner, reasoning in a simple manner from the condition of things as he found them underground, soon discovered the fallacy of this proposition. He reasoned that, in the case of the Leadville deposits, this theory could not be true, because, if the ores were leached from the overlying eruptive rocks by surface-waters, they would as a matter of necessity be controlled by the action of gravity, and the main bodies

An experimental investigation was conducted to study the response of soft, porous rock, green shale, under dry and liquid-filled conditions to normal impact of hemispherically-tipped cylindrical steel projectiles with diameter and mass of 6.35 mm and 31 g, respectively. Disk-shaped green shale specimens with nominal thickness and diameter of 32 mm and 127 mm, respectively, were tested in the initial projectile velocity range of 18 to 42 m/s. For the liquid-filled tests, the green shale specimens were saturated with kerosene. A total of eight impact tests were conducted. Information on the extent and pattern of the damage in the rock and velocity histories of the projectiles were collected. It was found that while the penetration depth was quadratically related to the initial projectile kinetic energy for the dry case, the penetration depth for the liquid-filled case was directly proportional to the initial projectile kinetic energy. The results of the impact tests under dry and liquid-filled conditions conformed well to a linearly viscous model and a Coulomb frictional model, respectively. The major deformation processes in the dry specimens were found to be compaction and equivolumnial distortion of the material. In the liquid-filled case, however, formation of cracks and equivolumnial distortion with less material compaction were observed. Furthermore, craters were formed as a result of the crack formation in the liquid-filled specimens.

The introduction oE computer control in the grinding circuit of the New Broken Hill Consolidated Limited concentrator in the early 1970's gave smoother operation at optimum performance. The ore feedrate and water additions to the grinding circuit were controlled to operate each of the ball mill/ rake classifier grinding units at the upper limit of the circulating load while classifier overflow density was maintained to give a product size and pulp density suitable for flotation. An incremental expansion of the concentrator in 1981-82 included the installation of hydrocyclones in closed circuit with three of the four ball mills. Without the rake classifiers in circuit the previous control strategy could not be used and the complex interaction of hydrocyclone performance characteristics when classifying coarse grained sulphide ore resulted in the over-grinding of the lead mineral galena. Testwork aimed at optimising grinding circuit performance recognised the enhanced tendency of higher specific gravity minerals to report to the cyclone underflow. The data has been evaluated on an individual mineral basis and then used to develop a model For grinding circuit control. The development of the model which uses inputs of ore feedrate, metal content of the Feed and slurry density of the cyclone overflow to predict the size of the minerals in the grinding circuit product is described and model predictions are compared with plant performance.

As an appendix to the above-mentioned paper, a drawing of the vertical projection of the Knoxville mine workings is here given. In my paper it was stated that the ore-chimneys are found along a crack or plane of cleavage in the limestone ; and as this crack is not parallel with the strata, it is safe to assume that the manganese was not deposited where it is now found before the tilting-up of the strata, but rather that the crack was caused by the folding, and that tile formation of the ore was entirely subsequent to the change of position of the limestone. There are here four chimneys, which have produced, as far as explored, over 12,000 tons of ore, containing at least 7000 tons of manganese oxides, and it is very difficult to apply Prof. W. P. Blake's theory of segregation from the surrounding limestone in accounting for the origin of this ore, as cross-cuts and drifts in the countryrock, even at short distances from the ore-chimneys, have not shown manganese in appreciable quantities. It is easier to believe that, in the language of .Mr. S. F. Emmons, in speaking of Leadville ore-deposits, there was a metasomatic interchange between the minerals brought in in solution and the limestone, and not a deposition in already existing cavities. A.. S. DWIGHT, New York, N. Y.-Mr. Henrich's paper is rather inconclusive as to the role that alumina really plays in slags. He gives a number of interesting instances of high alumina, with conclusions that he draws from the analyses, in the light of what he knows of the accompanying conditions, but the information given is hardly sufficient to permit intelligent criticism of these conclusions, for it is well known that the slag composition is not the only factor that can produce some of the furnace results favorable or disastrous, as the case may be, which he records. As a matter of fact, most metallurgists who have wrestled with this problem in connection with the smelting of lead and copper ores, usually arrived at some sort of a working hypothesis which met the local conditions fairly well, and then, being busy men, were inclined 'to leave the theoretical question very much as Mr: Henrich leaves it when he says: "A question with which I purpose dealing at some future time." Competition is the problem and modernization is the solution in today's underground iron operations on the Lake Superior Range. Profound changes in the iron ore picture during recent years have prompted correspondingly great changes in the economic position of the Lake Superior underground mines. To meet the ever growing competition from other lower cost iron sources, underground operators are becoming increasingly aware that the newest advancements in mining technology must be incorporated in their operations. UNDERGROUND POSITION TODAY The extraction of iron ore by underground methods has been going on for many decades in the Lake Superior region, starting in 1872 on the Menominee Range. The number of mines has changed gradually over the years as new ones were opened and old ones were exhausted, but in recent years, the most drastic change occurred from 1960 to 1961. In 1960, there were 31 underground mines operating in Michigan, Minnesota and Wisconsin, but at one period in 1961 only 20 were operating (Table I). In western Ontario so far there has been only some temporary curtailment of operations. Of the 11 U.S. mines which ceased operations in 1961, some may he closed only temporarily, but some will remain closed for our lifetime, at 'east, unless there is a tremendous reversal of the present trend in the iron ore market

Griffith in an investigation of the Scranton mine cave problem several years ago; in the course of which we investigated rather carefully the bearing strength of various materials that might be utilized for, the support of over We found that there were no reliable data as to the resisting strength, for instance, of gob pillars or timber cogs or cribs, nor as to the amount of compression that might be expected under a given burden. We made a series of tests at the Fritz engineering laboratory of Lehigh University, from which we, reduced certain conclusions, subject, however, to further test before they could be definitely recommended. Onr study of the subject was later checked by a commission appointed by the Governor of the State of Pennsylvania, to investigate the same subject the subsidence of the surface, and the danger entailed thereby. The State, commission made a series of tests on a much more ambitious scale at Pittsburgh, in the laboratory of the U. S. Bureau of Mines, and their tests agreed quite closely with those that Mr. Griffith and I had made. There was an increased amount of activity in the oil business in Colombia during 1934 over that of the past several years in point of production, development and exploration. The Tropical Oil Co. continued to be the only company operating on what may be called a commercial basis, although the Gulf, through its subsidiary, the Colombian Petroleum Co., was actively engaged in exploratory and developmental work on its Barco property in eastern Colombia. The Socony Vacuum interests acquired an option from Sr. Luciano Restrepo on a concession in Las Monas-Sogamoso River area and carried out geological investigations on these lands during the year. Colombian Petroleum Company The activities of the Gulf in exploration and development in Colombia during 1934 were confined to the Barco concession. The following information is furnished through the kindness of Mr. E. S. Bleecker, Chief Geologist of the South America Gulf Company. Two strings of tools were kept in operation throughout the year on the Petrolca (Tarra) structure. Three wells were completed, including one deep test, all of which were producers from one or more of the three zones which have been defined in the Lower Cretaccous limestone formation. There seems to be in the public mind, and even in the minds of some coal-operators not experienced in mines subject to dust-explosions, a feeling that there has been somet-hing mysterious at the bottom of a number of recent American colliery-exploaions. It has been declared in cases of accidents in mines regarded as particularly well equipped, in which every preventive precaution was said to have been taken, that the explosions were incomprehensible, and resulted from causes beyond the present knowledge of the practical coal-operator. But it is safe to say that no explosion has taken place which could not be explained by reasons well understood by most operators. The U. S. Geological Survey Testing Laboratory, recently inaugurated at Pittsburg for the reported purpose of investigating scientifically the matter of explosions in mines, will discover no new explanation of explosions. It can, however, co-ordinate the previous investigations of similar boards in England and on the Continent; and it may do a vast amount of good by promulgating widely, and in a form comprehensible to the most unlettered miner, certain facts and obvious deductions that cannot but have an effect in reducing the number and extent of the mine-disasters which, in the last few years, have been so terrible in frequency and magnitude.

THE structure of eutectics has been studied by a number of investi-gators, and the complexity of the structural relationship of the compo-nents has been agreed upon, especially that of the "eutectic colony," type III of Portevin's1 classification. This paper does not attempt to alter the present classifications of eutectics; rather, it discusses the relationship between the macrostructure and the microstructure of the copper-cuprous oxide eutectic, and describes in detail the mechanism of the formation and the structure of the eutectic. Further, throughout the entire discussion it attempts to point out certain misconceptions in regard to the interpretation of the observed structure of the copper-cuprous oxide eutectic, one of the so-called "eutectic colony" types, and to correlate as much as possible the work done by the writer with that done by other investigators. Of the three types of eutectics listed by Portevin,2 the eutectic colony type has presented the greatest difficulty in interpretation. Although the copper-cuprous oxide eutectic is typical of the eutectic colony type in appearance, it may not be truly representative because the copper forms about 96 percent of the eutectic and the cuprous oxide about 4 per cent. The interpretation of the origin and structure of the "eutectic colony" given here is strictly limited, therefore, to the copper-cuprous oxide eutectic.

The important question of the metallurgical value of the coals of the Rocky Mountains and the Pacific Coast is to be settled, of course, by practical experiment. Meanwhile, as I have had occasion to point out, the proximate analyses of these coals throws little light upon it, and is, indeed, likely to mislead the metallurgist, if he compares it with the results of similar analyses upon bituminous and semi-bituminous coals. With the view of showing how large a proportion of the material usually classed as(" volatile matters " consists of combined water, or oxygen and hydrogen presumably in chemical combination, I have collected a number of ultimate analyses from various sources, in the following tables. FELIX E. WORMSER was born in Santa Barbara on Oct. 31,1894, so is one of the youngest members of the Board, only H. D. Wilde t 39) and W. M. Peirce (43) being his juniors. After graduating from the Columbia School of Mines as an E.M. in 1912, he went West and worked for the Snake River Mines, the Baker Mines Co., and the Cornucopia Mines CO., all in Oregon. Then for a year or two he was the youngest U. S. Mineral Surveyor in Oregon. In 1918 he was in the Army from which he was honorably discharged as a Second Lieutenant. Early in 1919 he joined the staff of the Bureau of Mines, at Washington, assisting in compiling reports and in War Minerals Relief work. His acquaintance there with J. E. Spurr led to his joining the staff of the Engineering and Mining Journal as assistant editor in April, 1920. He specialized in market studies and assisted in the compilation of the Journal's metal quotations until June, 1925, when he resigned to engage in active mining examination and consulting' work in the Northwest for H. H. Armstead. Three years later he returned to New York at the time of the formation of the Lead Indus- tries Association, becoming its Secretary and Treasurer, a position that he has since held.

Taking advantage of the lessons in administrative organizations which were taught by the war, Director Van H. Manning has put into effect a new form of organization in the Bureau of Mines. The Bureau is divided into two branches, one the investigations branch and the other the operations branch. F. G. Cottrell, who has been chief metallurgist of the Bureau, has been promoted to the position of assistant director and will be in charge of the investigations branch. F. J. Bailey, who has been chief clerk of the Bureau, has been placed in charge of the operations branch with the title of, assistant to the director. All research and technical control will be exercised through the investigations branch, while the non-technical work, administrative duties, and dissemination of the results of the Bureau's activities will be handled by the operations branch. Under the investigations branch comes the division of mineral technology, in charge of Dr. C. E. Parsons; the division of fuels, under the chief mechanical engineer, 0. P. Hood; the division of mining, under the direction of George S. Rice, the chief mining engineer; the division of petroleum and natural gas, under the direction of J. 0. Lewis, the chief petroleum technologist; and the division of experiment stations, under the direction of D. A. Lyon.
