The development of large diameter rotary drilling techniques and equipment in the last nine years has been the main factor for the rapid advancement made by this method of shaft construction. In 1959, less than 5000 ft of large diameter hole was drilled in the United States for the mining and construction industries. By 1967, large diameter hole footage had increased to 117,000 ft. Part of the increase in footage for holes drilled represents AEC requirements due to the discontinuance of atmospheric testing of nuclear devices. The increase in footage for holes drilled for the mining industry can be attributed to cost savings of shaft construction by rotary methods as compared to conventional blasting methods. Until the late 1950's most large diameter holes were drilled with positive displacement rig pumps or air compressors, direct mud or air circulation, conventional sized oil well drilling strings, and multipass reaming techniques. In some very soft formations it was possible to run a pilot bit with one or more hole openers in tandem to drill the hole in a single pass. The main problem with single pass drilling using tandem hole openers was in providing sufficient circulation fluid for proper hole cleaning through conventional sized drill pipe.

Rio Algom Mines Ltd. owns eight uranium mines and mills in the Elliot Lake district of Ontario, seven of which were producing before 1960. At present only one mine is operating and meeting current contract requirements. Under present economic conditions, it is not feasible to mine ore of less than 2.0 lb per ton U3O8, although there are very large reserves below this grade, Rio Algom is interested in preconcentration for three possible applications: to extend ore reserves by permitting use of lower grade ore, to reduce costs on processing of present grade ore, and to reduce capital investment in expanding production to meet future production goals. Rio Algom has been investigating various applicable preconcentration processes since the early 1950s to date, on laboratory and pilot-plant scale. Methods investigated include gravity concentration by sink-float, high intensity wet magnetic separation, flotation of uranium, flotation of acid consumers, and a number of electronic sorting methods including radiometric, photometric, and conductimetric. No method tested has yet been satisfactory under Rio Algom's criteria of uranium recovery and cost, principally because uranium loss has been too high for a useful weight rejection. Metallurgical results of the preconcentration test work and the economic assessment therefrom are reviewed.

As the radical element has secured control of the various local printers' unions of New- York City, 250 magazines have temporarily suspended publication rather than grant their demands. The actions of. these local unions have been repudiated by the officers of the different inter-national unions, who are seeking in every way to carry out their agree-ments with the publishers. The charters of the local pressmen's and feeders' unions have been revoked by the international officers and new local unions are being formed. Members of the typographical union are not, as yet, directly affected by the strike, but many of them are taking "vacations," which accomplishes the same purpose as the strike but without the odium. The Engineering and Mining Journal, with true engineering spirit refusing to admit insuperable obstacles, is sending out a two-page printed market bulletin, together with two typewritten pages, making an an-nouncement of its predicament and giving brief items of mining news. Thus s brought home to the members of the mining profession in a very direct way the pernicious results of unrestrained control of labor organi-zations-by foreign and un-American elements. No sermon on this sub-ject is required, as the facts themselves are sufficiently eloquent.

Frank Owen, El Perú Venezuela (communication to the Secretary): Mr. Cragoe's accurate description of the rich and extensive mines of the Frontino and Bolivia Co. is of much interest to those acquainted with Colombian mining. While the labor in that part of Colombia is, of course, admittedly far inferior to that of white miners, it is,. nevertheless, decidedly superior to that available in other parts of the republic, and in the northern mining regions of South America generally. The Autioquenos have been miners for several generations, and many of those employed at the Frontino Co.'s works have been brought up at the mines, which is a distinct advantage. The ground encountered in the surface-workings of that district being very treacherous, they are skillful timber-men, every miner being able to put in his own timber in tunnels, stopes, etc., so that, except for the main shafts, where sawn timber is used, special timber-men are not required. In the shallow workings it is the custom for a miner to come out of the mine into the thickly-wooded bush and select and cut the timber he requires, which he will then take into the mine and put in

W ho holds title to the continental shelf? As submarine mineral ventures move out into deeper and deeper waters, the dispute over this question is bubbling up with greater and greater urgency. Basically, the forces of disagreement are lined up on two fronts--one nationalist and the other internationalist. The nationalists, or "broad shelf" proponents, view the shelf as a geologic extension of the coastal nations and therefore subject to the sovereignty of these nations. The internationalists or "narrow shelf" proponents, seek to circumscribe the jurisdiction of the coastal nations by a topographic line beyond which all rights would be reserved to an international regime. In the U.S. public sector, three groups----the American Bar Association and International Law Association committees and the National Petroleum Council (NPC) - have taken a stand on the broad shelf. These are joined by AIME, which has consolidated its position in a "Policy Statement on the Outer Limit of National Sovereignty Over Seabed Resources." This statement was adopted by the AIME Board of Directors last October 15 after its submission by Earl Cook, Chairman of the AIME National Affairs Committee, at the behest of the Society of Petroleum Engineers. The main organization holding to the narrow shelf is the Commission on Marine Science, Engineering and Resources.

Under the act providing for the taking of the Tenth Census, the superintendent was authorized to appoint experts to inquire into special industries; accordingly Professor Charles S. Sargent was appointed to gather statistics in relation to the forest industries. As chief of the Department of Forestry of the Tenth Census he has been busily engaged in this work since the fall of 1879. Soon after his appointment he became convinced that it would be desirable to make an examination of the fuel-value of the various woods of the United States, and this work was placed in my hands. At the same time I made the suggestion that while we had the opportunity, it would be well to test also the strength of these woods. The suggestion was adopted and Professor Sargent at once set his agents to work in various parts of the country to collect specimens of all the trees growing in their localities, employing as a rule botanists who were familiar with the flora of the region in which they were at work. The result of this work was the collection of over thirteen hundred specimens of wood, comprising over four hundred species and varieties, nearly one hundred of which had not before been described as trees existing in the United States.

DRAINAGE water from coal mines is probably the most serious water pollution problem today, varying in importance according to location of the mines and geological structure. Drainage may be either acid or alkaline in character. Acid discharge, the most severely detrimental to a stream, is caused by natural oxidation of the sulfuritic material (FeS2) in the strata associated with the coal seam. Since the acid is the result of a natural reaction the acid water differs because it does not cease with abandonment of the mining operations. There is no known economical method of neutralizing acid mine water or any practical method to prevent oxidation of exposed pyrite. Since production of acid from a mine does not stop when mining stops, the total quantity produced depends entirely upon the excavated areas. The increasing volume of acid water in many mines has greatly increased operating costs. Pumping is expensive and acid mine waters are destructive of all equipment, especially metals in pumps and piping, and necessitate the use of corrosion-resistant materials. Discharge of the acid mine drainage into streams neutralizes their normal alkalinity, causes them to become acid, and produces an environment unfavorable for aquatic life and unsuited for industrial or domestic use without costly treatment.

PYRITE, the bisulphide of iron, FeS2, is found more or less in all coal-beds: but, as a rule, in certain definite forms. More than any other impurity, it detracts from the commercial value of a coal-deposit, and yet its presence is so universal that it might almost be said that there is no coal entirely free from pyrite. My observation has been confined to the Pennsylvania bituminous and semi-bituminous coals, and to them, therefore, my remarks will be confined. Certain generalizations which I may make, however, will be found of universsl application. The lowest members of the coal-formation, No. XIII. of the Pennsylvania bituminous region, are nearly always pyritiferous, and in many cases highly so. In Cambria county, for instance, coalbed A, the Brookville, is locally known as the " Sulphur seam." The Lower Kittanning, in parts of Clearfield county, is so sulphury as to be almost unmarketable, though otherwise it is a strong locomohive coal. In Mercer county the Pardoe bed, so extensively mined there, carries great quantities of sulphur in the form of pyrite, though usually this can be separated in such a way as to detract little from the market-value of the coal. Crude petroleum produced in the Texas Panhandle oil field is both an asphalt and a paraffin-base oil and is further characterized by being a high-gravity crude with an extremely high cold test,. W hen the blasts went off on West 11th St., just off 5th Ave. in New York City, James Michaels, editor of Forbes magazine, was in his office a few doors away reviewing color layouts with his production manager. Having once been a reporter, he grabbed his trench coat and dashed for the street to be con- fronted by the demolished townhouse which had been turned into a bomb factory by youths. To Michaels, this shocking episode supplied the exclamation point to thoughts he was formulating that an era had ended and a new one was beginning in the economic and social climate of the U. S. "For twenty years corporate profits, the stock market, middle income pay have gone up and up. . . The illusions of twenty years are in confrontation today with changed needs," he said. "International omnipotence is economically beyond our means, . . The anti-pollution and community renewal people are not nuts in tennis shoes who will go away. . . That corporation presidents can report an increase in earnings every year is an illusion that will be dropped. . . There has been a $200 billion shrink in value of stocks and bonds since Nixon came into office" were some indicators Michaels mentioned.

THE Boulder batholith of western Montana may be considered a uranium province: a regional geologic environment within which uranium is found in uncommon amounts. Reconnaissance examinations indicated that the Atomic Energy Commission should undertake an evaluation of the potential of this area for uranium production. The AEC has been assisted by the U. S. Geological Survey which has given priority to selected uranium-bearing areas in overall studies of the mineral deposits of the batholith and adjacent regions. Although no out- standing uranium deposits have been discovered, uranium ore has been produced from three widely separated deposits upon which most of the exploration to date has been directed. The intrusive mass referred to as the Boulder batholith occupies a strip of mountainous country about 18 miles wide between Butte and Helena, Mont., covering an area of approximately 1000 sq miles. Elevations range from 3500 ft along Prickly Pear Creek to nearly 9000 ft near Elkhorn Peak a few miles to the east. Except for a few flat-lying valley lands, the region is wooded with lodgepole pine and fir. Though mainly dependent upon mining ventures in the past, the area now is supported, outside of the Butte district, almost wholly by agriculture and some lumbering.

The use of activated carbon to improve the selectivity in the separation of base metal minerals from bulk concentrates played an important role in the development of separation techniques employed at Tsumeb and Kombat mines. The Kombat mine, owned and operated by Tsumeb Corp. Ltd., is located in the Otavi Valley in the northern part of South West Africa, approximately 213 air miles north of Windhoek and 38 air miles south of Tsumeb, at latitude 19° 43'S and longitude 17º 41'E. The mine is linked to all major centers by both national railroad and tarmac highway systems which pass right through the town. The Otavi Minen- and Eisenbahn-Gesellschaft (OMEG) mined ore on the farm Asis from 1908-1925. Tsumeb Corp. Ltd. acquired the mineral rights in 1947, started diamond drilling in 1954 and commenced mine development in 1960. The mill started production in 1962 when proven ore reserves were 3,378,084 st containing 2.85% Cu and 2.90%Pb. Annual production of 248,411 st was increased in May, 1967 to the rate of 422,990 st, which was still being maintained in 1971, when ore reserves stood at 3,054,701 st of grade 1,91% Cu and 2.5% Pb.

C. S. Smith has described a method for measuring the relative values of different solid-solid and solid-liquid interfacial tensi0ns. When a polyphase alloy is held at an elevated temperature, individual particles of each phase adjust their shapes and minimize the interfacial energy. Wherever three interfaces meet, the dihedral angles are such that the three interfacial tensions, considered as forces, are in equilibrium. When the angles between three forces in equilibrium at a point are known, it is possible to determine any two in terms of the third. In this way ratios of interfacial tensions have been .obtained. The value of a given interfacial tension ratio was found to be independent of the alloy system from which it was determined. Smith also has employed the method when one of the phases is liquid. When equilibrium is reached with respect to In the course of work on grain growth in high purity aluminum a simple optical method was developed for detecting the presence or absence of preferred orientation in annealed specimens. Previous articles in this column have defined the manpower situation as it. applies to the coal industry. There is at present a shortage of experienced managers, mining engineers, technicians and skilled workers. The extent of this shortage is controversial, but it is sufficiently important to have received the serious attention of coal industry people at all levels. It has also been discussed by union officials, educators, government agencies and trade publications as well as other communications media. Discussion is not enough, however. A plan of action is needed. Some suggestions for such a plan are presented here. First, the coal industry must interest itself in government training programs. The U.S. Government (primarily the Bureau of Mines and HEW) is planning to spend or is spending millions of dollars to educate and train technicians, inspectors, engineers and miners. The new Federal Health and Safety Academy at Beckley, W. Va., for example, will involve an expenditure of $20-30 million for the physical plant alone. There are encouraging signs that the present hierarchy in the Bureau of Mines intends to seek the advice of mining educators on some of these projects, but industry should also demand a voice in the policy to be followed in making these expenditures.

ROLLE*—As one who has been privileged to read Mr. Poland's paper before its publication, I wish to express high praise for it and the record which it gives of the work done by the Research and Development Department of Revere Copper and Brass Inc. in developing a satisfactory furnace for the recovery of metallic zinc from secondary metals by distillation. I have also had the opportunity of studying the operation of the furnace when running on scrap brass at the Detroit plant of Revere, and I can therefore say from knowledge gained first-hand that the unit is efficient and economical when used in conjunction with distillation. However, when I read what Mr. Poland has to say in reference to the possibility of using the furnace for melting copper cathodes for the production of oxygen-free and tough-pitch copper shapes, I am constrained to be somewhat skeptical. No doubt the furnace can readily be modified so as to make it possible to melt cathodes, but that is only a part of what is required to produce refinery shapes. PERHAPS, back in the early eighties, the fates were advised that the world had need of a determined man, yet one who could always inspire teamwork; at any rate on Dec. 20, 1881, Louis Shattuck Cates was born to Edwin Wallace and Emily Allen (Johnson) Cates, in Boston. To his friends he has always seemed a little more determined than anyone else they knew-yet his capacity for organization and enlisting friendly co-operation from all with whom he became associated has perhaps been his greatest asset. His will and imagination set the goal, but his friendliness and qualities of leadership brought results. He was born just nine years after the great Morenci mine was opened by Robert Metcalf and his associates. Educated in the public schools of Boston, Mr. Cates was graduated from Boston High School, and since at that time Boston was headquarters for many of the great mining enterprises and promotions in the country, he chose Massachusetts Institute of Technology as the college which would best prepare him to succeed in the mining industry. He was granted a Degree of S.B. from "Tech" in 1902, but already his getting-along-with-people talent had won him honors. He was class president in his junior year, and "First Marshal" at graduation.
