Plans are moving ahead toward the July 1965 start-up date for Kaiser Steel Corp.’s new pelletizing plant at its Eagle Mountain, Calif., iron mine. Capacity will be 2 million long tons of pellets containing 65% Fe. A major portion of the output is scheduled for charging into Japanese blast furnaces as the result of a contract to supply Mitsubishi interests with 10.8 million tons of pellets over a six-year period. Kaiser's concentrating plant at Eagle Mountain plus sintering facilities at Fontana are adequate to meet the requirements of its blast furnaces, which, as a consequence, are not expected to take any substantial quantity of pellets during this period. However, some 200,000 tons of pellets per year is scheduled to be used for the production of special steels and in the open hearths as a substitute for the high-cost ores now being used.

Due to falling metal prices and depletion of ore reserves, lead- zinc mining in the Leadville, Colo., area gradually came to a halt in the 1950's. Exploration work continued, however, and by 1969 sufficient ore had been blocked out to warrant sinking a shaft and erecting a new concentrator to treat 700 tpd. The new shaft and concentrator were to be located in Iowa Gulch several miles east of Leadville at an elevation of 11,100 ft. The Leadville project is a joint venture between Newmont Mining Co. and Asarco, with Asarco being the operator. Design work began in the fall of 1969. Engineering was done by Torkelson Engineering Co. of Salt Lake City in conjunction with the central engineering department of Asarco. The plant was constructed by Stearns-Roger Corp. Construction began in the spring of 1970 and the plant went onstream in April 1971.

Strip mining in the domestic coal industry is contributing a greater proportion bf overall production than at any time in the past. U.S. Bureau of Mines statistics show that the percentage of total production mined in 1958 by stripping methods increased to more than 30 pct, up from 22 pct in 1951. The tendency to favor strip and open pit mining exists in other mining activities, but such trends are not as clearly outlined as in the coal industry. Significantly, the depth of overburden in coal properties considered suitable for stripping is also increasing. A depth of 50 to 60 ft of overburden was once considered to be about the maximum amount that could be handled economically. Today, a depth of 80 to 100 ft is frequently taken into consideration for simple overcasting operations (i.e., excavating overburden and dumping it in the spoil position where it remains indefinitely).

Sherritt's new, 3000 tpd, copper- zinc Fox mine is situated 30 miles southwest of Lynn Lake. The copper-zinc orebody is part of a large body of massive and semi-massive sulfides consisting chiefly of pyrite; with chalcopyrite, sphalerite (containing 7-9s Fe) and pyrrhotite in varying proportions which occur within a series of volcanic and sedimentary rocks. The average sulfide content is 67%. Higher zinc zones are masses of pyrite grains cemented by sphalerite with lower than average copper content. Zones higher in copper and lower in zinc are slightly more quartzose. Gold and silver are present in small amounts roughly proportional to the copper content. Surface diamond drilling indicated an orebody containing 12,269,000 tons grading 1.74% Cu and 2.35% Zn to the 2000 ft level. Underground drilling established the tonnage at 11,- 300,000 tons containing 1.96% Cu and 2.74% Zn.

ALUMINUM'S war history is the record of a successful race to expand facilities fast enough to meet the multiple increases in military requirements, principally for aircraft. From the beginning of the war program in 1940 through 1942, requirements estimates were repeatedly lifted to new high levels, and plans for increasing capacity had to be constantly revised. In 1943, basic metal supply caught up with and exceeded requirements, and by 1944, the surplus of primary production was large enough to force reduction in output and plant closings. In the past two years, ingot capacity has been ample, though periodic critical shortages have been experienced for a few fabricated shapes as a result of sudden shifts in demand. The aging behavior of a Cu-Ti (3.2 at. pct Ti) alloy has been followed by electrical resistivity, hardness, and metallographic changes. The resistivity data indicate two principal processes, the first causing a sharp decrease in resistivity, and the second, which occurs over a long period of time, a much smaller rate of decrease. Lamellar nodules, Widmanstätten platelets, and homogeneous continuous precipitation was observed. The Widmanstätten platelets grow at the expense of the latter. When this study was initiated, little information was available on the aging behavior of copper-base titanium alloys. Several articles'-3 that appeared in the early 1930's showed that these alloys could be strengthened by precipitation, but a detailed study was not made. Those who have observed the influence of various elements upon cast-iron will be interested in the methods used by us to form the several series of test-bars, which form the basis of the conclusions presented in this paper. We found that we could not, by adding ordinary white stickphosphorus to molten iron, produce bars which would exhibit to the eye the peculiar influence of phosphorus. By melting wrought-iron drillings with red phosphorus, Mr. H. S. Fleming produced in his laboratory 10 pounds of phosphide of iron, containing 10.22 per cent. of phosphorus. With this we made two series of test-bars, the first with our white-base iron, and the second with our FLM gray-base iron. Introduction The requirements to investigate a wide range of alternatives and analyze a variety of ‘what if’ questions make the automation of pit design a requirement in today’s rapidly changing mining industry. The wide-spread application of computers has relieved the engineer of much of the tedious and error-prone work related to mine design. He is thus free to do the creative and innovative thinking for which he is trained. It is now possible to investigate a large number of alternative pit designs in a reasonably short time period. In the past it was very easy for a team of engineers to consume 12 to 14 man-months in the detailed hand design of a large open pit. The pressure of today's mining industry, the desire to investigate a variety of alternative designs, and the shortage of qualified engineers make the slowness of hand design less preferred.

More than 400 members and guests registered for the 146th General Meeting of the Institute held in Mexico City Nov. 9 to 15, inclusive. Of these, 250 came by special train or automobile from 24 states of the Union, and the others were resident in Mexico. Mexican Government officials, headed by Manuel Santillan, Sub- secretary of the Department of National Economy, acting in. behalf of the President of the Republic, and including the Secretary of Foreign Relations and the Governor of the Federal District, were most hospitable in their official welcome and provided splendid entertainment of various kinds. A reception was tendered by Hon. Josephus Daniels at the U. S. Embassy. Among other hosts were officials of a number of large operating companies, including M. H. Kuryla, of the Real del Monte company; Jules Lacaud, of the CompaiLia Minera de Chontalpan; and Harry Wright, of the Consolidated Steel company.

THE Three Kids mine, some six miles east of Henderson, Nev., is in a typical southwest desert area, with high dry summer heat and cool to cold winter seasons. The manganese deposit was located during World War I.1 During this period 15,000 to 20,000 tons of ore assaying up to 41 pct manganese were shipped. Interest in the deposit was not revived until the middle thirties, when experiments on the ore were initiated. Test work indicated possible recovery of only 70 pct by flotation, but in 1941 additional work was done at the Boulder City pilot plant of the U. S. Bureau of Mines and also by M. A. Hanna Co. As a result, the Manganese Ore Co. was formed and a plant utilizing the SO, process was constructed. Numerous operation difficulties ensued, and the plant was closed when the manganese situation in the country eased.

An industry/government team sponsored by the Dept. of the Interior completed a study tour of the underground coal mining industries in Great Britain and Germany to review new and emerging coal mining technology. The group found that differences in tradition, mining conditions, and industry capabilities have led to different approaches in technological developments, many of which have the potential for application in U. S. mining. Both countries are working to improve materials and procedures for roadside pack wall. The British are developing a pump-packing system in which bentonite, water, stone, and a special cement are pipelined to the pack area to form a low strength compressible pack wall. The German industry is using anhydrite or blotzdammer to form a high strength pack wall. Both countries are using full-face tunnel-boring machines. The German industry has had considerable success with shield-type longwall supports.

U.S. Signs Pact With Miami Copper Miami Copper Co., of Arizona has agreed to mine lowgrade copper ores in an extension of its Globe-Miami mining district operations at a guaranteed price of 27.35[] per lb, under a contract signed with defense Materials Procurement Agency. Terms of the contract call for delivery of 230 million lb of refined copper between 1955 and 1962. DMPA said highgrade ore in the de posit will soon be exhausted and it is considered advisable to have Miami continue the operation. The Government has an option to buy 120 million lb of refined copper from present production at market prices. Miami will develop the new ore- body at its own expense-estimated at $3 million. If losses under the new contract reach a specified point, Miami may cancel the agreement. The company plans to use the block caving method in the underground operation.

John D. Price (Colorado Fuel and Iron Corp., Pueblo, Colo)—The paper on the coal fields of the Oaxaca district as prepared by engineers Toron and Cortes-Obregon of the staff of the Bank of Mexico bears witness to the thorough and careful way in which the men associated with this organization perform their work. There is little to be added to their paper in way of discussion other than to confirm and amplify some of their statements. Since the only extensive and well-developed field of coking coal lies in the northeastern section of the country adjacent to Sabinas in the state of Coahuila, it follows that blast furnace plants would be located in that same region. Two such plants are now operating at Monterrey and Monclova, using coke produced at the Sabinas district mines. But the nearer of these two plants is 600 miles from Mexico City and even farther from the center of population. Transportation of products from these mills to the market area is therefore expensive, both because of the distance and the difficulty of the terrain over which it must be carried. The development of an integrated steel industry closer to the center of population has therefore long been a goal toward which the Mexican technicians have been striving. While the presence of coal of some grade has been reported in many of the states, and many ideas have been advanced regarding its possible uses in iron and steel production, deposits of anthracite in Sonora and the various coals of the Oaxaca district as reported on in this paper are the only ones that have been explored in a serious manner. The coking coal from the Mix-tepec zone appears to offer promise of producing a coke which could be used in a standard blast furnace. Several problems are indicated, however: 1—The ash in the coal is high as mined, but indications are that it can be washed to an ash content of 15 pct with a recovery of 70 pct of washed coal. 2—Such washing would increase the volatile content from 17.4 pct to about 20 pct, and in a byproduct oven this should give a coke yield of close to 80 pct with an ash content of coke under 20 pct. 3—A free swelling index of 5 appears low for a good coking coal, and below that of the coals from the Sabinas district, which show between 6 and 9. But washing of the coal should result in an improvement in this regard; in the United States coals from Utah with an index even lower than 5 have made a usable coke. 4—A coal with volatile as low as 17.4 in raw coal and 20 in washed coal would come close to being classed as a low-volatile rather than medium-volatile coal, and low-volatile coals are notorious for their high expansion properties. Several plants in the United States are making coke from straight medium-volatile coal of 26 to 28 volatile content, and one at Rosita,, Mexico, from coal of 25 volatile. But no plants to my knowledge are using coal as low as 20 volatile. Since the Rosita coal appears to be a borderline coal from the angle of its expansion properties the coking of one of the straight lower volatile must be approached with caution. 5—There are few coals possessing any degree of coking properties which cannot be used in coke production by careful attention to its preparation and blending. The fact that coals of other types are available in this same region make improvement through blending very possible. 6—There are other workable methods of reducing iron ore other than the conventional coke-blast-furnace method. These will not be discussed here but it is known that their use has been considered. The technicians of not only Mexico but also of the other Latin American countries are keenly aware of their natural resources and their national needs. This paper emphasizes the fact that the Mexican technicians are working on their problem and attempting to speed the day of self-sufficiency for their country. Salvatore Cortes-Obregon (author's reply)—I wish to thank Mr. Price for his kind remarks. The Mixtepec coal as shown in Table II has 30 pct ash and a free swelling index of 5, but when the same coal is washed to 15 pct ash it has a free swelling index of 8 to 9 and the volatiles increased from 17.4 to 20.7 pct. A satisfactory coke has been produced from blends made in the Mexican laboratory using at least 40 pct of the Mixtepec coking coals with the other Oaxaca non-coking coals. Koppers in Germany report good coke obtained from the Oaxaca coal with a blend of 80 pct Mixtepec coal. Consideration is being given the possibility of using methods other than the conventional blast furnace for the reduction of iron ore near the Oaxaca area; electric furnaces appear promising. The non-coking coals could be used to produce cheap electric energy and the coking coals to make metallurgical coke.

The key to successful liquid-liquid extraction is the solvent. First, and most important, it must be highly selective for the metal desired and yet reject other metal ions present; second, the ideal sol- vent is completely insoluble in the aqueous feed liquor; third, it has rapid phase separation and will not form emulsions; and, fourth, low cost is desirable, since losses occur even though the solvent is recycled. For this application a solvent known as DDPA (dodecyl phosphoric acid) was chosen since it closely met these requirements. DDPA is a long-chain alkyl phosphate developed for AEC by Oak Ridge National Laboratories, Dow Chemical Co., and the U. S. Bureau of Mines. The long chain contributes to low solubility in the aqueous phase and to high extracting power from acidic sulfate solutions, whereas the alkyl phosphates generally exhibit high selectivity for uranium solutions.

During the summer of 1910, I had the opportunity to study in detail the geological conditions of what is known in northern California as " Harrison gulch," in Shasta county. Though the district, as a whole, that is, the western part of Shasta and the eastern part of Trinity county, has contributed during the last 15 years a considerable share of the gold-production credited to Shasta county, very little is known of its geology, perhaps because the country is covered with a dense growth of brush which makes exploration and prospecting extremely difficult. Topographically the district presents a succession of ridges trending approximately N-S., and alternating with deep, narrow canyons. The drainage is partly into the Sacramento, partly into the Trinity river. Climatic conditions in summer time are almost ideal. It is true, the thermometer may climb to 115°, but the air is dry

Standard Metals Corp.'s mining and milling operation at Silverton, Colo., has found that it can justify the use of a large computer system entirely on the basis of cost savings, and at the same time receive the benefits of speed, greater accuracy, and valuable data otherwise unobtainable at a reasonable cost. The Silverton operation consists of the historic Sunnyside mine and Mayflower mill, about 300 miles southwest of Denver, which produce about 700 tpd of a complex lead-zinc ore. This operation has not yet tried to use its computer for large, involved programs such as optimizing the efficiency of an operation, linear programming, or determining economic ore limits, although these are certainly within the capability of the equipment. However, there have been enough money-saving applications in the everyday routine to justify the use of this computer system, even before branching out into the more unusual or complex problems.

PROF. Henry Louis, Newcastle-on-Tyne, England (communication to the Secretary): I have read this paper with much pleasure. It presents a very accurate summary of a very interesting district. Like the authors, I was struck by the extreme General View, near French Co.'s Cyanide Works, Showing Horse-Whims, etc. flatness of this region, which looks strange to a gold-miner accustomed to other reef-districts. This prevailing absence_of relief in the contours is shown in Figs. 1 to 4, from photographs taken in August, 1897, some of which also show the horse-whims used here for hoisting. The flatness of contour is due, no doubt, to the fact that the rocks are similar in structure over large areas and are easily decomposed. The 1970's have been considered a pivotal decade for the mineral industries. Undergraduate mineral engineering education is relevant to this theme; in particular, there are three interrelated problems: 1) The goals, and therefore the course requirements, of the under- graduate curricula are in question; 2) The unit costs of undergraduate education appear excessive to those who bear the charges; and 3) The present social ambience detrimentally affects the work attitudes and career motivation of both prospective and in-course students. Any discussion of these problems must bottom upon recognized national needs for minerals and a technologically sound minerals industry staffed by competent engineers, particularly at the exploration, development and production levels. Fortunately, these needs have been recognized and to some extent quantified, and they are even now under further intensive study by some of the most competent members of society and the profession.

Fred D. DeVaney (Magnetic Roasting of Iron Ores, P. 1219) has presented several other AIME papers, all of them concerned with grinding and concentrating problems. He is chief metallurgist, Pickands Mather & Co., at Hibbing Minn., after working for the U. S. Bureau of Mines at Tuscaloosa, Ala., and Rolla, Mo., as a junior metallurgist and a metallurgist. DeVaney started as a research metallurgist with Pickands Mather in 1942. He set up the first laboratory in the Lake Superior district devoted to taconite concentra¬ [ ] tion, his major interest. He has been an AIME member since 1923, holding various offices, including the first presidency of the Minnesota Section. DeVaney has a Bachelor's in Mining, and Master of Science earned at the University of Alabama in 1924. He is a member of the Engineers Club of Northern Minnesota and plays golf for relaxation and enjoyment.
