An Appreciation of Dr. Douglas by Dr. ALBERT R. LEDOUX The Bulletins of the American Institute of Mining Engineers and the program of the International Engineering Congress, held last September at San Francisco, called attention to an important feature in the pro¬ceedings of the Congress; viz., the public presentation to Dr. James Douglas of the John Fritz Medal, for notable achievements in mining, metallurgy, education. and industrial welfare. Dr. Douglas' health, unfortunately, did not permit of his taking the journey to California. While he had been willing that the bestowal of the medal should be a public ceremony, his natural modesty made him shrink somewhat from what he considered something of an ordeal, and he begged those who were to take part in it to use restraint in anything which they might have to say as to his work and attainments. It was, therefore, with some considerable satisfaction on his side that he learned that the medal would be given him without a public, ceremony in New York, or elsewhere. . On Dec. 5, 1915, the writer of this had the pleasure of handing him the medal, certificate, and official letters of transmittal, at his home at Spuyten Duyvil, where lie was surrounded by his children and grandchildren, with one or two of his most intimate friends. He begged the writer to return his thanks to the Committee of Award; and again to express the feeling that nothing in his career merited so great an honor. On this point all of the members of the Institute will share the writer's feeling that Dr. Douglas is too modest. James Douglas was born at Quebec, Canada, in November, 1837. His father Was a distinguished physician and surgeon, employing his skill in the field of philanthropy: He established the first retreat for the insane in the Dominion, to which lie. devoted himself up to the time of his departure from Canada, when it was taken over by the Government. The son spent 2 years in study at the University of Edinburgh, which lie entered in 1855. Returning to Canada, he graduated from Queens University, at Kingston, Ontario, with the degree of Bachelor of Arts, having also studied medicine, and later theology. After his graduation he traveled extensively with his father in Europe and in the Orient, visiting Egypt several time's. They returned with important archaelogical collections, which Dr. Douglas subsequently donated to the Metropolitan Museum of Art in this city. He then returned to Edinburgh, where he continued his course in medicine, surgery being perhaps his chief interest at that time. He was subsequently licensed to preach and his contemporaries bore testimony to his broad philanthropy and to the sympathy which dominated his every act. His taste was distinctly literary; he had carried off a prize at Edinburgh in English literature.

In conjunction with a geological investigation of the silver-bearing veins at Contact Lake, Northwest Territories, Canada, a survey was made with a Geiger-Miiller counter of the gamma-ray emissions from the rocks in the vicinity of the mine workings. Discontinuous pitchblende veins have been encountered occasionally in the silver-bearing fissures, and the geophysical survey was undertaken with the hope that abnormally high gamma-ray intensities, if detected, might lead to larger and more continuous pitchblende discoveries. Before the instrument was used at Contact Lake, preliminary tests were made, first with laboratory specimens at Princeton University, and later over known pitchblende deposits at the Eldorado property, LaBine Point, N.W.T. The Geiger-Müller counter, as adapted for field use, is described; the technique of transporting and operating the instrument is outlined; and the general precautions to be observed are discussed. The results obtained at Great Bear Lake show that the instrument is capable of detecting not only a pitchblende ore shoot in a shear zone, but also the mildly radioactive "host rock" at a considerable distance from the ore body. Hence, use of the Geiger-Müller counter is urged, not just for the detailed search for an ore body in a shear zone, but for the detection of possible radioactive "host rocks" in large-scale reconnaissance surveys of unexplored regions made by prospectors and members of federal geological survey parties. Location.—Along the rocky eastern shores of Great Bear Lake, in the Northwest Territories of Canada, lies one of the world's great radium-producing areas. IT has been shown1 that copper can be removed from iron-base alloys by solvent extraction with molten lead and sodium sulfide slags. In these processes copper removal is favored by a positive deviation of copper in iron from ideal behavior. Chou' determined the distribution of copper between liquid silver and iron and obtained a value for the activity coefficient of copper in iron at 1600°C, y°, of 9.12. Chipman" calculated the activity coefficient from the Fe-Cu phase diagram to be 12 at 1600°C. More recent work by Koros and Chipman" yields a value at 1600°C for y V equal to 8.0. In this latter work, the distribution of copper between silver and iron was measured at 1600°C, while the activity of copper in the silver phase was determined from calculations based on the Ag-Cu phase diagram. The present work presents another value of based on calculations from the Cu-Pb phase diagram, on the heat of mixing data for the Cu-Pb system, and on an experimental study of the distribution of copper between iron and lead at 1600°C. These experiments were part of a larger research on the removal of copper from iron-base alloys conducted at The Pennsylvania State University. Experimental Procedure—The distribution of copper between pure iron and lead at 1600°C was made in the furnace assembly shown in Fig. 1. The melts were made in high purity alumina crucibles under an atmosphere of prepurified argon. Temperatures were read with an optical pyrometer sighted into a %-in. hole drilled in the inductor. Extensive calibration of the optical readings with immersion readings had been carried out previously. The initial charges consisted of 100 g of electrolytic iron and varying weights of copper. The melts were brought rapidly to 1600°C and 75 g of lead added. The temperature was quickly readjusted to 1600°C, and the melts were held for 10 min at this temperature. A sample was then drawn from the iron layer in a fused silica tube. This sample was analyzed to determine the copper content of the iron layer at equilibrium, while the copper content of the lead layer was determined from a material balance. The validity of the material balance was confirmed by a chemical analysis of the entire lead layer for one heat in which the crucible was removed and quenched after the iron sample was taken. The calculated copper content of the lead-rich phase was 1.18 pct; while the entire lead layer analyzed 1.20 pct Cu. The distribution results are shown in Fig. 2. THE subject of fuel-briquetting has attracted much attention on the part of engineers and investors for the past 15 or 20 years, and especially in recent years, during which a number of plants have been built, with more or less commercial and technical success. Our technical literature contains numerous descriptions of certain processes, and discussions of the industry in general. For a history of the development of the art in the United States, and for descriptions of many of the processes which have been tried, reference may be made to the files of our Transactions, and, for more recent information, to a paper by C. T. Malcolmson, read before the First Annual Convention of the International Railway Fuel Association in June, 1909. The purpose of the present paper is to describe the briquette-plant of the Solvay Process Co. and the Semet-Solvay Co. at Detroit, Mich., which, after a period of long and costly evolution, is now operating satisfactorily on a commercial basis. I believe that it will be of interest to some of our members to have the details of operation, lower-consumption, labor, etc., as worked out on a practical and commercial scale in a going operation. The briquette industry has had a somewhat checkered career in the United States, and much the larger portion of the failures has been due entirely to commercial causes. It seems axiomatic to say that before undertaking the installation of a plant for manufacturing briquettes it is necessary that the local situation should be carefully examined : First, to determine the kind of briquettes, if any, the local market will consume; that is-to say, whether the available fuel-supply is such that briquettes would be a welcome addition, and whether the most promising field is the industrial or the domestic market. It is only within the past 10 years that serious attempt appears to have been made to improve rotary drilling fluids by the application of the principles of colloid chemistry, although the use of chemicals to control the rheological properties of clay slips has long been known in the ceramic industry. The main difficulty apparently lay in the lack of a complete analysis of all of the functions of a drilling fluid in the drilling of the well, together with the lack of adequate consideration of how colloid science could be applied to secure these ends, and particularly how apparent antithetical properties of the fluid could be compromised. Thus one analvsisl of the many requirements of a drilling fluid proved conclusively that the viscosity should be low, in order that cuttings and entrained gas might be eliminated effi-ciently in the settling ditch, while the loss in carrying capacity accompanying low viscosity could be regained by increasing either the density of the mud or the upward velocity of the mud stream in the annular space of the well, and the danger of sticking of the drill stem due to rapid settling in case of enforced suspension of drilling operations could be eliminated by enhancing the thixotropic properties of the fluid. The desired properties of the drilling fluid having thus been established, it was a natural step to treat the fluid with vis-cosity-reducing chemicals, such as salts of weak organic acidsl for example, sodium tannate or gallate—and to adjust the pH to the alkaline side to such a degree of thixo-tropy as would give low viscosity and low yield point under the conditions of flow prevailing in the settling ditch, but rapid gelation and high yield point when quiescent in the annular space during shutdowns. In fact, flow in the settling ditch should be just short of turbulent while flow in the well, together with the flow of mud past the cuttings, is practically always turbulent. The use of chemicals other than those mentioned, such as Calgon (sodium hexametaphosphate) and certain other phosphates together with sodium tannate, has now become standard practice and it is the consensus that this method of treatment has proved to be an important step in the development of the art of drilling oil wells. It is safe to assume that the application of colloid chemical principles can also help in solving other outstanding problems of drilling fluids, such as the development of cheaper and more efficient viscosity reducers ; the development of chemicals that do not lose their effectiveness in a short time during drilling operations; the finding of chemicals to preserve the plastering properties of muds when concentrated brines are encountered or in drilling through salt beds; improvement in the plastering properties of poor muds by further defloc-culation, and, conversely, the prevention of excessive deflocculation of certain marine shales sometimes encountered; the preparation of muds suitable for the successful drilling of heaving shale formations; the finding 0f chemicals to treat the mud to prevent or to diminish lost circulation; the development 0f muds that will not impair 6

IT may perhaps seem to you that I have deviated from sequence by having entered into the narration of this arrangement of the bellows, but, although they are not furnaces or vessels for containing the melts, they are essential agents for bringing to port the bark of your labors. Returning to our regular pathway, and supposing that, besides making the moulds, you have melted and cast not only statues and bells but also guns, it is true that a certain procedure is required in order to finish them. For this you should have the moulds full, and they should have come out very well, for in truth reason does not allow that they turn out otherwise for one who uses precaution. [II2V] Then you have taken your casting from the pit and have freed it of clay. Since I have told you nothing beyond this, do not be dismayed if you see the castings so rough and in a form that scarcely shows what they really are, for I wish to open up part of the way into the great labor of finishing them so that it may seem to you that you have been somewhat helped by me. Therefore, when it is a gun, first see that the iron spindle that has been placed in the middle of the core is taken out. You can do this easily by striking the heel of the core, especially if the spindle had first been covered with ashes, hemp, or a little rope. Then saw off the feeding head above the mouth, using either a dun steel saw with tiny straight teeth that has been tempered with oil or some other fat, or a hay sickle whose edge is gently hit by a little hammer. Then have the clay that is attached to the curls or other bronze parts lifted away with a chisel. Then with a scouring brush and water uncover the emblems, coats of arms, borders, and cornices that you made as ornaments. Striking it with a hammer, push inwards every superfluous bit of bronze. Finally, having cleaned the bronze by washing, scraping, and cutting away every bit of clay, strike its surfaces gently with a large hammer and thus make it very smooth. Likewise finish the mouth and all its cornices as exactly and completely as possible with files and any other instrument that serves best. The steel industry's increased demand for higher grade pellets has caused the pellet producers to investigate methods of upgrading their product and the Hanna Mining Co.'s Groveland plant on the Upper Peninsula of Michigan is no exception. The low grade iron deposit is a complex mixture of magnetite and hematite with chert, quartz, jasper and various iron silicates.1 Beneficiation is by Humphrey spirals and anionic flotation of the iron minerals.2 Flotation of the spiral tailings makes up about 75% of the concentrate, while a minor amount of concentrate (less than 3%) is produced in magnetic circuits. The concentrate is pelletized at the rate of 1.6 million tpy. The initial concentrating facilities were constructed in 1958 and the concentrate was marketed as sinter feed until a pelletizing plant was added early in 1963. Grade improvement soon became a high priority research project, and several methods of concentration were investigated.

IN the past five years, and without much fanfare, Turkey has emerged as a significant figure in the world mining picture. This has been accomplished by a five-year plan now in its last year. A second five-year plan is already under way, ahead of schedule. It will concentrate even more than the first in developing Turkish mines in order to increase present exports of coal, chrome ore, and copper, and to develop new mineral exports as well. To be fully understand the republicic?s mining program should be considered as something more than merely tapping rich resources in the East along the Aegean Sea, in the North among the mountains descending to the Black Sea, and in the West at the foot of the Taurus Mountains. It should also be viewed in the light of a strong nationalist policy with many aspects of state socialism. Turkey declares frankly that all mineral re- sources belong to the nation and all exploitation should be by the state for the twin purpose of modernizing the state and securing foreign exchange for the state by exports. Accordingly, the principal mines are state-operated and a few lesser enterprises, although not state-owned, have at least been put in the hands of Turkish capital.

Relationships between the compositions of specially prepared manganin-type alloys and some of their electrical properties have been established. Empirical equations, based upon the electronic configurations of the alloying elements, are given which describe the resistivity, temperature coefficient, peak temperature, and thermoelectric power of Cu-Mn-Ni-Fe alloys at approximately room temperature. Calculations based upon these relationships are correlated with experimental data. SECURING suitable alloys for the construction of stable resistors, for use in precise electrical measuring devices, has been important ever since the art of electrical measurement was begun. German silver, Pt-Ag, and Platinoid are examples of some of the alloys in early use. These early alloys were un- satisfactory for one or more of the following reasons: l—insufficient stability of electrical properties with time, 2—poor reproducibility of electrical characteristics from melt to melt, 3—excessive temperature coefficients of resistance, and 4—excessive cost. Weston introduced the Cu-Mn-Fe and Cu-Mn-Ni-Fe alloys of the type now generally known as manganins. His patents are believed to represent the first disclosure of any alloy with a negative temperature coefficient of resistance. The engineer and the conservationist agree that effective water drive is the desirable reservoir production mechanism. Water drive may result either from the expansion of edge water, the reservoir water bordering an oil pool, or from the artesian flow of edge water from the outcrop. Thus, the extent of the reservoir has an important bearing upon both the rate and the ultimate quantity of water influx to an oil pool. Lens-type reservoirs are generally recognizable, but the complete structure of the more important domal types, having possible limitations from crestal and synclinal faulting, is not well understood. The delineation from cores, electrical logs and exploitation phenomena of the crestal portions of reservoirs is increasingly exact. This paper suggests that inference from these factual pictures, combined with the scattered well and geophysical data of the synclines and with consideration of the dynamics of structural formation, may be applied to solving the complete geologic structure. Since faulting on the domes and in the synclines may effectively seal and thus limit the size of a reservoir and bar additional water influx, consideration of geologic structure and its possible effects is essential to complete analysis and prediction of reservoir performance. Introduction Implicit in reservoir studies is the fact that the oil must be displaced from the reservoir rock by some other fluid, either gas or water, and this understanding yields the terms descriptive of the major reservoir production mechanisms, gas expansion and water drive' Three recent papers1-2-3 make clear the economic and conservation preeminence of Water drive as a production mechanism; in fact, the title of the latest of these is " Production under Effective Water Drive as a Standard for Conservation Practice." There appears to be an assumption at times among analysts that the effectiveness of a water drive is solely dependent on the rate of oil production; that is, if water drive appears to be insufficient or lacking, a lower oil-recovery rate would increase or reveal it. This assumption might result from the fact that the analysis has been wholly developed during the period of production curtailment; that is, since 1929. The writer takes it that the recurrent phrase in De Golyer's paper,3 "some degree of water drive," is related to this assumption. In California, an extraordinary phrase, "inactive water drive," is rather common and the connotation of uncertainty regarding our knowledge of reservoir performance is evident. Wyckoff2 speaks of the type of reservoir and performance as follows: "In general, reservoirs may be any one or a combination of domal, faulted, lenticular, or stratigraphic traps. Insofar as the dynamic performance of such reservoirs is concerned, the particular type merely determines whether regional flow is symmetrical as in a uniformly developed domal or lenticular type, or one-sided as in many stratigraphic or faulted traps." With the expansion of copper leaching of the various mine wastes at the Kennecott properties, additional copper recovery facilities have been required. A research and development program has been pursued to determine a suitable economic approach to the processing of the additional leach solutions contemplated. lnvestigations on laboratory and pilot plant scales covered electrowinning, solvent extraction, launder and vat type cells, activated launders, precipitation drums, and precipitation cones. This paper contains information on the development and use of a new precipitation-cone-type copper recovery plant, which provides many advantages over older systems. The application of research findings to the old art of leaching copper from copper-bearing mine waste has resulted in a significant contribution of copper to over-all copper production. For example, at the completion of the current expansion program at the Kennecott properties in the United States, copper produced from waste dump leaching will amount to about 25% of the total production. Formerly only 2% was derived from this source. This planned expansion of copper leaching focused attention on the problem of developing more efficient methods for the recovery of copper from greatly increased volumes of copper-bearing solutions.1 The detailed investigations which have been made in laboratory pilot plant and plant tests for the recovery of copper from copper-bearing solutions have included electrowinning, solvent extraction, ion exchange and cementation with iron in launders, precipitation drums, activated launders, and precipitation cones. The results of these investigations have led to the development of a new precipitation cone-type copper recovery system providing many advantages over older methods. ELECTROWINNING OF COPPER FROM COPPER-BEARING SOLUTIONS The direct electrowinning of copper from relatively dilute solutions of copper-bearing mine water, namely solutions containing 10 to 20 lbs of copper per 1000 gal, has always been an attractive possibility.2,3 By this method, high-purity copper powder can be recovered with a power consumption of 3.5 kwh per Ib of copper. "Mining as an industry of Utah had its inception in the activities of United States soldiers who came to the Salt Lake valley under the command of Gen. P. E. Connor, founder of Fort Douglas, in October, 1862. Many of these soldiers were from California and naturally employed their spare time in the search for minerals. Although their military status did not permit them to make locations in their own names, they assiduously prospected the region in accordance with their own knowledge and with information conveyed to them by Indians and others. Their efforts were encouraged by their commander, who thereby fairly earned the title of father of the industry here, and by their other officers, and many discoveries that subsequently proved of great value were made by the soldiers.No systematic prospecting or mining had been done in the Territory previously, although early Mormon settlers in the southern portion had mined a little ore from time to time in order to provide supplies of lead for bullets. The Mormon leaders at that time did not encourage mining. They held that agriculture was more important and profitable for their followers.Coal was discovered and produced in 1850. Iron was discovered in 1850 and the first iron plant was in operation in 1852 in Iron County. The first non-ferrous metal production was in 1854, in Beaver County, when Isaac Grundy treated ore from the Rollins mine in what is said to have been the first lead furnace west of the Rocky Mountains. The first mineral location was the West Jordan claim in Bingham canyon, located September 17, 1863, now owned by the United States Smelting, Refining & Mining Co., and still productive. The first district organized in the state was the West Mountain (Bingham), December I 7, 1863. Other important districts of early organization are: Little Cottonwood, December 20, 1869; Big Cottonwood, July 11, 1870; American Fork, July 21, 1870; Uintah (Park City), July 8, 1871; Tintic, December 13, 1896; Ophir, August 6, 1870. The first silver-lead smelting was by J. W. Gibson at Stockton in 1866. Lieut. James Finnerty had previously erected two small trial furnaces there, but made no quantity production."

c axis compression behavior of beryllium single crystals at three purity levels under hydrostatic pressures up to 27 kbars was determined. Extensive non-basal slip, observed by two-surface trace analysis and transmission electron microscopy, occurred under a hydrostatic pressure of about 12 kbars (175 ksi) for the high-purity (twelve-zone pass) material and at about 19 kbar (275 ksi) for the lower-purity (zone-leveled) material. Prismatic loops with a (c + a) Burgers vector were observed in association with second-phase parti- A principal factor limiting the use of beryllium is its brittle behavior when tested at the usual strain rates (E = 10-4 sec- 1) at temperatures below about 200°C and under impact conditions at temperatures in excess of 200°C. It has been proposed' that the brittle-ness of beryllium is associated with the lack of a sufficient number of independent slip modes and the absence of a slip mode with a Burgers vector out of the basal plane [presumably (c + a) pyramidal slip mode] and to the ease with which beryllium cleaves on the basal and second-order prism planes. The absence of pyramidal slip has been attributed to a high Peierls-Nabarro stress associated with the motion of dislocations with a (c + a) vector and the ease with which cleavage occurs on the basal and second-order prism planes. The experimental evidence in support of the proposed explanation for the brittleness of beryllium is far from complete; for example, that the ductile-to-brittle transition in polycrystalline beryllium is associated with the operation of profuse (C + a) slip has not been unequivocally established. The occurrence of (c + a) slip ({1122}(1123)) has been experimentally established2-5 under conditions where basal and prism cleavage are restricted in a c axis compression test. In these investigations (C +a) slip was found in high-purity beryllium single crystals tested in c axis compression* at 200°C and in Be-4.4 pct Cu and Be-5.2 pct cles in the lower-purity materials tested. The loops were related to surface "extrusions" observed on many of these same specimens. Nonbasal dislocations operating on (1122) planes with a (c + a) Burgers vector were observed. The presence of c and a dislocations together with (c + a) dislocations suggests that the (c + a) dislocations dissociate presumably on unloading or after failure of the test crystals to c and a dislocations. terial, (c + a) slip has only been observed near the the fracture4 surface in room-temperature c axis compression tests. Fracture in these tests occurs without measurable plastic flow, as determined with a strain sensitivity of 10"6. Since it has been shown for many metals that the application of hydrostatic pressure suppresses fracture,?-' it was felt that studying the behavior of unalloyed beryllium single crystals stressed in c axis compression under a hydrostatic pressure would reveal whether (c + a) can occur if fracture was prevented, and that it might elucidate the role of (c + a) slip in the ductile to brittle transition. Evidence that (C + a) slip is associated with increased ductility in a high-pressure environment has been found in stress-strain tests on poly crystalline beryllium.10 The present paper describes a study on the influence of a hydrostatic pressure environment on the occurrence of (c + a) slip in beryllium single crystals. Material of two purity levels was tested in c axis compression over the pressure range ambient to about 27.5 kbars.* 1) MATERIAL PREPARATION AND CHARACTERIZATION Two lots of low-purity single-crystal beryllium were used. The first lot was "ingot secondary refined grade" and designated lot A. The second lot (lot B) was produced by a two floating zone pass zone-leveling operation in an argon-filled sealed quartz apparatus on a 1-in.-diam by 12-in.-long bar of Pechiney secondary refined-grade vacuum-cast and hot-extruded material. The high-purity material (lot C) was made by traversing twelve floating zone passes through a similar bar of Pechiney secondary refined-grade vacuum-cast and hot-extruded material. In a series of spark cutting and lapping procedures,11 single-. crystal specimens some 0.12 in. sq by 0.30 in. high were made with the sides Parallel to the first- and second-order prism planes and the basal plane within 3' of arc of the top and bottom surfaces of the specimen. The Coal Research Bureau of the School of Mines at West Virginia University, using an experimental flotation cell designated an airlift-cyclone was able to obtain a clean coal product containing 7.64% ash with 94% yield and 97% coal recovery. This favorable performance was obtained with the experimental flotation cell operating as a simulated three-stage unit on slurry taken from the fine coal circuit of a coal preparation plant. This experimental device, consisting of a sheet metal cyclone-like unit mounted on a U-shaped uplift pipe, uses a combined flotation and cyclone action to beneficiate the minus 14 mesh partially cleaned feed product. In addition to providing comparable analytical results, the airlift-cyclone possesses other attractive features among them being a low capital expenditure, utilization of moderate plant floor space, efficient operation on high density feed slurry, and absence of moving parts. The primary shortcoming of the experimental cell is its limited capacity. The Coal Research Bureau presently has under construction a larger unit which, it is hoped, will provide the capacity and quality to establish the airlift-cyclone as a commercially feasible unit. Froth flotation of fine coal is a practice which has only recently gained wide acceptance in this country. Various explanations can be put forth for this delayed acceptance of a very selective and efficient system of coal preparation. Among these reasons would be the advent of continuous mining machines resulting in the increased production of coal fines, the change in market patterns from domestic and rail consumers who did not want fines to a predominantly utility market which normally consumes fines, and also the imposition of legal restrictions in regard to stream pollution. However, the major detriment is probably the high cost involved both in installation and operation of the flo- tation unit and auxiliary systems. These facts assume greater emphasis when considering that froth flotation installations normally process a low quality feed product. A recent estimate' of installation costs including dryers, filters, and other auxiliary equipment for a flotation system was $5000 to $7000 per ton of capacity while the operating costs, exclusive of auxiliary equipment, were estimated at 10 to 306 per ton of feed. The Coal Research Bureau of the School of Mines at West Virginia University is currently developing a simplified froth flotation cell, designated an airlift-cyclone, which may provide considerable savings in capital and operating costs without sacrificing product quality or recovery. This experimental cell consists of three primary components: 1) a vertically mounted U-shaped pipe; 2) an air injector device; and 3) an integrally mounted cyclone-like unit (Fig. 1). A feed slurry is introduced at the top of one leg of the U-pipe while compressed air is injected near the base of the other leg. The air serves both to aerate the pulp and to cause it to flow upward into the base of the cyclone unit where the floated clean coal is separated from the reject material and unfloated coal which remains in slurry. The Coal Research Bureau's experimental airlift-cyclone is somewhat similar in principle to a flotation device developed by Russian engineers in the late 1950's. In tests upon a two-stage pilot-size device, the Russians obtained very favorable cleaning efficiencies.' However, later experience with production models demonstrated that rated capacities and acceptable product quality could not always be maintained.3 Because of these limitations, Russian engineers subsequently recommended that conventional, mechanical cells be used when cleaning difficult to float slurries. Engineers at the Coal Research Bureau felt that such a device utilizing the combined actions of a cyclone and a froth flotation machine offered numerous attractive features and merited investigation. Accordingly, a small capacity experimental airlift-cyclone was designed and, with the permission of the Christopher Coal Company Div. of Consolidation Coal Co., installed in Christopher's Humphrey preparation plant near Morgantown, West Virginia.

AMERICAN investment in foreign mining interests today faces its greatest task. U. S. dollars must make possible the. steady procurement of the minerals our defense effort consumes in huge quantities. The two most vital factors involved in foreign procurement are time and the continued good will of the nations from which minerals are purchased. The Point IV program was formulated to care for the second item, but it has failed to do the job. Its lack of success has not been from intent or from basic failure in formula. Foreign Investment, Four Eras Foreign mineral development, in so far as participation by private capital from the United States is concerned, may be divided into four main chronological categories: First: The period prior to the first World War when people, capital and products moved with relative freedom across international boundaries, and London was the recognized mining seat of the world. By the end of 1919 the United States direct investments abroad amounted to $3.9 billion of which some $900 million were in mining and smelting and $600 million in petroleum. Investment climate throughout most of the world was excellent. Second: The period between the end of World War I, when the international economy had been shaken from its foundations, and the beginning of the great depression of the 1930's, which still further disrupted the world economy. By that time the world mining center had moved across the sea and the United States direct investments abroad had increased to $7.7 billion of which mining and smelting accounted for $1.2 billion and petroleum for $1.1 billion. Investment climate was good in most parts of the world. Third: The period of the depression of the 1930's and the beginning of World War II during which foreign trade was still further disorganized and the international economy collapsed. Nazi barter agreements were initiated in many parts of the world, and Soviet propaganda commenced to make its, influence felt in many countries. During this period United States direct investments abroad decreased to $7.3 billion. Mining and smelting investments during the same period decreased some $200 million, though direct investments in foreign petroleum areas increased an equal amount. Investment climate became less and less hospitable in all parts of the world affected by economic nationalism. Fourth: The period since the beginning of World War II during which total direct investments abroad increased from $7.3 to $13.7 billion. Of this sum, at the beginning of 1950 investment in foreign mining and smelting is reported to have been $1.2 billion-back to where it was in 1929, and in petroleum to have reached $3.7 billion. Investment climate remained favorable in the countries respecting contractual obligations and fair in their treatment of invested capital. [ ] As noted above, the relative freedom of passage across international boundaries by people, capital and products ended with World War I and the situation remains unchanged in a greater part of the world. While this same war upset international economy, the depression of the 1930's caused the collapse of world trade, and exports from all countries fell to an alarmingly low figure. Some countries almost ceased to export. Chile, for example, reported a drop of 88 pct in exports. Countries with

Y.-I do not care to discuss Mr. Taggart's paper in the light of theory, as that has been very well done by Prof. Bell,1 but I should like to criticize some of his conclusions, in the light of actual operating practice at plants all over the country. 1. Mr. Taggart's first conclusion is that in crushing average ore, the character of the gangue has little effect on the efficiency of the mill. This, I believe, is not in accordance with the usual practice, since in crushing a hard ore the capacity will be much reduced below what it would be with a softer ore, while the power consumed will be practically independent of the character of the ore, being proportional only, to the load of ore and balls in the mill. 2. Mr. Taggart's second criticism is that the Hardinge mill is not suitable for grinding soft, tough material. In answer to this I might mention that the mill is being used for grinding tough, dnctile material, such as metallic aluminum, and also for grinding licorice root. 3. He says that the ball-mill works more efficiently on material of intermediate size, say 1/2 to 3/4 in., than on either coarser or finer feed.. This is true as to coarser feed. For the most efficient work, I believe that a ball-mill should be fed with material not coarser than 1 1/2 in.; it' will handle material up to 3 and even 4 in., but the reduction from 3 or 4 in. to 1 1/2 in. can be done much more cheaply and efficiently by rolls or disk crushers than in the ball-mill. 4. As to Mr. Taggart's fourth conclusion, that a greater ratio of reduction can be expected with feed of an intermediate size than with a coarse feed, I have not enough information to express an opinion. 5. His next conclusion is that steel balls are much more efficient crushing media than pebbles. Steel balls are undoubtedly more efficient for crushing coarse feed. On fine material they are also more efficient as to tons per horsepower crushed to 10-mesh, but on fine material I think it will be found that flint pebbles are cheaper than cast-iron balls, per ton of ore, although there will be a saving in power per ton by using cast iron instead of flint. The increased cost of crushing with cast iron will be due to the higher cost of iron at the present time. 6. Mr. Taggart's sixth conclusion coincides with present practice, that steel balls will grind as fine or finer than pebbles when working on the same feed.

The 1943 designation of districts for the Transactions† has caused some confusion because of the elimination of the West Central Texas district and the allocation of the counties of this district to the North Texas district and the North Central Texas district. The North Central Texas district as herein defined includes the counties of Brown, Callahan, Cole-man, Comanche, Coryell, Eastland, Erath, Fisher, Hamilton, Hood, Jones, Lampasas, Mills, Nolan, Palo Pinto, Parker, San Saba, Shackelford, Stephens, Stonewall, Summerville, Taylor, Throckmorton and Wise. These counties as listed are the counties of District 7B, State Railroad Commission. This district covers the south central crest and the west flank of the Bend flexure north of the Llano uplift. The west flank of the Bend flexure is on the east boundary of the Permian Basin of West Texas. The North Texas district, District No. 9, State Railroad Commission, includes the counties of Archer, Clay, Cooke, Foard, Hardeman, Jack, Knox, Montague, Wichita, Wilbarger and Young. The area of this district covers the crest and south flank of the Red River uplift and the north central crest of the Bend flexure. The greater part of the oil and gas produced in the past from the North Central Texas district has been from Pennsyl-vanian strata. Some oil and gas has been produced from the lower Permian (by the latest selection of the Pennsylvanian-Permian boundary') and minor amounts from the Mississippian and Ordovician sediments. Increasingly important quantities of oil and gas are to be expected from the older sediments by deeper development in proven fields and by new discoveries. Most of the oil and gas in the district has accumulated in localized, well-defined structural traps in limestone and sandstone reservoirs and in traps due to stratigraphic changes in sedimentation, mainly porosity traps in limestone and sandstone lenses, both usually associated with some structural feature. The Stripper Well Premium Plan as adopted by the office of the Federal Price Administrator has been an aid to the producers of stripper wells. The producers are pleased to receive the subsidy to prolong the plugging of wells, but they are not too pleased with the subsidy plan in principle. Most independent operators are in favor of, and think they are entitled to, an increase in the market price for oil. The price is not adequate to meet the requirements of the average independent operator with the continued advance in production, development and wildcatting costs. Old and new pipe lines for oil and gas leading out of the state are removing reserves at an alarming rate. Curves showing the rate of discovery versus production and pipe-line deliveries in and out of the state make a cross that sooner or later will be fatal to the state. Wildcatting not only needs a price increase but every other available incentive and encouragement.
