The Concrete Research Division, U.S. Corps of Engineers, has developed a simple procedure for determining the coefficients of linear thermal expansion of rocks by means of resistance wire (SR-4) strain gauges. Gauges are cemented to the surfaces of specimens, which are then brought alternately to temperatures of 35°F and 135°F. Results are accurate to the seventh decimal place.

THE CHAIRMAN of the fast growing Petroleum Division is not only a graduate of the University of California, but a third generation native son. After a few years spent in hard-rock geology, his professional efforts were transferred to the sedimentaries and to petroleum investigations, as a consulting geologist. For ten years these investigations covered the Rocky Mountain, Oklahoma, Texas, and eastern districts. After the war he returned to Casper, Wyo., as chief geologist for the Consolidated Royalty Oil and Western Exploration Companies. This employment afforded him the opportunity to study particularly the economic relationship between the lessor-lessee interests in development and production, a somewhat unusual type of petroleum specialization.

IT Is well known that manganese will desulfurize molten iron through the formation of manganese sulfide, which, being only slightly soluble in the metal, rises to and enters the slag where it remains as such (mixer slag) or is converted partly or wholly to calcium sulfide (basic open¬hearth slag). The reaction by which manganese sulfide is formed is Mn + FeS = MnS + Fe. This reaction is generally considered to be reversible, although McCance1 states- that such is not the case. The experimental work was carried out to confirm the results of Rohl2 as to the reversibility of the reaction. Six trials are herein considered. In each 200 grams of electrolytic iron free from manganese and sulfur were melted in a pure zirconia crucible in a carbon resistance electric furnace. To the melted iron in runs 2, 3 and 4 metallic manganese and manganese sulfide were added to give 1, 2 and 4 per cent. manganese respectively, with 0.50 per cent. of sulfur in each. In runs 5, 6 and 7, metallic manganese andiron sulfide to give the same proportions of manganese and sulphur as in runs 2, 3 and 4, were added. The melts were held molten in the furnace for an hour and then cast into small ingots.

It is desired to call the attention of young men who have had technical training and experience to the fact that their abilities can best be put at the service of the country by selecting a branch of service in which their special qualifications will be of the greatest use. The submarine force of the United States Navy requires the services, as officers on board submarines, of young men who have had technical training in mechanical and electrical engineering and who have had experience in these professions. It is intended to enroll a number of such men as provisional ensigns in the Naval Reserve Force, give then a course of instruction in deck duties at Annapolis and a course in submarine work at New London. Those who successfully pass these courses will then be sent on hoard submarines for regular duty. It is requested that any men who desire this duty and who are qualified as below outlined send their names and addresses to the Commander Submarine Force, U. S. S. Chicago, care of Postmaster, New York. Qualifications required: Desire to serve in submarines. Degree of M. E. E. E., or E. M. Two and one-half years' practical experience in profession. Not over 35 years old. Physically strong and sound.

Meeting of June 4, 1915.-The President announced the appointment of the following Committee on National Reserve Corps of Engineers: Dr. Henry S. Drinker, Chairman; Arthur S. Dwight, and Warren A. Wilbur; also, the appointment of Arthur F. L. Bell as Chairman of the Committee on Petroleum and Gas, and of James F. hemp as Chairman of the Committee on Mining Geology. All of these appointments were approved. It was voted that the following minute be, placed on record and a copy sent, by order of the Board of Directors, to the family of John Birkinbine: "The Board of Directors of the American Institute of Mining Engineers hereby records its sense of sorrow and loss in the death of John Birkinbine, a former President, and for many years an active member of the Institute, and contributor to its Transactions. "Mr. Birkinbine's eminence as an engineer, author and editor, intimately connected with the industrial progress of the United States, brought him into contact With the leaders of science and the captains of industry, among whom his genial and estimable personal character won for him many friends; and his departure in the prime of Strength and usefulness is mourned by a wide circle."

Born in Coaldale, Pa., in 1895, within sight of the mine head-frames and cleaning plants dotting the Panther Creek Valley, his whole life has been intimately associated with the strip and underground mines of this valley. One of the world's largest mineral deposits exists in the confines of the Panther Creek Valley and mining has been in progress for 125 years. Despite this long period of mining activity, two thirds of the coal in the valley yet remains to be mined. The Lehigh Navigation Coal Co. is the operating company.

Instantaneous outbursts of coal in underground workings have occurred frequently in various coal fields in Nova Scotia; British Columbia; Canada; South Staffordshire, England; and the states of Washington, Virginia, West Virginia and eastern Kentucky in the United States. Such outbursts in eastern Kentucky have been called "mountain bumps " because they are more likely to occur under mountain cover than elsewhere, but recently they have become generally known as "coal bumps." The eastern Kentucky coal field has been troubled by these outbursts since 1923. Many men have been injured and killed, and the morale of the workmen in the vicinity of such outbursts has been affected to such an extent that mine production has suffered for a considerable period following each outburst. Such phenonlenal occurrence in any coal field naturally has led to discussion as to the cause and means of prevention. In the eastern Kentucky field, local mine officials, workmen, mining engineers, and many others have offered many ideas as to the cause and many methods of prevention have been suggested, and tried without success. Some of the plans were either practically or economically unsound and in general impossible to follow. To enumerate all the suggestions would require a large volume. One cause mentioned was that they might be due to gas under high pressure, as in Lower Silesian mines, and the remedy reeommcnded was to drain the gas by drilling holes into a suspected area. A hole 30 ft. long was drilled into a 60-ft. pillar to allow the gas to drain off, hut the pillar bumped the next day. Realizing the importance of obtaining the best information available on coal bumps, the writer, with the permission of the Harlan County Coal Operators' Assoeiation, invited Mr. George S. Rire, Chief Mining Engineer of the U.S. Bureau of Mines, who had investigated bumps in several countries, to conduct an investigation of coal bumps in this field. Some foreign goverrlnlents do issuc reports relating to rnine or smelter production of prirrlar~ metals, but none gives in scope and detail t'he information published now by the U. S. Bureau of Mines and formerly by the U. S. Geological Survey; and this is despite the fact that the funds annually allotted for those purposes are insignificant in comparison with allotments for the preparation of data relating to other industries of like importance. The earliest data on the production of metals from secondary sources in the United States were contained in a press bulletin issued by the U. S. Geological Survey on Jan. 4, 1909. The information published was that for thc year 1907 obtained ant1 compiled by C. E. Siebenthal, who was one of the first to visualize the growing importance of the scrap-letal indust,ry. Thc Nationd Conscrvation Commission had emphasized its opinion that the known domestic supply of certain kinds of the morc important irietals was being rapidly marketed and that while there was no immediate cause for concern it was best to conserve such resources. Not only had there been a lanlentable lack of any data regarding the quantity of scrap inetals available or used but also gross carelessness and indifference in the segregation, collection, and effective use of scrap material. Siebenthal realized that even approximately correct statistics of recoveries from the more important base-metal scrap and drosses wcrc nearly as essential t,o both producers and consumers as the stat'istics of the output of primary metals. There were not then nor are there now sufficient funds for complete collection of data, nor was it considered the province of the Geological Survey t'o do more than determine approximately the recovery of secondary metals for use in supplementing those given for the primary metals. During the past year the Committee on Coal and Coke has been collecting data concerning various phases of the bituminous industry about which considerable misinformation has been circulated even, in some cases, through the coal trade papers. The data here presented have been compiled by various members, from the most authentic sources available and, where possible, cover the period 1913-1924. They will enable comparisons to be made within the industry, and of this and other industries, and will explain some of the differences between conditions existing now and in the prewar period. Capacity and Over-development The capacity of bituminous mines is frequently stated at figures ranging between 800,000,000 to 1,400,000,000 tons per year. Table 1 shows statistics for the industry, mainly from U. S. Geological Survey sources but partly from U. S. Coal Commission reports. Column 3 gives the mine capacity with equipment and labor as of given date, as estimated from the data published by the U. S. Geological Survey. This is calculated for each State by obtaining the total man days worked as reported by the operators (multiplying average men employed by total days worked at each mine) and dividing this figure into the total production, getting the production per man day; this figure times number of men employed times 308 (a theoretical full working year) equals estimated full-time capacity. Two major objections are made to this method—one that the total number of men employed is used, instead of the number actually working, and the other that the number of days used only deducts Sundays and five holidays. The first objection is answered by the fact that the same number of men is used in estimating capacity as is used in actual production, and while this number is always from 12 to 20 per cent. more than are actually working, this condition exists at all times, although it is worse at times of maximum output. Few coal men will agree with the conclusion that the use of 308 days is correct, as it is practically impossible to keep any mine working full time at the same daily rate of production as when it is working part time, and the opinion is

A series of cross-hole acoustic measurements have been performed in a columnar-jointed basaltic rock mass around an underground opening mined by the drill-and-blast method. The purposes of the test program were: to evaluate the rock mass characteristics around the opening; to determine the zone of blast damage; and to evaluate seismic methods for anomaly detection ahead of mining in this type of rock. The cross-hole measurements were made between four 76-mm diameter horizon- tal boreholes diamond-drilled 12 m into a wall of the underground opening. Repetitive pulses of compressional (P) and shear (S) waves of frequencies in the range 3 kHz-100 kHz were propagated from a transmitter sonde through the rock mass to a receiver sonde, both of which were clamped hydraulically to the borehole wall. After amplification the received P- and S-wave signals were digitized at the surface by a digital oscilloscope and stored on floppy discs. The results indicate considerable reductions in P- and S-wave velocities at distances less than 2 m from the face. Clearly these low values are associated with blast damage. Beyond 2 m, the velocities in a vertical direction indicate almost constant values. The velocities in the horizontal direction beyond 2 m appeared erratic, but showed a general tendency to increase as a function of distance from the face. Their maximum values remained, however, still lower in value than the corresponding velocities in the vertical direction. Near the face, the differences in velocities were considerably greater: with horizontal velocities considerably lower in value than those vertical. Results of the spectral analyses of the received signals indicated that Q-values were strongly influenced by the vertically- oriented sets of joints. Only for waves travelling in the vertical direction was the effect observed of the blast-damaged zone immediately around the opening. The acoustic data obtained are clearly indicative of an anisotropic jointed rock mass, with a greater intensity of jointing for travel paths in the horizontal than the vertical direction. The vertical, columnar joints are probably less tightly closed than those oriented in the horizontal plane.

John Chipman (Massachusetts Institute of Technology, Cambridge, Mass.)—After looking over the authors' shoulders for several years and after many discussions on the interesting diagrams of the types shown, it is a pleasure to see a formal paper published on this subject. There can be no doubt of the practical usefulness of the concepts shown. Inclusion formation in steel is such a highly complex matter that any system for understanding the subject is bound to be welcomed by those who must work with steels and who see in their day-to-day experience the good and evil effects of inclusions. A feature of the work with which the discusser has been concerned, and which he would now like to attempt to explain, is the relation between the schematic diagrams which the authors use and the phase diagrams for related systems. Obviously, the authors' diagrams are in no sense complete phase diagrams. However, there is a relation between this type of diagram and the true phase diagram, and the understand- ing of this relation ought to help in understanding the general picture which the authors are presenting. Consider the authors' Fig. 4, which shows the liqui-dus relations in the Fe-Mn-S-0 system. To show the complete relations between temperature and composition in these four ternary systems would require four triangular prisms, the vertical axes of which would represent temperature. The four triangles of Fig. 4 represent basal projections of certain lines from the four prismatic phase diagrams. Readers of the paper are all more or less acquainted with this type of projection and its usefulness and limitations are generally understood. In order to concentrate on the interesting parts and to minimize the less interesting features, the composition scale may be shifted to de-emphasize regions containing gaseous sulphur and oxygen. Such a diagram is shown in Fig. 16, which is a distorted version of the authors' Fig. 4. Discussion of the paper of GEORGE S. RICE and H. H. CLARK, presented at the Pittsburgh meeting, October, 1914, and printed in Bulletin No. 94, October, 1914, pp. 2563 to 2571. NORMAN V. BRETH,* Pittsburgh, Pa.-It was my privilege to visit in the last two months on behalf of the U. S. Bureau of Mines 10 mines where electric shot-firing systems controlled from outside the mine are installed. I will describe briefly what I saw in some of these mines, which are located in Utah, New. Mexico, Oklahoma, Alabama, and Kansas. At a mine in Utah, 230-volt alternating current is used to fire the shots, which is taken from a small transformer in the substation. The shot-iring circuit is independent of all other wires and is tested for grounds every day. There are no lightning arresters on the firing circuit. Porcelain insulators are used inside of the mine, and glass outside. The switches are situated as follows: One in the substation, one in, the shot-firer's cabin, two at each cross entry; where the shot-firing circuit crosses the trolley wire a switch is placed on either side of the entry in series with the shot-firing circuit. The miners are checked in and out of the mine. The coal is undercut and is shot down with permissible explosive, the shots being connected in multiple. There are 75 to 110 shots fired each day. A great many times there are no missed shots. If not more than two or three are missed they are left until next day. The fan is kept running at full speed when the shots are fired. The shot-firing switch is closed only once and the whole mine is shot at once. At another mine in Utah, power wires are used for shot-firing circuits; 500-volt, direct current is used to fire the shots. The only sizes of wire used outside of the power wires are Nos. 8 and 14 B. & S. gauge. The return is connected to the pipe lines and track. Porcelain insulators are. used inside of the mine.

AT the meeting of the Board of Directors in March 1945, plans were discussed for a special General Meeting to commemorate, in an appropriate way, the founding of the Institute at Wilkes-Barre, Pennsylvania, in 1871. It was decided that seventy-five years of growth, progress, and achievement; of service to the profession, to the mineral industry in all its branches, and to society at large should be fittingly celebrated. Harvey S. Mudd, then President of the Institute, was authorized to appoint a General Committee on Arrangements as well as necessary working committees. On June 6, 1946, Louis S. Cates, as President, at a special meeting of the Pennsylvania-Anthracite Section at Wilkes-Barre, officially announced plans or a three-day meeting to be held at The Waldorf-Astoria, in New York City, September 16-18, 1946. Four major sessions to be addressed by eminent speakers had been-planned in some detail to constitute a "World Conference on Mineral Resources." The U. S. Department of State had dispatched a 1500-word airgram to all its diplomatic posts giving worldwide publicity to the scope and importance of the meeting; and formal invitations had been issued to more than 150 institutions in 40 foreign countries to send official delegates. These included scientific and engineering societies, educational institutions, and sundry government agencies connected with the mineral industry. However, about a month later it was found necessary to postpone the celebration. The reason was an unforeseen expansion in the requirements of the United Nations for hotel living space in New York to accommodate delegates to the meeting scheduled to start September 3; and, of course, U.N. delegates would be given priority. It was decided to postpone the Celebration-conference to the week beginning March 17, 1947; t6 devote the first three days primarily to the Celebration; and to follow it with the technical sessions, committee meetings, and other functions, that are regular features of the Annual Meeting. To accommodate the combined "show" it would be necessary to hold some of the Annual Meeting sessions at another hotel;

isothermal formation of martensite occurs in the range of —65o to —197oC and is always preceded by some athermal transformation. By rapid cooling the isothermal, but not the athermal, component of transformation can be suppressed. Stabilization against isothermal transformation can be induced by cycling from below M. to room temperature. A LTHOUGH the transformation of austenite to XV martensite is generally believed to occur only on cooling, recent evidence indicates that this reaction can also occur at constant temperature. Isothermal formation of martensite was observed in tool steel by Fletcher, Averbach, and Cohen.'. They found that the hardening reaction that occurs during the quenching of a plain carbon or low carbon alloy tool steel does not stop immediately when room temperature is reached; instead austenite continues S. Since only a small amount of austenite transforms in this fashion, isothermal formation of martensite was considered to be merely a "tailing off" effect of the main hardening reaction. Another point of view was advanced by Kurd-jumov and Maksimova"' * who reported that the austenite-martensite reaction could be suppressed by rapid cooling of a 6 pct Mn-0.6 pct C steel in liquid nitrogen and that as much as 25 pct martensite could be formed by reheating to and holding at subzero temperatures above that of liquid nitrogen. These investigators came to the conclusion that martensite is thermally nucleated at certain special regions in the austenite and subsequently grows to observable dimensions. Isothermal transformation of austenite to martensite was cited by Fisher, Hollomon, and Turnbull" as evidence supporting another nucleation and growth theory of martensite formation. According
