FEAST and famine-or, chronologically, famine and feast-have characterized the aluminum supply program during 1943. Fortunately for the war effort the famine phase is over and aluminum production is now in the happy position of being abundantly able to supply all the requirements of the armed services plus a monthly surplus which is building up a substantial stock pile as a reserve against any contingencies. But the present condition of oversupply cannot be attributed to the super-efficiency of the aluminum production program which was designed to take care of the over-all requirements of the war with little or no margin of safety. The present more than comfortable situation is due primarily to the fact that the armed services generally have not consumed anything approaching the amount of aluminum which their requirement estimates indicated.

THE Exposed Treasure gold-mine has, for the past four years, been one of the largest producing mines of Southern California, its annual output having constituted 1 per cent of the total gold and silver production of the entire State. At the present moment the property is idle, owing to the large quantity of water encountered oil the lower levels, which will require the installation of a powerful pumping-plant before operations can be recommenced. Moreover, a prompt change in the character of the ore has occurred at water-level, which makes imperative an extensive campaign of development in the region of the unoxidized ores before a plant adapted to their treatment can be definitely decided upon. The character of the changes encountered in these deeper ores makes the geology of this deposit a matter of importance, not only for the immediate district, but for the desert region of Southern California in general, where many mines exist having in the oxidized belt conditions that, in many respects, resemble those in the Exposed Treasure mine. The deposit is situated in an apparently isolated butte about 2.5 miles south from the town of Mojave, on the Mojave desert; The butte, though apparently isolated, is in fact geologically part of an extinct volcano, known as Soledad butte, which rises out of the plain 1,5 miles SW. of the mine, to an altitude of 4,650 ft. above sea-level. Other buttes also rise from the desert plain toward the south and east, and again to the westward, all being closely related geologically to Soledad butte,-the whole constituting a single system as to origin and time. The orebodies are long bedding-plane lenses of chalcopyrite and sphalerite, associated with garnetite masses. Most of the orebodies are within a 50-ft thickness of Cambrian limestone; other Paleozoic limestones and dolomites are locally metamorphosed but only slightly mineralized. Pre-mineral faults are numerous, but shallow folds were the main ore-localizing structures.

TWENTY-ONE of the states in the Union, the Territory of Hawaii, and seven provinces of Canada now have in operation laws requiring that professional engineers be registered or licensed. In addition, two states require that civil engineers be registered, and one other state demands registration of structural engineers. Moreover, nearly every year sees additions made to the list. The registration movement, fostered by the American Association of Engineers, now has the powerful, energetic backing of the An1,erican Society of Civil Engineers, which is itself now fostering registration legislation, and there is a strong sentiment in favor of registration in the American Institute of Electrical Engineers and the American Society of Mechanical Engineers. Only in the American Institute of Mining and Metallurgical Engineers is anti-registration sentiment, strongly dominant, but many members of this organization are enthusiastic advocates of registration.

AUGUST began with a reminder that warfare was still in progress in the world, in that the Greeks, still at war with Turkey, threatened Constantinople in spite of the small British and French forces of occupation and opened a vista of international dangers. There was in this, moreover, a recollection that religious questions in India had prevented the British from permitting a real settlement of the Turkish question, wherein the absence of Russia as a great power is missed. Civil warfare also continued in Ireland and China. Even in the military way the world is far from being at peace. Bloody fighting between the Fascisti (anti-communists) and the com-munists in Italy led to several provinces being put under martial law, but after a while these disturbances were quelled. In the latter part of the month the assassination of Michael Collins in Ireland produced a great shock. From China, however, there came rather favorable news, indicating the early reintegration of that country, which sooner or later ought to play an important part in world affairs. Economically, instead of there being any improve-ment, there grew a clearer perception of how bad things really are. Italian politics were in chaos through inability to find anyone to accept the premiership and assume the all but hopeless task of averting national bankruptcy. The French, too, began to see their own position in true colors, and especially to see how in reconstruction they had incurred debts on the strength of what they hoped to collect from Germany, with at last the understanding that the Germans could not pay and that France herself was thereby put in a desper-ate economic position. As for the Germans, them-selves their Reichsbank defaulted on ordinary bills early in August. As the month wore on the value of marks fell more and more and at the end it appeared that Germany was on the verge of economic collapse. On Aug. 7, another international conference (with America again absent) was assembled in London, this being the thirteenth since the war, and there was a general feeling that it would be the last. The prime question was what is to be done about the German reparations, but underlying was the whole subject of the entente. The conference opened like a meeting of importunate creditors, doubtful whether the debtor had any tangible assets. On Aug. 14 this conference broke up without coming to any useful conclusion. Indeed, the acrimony among the premiers was so sharp that even the entente between Great Britain and France was endangered. The international situation was saved only by the Reparations Commission excusing the Germans from the payment of 50,000,000 gold marks that come due on Aug. 15 But although the entente was nominally preserved there is no longer any illusion about the interests of Great Britain and France being different and that henceforth they will play their own hands. The London conference was really an effort to maintain the partnership, and it failed.

MISSOURI's famous lead area, in what is known as Southeast Missouri, is locally termed the "Lead Belt." These deposits are in the Bonne Terre dolomite of late Cambrian age which has a thickness of nearly 400 ft. Underlying this is the La Motte sandstone which varies in thickness from 0 to 400 ft. The La Motte beds are deposited directly on the ancient erosion surface of Pre-Cambrian porphyries and granites of probably Algonkian age. The buried igneous peaks extend up into the Bonne Terre in several areas within the Lead Belt. Overlying the Bonne Terre are shales and siliceous dolomites of late Cambrian and early Ordovician age. Within the Lead Belt these have a thickness of from 0 to 500 ft. Largest and most important of the milling plants under construction during the year is the Morenci plant of the Phelps Dodge Corp., in Arizona, where plans are being rushed for production in 1942. Grate mills will be used for fine-grinding, and in the pilot plant, classifiers of the spiral type have the preference for the closed- circuit work. The flotation units will be chiefly of the pneumatic type, with some mechanical units as auxiliaries. The Fagergren, Pan American, and Agitair machines were left in the competition as the year closed. If the absence of European markets for finished products has dislocated the mining industry, fortunately the lack of raw materials required in the beneficiation of ores has not been serious. except possibly as to the inability to import flint grinding pebbles. Some of the less important gold mines still use pebbles for grinding as is also the practice in the comminution of nonmetallics used in various industries. STUDY of several severe mine explosions that occurred during the winter of 1907 led to the belief that coal dust was a definite explosion hazard. The Consolidation Coal Co. was a pioneer in the early work to' eliminate this hazard and to combat the dangers incident to poor ventilation and the presence of methane. Maintenance of high humidity throughout the mines was one of the first measures adopted, later to be superseded by rock-dusting. In the twenty years from 1907 on, many safety measures were developed and adopted, and several prizes were won, though the practice was crude by present-day standards. But in 1927, the company went to work in earnest, and organized a Department of Safety with adequate personnel and with authority to enforce all approved rules for the prevention of accidents and the preservation of company property. All plans for new construction work, changes in mining systems, and proposals for the purchase of new mining equipment had to receive the approval of this Department. A set of operating- and safety standards was written to govern the activities of all employees, and physical examinations for them were required.

THE purpose of testing is to determine whether the material in question is identical in all essential respects with similar material which has given satisfactory service. The most common method of securing such information is to select samples as representative of the entire material and subject them to destructive tests. As the welding industry grew, service data were accumulated and tests of welds took on new significance. New tests were devised and old tests modified so as to be more pertinent to welding. Moreover, in some cases the generally accepted procedure of testing by sampling is not accorded the same degree of confidence when applied to welds as in the usual applications. Thus, in instances where great hazard would be involved should the material fail, means of non-destructive testing have been sought with favorable results. Accordingly, tests used today may be divided into two groups, destructive and non-destructive tests.

(New York Meeting, February, 1912.) ABOUT a year and a half ago, at the San Francisco meeting of the American Chemical Society, in connection with the excursions to local smelting-works, I had occasion to show some lantern-slides illustrating the recent commercial development of electrical methods for precipitating the suspended matter from smelter-smoke, the underlying phenomena of which were clearly brought to the attention of the technical public by Sir Oliver Lodge as long ago as 1884. In the Journal of industrial and Engineering Chemistry, August, 1911, most of these views were reproduced, together with an account of the work from its beginning up to July, 1911. To-day I wish particularly to show you some of the further developments of the work since that time; but in order to make these clear they will be prefaced by a brief abstract of the article above referred to. The removal of suspended particles, front gases, by the aid of electric discharges is by no means a new idea. As early as 1824 we' find it suggested by Hohlfeld 1 as a means of suppressing ordinary smoke, and again a quarter of a, century later by Guitard.2 These suggestions, which do not seem to have stimulated any practical study of the question, were soon entirely forgotten, and only brought to light again by Sir Oliver Lodge,3 many years after he himself had independently rediscovered the same phenomena and brought them to public attention 4 in a lecture before the Liverpool Section of the So-

GREAT advances in the preparation of ores for reduction to ferro-alloys have been made, although standard methods of reduction have been continued at most plants. Efficiencies, yields per furnace, and energy requirements per ton are generally better than previously attained. The advantages of sizing and conditioning of ore, fluxing stone, and coke have been realized. Conditioning varies from drying the furnace burden to chemical rearrangements to facilitate reduction reactions and sometimes to furnish some of the energy required for the reaction before the burden reaches the furnace. During the war period it is impossible to discuss in detail many of the advances made. They are subjects for postwar papers. However, the new procedures mentioned in the following paragraphs are indicative of the work already done and in progress.

Secretary of the Interior, Franklin K. Lane, has appointed a commission of five mining and metallurgical experts from the Bureau of Mines and the Geological Survey to visit Europe to observe and study reconstruction methods in the devastated regions of France and Belgium. The chairman of the commission is Dr. Frederick G. Cottrell, chief metallurgist of the Bureau of Mines. The other members are: George S. Rice, the chief mining engineer of the same bureau; Frank H. Probert, consulting engineer of the bureau, and. professor of mining in the University of California; F. J. Cameron, consulting chemist of the bureau and expert on potash matters; and Hoyt S. Gale, of the Geological Survey, another expert on potash.

HAPPILY, a large group of the non-ferrous fraternity have long valued a personal association with the new Chairman of the Institute of Metals Division. Many others who will meet him, either officially or unofficially this year, will find themselves sharing the enthusiasm with which he has been welcomed to his new office. Albert A. Smith, Jr., was born at Butler, N. J., on Dec. 28, 1904, and moved to New Haven in time to initiate his preparation for Yale University on the home grounds. After receiving a B.S. degree cum laude in 1926, he stayed on for graduate work at the Hammond Laboratory under C. H. Mathewson, and was awarded an M.S. degree in 1928.

A NOVEL practice in the bituminous coal industry is the accelerated method of burning coal to ash used in the laboratory of the Fidelity washery of the United Electric Coal Companies, Du Quoin, Ill. Development of this method has supplanted the tedious float-and-sink process for plant control at this plant. In normal operation the plant operators have available within thirty minutes the accurate ash percentage of the coal loaded in the railroad cars and can therefore make adjustments to maintain a practically uniform quality of washed coal, regardless of the variations in washery feed.

FOR a considerable number of years past, there has been a shortage of experienced coal miners at the coal mine of the Phelps-Dodge Corp. This is probably due, to some extent, to the mines being so far south of the main western coal producing regions, so that experienced men secure employment before reaching this point. These mines are at Dawson, New Mexico, which is in Colfax County, near the Colorado line. The district is known as the Raton field, and the seam being worked is known as the Raton or Blossburg seam. The mines operated are Nos. 1 to 6, 8 and 9. The daily out- put at the present time, with restricted operations, is about 4000 tons, but the daily capacity is about 5500 tons. The mines are so grouped that the coal is dumped over four tipples. The mines are about twenty-five years old and extend as much as three miles under ground; they are all drift openings, with trolley, storage battery, and mule haulage. At the same time that the shortage of miners existed there was a surplus of common labor seeking employment. We learned that the Copper Queen. Branch of Phelps Dodge Corp. conducted a training school in one of its mines which had worked out very satisfactorily, and thus gained the idea of attempting such a school in the coal mines at Dawson.

DURING the war, the Navy undertook the construction, under my direction, of an experimental gun embodying features designed to lessen the cost and time of production. These experiments were initiated after representations as to their, desirability had been offered by myself, by the Naval Consulting Board, and by the National Research Council. The first drawings were made in June, 1917, and the experiment was completed in November, 1918. For the sake of clearness it will pay to recapitulate briefly the fundamental idea of gun construction. It is well known that if a hollow cylinder is subjected to internal fluid pressure, the maximum stress occurs in the inside layers, the outer parts carrying much less than their due share of the stress. This inequality of stress is more pronounced the thicker the walls of the cylinder. If such a cylinder is pushed to the elastic limit, failure in elasticity will take place long before the outer layers have reached the limit of their capacity. Economical use of the material would demand, however, that all parts of the cylinder reach the limits of their capacity simultaneously. This may be brought about, at least in cylinders of not too great thickness, by producing in. the inner layers an initial compression, and in the outer layers an initial tension. The effect of internal pressure is at, first to relieve the compression of the inside layers, while increasing the tension of the outside layers. If the initial stresses are properly distributed, all parts of the cylinder will reach their elastic limits simultaneously, thus giving a cylinder of maximum strength for its weight. In gun construction as hitherto practiced, this initial distribution of stress is produced either by winding the inner tube with wire, a common English practice, or by shrinking hoops over the inner tube, which has been the standard American practice. A systematic study was made by the Bureau of Mines on the effect of so me hypothesized accelerators for the process of wustite reduction in carbon monoxide. When small concentrations of promoter materials in the order of 0.69 at. pct were added to the reducible charge, the rate of reduction to iron was increased. Promotion phenomenon prediction was made in light of a suyface reduction mechanism with the aid of Vol'kenshtein's effect regarding the propagation of crystal lattice disturbances by small amounts of relatively larger interstitial ions. The acceleration produced by a typical promotor, such as potassiunl, increases with protnoter concentration up to a maximum, beyond which the reduction rate decreases. Concentration for maximum promotion depends on the nature and physicochemical properties of the promoter. The extent of reduction rate enhancement is found to be directly proportional to the atomic volume and electronic charge of the additive. DESPITE the enormous volume of literature on iron oxide reduction, very little is reported concerning additive or impurity effects on this important metallurgical process. The beneficial effect bf calcium compound additions on the reducibility of iron oxide sinters has been reported by Tigerschiold,1 vor dem Esche,2 and Edstrom. Doi and Kasai~ found that the addition of lime or limestone to iron ores helps to break up any unreducible compounds, such as fayalite or ilmen-ite. and thus free the combined iron for reduction. Schenck et al. 5 suggested that the increased reduction rate obtained when adding lime could be accounted for by the instability of wustite in the presence of lime. Acid-base slagging reactions resulted in wustite disproportionation according to The dicalcium ferrite formed will yield iron and calcium oxide during reduction. Regenerated calcium oxide dissociates more wustite. This mechanism has been used by Seths and white7 to explain their experimental results. Recently, Strangway and ROSS' attributed the calcium carbonate acceleration of iron oxide agglomerate reduction to increased porosity, both initial as well as that developed during reduction. Aside from calcium carbonate, or oxide, no other promoter was noted in the literature, except for a brief mention by Barrett and woodg on the effect of sodium carbonate and aluminate as activators for the hydrogen reduction of magnetite at 600°C. The present investigation systematically studied a host of other promoters, including calcium and sodium, in an attempt to elucidate the mechanism by which promotion takes place and to fit the results into a simple chemical model. To attain this goal, the effect of promoter physical properties, such as atomic volume, electronic charge, and concentration are related to wustite reduction kinetics in this paper. Wustite reduction to iron, rather than the overall hematite reduction, was chosen since this reaction is known to be the slowest, and hence the rate-deter mining step for the overall iron oxide reduction process. EXPERIMENTAL PROCEDURE Raw Materials and Their Preparation. The pure or impregnated wustite pellets were prepared from minus 400-mesh chemically pure hematite powders. A known weight of hematite was thoroughly and uniformly mixed with a calculated weight of the additive. The mixed paste containing 35 wt pct water was gradually heated from 400" to 1200° C and fired at 1200°C for approximately 4 hr in an air atmosphere. After cooling, the sinter was pulverized to minus 100 mesh and pelletized into minus 4- plus 5-mesh spheres. Pellets were fired, similarly to the paste mix, air-cooled, sized, and stored. An appropriate weight of the charge (20 g) was placed in a zirconia reduction tube maintaining a uniform oxide bed height of 1 cm and a cross section of 7.1 sq cm for all of the test runs. The samples were supported in the vertical reaction tube by a bed of fragmented insulating firebrick plus 3- to 6-mesh alumina beads. The hematite was then transformed to wustite by reduction with a 30 pct CO2-70 pct CO gas mixture at 1000°C in a globar furnace. Complete conversion to wustite was ascertained by a continuous infrared gas analyzer recording the CO-CO2 content of the effluent gas until no carbon monoxide was absorbed from the inlet gas, and inlet-outlet gas analysis remained constant for 30 min. The wustite sample was then reduced with 100 pct CO at 100WC. From the recorded data, an initial rate of reduction was determined by the initial slope of the graph percent reduction vs time. In order to estimate the accuracy of the data, five separate determinations of the reduction curve of pure wustite, under otherwise identical conditions, were performed. The maximum deviation from the average reduction at 14 min amounted to 2 2 pct reduction. This deviation corresponds to 3.8 pct variation based on the percent reduction of the sample. Aiiy impurity effect below the limits of this maximum deviation was considered a spurious result. If the effect exceeded + 4 pct, then it was considered as a positive one. Considerable care was exercised in determining the initial rate from the slope of the initial segments of the curve. Each reduction curve was examined separately on large graph paper and the best tangent to the curve at zero time was drawn. The slope of this tangent was taken as a measure of the initial fractional reduction per minute. Although the time required to reach 50 pct reduction may be of special practical significance, initial rate measurements are invaluable in fundamental studies. In the development of his abilities and in the use of his opportunities, he typifies the initiative, the energy, and the skill of a modern captain .of industry. Daniel C. Jackling was born at Hudson, Mo., on Aug. 1.4, 1869. He was the only child of Daniel Jackling, born in England of English parents, and Lydia Jane (Dunn) Jackling, born in the United States, but of Scottish ancestry. His father died a few months after he was born, and he lost his mother less than two years later. The orphan boy was adopted by his aunt. THERE has been a running discussion over the past several years with respect to the life and adequacy of our natural gas reserves. Some of the experts agree on one phase of the subject at least-that eventually it will be necessary to augment deliveries of natural gas in the northern markets by the development of a more or less comparable synthetic gas made from coal. The purpose of this paper is to point out: 1. It may be later than a good many people think-the demand for addi¬tional domestic and commercial pipeline gas in at least one section of the North will probably be felt rather keenly before an adequate synthetic pipe¬line-gas project, developed on economic lines, could be completed, even if initiated in the near future. 2. The evidence is considerable that such a project would be technically sound and economically self-supporting, although the margin of profit at first might be so small and the magnitude of an economic enterprise so great -that financing would be impossible without Government aid in some form or other. The part of the country referred to is the heavily populated section in the northeast of the United States. To simplify an examination of the situa¬tion, let us take the potential marketing areas within range to the north and east of the three pipelines: 1. Tennessee Gas Transmission Co. as it enters Erie County, New York state. 2. Texas Eastern Transmission Corporation just before the tap that sup¬plies the general Philadelphia area. 3. Transcontinental Gas Pipe Line Corporation as it enters the state of New Jersey. The sources of gas for these three pipelines are in Texas and Louisiana. The ultimate maximum combined capacity of the three lines at the points stated is approximately 1,200,000,000 cu ft per 24 hr at the maximum load factor probable of attainment in normal operation. The areas supplied by the three lines north and east of the points stated, or assumed as eventual markets, are: 1. Central New York state, from Buffalo to Albany (both inclusive).
