THE outstanding fact in connection with dust disease in the United States at present is the growing recognition of its seriousness by state officials and by the more progressive operators of mining, metallurgical and allied industrial plants. The same may perhaps be said of labor in some of its better organized centers, but the average independent non-union workman continues, as of yore, to suffer the toll of disability and even of death from dust inhalation without realization of the source of his ill-being. Progress in the betterment of the handling of sufferers from dust disease and of the conditions creating dust hazards in mining and allied industries is pursuing a course similar to that of the now widespread campaign against accidents, in which the risk is more obvious, more severe, and was naturally recognized sooner. The coming on of dust disease is generally relatively slow and its immediate effects not infre-quently masked by or attributed to other diseases. Marked exceptions to this general rule have occurred in districts where the dust is particularly pernicious, such as the Rand and Joplin; yet such exceptions, unhappy in themselves, opened the eyes of medical men, and of those in other localities charged with the responsibility for the welfare of industry, to the much more widespread if less spectacular hazard existing from the inhalation of dust in all rock-excavating operations and all industrial operations creating inorganic dust, whether it be crushing and grinding, sand-blast-ing, granite-cutting, or what not. Advancement to date in the United States in prevention and treat-ment has been slow, yet the record shows that quantitative methods for determining the degree of hazard and means for decreasing it were being developed as far back as 25 years ago; and that more rapid progress may be looked for from now on. WHEREVER salt is extracted from the ground as an artificial brine produced by pumping down fresh water to dissolve the salt, subsidence of the overburden is a possibility, though apparently few cases of such subsidence have been noted and detailed records are wanting. This description is intended as a record of subsidence that may permit the forcasting of similar occurrences in other cases; the data were supplied largely by R. B. Lee, city engineer of Hutchinson, Kans. About eleven years ago, ground movement occurred at a neighboring salt plant, when the surface assumed the form of a shallow funnel. Movement was probably due to a flow of sand into a well through a poor seal or a broken casing. The salt deposit increases in thickness from the east until at Hutchinson, where the subsidence occurred, it is about 310 ft. think. The interbedded layers of shale vary in thickness from mere traces to about 7 ft. While knowledge of the shale content of the beds is not exact, the log of a shaft 3 miles east of Hutchinson indicates that shale forms about 25 per cent. of the total thickness. This shaft does not reach the bottom of the salt by about 60 ft., but there is no reason to think that the lower part of the bed is different from the upper. Logs of wells sunk to the bottom are not sufficiently detailed to be of much value. Above the salt is the shale of the well-known Red Beds. The thickness of this is variable, principally because of its eroded surface, but at the mine it is 340 ft. This shale is variable in character and strength, but contains no strong members of limestone or sandstone. If the support is removed, very probably it will subside. The Arkansas River flows across the salt district and Hutchinson is situated on the flood plain. Between the top soil, which is about 8 ft. thick, and the shale is 60 to 100 ft. of water-bearing sand and gravel.

Unit coal calorific values represent a close approach to pure coal values; they possess characteristics theoretically inherent in the latter values. They are essentially uniform in the same seam for areas possessing essentially uniform geological environment. They are higher in older than in younger coals in most cases, and in deeper than in shallower coals. In general, they display characteristics closely in accordance with expectation assuming that they are essentially indices of rank. Because it possesses these characteristics, the unit coal value is essentially a standard value, characteristic of each bed in each local region. Hence it can be used as a basis for determining the accuracy of results in newly established laboratories, or when new equipment is installed, or in checking the results of different laboratories, or even in determining the character of coal as mined or prepared if ash, moisture and sulfur values are known. DISCUSSION (A. C. Callen presiding) R. P. Hunson,§ Wayland, Ky. (written discussion).—One of the interesting observatioris made by the authors is that there is a more or less definite correlation between unit coal calorific values and the geological environment of the coal bed. It is very interesting to note that, in general, the unit B.t.u. value increases with the increase in the probable original depth of burial, and that each seam tends to increase in calorific value toward the areas of diastrophic instability. It is generally conceded that Parr's formula, for determining unit coal values, is about as accurate as any formula subsequently proposed for the same purpose. In his formula, Professor Parr did not differentiate between the sulfur present as iron pyrites and that present as organic sulfur. However, the practical application of the formula has shown that this is of little consequence. I agree with the authors that unit coal calorific values are useful ill determining the accuracy of calorimetric determinations, and in determining the character of the

Machine loading of coal into mine cars is increasing rapidly. Particular reasons for its use frequently apply to certain localities, but in general, it is profitable to install mechanical coal-loading equipment: (I) when existing hand-loading contract rates prevent further cost reduction; (2) when the height of the coal bed requires that either top or bottom must be taken to place cars in rooms; (3) when labor shortage or limited house-plant capacity prevents the production of desired tonnage ; (4) when tonnage requirements are in excess of possible hand-loaded production from developed areas; (5) when working places are scattered and it is possible to concentrate production, and therefore supervision, by the installation of mechanical equipment; (6) when rapid development is essential. Having decided to install loading equipment, the problem then arises as to what type is best adapted for a particular mine or coal bed, the choice lying between mobile track equipment, pit-car loaders, scrapers, shaker conveyors, belt conveyors and drag conveyors. MajoR FactoRs Influencing Choice of Equipment In determining the type of equipment to be used, the following major factors must be studied: Grades.—Adverse grades, while permitting other types of loading equipment to work successfully, may prevent the success of a shaker conveyor installation. Thickness of Bed.—The thickness of coal governs the choice of equipment. A machine that requires 5 ft. of head room should not be selected for a 3-ft. bed where otherwise it would be unnecessary either to brush top or to lift bottom. Nature of Pavement.—Soft or scaly bottoms are unsuitable for the use of any type of digging loader, shaker conveyors or scraper loaders. nigging loaders and scraper loaders scale the bottom, mixing it with the coal and causing preparation difficulties; shaker-conveyor drives frequently work themselves loose, destroying the conveyor alignment and creating maintenance problems. W. R. Ingalls, since 1905 editor of the Engineering and Mining Journal, retires from that position with the issue of Mar. 22, to open offices in New York City as a consulting engineer. The severing of this connection .will not be complete, however, as Mr. Ingalls will continue as consulting editor, and will handle the metal-market quotations in the Journal which are now the accepted authority for the government settlements of ore importations and the basis of practically all the ore settlements between miners and smelters throughout' the country. No greater compliment can be paid to Mr. Ingalls than this, unless it is the recognized fact that these quotations have been made what they are by his ability and his integrity, which secured for him channels of information vital to the accurate estimating of the market, but denied to anyone else. The Journal, under the. strong hand of Mr. Ingalls, has always been the acme of ethics in technical journalism, and the best wish that can he given to his successor, not yet announced, is that the Journal may long continue to live up to the standards not originated, but so consistently maintained and strengthened by Mr. Ingalls. His spelter statistics are accepted as authoritative wherever the English language is read and zinc ore is mined. He has found time during his very arduous years on the Journal to he the author of several works on the resources and metallurgy of zinc, lead, cadmium, etc.; for 5 years was the editor of Mineral Industry; and was consulting engineer for the Bureau of Mines and joint author of their voluminous and authoritative work on mine safety rules. His retirement from the Journal is a distinct loss to every one of the Journal's readers individually and to the profession as a whole. Universal good wishes go with Mr. Ingalls to his new field, which has for a long time been offering him professional attractions that his confining editorial work has not permitted him to accept.

R. B. T. KILIANI, New York, N. Y.-I wish to present some figures based upon actual observation extending over a few months time which seem to prove the author's conclusions. It is a comparison of two machines operating on the same ore, in the same plant, one taking the undersize of ½ -in. screen and the other taking the undersize of 8-mesh. Each of the machines was first operated as a pebble mill, with flint pebbles, in open circuit, then with metal pebbles in open circuit and, finally with metal pebbles in closed circuit. For the first case, the percentage of oversize on 48-mesh, Tyler screen, in the discharge, varied, in the mill taking ½ -in- feed, from 37.2 to 19.9 per cent. The second mill, taking the 8-mesh feed, had a variation in oversize on 48-mesh, from 36.8 per cent: to 0.5 per cent.; so it is seen there is considerable variation in these figures. I have computed the tons per kilowatt-day reduced through 48-mesh for each machine under each one of these conditions, giving 6 sets of figures. The first of these I called 1.0 and determined the ratio of the others to this.. In the snipe way, I figured the relative mechanical efficiency according to Kick's law, using' the figures given by Mr. Taggart in his paper, for ordinal numbers of the Tyler screens. I have also figured the efficiency in mesh-tons per horsepower according to Gates' method by plotting the screen analyses of feed and product and multiplying the area by a constant dependent on the scale used. The commercial efficiency of tons per kilowatt-day reduced through 48-mesh checks very closely with the efficiency by Rittinger's law, within 1 per cent. except in one case. By Kick's law, the efficiency checks fairly closely, within about 5 per cent., with the commercial efficiency of the mill grinding feed, but when we start to grind a finer, 8-mesh material, and especially grinding very fine; with a

John Dasher (Materials and Processes Engineer, Crucible Steel Co. of America, Pittsburgh, Pa.) The authors are to be congratulated for their excellent work, dramatic results, and persuasive explanation on the neglected subject of the temperature variable in soap flotation. The explanation includes why heat is helpful in conditioning and why heat is helpful in flotation. This is a fine start, but I hope the work will be continued to show which is the major effect. In the work of Noman and Dash er(1) it was found that substantially all the benefit of heat came from the conditioning step, and that results were much better if a thick pulp was conditioned hot and then diluted with unheated (or less heated) water for flotation (or agglomerate tabling) than if the same quantity of heat was used to condition and float at some intermediate temperature. In other words, heat for conditioning gives a Rood return, but additional heat for dilution water is near or beyond the point of diminishing return. Strathmore R. B. Cooke, lwao lawsaki, and Hyung Su0p Choi (Authors' Reply) Mr. Dasher'skind comments on our paper are appreciated. In view of the relative simplicity of empirical investigationsof the temperature variable upon conditioning and flotation, it ispuzzling why the subject is so neglected. Our work, being sub sidiary to the main investigation of the effect of structure of fatty acid collectorsupon iron ore flotation, was quite restricted, but we intend to return to the subject as soon as possible. Mr. Dasher's point, that given a certain number of calories it is better to invest them for conditioning in a thick pulp rather than to spread them out for both conditioning and flotation operations, is well taken and cannot be argued. On the other hand there is no question that high temperature during the flotation of iron ores induces superior frothing characteristics, and, in particular, greatly augments the rate of flotation and markedly decreases the time required for "difficult" particles to float.

Mine fires are always dangerous and are frequently accompanied by loss of life during the period of confusion which is apt to follow their discovery. In metal mines, fires may result from the accidental ignition of combustible material, or they may be of spontaneous origin resulting from the rapid decomposition of sulphide. They occur frequently enough to demonstrate the need of some special equipment and a general plan for controlling them, in addition to measures for their prevention. Nearly all the large copper mines have had fires, and the methods of fighting them have been well described in recent papers, notably by C. L. Berrien,1 R. E. Tally,2 and others in discussion. The Copper Queen mine has many shafts, which are connected by underground workings. The deeper parts are ventilated by fans, but in the shallower portions natural ventilation through numerous connecting raises or shafts is sufficient. There have been several fires in the past few years, of which all are extinguished but one, which is under control. These notes cover particularly the preparations that are being made to check a new fire, partially or temporarily, and to facilitate the escape of workmen in the interval before a definite plan of fighting it can be established. A fire may occur in a shaft or station, or in some working farther away. In case of fire in an upcast shaft, the gas would escape to the surface and the immediate result would probably not be dangerous to workmen, as they could escape by other shafts. In a downcast shaft, however, the gas would be distributed very rapidly throughout a large portion of the mine, and men might easily be trapped and asphyxiated. A fire in mine workings, drift, raise, or stope, would be dangerous in a degree, but the draft there is likely to be less strong than in a shaft and probably a smaller area would be invaded by the fire gases. Mark R. Lamb, Torres, Sonora, Mexico (communication to the Secretary*): I have read Mr. Merrill's paper with much interest, and cannot but accept his challenge as regards the cost of the clean-up at the Homestake mill. If I understand him correctly, the two men take the precipitates from the presses in about six hours, and do nothing towards refining them. If that is so, it would correspond to the work four men do here in about eight hours—that is, to clean the box and to place the precipitates in the driers. In order to make a fair comparison, the bullion in each case should be stated in ounces, since it is as diflicult to precipitate silver as gold, and our bullion is mostly silver. Bullion to the value of $50,000 is equivalent to a weight of about 2,500 oz. At our last clean-up eight standard bars, each 1,100 oz. in weight, were made, which equals a total weight of 8,800 oz'. Four men had the precipitates drying by 8 p.m. This plant, the Minas Prietas works of Charles Butters & Co., at Minas Prietas, has square-bottomed electrolytic vats, an arrangement which necessitates the handling of all the precipitates in buckets. The Butters plant at Virginia City, Nev., is equipped with conical vats, and probably could make a still better showing under similar conditions. Another point is that common labor only is required. (Ordinary laborer's wages at Minas Prietas are $0.70 gold.) I may say also that, except for the convenience of the refinery, the box could be cleaned monthly, instead of bi-monthly, at only a slight additional expense. The comparison, if made a few months ago, would have been much more in favor of the electrolytic process, as the tailings handled at that time contained a large quantity of copper, and the amount of zinc-dust required would have been enormous.

A Discussion of Mr. Hall's paper, read at the Washington Meeting, February, 1905. R. H. SWEETSER, Sault Ste. Marie, Ont. (communication to the Secretary*) :-The recent work of furnace No. 1 of The Algoma Steel Co., at Sault Ste. Marie, Ontario, using for fuel, first all charcoal, then a mixture of charcoal and coke, and finally all coke, upsets the estimates given by Mr. Hall in the last two paragraphs of his interesting paper. Furnace No. 1 was built for a charcoal-furnace, and it was run on charcoal fuel from March 6 until July 9, 1905; then, for a week, a mix¬ture of charcoal and coke was used, and, since then, coke alone has been the only fuel. It is to be regretted that at no time, during the run on charcoal, was there enough charcoal on hand and " in sight'" to warrant blowing the furnace as hard as it should have been blown. During April and May the supply of charcoal limited the amount of blast to about 8,000 cu. ft. of air per min.; in June, to about 8,900 cubic feet. For a few days in July about 10,000 cu. ft. were blown, and then the maximum daily output, 173 tons (2,240 1b.), was reached. At all times the quality of the charcoal was poor, having been made from wood cut from three to four years before. Doubtless this furnace could have produced .200 tons of iron per day, even with this quality of charcoal, provided the supply had been sufficient; and with good charcoal I see no reason why it could not make as much iron per day as it has made with coke. During the one week of using a mixture of charcoal and coke, the changes in quantity of blast and composition of the slag followed each other so closely that no single condition could last long on the furnace. WHEN an Alaskan prospector makes a new mineral discovery he stakes out his claims and then starts prospecting for a near-by landing field. This may be a convenient lake but more often it is a gravel bar along a river, where, by cutting off some brush and throwing the larger rocks to one side and then tying a flour sack to a pole, he may decoy some intrepid aviator into testing it gingerly with the wheels of his plane. It was only a few years ago that .the fence around the baseball park at Fairbanks, Alaska, was taken down so that planes could get in and out of the ball park without ripping off boards. Today the grandstand is lost among the modern hangars which line one side of a modern and busy airport. Planes come and go all during the day, and in summer, when there is no darkness, the night stillness is frequently broken by the hum of a motor overhead. Fairbanks is the hub of interior Alaska and from that hub airplanes radiate in all directions to mining camps large and small. An air industry of comparable size is based at the town of Anchorage, and in fact there are but few towns of more than 200 population in the Territory that do not have one or more planes based there.

DOES mining pay? Inasmuch as the whining of minerals from Nature is one of the world's principal sources of new wealth, this question is of general economic interest but it is obviously of even more vital concern to investors and those engaged in mining. In a previous article on "Wage Costs in the Mineral Industries,' published in the November issue, I attempted to show that wages paid workers on the job accounted for, roughly, 50 per cent of the mine dollar. Salaries normally range over 5 per cent - lower for large metal mines but higher in stone quarries and minor nonmetallic min. in, industries. Purchases of supplies, materials. fuel, and power generally aggregate within the range of 15 to 25 per cent of total receipts, with the average well under 20 per cent. Discussion of the paper of Robert R. Abbott, presented at the New York Meeting, October, 1913, and printed in Bulletin No. 82, October, 1913, pp. 2389 to 2400. ALBERT SAUVEUR, Cambridge, Mass.:-Mr. Abbott has certainly made a strenuous effort to ascertain the influence of the various elements on the absorption of carbon by steel-a subject of great importance to those dealing with the case hardening of that metal. Because of the extensive and careful character of Mr. Abbott's experiments, one is all the more disappointed that his results, as he himself recognizes, are not more satisfactory; for, indeed they leave us just about where we were,-still entertaining uncertain views in regard to the carbon-absorbing power of various alloy steels. It might be asked whether Mr. Abbott's method of estimating the amount of carbon absorbed-namely, by weighing the specimens before and after the carburizing treatment-was the best one to select. Are not serious sources of error. inherent to such procedure because of the difficulty of satisfactorily removing the earburizing material attached to the specimen ? The method of least squares has certainly failed to solve the problem satisfactorily. By manipulating Mr. Abbott's results in a different manner I have obtained the following expression: P = 100 - 50 C - 7 Ni + 20 Cr, in which P represents the carbon-absorbing power; C, the percentage of carbon; Ni, that of nickel; and Cr, that of chromium. It is assumed that the carbon-absorbing power of pure iron, or what might be called its carburizability, is represented by 100. Applying the formula, for instance, to a steel containing 0.15 per cent. C, 3 per cent. nickel, and 0.50 per cent. chromium, its carbon-absorbing power would be 100-50X0.15-7X3+20X0.50=81.50; that is, 81.50 per cent. of the carbon-absorbing power of pure iron.

At the February, 1916, meeting of the Institute, a paper presented by Hayward and Raymond gave the results of a study on the effect of time in tempering medium-carbon steel, when the following conclusions were reached: It is not fair to consider the question settled when only three specimens were used for each treatment, but the results obtained indicate that for reheating quenched medium-carbon steel to temperatures below 500" it is only necessary to heat it through. Longer heating has little or no effect on the tensile strength, ductility, or hardness. At temperatures above 500°, increasing the time of treatment causes a slight falling off in hardness and tensile strength with a corresponding increase in ductility. In the discussion of the paper these conclusions were attacked and evidence was presented that seemed to throw doubt on their accuracy. The authors, however, showed that this evidence was based on high-carbon or alloy steels and no facts regarding medium-carbon steel were presented. During this study the heat treatment was carried out in a small electric resistance furnace. It held nine specimens, but when these were placed in the furnace the temperature was lowered to such an extent that 30 to 40 min. were required to reach the desired heat. The authors pointed to this as a weak point in the investigation and it seemed wise to supplement the research by work on similar steel but using a different method of heating. This has been done and the results are given in the present paper. The Rhode Island Tool Co. coöperated by furnishing the steel and turning the tensile specimens. NO observations on the mechanical properties of man-manganese alloys have been published since pure manganese became readily available, either distilled manganese or electrolytic manganese. The purpose of this investigation was to determine whether iron-manganese alloys are essentially brittle, as reported by Hadfield,' or whether the lack of ductility observed was due to impurities in the alloys that he studied. Experimental Methods The alloys were melted in a roo-lb. high-frequency induction furnace with a magnesia crucible, using ingot iron and electrolytic manganese. The heats were split, the first giving six 18-lb, ingots and the second three. Each successive heat was higher in manganese and about 0.3 per cent silicon was added as ferrosilicon. The proportional limit and yield strength were taken from the stress-strain diagrams drawn by a Peters recorder. The data obtained from the tensile test and the hardness measurements are given in Table 2. Specimens that were normalized are designated by N; those that were normalized and tempered by T. Alloy G was tempered after forging (D).

In the discussion of the paper these conclusions were attacked and evidence was presented that seemed to throw doubt on their accuracy. The authors, however, showed that this evidence was based on high-carbon or alloy steels and no facts regarding medium-carbon steel were presented. During this study the heat treatment was carried out in a small electric resistance furnace. It held nine specimens, but when these were placed in the furnace the temperature was lowered to such an extent that 30 to 40 min. were required to reach the desired heat. The authors pointed to this as a weak point in the investigation and it seemed wise to supplement the research by work on similar steel but using a different method of heating. This has been done and the results are given in the present paper. The Rhode Island Tool Co. coöperated by furnishing the steel and turning the tensile specimens. This study of engineering education arose out of the action of a joint committee on engineering education, representing the principal engineering societies. The committee had gathered so much material that it decided the work could best be carried out by some one trained in applied' science, who would devote his entire attention to the study.. The Carnegie Foundation therefore asked Prof. Charles R. Mann, of the University of Chicago, to undertake the work. After making a thorough study Prof. Mann has made a most comprehensive report. In it he says: The engineering schools of the United States began their work upon a definite teaching plan and one that had at least pedagogic consistency. But during the past half century the course of study has been overlaid with many special studies intended to enable the student to deal with the constantly growing applications of science to the industries. As a result, the load upon the student has become so heavy that there is a feeling that the students fail to gain a satisfactory grounding in the fundamental sciences and do not fulfil the expectations of engineers in d manufacturers in dealing with the practical problems with which they are confronted on leaving school. At present 60 per cent. of those who enter the schools fail to graduate, still many of them persist in engineering and make a success of it. It is evident, therefore, that the present systems of admission are not satisfactory. If a group of schools will take up the careful study of their entrance systems and experiment with objective tests and records of the students' youthful interests and achievements, the percentage of elimination can be reduced to at least a fourth of its present size, with an enormous saving of time, energy, and money for both student and school. The number of required credit hours per week should be less than eighteen, preferably sixteen. The few experiments that have been made indicate that college students do their best work when not more than five subjects are studied at a given time.

I) The Object of the Present Experiment. When the oxygen chemical potential in the gas phase is changed, the oxygen chemical potential in the liquid metal or in the liquid oxide phase will be subsequently changed. The object of the present experiment is to develop a method of measuring the change in the chemical potential of oxygen in liquid metals and in liquid oxides with respect to time, when the oxygen potential in the gas phase changes. II) The Experimental Method. The following types of the oxygen concentration cells with the solid electrolyte of Zr0z-CaO are used: KAZUHIRO GOTO, MemberAIME.MINORU SASABE,and MAYUMl SOMENO are Associate Professor, Research Associate, and Professor, respectively, Department of Metallurgical Engineering, Tokyo Institute of Technology, Meguro-ku, Tokyo, Japan. Igas phase liquid Ag or Pb ZrO2-CaO electrolyte!, The measured reversible electromotive force can be expressed by the next equation, provided that the transference number of the oxygen anion in the electrolyte is unity: E = RT/nF log (at electrode I)/P~ (at electrode 11) where is the electromotive force, R is the gas constant, T is absolute temperature, n is valence of oxygen anion, and Pq is the oxygen pressure at the electrodes. As shown in the previous work1 of the authors, the electromotive force is determined by the difference in the chemical potential of oxygen at the vicinity of the interfaces between the solid electrolyte and the electronic conductors used for the two electrodes. Fig. 1 shows the two kinds of the cell assembly used to measure the change of the chemical potential of oxygen in liquid metals and liquid oxides with respect to time. THE National Coal Association held its annual meeting at Cleveland on Nov. 14-16, 1928, having changed the time from the spring to the autumn to avoid conflict with the great number of meetings ordinarily held in the spring. Institute members were \\yell to the fore in its activities, the president, E. C. Mahan (who was reelected for another term!, C. E. Bockus, treasurer, and the secretary, H. L. Gancly, being A. I. M. E. members, as are many of the directors. At the first session, our past president, S. A. Taylor, presented a 1;aper which is reprinted in part herewith. At the Thurs- day session W. D. Brennan presided, Walter Barllum led the discussion on membership, and Otis Mouser led the discussion on taxation. In the afternoon, J. P. Williams, Jr., led the discussion on research. Rembrandt Peale presided at the annual dinner in the evening. At the concluding session on Friday resolutions were adopted, among them one in which the Association "reaffirms its attitude toward proposed Federal legislation affecting the bituminous coal industry by saying that it opposes legislation which would seek to single out this industry for regulatory action. This particularly applies to such bills as S4490."
