According to the June 27 issue of Business Week, Rep. Kearns (R., Pa.) introduced a bill in Congress along lines suggested by the National Society of Professional Engineers, to amend the Taft-Hartley Act to permit scientific, technical, and professional groups to discuss wages, hours, and working conditions with management-with the protection and support of the federal law. The article reports that the bill is opposed by a loosely knit group of professional and technical unions, the Engineers & Scientists of America. This group wants Taft-Hartley amended to make it an unfair labor practice for employers to discuss collective bargaining matters with professional organizations.

W. J. Parton—Those operators faced with the problem of treating fine coal whether in bituminous or anthracite will find this paper most timely. I would like to take this opportunity of discussing Mr. Schiffman's paper and at the same time express certain views relating to our Tamaqua plant. I would like to ask the author what type of impeller and diffuser is used in the Denver cells? Screen analysis of products from individual cells indicate that coarser material resists flotation and only floats after greater retention time in the last few cells. Also, the need for a scavenger screen to reclaim non-floated coal particles further stresses this point. I have always felt that more efficient means of cleaning coal between 10-mesh and 28-mesh existed than flotation. Reagent and power costs are high for the flotation process. When floating +28-mesh particles, cell capacity is lowered and some of the particles are lost with the refuse. The Tamaqua plant of the Lehigh Navigation Coal Co. floats —28-mesh coal and capacity of recoverable coal is 40 tph for 1800 cu ft of Denver cells; or 0.05 tons per cu ft of cell. At Kimberly 7.75 tph for 600 cu ft of cell gives 0.013 ton per cu ft of cell. At Bessie 14 tph for 800 cu ft of cell gives 0.017 tons per cu ft of cell. It would be appreciated if the author would comment on what he feels is the upper size limit of particle to attain most efficient utilization of the flotation process. The dewatering screw is a very interesting development since it offers a simple way to prepare coal sludge for more complete clewatering by drainage or mechanical dewatering on screen or filters. In other words it could be used to accomplish the same thing as a thickener tank. I would appreciate having the author's comment on how he thinks such a screw dewaterer would work on a froth.* The process as used in floating coal at the Bessie and Kimberly plants may be referred to as more of a bulk oil float in contrast to a froth flotation process. Experiments on increasing capacity of cells is most interesting since we are going through such an experi- mental period at the present time. Recently a double overflow was installed on our No. 30 Denver cells. So far results are not conclusive. In reviewing this paper the following comments are made pertaining to investigation of methods for increasing capacity: Supercharging: Supercharged air in matte flotation or for that matter the use of the normal amount of air drawn in by the impeller would in all probability cause such an aeration in the cell as to destroy the buoyant effect given to the coal particles by the excessive amount of kerosine used. In other words, air creates an agitation zone throughout the cell, creating a boiling and thereby giving a lower recovery in the cell. It would be interesting to know whether the 7 pct increase in recovery was with no air being admitted to the stand pipe. Changing Impeller Speed: The speed of a receded disc impeller for a No. 30 cell as recommended by the Denver Equipment Co. is, I believe, approximately 250 rpm. At this speed and using supercharged air in excess of 8-oz pressure, we have observed a boiling action in the cells. In our flotation we endeavor to obtain some degree of froth flotation using pine oil as a frother. The boiling action as caused by increasing the amount of air added to the cells is detrimental to recovery in froth flotation. It is our belief that to obtain increased recovery from a cell in froth flotation, additional air must be introduced but at the same time this air must be dispersed throughout the pulp in the form of small bubbles and this can only be done by increasing the speed of the impeller. Therefore, if Mr. Schiffman decreased the speed of the No. 30 impellers and at the same time continued to use supercharged air, the boiling action may have been increased because larger bubbles developed. The lower recovery as reported could be due to this factor. Decreasing the impeller speed will definitely decrease the power consumed but may have other disadvantages. First, we believe it will permit "sanding" in the cell and this in our opinion will increase the wear on the impeller and diffuser, especially so, if there is pyrite and/or sand present in the feed. "Sanding" in the cell when air is used, as in froth flotation, will effect the dispersion of this air and cause boiling.

Since the art of comminution has lain practically dormant for many years, it is very interesting that R. T. Hukki approaches the subject with a new concept. One is reminded of the research carried on by A. W. Fahrenwald of Moscow, Idaho, a few years ago. Fahrenwald mounted a steel bowl on a vertical shaft. The balls and ore placed in the bowl were rotated at fast speeds, thus simulating the supercritical speeds used by Hukki. The rolling action of the balls against the smooth shell liner has pretty much the same effect. The action is horizontal in one case and vertical in the other. Both researchers report good grinding activity.

Ingalls made an oral address on the subject of the 27th Engineers, and it was resolved that notice of the needs of the Association of the 27th Engineers be communicated to the members through the Bulletin. Robert W. Hunt was appointed representative of the Institute on the Commission of Award of the Washington Medal of the Western Society of Engineers. The budget for the year 1918 was adopted. The report of the Library Committee for the year 1917 was accepted. An appropriation of $50 to the Treasurer's clerk was made. The appointment of the tellers made at the last meeting of the Board was confirmed.

Ghenn.*—It has been established that the accuracy obtainable from any precision machine is a function of the wear resistance, maintenance and closeness of fit of the bearings, hence I would like to ask Mr. Toeplitz how these oil-less bearings compare with cast iron or babbitt or similar materials when used on precision machinery. Could these bearings be used, for example, on a grinding machine in which work must be held to a tolerance of plus or minus 0.000025 inch? W. R. TOEPLITZ.—The metal-powder bearings can be held to very close tolerances and are used in place of cast iron and babbitt on precision machinery.

Germanium single crystals strained in tension at 600°C slip on the {Ill} plane and, macroscopically at least, in the <110> direction. Deformation is in homogeneous: various localized rotations are observed, as is a banding consistent with secondary slip banding. The structure after deformation is polygonized with a domain size of about 2x1O-3 cm. In relaxation tests, an incubation period prior to flow is observed, of duration inversely related to temperature and applied stress. Under continuous loading, there is a sharp first yield point. A critical resolved shear stress therefore must be cited with respect both to temperature and to rate of loading. At 600°C, when loading proceeds at 2900 psi per min, it is 1310 psi. The yield point phenomenon is suggestive of Cottrell&apos;s solute atom atmosphere theory and five points of qualitative agreement with this theory are found. PLASTICITY of germanium at elevated temperatures has been reported by Gallagher,&apos; who ascribed it to slip on {Ill) planes and described some associated effects. Preliminary experiments with single crystals of silicon and germanium loaded as simple beams confirmed {ill) as the slip plane of both materials.V his was demonstrated by the standard technique employing traces on two surfaces of known angle on a deformed crystal of known orientation.3 These experiments did not fix the slip direction, since more than one glide system operated. Uniaxial tensile straining is preferred for this purpose in order to restrict slip to one predominant system and to provide an unequivocal determination of the orientation change with respect to the stress axis. Experimental Method Specimens were diamond-sawed from germanium crystals containing about 5x10-5 wt pct Sb prepared by the zone-leveling process described by Pfann and Olsen;4 these specimens measured about 81/2 in. long, 0.20 in. wide, and were of various thicknesses from 0.035 to 0.060 in. Prior to testing, a specimen was coated over 1 in. or more of length at each end with Apiezon wax, chemically polished (in a solution of 15 ml HF, 25 ml HNO,, 15 ml CH3COOH, and 3 to 4 drops Br2), and dewaxed in warm xylene. A brief re-etching after scribing through a complete wax coating with vernier dividers provided gage marks at 0.200 in. intervals on the polished surface. A specimen with grips soft soldered to the ends was passed through the furnace tube and the grips pinned to the tensile machine in series with a stress gage. The Schopper testing machine is best described by reference to the illustration on p. 107 of Schmid and Boas5 and is operated with the pendulum arm locked, fixing the upper head. Load is applied through the screw-driven lower head, manually or by reduced speed motor. The furnace is 21/2 in. long surrounding a 4x7/16 in. ID quartz tube and was positioned about the specimen to permit free motion. The inert or reducing atmosphere required was sufficiently provided by a flow of helium introduced at the center of the furnace tube, with the tube ends loosely plugged with asbestos paper. Surface corrosion was slight. The stress gage employs a Be-Cu strip with SR-4 units incorporated in a simple bridge network with provision for balancing and calibrating. The bridge output on loading is fed through a Leeds and North-rup dc amplifier to a Speedomax 10 mv recorder, and calibration is obtained by dead loading. Experiments of two types have been conducted. Most have been in relaxation at constant elongation. One stress-strain curve has been taken with the machine continuously driven. Following extension of a specimen, Laue X-ray photographs were taken to obtain the orientation change between deformed and undeformed regions, recorded on a single film by translating the specimen in a plane normal to the beam between exposures. Sequences of such multiple exposures were made on some specimens to include the entire orientation range on one film. Slip Direction To obtain a maximum orientation change with a single slip system, crystals of very closely <110> axial orientation were used. In these days, when detailed investigations of stratigraphy, structure, and sand conditions so frequently result in the discovery of new oil fields, and applause from oil companies and the public, geologists do well to walk humbly, and punctiliously to admit that the geologic principles controlling the distribution of oil and gas have as yet been discovered only in part, and that what remains yet to be learned is probably vastly more than what is already known. The few experiments already attempted have been fragmentary, and somewhat desultory, and however positive each of us may be with respect to certain theoretical conclusions, many of the fundamental questions as to the origin and mode of occurrence of petroleum are subject to radical disagreement. Of the chemical changes attending the generation of petroleum from organic matter, little is actually known. Most of the postulated formulas are liable to be misleading, through ignorance of essential factors. Open-minded-ness is therefore a prime essential at the present stage of our science. Nevertheless, adopting the hypothesis that oil originates in some manner fundamentally connected with the organic theory, and in possible departure from such open-mindedness, the writer will pay no attention to the so-called inorganic theory, since every attempt to apply this theory to the study of old oil fields, or to the discovery of new ones, affords cumulative evidence of its inadequacy. In this paper, some of the factors affecting the occurrence of petroleum that the writer believes worthy of consideration by the prospector for oil in any new region will be discussed. Some of these, which arc less generaLly understood, will be considercd somewhat in detail. Other points, the significance of which cannot now be determined, require more field study, and for that reason are here brought to the attention of the field geologist. On the other hand, certain theoretical points which do not bear especially on the oil possibilities of a new region will be given little or no attention. The main topics that will be discussed are: (1) sufficiency of carbonaceous detritus and residues in the oil-forming rocks; (2) stage of carbonization of the organic matter in the oil-bearing formations; (3) folding of the strata; (4) thickness of sedimentary formations; (5) conditions of deposition.

IN most reactions involving solids the transformation kinetics may be represented by the combination of two processes-those of nucleation and of growth. For example, Mehl and his coworkers 1,2 in their studies on the transformation of austenite to pearlite in steels have been able to describe the kinetics in terms of the rates of nucleation and of growth. By micrographic examination of their specimens they determined the nucleation rate (rate of appearance of pearlite colonies) as a function of time, of percent transformation, and of temperature. They observed that after an incubation period in which no nuclei are observed, the number of nuclei appearing per unit time per unit of untransformed grain boundary area, increases at an increasng rate with time. When recrystallization rates have been interpreted in terms of rates of nucleation and growth and the rate of nucleation determined, an incubation period followed by an increasing rate of nucleation has also been reported. Among the studies in which this phenomenon has been observed are those of Kornfeld and coworkers3 on cold-drawn aluminum wire, of Anderson and Mehl4 on the recrystallization of aluminum sheet, and of Stanley and Mehl5 on the recrystallization of silicon ferrite sheet. The existence of an incubation period during which no nuclei are observed does not appear to have been reconciled with the generally accepted Volmer-Becker theory of nucleation in condensed systems. This theory ostensibly requires the rate of appearance of nuclei to be independent of time. VOLMER-BECKER THEORY In order to form a stable nucleus of a new phase B in a mother phase A, the molecules or atoms of the mother phase must surmount a free energy barrier whose height is determined by the volume free energy change accompanying the transformation and the energy of the surface separating the two phases. The free energy difference between nuclei of various sizes and the molecules or atoms of the mother phase is plotted schematically in Fig I as a function of the radius of the nucleus r. This free energy difference is plotted for two values of the change of free energy per atom, (fB - fA) accompanying the transformation when the volumes of the two phases are infinite. One of these values of (fa-fA) corresponds to a temperature above the temperature To at which the phases A and B are in equilibrium, and the other to a temperature below To. In order for a nucleus of phase B to be stable at a temperature T2 < To, its radius must be equal to or greater than the critical value r* for which the free energy of formation of the nucleus is a maximum, ?f*. Aggregates of phase B having radii equal to or less than r* will be called embryos. Mehl and Jetter,6 in discussing the kinetics of nucleation in solid systems, suppose that embryos of critical size are formed

The method of Caldwell and Babbitt for detennining Bingham plastic rheological constants from engineering pipe flow data has been erroneously used in many previous applications. A reanalysis of extensive pipe flow data from the literature is performed. Critical Reynolds numbers corresponding to the laminar-turbulent transition calculated from these data are found to agree with theoretically calculated values for the entire flow range studied. Similar agreement is found for the authors&apos; own data&apos; for flow of 10 slurries between parallel plates. The Bingham plastic model is shown to be a reliable representation of the flow of non-Newtonian slurries provided it is properly applied. If the Hedstrom number He = pD2 t0/?2 > 104, then the linear approximation method of Caldwell and Babbitt is invalid for pipe flow data obtained in systems of ordinary engineering interest, and the complete nonlinear form of the pipe flow Bingham plastic equation must be used in determining rheological parameters. INTRODUCTION Many materials of engineering interest must be handled and transported as slurries or suspensions of insoluble particulate matter in a Newtonian liquid. These suspensions frequently exhibit non-Newtonian rheological behavior which is reasonably well described by the simple Bingham plastic rheological equation1 Using this particular equation to describe the laminar flow characteristics of slurries was discussed at length by Caldwell and Babbitt2-4 who considered the flow of various clay slurries and sewage sludges. The model has since been used by many others.5-7 More recently the problem of predicting the laminar turbulent transition Reynolds number for Bingham plastic fluids has been treated8 for the case of flow in pipes. This paper points out errors which have existed in the analysis of Bingham plastic flow since the work of Caldwell and Babbitt2-4 and presents a reanalysis of the laminar turbulent transition calculatiod for Bingham plastic flow in pipes. In addition, new data obtained for flow of Bingham plastic slurries between parallel plates, both in laminar flow and in the laminar turbulent transition region, will be presented and compared with the theoretical analysis of laminar turbulent transition for flow between parallel plates. THEORETICAL ANALYSIS PIPE FLOW The mathematical analysisl-4 of laminar flow of a Bingham plastic fluid leads to the following equation. where q = <v>/R is a pseudoshear rate, rw is the wall shear stress Eo = r0/rw, r0 is the yield stress and 1 is the coefficient of rigidity or plastic viscosity from Eq. 1. Caldwell and Babbitt2-4 recognized that the quartic term in Eq. 2 was small compared to the other terms whenever 5, « 1, and that for large values of 7, a plot of Eq. 2 becomes linear. The slope of such a plot with rw as ordinate is 4? and the intercept is (4/3) ro. This approximation is illustrated schematically in Fig. 1. (Wilkes-Barre Meeting, June, 1911.) EVERY engineer has occasion to trace or copy a map, plan, or other drawing on paper too thick for the ordinary way of using tracing-cloth or tracing-paper. When the figure is small and simple a copy may be made by holding the original against a window-pane, covering it with the paper, and tracing direct by the aid of the strong sunlight from outside. The need of utilizing this principle on a larger scale and in a more convenient position led Dr. J. C. Branner to plan the table of which the following is a description: This table was first made in the form of an adjustable glass-top table with a mirror beneath, in 1887, while Dr. Branner was State Geologist of Arkansas. Later it was modified as experience suggested until the form as here described was evolved. The device consists essentially of a drafting-table with a plate-glass top, upon which the original drawing and the paper are laid, and a mirror mounted underneath to reflect the light of the sky up through the drawing. The glass top is hinged and fitted with two arms and thumb-screws, so that it can be raised and fixed to any position, either inclined or horizontal. The mirror is pivoted and revolves about a horizontal axis, so that it may be tilted to any angle. The hood of cardboard or black cloth prevents the reflection of light from the tracing, and may or may not be attached to the table. The apparatus is set up before a window through which part of the unobstructed sky is visible. The mirror is then adjusted like the reflector of a microscope, so that the skylight is reflected up through the drawing. This paper presents some preliminary results of two-dimensional cutting tests of dry limestone samples at utmospheric pressure. Cutting tips having rake angles of + 30°, + 15", 0°, - 15" and - 30" were used to make cuts on Leuders limestone samples at six depths of cut ranging from .005 to ,060 in. at cutting speeds of 15, 50, 109 and 150 ft/min. The vertical and horizontal force components on the cutting tips were recorded with an oscilloscope equipped with a polaroid camera. Motion pictures of the cutting process at camera speeds of 5,000 to 8,000 frames/sec were taken at strategic points in the variable ranges. The movies provide considerable insight into the brittle failure mechanism in rocks. It appears that chip-generating cracks usually have an initial orientation which is related to the resultant of the externally applied forces. The latter part of the crack curves upward toward the free surface being cut, this part being governed by some type of cantilever bending or prying. The linear and angular motion of the loosened chips also indicate the tensile nature of brittle failure. Analyses of the forces on the cutting tips indicate that: (I) relatively small increases in vertical loading result in large cut-depth increases for sharp tips (rake angles 2 0"); (2) tool forces increase at an increasing rate as the rake angle decreases, particularly for rake angles < 0"; and (3), for the range of this study, rate of loading had little effect on the maximum forces. Both the movies and visual inspection of the cuttings indicated that the volume of rock removed by chipping was much larger than that by any grinding mechanism, even for tips having negative rake angles. Cutting size increases with increased cut depth and rake angles, and decreases slightly at high cutting speeds, the depth of cut having by far the most influence. The amount of contact between the rock and the cutting tip was always less than the depth of cut and rarely exceeded 0.010 in. even for cuts of 0.060 in. INTRODUCTION The planing (or slicing) of various materials with a fixed blade has long been practiced by workers in many industries. For example, the farmer&apos;s plow, the carpenter&apos;s plane and the housewife&apos;s paring knife all employ this basic action. The casual observer might suspect that something so common must be quite simple; however, as in all problems involving the failure of materials, such is not the case. Industries concerned with the machining of metals have long studied these problems, and their literature on the subject is voluminous. Despite these efforts, basic knowledge is not very advanced, as may be noted from recent and comprehensive analyses of their literature.12 Metals are more subject to analysis by classical theories of elasticity and/or plasticity than are rocks, since their elastic constants and strengths are reasonably well established in many cases. In spite of this relative "simplicity", Hill9 refaces his discussion with an admission that the mathematical solution to the machining problem is not known. Photoelastic studies of both machining and milling have been performed and are discussed thoroughly by Coker and Filon.4 Rotary drilling of rocks with fixed blade or drag bits has long been practiced by the mining and petroleum industries, and considerable study has been given to defining their cutting action in terms of the pertinent variables. Essentially all the published mechanistic research on drag-bit drilling has been performed by mining engineers and has been concerned only with rocks in the brittle state. Fairhurst5-7 has worked extensively in this area and employed photographic techniques quite similar to those reported here, except at much lower speeds. His studies showed the periodic or cyclical nature of the brittle failure mechanism, in which instantaneous loads on the bit varied from some maximum value to near zero. Goodrichs has presented further data on the subject as well as a qualitative description of the process. Again the postulated mechanism is cyclical, with alternate chipping and grinding periods. The ploughing of coal is a practiced method and has been studied in some detail by English mining engineers."" Their findings have considerable general application to drag-bit drilling. Evans," in particular, has extended Merchant&apos;s metal-cutting theory" to brittle materials with some success, although certain aspects of his theory are open to question. The oil and gas fields of Michigan that have been under development since 1925 are in an area that extends across the middle of the lower peninsula from northeast to southwest, a distance of about 200 miles, and with a width of about 80 miles. In 19 years 70 fields have been discovered. Most of these are relatively small when compared with other oil-producing areas. This is borne out by the fact that since the first wells were drilled these fields have produced a total of only 204,000,000 bbl. However, Michigan is still maintaining its production, for during the past five years the annual production has remained fairly constant at approximately 20,000,000 bbl. Production for 1943, as reported by the Bureau of Mines, was 20,682,000 barrels. Roughly, one third oi Michigan&apos;s production in 1943 came from the Reed City field, which was discovered in 1941. During the year, 237 oil wells were completed in Michigan in 1943. The decrease of 56 from the 1942 total is probably due to the continuance of Government regulations requiring a 40-acre spacing pattern over most of the state. Fig. I shows the principal oil and gas fields of Michigan, and the columnar section, Fig. 2, shows the principal producing horizons in relation to the section drilled. The data of Table I and Table 2 have been carefully checked with previous reports to eliminate errors. Six new producing areas were discovered during 1943 and five areas discovered in 1942 were developed during the year. Both the new discoveries and the 1942 discoveries that were developed appear to be small and relatively unimportant. Goodwell Field.—The best discovery of the year is the Goodwell field, T. 14 N., R. 11 W., Goodwell township, Newaygo County. This small structure was located by core testing done by The Pure Oil Co. in 1942 and early 1943. The first producing well, C. R. Harris No. I, was completed on July 5, 1943, ill the Traverse limestone at a total depth of 2742 ft., with ail estimated potential of 1100 bbl. per day. By the end of the year, 18 wells had been completed in this field and approximately 281,000 bbl. of oil produced. The field operated under proration of 262 bbl. per day per well from Oct. I to Dec. I; 150 bbl. per day per well after that date. Woodville Field.—The small Woodville pool, T. 15 N., R. 11 W., 3 miles north of the Goodwell field, was discovered by core testing by the Ohio Oil Co. The discovery well was completed on May 5, 1943, flowing 650 bbl. of fluid, including 18 per cent salt water the first 18 hr., from the Traverse limestone at a depth of 2810 to 2815 ft. Seven wells had been completed by the end of the year and 67,000 bbl. of oil had been produced.
