THE purpose of these conferences has been to find some basic principles to guide us in the chaos which confronts us, to arrive at elements of a national policy. None such exists, nor, as a matter of fact, have there been any concerted efforts by the public or the mineral industry to evolve one. In the absence of such a policy the administrative agencies of the government can hardly be expected to be consistent or really effective in their handling of mineral problems, domestic or foreign. Basic Facts MINERAL reserves are unequally distributed among the nations. The principal world supplies are grouped around the north Atlantic, and nearly three-fourths of the world's total is controlled politically and commercially by English-speaking people. No one nation has a complete supply of the minerals necessary for modern industry; specialization, reciprocity, and large-scale movements between the nations are inherent in nature's unequal distribution of them. The principal sources of supply are relatively few compared with the nations to be served-a fact which determines broadly certain natural outlines of the world flow. National isolation with regard to minerals can be accomplished only through backward steps in industry and lower standards of living even in the nations possessing the most of the mineral supplies. A certain measure of unified commercial control, international in scope, is a natural consequence of the limited number of the large sources of supply. Mineral supplies for the world as a whole are so large that there is little need for concern about early exhaustion, but every nation has important problems of early exhaustion of particular minerals, which must affect their policies.

ANNOUNCEMENT was made in the spring of 1926 that the Boston & Maine R. R. Co. had contracted with the well known German steelmakers, Messrs. Fried Krupp, for the manufacture of 15,000 tons of basic open-hearth steel rails at the Rheinhausen Works, for delivery to Boston, Mass. The manufacture of rails in the United States has for many years been almost a national pride, and as this feeling is chiefly the result of a long-time liberal and consistent patronage of, American rails by American railroads, it is not strange that this somewhat unusual announcement should arouse more than ordinary interest. Since the end of the World War, the importation of foreign rail has been fairly large, principally because the newly created economic conditions have rendered some American competition more difficult, but the tonnage imported, for the most part, has been made up of small orders for miscellaneous use; and the contract referred to constitutes the largest single importation of foreign rail in over ten years. In 1915, the Algoma Steel Co. of Sault Ste. Marie, Canada; supplied the Illinois Central R. R. with 30,000 tons of rails,1 and various other American roads with smaller amounts. In 1902, 1903 and 1904, large tonnages of rail from abroad were purchased, the Louisville & Nashville R. R. alone obtaining 30;000 tons from German mills. It is the object of this paper, to present, in what is believed to be a new and concise form, figures showing the production and consumption of rails in the United States, and to record some of the testing and inspection results of the recent Krupp rails; also, to direct attention to two quite unique departures from American practice that were regular features of the Krupp process and which are worthy, it is thought, of careful study.

THIS report is the first of a series planned by The Mineral Inquiry, organized by the American Institute of Mining and Metallurgical Engineers to make factual studies of the world's mineral resources in their political and international relations. The efforts of The Inquiry are directed toward filling certain notable gaps in available information, without duplication of many other investigations touching this field which" are being conducted by other organizations, public and private. Much of its work is indirect-suggesting topics for study by other individuals and organizations and aiding in their planning and correlation. The present report is designed to show the nationality of the commercial control of mineral resources, in addition to the geographic distribution of production by nation-in other words, the overlapping of political and commercial control. Detailed accuracy cannot be claimed for the figures presented. For some companies division of ownership by nationality has been very difficult to ascertain, as many companies are reluctant to dis-close the extent of their holdings in other corporations, and the impossi-bility of tracing all stock ownership is obvious. Also there are frequent changes in the distribution of stock control. The percentages given rep-resent only the participation that has been identified definitely, even though it is known in some cases with fair certainty that larger interests exist, as, for instance, American participation in foreign chromite companies. In bringing' together these figures we have had the cordial co-operation of the United States Bureau of Mines, the United States Geologi-cal Survey, the Mineral Division of the Bureau of Foreign and Domestic Commerce, the Brookings Institution, and of many specialists connected with the mineral industries covered. The report does not cover the entire list of minerals. Coal, although it is one of the most important minerals, was omitted because not more. than one or two per cent of the world's production comes from mines that are owned by companies foreign to the countries where the coal is produced. Others, such as gold, are omitted because sufficient data have not yet been accumulated. It is hoped that some of these may be covered in subsequent reports. It is not our purpose here to discuss the significance of the figures sub-mitted, but only to point out the general nature of the problems on which they have a bearing.

THE outstanding fact of the mineral world today, at home and abroad, is the surplus of current production, and particularly of capacity for production, over current requirements. This is not by Any means a new condition, but never before has it loomed up in such' menacing form. - Those of us who have devoted most of our professional efforts to the discovery and development of 'new mineral supplies now suddenly find ourselves with the job apparently accomplished, waiting for some one else to find an outlet for excess mineral production before we can further. The management of the industry is in much the same boat. The psjrcho16gy of the industry has been so grooved in the direction of acquisition of, minerals that at the present moment the mineral industry confronts the new problem of surplus in more or less of a daze.

MANUFACTURE is the transformation of material by the application of energy and power. The energy of a man exerted throughout a day is equivalent to about one horsepower-hour of mechanical work an amount which can be purchased for less than 2c. It is evident that manual labor is uneconomical if mechanical energy can be applied effectively, or without disproportionate expense. Since manual energy is relatively so costly, economy demands that mechanical power be employed so as to reduce the human effort connected with mining operations to a minimum. Power, like other commodities, is most efficiently produced in large quantities. Mechanical transmission, once prevailing, is being rapidly superseded by electric drive. There are many reasons for this change; such as increased production, ease and accuracy of control, convenient application, ease of moving, etc.

Notwithstanding the growing importance of this subject, no work specially devoted to it has hitherto been published. Bearing these two points in mind, I have from time to time published observations with a view to unite both interests,—that of the producer and that of the consumer,—and to reduce the specifications and the forms of sections to standards, or types, in order to facilitate the execution of the works and to improve the construction of permanent way. The Swedish government railways, as well as private companies owning railways in Sweden, Norway, and Denmark,.have during the time above mentioned consulted with me and intrusted to me their rail inspection. I therefore owe to these countries much of the opportunity which I have enjoyed of gaining experience and position. Next to Sweden, America is the country which has most liberally favored me with its confidence in placing these matters in my hands. Through circumstances not under my control there has been little exportation to, and less work done by Europe for, America during the last six years; but the recent revival of the rail trade has been the more gratifying to mo, seeing that almost all the importers of American rails are still specifying for the Sandberg rail sections and inspection. It is therefore with feelings of gratitude that I now beg to lay before the American Institute of Mining Engineers, and I hope, through that body, before the American railway world, the results of some experience which I have gained in the execution of work for their country, and which therefore belongs rightfully to

REGISTRATION and licensing of engineers is now being given consideration by a special committee of the Institute, authorized at the March meeting of the Board of Directors. The subject is one that has recently been or is now actively before engineering organizations in many of the States of the Union. In Washington, D. C., the Washington Society of Engineers and the local sections of ten national engineering societies, including the A.I.M.E., recently had a joint committee investigate the subject: this committee formulating a proposed law that has been presented to Washington engineers for their consideration. At the same time, the committee has summarized the reasons for and against registration of engineers in Washington, D. C. As many of these reasons are of more than local application, they are here reprinted so that all members of the A.I.M.E. may be informed on the subject. It is expected that some report of the Institute's Committee on Registration, State Councils and Professional Development will he made at some forthcoming meeting of the Board of Directors.

IN ref. 1, on the basis of tension and torsion experiments with single crystals of a brass, the values given in Table I were obtained for elastic coefficients. It was pointed out by Zener that the values for the 71.2 pct Cu were not satisfactory, since they resulted in a negative value for the bulk modulus, namely —4.17X1012 sq cm per dyne. In reevaluating the data of this investigation, it was determined that the reason for this negative bulk modulus lay in the extrapolation of the reciprocal Young's modulus to the zero value of the orientation function shown in Fig. 5 of ref. 1. This extrapolation was reevaluated by the method of least squares (50 pct probability) and a new value of the coefficient S,, was determined as 18.9220.42X 10M sq cm per dyne in lieu of the value originally reported of 18.82x10 sq cm per dyne. This new value of S, leads to a new value of S, of — 9.43 X101" sq cm per dyne. The values of the other coefficients are unchanged. results. This value compares with the value of 12.3X10 sq cm per dyne reported by Schmid and Boas? The new results are summarized in Table 11. These results follow similar qualitative trends, previously published,' relative to the effect of zinc content. However, the derived values of C11, C,, C,, and K are so sensitive to the uncertainty in the first decimal place of the S, values that they are probably not useful. This uncertainty must also apply to the previous results of Masima and Sachs," who obtained S, values from a similar extrapolation drawn wholly above their data points. MCCARTHY At a meeting of the members of Columbia Section, which was held in the Davenport hotel, Spokane, Wash., Jan. 31, 1919, at noon, there were present' about twenty members and guests. The chairman being absent, Mr. Frederick Keffer presided. The Secretary announced the personnel of the executive committee of the section, which is: J. C. Hass, Spokane, Chairman; W. J. It was stated that the geological survey and report on Stevens Co., Wash., has been completed and will be printed soon. The geologic survey of Colville Indian reservation, by J. T. Pardee, U. S. G. S., has been published as Bulletin No. 677 and is available for distribution, The Miner's Almanac, Miners Circular No. 24, U. S. Bureau of Mines. is also available upon request. There was considerable discussion on the program for meetings during the year. It was informally agreed that, if agreeable to Coeur d' Alene members, that one meeting should be held in that district, preferably at the time of the annual visit of Institute officials. It was also proposed to hold at least one open-air meeting in Spokane with suitable program. The activities of other sections were noted with favorable comment. In this connection there was much general discussion on the subject of closer relations between the national engineering societies. It was agreed that cooperation was desirable and imperative if the greatest measure of value be realized from the profession. It was not the sense of the members, however, that complete amalgamation is desirable. This expression of local sentiment is to be presented to the Institute

INTRODUCTION. IT is unnecessary to repeat here the contents of many valuable contributions to this subject which have appeared in the Transactions and in the publications of the U. S. Geological Survey. As a basis for the further suggestions of this paper, the following are the most important: 1. The investigation of J. R. Don,1 showing the gold of certain Australasian veins to have been deposited by ascending solutions, and not by lateral secretion. 2. The theory of Prof. Posepny,2 distinguishing the vadose from the deep circulation, and ascribing the origin of certain classes of ore-deposits to ascending solutions of the latter class. 3. The theory of Prof. Van Hise,3 as to the underground circulation and the primary enrichment of veins thereby. 4. The paper of Prof. J. F. Kemp,4 showing that ore-deposits are largely the products of " expiring vulcanism." Many of Prof. Kemp's, ideas have been widely adopted by mining men. 5. The theory of secondary enrichment, so lucidly expounded by Mr. S. F. Emmons.5 This theory, dealing with, the rearrangement of ore-bodies after primary mineralization, has been generally adopted, and seems to me to have been as completely proved as the nature of the case permits. A joint statistical report released by the U.S. Department of Commerce and U.S. Securities and Exchange Commission indicates that business investment in new plants and equipment is expected to total $81.8 billion during 1971. This figure is based on the findings of a survey conducted in late April and May and reflects about a 1 ½ % decrease in investments from the $83.1 billion projected in February. Mining, on the other hand, is still in a bullish mood and is expected to spend $1.99 billion in 1971 compared to $1.89 billion in 1970 and $1.86 billion in 1969. Based on figures quoted above, mining investment in 1971 should show a 5.2% increase over 1970. Carl E. Bagge, president of the National Coal Association, was the dedicatory speaker at the new Milton R. Young Station of the Minnkota Power Cooperative in North Dakota. This new power plant incorporates many innovations which have overcome the problems of using the low-cost lignite abundant in the area. According to Bagge, this development and President Nixon's recent request for an extra $10 million for coal gasification plants is helping the region lead the way in providing for the power needs of the future. He also maintains that gasification of coal can reconcile coal consumption with the demand for cleaner air, and also assure the nation of adequate pipeline gas.

TWO years ago the Committee on Latin American Education Relations, Mineral Industries Education Division, started a study of mineral industries education in the Latin Americas. Information was obtainable only with great difficulty. Some information was available piecemeal but no complete resume had ever been assembled. Initial assistance was gained from the United States Office of Education and the Pan American Union. This, and first-hand knowledge of the writer, provided a list of colleges and universities which were believed to offer work lead. ing to a degree in one or more branches of the mineral industries. Detailed information could be obtained only by direct contact with each university through air mail service. Questionnaire letters were sent to officials of 34 colleges and universities. Twenty-one gracious replies were received. Fourteen of the colleges and universities concerned offer curricula in mining, five in metallurgy, three in petroleum, seven in geology, one in geographical engineering, one in topographical engineering, and one in geophysics. Two institutions offer advanced training in petroleum engineering. No institution offers any courses under the caption of ceramics or fuel technology.
