The Library of the above-named Societies is open from 9 A.M. to 10 P.M., except on holidays. It contains about 70,000 volumes and 90,000 pamphlets, including sets of technical periodicals and the publications of scientific and technical societies. Members of the Institute, with few exceptions, are forced to spend a portion of their time in localities isolated from sources of information. To these the Library, through its Library Service Bureau, can render valuable service through correspondence; letters requesting information will receive especial attention. The Library is prepared to furnish references and photographic copies of articles on milling and metallurgical subjects; to determine the existence of mining maps, arid to furnish general information on the geology and mineral resources of all countries. All communications should be made as definite as possible so that the information received may be what is desired and not include collateral matter which may not be of interest. The time spent in searching for such collateral matter will be saved, and the information will be sent more promptly and in more usable shape.

Restrictions on the use of zinc will be a thing off the past in a few months. Government allocations on the metal are also expected to go by the board. Concurrently, action is also expected in reference to lead allocations. Government stockpile goals for zinc have been reached. The International Union of Mine, Mill and Smelter Workers lent support to United Steel Worker demands and at the same time put in their own bid for a 25-cent an hour increase at a meeting held in Denver. While backing the USW, the IUMMSW charged the Steel Workers with membership raiding. Iron and steel companies producing about 92 pct of steel ingots in the United States, showed nearly a 13 pct decline in net profit during 1951, compared with the previous year, despite a 22 pct increase in their combined revenue. Federal income tax rose 61 pct, to more than 012 million. New iron ore reserves are being sought in Canada by Jones & Laughlin Steel Core, The company has acquired exploration options near Petersborough on the north shore of Lake Ontario in Durham, Northumberland and Frontenac Counties. *'A fourth property is southwest of Ottawa, in the Kingston, Ontario area..

The US Department of the Interior, Bureau of Mines conducted laboratory tests to devise a process for recovering a marketable grade of tungsten from the brine of Searles Lake, Calif. The brine contains only 56 ppm W (70 ppm W03). Using ion exchange resins synthesized by USBM chemists, 98% oft he tungsten was extracted from the brine and 92% of the tungsten was recovered as a marketable iron-tungsten concentrate containing 44% tungsten as tungsten trioxide. Although major technical problems have largely been resolved, research is progressing to escalate testing in a process research unit to provide more reliable data for an economic appraisal.

Much criticism has been directed at the Coal Mine Health and Safety Act of 1969 from many sources, but few specific charges have been leveled, at least publicly. Yet, if the criticism is truly valid and can ever hope to become constructive, the issues must be approached head on. Therefore, the authors consider this an initial article and invite responses from others for contributions in subsequent issues. Dialogue is today's popular term and perhaps many of the problems associated with the implementation of the Act are the lack of communication between interested parties. There are two criticisms generally made concerning the philosophical approaches taken in the Act. The first is that there is an over-kill in some of the legislation, some provisions are not justified based on past accident history and economic considerations. Generally speaking in this category, no order of priority was considered consistent with safety and economy. The second category includes those situations where new provisions were imposed to improve safety in one area without adequately considering the consequences in another area, let alone the economics of the situation. While the authors do not always agree with the placement of items in these two categories by some industrial representatives, they will give specific examples that they believe may have a certain degree of validity.

No early records of coal in Iowa have been found, although it is very probable that coal along the Mississippi, in the northeastern corner of the state, was seen very early. The United States Census of 1840 showed a production of 400 tons, mined of course in 1839, and the earliest mining, was in Jefferson and Fairfield Counties where the coal was hauled by wagons to shops in the Mississippi River towns years before any railroad was built in the state. In 1840 mines were opened in Van Buren County, near Farmington and Douds, and in Scott County, near Jamestown, all of the product being used locally.' In 1844 D. D. Owen reported seeing mines in the tongue of land between the Rock and Mississippi Rivers, in one of them the coal being 5 to 6 ft. thick, and several other seams south of this locality? In the, late forties a number of small mines were opened in various parts of the state, and in following years in practically every county having coal. The Mystic seam was first opened in 1857 in Appanoose County, since then consistently one of the large producing areas in the state. Consumption was local until the Milwaukee Railroad was built through the county in 1887.1

THE present note, which was given in the form of a Research in Progress item,' traces the origin of secondary recrystallization grains produced on annealing a cold rolled bicrystal specimen. The investigation began with the realization that a recently acquired conception for the origin of secondary grains produced on annealing cold rolled single-crystal specimens might require modifications for the case of polycrystalline materials. The stated conception2,3 begins with several conditions to be met by primary recrystallization: 1—a primary re-crystallization structure to consist of many small primaries and relatively few large primaries (diam- eters two or three times the average); 2—a primary recrystallization texture to consist of one strong preferred orientation or component and one or more weak components; and 3—a primary recrystalliza-tion structure-texture combination with some of the large primaries belonging to the weak components of the texture. In connection with the paper of Mr. Locke on Gilsonite or Uintahite (Trans., xvi., 162) read at the Salt Lake session of the Utah and Montana meeting, in July, 1887, the following data may be of interest and value. In December, 1887, I received from Mr. William Wagner, Seeretary of the Denver & Rio Grande Railway Co., a box of specimens of an asphaltic mineral from Utah. In the course of the correspondence which followed, I learned that the box had been forwarded by Mr. J. A. McMurtrie, of the firm of McMurtrie & Streeter, railroad contractors, Denver, Col. Mr. McMurtrie was, in 1883, chief engineer of the Denver $ Rio Grande Railway, and the mineral mas first brought to his attention in that year by Mr. Thomas H. Wigglesworth, who was then employed in making preliminary reconnaissances for wagon-roads to be used in constructing the Utah extension (now the Denver, Rio Grande $ Western) of the railway. Mr. Wigglesworth, I understand, was subsequently chief engineer of the Colorado & Utah Midland, and is now again employed by the Rio Grande. One hundred and twenty miles of hard travel over steep ridges almost due east from Fayetteville, on the St. Louis and San Francisco Railroad, about 100 miles from Eureka Hot Springs, or 75 miles northwest from Batesville, will bring the traveller to the waters of the Buffalo Fork of the White river, in a wild, thinlysettled, heavily-timbered country, now being prospected quite actively for zinc, and known as the Buffalo or Rush Creek district. Excepting here and there a piece of bottom land, patented before the discovery of zinc, the land is unoccupied Government land, and subject to entry under the United States mineral laws. Claims are now being taken, 600 by 1500 feet, but a movement made this summer, if successful, will largely modify the position of claim-holders. A few claims are now being filed under the Placer Act on the ground that as the zinc occurs as a horizontal, sedimentary deposit, etc., it can only be properly so classified. The annual meeting of the St. Louis Section was held at the St. Louis Club, Saturday evening, Mar. 10, 1917. Philip N. Moore, President, and Bradley Stoughton, Secretary of the Institute, were the guests of the Section. The meeting was preceded by a dinner, at which 70 were present, and was presided over by F. W. DeWolf. Addresses were made by Mr. Moore and Mr. Stoughton. The routine reports of the officers were- presented and the Executive Committee named above was elected for the current year. The special business of the meeting was a report of progress concerning the arrangements for the Institute meeting to be held in the St. Louis Section district, Oct. 8 to 13, 1917. The general program for the meeting met with the cordial approval and cooperation of the members of the Section. The use of ammonia as a leaching agent has been well-documented but only recently have its advantages been fully exploited on a commercial basis. When compared with conventional sulfuric acid leaching processes, the major advantage of ammoniacal systems is their ability to reject iron and many acid consuming gangue materials. Although metallic copper, nickel, zinc, etc. are dissolved rapidly in ammoniacal liquors at ambient temperature in the presence of air the sulfide ores of these metals are more resistant to this treatment. Sherritt Gordon Mines in Canada treats sulfide concentrates at its Fort Saskatchewan plant under pressure with ammoniacal am- monium sulfate solution to solubilize the non-ferrous metal values. Typical leach operating conditions are 80-95°C and 115- 128 psig. Although the metals present in the ammonical solution could be recovered via solvent extraction techniques, Sherritt Gordon Mines currently operates a pressure reduction process using hydrogen to yield metal powders directly from the ammoniacal solution. The basic Sherritt Gordon technology has been applied world wide for the treatment of nickel/cobalt concentrates.

THE fall meeting of the Petroleum Division of the American Institute of Mining and Metallurgical Engineers will be held in Fort Worth on Oct. 19 and 20. The Texas Hotel will be headquarters. for this meeting, the technical sessions being held in the ball-room of the hotel. During the evening of the nineteenth a smoker will be held at the Fort Worth Club. In working out the program for this meeting, J. B. Umpleby, vice-chairman for production engineering, considered it especially desirable to offer as complete a discussion as possible of the subject of air-gas lift, its theory and practice, and its relationship to gas-oil ratios. The entire first day will be devoted to sessions on this subject. One session of the second day will be devoted to the use of electricity in oil-field operations and the second to the handling of congealing oils and paraffin. In addition to this program there will be one or more sessions when petroleum engineering research problems will be discussed. This meeting of the Division is primarily devoted to production engineering, as will be seen from the pro-gram. During one of the sessions, however, a brief review with forecasts of the production situation will be presented.

GEORGE K. BURGESS,* Washington, D. C. (written discussiont).-Professor Sauveur refers to the International Aircraft Standards Board in terns that would indicate his non-familiarity with, the organization and the working of this Board which, of course, is excusable on account of Professor Sauveur's absence in Europe at the time. He implies .that the work of this Board was entirely dominated by American interests, whereas diametrically the opposite was the case. The Board, was organized for the purpose of facilitating purchase in the United States, on the basis of common specifications, by the Allied air, services in the United States, and the Board performed a very valuable service in unify-ing the specifications of Italy, Great Britain, France, Canada, and the United States for such purposes. The proceedings of the Board were car-ried out on the basis of unanimous agreement of the representatives of the five countries and all the members from each of the countries were technical specialists or, had the advice of technical assistants. It would be difficult to find an instance of greater unity of purpose, readiness to' compromise, and efficient production than was shown by this Board, which produced seventy-eight specifications, in the preparation of which representative American manufacturers appeared before the Board.

STEREOGRAPHIC projections of hcp metals depend upon the c/a ratio. Hu1 has recently published standard projections for titanium (c/a = 1.5873) of the (000l), the basal plane, the (1010), the most prominent slip plane, and the (1012), the most prominent twinning plane. Caplan et a1.2 and Hul have also published tables of angles between poles of planes, between directions, and between directions and poles of planes. From these tables standard projections and double stereograms can be constructed. However, by using the on-line CALCOMP plotter with a CDC 3800 computer, direct plots of standard stereographic projections of titanium (c/a = 1.587) have been made.

The following petition for amendment of the constitutional provisions relating to qualifications for membership in the Institute, signed by 75 members, of whom 27 are members of the Committee on Increase of Membership, was received by the Board of Directors, was printed on the program of the New York Meeting sent to all members early in January, and is now being voted upon by the membership: In accordance with the terms f Article X, we hereby propose the following amendment to the Constitution, Article II, Section 2: Members shall comprise all those persons who on the third Monday of February, 1918, were members of the Institute, and in addition thereto, all those thereafter, elected or transferred into the, class of Members. A person to he eligible for election or transfer into the class of Members must he at least 27 years of age and must have had at least six years' employment in the practice of engineering, mining, geology, metallurgy or chemistry, during at least three years of which he must have held positions of responsibility in one or more of these fields. Graduation from the scientific course of a college, approved by the Committee on Membership, shall be considered equivalent to two years' employment, as required in the previous sentence.

Cesium metal isn't on the government's list of priority materials for stockpiling, but it may be getting a big lift in that direction. Both the National Aeronautics and Space Administration (NASA) and the Atomic Energy Commission (AEC) have committed themselves to a long-range research program the outcome of which may boost annual domestic production to 37,000 lb by the year 2000. This would represent a sixfold increase in cesium consumption over the figures reported in 1968. To accomplish this dramatic increase, there must he some equally dramatic breakthroughs. Recent research efforts designed to shake the metal from its lethargic status in world markets have been concentrated in the areas of ion propulsion, thermionic power conversion and magnetohydrodynamic (MHD) power generation. The activities in these areas, all of which attempt to make use of cesium's unique properties, may lead to a practical method for converting nuclear energy into electricity and a cheaper and more effective alternative to liquid propellants used in long-range space flights.

THE TTT-curve for the beginning of transformation in hypoeutectoid steels containing appreciable amounts of relatively strong carbide-forming alloying elements often exhibits a "bay" at intermediate temperatures. In many of these steels, proeutectoid ferrite is the initial product of the decomposition of austenite not only at temperatures above the bay but also in an appreciable temperature range below the region of the bay. Hultgren has postulated that ferrite formed above the bay, termed "orthoferrite", contains the equilibrium concentration of alloying element at temperatures above the eutectoid range, and the extrapolated metastable equilibrium concentration at lower temperatures. The ferrite formed below the bay, on the other hand, termed "paraferrite", was assumed to inherit completely the bulk alloy content of the austenite without regard for the compositional requirements of equilibrium. As shown schematically in Fig. 1, the two types of ferrite were taken to have different Ae3 temperatures and different C-curves on a TTT-diagram. Their different kinetic behaviors were thus considered responsible for the bay in the TTT-curve for the proeutectoid ferrite reaction in this type of alloy steel.

At a time when mill availability is at a premium, production costs are rising, and lead time for mill liner casting is a year or more, mill liner design is an important factor in ore grinding. Testing and selection of the optimum liner profile for a given set of mill operating conditions can improve mill capacity, reduce liner wear rate, and lengthen liner life. The mill liner that grinds best, lasts the longest, and costs the least is a necessity for economic mill operation. After testing four mill liner profiles for 3.96 X 3.65-m (13 x 12-ft) overflow ball mills, Climax Molybdenum Co. found that an improved design increased mill tonnage by 2.72 t/h (3 stph) while reducing finish grind by 1.7% minus 100-mesh, reduced liner wear rate, and almost doubled liner life.

Through a progressive laboratory and pilot-plant program Jones & Laughlin Steel Corp has analyzed and corrected mine drainage pollution problems at all of its coal mines. In conducting this program, the company found no "typical" drainage discharge. Each discharge point at each mine was unique, so that varied approaches were needed to eliminate stream pollution. To illustrate the variety of these approaches, the treatment of drainage from foul, discharge points at three mines in Pennsylvania will be considered here. The flows and critical analyses of the drainage sources and treated effluents arc shown in Table I. Hydrated Lime Works at Thompson Borehole The discharge stream from the Thompson bore- hole at the Vesta No. 5 mine flowed into a small branch creek where it created a "yellowboy" deposit and affected aquatic life. Investigation indicated that hydrated lime would neutralize the acid and precipitate ferric iron without aeration. Treatment of the 150.000-gpd flow, however, created about 4000 gpd of wet sludge for which there was no nearby accumulation site. With State approval, this sludge was deposited through an unused borehole into an abandoned section of the Vesta No. 6 mine several miles away.

Metallurgical Engineering Volume I, by Reinhardt Schuhmann, Jr. Addison-Wesley Press. $7.50, 390 pp., 1952. -This first volume, engineering principles, of a two volume work, is intended by the author to meet a need for reorganization of instruction in extractive metallurgy. Its three main objectives are to organize the subject matter according to basic principles and unit processes; to integrate the underlying science of physical chemistry with metallurgical engineering; and to put greater emphasis on analysis and quantitative solution of engineering problems. Vol. I deals with unit processes, stoichiometry, thermodynamics, fuels, fluid flow, heat transfer, pyrometallurgical systems and refractories. Vol. II will take up the individual unit processes. Initiation and Growth of Explosion in Liquids and Solids, by F. P. Bowden and A. D. Yoffe. Cambridge University Press. $4.50, 104 pp., 1952.-The book is a study of decomposition by impact and by friction of explosive substances and deals mainly with the work of the authors and their collaborators. Research is still in progress but results thus far indicate that the mechanism of initiation is relatively simple. Findings are thoroughly discussed, and the latter part of the monograph describes the way in which a small nucleus of decomposition can grow into a large scale explosion.
