Albert Ludwig Serlo was born February 14, 1824, at Crossen-on-the-Oder. After completing his school-studies and his training as a mining official, he received in 1851 an appointment as Royal Manager of salt-works (Salinenfactor) and member of the Administratioll of Salines at Konigsborn, near Unna, Westphalia. The issue of new regulations for the training of higher State officials in the Department of Mining, Metallurgy and Salines, led him to pass in 1856 a special examination for the rank of Assessor, in consequence of which he was called to Berlin, to serve for a few months as an assistant in the Ministry of Commerce, which had charge of mining, etc. In the same year he became Bergmeister and member of the mining administration at Bochum, Westphalia, and in 1858 Oberbergrath and member of the provincial administration, called the Oberbergamt, having its headquarters located at Dortmund. It is the author's opinion, based on many field experiences over several years, that it is usually better to design a rougher flotation circuit with long rows of rougher cells for high tonnage capacity for maximum recovery and better operating efficiency than the alternative of a greater number of shorter rows with proportionately less tonnage of feed per row. Recent plant studies and tests in the 12,000 ton per day flotation plant of the Atlas Consolidated Mining and Development Corp., Cebu, P. I., have given further substantial support to this opinion. There are two flotation sections in this concentrator: 1) Section 1, treating half the tonnage to the total mill, has eight rows of rougher cells, each row containing 360 cu ft of cell volume. Because of increased pressure from federal and state regulatory agencies, most acid flows will require some sort of treatment prior to being discharged to receiving streams. In many industries, the volumes of liquors are large and their acid content varied. Development of a waste treatment process minimizing equipment cost and utilizing land efficiently is mandatory. Methods of acid neutralization with lime have been known for years, however, the volume and characteristics of the resultant precipitated solids can create a disposal problem. Also, when standard lime treatment is used, the settling characteristic of the precipitated solids is normally slow. In some instances, the necessity of added dissolved solids removal, such as iron, needing aeration, add to the problem of concentrating neutralized solids.

For the producer of industrial rocks and minerals, marketing is often the only means of survival. His material must be sold. There is little of the impersonal force of the market regulating supply and demand. No commodity exchanges facilitate his efforts to dispose of the material he produces, and the success or failure of his business depends primarily on prompt and correct response to market needs and requirements. This response is particularly vital where materials of low unit value must be shipped to distant consumers owing to a relative rarity of suitable deposits. The advantage of positive response to change can best be illustrated by hypothetical cases showing how problems can be turned into opportunity through marketing ingenuity. Three such cases dealing with materials of unit values in the range of $5 to $100 per ton are outlined below.

Mineral industry decision-makers are frequently required to select between competing equipment. Various criteria and methods are currently being used, and this writer would like to suggest a method recently tested on two large power shovels in an open pit mine. An initial examination of both shovel A and shovel B indicated that the latter should give the best overall results. since: 1) It swings 13% faster; 2) it carries a dipper with 23%: greater capacity; 3) purchase price is 8.6% lower; 4) shovel weight is 12.5% greater; 5) it has considerably greater bail pull under most operating conditions; 6) the electric controls are of a more modern design. However, shovel B has half the service life. With these points in mind, shovel A was selected by The Buckingham Method, an operations research technique.

A university is a place to build minds and develop leaders. It provides the tools necessary for the development of new ideas which come from the inquisitive mind and is one of the stepping stones to management responsibilities for the truly ambitious. However, it is not always a financially sound investment! Lately, there have been several articles published on the economic advantages of a college education. These articles tend to average wages together according to education and years of service. Their tabulations generally include the chairman of the board, various vice presidents and plant managers and do not reflect the achievement of the average graduate. They consistently fail to include an analysis of the investment a college education requires. In reality, the bright high school graduate would make more real money over a 20-year period if he went directly to work "on the hill" than he would if he graduated from college. Furthermore, he would find little difference between his wages and those of the college graduate in the period from 20-30 years after high school graduation.

Both drilling and production of oil decreased in Rumania during 1935. The drilling totaled 1,042,041 ft. and production 61,973,938 bhl., being a decrease of 8.5 and 1.6 per cent, respectively. Wells completed during the year totaled 198, of which 168 were oil wells, compared with 238 and 215, respectively, of 1934. No important discovery was made during the year. The only new field found was Valea Calugareasca, where the Credit Minier completed a small well on the westward plunge of the anticline. Drilling higher on the structure will probably prove the field to be of greater importance than the results of the discovery well indicate. The only other developments of importance were the extension of the Bucsani field, the opening up of a new area on the northeast of the salt at Moreni by Credit Minier and a minor extension of the West Gura Ocnitei field. At Calinesti, on the cast extension of the Moreni field, exploration work continued and a gas well was completed, but oil in commercial quantities is yet to be found.

One of the problems facing both the designer and the user of magnetic separators is the evaluation of the body forces acting on particles in the magnetic field of the separator. Perhaps the most elegant method of evaluating the body force associated with a drum-type magnetic separator is that recently suggested by W. F. Brown.' Brown measures the radial component of the field intensity 1/2 in. from the drum surface and fits a Fourier series in the angle about the drum axis (Fig. 1). The Editor, with the full realization of his own forgetfulness of political duties until it is brought to his attention perhaps by some unfavorable election already. consummated, wishes to remind the thinking men who compose the body of the membership of this Institute that never before in the history of the country has it been so important that we should be represented at Washington, and in our State Legislatures, by men of vision, high character, courage, broad experience in the more important affairs of life, and undoubted loyalty. Let us all endeavor to secure the nomination and election of this type of man, and let us, each in his own district (which collectively will represent practically every important locality in the Union) carefully scrutinize all candidates for election and work for the-best one who seems to have any chance of being. successful. Let its place ourselves in communication with political leaders, newspaper men of prominence, and public men generally, strengthening our own appreciation of the importance of the election at this time and cooperating for the purpose of obtaining candidates of the highest character. Upon the men of intellect depends chiefly the burden of wise selections at this time. Congressional elections will occur this Fall in the following states:

The Library of the above-named Societies is open from 9 A.M. to 10 P.M., except on holidays. It contains about 70,000 volumes and 90,000 pamphlets, including sets of technical periodicals and the publications of scientific and technical societies. Members of the Institute, with few exceptions, are forced to spend a portion of their time in localities isolated from sources of information. To these the Library, through its Library Service Bureau, can render valuable service through correspondence; letters requesting information will receive especial attention. The Library is prepared to furnish references and photographic copies of articles on mining and metallurgical subjects; to determine the existence of mining maps, and to furnish general information on the geology and mineral resources of all countries. All communications should be made as definite as possible so that the information received may be what is, desired and not include collateral natter which may not be of interest. The time spent in-searching for such collateral matter will be saved, and the information will be sent more, promptly and-in more usable shape.

FROM newspaper reports circulated in Indonesia, it seems quite obvious that many people, even the left-wingers, have serious doubts concerning the wisdom of the Indonesian Government in nationalizing the Bangka Island tin mines, formerly operated by the Dutch Billiton Co. Chief source of American dollars for Indonesia has been the 34,000 ton tin production of its mines. Right now, both left and right are concerned with whether the Government will be able to maintain and increase current production. The right wing Moslem party newspaper, Mimbar Indonesia, stated: "It will no longer be possible any more for radical labor leaders to find foreign scapegoats and tell the workers they are working only for foreign interests and foreign managements. It is up to labor now to increase its labors for the national good. It will be a new experience, and the problem is whether we are capable enough to manage these important mines."

Utah International's Shirley Basin Mine is located in the Southeastern High Plains of Wyoming at an elevation of 7100 ft. The Shirley Basin area is a gently rolling semi-arid land. The uranium ore zone occurs at depths ranging from 270-350 ft below the surface. Overburden consists of poorly consolidated sandstones, siltstones and clays. Underground mining was begun in 1960. Conditions were made difficult by high rates of water inflow and ground support problems. Development of a solution mining or in-situ leaching technique allowed underground operation to be abandoned in 1964. Solution mining provided limited production from 1963 to July 1970. In January, 1969, large scale development of open-pit mining was begun. A 1200 tpd mill went on-stream in March, 1971.

The airborne geophysicist is a busy man these days. In his plane he may have the airborne magnetometer, the airborne scintillation counter, and the airborne electromagnetic surveying system. Each of these is an independent tool, but all require additional auxiliary equipment for locating the aircraft in space: recording altimeters and Shoran or aerial cameras. Now there is still another piece of equipment, the airborne magnetic gradiometer, an accessory to the magnetometer. To understand its uses, consider the function of the magnetometer itself. Aside from detecting magnetic ore, the airborne magnetometer finds greatest use in spotting intrusions of igneous material. Where there is enough contrast in magnetic susceptibility of igneous rock and adjacent formations, it outlines the intrusion. Certain minerals also influence the magnetometer directly, but with the exception of magnetite and possibly one or two others, their effect is weak and can be detected only when there is sufficient ore and the magnetometer flight passes very close to it.

MANY recent contributions in the field of theoretical metallography have been concerned with crystallographic definitions or descriptions of various phenomena. The lattice orientation of the crystal being studied must be known before such definitions can be made. Practically all the metallic crystals used do not have crystal faces-other than the unknown "plane of polish"; hence resort must be had to other means of determin-ing orientations. Some use has been made of etch-figures, slip bands, optical properties, etc., for this purpose; but for. accurate results, and because of the fewer restrictions to their use, the various X-ray methods have been the most satisfactory.1 The methods that, have been used may be divided into two general classes: (1) oscillation methods, and (2) transmission Laue methods-2

A small group of members of the Institute headed by W. H. Shockley, has insistently demanded that the Institute submit to the members for letter ballot the question of our using in our publications and corre-spondence certain so-called "simplified spellings." The principal argu-ment in favor of this proposal is written by Mr. Shockley and will be submitted in full to the membership for ballot. It rests chiefly on the desirability of saving the time of school children in the learning of the spelling of the English language. A sample of correspondence had with one of the gentlemen on this subject is given herewith in order that members may see what the correspondence and publications of the Institute would look like if we adopted the proposals. This sample was chosen at random: "Onse I condemd the report ov a president of the Institute. He did not pruve his case even on paper-"a hot air profet," I sed. Time has pruved he was." "I rote yu about the muvement to better the spelling in the Institute Bulletin, etc., neglecting to say some things that I mite hav said and things hav happened since which no member ov a democratically governed society shoud stand without protest."
