Three meetings of the Institute for the presentation and discussion of technical papers were held in 1913: The 104th meeting, comprising the Annual Business Meeting as well as technical sessions, was held at New York, Feb. 18 to 20, 1913; the 105th meeting was held at Butte, Mont., Aug. 16 to 21, 1913, at which papers obtained largely through the efforts of the Committee on Precious and Base Metals were presented; and the 106th meeting was held at New York, Oct. 16 and 17, 1913, under the auspices of the Iron and Steel Committee.

The volumes of Transactions, which are published annually, contain the list of officers, rules, etc., the Proceedings, and the papers revised for final publication. (In this revision, after the preliminary publication, authors are permitted to use the largest liberty; and the changes and additions made in papers are sometimes important. It should be borne in mind by those who study or quote a paper in the preliminary edition, that they may not have in that form the ultimate and deliberate expression of the author's views. None of the industry submissions could persuade the Canadian Tax Reform draftsmen that the rate of return has had as much bearing on investors' decisions to invest in Canada as the success records of Canadian ore findings. The goverment opted for the position that mining capital goes where the ore can be found. Many tax incentives which were available until the end of 1971 have been greatly reduced. However, it is still recognized that new ventures in exploration and development of natural resources deserve a break even if there is reduced recognition of the established and highly successful members of the industry unless they continue to search and develop. The latter will also get some breaks for processing beyond the prime metal stage.

The invention to be described in this paper is the work of Frederic A. Halsey, Engineer for the Rand Drill Company, of New York, and its use mill abridge the notable wastefulness of power of the striking rock-drill, and, at the same time, increase its capacity for work. That the older type of rock-drill is wasteful in power, is generally admitted; the cause being the use of steam* without expansion, arid the "cushion" of the blow, by the incoming steam upon the lower † end of the piston before the cutting tool strikes the rock.

The surface charge, electrokinetic potential and surface conductance were studied for silica, alumina and rutile as the functions of PH and concentration of 1-1 electrolyte solutions. The adsorption potentials of potential-determining and specifically adsorbed ions were calculated from isoelectric and zero charge points on the basis of Stern equation and thermodynamic description. From surface conductance and charge data the mean ionic mobilities in double layer were estimated. The results give some information about the real structure of oxide-electrolyte interface and gel-layer concept.

Today, the employment of the modern hammer drill, using hollow steel, with air or water to expel the cuttings from the drill hole, is the rule rather than the exception in practically all rock-drilling operations. There is considerable carelessness in the matter of keeping the hole in the drill steel properly opened. Plugged steels wholly or partially, prevent proper operation of the drill, whereby drilling speed is retarded, water tubes are bent or broken, and time is lost in tink-ering, or, as often happens, the drilling gang is idle while someone makes a trip to the shop after another drill steel or water tube. To relieve this condition, the Ingersoll-Rand Company has developed, as an auxiliary to the Leyner sharpener, a new device-the Leyner shank and bit punch.

The last statement I made was that the loss of antimony, during those tests, increased with the temperature, and that up to 372° C. there was no loss whatever in antimony, also that it increased to 4:2I per cent. with 545° C., the highest temperature that we obtained in our small furnace. ROBERT H. RICHARDS.-I should like to ask a second question, and that is, is it not true that stibnite can be roasted more completely than any other sulphide?

New York was bathed in pale winter sunshine and, surprisingly, coatless weather. The time was the AIME Centennial and 100th Annual Meeting. From advance peeks into the fabulous schedule of events we were well aware that the Centennial Committee, New York Host Section and AIME staff' had pulled out all the stops, laying on the best of everything, but the weather gimmick was the frosting on the cake. The Formal Greetings Session on the first morning, Joe Alford confided, was the greatest AIME experience of his life. Without doubt the honor bestowed on AIME by the greetings and felicitations of the presidents of the world's leading professional engineering societies was the greatest moment in AIME history-save one. That one exception was in 1928, when 1920 AIME President Herbert C. Hoover was elected President of the United States.

THE abundance and value of the tellurium minerals of Colorado is well known, but, as yet, few analyses have been made of them, and I offer these as a small contribution to the chemistry of these valuable ores. 1. Native Tellurium.-The specimens from which the analyses of this mineral were made are from the "John Jay" Mine, Boulder County, Colorado, where it occurs in quite large masses, though mixed with more or less silica and iron pyrites. It is usually a fine¬grained, tin-white mineral, but sometimes occurs in distorted, hexag¬onal prisms in cavities in the quartz. Before the blowpipe it gives the reactions for tellurium, sulphur and iron; by cupellation, it yields a small amount of gold. What are the projected electrical power needs of the nation and of the Northwest during the next 15-20 years? No one who has researched the subject has reached a substantially different result than the following simple conclusion: electrical power requirements are doubling every decade. There are some who question the necessity of a power company's need to install capacity every ten years equal to what it has done during its entire previous history; there are even those who would argue that such growth should be arbitrarily curtailed. However, a power company must, by law, meet its responsibilities of providing the energy the public expects when the switch is thrown.
