THE needs of the World War showed the necessity of a metal stronger than cast iron which would supplement the supply of steel. So patriotic metallurgists were spurred to new efforts to improve the status of that half-breed of the metal world that had been, more or less erroneously, christened semisteel. As a result, it was developed that for certain purposes semisteel was superior to steel in the manufacture of shells. Steel, because of its greater strength and toughness, is able to carry a greater charge of explosive, weight for weight; consequently, a steel shell can be expected to cause greater destruction when used against fortifications or other inanimate objects, while semisteel, because of its comparative brittleness and its resulting greater fragmentation, is capable of inflicting more serious loss of life when used against opposing forces of men. Therefore, each has its proper place in the economy of war. For the present purpose, steel may be defined as a comparatively pure iron whose physical nature is modified by small amounts of carbon, silicon, sulfur, phosphorus, manganese, and possibly other rarer elements; while cast iron generally is limited to approximately 93 per cent. of iron, the remainder consisting of larger percentages of carbon, silicon, sulfur, phosphorus, and manganese. Semisteel may be defined as cast iron in which the carbon and silicon have been reduced to as low a point as is consistent with maintaining the nature of gray iron, and in which the remaining elements are manipulated so as to give the greatest strength.

Processes for the removal of phosphorus from iron or steel are steadily assuming greater importance in view of the abundance of high-phosphorus iron-ore and the diminishing supply of pure ore. In the present methods of removing phosphorus by the basic open-hearth or basic Bessemer process, or even by electric processes, complete control over the metallurgical conditions is either impossible or has not yet been realized. The removal of phosphorus has so long been accomplished along certain well-defined lines, that when the electric furnace made its appearance metallurgists adhered to the same old reactions used in the older processes and failed to appreciate and take advantage of the new forces at their disposal. One object of the present paper is to set forth more clearly the metallurgical reactions by which phosphorus can be removed from iron, and to show the necessity of controlling the conditions, and particularly the temperature, by means other than combustion in the furnace-chamber. Invariably, the commercial removal of phosphorus has been accomplished by oxidation. The reactions involved in oxidation of phosphorus in general consist, first, of the formation of P2O5 and second, the combination of this oxide with lime, forming calcium phosphate, which latter is held in a slag high in iron oxide. In the present-used processes, the phosphorus is never removed without the assistance or presence of considerable quantities of iron oxide. BEFORE the present company was formed, in 1916, each group of mines comprising the old organizations made its detailed daily and monthly mine cost records along the lines used before the consolidation; that is, there was no attempt made to standardize and compare the stope costs of all mines. The general cost sheets for all mines, however, were standardized, and cumulative labor cost sheets were compiled in the general superintendent's office. At most of the mines, a daily record or distribution sheet for each working place was kept, showing the number of men, hours of drilling, hours of timbering, hours of tramming, cars of ore, cars of waste, sticks of powder and feet of fuse. This information was kept by each shift boss and entered on the distribution sheet by him or, at some mines, by a tram boss. The superintendent solved his own problems under the direction of the general superintendent, but without coming in touch with other superintendents, either through records or general conferences. Probably 95 per cent. of the stopes were square-set worked by day's pay; there were some back-filling and shrinkage stopes. Many of the development places, such as shaft sinking, station cutting, drifting and raises had always been run by contract. These contracts were given, for no definite period, at so much per linear foot and were measured monthly, or when completed; the men being paid monthly. In some cases, fairness to the employee, was not maintained. On the whole, there was no standardization. There were no stope contracts, because of the objections of the Western Federation of Miners to general contracting in the mines.

In connection with theoretical studies of the dynamics and control of the flotation process, flotation cells and circuits at the Pyha- computer control of selective Cu - Zn - Fe sulfide flotation in the latter half of 1969. In this paper, the practical conclusions of these studies, conducted through simulation techniques, are summarized. The application of these results for control purposes implies a knowledge of the dependence of the flotation rate coefficients and the grade of concentrate on several factors, including aeration rate, froth depth, and reagent consumption. The relationships found in laboratory and plant scale tests are described. Off-line optimization studies, based on the relation- ships, are also described. The proposed steps in executing the computer control schedule are presented. In the first stage, a stabilizing control will be carried out using feed-back loops. A feed-forward control system which utilizes simple process models will also be tested. After these elementary stages, a proposed mathematical model of the circuit will be checked out and implemented with computer- run, plant-scale process tests. Off-line simulation will be continued in advance development of the control system. As a final step in the program optimal control of the process will be carried out through this model.

For centuries small amounts of copper have been recovered from acid mine-drainage waters. In recent years, the expansion of copper-bearing waste dump leaching for copper recovery has established a technological basis that is rapidly converting the art of copper leaching into a science. Copper leaching and recovery from solution has become an important adjunct of nearly all copper mining operations. Leaching of copper, whether from copper- bearing ore or waste, follows well established chemical reactions commonly in an acid circuit, but where leaching of copper is to be made in rock that is a high acid consumer, ammonia and ammonia carbonate, as well as cyanide leach solutions, can be used effectively. Current hydrometallurgical processes are being applied at an ever increasing rate to recover the trace amounts of copper in copper mine waste by in-place leaching. Currently approximately 300,000 tons of copper are produced annually in this manner while as recently as ten years ago, only one-eighth of this amount of precipitate copper was produced. Where copper occurs as an oxide in higher concentrations as to be classified as an ore rather than waste, then the hydrometallurgical processes are applied as percolation or agitation leaching in vats, pachuca tanks or prepared heaps. This approach gives better control over the recovery of the leach solutions, particularly in the processes where ammonia or cyanide leaching agents are to be used.

DAVID COLE, EL PASO, TEXAS (communication to the Secretary*).-I have read with great interest Dr. Gahl's painstaking paper giving us the details of development of flotation at Inspiration, and it seems to me that he has covered the ground so completely that there is little to discuss or criticize in connection with his subject. While it was in operation, the test mill in which the campaign was carried on was the Mecca of mill men and metallurgists. There was much to interest students of milling methods in addition to the flotation experiments, and readers of Dr. Gahl's paper will miss the information they hoped to get when the "pilot" mill results were. finally compiled, and I hope that the following remarks outlining from a distance some of the things that happened there will bring forth the rest of the story of the performances recorded in these important experiments. Prior to the use of flotation methods in concentration it had long been recognized that the "unavoidable" losses of sulphides were in the slime which is inevitably produced in the grinding operations required to free the minerals to be separated. Classifying the feed prior to its final stage of treatment had long been in style in milling. This assisted the sand-handling machines and resulted in lowering the tailings made by them, but at the expense of the slime-handling department; and while little was expected of the latter, the wisdom of complicating the process by hydraulic classification was being seriously questioned. A first requirement for assessing the safety of a rock slope, either artificial or natural, particularly if the rock behaves in an elastic-brittle manner, is a propw knowledge of the distribution of stresses within the slope and their development with time and advancement of workings. There are a uumber of different methods that can be used, in principle, for obtaining this information, such as (1) stress measurement in situ, (2) photoelasticity,1 (3) analytical methods, and (4) numerical methods. In cases where the stress distribution cannot be obtained by classical analytical methods, as in the one considered herein, either photoelasticity or numerical methods are norrnally used. However, actually, due to the rapid development of high-speed computers, increasing preference is given to the numerical methods. Among the latter, the most successful ones, to date, for determining the stress distribution in slopes have been (1) the finite difference method,2-4 (2) the lumped parameter method,5 and (3) the finite element rnethod.6 However, for determining gravity stresses in a natural rock slope, only the finite difference method has been used until now.7,8 A solution of the same problem by the finite element method will be shown here in which a particular reference is given to the development of tensile fracture zones within the slope. THE most important event in the history of mining in the United States was the discovery of gold in California, which led to the rapid development, not only of a new industry, but of a new empire. The settlement of the Pacific slope was making but slow progress under the inducements of a scanty commerce in furs and hides. The liberal grants offered by the government to agricultural pioneers in Oregon had attracted to the Willamette valley and other favored points in that territory a limited population; but the government of the Mexicans in California was positively unfavorable to enterprise. It is true that gold was known to exist in the country. Rumors of it were current among the trappers, and placers had actually been worked in what is now Los Angeles County ; but the padres of the neighboring mission of San Fernando had discouraged the business as demoralizing to their flocks ; and the existence of the precious metal was not widely known; still less was its distribution north¬ward suspected. The discovery of gold, January 19th, 1848, at Sutter's saw-mill, on the south fork of the American River, afterward famous as Coloma, in Eldorado County, was the beginning of the new epoch. This discovery was made by James Wilson Marshall, a partner in the mill, who observed in the debris washed down by the tail-race a glittering fragment of a mineral unknown to him. INTRODUCTION Manganese carbonates are nodulized by Cia. Mineral Autlan, located in Ongongo in the state of Hidalgo in Mexico. This kiln is fed minus 15 mm material at the rate of 1870 tpd. About 920 tpd is nodulized into a commercial product having a size range of 15 mm to 12 mm. The kiln also produces about 320 tpd of minus 12 mm fines and 40 tpd of chimney dust. Currently, the minus 12 mm fines are being recirculated to the kiln and the chimney dust is not being utilized. It has been found that there exists a market for manganese to be used as feed to the ferromanganese and silicomanganese furnaces. However, a coarse, lumpy feed can only be used in these furnaces. Accordingly, it has been proposed to screen the fines at 6 mm and agglomerate the minus 6 mm fraction along with the chimney dust and suitable binders. This paper presents the results of a feasibility study and test work aimed at producing an acceptable agglomerated product from the kiln fines for use in the ferromanganese and silicomanganese furnaces. Since the agglomerated product will have to be handled and loaded into trucks in the kiln area and transported over long distances, a minimum strength of 200 N is expected to be necessary. They should also have enough initial strength to be stockpiled and result in a minimum of breakage. A third important requirement is that the agglomerates should be resistant to disintegration during combustion. The recirculating fines were to be agglomerated in their original state, if possible, that is, without grinding. This eliminated the possibility of pelletizing as an agglomeration method. Based on a few laboratory trials, the briquetting method seemed most attractive, and a test program was initiated to explore the briquetting process.

The Library of the above-named Societies is open from 9 A.M. to 10 P.M. on all week-days, except holidays, from Sept. 1 to June 30, and from 9 A.M. to 6 P.M. during July and August. The Library contains about 55,000 volumes, including sets of technical periodicals and the publications of scientific and technical societies. Members of the Institute, with few exceptions, are forced to spend a portion of their time in localities isolated from sources of information. To these the Library can render valuable service through correspondence; letters requesting information will receive special attention. The Library is prepared to furnish references and copies of articles on mining and metallurgical subjects; to determine the existence of mining maps, and to furnish general information as to the geology and mineral resources of all countries. All communications should be made as definite as possible so that the information received may be what is desired and not include collateral matter which may not be of interest. The time spent in searching for such collateral matter will be saved, and the information will be sent more promptly and in more usable shape. The members of the Institute can be of service to the Library by forwarding copies of mining reports, maps privately issued, and similar material, which will be classified, indexed, and made available to other members. Suggestions for additions to the Library, either by purchase or personal solicitation as gifts, will be welcomed. It is hoped that members while in the city will use the Library, freely, and assurance is given that most careful service will be rendered to them.

THIS issue is about Chuquicamata and the new sulphide plant. Chuquicamata is moving into a new cycle of productivity; she has begun to give up the sulphide copper which lies deep-seated beneath the oxide ore zones in large but yet unknown quantity. After forty years of production, Chuqui may be likened to a strapping youngster, with adolescence and maturity still ahead. Mining operations are being projected-not for decades -but for generations. Although there are still many years of open-pit mining ahead, planning of future underground mining has been started. The bottom of the orebody is still unknown, but enough work has been done to show that Chuqui is one of the largest known copper orebodies in the world. Until recently, only the oxide ores have been mined and these have been treated at the rate of 50,000 to 60,000 tons per day by leaching. Construction of the sulphide plant was timed to coincide with reduction in production of oxide ores. The new sulphide concentrator and smelter, designed in keeping with the magnitude of the orebody, will be brought on the production line at the rate of 30,000 tons per day. The capacity of the plant now planned can be expanded to treat 60,000 tons of sulphide ore. Little wonder that Chuqui is a name legendary in the remotest mining circles. But to those who have known her more intimately, and there is hardly a mining camp without a Chuqui graduate, she means much more. She is an orebody that has made engineers. Reposing at 10,000 ft on the western flank of the Andes in the arid northern reaches of Chile, water is scarce, common fuels absent, and volcanoes and earthquakes add drama and hazard. It is these natural difficulties which have created the fascination and challenge which have caused many engineers to devote their lives to unlocking this treasure house of nature.

The work suggests an approach to the problem of optimally planning the drilling and development of gas fields. The approach is based on systems analysis and allows a joint optimal choice of the total number of wells in the field, their spacing in the reservoir, the diameter of production tubing, drilling dynamics, the number and spacing of drilling platforms and well pattern schemes for each plat- form as well. The optimal solution satisfies the set of technical- economical requirements and provides a minimum value of discounted total expenditures (capital costs plus operating costs). A mathematical model of the problem is presented. This work represents an extension of the authors&apos; previous investigations that formulated and solved problems of optimal drilling of oil and gas deposits by directional wells [1] and problems of optimal control of the number of active wells in multi-reservoir oil and gas fields [2], [3]. For construction of the mathematical model we choose a range (Nmin, Nmax) of possible values of the total number of wells, N, which should be drilled in the deposit. Here Nmin, Nmax are minimum and maximum numbers of wells correspondingly, that should be drilled into the reservoir. N[€](Nmin = N1, ... N[o], ..., Nm = Nmax). For simplicity a one-reservoir gas field is considered. It is assumed that: (a) wells are spaced in the reservoir uniformly, (b) there is a certain algorithm providing a uniform spacing of the given number N[o] ([0]=l, . . . , m) of wells in the reservoir, (c) the diameters of the production tubing for all the wells are the same. BITUMINOUS coal piled in heaps or bins frequently undergoes a process of spontaneous heating as the result of the absorption of oxygen. It seems probable that the first absorption of oxygen by coal which has not previously been exposed to the air may occur as a condensation or a combination of oxygen in some form which does not result in the production of carbon dioxide, but slow combustion soon begins. The absorption of oxygen is accompanied by an increase of temperature, and this by in increased rapidity of absorption; hence the dangerous condition proceeds from bad to worse, until the kindling point is reached, unless the process is interrupted. A dangerous rise of temperature can be prevented by excluding oxygen, by increasing the bulk of coal in proportion to its surface exposed, or by circulating enough air to dissipate the heat produced. The storage of coal, in practice, varies from almost complete exclusion of oxygen, by storing under water, to such freedom of access as exists when the coal is stored in open piles. Oxygen available for absorption by coal is supplied by the air in the interstices between lumps and by additional air which may enter the pile through circulation. The size, of the coal largely affects both of these supplies; for if the fragments a re small the spaces between them constitute a small percentage of the total volume, and little oxygen will be available unless the circulation of air brings in a fresh supply, while with large fragments the percentage is relatively large; circulation also is much easier through a pile of coarse lumps. In the case f lump coal, although a large amount of air may be present, the exposed surface is comparatively small and there is little opportunity for the absorption of oxygen to so rapid as to cause dangerous heating. Attempts have been made to prevent heating by allowing a sufficient circulation of air to carry off the heat generated; obviously this method cannot be applied to fine sizes nor mixed sizes.

The causes that have formed fissures in the earth&apos;s crust, and the agencies that have converted them into metallic beds, are amongst the most important and interesting subjects that can engage the attention of the mining engineer or the scientist. They lie at the very base of the whole system of vein geology, and until something like a correct theory can be arrived at with regard to them, the science as such is necessarily very incomplete. he data for such a theory, owing to a lack of careful and systematic observations in countries pre-eminently metalliferous, like Mexico and the States of Central and South America, are almost entirely wanting. Doubtless there has been abundant speculation on the subject, from the earliest times down to the present, in every country where mining has been one of the leading industries of the inhabitants. Perhaps the theory of Elie de Beaumont more nearly approaches a satisfactory explanation than that of any contemporary authority. The most recent investigations, both in Europe and on this continent, tend to produce the conviction that the phenomena of metallic fissure lodes are in some way connected with, and dependent upon, plutonic agencies— not, however, as the direct product of volcanic activity, but rather as the result of chemical agencies called into play through its aid. Active volcanoes generally produce only the well-known types of volcanic rocks, though, perhaps, well-marked cases can be shown where these contain ores of copper, etc., evidently derived from the same deepseated source as their hypogene gangue. At the annual meeting of the Institute in February, 1927, we had a comprehensive discussion of Petroleum Engineering Education. This discussion covered basic training and prerequisites, laboratories and equipment, graduate courses, availability of lecturers, geological engineering, petroleum production engineering, refinery engineering, transportation engineering and economics and management. However, there are several phases of petroleum engineering education, which many members of the Institute felt should be further discussed at this year&apos;s meeting. The first was expressed by me in a letter to those participating in the written discussion, from which I quote as follows: "We fell that the question of handling engineering graduates who enter the petroleum industry should be thoroughly discussed. "During the first five years after graduntion from college, how can these young men be best trained to be of the greatest service to the industry and at the same time do work which will be interesting and of a character which will make them feel that they are accomplishing something and making progress leading toward personal advancement?" Both the written and oral discussion would indicate three groups of opinion; first, those who advocate letting the young engineers go into the industry and take care of themselves without any supervision, direction, or guidance; second, those who advocate the taking of young engineers into the industry and letting them go through all the steps that any laborer or any other mian without a technical education would take, but with some supervision, and third, those who advocate that young cngineers should be given special training for several years after entering the industry. Of course all of these different groups are found in rnost of our industries. The Doherty training school of the Empire Gas & Fuel Co., finds its counterpart in the practice of the Gcneral Electric and Westing-house companies in the electrical industry and the Baldwin and Brooks Locomotive works in mechanical engineering.

In common with all other producing areas of the United States, Pennsylvania enjoyed increased activity and prosperity during 1937 (Table I). Prices of crude oil were better than for any year since 1930, and the Bradford average was $2.599, compared with an average price of $2.60 in 1930. Production and drilling activities were increased over 1936, although drilling for oil represented almost entirely a program of secondary development in both the water-flood areas and the air-gas repressuring areas. Bradford Oil Field The Bradford oil field continued to produce the major portion of Pennsylvania oil; however, no changes occurred in oil-production methods during 1937. Practically all of the production in the Bradford field is by water-flooding and the total number of oil and water wells completed within the area increased from 3205 in 1936 to 4112 in 1937; an increase of approximately one-third over 1936 completions. The percentage of water wells is approximately one-half of the total completions, although any specific five-spot development will have a proportion of 55 to 60 per cent water wells and 40 to 45 per cent oil wells. Offsetti~ig and boundary oil wells probably will result in a division or percentage of 50 per cent oil and 50 per cent water wells. The quoted figures for well completions include the entire Bradford field, approximately 12 per cent of which is in Cattaraugus County, New York. It is possible to make a segregation of production, but it is not possible to segregate well completions. Production in the Pennsylvania end of the Bradford field in 1937 totaled 15,076,000 bbl., or a daily average of 41,300 bbl. compared with a daily average of 37,000 hbl. in 1936.

Considering the truly wonderful natural resources of the United States, and the variety and extent of uses for hydraulic cement at the present day, it seems strange that the manufacture of the artificial product called Portland cement has not been introduced here. Possibly the reason may be we have in different States of the Union rock deposits from which a cement can be obtained that is as good, and some claim even better, because of a more uniform quality, than the English product after it has been subjected to transportation across the ocean. One of these natural cement-rock deposits is found in the northern part of the city of Buffalo, and its manufacture has been carried on successfully for the past eleven years by the Buffalo Cement co., Mr. L. J. Bennett, President. The quarries cover an area of about two hundred acres, of which only twenty-five acres have been exhausted up to date; and the supply is assured for years to come. One acre yields on an average 80,000 barrels of cement; hence 12,000,000 barrels is a low estimate of what these quarries will yield before they are exhausted. According to the Geology of New York this cement-rock deposit is called the Water-Lime group, and forms in this section the uppermost member of the Upper Silurian. Its outcrop can be traced along the base of the second limestone terrace of Western New York, but at Buffalo a very large part of the overlying Corniferous limestone has been removed by natural agencies, leaving only about eight feet (six feet of rock and two feet of clay) on the top of the cement-rock, and thus furnishing the conditions for successful quarrying at a minimum expense. This rock is really an impure limestone, a mixture, as it were, of the underlying shales of the Onondaga Salt group with the overlying

The House Committee of the Engineering Societies Building has lent to he members of the three welfare committees a room on the ground floor of the building where they can carry on some of their war activities. Two sewing machines and two knitting machines are installed there and ladies are invited to sew for the Foreign War Relief Committee and knit for the Emergency Committee, which is working for the 27th Engineers, a special mining regiment. The Emergency Committee, Mrs. H. Norman Spicer, Chairman, reports the formation of a committed of 21 members. The organization meeting was held March 7, and plans were made for future activities as follows: A letter was read from Mr. Ingalls asking for 72 sweaters, 72 helmets, 66 pairs of wristlets as well as 772 pairs of socks, 272 being for immediate delivery. To meet this request it was decided to secure the helmets and wristlets from the Navy League, and to undertake the making of the sweaters and socks ourselves. Accordingly Mrs. H. N. Spicer and Mrs. J. H. Devereux were empowered to buy wool in sufficient quantities, and woven material for the 72 sweaters, sending the bills to Mr. Ingalls, who had guaranteed the money from the Engineering and Mining Journal. This was attended to promptly, and the materials were ready for distribution to the committee on March 13. After considerable difficulty, knitting machines for the socks were discovered and the agent came to demonstrate them. Mrs. Spicer gave one to the Committee and Mr. Ingalls has guaranteed the money to buy two when the manufacturers can deliver them. Up to April 6, 130 pairs of socks, machine and hand-knitted, have been handed in-also 68 sweaters, 80 helmets and 90 pairs of wristlets. It has been calculated that it needs five women knitting behind each man at the front to keep him continuously supplied with knitted garments.
