THE mining regulations of British Columbia and Mexico present some features which might well be copied in the United States, if we are to have a complete revision of the laws governing mining titles. 1. First and foremost is the "square" location, which would mean the abolition of extralateral rights. This is a condition in both of the countries above named which has seemed to work no hardship upon any one, and certainly the limitation of underground rights by vertical planes through all lines makes a locator's rights clear. In view of the long and costly litigation which has involved so seriously many of our most important mining districts, it would seem to be the part of wisdom to avoid a repetition of similar trouble on titles of lode mining claims, by the enactment of a law similar to that in force in British Columbia. Objections have been raised by representatives of English companies to the investment of large amounts of money in mining operations in the United States, because of the insecurity of title under the present apex law; and the statement has been made to me personally by one of the largest English operators, that he would never again consent to the purchase of mines in the United States, preferring Mexico with all its revolutionary troubles to the danger of encroachment upon his underground rights by an unscrupulous neighbor. Without going into further argument as to the desirability of the "square location," it should be sufficient to say to those who are inclined to "let well enough alone." and still stick to the "law of the apex" that there have never been any serious objections raised to this feature of the square location in either British Columbia or Mexico. There are well founded and logical reasons for abandoning the doctrine of extralateral rights since it is so difficult of interpretation; the most natural substitute being a law similar to that of British Columbia, giving to each locator an area 1,500 ft. square.

(written discussion?).-Dr. Brokaw has evidently given a great deal of time and study to this phenomenon and his conclusions seem sound and logical. .Mr. Lee Hager was probably the first geologist of repute to attach any great importance to the occurrence of paraffin dirt in connection with the Gulf Coast oil-producing salt domes. The writer has been reliably informed that through his discussion, the idea was promulgated that the presence of this so-called paraffin dirt was one of the most important and reliable indications of the presence of an oil-producing salt dome. Despite very strong evidence to the contrary, Hager evidently still has considerable confidence in this theory, as brought forth in his discussion1 of Dr. Brokaw's paper. Halter here gives all the paraffin dirt occurrences known to him, and adds, "Fifteen of these localities, including practically all of the greatest fields, have produced oil in some quantity." . The acceptance of the list of occurrences as submitted by Hager depends upon what material we are justified in including under the term "paraffin dirt." If we agree to a broad classification, whereby paraffin dirt is. to include all spongy, earthy, decomposed, vegetable material, or spongy soil impregnated with the same, then Haggler's list will have to be not only accepted but perhaps enlarged. On the other hand, if we confine ourselves to a strict interpretation of the substance known as paraffin dirt, based .upon typical occurrences, general understanding, and application, several of Hager's occurrences will be seriously questioned by many geologists. THE discussion at the annual meeting of the paper on "Devices for Detecting Dangerous Gases in Mine Air" (published in. MINING AND METAL-LURGY, February 1, 1927, p. 69) was prefaced by the following description of a new portable methane indi-cator, presented by D. C. Ashmead: Two comparatively recent disasters in Utah are directly responsible for the perfection of the new methane detector. The first of these occurred on May 1, 1900, when 200 work-men lost their lives. The second disaster did not occur for more than two decades, when, on March 8, 1924, at the Castle Gate Mine No. 2, 172 workmen were killed. A dis-sembled safety lamp was later found at the seat of the ex-plosion. This indicated, as a possible cause, that the safety lamp had gone out and the fire boss had tried to relight it. These two disasters brought, the mine operators of the State of Utah to the concentrated attempt to end the loss of life through mine explosions. The Governor of the State appointed a committee, known as the Utah Mine Op-erators Committee, to study the phases of the problem, and this Committee in turn enlisted scientists all over the country in cooperative research. One group, under the direction of E. K. Judd, of the Union Carbide and Carbon Research Laboratories, of Long Island City, New York, concentrated its efforts on develop-ing a methane detector which would be completely ade-quate. This is now successful, since in laboratory as well as actual coal-mine tests the apparatus has instantaneously and accurately detected the presence of extremely small amounts of methane.

THE study of earthquakes long ago developed the fact that by studying the travel times of the various groups of waves from the same earthquake, as received on seismographs at varying distances, major discon-tinuities in the earth's crust could be reasonably well defined. Using this original discovery, and adapting the mathematical methods originally devised in seis-mology for determining the depth below the surface at which such discontinuities occur, other investigators were able to develop a new branch of seismology which promises to be extremely useful in extending the boun-daries of our information oil local conditions below the earth's surface. As an outstanding example of the applications of this work, we have the so-called "seismo-graph" exploration of the Gulf Coastal region, which has resulted in the discovery of a large number of salt domes, from many of which oil fields may be developed. The original seismological investigations, from which different major discontinuities in the earth's crust were deduced, as well as these later successful experiments in finding salt-dome structures, involve relatively simple problems. In each case we are dealing with surface materials in which elastic waves will be propagated with a fairly definite velocity. Under this material we have something very different, in which the elastic waves will be propagated with a much higher velocity. The transition from one medium to another is like-wise relatively abrupt. For example, in. the Gulf Coastal region the sedimentary formations have a velocity of 6000 or 7000 ft. per sec., while the velocity of elastic waves in the cap rock of a salt dome" may exceed 15,000 ft. per sec. Under such conditions, de-lineation of the formation is a relatively simple matter, and, furthermore, there is very little opportunity for ambiguous results.

A separate room in the suite occupied by the American Institute of Mining Engineers on the ninth floor of the United Engineering Society Building, has been equipped with furniture and telephone extension for the temporary use of members of the Institute or of sister societies, or visitors suitably accredited. In addition to this general accommodation, another room has been similarly furnished as a business headquarters for a single person, and for a limited period. For the conditions of this privilege, inquiry should be made at the office of the Institute. In order that the benefit of this arrangement shall not be restricted to a few members only, the period of continued occupancy will be limited, and applications will be considered in the order of their receipt. A small fee will be required for the use of the facilities furnished.

IN a general way, the situation in copper smelting is quite similar to that of lead smelting. In other words, the introduction and successful flotation of copper ores has tended to decrease greatly the tonnage to be handled by the smelter and therefore has resulted in curtailed smelter operation. However, copper production has increased rather than decreased. The general effect of flotation has been to decrease the number of furnaces operating, but it has also increased to a considerable extent the difficulties in handling the material, just as was outlined in the case of lead smelting. In copper smelting, the flotation concentrates must be roasted and prepared for the reverberatory furnace. HANDLING FLOTATION CONCENTRATES The handling of copper flotation concentrate, which is more or less wet and mucky, is more difficult than was the handling of the old gravity concentrate. Also, the roasting of the concentrate and the handling of the calcine produced is more difficult. That is mainly because the material is extremely fine and the tendency to higher dust losses is greatly increased. The draft in the roasting furnaces must be kept as low as, possible, and the feeding of the calcine into the reverberatory furnace must be done carefully, so that dust losses may be kept at a minimum. TRANSITION STAGES OF CONCENTRATION AND SMELTING The general process through which the copper smelter has gone as a result of flotation has been somewhat as follows: In the relatively old days, when copper ores of low grade were first treated, a large number of furnaces were required, and naturally comparatively poor recoveries were made. Also, the profits on low-grade ores were small and the handling of those ores was possible only because of the large tonnages. Then came gravity concentration, which was a great improvement but which only incompletely removed the gangue material, the insoluble and the iron, from the copper ore, and made comparatively poor copper recoveries. This still left a considerable amount of insoluble and iron, as well as the copper itself, to be treated at the smelter.

The Georgetown mining district is located in Deerlodge county, Mont., about 20 miles west of Anaconda. It lies along the divide between the headwaters of Warm Springs creek, draining eastward, and Flint creek, flowing west and north through the Philipsburg valley. The actual divide is formed by Cable mountain, a narrow ridge running north and south, terminating to the south in low hills overlooking Georgetown lake, and to the north in a high, rugged plateau that falls off to the west to the wide valley of Flint creek. On the eastern, or Warm Springs, slope of Cable mountain is the Cable mine, with the Hidden Lake mine a few miles north. On the western slope is the Southern Cross group, with smaller mines, the Twilight, Cincinnati, Red Lion, and Big Bill, at intervals to the northward. The Georgetown mines lie in the hills south of Cable mountain; the Philipsburg mines, of which the Granite Mountain, Bimetallic, Hope, and Trout are the chief, form a separate group to the north, overlooking Flint Creek valley and Philipsburg. (See Fig. 1.) The region ranges in elevation from 5,000 to 9,000 ft. It is, with the exception of the lower valleys, well timbered with small fir and pine, although Cable mountain and the higher summits to the northward rise slightly above timber line. The main valleys have the smooth contours of glaciation, and their mouths are frequently choked with morainal deposits. General Geology. In a very general way the valley of Flint creek coincides in this region with the boundary between the pre-Cambrian slates of western Montana and the folded Palaeozoic rocks of the Rocky Mountain system. The great limestone formations of the Carboniferous and Devonian, lying at flat dips, extend from Anaconda well toward the head of Warm Springs creek, but on the divide the Cambrian appears, closely folded and intruded

During the year this Committee has had the benefit of the services of 75 Committee members, resident in the various States of the Union and in foreign countries, 10 of them representing us abroad. A number of plans for awakening the interest of possible new members have been carried out and the results have been very gratifying. The comparative results for 1913 and 1914 are as shown in the following table: 1913 1914 Applied for membership 630 946 Elected 450 1,006 Accepted election 433 921 When it is remembered that the depression following the outbreak of war in Europe has had more serious effect on the mining industry than almost any other, these results cannot be regarded as anything other than very encouraging. Because of the unsatisfactory conditions still prevailing it will doubtless be difficult to make even as good a showing next year. It is considered, however, that the function of this Committee is not merely to secure new members, having no regard for other than numbers; its true function is to exercise a proper supervision over the growth of the Institute, building it up in those fields in which it is weak, and directing its growth in such a way as to make it most effective in fulfilling its proper function as the national organization representative of the mining profession. The plan of inviting the alumni of the leading mining schools to apply for membership, which was initiated last year, was completed this year, with the exception of one or two schools, notably the University of California, from which we have not been able to obtain a list of alumni. With these exceptions we have now extended to the graduates of all the important mining schools of this country, and several of those abroad, an invitation to apply for membership in the Institute. It. is not thought desirable to repeat this invitation too frequently, and it is therefore suggested that this field be left alone for a year or two, when, if the mining industry experiences a marked revival of interest, it will be well to send out a second letter to the same men.

PRoduction of crude oil in Tennessee during 1938 was slightly more than 41,000 bbl., an increase of about 5000 bbl. over 1937. The production by counties and by fields is shown in Table 1. The increased production has resulted from continued activity in the Upper Cumberland district, especially in Clay County. The "Mississippi lime" production in Scott and Morgan Counties continued to show a further decline with a 1938 production of 12,379 bbl. as against 14,644 bbl. during 1937. Small scattered production from some half dozen wells in Clay, Pickett, and Fentress Counties, on which there are no accurate figures, is estimated at 500 bbl. during the year. The only natural gas marketed off the lease in Tennessee during 1938 was in Morgan County, where a small amount was furnished for the town of Sunbright and immediate vicinity. The gas occurs with the oil in the Boone Camp field and small amounts were put on the line from the near-by Coon Hollow and Seabolt pools. Developments There were 88 wells spudded in during 1938, of which 10 were drilling or only temporarily shut down on Dec. 31, 1938. Eighty wells were completed during the year; 16 produced oil and 3 were gas wells of undetermined quantity. The total footage drilled on 1938 completions was 63,385 ft. Flush production during the year totaled 850 bbl. per day. The more important wildcats are listed in Table 2; the distribution of oil and gas tests drilled during the year, according to physiographic divisions, is given in Table 3. Cumberland Plateau There were no completions in the producing pools in Scott and Morgan Counties. The decline in production in these areas has been steady for the past several years. In an effort to revive production, present plans include a repressuring program in the Boone Camp field in Morgan County early in 1939. There was one completion in Morgan

The genesis of some orebodies has been explained by the mingling and chemical interaction of water solutions of different compositions and the consequent precipitation of the mineral load of one or both solutions at their confluence. While this process can be proved in the laboratory, rarely can a positive demonstration be found in nature, for the conditions at the time an ore deposit is being worked are usually entircly differcnt from those that existed when the orebody was formed. For this reason, the present deposition of copper carbonate in the southern end of the Briggs mine of the Calumet and Arizona Mining Co. near Bisbce, Ariz., is of great interest. The developed orebodies in the Calumet and Arizona mines are roughly confined to two broad parallel zones separated at the north by a wedge of Copper Queen ground and at the south by an undeveloped block of Calumet and Arizona ground about 2000 ft. (610 m.) wide. The more westerly zone includes the Irish Mag, Oliver, P. and D., and Cole mines, none of which has been operated since 1919. Much of the water from this division is carried from the 1400-ft., or bottom, level at the southern end of the Cole mine in a long water drift through the undeveloped block to the 1300-ft. level of the Briggs mine at the southern end of the more easterly zone. Most of this water comes originally from outlying areas in the P. and D. mine, passing through parts of the lower. levels of the Cole mine, which are heavily mineralized with iron and copper sulfides. This sulfide zone has been opened up and slowly oxidizing for years. Originally a pure, potable water, the analyses of which are shown under A- in Tables 1 and 2, on its way through the mineralized area in the Cole mine it gathers copper, calcium, magnesium, iron, and aluminum sulfates, a load of dissolved mineral salts almost four times as great as that which it formerly carried; analyses B

THE distinguishing principle of the Tromp process is the use of a medium in the bath which is not stable, i.e., the solids will settle and the density of the medium increases with depth. A medium of uniform density can most easily be effected by agitation or by means which increase the viscosity of the medium. Either of these works against the sharpness of separation of coal from its impurities. The Tromp process grinds the medium solids to relative coarseness, allows them to settle downward in the bath without hindrance, and introduces horizontal currents of medium at intermediate levels between top and bottom of the bath. This prevents any accumulation of particles denser than the upper layer of the medium from which the clean coal is conveyed away or an accumulation of particles lighter than the bottom layer or medium whence the refuse is removed. In a relatively shallow bath making a two-product separation, the intermediate horizontal currents sweep these intermediate gravity materials away to be discharged with the refuse removed by the conveyor. Such a system provides a number of advantages. The gravity of separation can be changed simply by changing the density of the medium without changing particle size of medium solids or other conditions, as would be necessary with a system requiring uniform or stable density throughout the bath. Some installations in Europe separate at 1.40 sp gr on one shift, producing a superclean coal, and on the next shift reclean refuse from dry cleaning units and effect a separation at 1.80 sp gr. Medium solids may be much coarser in size consist, which reduces the viscosity of the medium and promotes its fluidity and in turn the sharpness of separation. Coarser medium solids with a more rapid settling rate are much more easily recoverable from the dilute medium rinsed from the products. With the constantly increasing sales competition, coal to be sold today must meet the test of quality in every respect. The producers must be able to make all marketable sizes that will meet such general requirements as follows: 1. Ash content must be consistently low, depending upon the use to be made of the coal. 2. Sulfur content must be controlled accurately according to requirements. 3. All sizes must be positively free from visible impurities. 4. Free moisture of washed sizes must be reduced to a minimum. 5. The freezing of wet coal in cars must be prevented. 6. The percentage of fines in small mixed sizes must be controlled to give the uniform and proper combustion when used on various types of automatic stokers. 7. The undersize particles or degradation caused by handling must be kept to an absolute minimum in all sizes loaded. Many difficulties may be met in bringing any particular coal to meet these quality requirements, because the extent to which the quality of a coal may be controlled is determined largely by its physical characteristics. Preparation of an Impure Coal Bed The application of modern and scientific methods in the controlled preparation of bituminous coal from a bed in the mid-western field will illustrate the results that can be accomplished by adequate preparation: The bed referred to contains coal inherently excellent as to low ash and other desirable characteristics; in fact, the coal itself is one of the best in the field. It is, however, divided into four layers by dirt bands of soft shale 1 to 2 in. thick. It also contains much sulfur in the form of sulfur lenses and laminated sheets. Horsebacks or rolls varying from 6 in. to 12 ft. in width are encountered in the mining of the bed and heretofore have rendered it practically unworkable. The mines operating in this

In my short " Contribution to the Early History of the Industry of Phosphate of Lime in the United States,"* mention is made of the erection by Dr. Emmons and myself of a magnetic machine for the removal of iron-ore from the so-called "red sand," a granular form of apatite. At the time of writing, it was not possible to refer to my diary and notes, and the general statements were made from recollection. The subject seems to have special interest at this time, by reason of the many forms of machines now being introduced and patented for similar purposes; and, having received letters of in quiry for further details, I have availed myself of the opportunity, when recently at home for a few days, to refer to the original notes and records made by me in 1852, when living at Crown Point and Moriah, on Lake Champlain. The machine mentioned in my former communication mas pur chased of Ransom Cook, of Vermont. It arrived, and was un loaded from the boat and taken part way up to the nine, on October 18,1852. The weight was 1400 pounds and the cost $1200. It was constructed, not with permanent magnets but with electro-mag nets. It was set up and first turned by hand on October 28th, using twelve battery-cups or cells, the connections being made with wires in small cups of quicksilver. The magnets were not sufficiently strong, and the machine did not work well. More batteries were sent for, arid the machine was started with steam-power on Novem ber 6th. The ore was dried in kilns, then put through a coffee-mill crusher or grinder, and then fed upon the leather belt which carried it under the magnets. Many experimental runs were made, and some diffi culties were overcome, before December 21st, when the record states that the machine was working pretty well, using 24 cells and giving a product of from 3 to 5 tons a day of granular phosphate. For many years there have been occasional reports of the discovery of gold from a belt of the coast country of Texas which is underlain by deposits belonging to the lower Eocene. For the most part they have been treated as newspaper reports and no examination or record of them has been made. Among such, it may be mentioned that in 1896 there was a flurry over reported gold-discoveries west of Luling and elsewhere in this belt, and in 1903 some prospect-shafts were sunk on the Gon-zales branch of the Galveston, Houston & San Antonio railway, 3 miles below Harwood. During 1912, further discoveries have again brought the matter to our attention, and it may be of interest to record the facts as we have found them. Some years ago specimens were sent me, which were said to have been taken from certain beds on Gazley creek, and concentrated by washing in a rocker. In them were several particles of gold sufficiently large to be visible to the eye. Under the microscope they showed to be, with few exceptions, sharp cornered, and not rounded as is usual with placer-gold. They were not filings, however, but their sharpness seemed rather to be due to a recent freeing from their matrix. One or two grains were rusty, and one copper-hued, but the most of them were tolerably bright. On examining the material of the samples small grains or fragments were found, of a yellowish brown color, which seemed to be of a finely-granular structure—possibly a sandstone. In these fragments I found particles of gold, one of them being large enough to be visible without a lens. Gazley creek empties into the Colorado river just north of Smithville, and for a few miles north of that place its banks show, beneath the deposits of more recent materials, the sands and clays of the Lignitie division of the Eocene, with lignite, shells of iron, etc.

IN the course of some experiments on the analysis of pig iron, I heated, in a platinum crucible, some borings of a graphitic pig iron with sodium carbonate. When the crucible was at a full red heat and the carbonate was thoroughly fused, I noticed a lively ebullition of the mass, and an escape of gas, which burned on the surface. On investigation this gas proved to be carbonic oxide, and on examining the borings in the bottom of the crucible after an hour or two, they were found to be perfectly malleable, although unchanged in general form and appearance. Analysis showed that the carbon was completely removed. I then repeated the experiment, to ascertain whether the silicon and phosphorus were affected, and found that these elements too were largely removed, and could be found in the fused mass as alkaline silicates and phosphates. In order to ascertain whether the removal of the silicon and phosphorus was merely a surface action or whether the reaction really extended into the mass of the iron, I tried the following experiments : A number of bars of pig iron were cast about one foot long and planed down-accurately to one inch section. These were immersed in a large wrought-iron pot full of molten sodium carbonate made by fusing the commercial bicarbonate of soda. Through the kindness of Mr. Frank Firmstone, Superintendent of the Glendon Iron Works, Easton, I was enabled to keep this pot at a reasonably constant high temperature for a long time in one of the hot-blast ovens. One of the bars was removed from the pot every twenty-four or forty-eight hours, according to the rapidity of the action, and after cooling was broken and the fracture examined. The change from pig iron to malleable iron was progressively inwards and always sharp and easily recognized, the rate of progression being in a decreasing ratio with the time. PRIOR to the World War most of the barite used in the United States for manufacturing lithopone and barium chemicals was imported. Germany, by virtue of an abundance of high-grade ore and low labor costs, was in a position to dominate the world market. With the cessa-tion of imports and with the war demand for barium chemicals, the barium chemical industry and the mining of barite became well estab-lished in the United States. This industry has continued to expand because of the increasing use of lithopone. In 1914 the sales of domestic crude barite was 52,919 tons and in 1934 it was 209,850 tons. Barite deposits of economic importance occur in at least 20 states, but the principal producers in 1934 were Missouri, Georgia, Tennessee, South Carolina, Virginia, California and Arizona. The main mining centers are located near the crude barite markets of the three principal marketing districts-the Pacific Coast, the Midwestern area, and the Eastern area. The Pacific Coast is supplied entirely by California, Nevada, and Arizona. The Midwestern area uses most of the Missouri crude and a small amount from the southern states. The eastern market is the chief competitive area. Practically all of the imported crude is marketed there; also the bulk of the southern crude and ground barite. In addition, this area absorbs a small part of the Missouri crude and 80 per cent of the ground barite. Besides the advantage of low delivered costs and purity of product, the imported barite has commanded a price differential because it is soft rather than hard, like many of the domestic ores. The inherent physical properties of the southern ores remain, but the purity can be controlled to a great extent by beneficiation. Simple washing or gravity concentra-tion has sufficed in the past, but in many cases a more efficient process now becomes imperative to remove impurities not amenable to these methods. Certain deposits now being opened are of lower grade and require more precise milling conditions. In some ores, the kind of impurities has changed as the mining advanced.

ONE of the first questions that naturally occurs to one who handles steel is," Why does steel harden ?" To answer this question the chemist and physicist have devoted much thought and experiment, and while they have enriched our store of knowledge of the nature and composition of steel, it cannot be said that they have yet solved the problem involved in its hardening. In this communication I desire to direct attention to a line of investigation yet new, in the hope that it may receive the attention of those who have the time and ability to pursue it. I refer to magnetism. There are so many parallels between the action of magnetism on iron and steel and their behavior under different processes of manipulation that it would seem as if there must be some connection between the forces at work in the different cases, if, indeed, there be not an identity of force in all of these cases. Magnetism, as we know it, may be merely the visible manifestation of forces, which may serve as a guide to lead us to an exact knowledge of the structure, the strains, and the resistances with which we have to deal in iron and steel. If a magnet be brought close to a pile of iron filings, the little pieces of iron will fly to the magnet and attach themselves to it, with their longer axes lying in the direction of the force. If molten cast iron be poured into an iron mould,-a chill,-the iron upon crystallizing will form needlelike crystals, with their long axes normal to the surfaces of the mould. If the iron is at the proper temperature and the quantity small, compared to the mass of the mould, the whole of it will be chilled, or set, in' the hard needlelike crystals

ONE of the most unusual features in connection with the strike of the union coal miners in the bituminous fields, now in its sixth week, is that the public interest seems to have completely died out. There is nothing on the front page and very little on any other page of the daily newspapers in connection with the strike. The United Mine Workers' officials must be rather disappointed to find that the only way in which they are being featured in the papers at present is in the reports of the trial for treason that is going on in Charlestown, West Va., against the local leaders of that organization for their responsibility in connection with the attack of the miners' army last summer against the non-union mines of Logan and Mingo Counties. Recent reports state that there are 13,000 cars of coal standing on the sidings at union mines for which no billing has yet been found. The output of the non-union mines has been gradually increasing but has never reached the maximum that they are capable of producing, owing to their inability to obtain enough orders to make it possible to run full operating time. The, present output is estimated at, 4,500,000 tons a week. It is possible, with a full car supply and full demand, to bring this output up to approximately 6,000,000 tons per week, and it is very doubtful whether, at this season of the year when probably there is less consumption of coal than, at any other season, the requirements of the country are greater than the 6,000,000 tons which the non-union mines are capable of producing. It would appear, therefore, that there is no immediate prospect of any settlement of the bituminous strike, and there is certainly no reason why the operators of the union mines should show any anxiety to begin operations as long as they have unbilled coal standing on their sidings.

He who enters a mining claim within an Indian reservation of the United States of America acquires no rights thereby, because of the fact that the lands within such Indian reservation are not a part of the public domain, and cannot be located or acquired as mineral land. However, where such an entry is authorized as to a particular reservation by an Act of Congress, such claims as may be ontered under such authorization are thereby segregated from the reservation, and the Indian title is oxtinguished. Under the Choctaw Constitution, any citizen of that nation, in other words any Choctaw Indian, who discovered a coal mine, acquired an exclusive right to all coal within a radius of 1 mile. The laws of the Chickasaw nation provided for the formation of corporations to develop coal and other mines, with authority to contract with others to develop and work the mines. Under these laws, leases were made; but Congress subsequently abrogated all existing leases, prohibited all persons from receiving royaltics from such mines, and provided that all coal within the nation should remain the common property of the tribes. , Such leases are now expressly prohibited by an Act of Congress (32 United States Statutes at Large, 655). All leases of mineral lands upon Indian reservations must now be made under regulations promulgated by the Secretary of the Interior, and the royalties must' be paid into the United States Treasury for the benefit of the tribes. In Canada the Indians have no rights to the royal mines and minerals, and the government can make no stipulation with the Indians which would affect the rights of the Province in which the lands are situated. Therefore, while it is true that under our present law no rights can be acquired to a mining claim within an Indian reservation, it seems to be fully within the authority of Congress to make laws, giving such rights to mineral locators as it may deem necessary or expedient. There is a demand for a general law that will permit mining upon Indian reservations, and I am informed that most of the members of both houses of Congress from the Western States are in favor of Congress pass-

(San Francisco Meeting, September, 1915) IN 1911, we published in the Transactions a brief account of the lateritic alterations of serpentine in eastern Cuba, producing the important iron-ore deposits of the Mayari and Moa districts.1 The special feature of that article was a quantitative treatment of the alterations, based on analyses, to show just what had happened in terms of chemical, mineralogical, and physical changes. Professor Kemp has published an interesting account of these ores, containing additional quantitative observations of his own, tending essentially to confirm the nature of the changes that bad been worked out.2 His discussion suggests to us the desirability of publishing certain additional quantitative data which were not included in our previous article. This seems especially desirable because quantitative measurements of lateritic alterations are rare, and this particular case may be regarded as typical of a fairly wide range of alterations of this kind. At the time of our examination of Mayari and Moa, deposits 29 complete analyses were supplied us by the chemists of the Spanish-American Iron Co., representing a graded series from the unaltered serpentine rock below to the ore at the surface. These analyses are given in the accompanying table. The mineralogical composition of the ores and rocks is comparatively simple and can be easily calculated from the analyses. In Fig. 1 the mineralogical changes from the serpentine rock below to the lateritic iron ore above, based on the analyses, are expressed in terms of weight, assuming alumina to have remained constant during the alteration. It is not easy by mere inspection of this table of analyses to determine what the progressive chemical changes have been in development of the ore. In order to bring this out clearly, the analyses have been graphically represented in Fig. 2 in such a fashion as to show the progressive additions and losses of substances during alteration.
