The American Society of Mechanical Engineers extends an invitation to members of the Institute to participate in an exceedingly interesting excursion on Saturday, November 11. Permission has been secured for a visit to the plant of the Electric Boat Co. at New London, Conn. There will be run a special-test on a high-power 8-cylinder, 4-cycle Diesel engine. A large number of submarine and other engines in various stages of construction will be seen, also the boring of torpedo tubes, cylinders and other equipment for submarines. The drafting rooms and foundry mill also be open for inspection. The party will have an opportunity to see at close range the submerging of several submarines, and an attack on a vessel on the surface, an exhibit which is being arranged by courtesy of Rear Admiral A. W. Grant, who is in command of the submarine forces of the United States. The Boston members will leave South Station on train No. 7 at 8.30 A. M. Those from Providence will board this train at 9.36 A. M. The Worcester members will leave on train No. 745 at 8.36 A. M. The New York contingent will leave the Grand Central Terminal at 8.31 A. M. on train No. 8. This train will leave New Haven at 10.30 A. M. Upon arrival at New London, each group will go directly to the Mohican Hotel, where a "get-acquainted" luncheon will be served

The intermetallic compound Ti2Co was studied by X-ray diffraction and metallographic techniques. The phase occurs off stoickzometric composition, with its greatest variance at high temperature. The solubility limits of the phase have been cletermined, and an amendment to the titanium-cobalt phase diagram is suggested. THE first intermetnllic compound to appear at the titanium-rich side of the titanium-cobalt system was found by Laves and wallbauml to be Ti2Co. They described this compound as isomorphous with Ti2Ni and Ti2Fe, and demonstrated that it had a face-centered-cubic structure with 96 atoms per unit cell. This contention is supported by the work of Duwez and Taylor2 and Orrell and Fontana3 who also determined the lattice parameter to be about 11.30A. Rostoker4 believed that Ti2Co did not exist, and that the phase considered by the other workers to be Ti2Co was Ti,Co20. However, Orrell and Fontana determined oxygen and nitrogen contents and found that their alloys did not contain sufficient of these elements to produce significant quantities of a stoichiometric oxygen compound. The present investigation was initiated to determine the composition limits of the phase Ti,Co.

THE origin of recrystallization textures continues to be a matter of controversy. One explanation is that a recrystallization texture occurs because only grains having a limited range of orientations ever appear in the deformed matrix—the oriented nuclea-tion* hypothesis. Another explanation is that grains essentially having all orientations are nucleated but that those having certain orientations grow much more rapidly than any others in the deformation texture, and thus only the rapidly growing grains survive when recrystallization is complete. There has recently appeared a great deal of evidence'- indicate that recrystallized grains of face-centered cubic metals are frequently related to their parent grains by rotations of 20" to 40" about a common [lll] direction. Furthermore, it has been observed that the growth rate of the new grains depends upon their orientations with respect to the matrix, and that the most rapidly growing grains lie within the stated range of orientations. In a recent note, Beck7 has concluded from observations of this type that oriented growth alone is responsible for the appearance of preferred orientations in re-crystallized metals. It should be pointed out. however, that many of the available data indicate that oriented nucleation operates in addition to oriented growth. Thus, while oriented growth may permit a selection to be made among nuclei of several orientations, only a limited number of orientations are available in the first place for such selection.

Fig. 1 shows a volute aging break which developed spontaneously in a hardened and tempered steel helmet between 19 and 38 days after it had been tested ballistically. A similar break, shown in Fig. 2, developed spontaneously in a similar helmet about 40 days after the ballistic testing. In this case the rupture occurred abruptly and with a loud report. The path of rupture in this second case, though much the less regular, is the more interesting of the two, in that it is an approximation to two parallel volutes centered at the point of impact of the projectile, just below D. Several weeks later, after the photograph for Fig. 1 was taken, a similar doubling of the volute crack occurred in this helmet, starting from the end of the eyelash crack near A and spreading thence to the left contra-clockwise for about 1/2 in. The negatives from which these pictures are made have not been touched up in any way, save writing the letters on them. In both cases the trajectory of the bullet was normal to the initial surface at the point of impact, and in both the helmet passed the ballistic test without detectable cracking, under a velocity of impact not far below that which usually causes perforation. The initial surface itself was very nearly spherical throughout the region covered by the break.

Production of both metallurgical and thermal coal represents a significant sector of the mining economy of British Columbia. The coal measures are located in the Rocky Mountains, and the majority of the coal is produced by open pit mining. The coal seams occur interbedded with siltstones, sandstones, mudstones, and shales. Consequently, large volumes of waste rock are generated in the course of open pit mining. The waste rock is consigned to waste rock piles that of necessity must be developed on moderate to steeply sloping terrain. Some of the waste dumps currently under development will ultimately contain in excess of 500 million cubic meters of material, and some of the proposed waste piles will attain heights in excess of 300 m. These waste piles must be developed in a manner that will assure their stability through all stages of development, as well as over the long term after mining operations have been completed. This paper describes methods of waste dump development, factors affecting stability, modes of potential failure, and a simple method for monitoring movements to provide a warning of pending unstable conditions.

At their last meeting, the Directors of the Institute passed the following resolution regarding Robert W. Hunt, who was president of the Institute in 1883 and 1906. This resolution was engrossed and presented to Captain Hunt at a dinner given to him in Chicago, December 9, on the occasion of his eightieth birthday. Resolution At that time it was announced that $5000 had been guaranteed as the nucleous of a fund, the income of which will be used for prizes to be awarded each year, under the supervision of the American Institute of Mining Engineers, for the best papers on iron and steel subjects. The Board of Directors of the American Institute of Mining Engineers extend to their distinguished colleague, Robert W. Hunt, a hearty greeting upon his eightieth birthday anniversary. They congratulate him upon his notable achievements as a pioneer in ,the manufacture of iron and steel, and his long and admirable service both as a practical director and as a wise critic and counselor in that art. They remember with gratitude his successful administration, for two separate periods, of the Presidency of the Institute, and they recall with pride the honor conferred upon it through the award to him of the John Fritz Gold Medal. Not least is their satisfaction in the retrospect of forty-four years of his membership in the Institute, with its unbroken record of loyal friendship acid delightful companionship; and they pray, that this record may be continued for happy years to come. In witness whereof, they have ordered this minute to be entered upon the records of the Board, and a copy duly attested to be sent to Captain Hunt.

Discussion of the paper of HENRY M. HONE and ARTHUR G. LEVY, presented at the New York meeting, February, 1915, and printed in Bulletin No. 99, March, 1915, pp. 587 to 600. J. E. STEAD, Middlesbrough, England (communication to the Secretary*).-As I have not personally studied the question of quenched and distorted manganese steels I cannot give any information of my own on the subject. The question as to whether certain indications in strained manganese steel are "slip bands" or "twins" might be settled, I think, by heat tinting-a method I have applied with success to certain meteorites and other alpha irons in which there were undoubted twins. After polishing and very slightly etching with picric acid in alcohol, and then "heat tinting," the colors assumed by the twinned strata and the adjoining metal are different. The reason of this, as I have proved repeatedly, is that different faces of the iron crystals are differently attacked by oxidizing and other reagents, and consequently some of the faces take temper oxidation tints more rapidly than others. This simple method enables one to determine with certainty whether the "twins" are actually, twins and differently oriented from the bed in which they are found. After correspondence with Dr. Howe, I think we both agree that Neumann lines should not be called "lines" but "bands" or "strata," preferably the latter term, as I have found that they are more or less continuous throughout the crystals, and it would be just as improper to call the edges of cementite plate by the term "lines" as to call stratified twins by the same term.

The furnace in which rimming steel is made has an important bearing on the quality of the steel produced. Furnace.—Particularly in the manufacture of low-carbon rimming steels, it is necessary to have an efficient, easily regulated furnace, because of the relatively high finishing temperature requirements. In recent years, the most important development in design of open-hearth furnaces has been the sealing and insulation of the greater part of the furnace to prevent air infiltration and loss of heat. Efficient, straight-line valves insure proper draft. Combustion controls guarantee correct gas-air ratios. Furnaces of all sizes ranging from 20 to 200 tons have been used successfully in the manufacture of rimming steels. Metal bath is varied from 20 to 40 in. in depth without appreciable variation in quality. Charging.—A normal open-hearth charge consists of pig iron (hot or cold), scrap of miscellaneous nature, and slag-making additions, such as limestone and burnt lime. Because of local conditions, some plants find it necessary to discard the use of pig iron and use some carbonaceolis substances with varying percentages of cast iron to replace the pig iron. It is questionable whether such practice will consistently produce the quality of rimming steel required for auto stampings and other severe drawing requirements. Pig Iron.—An open-hearth furnace under proper control should melt 150 tons of low-carbon rimming steel on about 35 to 38 per cent pig-iron charge basis. It has been said that the Pittsburgh bed is the most valuable single mineral deposit yet known to man. The figures in Table 1 are presented in substantiation of that claim. Production and Value In order that the figures of Table 1 may have any weight, a statement must be made to show how they were arrived at. Because, to the writer's knowledge, no accurate separate figures ever have been kept of the production and value of the Pittsburgh coal bed, the states will be considered separately. Pennsylvania Accurate figures are obtainable for Pennsylvania for recent years because recent reports of the Pellnsylvania Department of Mines show the production from each mine and the bed worked at each mine. For recent years, therefore, it is only necessary to list the mines working in the Pittsburgh bed and add up their production. The value was obtained by treating each county separately, applying the average price for the county to the production of Pittsburgh coal in that county. The Tigre Mining Co. of Mexico, owned by the Lucky Tiger Combination Gold Mining Co. of Kansas City, decided early in 1910 to enlarge its mill, which consisted of a concentrator milling 3,000 tons of ore per month. The enlarged plant was designed to crush and concentrate 6,000 of ore and to cyanide 7,500 tons per month. The extra tonnage cyanided was to be obtained from tailings which were stored below the old mill. Power was supplied to the old mill from four boilers; a 150-h-p. Corliss engine and two Weber 60-h-p. gas-engines using producer-gas made from charcoal. The total horse-power required, including 60 h-p. used for machine-drills in the mine, was approximately 275. Cord-wood cost $4.32 per cord, 8 by 4 by 3 ft., and charcoal $15 per ton. The fuel supply in the surrounding country was approaching exhaustion; more than 150 mules and 50 men were engaged in cutting and transporting this fuel, and the unsettled political conditions in Sonora were such that it would be practically impossible to keep an organization of this kind together. The price of fuel was steadily rising and at times it became almost impossible to get sufficient fuel to operate. It was estimated that the enlarged plant, together with the mine, would require 750 h-p., as follows: Horse-Power. In deposits in which the secondary zones are well defined a layer of rich oxidized ore is frequently found immediately to overlie the enriched sulphides, from which it is derived by direct oxidation in place. In deposits that contain oxidizing precipitants particles and masses of residual oxidized ore are likely to be scattered through the leached zone, having been precipitated during migration before reaching the zone of enrichment. This precipitation hinders secondary enrichment and in extreme cases prevents the formation of such concentrations. Residual ores are precipitated by various reagents. Carbonates are formed through the action of the carbonic acid contained in surface waters, and also directly through the replacement of calcite, especially where the containing rock is limestone. Native metals, such as copper, gold, and silver, are formed by the action of reducing agents, among which organic matter and ferrous sulphate are prominent. Kaolin, gouge, and certain shales occasionally act as powerful precipitants through adsorption. Silver is often found as residual chloride, formed through precipitation by the chlorine contained in surface waters. Residual ores are often the result of incomplete solution, the relatively insoluble minerals being left behind during the migration of associated metals; incomplete oxidation and solution often leave residual masses of unaltered, or partly altered, sulphides in the oxidized zone. Such residual particles or masses have commonly been enriched by additions from circulating, metal-bearing solutions. BACKOFEN' reported recently that "the deformation texture of cold-drawn OFHC copper wire, after a reduction in area of 97.3 pct, may still be described as a composite of [lll.] and [loo] directions aligned parallel to the wire axis." In the introduction, he indicated that this was in contrast to the work of Hibbard,' who reported a single [111] texture after a reduction of 96.4 pct. Unfortunately Backofen stated that this was a reduction in area when actually it was a reduction in diameter, as is clearly stated in the reference. Moreover, the results of Backofen are in complete agreement with the results of Hibbard. Backofen's 97.3 pct reduction in area is an 83.3 pct reduction in diameter, after which he foundadouble [ll11 and[l001texture with the former predominating. Similarly, Hibbard; after an 86 pct reduction in diameter found a double [Ill] and [I001 texture with the former predom- inating. Hibbard, however, when he drew the wire further to 96.4 pct reduction in diameter, found primarily a single [Ill1 texture as illustrated by Fig. 2 of ref. 3. Here also, Hibbard- reported evidences of the [loo] recrystallization texture found by Backofen. It might also be pointed out that Backofen not only drew his wire 97.3 pct reduction in area but also etched them over 99 pct reduction in area from 0.125 to 0.01 in. diam. Hibbard's wires were drawn directly to size. In summary, the deformation texture of cold-drawn copper wire still may be described as primarily a single Clll] texture after a sufficient amount of drawing, such as 96.4 pct reduction in diameter." a

The following tests were made, during 1889, for the Susquehanna Coal Company, to determine the relative efficiency of several styles of mine-car wheels in use at their collieries at Nanticoke, Pa. The wheels experimented upon may be divided into two classes: The "old style" (Figs. 1 and 2), which are oiled at every trip; and the "new style" (Figs. 3, 4, and 5), which require oiling about once in two to four months. Fig. 1 shows a section of a plain cast wheel, with patent annular oil-chamber. This is held in position on the axle by a square, split cotter-pin. Fig. 2 is a similar wheel, with a patent cast bushing, which is readily replaced when worn. The lubrication is effected by a simple oil-hole, but the oil is delivered a little inside of the gaugeline of the wheel, where it is most needed. Figs. 3, 4, and 5 are sections of a " new style " patented, self-oiling wheel. In this, the outer end is cast closed, and the wheel is fastened to the axle by a spring cotter-pin passed through one of the plugged holes. Dirt is prevented from entering the open end by a cap, with faced end and packing-ring, fitting over the end of the hub. The lubricant is introduced into the oil-chamber through one of the plugged holes in the hub. The densities of liquid tin, lead, and Sn-Pb alloys have been measured over a range of temperature above the liquidus. In all cases, data can be adequately represented by an equation of the type p = a + bT. For pure tin, the values of a and b are, respectively, 7.139 and 7.125 x 10-4, and for pure lead, 11.060 and 12.220 x 10-4. At constant temperature, molar volumes in the Sn-Pb system vary linearly with composition. DURING the course of a long-term program at the Department of Energy, Mines and Resources, Ottawa, Canada, the densities of liquid tin, lead, and Pb-Sn alloys were studied. The work reported herein draws on two sets of results independently achieved by Thresh, on the one hand, and by Crawley and White, on the other. EXPERIMENT The method and apparatus were originated by Thresh and have been described in detail in Mines Branch reports.172 In operation, the 14 cu cm graphite pycnometer is put in the furnace as shown in Fig. 1 after a machined charge has been placed inside the pycnometer and the lid screwed down. The dimensions of the charge are such that, upon melting, a small excess of liquid metal is discharged through the capillary hole to displace the weighted float above. The Library of the above-named Societies is open from 9 A.M. to 10 P.M. on all week-days, except holidays, from Sept. 1 to June 30, and. from 9 A.M. to 6 P.M. during July and August. The Library contains about 55,000 volumes, including sets of technical periodicals and the publications of scientific and technical societies. Members of the Institute, with few exceptions, are forced to spend a portion of their time in localities isolated from sources of information. To these the Library can render valuable service through correspondence; letters requesting information willreceive special attention. The Library is prepared to furnish references and copies of articles on mining and metallurgical subjects; to determine the existence of mining maps, and to furnish general information as to the geology and mineral resources of all countries. All communications should be made as definite as possible so that the information received may be what is desired and not include collateral matter which may not be of interest. The time spent in searching for such collateral matter will be saved, and the information will be sent more promptly and in more usable shape. The members of the Institute can be of service to the Library by forwarding copies of mining reports, maps privately issued, and similar material, which will be classified, indexed, and made available to other members. Suggestions for additions to the Library, either by purchase or personal solicitation as gifts, will be welcomed. It is hoped that members while in the city will use the Library freely, and assurance is given that most careful service will be rendered to them. .

The Joint Committee (consisting of the chairmen of the several society committees), formed under the authority of the five societies, in order to facilitate the carrying out of the organization of an engineer reserve as part of the military forces of the United States, for which work it was appointed, now begs leave to report as follows: .The Committee has been in personal communication with the Secretary of War, the officers of the General Staff, the officers of the War College, and with the Hon. George E. Chamberlain, Chairman of the Senate Committee on Military Affairs, and the Hon. James Hay, Chairman of the House Committee on Military Affairs. As the result of these interviews there has been incorporated in the draft of the legislation proposed by the Secretary of War and included also in the bills drawn by the committees of the Senate and of the House a provision for the organization of an officers reserve on broad lines, including an engineer reserve. As now drawn these bills provide that an officer shall be commissioned for a period of five years with rank up to and including that of major, after passing such requirements of character and qualifications as shall be prescribed by the President. The bill also provides that a certain amount of duty with pay shall he performed each year by the officers in the reserve. . The Committee is waiting for the Navy Department to formulate its plans for the increase in the naval forces, and as soon as a decision has been reached by that Department and the Committee is in possession of the facts, the Committee will take up the question of the organization of an engineer reserve for the navy, similar to that contemplated for the army.

DURING the month of March there was some lifting of the veil, revealing somewhat of the maelstrom in the economics and politics of the world. Great Britain was in throes of political controversy, with threats of resignation by Lloyd George and a general election to ensue. Ireland was uneasy with internecine squabbles. The leaders of the opposing sides have been summoned to London for a conference which Parlia-ment believes offers the only hope of a solution of the present difficulties. France, awakening more and more to grim realities, learned of a budget for 1922 calling for more than 50 billion francs, or nearly one-third of the estimated national production, with the prospect that after this deduction is made there will be nothing left over what is required for the immediate support of the, people, and that on a reduced scale. Germany, although hard at work, found itself coming closer and closer to financial collapse and repeated its intimations that it would be unable to keep up with the provisional payments of 31 million gold marks to the Reparations Commission every 10 days as arranged at Cannes. Russia suffered more acutely from the famine and there were evidences of political insubordination among the Ukrainians. Egypt was in trouble arising from determination to win independence. About the middle of March the complete independence of Egypt was established and that country passed into somewhat the same relation-ship toward Great Britain that Panama has to the United States. At the head of the Adriatic, Fiume came into notice again with disorders threatening to produce conflict between Italy and Jugoslavia. In the Near East there were forebodings of trouble through resumption this spring. of the war between Greece and Turkey.

This paper presents some of the results of a rock mechanics instrumentation program designed for, and implemented at, longwall panel 4N at the York Canyon Mine near Raton, New Mexico. The objective of this particular instrumentation program was to determine the response of the rock mass to longwall mining of a thick coal seam utilizing shield-type supports. Measurements were made in the rock along the ground surface, above the coal seam, in the coal seam, and immediately below the coal seam. Longwall test panel 4N had a total developed length of 762 m (2500 ft) and a face width of 168 m (550 ft), Fig. 1. The seam mining height in the panel area was approximately 3 m (10 ft). The average depth of overburden above the panel is 107 m (350 ft) although it ranges from 73-134 m (240-440 ft). Roof support at the face was provided by 116 Hemscheidt 320 HSL shields. These shield-type supports weigh 11.4 metric tons each.

AS you have seen, I have hitherto demonstrated to you the methods for bringing to their proper and pure bodies all metals of any kind of ore that you have found and mined. If these did not now serve human needs all these operations with so much expense and labor would have been profitless and in vain. Therefore I recognize that it is necessary in speaking to touch upon all their operations and to teach you to ma& use of the metals according to the works needed. There are, for instance, some metals that would serve poorly for certain works when reduced to their fineness and perfection. Also, many artificers, in order to avoid expense, are content with having a larger quantity of metals and do not care so much about their perfection. For this reason they willingly accept mixtures of one metal with another, for example, of silver or copper with gold, of copper with silver, and likewise of tin or lead with copper. Tin is accompanied by lead to avoid spoiling its nature completely. All this, however, is done with a definite proportion by weight and not by chance. These admixtures, as I have told you in another place, are called in gold, carats, and in silver, leghe. This, in fact, means nothing but the association of one metal with another, indeed, a soiling of their purity and fineness, to which they have been brought with so much hard effort and labor. But now leaving this discussion, I shall tell you in the present book as briefly as I can, in order, first of the alloying of gold with silver or copper, and then of that of silver with copper.

The results of a series of analyses extending over a period of three weeks at the Cedar Point Iron Company's furnace, Port Henry, New York, are given in Tables I and 11. This furnace uses a very pure magnetite and Lehigh and Lackawanna anthracite. The flue leading the gas from the "down-comer" to the boilers was tapped by a 2 inch gas pipe, which carried the gas to the Orsat apparatus. The pressure of the gas not always being sufficient, owing to the small amount made, to force it into the apparatus, I omitted taking samples several days, and with the exception of the last three days of the campaign, made the analyses whenever opportunity offered. I find the Orsat apparatus, as described by Prof. Egleston," to work very well, with one exception. The CO is not absorbed as readily in the ammonia-copper solutiou as he states in his description of the apparatus, as many as 50, and sometimes GO, passes being necessary to absorb all the CO. The power of absorbing rapidly increases as the solution is used, and this would indicate that the more oxygen it contains the quicker will it do the work. Probably the addition of a small amount of some oxidizing agent would remedy this. When the furnace was working in its normal condition, I had no occasion for using the filter, the amount of fume being so small as not to canse any inconvenience. The gas burned with the flame peculiar to CO, and contained just enough solid particles to give it a slight reddish tinge.
