The following resolution was prepared, by the War Minerals Committee and was submitted by it to the Board of Directors of the American Institute of Mining Engineers, asking that it be passed by the Board and used to the best advantage to secure the end desired. WHEREAS, the steel industry of the United States is almost entirely dependent on the importation of foreign manganese ores, the consumption of which for the year 1918, it is estimated, will exceed 850,000 tons; and WHEREAS, the ships now engaged in transportation, especially from Brazil, are needed with ever increasing urgency for supplying our Army and Navy forces abroad; and WHEREAS, much shipping may be spared from manganese transportation and the domestic sources of manganese may be utilized, provided the steel manufacturers of the United States will cooperate to this end by taking advantage of the possibility, in open-hearth and Bessemer practice, of so called "residual" manganese, and by using spiegeleisen instead of ferromanganese, thereby following the example already set by three large and prominent steel producers; BE IT RESOLVED, that the Board of Directors of the American Institute of Mining Engineers urges the steel manufacturers of America, for patriotic reasons, to give immediate consideration to the development and utilization of domestic manganese ores; to use no ferromanganese, except for the manufacture of grades of steel below 0.15 per cent. carbon, to use domestic ores whenever possible in place of the high-grade imported ores; and to urge their associates and colleagues in this and other possible ways, to vie with one another in releasing ships for importation of any materials that cannot be secured or produced in this country.

The San Carlos lead deposit in northeast Chihuahua yielded approximately one million tons of galena ore from a blanket-like deposit. Countryrock, composed of Cretaceous limestones and calcareous shales as old as late Albian-early Aptian, and an underlying undated quartzite series, has been warped into a northwest trending anticline and has been invaded by a light-colored holocrystalline igneous rock. Magnetite and contact metamorphic minerals heterogeneously mixed with variable amounts of pyrite, sphalerite and galena, are concentrated along the anticlinal axis where they replaced magnesia-rich argillaceous sediments above the quartzite contact. Magnetite and associated silicates were deposited under near-contact conditions. Following a period of post-magnetite shattering, pyrite, sphalerite and galena were introduced at lower temperatures. Galena and associated dolomite or magnesite, the final phase of mineralization, are concentrated at the top of the deposit near the anticlinal crest and extend upward into isoclinally folded dolomitic argillites. (written discussion *).-From a theo¬retical point of view the best method to maintain the cold junction at a constant temperature is by means of a pipe driven in the ground, to which the so-called cold-junction compensating leads are run, ;and of course there are many times and places where it can be successfully used. There are, however, several objections to this method. In the vicinity of any furnace there are apt to be underground flues for preheated air or gases, recuperators, water mains, etc., which will eliminate the probability of a constant temperature. These, of course, can be avoided by carrying the leads to distant locations known to be free, but this is not good practice because the so-called compensating leads have a rather high re¬sistance, which materially affects the accuracy of even the high resistance instruments, unless they are specially calibrated for it. Moreover, the cost of these long leads is almost prohibitive. A better way is to run short lengths of compensating leads to electrically heated constant¬ temperature boxes conveniently located near the furnace in a place that is of fairly uniform temperature. These boxes are on the market and can be procured at a cost that is approximately equal to the cost of 100 ft. of compensating leads. They can be connected to any power or lighting circuit and once set require very little care. One box will ac¬commodate a number of couples.

This paper is a preliminary report on the occurrence and distribution of economically interesting heavy minerals (kyanite, sillimanite, staurolite, zircon, monazite, ilmenite, leucoxene, rutile) in sands from the sea floor surface of the offshore area, Alabama-Mississippi. Weight percent of heavies derived from the +60 portion of 97 samples is contoured in [Fig. 1]. Five hundred grains from 42 of the heavy mineral separates were identified and sized microscopically; the data were converted to weight percent for each mineral species and are summarized in [Table 1]. Heavy Mineral Distribution In the Gulf, there is a general westward decrease [(Fig. 1)] in maximum abundance of heavies from 2.4% north of Sand Island at the mouth of Mobile Bay to slightly over 1.0% south of Petit Bois Island and a corresponding decrease in the Mississippi Sound from 1.4%, north of Dauphin Island to slightly over 0.25% north of Horn Island. Average concentrations of heavies for different areas are found in Table 1. There is westerly longshore transport in this area; the interaction of the longshore current with discharge from Mobile Bay and disruptions of the current by Sand Island, possibly aided by a shoaling effect, appear to be the cause of the preferential deposition and concentration of heavies (2.4%) north of Sand Island in 10 to 14 ft of water.

On the basis of the recommendation of Lovell, Vogel, and Wernick,&apos; Fry&apos;s reagent*2 was recently c) if decoration of the dislocations by carbon or nitrogen atoms is a factor in the etch pitting. Experiments were performed with samples of a commercial 1020 steel, a vacuum-melted iron (C - 10 to 15 ppm, 0 - 20 to 50 ppm, N < 2 ppm), both annealed 4 hr at 1100°C, and a zone-refined iron (C - 3 to 5 ppm, 0 - 10 ppm, N < 1 ppm ) in the as-cast condition. Saomple surfaces were prepared by grinding to 600A grit and electropolishing. Initially, effects of etching the steel with modifications of the basic Fry composition were examined. It was found that increasing the alcohol or HC1 concentratior~ retarded dislocation pitting; reducing the acid content promoted secondary pitting. Cooling the reagent and the sample did not improve the quality of the etch pits. Best results were obtained with freshly prepared reagent modified by increasing the CuC12 content to 15 g. This composition was used in subsequent experiments. Annealed samples were etched 10 to 15 sec; cold-worked samples —2 to 5 sec.

Most existing impoundment ponds and dams leak effluent into the soil or rock upon which they are constructed. However, proposed environmental legislation will require very stringent control of the release of toxic effluents such as cyanide. More exacting investigation, design, and construction techniques than have been used in the past will be required to satisfy these new regulations. The types of field and laboratory investigations required to develop the data for the design of an impoundment system containing toxic effluent are discussed, together with the technical considerations necessary to design this system. Design topics include reservoir sealing with natural and man-made materials; embankment sealing; embankment design considering stability, surface hydrology, capacity, and downstream catchment basins; and special implications of cyanide effluents.

When Mr Carnegie made his gift, "for the erection of a suitable union home" for the engineering societies, United Engineering Trustees, Inc (then United Engineering Society) was chartered under Chapter 703, Laws of the State of New York, 1904, for "the advancement of the engineering arts and sciences in all their branches, and to maintain a free public engineering library" The Corporation was further empowered to acquire real and personal property and to use, maintain and occupy it, with the provision that any building erected by the Corporation shall be used perpetually as a meeting place and headquarters for the Founder Societies Thus the Carnegie gift realized the ideal of bringing the engineering societies together under one roof, and the Corporation through its members nominated in equal numbers by the four Founder Societies had the necessary authority to act for the Founder Societies in their joint interests in owning and operating for them not only Engineering Societies Building, but in the course of time, Engineering Societies Library, and

THE observations presented in this paper were recorded during a study of the spheroidizing process. Spheroidization of cementite in steel is either brought about to develop a set of desirable mechanical properties or is an incidental result of mechanical and heat-treating manipulations. Physical properties of steel are materially influenced by the state of the cementite. Conversion of cementite from the lamellar to the spheroidal state is usually accom-panied by a decrease of hardness and of strength and by an increase in ductility. The spheroidized structure is usually considered as an ultimate step in the process of the softening of steel. The unorthodox hardening of a 3.5 per cent Ni steel (SAE No. 2330) after a heat-treatment that previously proved entirely suitable for a complete spheroidization of cementite in carbon steels led to the observa-tions that constitute the subject of the present paper.

The Library of the above-named Societies is open from 9 A.M. to 10 P.M. on all week-days, except holidays, from Sept. 1 to June 30, and from 9 A.M. to 6 P.M. during July and August. The Library contains about 55,000 volumes, including sets of technical periodicals and the publications of scientific and technical societies. Members of the Institute, with few exceptions, are forced to spend a portion of their time in localities isolated from sources of information. To these the Library can render valuable service through correspondence; letters requesting information will receive special attention. The Library is prepared to furnish references and copies of articles on mining and metallurgical subjects; to determine the existence of mining maps, and to .furnish general information as to the geology and mineral resources of all countries. All communications should be made as definite as possible so that the information received may be what is desired and not include collateral matter which may not be of interest. The time spent in searching for such collateral matter will be saved, and the information will be sent more promptly and in more usable shape. The members of the Institute can be of service to the Library by forwarding copies. of mining reports, maps privately issued, and. similar material, which will be classified, indexed, and made available to other members. Suggestions for additions to the Library, either by purchase or personal solicitation as gifts, will be welcomed. It is hoped that members while in the city will use the Library freely, and assurance is given that most careful service will be rendered to them.

Colcock Jones presiding. Fourteen members were present. The subject announced was Ore Sampling. W. M. Watts opened the discussion by a general outline of the important points to be covered, in sampling a mine and the methods to be used in the various stages of the work. All the members present successively contributed details from their personal experience. The March meeting of the Section was held at its headquarters on Mar. 15. Twelve members were present, with Dr. Theodore B. Comstock in the Chair. The subject announced was Secondary Enrichment and all present took part in the discussion, Frank Robbins contributing a short paper on some observations in Central America. (communication to the Secretary*). -It is much to he regretted that in presenting a further discussion of these deposits, first described by myself&apos; and later discussed by C. M. Weld,2 Mr. Wang bas not made a more complete presentation of the evidence on which he bases his conclusions as to their origin. Mr. Weld said in his paper that his visit was confined to a few hours, that he saw only one of the several exposures, and that he took away no samples for further study. My own visit was brief, and for another purpose than the study of the geological features of &apos;the deposits, so the fact that Mr. Weld described as a hornblende-granite the rock which I described as a "dark gray syenitic rock," and which Mr. Wang identifies as a hornblende-syenite, seems of no great importance, since this rock is generally decomposed along the contact, presumably the only place in which Mr. Weld observed it. Later in the same paper (p. 31), Mr. Weld says that his opinion is that the magnetite of the deposits is primary, but Mr. Wang makes no mention of this in stating his own conclusion to the same effect. When Mr. Weld&apos;s paper appeared, I did not discuss it, because, although I considered the evidence- that he brought forward to support his belief that the magnetite is primary too slender to support the hypothesis, my own evidence to the contrary was equally tenuous. .The opportunities for observation and study open to Mr. Wang must have provided him with

THE present publication is a continuation of the work on gas analysis, described in a paper presented before the Institute of Metals Division a year ago.1 While that paper was largely descriptive in character, dealing with the various parts of the apparatus and method of operations, the present one gives numerical data obtained as a result of a series of experiments with iron-carbon alloys. The apparatus and the methods applied are essentially the same as previously described, changes being only in minor details. Attention should be called to the fact that in the present work we are dealing with the gaseous mixtures obtained as a result of vacuum melting of various ferrous alloys. It should be understood that when the terms "degasified sample" and "products of degasification" are used, they refer to the sample remaining after the vacuum fusion of the alloy and the gaseous products removed therefrom, respectively. The writer does not wish to create the impression that the metallic products of this process are absolutely free from any gaseous elements, nor that the gases obtained are present as such in the original sample. These two points are not yet definitely known and are subjects for future investigation. The point, however, which has been established beyond doubt, is that all the gases dealt with come from the metallic charge and are present either in the charge as such, or are produced as a result of chemical reactions going on within the charge.. The suggestion that the gases are due to the reactions between the metallic charge and the refractory materials has no valid basis.

The selection of a shaft size for ventilation purposes is a classic problem of concern to mining engineers. This presentation is concerned with the sizing of conventionally-sunk circular shafts with concrete or shotcrete linings. Costs of sinking shafts of three different depths, from 150 m to 300 m (500 ft to 1000 ft), and six different diameters, from 4.27 m to 7.32 m (14 ft to 24 ft), were obtained through questionnaires to shaft contractors. The primary objective of the economic model presented is the balancing of detailed annual capital and operating costs to achieve the minimum overall cost of the shaft installation over its life. The economic model is similar to previous analyses but treats several of the individual cost categories in an updated fashion. Included in the paper is a detailed analysis of the effects of varying power costs on optimal shaft size. Also included are a statistical analysis of current shaft costs and comments on the choice between shotcrete and concrete linings.

Much has been done of late years to facilitate preliminary stratigraphical investigations, and for examination at considerable depths and in a certain character of material the diamonddrill, in its general forms, certainly stands pre-eminent among the tools for such work. But there are large classes of deposits —indeed, I may say the larger proportion in which ordinary. prospecting is done—which lie near the surface and are interbedded with soft and fine material. The method usually employed for prospecting these is by means of small shafts. These are sunk with considerable slowness and at considerable expense, depending largely upon the character of the material encountered, and are greatly interfered with by water. In this region the smallest are 3 by 4 feet, but they are usually considerably larger. Having had occasion during the past year to do a large amount of prospecting work, I have found the use of a hand-auger and drill of immense value in this respect, and in my practice it has largely superseded, and always preceded, the other forms of investigation. DESPITE strikes, domestic production of copper and zinc in 1951 rose about 3 pct and 10 pct, respectively. Lead output fell only about 7 pct. Primary refined, including processed scrap and imported concentrates, was somewhat higher for zinc, and slightly lower for copper and lead. Prospects are for moderately larger mine and refined production in 1952 according to Standard & Poor&apos;s analysis of nonferrous metals. The survey goes on to report domestic copper prices averaged 14 pct higher in 1951, lead prices 30 pct higher, and zinc prices 32 pct higher. The 2¢ rise in zinc and lead ceilings in October will lift the average price in 1952 over 8 pet, assuming no further price change. Currently, OPS appears opposed to raising the 24 ½ ¢ copper ceiling to the 24 ½ ¢ maximum on imported metal. The steep premiums in world markets are likely to be reduced in 1952. Sales in 1951 were at new peaks. A further moderate rise is indicated for 1952. Earnings of the industry were at a new high in 1951. The increase for companies covered in the survey was perhaps 25 pet, despite a tax rate of about 53 pet, against about 40 pct. in 1950. Relatively maintained to moderately higher earnings are currently indicated for 1952. About two thirds of the companies covered in the survey raised dividends, including extras, in 1951. In general, maintained payments appear probable in 1952.

The restrictions placed on drilling by the Federal Government, which caused a severe curtailment in activity at the beginning of the year, were relaxed somewhat so as to permit the drilling of one shallow† gas well per 40 acres. New wells numbering 574† were drilled for a combined depth of nearly 1,500,000 It., and of this number 131 were dry holes with a footage of slightly over 375,000. Inside locations account for the majority of these totals and the increasing demand for natural gas would normally have increased the number considerably, but many of the independent operators chose to ask for fewer exceptions to Order M-68 of the Office of Production Management, and consequently to curtail the number of wells drilled. Initial open flow of natural gas developed from all operations§ is over 230 million cu. ft. Nearly 191 million cu. ft. of this volume resulted from the 410 new gas wells drilled to horizons above the Lower Devonian, and the footage drilled in these wells accounts for approximately 93 per cent of the total. There has been no enterprise undertaken in this and adjoining States which has attracted so much interest, or has been watched so closely as this, the first successful attempt to convert our ordinary high-phosphoric pig-iron into steel from native material. Our iron-masters have noticed intently every attempt to convert high-phosphorus pig-irons into steel by the Clapp-Grifith process in this country, and the basic process on the Continent, and studied the various patents aiming to accomplish the same purpose, and the various litigations arising among various patentees over their rival claitns; but up to August, 1887, nothing was done, and no move had been made to introduce any process for making steel. At the time above named, Mr. James Henderson, of New York, came to this place with a view of introducing his patent furnace and other metallurgical processes and appliances. After some delay and personal interviews between parties interested and the inventor, a party of gentlemen, all of moderate means, and entirely unacquainted with the manufacture of either steel or iron, decided to form themselves into a body corporate, known as the Henderson Steel and Manufacturing Company, with a capital stock of $20,000,

It has recently been shown&apos; that epitaxial films of silicon carbide deposited on silicon single crystals possess desirable properties for semiconductor applications. There is one apparent disadvantage to such a system, however; since epitaxial deposition is a high-temperature process, it can result in plastic deformation of the silicon substrate. The accompanying Berg-Barrett X-ray diffraction photographs reveal plastic deformation in two silicon semiconductor crystals which occurred when the crystals were coated with an epitaxial layer of silicon carbide at 1150°C. Due to differences in thermal expansion between the silicon substrate and the epitaxial silicon carbide, the silicon was subjected to stresses while still in the plastic temperature range. Both crystals shown were 0.7 in. in diam and 0.0055 in. thick. The crystals were sliced from a larger crystal so that their polar axes were parallel to the [ill] direction. After cutting, the crystals were polished with diamond paste, and etched in HC1 vapor to remove surface damage re- sulting from the cutting and polishing operations. This provided clean, damage-free surfaces on which to deposit the silicon carbide. Figs. l(a) and l(b) are reflection and transmission photographs, respectively, of the same crystal.
