OBSERVATIONS made in this paper were for the purpose of exploring the anomalous behavior of a particular heat of Type 310 stainless steel. The alloy, of nominal composition 25 pct Cr, 20 pct Ni, was observed to form a grain boundary precipitate at exceedingly high rates. A sheet of this metal, 0.060 in. thick, after cooling in air from 2000°F showed the presence of the grain boundary material, whereas none was found after water-quenching from the same temperature. The petition for the formation of a Tulsa Section was granted. The final budget for the year 1917, and the tentative budget for the year 1918, were adopted. The Secretary was instructed to continue to send the Bulletin to all members whose dues have been remitted on account of their being in the war service, but to hold the Transactions and send them on request to the address furnished for the purpose. The issues of the Bulletin were presented to the Federal Fuel Administration, at its request, with the compliments of the Institute. Fifty-nine Members, five Associates, and fifteen Junior Members were elected. The resignation of one member was accepted. The clues of four members who are on active duty at the front were remitted. An extension of time for the payment of clues was granted to four members, upon request.

Triaxial creep behavior of oil shale was investigated in the laboratory at simulated in-situ conditions. A range of temperature and stress conditions were chosen to represent those within the inter-chamber pillars of a modified in-situ retorting operation. Oil shale in grades up to 60 gallons per ton have been tested. Experimental data and a constitutive model have been presented here.

A section of unstable overburden that has hampered an all-dragline mining operations at Texasgulf's phosphate mine in eastern North Carolina, is being successfully removed by hydraulic dredging. Blocks are dredged, drained, and developed ahead of two large draglines that strip the remaining overburden and mine the 12-m section of ore. Dredging assistance has increased ore production, increased ore recoveries to a maximum, reduced unit costs, and has made it possible to reclaim mined-over land that would be left underwater mined by all dragline methods.

The cross-measure borehole system is a common method of controlling gob gas throughout Europe. Drainage holes are drilled into the strata adjacent to the coalbed being mined. Removal of the coal on a longwall panel relaxes and fractures the adjacent strata, enabling these holes to draw out the methane. A test in the Upper Kittanning Coalbed demonstrated the capture of 50% of the total methane generated by the mining operation. A test in the Pittsburgh Coal bed was not as effective.

DURING my stay at Raposos, State of Minas Geraes, Brdzil, I had the opportunity of making some observations, which, in the shape in which I am able to lay them before the Institute, are only to be considered as an experience which may possibly have important consequences. The ore-bodies worked there for gold are exclusively chimneys, mostly cylindrical, following the dip of the argillaceous slates (about 45° E.), without any visible connection with each other, without veins, and only exceptionally with some small stringers along the stratification, pinching out at short distances from the chimneys. They are composed of quartz with about 8 to 10 per cent. of pyrite and pyrrhotite, and different iron oxides.

For years, the coal industry has been confronted with face ventilation problems, ignitions, dust, and their effect on productivity. To improve face ventilation, minimize face ignitions, and control dust in the face areas, studies have been conducted over the past 30 odd years by coal companies, federal government research programs and others. These studies included brattice curtains, water spray nozzles, water pressures, highly efficient water filtration systems, auxiliary fans, differ fans, various dust collection systems and the recently developed "Spray Fan" ventilation system. This system consists of spray banks strategically placed on continuous miners to ventilate immediate face area.

The design of pillars around a longwall panel in which the effect of the adjacent and worked-out panel is taken into consideration is discussed. A mathematical model is used to duplicate field observations such as opening closure and pillar rib movement. The model is then used to predict the effect of changes in mining geometry on the opening stability.

The rapid development of the Budafa-Puszta field during 1938 advanced Hungary a considerable distance along the road to self-sufficiency in domestic crude-oil supplies. Seven wells were completed in the field during the year, at depths averaging 4100 ft., and there have been no dry holes. Initial productions have ranged from 150 to about 400 bbl. per day. At the end of the year daily average production amounted to about 1400 bbl., which is equivalent to 33 per cent of Hungary's daily internal consumption. Production increased somewhat in the Government-controlled oil field at Bükkszek, also discovered in 1937, but nothing occurred to alter previous indications that this field would be capable of only relatively insignificant development. The Committee on Valuation of the American Electric Railway Association, has had compiled a "Bibliography on Valuation of Public Utilities." The work was done by the library force of the American Society of Civil Engineers, and brings up to Dec. 23, 1915; a bibliography issued by the American Society of Civil Engineers on May 15, 1912. The Bibliography has been printed -and issued by the American Electric Railway Association, 8 West 40th Street, New York, N. Y., and may be obtained from its Secretary on the payment of 50 c. References are arranged under the following headings: General, Electric Light and Power, Gas Works, Mining, Railroads, Steam Power, Street and Inter-urban Railways, Telegraph and Telephone., Water Power, Water Works. References are given to the principal technical publications, to various works on the question, of valuation, to rules and regulations of Commissions and other official bodies, and to the proceedings of various societies. Undoubtedly the compilation is the most comprehensive that has yet been published.

A sample of garnet from the scheelite ore body on King Island, Tasmania, Australia, was upgraded and ground to produce an ultrafine portion suitable for micro-electrophoresis. X-ray and chemical analysis identified the garnet as andradite with some admixed grossular. At neutral pH the garnet particles were negatively charged, their zeta potential becoming rapidly more negative with increasing pH. An iso-electric point was found at pH 3.5. The effects on the zeta-potential of various electrolytes, hydrolyzable metal ions, and flotation collectors were also studied.

The binding of the boshes and inwalls of blast furnaces has always been an expensive piece of work. When the old stone stack was replaced by the iron shell, the brickwork was kept at a thickness of five feet or more. These five-foot walls were still too thick, and the practice now is to have as thin walls as possible and to have a free circulation of air about the brickwork of the furnace. The " basket," or lattice-work biuding, accomplishes this object, but it is expensive, m to first cost, and, if any change in the diameter of a furnace has to be made, it necessitates an alteration of the binding or of the thickness of the walls.

The Engineering Societies Building is owned by the United Engineering Society which is composed of the American Institute of Mining and Metallurgical Engineers, the American Society of Civil Engineers, the American Society of Mechanical Engineers, and the American Institute of Electrical Engineers, the four national engineering societies known as the Founder Societies. Its erection, and that of the Engineers Club which adjoins, was made possible through the generosity of Mr. Andrew Carnegie, Honorary Member, who in 1903 contributed $1,500,000 for the purpose. The Founder Societies purchased the land on which the Engineering Societies Building stands and the Engineers Club the land for its building.

As a result of Engineering Council's request to the Director of the Census, the National Service Committee has been successful in effecting a reclassification of engineers so that all technical men will be listed as such and they will be separate and distinct from the non-technical engi-neers. Thus, the next census will bring an enumeration of all technical engineers together as one unit under the main headings of civil, mech-anical, electrical and raining; architects also will be enumerated separately. This will enable the engineering profession, the Government or any other interested organization to know exactly how many technical men there are in the United States and in each state. The enumeration will also include non-technical engineers, except that there will be no such heading and in order to get the totals of non-technical men all of the various grades of this classification would have to be sorted out and added.
