Rock slope stability assumes different roles in decision making as a mining venture develops and, accordingly, geological investigations vary in thought and in deed according to the project stage. During exploration, stability questions bear on the decision whether or not to mine, because their resolution affects the cost of mining. During the mine lay-out stage, stability is a key factor in deciding how to mine. Finally, during mine operation, stability affects safety and operating costs, and therefore, pit productivity. Among the many considerations influencing stability, rock mass classification and geological environmental factors count heavily. The rock mass behavioral class depends upon the rock character and its degree of fracturation. The loads on the rock are derived from the environmental factors of initial state of stress and the water regime. Of course, stability is also tied to a host of non-geological factors such as the pit geometry, mining style, relative wealth, philosophy of mine operation, and accident history. METHODS OF STABILITY EVALUATION AND CORRESPONDING INVESTIGATORY TOOLS The purposes of the geological investigation are to identify and evaluate the geological factors influencing stability so that the vital questions can be analyzed. The tools selected for stability analysis reflect the stage of development of the mining scheme and therefore the geological investigations, which must furnish data for the analyses and must vary with the project stage. For exploration and mine planning, the methods of resolving stability questions must meet the need to evaluate numerous parameters in limited time; examples of such methods are stereographic projections (1, 2, 3) charted solutions(4) and simple physical models (5, 6). An investigation program that employs geological mapping tools and aids to mapping, such as geophysics, with relatively few rock tests, is in balance with these analytical methods. First data about the water regime are obtained from observed piezometric levels, and the initial state of stress is queried simply through geological inference and experience. In the layout stage more elaborate physical scale models (7) and perhaps finite element models (8, 9, 10, 11, 12), will be relevant to the design process and therefore much more detailed geological investigation is required. AMONG the many newer disclosures that have accompanied the petroleum industry's progressively deeper exploratory drilling is the increased frequency with which the operators are encountering reservoirs of which the products at the time of discovery exist wholly or predomi-nantly in the gas phase. The popular term "distillate pool" is most often used within the industry when referring to this type of reservoir, and in this paper the term is used in that sense. These pools have been observed in many different surroundings. In some places the entire reservoir is filled with the wet gas containing its water-white condensible products in the gas phase but apparently with no dark oil or other hydrocarbon liquids in the reservoir. The 8200-ft. horizon in the Big Lake field in West Texas is a good example of this type. At other places the wet, or distillate-bearing, gas may form a large gas cap directly overlying and in contact with an extensive reserve of dark oil. Oklahoma City, Kettleman Hills, the 8500-ft. horizon in the Big Lake field, and many others are examples of this type. There are also many places in which the wet distillate-bearing gas fills nearly the entire reservoir space, while the dark oil occupies only a narrow, bandlike zone, which marks the boundary of the reservoir along its lowest productive contour. The heavier components of these deep pool gases are generally water white in color, a large portion of which are condensible in a conventional oil and gas separator, when operated under pressures of the order of 400 to 800 lb. per sq. in. Although the water-white products recovered in the separator sometimes have end points of 650° F. and higher on standard Engler distillation, they occur only in the gas phase in the reservoir. It is entirely possible that even some small amounts of dark colored reservoir components may occur in the gas phase when the temperature is 300° F. and pressures exceed 6000 lb. per sq. in. Close approaches to these conditions have been encountered in the deepest producing wells. The condensible content of the deep reservoir gases of the many pools that have been tested or produced to date shows a wide variation in both condensible content, per 1000 cu. ft. of gas, and physical character.

Restriction programs in important raw-materials industries in foreign countries have been abandoned after lengthy trials. Presumably, failure has been a logical consequence of the attainment of objectives of the restrictive schemes in the early periods of their administration in defiance of economic law. In general, the chief objective has been the elevation of prices of the products of these industries. More conservative plans have sought the maintenance of a price structure that was in jeopardy at the time restriction was initiated. The course of the administrat'ion of restrictive measures can be traced by the result's of restriction, viz.: the creation or maintenance of highly profitable prices; the over-expansion of productive facilities; the accumulation of inventory; and finally, by the collapse of the price structure, which invariably has led to abandonment of the restrictive scheme. The theory and practice of restriction as applied to industries that have tried it are too well known to need detailing here. Restraint of Production of Crude Oil Regardless of the record of the catastrophic outcomes of restrictive measures in other industries, our industry has not been deterred from attempting restriction of crude-oil production. The assumed bases for success of our restrictive plan are clear. They follow from the fact that the physical characteristics of the petroleum industry differ from those of other industries that have tried restriction. Its raw material is a highly essential substance, a natural, exhaustible resource. The extent of its reserves is unknown, a fact that arouses the cooperative spirit of conservationists. At no time before the inauguration of restriction had its developed reserves been sufficient to supply more than the requirements for a few months without the help of new drillings. To a considerable extent its discovery involves the element of chance. Its economic production seems to require an unnatural relationship; namely, cooperation among competitors, because it is a fugitive resource, capable of moving from under one owner's property to underlie another's. Thus its recovery presents intricate legal questions concerning property rights.

In most instances the fluids produced from underground reservoirs have been described as they appear at the surface, and usually it has not been necessary to distinguish between surface and reservoir phases. More recently it has become imperative to recognize the fact that changes in phase may occur between the reservoir and the receiving unit. The simple terminology of "wet" and "dry" gases and "crude petroleum oil" served our needs fairly well in the shallow, low-temperature and low-pressure fields. It has been left to the legislatures, regulatory commissions, and courts to decide whether a field is or was a gas field, an oil field, or both. This they have done by direct definition and also by implication. For example, in Texas:' (d) The term "gas well" is any well (a) which produces natural gas not associated or blended with crude petroleum oil at the time of production, or (b) which produces more than one hundred thousand (100,000) cubic feet of natural gas to each barrel of crude petroleum oil from the same producing horizon, or (c) which produces natural gas from a formation or producing horizon productive of gas only encountered in a well bore through which crude petroleum oil is also produced through the inside of another string of casing. (e) The term "oil well" is any well which produces one (1) barrel or more of crude petroleum oil to each one hundred thousand (100,000) cubic feet of natural gas. In the state of Louisiana, the same general result is achieved largely by the following paragraph :* Wells producing both oil and gas shall not waste or blow into the air an amount of gas of more value at three cents per thousand cubic feet, than the market value of the oil recovered. The Commissioner of Conservation shall allow a reasonable time to determine the status of any well. The classification and preparation of non-ferrous scrap mctals is a subject of interest to every individual and corporation that employs in its processes of manufacture non-ferrous metals and alloys and accurnulates in such manufacture scrap from these materials for disposition in the form of turnings, borings, short ends, punchings, clippings, grindings, washings, etc. All too frequently the disposition of such scrap is left to indivitluals who have no knowledge of the subject either from a metallurgical or a commercial standpoint, or both. Much money is thus lost whicli with a little more intelligent effort might be saved, and in this day of fierce competition and small profits such an opportunity cannot be ignored. The Mineral Resources of the United States for the year 1925, the latest issue available (Part 1, page 221), gives the secondary non-ferrous metals of certain classes recovered in the United States for the year 1924 to 1925 as shown in Table 1. The figures are tabulated simply to give the reader some idea of the scope of the secondary non-ferrous metal industry. Approximately 900,000 tons of an annual value of $244,000,000 were recovered in the year cited. In 1916 (again using thc Mineral Resources of the United States as authority) the tonnage reclaimed was approximately 632,000 tons and the value, because of the high prices for metals prevailing at that time, amounted to $265,000,000. It is not the purpose of this paper to discuss smelting and refining operations or the feasibility of an organization, primarily engaged in some other activity, conducting smelting and refining operations to convert its own non-ferrous scrap metals and alloys. The classification and preparation of these non-ferrous materials is a preliminary step, regardless of what subsequent operations the material may pass through or where these operations may be conducted. For that reason the subject can he readily discussed without any reference to subsequent activities. Space must be provided, with suitable handling facilities, scales and the necessary storage bins where the material may be accumulated. The scope of the activity, the nature of the industry and the tonnage handled will determine, in a large measure, what preparation, if any, it rrlay he desirable to give these scrap materials to put them in the best niarketable condition. By streaming potential techniques, the zeta potential of quartz has been measured as a function of the concentration of dodecylammonium salts at different pH values. These experiments indicate that adsorption of dodecylammonium ions takes place as individual aminium ions until a certain critical concentration is reached in the double layer, at which point the adsorbed collector ions begin to associate into patches of ions, called hemi-micelles. Because of its effect on the surface potential of quartz, pH controls the adsorption of dodecylammonium ions. The value of cooperating agents and nonionized constituents of flotation systems is discussed. A PREVIOUS investigation' of the role of pH in the flotation of quartz with anionic collectors is here extended to an inquiry of how the cationic collector, dodecylammonium acetate, is adsorbed at the quartz-solution interface. The equilibrium amount of this collector adsorbed by quartz has already been measured as a function of concentration and pH.2,3 The weight of prior evidence has suggested that two mechanisms are involved in the adsorption of this collector by quartz, but with existing adsorption measurements alone it is not possible to determine what the mechanisms are. Gaudin and Bloecher2 postulated that a polymolec-ular adsorption coating begins to form before the first monolayer has been completed. Gaudin and Morrow4 indicated that a similar situation might exist in the film of dodecylammonium ions on hematite. A study of electrokinetic potentials at the quartz-solution interface provides some detail toward a fuller understanding of the adsorption mechanism. Experimental Results The zeta potential at the quartz-solution interface was calculated from streaming potential data measured with the apparatus described in detail in a thesis by Fuerstenau5 and briefly in a paper by Gaudin and Fuerstenau.1 The quartz used in these experiments was a 48/65-mesh fraction prepared in the manner described previously.' If asked whether limestone production was a mining problem I would not hesitate to answer emphatically in the affirmative. The question, "When is a quarry a mine?" is familiar. The immediate mental picture induced by the thought of limestone production is that of an open quarry. All are familiar with the open pit in the iron-producing districts of Minnesota and Michigan and the open cuts of the so-called "porphyry" coppers of the West. If these are mines, they differ little from limestone quarries in general mode of operation; if quarries, why do they need the attention of mining engineers? During 1923, the United States produced in round numbers 70,000,000 tons of iron ore. The limestone production of the United States for the same period was something over 100,000,000 tons. In tons, it about equals the oil production of the United States. The uses of limestone are legion. A paper read by a prominent engineer of Chicago, at the meeting of the National Crushed Stone Association held last February in St. Louis says: "There is no industry in the United States today that is more basic in its operation or by itself controls more industries. There is hardly a chemical operation, hardly a metallurgical operation or building operation that a crushed-stone man does not control if he will jump in and make the full utilization of it." Some of the many uses are for road metal, concrete, railway ballast, building stone: riprap, and rubble, the manufacture of iron and steel, alkalies, calcium carbide, magnesia, carbolic and carbonic acids, asphalt filler, mineral wool, poultry grit, sulfuric acid, phosphates, nitrates, soap, baking powder, the purification of copper and prevention of coal-mine explosions, to say nothing of the quantities used in the making of lime and cement. It has been said that without iron we would revert to the Stone Age; how much iron would we have without limestone? From the point of view of the mining engineer, using the term in its broad sense to include geologists and metallurgists, the production of limestone is important because of its occurrence, volume, commercial importance, and the problems presented by its recovery and treatment.

THE importance of ground water control in glacial drift overlying mines is widely recognized. Adequate handling of the problem results in considerable saving in overall pumping costs, as the cost of pumping the larger quantity of water under low heads from surface wells is more than offset by the decrease in the quantity of water to be pumped from the mine under high heads. Eliminating or partly reducing seepage of water through the ledge reduces moisture content of the ore, a factor especially important in iron ore mines, where a reduction of 1 pct in moisture effects a very material saving. An important though indeterminate saving is also brought about by the elimination of water in the working places underground. The Homer and Wauseca mines of Hanna Coal & Iron Co. at Iron River, Mich., cover 480 acres. When these mines were started it was possible to operate on only one 40-acre tract, as the depth of water over the remainder of the property was too great to permit operation. Although the average depth of the ground water over the area being mined at that time was less than 50 ft it was necessary to pump 1200 gpm from the mine, the greater part from a depth of 750 ft. The slate footwall and graywacke hanging wall are almost impervious, and it was apparent that seepage into the mine was mainly through the iron formation in which the orebodies were located. Analysis of the water in the iron formation showed it to be of the same character as that in the glacial drift, while the water in both walls was heavily mineralized, also indicating that the water passed much more freely through the iron formation. The first attempt to take off the water above the ledge was by means of drainage drifts driven 15 to 20 ft below the ledge, Fig. 1. Various schemes were used to get the water into these drifts: 1—Holes 15 to 20 ft long were drilled from the back of the drifts to the ledge, but these were difficult to drill and blocked easily. 2—Sections of the drifts were blasted down. This gave a large flow for a time but eventually almost total blockup occurred. 3—Raises 4x4 ft were driven above the drifts to within 8 ft of the

The pyrites used in making sulfuric acid in the United States have been largely imported from Spain and Canada, the Spanish imports amounting to nearly 1,000,000 tons per annum in the pre-war period. The greatly increased use of sulfuric acid and the cutting off of these Spanish imports, incident to war conditions, brought about a threatened shortage of sulfur supplies during the war period. The bituminous-coal mines of ccrtain districts have, for many years, furnished a small tonnage of pyrite in the form of coal brasses. A mechanical concentrator at Danville, Ill., for a number of years, has been treating hand-picked lump pyrite and coal from the picking belt and from the mines and a small plant near Gillespie, Ill., for a few months has been recovering pyrite from washery refuse. Many mines throughout Illinois, Indiana, Western Kentucky, Ohio, and Pennsylvania have shipped an occasional car of the hand-cleaned lump pyrite. Only a very small percentage of the available pyrite has been recovered in this way, however, as usually the miners throw such lumps into the gob with slate and other impurities. It has been estimated that the western Indiana coal field could furnish more than 100,000 tons of pyrite per annum. The present production is very small. The possibility of furnishing the domestic trade with pyrites recovered as a byproduct from coal-mining operations appears attractive but there are certain features difficult to overcome. Pyrite, to be used in acid making, must meet with certain requirements as to size and purity. Lump ore for grate burners should be under 3 in. (7.6 cm.) and over 1 in. (2.5 cm.) in diameter. Fines for use in mechanical roasters should be under quarter mesh. The material should be high in sulfur, free from arsenic and phosphorus, and as low in carbon as possible. The pyrite obtained from coal can be made to meet all the above requirements, but it is difficult to remove all the carbon. The pyrite in coal occurs as bands and nodules of varying thickness and size and of comparative purity, but mixed with this is more or less web sulfur. The web sulfur carries admixed coal, which may make the concentrate run up to several per cent. carbon. This makes the concentrates subject to firing, causes heavy consumption of niter, and lowers the acid-plant capacity, due to dilution of gases. The hand-cleaning methods

A study has been made of the decarburization of low-carbon sheet steels at temperatures from 1100" to 1475°F in mixtures containing hydrogen, nitrogen, water vapor, and in some instances carbon monoxide. Decarburization occurs principally by the reaction C (in steel) + H20 = CO + H2 and follows a first-order rate law. The decarburization rate appreciably increases with an increase in temperature up to about 1325°F, but the increase in rate is small with fur- Use of a dry hydrogen atmosphere results in a relatively slow decarburization of steel and use of a wet hydrogen atmosphere results in relatively rapid decarburization. It is now generally recognized' that the reaction C (in steel) + H2O = H2 + CO [l] accounts for most of the decarburization that occurs in wet hydrogen-containing atmospheres. The present article is concerned with the decarburization of low-carbon sheet steel in H2-N2 atmospheres ther increase in temperature. The limiting rate of decarburization can be predicted from a knowledge of the solid solubility and diffusivity of carbon and this rate is approached as the water-vapor content of an atmosphere is increased. Hydrogen contents above about 8 pct are beneficial only in that they permit higher levels of water vapor to be used without oxidation of the steel. A buildup of CO in the atmosphere lowers the rate of decarburization. containing various amounts of water vapor and carbon monoxide. The effectiveness of these atmospheres and the influence of temperature on decarburization rate will be considered. EXPERIMENTAL WORK The chemical compositions of the three steels used in decarburization-rate studies are listed in Table I. Steel A was a commercially hot-rolled rimmed steel that was cold-reduced at the Laboratory to furnish specimens 0.025, 0.041, and 0.059 in. thick. INTRODUCTION Purpose of Wall System There were 2379.88 m (meters) of tied back wall along Interstate 77 in the Capitol Complex area in Charleston, West Virginia. The main purposes of this wall system was for aesthetics, reduction of excavation, saving the forested slopes, and control of sloughage of the back slopes onto the Interstate. Failure At 1 PM on Thanksgiving Day, 1982, 3 wall panels fell from the insitu position onto the interstate in a matter of seconds. See Fig. 1. The total length of wall that fell was 29.25m. The height of the three panels varied from 10.06m to 10.36~1 and each individual panel had a length along the highway of 9.75m. These were abutting panels that were approximately in the middle of a section of wall 165.81m long. The panels separated from the remainder of the wall at 2 expansion joints that occur at the ends of every 3rd panel. The reinforced portland cement concrete panels were designed on a 76.2mm (millimeter) batter. See Fig. 2 for Wall Dimensions. The footer for these panels was lm wide, was keyed into sandstone bedrock 0.30m and was approximately 1.52m below the portland cement concrete pavement and shoulder. Thirteen of the 17 panels in this section of wall were tied to the sandstone bedrock behind the wall by either 25.4mm or 34.93mm hollow rock bolts. Two panels on each end of the wall were cantilever type walls. The panels that failed had 25.4m hollow rock bolts. A portion of each panel adjacent to both sides of the failure was pulled out from the rock face and appeared to be in imminent danger of also failing. All of the 21 rock bolts in the panels that fell were separated either at the backface of the wall, in the extension from the wall to the rock face or at the rock face. None of the rock bolts had been pulled out of the bond length in the sandstone bedrock. After considering the condition of the wall and

6.1-1. Introduction. Of necessity, the first of the unit operations conducted during the exploitation phase in surface mining is production drilling. It precedes blasting, with which it is associated as the two unit operations employed to break or fragment consolidated material (usually rock) in place. The purpose of production drilling is to provide the cavity for placement of the explosives. So far, no alternative to blasting has been devised for fragmenting very resistant rock in situ, although some forms of excavation (ripping, bucket wheel) are suitable without prior blasting for softer rock, such as weathered shale or mudstone, decomposed sediments, etc. For the vast majority of surface mines, however, drilling and blasting are pre- requisite to excavation and essential to the production cycle. Drilling is also used in surface mining for purposes other than providing blastholes. It finds application during exploration for obtaining samples and during development for drainage, slope stability, foundation testing, etc. Only in the exploitation phase of surface mining, however, are unique or specialized drilling methods and equipment employed; and the discussion in this Section is directed primarily to that application of drilling. Drilling is the most common means of rock penetration, the operation of placing a directed hole in rock. Closely akin to drilling for exploitation purposes is the cutting or freeing of dimension stone in quarrying. This operation, usually termed channeling or sawing, also takes the form of directional penetration of rock; but instead of producing a cylindrical hole, it yields a kerf or cut. The material thus freed from the solid is both a shaped and sized product, an objective of vital importance in the dimension stone industry. In sawing, holes are sometimes drilled to insert tools, but this drilling is a minor part of the sawing operation and employs conventional methods. Cutting, as a unit operation for freeing stone in quarrying, may be considered equivalent in purpose to drilling and blasting in other forms of surface mining.

One of the most difficult problems in the chemistry of iron-ore, and one, the solution of which, so far as I am aware, has never been attempted, is the distribution, throughout a given vein, of Bessemer ore, and its relation to the formation of the deposit. In those hematite-mines in which both Bessemer and non-Bessemer ore occur, the sorting of the ore as it lies in the deposit becomes a problem of much economic as well as scientific interest. It would seem, from a superficial examination. or, indeed, from any examination not conducted for this especial purpose, as if high- and low-phosphorus ores were mixed in inexplicable confusion ; and a mining-chemist is very apt to fall into a system of adventitious analyses, taking first-class ore wherever he can find it, and overlooking its relation to the formation and position of the vein. I hope that a few notes which I present on this subject may be found worthy of consideration, as throwing a new light upon this obscure topic. During the last three years, while acting as chemist of the Lumberman's Mining Co., I have made some 3000 analyses of iron-ore from the Ludington mine at Iron Mountain, Michigan. These analyses were necessary in order to separate Bessemer and non-Bessemer ore which occurred intermixed in the deposit. During the last year, I attempted in several ways to find some reason or method in the distribution of phosphorus, and have finally become cognizant of the arrangement herein outlined. The Teziutlan copper-zinc deposit is supposed to be of late Cambrian or early Paleozoic age. The country rocks are a series of schists or phyllites, flat lying and in the form of a plunging anticline. The ore deposit occupies a single horizon in the schist for a known horizontal extent of 1200 meters. Along its strike occur four large lenses or ore bodies. These ore bodies occupy positions along the flank and extend to the crest of the anticline. The primary mineralization is in the form of quartz, pyrite, sphalerite, chalcopyrite and galena, with a few scattered silver anti-monides. Quartz and pyrite form the mineralization between the ore lenses. Ill the ore lenses the sulphides appear as a massive, very fine-grained intergrowth of minerals. The intergrowth suggests a contemporaneous deposition of the heavy sulphides. The grain size, usually under 0.09 mm., makes the separation difficult and fine grinding important. The ore bodies were formed at great depth by solutions probably originating in the same basic magma that gave rise to the dolerite sills that are so common in their vicinity. Introduction The Teziutlan copper-zinc deposit is distinctly different from other ore deposits of Mexico in age and type. Previously stated to be pre-Cambrian in age, it is now quite generally supposed to belong to the late Cambrian or to the early Paleozoic period. Also, in contrast to the usual shallow-vein zone type of mineralization in Mexico, there is here exemplified an intermediate vein zone deposit of copper and zinc. So far as is known, the Tezintlan vein is unique in the history of Mexican geology and in a class by itself, its closest counterpart probably being the copper veins of the pre-Cambrian of Canada. The Teziutlan district is in the extreme northwestern corner of the State of Puebla, Mexico. Teziutlan, the terminus of a branch line of the National Railways from Mexico City, is connected to the mine at Aire Libre by a 17-km. narrow-gauge railroad owned and operated by the Teziutlan Copper Co. Owing to excessive grades on this short linc, Shay-geared locomotives arc used for the transportation of concentrates and supplies.

AT the joint session of Blast Furnace and Open Hearth Committees, April 7, 1937, at Birmingham, the subject of the quality of basic open-hearth pig iron was so well presented and discussed from so many different viewpoints that it was the general opinion that progress had been made and that such meetings were conducive to the advancement of the art of making pig iron of the right quality for the open-hearth man to produce the most satisfactory quality of steel. It was agreed that there is a decided differentiation between the chemical analysis of pig iron and the "quality" of pig iron. Paul J. McKim said that open-hearth furnace operators frequently make reference to certain types of iron as "bad iron," "dirty iron," "cold metal," etc., claiming that when using these irons, although they are within specified chemical analysis, it is impossible to produce quality steel. Mr. McKim gave a list of the suggested causes of those "certain types" of bad irons that have a thoroughly respectable analysis but a thoroughly disreputable character. Another open-hearth man, P. A. MacIsaac, of Nova Scotia, said that The effects of iron that is below standard in analysis or in that mysterious property called quality, are well known to all open-hearth operators. It has been shown that iron of this type results in the production of steels on which the rejections of finished product run high. What is to be done about it? I would say that the burden of producing high-quality iron should be placed squarely on the shoulders of the blast furnace man, even as that of making good steel is shouldered by the open-hearth man. It is the purpose of this paper to bring out into the open this "mysterious property called quality"; that is, in those "certain types" of basic pig iron that make it impossible to produce quality steels; and at the same time to point the way for the blast-furnace man to be able to shoulder the burden that Mr. MacIsaac and all other open-hearth men and foundry-men have placed upon him. The possibility of deeper production in the Buena Vista Hills was first considered in 1933. At that time, however, the heavy state curtailment program served to deter any operator from drilling test wells, which, if successful, might upset the proration schedules. Because most of the acreage was held by several major operators and the remainder by substantial independents, the adoption of a plan of cooperative development was considered desirable. Such a plan was formulated for the development of any deeper oil and gas horizons that may be found to exist. This plan, which was signed by the Secretaries of the Navy and of the Interior on behalf of the United States on July 9,1936, is now effective for the development of lands within the area shown on Fig. 1. Unlike most unit plans, the present cooperative development plan permits each operator to drill and produce his own wells. For the purpose of this plan the Buena Vista Hills field is divided into two pools. The present production is classed as the " old pool,"' while any future production below a certain marker which roughly coincides with the bottom of the Santa Margarita formation is included in the "pool" to which the provisions particularly apply. Naval Petroleum Reserve No. 2 lies within the area and constitutes the major portion of the Federal leases subject to the plan. There are 39,040 acres and 27 operators within the area. Twenty-six operators controlling 99.5 per cent of the acreage have signed the agreement. Geology oF the Buena Vista Hills The Buena Vista Hills consist of a low range in the southern portion of the San Joaquin Valley, and are roughly parallel to the adjacent Temblor range to the south. The ventilation of metal mines is becoming more of a fundamental requirement than it was 10 or even 5 years ago. There are many reasons for this, and in general they are based on economy or efficiency rather than health or safety, yet the latter enters into the picture in at least some instances. One Montana metal mine which had installed mine fans and a general ventilating system shut down the fan when there was a period of cessation of work; within a few weeks it was found that the underground timbers were becoming so covered with fungus that the fans were put into operation and thereafter continued in operation whether the mine was worked or not. The fungus soon disappeared and the cost of operating the fans was held to be far less than would be the numerous losses from timber decay which quickly started when cessation of air flow was encountered. A large iron ore mine in Michigan had much difficulty in holding men in a slicing region due to foul air under certain surface conditions as to direction of wind. Upon the placing of a moderate sized fan on the surface with some doors, stoppings and regulators underground, not only was the bad air condition removed but there was found to be a decided increase of tonnage per man per shift and timber decay was retarded to a very considerable extent. This particular mining company was rather inclined to be angry when I called attention to some of the what I considered very bad working conditions underground, and the mine superintendent for about a year and a half was on anything but friendly terms with me. Later on when the effect of the placing of the fan was found (the fan had been placed over his protest), that, man came through very nicely with a letter and congratulated me on the recommendation made and congratulated himself and the company on the conditions obtained after the installation of the fan. The New River coal-field embraces that portion of the Appalachian coal formation which lies on the waters of the New River, principally in Fayette and Raleigh counties, West Virginia, covering a strip of territory about forty miles in length along the line of the Chesapeake and Ohio Railroad from Quinnimont to Kanawha Falls, where the New River empties into the Kanawha, the railroad following the banks of the river the whole distance. (See map.) Between Kanawha Falls and the Valley of the Ohio lies the great Kanawha region, and these two coal-fields possess a greater variety of coal than can be found in any other portion of the country, enabling them to furnish the best fuels for any of the various demands of manufacture or domestic use, the Kanawha region possessing many varieties of gas, hard splint, and cannel coal, and the New River region bituminous and semi-bitnminous, steam and coking coal. The New River, in its westward course towards the Kanawha, has cut its way entirely through the Sera1 conglomerate or No. XII of the Pennsylvania Reports, the Umbral red shales of No. XI appearing at the foot of the mountains at the eastern end of the region at Quinnimont, one of the upper ledges of the Conglomerate forming the summits; while at the western end, at Kanawha Falls, the top of the Conglomerate is nearly down to the level of the river, a portion of the " Lower Productive Measures" forming the greater portion of the mountains. These mountains rise abruptly from the banks of the river to a height of from 800 to 1200 feet, leaving only here and there narrow strips of bottom land, a few acres in extent; and as the measures consist principally of hard sandstones, shales, and conglomerates lying ill a nearly horizontal position, the mountain-sides are very precipitous, with many long and high cliffs, which, with the great height of the mountains, give the country a very rugged appearance. ChaRles William HenRy Kirchhoff was born March 28, 1853, at San Francisco, Cal., where his father, Charles Kirchhoff, was at that time consul for his native country, Germany. A few years later, the family moved' to Hoboken, K. J., in which city the son received his preliminary education at the Hoboken Academy, proceeding later to Germany, where he was graduated in 1874 as mining engineer and metallurgist at the Prussian Royal Mining Academy of Clausthal, in the Harz. Upon his return to the United States, he became chemist of the Delaware Lead Refinery at Philadelphia, and retained that position for three years. But in 1877 he began what was to be an almost uninterrupted life-long association with David Williams, the publisher of The Iron Age, of New York, who established in that year, and continued for a brief period, a journal entitled the Metallurgical Review, on the editorial staff of which Mr. Kirchhoff received a place. The enterprise was doubtless an attempt to cover a wide metallurgical field outside of that which properly belonged to The Iron Age. But it was soon abandoned, and Mr. Williams wisely concentrated his energies upon the older journal, which, under his vigorous and skillful management, and the labors of the able editors and correspondents whom he selected, became one of the greatest institutions of its class in the world. From 1878 to 1881, Mr. Kirchhoff was assistant editor of The Iron Age. From 1881 to 1884, he was managing editor of the Engineering and Mining Journal; in 1884 he returned to The Iron Age, to become for five years its associate editor, and in 1889, on the retirement of James C. Bayles, editor-in-chief. This list of dates and employments, without further comment, sufficiently indicates, at least to the eye of an expert, that Mr. Kirchhoff had found his congenial career in trade journalism. His qualifications for this profession were somewhat exceptional. He possessed the scientific training, the knowledge of foreign languages and literatures, and the power of making and keeping friends, which enabled him to get early notice of technical novelties; he had the taste for statistics which made him both industrious and intelligent in their collection and use; and to these traits he added a mastery of the meaning of such accumulated data, and a sane, critical judgment of the situations which they represented, as well as of the sources and the figures themselves, which made his opinion weighty

IN 1839,1 Gerard, Troost, the first, State Geologist of Tennessee, reported the occurrence of zinc ores in East Tennessee, in connection with the iron ores at Embreeville; in 1844,2 he refers to the zinc deposits of East Tennessee, especially the apparently rich deposits occurring, in Jefferson and Claiborne Counties, while his ninth annual report is a ,description of the zinc deposits of Jefferson County and a description of the most improved processes by which zinc is extracted from its ores. Although. Tennessee has long known of the occurrence of its zinc deposits and has recognized their value, only during the last few years have these ores been successfully worked. As far as can be learned, prior to the systematic development of the Mascot district in 1911, no large-scale or successful operation of any of the zinc deposits was carried on. But in that year, after several companies had made considerable progress in developing the Mascot area and had proved. a relatively extensive body of low-grade sulfide ore, the American Zinc Co. entered the field. It introduced modern methods of prospecting and mining the ore and from the first was successful. Too great credit cannot be given this company for its pioneer work in a previously unimportant field. Throughout the history of its operations, the American Zinc Co. has confined its efforts to underground mining of the sulfide ore, sphalerite. This company has found that successful results in zinc mining in East Tennessee can be achieved only by expending large sums in prospecting and blocking out bodies of pay ore in sufficient magnitude for large-scale operations. At Mascot are located the mines of the American Zinc Co. of Tennessee, the mines being situated along the Southern Railway in the Holston River Valley, Knox County, about 13 miles northeast of Knoxville. Considerable mining and prospecting had been done by several companies prior to the acquisition of this property by the, American Zinc Co.
