The recently enacted federal surface mine law (P. L. 95-87) increases further the complexity of securing a reclamation permit This law intensifies the need to present the required reclamation plan in a thorough and comprehensive manner. One plan format, that used in construction performance contracts, offers promise of filling this need. Reasons for using the format of expressed, bilateral, negotiated contracts common to the construction industry, and the salient aspects of an application which uses this format are reviewed. Advantages of this procedure are seen to be improved mine planning, awareness of the total design job, potential for improved speed of permit acceptance, and improved cost control.

This paper discusses the various alternatives that are technically feasible for "over-the-raise" continuous advancing in gently inclined coal seams and the computer-aided selection of the optimal mining option. It is suggested that at high temperatures both sulfur and iron combine with oxygen. Iron may precipitate at the high temperatures as the oxides of iron, and sulfur also in combination with oxygen as the low solubility sulfates of barium, strontium, calcium, and potassium (alunite). At lower temperature the precipitation results from change of sulfate sulfur to sulfide sulfur, and the iron precipitates as the sulfide.

Pulverized coal has been introduced at the anode where it is oxidized during the electrowinning of metals from their aqueous solutions This substitutes an electrochemical reaction between coal and water for the usual oxygen-evolving half-cell reaction at the anode, with the result that overall cell potential is significantly lowered and the consumption of electrical energy is correspondingly reduced. Experimental results are reported for electrowinning copper as an example of this novel modification of the electrowinning process in this example, the use of coal lowered the consumption of electricity by two-thirds of the requirement of the conventional process When the potential electrical energy of the coal consumed is considered the new, coal-assisted process consumes about 45% less energy, and the energy costs (combined costs of coal and electricity) are reduced by about 50%.

The theory, construction and applications of oxygen sensors employing high-temperature electro- chemical cells with solid electrolytes are briefly reviewed. The application of disposable probes to measurement of the oxygen potential in matte and slag baths in tin, copper, and nickel smelting operations is described. Examples discussed include end-point determination in smelting and slag-cleaning operations, pilot-scale investigations of process chemistry to assist in the development of smelting strategies, and measurements in operating smelters to improve the efficiency of operation.

The environmental status of underground mining operations is critical to the health and safety of the miners; particularly in a large mine, the multitude of interacting parameters that can favorably or adversely affect the environmental status makes the manpower requirement of the routine checking of specific areas and conditions a formidable one. While the concept of environmental monitoring for miners has been considered for some time, until recently the availability of sensors to reliably measure the parameters of interest severely limited the utility of such systems. The status of sensors for mine use and the evaluation of enviornmental monitoring systems is reviewed.

Agglomeration is very closely identified with the mining industry. Ores must be crushed finer and finer to separate minerals from gauge and the fine ore concentrates must be agglomerated so they can be handled for further processing. While the importance of the superficial alteration of golddeposits is recognized in pure science, it seems often to be singularly disregarded among engineers in practice. Its great practical bearing lies in the exploitation of new regions; and nowhere are the disastrous results of ignoring it more vividly shown than in Western Australia, where the impoverishment of the ores, and their frequent transition from free-milling' to refractory character in depth (things, as a rule, neither anticipated nor ascertained by exploration beforehand), have brought many companies to ruin, or caused the loss of much money squandered on machinery adapted only to temporary conditions.

Estimation of the economic effectiveness of industrial development projects including mining ones is generally made on the basis of the discrete model of the value changes in time, although the character of these changes is similar to the continuous model. In this paper an attempt has been undertaken to investigate the problem of the value equivalence of both models exemplified by a construction of an underground coal mine. An effort has been made to determine the errors which for different estimation criteria appear in result of the application of the discrete model. Theoretical considerations have been supplemented with practical conclusions.

The pressures of urbanization are forcing producers of construction minerals either to transport their product greater distances or find new mineral sources. In areas with significant urban development near the coastal zone, offshore resources may prove to be an economically attractive alternative source. This paper addresses the economic viability of offshore mining of fine mineral aggregate. It proposes a model using a mathematical programming formulation based upon past research on both the onshore construction aggregate industry and the coal industry. The model is then used to assess offshore mining economics in the greater New York metropolitan area. Results show that in this region total consumer cost would be reduced by offshore mining of fine aggregate. In addition, increasing economies of scale could be realized by progressively larger mining operations. The distribution of these savings is also discussed.

The object of this paper is to offer a few suggestions for improving the mining and mineral statistics presented by the governments of various nations on both sides of the Atlantic. At the present time one may fairly complain of' two evils—lack of uniformity in some cases and want of completeness in others. The consequence is that the statistics are either less plain than they might be, or are useless for comparisons, or fail to present a faithful picture of the state of the mining industries of a country. The principal subjects upon which information is desirable are: the amount and value of the mineral products raised and the number of the mining population. Geological study of the Prony Nilaterite (New Caledonia) began in 1969 and included drilling, geological mapping and laboratory studies. The deposit is the product of weathering of basic rocks. From top to bottom, the following zones can be distinguished: a compact ferruginous cover; ore associated with yellow laterite, containing 1.0-1.5% Ni and low in impurities (SiO2, Mg); an intermediate silicated ore containing 1.3-2.0% Ni and higher percentages of impurities; garnierite ore much richer in nickel (2-4%) but high in SiO, and Mg contents (Mg up to 20%) ; and parent rock, largely peridotites. Distinction between types of ore is essential because the high grade ore (silicated and granierites) is penalized for its high Mg contents that demand additional acid treatment. All studies made distinguish two types of ore, laterite and silicated.

(communication to the Secretary*).-In going over this report, which I have done very carefully, I find that the summary as composed deals with the various problems almost entirely from the employer's standpoint and that practically no consideration is given to the employee's point of view. An experience of 3 ½ years as safety inspector, and almost 30 years as workman-and official, has convinced me that any plan for the betterment of working conditions which will achieve any degree of success must give the workmen their share of responsibility and allow them full participation. The company may finance and direct the movement, but its ultimate success depends upon the support given by the workmen. The cooperation of the men doing the actual work is so essential that all writers insist that this must he secured, but they do not agree as to how this can best be done.

North American ophiolite complexes are known to contain significant volcanogenic sulfide only in the following five areas: Newfoundland; Quebec; Applegate, Oregon; Rogue, Oregon; and Orca, Alaska. Most North American ophiolites, including the Baltimore, Kings-Sierra Nevada, and Del Puerto complexes, and those associated with the Franciscan, Trinity, eastern Oregon, and Cache Creek groups lack significant volcanogenic sulfide. The characteristics of sulfide-bearing ophiolites are: (1) manganozls cherts, and (2) fine, carbonaceous clastics inter- calated with pillow basalt and chert. It is suggested that sulfide- bearing ophiolite complexes developed in a restricted basin environment, such as is now present in the Gulf of California; whereas sulfide-poor ophiolites, formed in midocean, rises distant from land masses. Sea floor oxidation makes the typical midocean ridge configuration not conducive to sulfde preservation, whereas spreading centers bounded by land masses are more likely to produce anoxic physiographic lows favorable to sulfide accumulation.
