The Whale Lode occurs in the main range of the Rocky Mountains, Park County, Colorado Territory, at Hall Valley. It has been opened up and worked to some extent by the Whale Mine, situated some 11,300 feet above the level of the sea. The mine, with 700 feet of the lode on either side of the discovery shaft, is the property of the Hall Valley Silver-Lead Mining and Smelting Company. The adjacent country rock is a compact, fine-grained gneiss; its general strike is about north and south, dipping steeply to the west. In the immediate vicinity of the mine, the strata are very nearly vertical. The gneiss incloses numberless veins of a reddish granite, in which the feldspar largely predominates over the quartz and mica, the latter oftentimes being scarcely perceptible. As a general rule these granitic veins seem to more frequently follow the lines of stratification of the gneiss than otherwise. They are of varying width, some large, some small; the larger are from 5 to 6 feet wide. Gash veins of feldspar and quartz are also of very frequent occurrence. The general trend of the lode is about northeast. and southwest, intersecting the country rock at about an angle of 45 to its stratification. It dips to the northwest at an angle of 65. I am unable to state accurately how far this lode has been traced upon the surface, but it is at least well known to extend entirely through the mountain upon which the mine is situated, and is traceable over the ridge by a hollow extending for some distance along the surface, in which the lode crops out. This hollow in the surface rock has probably been formed through decomposition of the vein matter by atmospherical influences. The width of the crevice is variable, generally between 5 and 10 feet; the pay vein varies from an inch, or less, to 36 inches. The vein is generally accompanied both on foot and hanging walls by a whitish, semi-decomposed fock, composed of quartz and decomposed feldspar, and in some places—where the process of decomposition has not reached as advanced a stage—a lightgreenish or black mica. This rock, therefore, is in places composed of all the constituents of gneiss, and is undoubtedly nothing more or less than the same in a decomposed condition. In the manufacture of telephone apparatus a number of nonferrous sheet metals arc blanked and formed to produce a wide variety of parts, which are generally small in size because of space and weight requirements. Many are given sharp bends in forming, so that they may be assembled into compact units. This study covered sheet metal of the alloys of brass, phosphor bronze and nickel silver that are most extensively used by our company. In general, the sheets range from 0.005 to 0.100 in. in thickness and from 1/4 hard to extra spring temper in hardness. As many parts function as flat springs, and others require the maximum stiffness for structural reasons, a large percentage of the metal is used in the hard and spring tempers. So, because of the necessity for the minimum radius of bend consistent with the maximum in hardness, there has been a need for information as to the forming characteristics of these sheet metals in the various alloys, tempers and thicknesses. The literature yields relatively little regarding such forming characteristics, so that designers of apparatus and tools have been largely dependent upon past experience or tool tryouts for guidance. In presenting tabular data intended as a basis for selecting the temper of the metal and radius of the bend, we recognize the influence of many other factors which are not covered in this study. For example, the angle of the bend and conditions of the metal, such as grain size and presence of impurities, as well as conditions of the fabricating process, such as rate of forming and adjustment of the tools, may all affect the result. In addition, a bumping operation subsequent to forming, which is frequently used to set the bend, increases the strain on the metal. We wish to emphasize the fact that this is not considered a scientific investigation of the formability of materials or an attempt to correlate forming characteristics with various other properties of the metals, except in so far as such properties are controlled by commercial limits on composition and temper. The ('slot" system of mining in use at the Golden Queen mine, Mojave, Calif., does not involve any new mining methods. It is, however, a new combination and adaptation of several stoping systems in common practice. The first plans for stoping operations at the Golden Queen mine called for ordinary shrinkage stopes. The hanging wall of the vein, where exposed, is a very hard felsite with a dip varying from 50° to 70°. The vein itself is quartz, shattered and fractured enough to make it easy to drill and blast to a clean hanging wall. There is no well defined footwall. The footwall limits had to be determined by assays as the metal content faded out into the felsite. Two shrinkage stopes, each approximately 200 ft. long, were laid out and started on the 200-ft. level. One of these stopes, varying in width from 8 to 18 ft., was carried on up to the top limits of the ore, approximately 120 ft., without a break in the operation. The shrinkage system proved entirely satisfactory and low costs resulted from this operation. In the final drawing of this stope, two timbermen followed down on the ore, scaling the hanging wall clean of small fragments and placing an occasional long stull from foot to hanging wall where it was deemed necessary. Few such stulls, however, were required. The hanging wall stood up very well until the stope was entirely emptied of ore. Waste fill was then put into the stope by the glory-hole method, through a waste raise that had previously been run to surface from the middle of the stope. The second shrinkage stope ran into difficulties about 35 ft. above the sill floor. Up to this point the maximum width of the ore had been about 15 ft. The ore suddenly widened into the footwall to a distance of 40 ft. in the north end of the stope. In extending the stoping operations over this, width, it was soon found that the vein material would not arch and support itself. Drilling in this end of the stope was then entirely too hazardous, and all operations were stopped. The testing of flotation oils has occupied a large part of the time of the testing departments of various companies using the flotation process in the beneficiation of their ores. The great differences in ores and in oils has made such work necessary, as it has not been possible to select the oil best suited for the purpose without trial of many kinds. In fact, individual shipments of flotation oils from the same manufacturer will often differ so radically that the mill men have been forced to test every lot of flotation oil before its use in the mills. Further, although almost every imaginable product of the distillation of wood, from alcohol to pitch, has been tested in a more or less perfunctory manner by various people, few companies have allowed the results of their tests to be made public. This work was undertaken for the purpose of obtaining reliable data regarding the value as flotation agents of a number of products that are obtained from the distillation of wood by different methods, and incidentally to determine whether some of the products not used at present could be used. Large quantities of such materials are being masted or burned in the wood-distillation plants of the United States, and if some use other than fuel could be found for these materials, such a use would represent a distinct saving to the country as a whole, would increase the profit of wood-distilling plants now operating and perhaps make it possible for others to operate which at present cannot do so except at a loss. At the same time it was thought that if such products can be used as flotation agents, then their use would serve to increase the number of oils and other products available for flotation purposes. THAT lead and zinc deposits are the result of prolonged, slow deposition is the idea of most students of ore deposits, -and in many cases, where the ore-bearing solutions have been very weak or the precipitating conditions have been very feeble, the ore accumulations have undoubtedly taken a long period of time. As these two vital, conditions have been subject to great variations in the different mining camps, the following example is highly interesting in showing that deposition can be very rapid under favorable conditions, geologically speaking, and also extremely recent. In fact, the writer is inclined to regard most, if not all, of the Mississippi Valley deposits of lead and zinc as probably being very young, at least not older than Tertiary, if not Quarternary, in age. The extensive Joplin lead and zinc district, in southwestern Missouri, which is about 60 years old and has numerous mines that were abandoned from 1 to 50 years ago, shows that the lead and zinc today are in an active condition of solution and redeposition, although these two metals occur in the predominant form of sulfides. The mine waters from the older and more or less abandoned portions of the district are frequently so acid, mainly from the oxidation of associated pyrite, as to necessitate the use of wooden pipes and pumps. The first boom in the Oklahoma zinc fields, which is the southwestern extension of the Joplin district, occurred when ore was accidentally struck in drilling a water well. Among the mines then opened up was the Mission mine, at Lincolnville, Ottawa County, Okla. This mine was opened' in 1903 in lean "sheet ground," or a flat blanket formation of chert carrying disseminated zinc blende, or "jack," and galena. The ore-body was very free from iron pyrites and the concentrates were very high grade, the "mineral," or lead concentrates, assayed 80 to 85 per cent. lead and the jack, or sphalerite, assayed 60 to 65 per cent. zinc. The orebody was very shallow, occurring at a depth of 75 to 95 ft. (22 to- 28, in.) and very wet, requiring three or four pumps to handle the water. The

ALTHOUGH a few engineers have recognized the problem of the mechanism of filtration it has never been studied in a quantitative way. A background for a better understanding will be afforded by a survey of certain fundamental principles of filtration. In recent years, authorities have become practically unanimous in saying that the actual filtering should be done, not by the cloth itself, but by a layer of solid particles deposited upon it. Thus, a cloth may be used in which the openings are considerably larger than the particles to be filtered, provided that groups of particles form an arch or bridge over each opening. This can be accomplished if the initial pressure is so low that the arch will not be broken while it is still thin. According to Wright,1 the chief advantage of this method of filtration is that the open-weave cloth does not become clogged as easily as does one of closer weave, where the fine particles often work their way into the interior of the cloth and become caught there. If the character of the material to be filtered is such that it will not form a good film, then it becomes advantageous to use "filter aids" for pre-coating the cloth with a desirable layer of solids, and the coating need be only of a very slight thickness for good results. Until the film is formed, the first runnings of the filtrate may be cloudy, often necessitating refiltering this portion. A factor which has considerable effect on the performance of filters is the concentration of solids in the pulp. According to Wright, a. high concentration of solids gives a porous cake, since the flow is then slower than with- a thin pulp. The porosity of the cake is also affected by the pressure: a high initial pressure tends to compact the cake, and the same effect results from fluctuations of pressure. In his studies of the relation between pore size and particle size, Hatschek2 observed that the particles in a pulp tend to arrange themselves with maximum cross-section parallel to the direction of flow and that this is more marked at the higher velocities. Does an idea have merit? What does it cost to implement? Can the concept be implemented successfully? The ultimate proof is to try, then see. However, when there are many millions of dollars at stake, blindly building and trying requires considerable courage. Owners and investors in retrospect might choose other less complimentary words. So we might ask, "How might we establish the feasibility of an idea or concept before committing large sums of money to the ultimate test?" From this basic and prudent question, has evolved the engineering concept of the feasibility study. A feasibility study is simply a systematic evaluation of an idea or concept to determine the prospects for success. In a literal sense, a feasibility study considers an idea in terms of its data base, "builds" the idea on paper, "operates" that idea, calculates the cost and benefits, then measures the probable success in terms of some economic, technical or financial standard. Feasibility studies can be quite modest in scope yet provide useful insights as to the viability of an idea. A study might be initiated only to examine the completeness or validity of the metallurgical data base. Another study could be a search for a workable idea or solution to an already-identified possibly troublesome problem. In this latter case, the question, "Will it work?" may be far more important than, "How much will it cost?" Feasibility studies are sometimes global in scope, involving several dozens of specialists and examining an entire "grass roots" mining complex. Other studies may be less ambitious but equally important in examining an expansion proposal or developing new operating techniques. Studies may be commissioned to remove plant bottle-necks, solve maintenance problems and so on. The terms study and feasibility study are used interchangeably in this chapter. They denote a systematic method to examine a proposed concept or idea. DATA BASE Typically, studies are initiated with a minimum amount of specific information and a maximum number of assumptions. At the close of 1927 Venezuela was producing at the rate of 205,000 bbl, per day, making it the third country in the world in point of present daily production. For the year, the total was close to 64,000,000 bbl., representing an increase of about 70 per cent. over the 37,000,000 bbl. in round numbers produced in 1926. All of the 1927 production canie from fields opened up before the beginning of the year. While no new fields were added to the list of shippers, the past 12 months' wildcatting yielded a fair quota of new discoveries which, in the light of prcsent results, may be considered likely sources of production in due time. Altogether three such promising finds were made Of first importance, at least for the immediate future, is the completion by the Lago Petroleum Corpn. of the San Matins well, 4 miles north of the present edge of the Lagunillas field. Although rated as only a 125. bbl. well, at 3217 ft., it indicates a probable extension of the field over the intervening 4 miles between the two. The two other wildcat discoveries of importance were the Los Manueles well in the District of Colon, which has in all probability opened up a new field about 7 miles north of the present Tarra oprations; and the Honibre Pintado well of the Standard Oil Co. of Venezuela,. in the State of Falcon, which is considered to be a promising clc~vc~lop~ncnt. Neither of these last mentioned two discoveries will apprcciably affect production during 1928, as the Manueles area must await the carrying out of a general plan for the exploitation of the District of Colon, a problem requiring time. The Hombre Pintado area is being tested further, but doubtless several wells will be put down before. anything definite will be done towards making the pipe line. arrangements that rnust necessarily precede the commercial exploitation of the field. SCIENCE attracts the attention and interest of an individual or an industry in general only in proportion to the apparent direct application to its immediate welfare or benefit. Engineering accomplishments, as applied science, therefore receive more recognition than the scientific discoveries on which they are based. Even self-evident truth needs endless repetition before recognition: engineering as applied science cannot advance beyond the science on which it is founded. Scientific research, and discovery, is sometimes forced by the limitations recognized by those active in its development for the use of society and industry and sometimes results from an apparently superficially illogical curiosity about natural phenomena. Research has received inadequate support except in industries born in the laboratory, the chemical and electrical industries, from which many lessons might well be drawn by their elder associates. The rapid growth of these industries has been largely due to close cooperation of scientists and engineers. Most rapid advance is made when the research worker and the engineer keep in close touch with each other's ideas and problems. Many of the developments of modern industry are based on dis-coveries buried for years in scientific journals because the "time was not ripe" at their discovery. The situation with regard to utilization of coal is quite the opposite. The fundamental facts in regard to the scientific aspects of the problem of developing the energy from coal are scarcely known. The engineer, without much scientific cooperation, has accom-plished much in increasing the number of kilowatt-hours per pound of coal from 0.31 in 1919 to 0.69 in 1934, in increasing the 1000 gross ton-miles of freight hauled from 6.1 to 8.3 per ton of coal in the same period, in fuel economy in production of coke, and in developing the production of motor fuel in Germany and England by hydrogenation of coal. This lack of scientific research on the utilization of our most important natural resource, coal, has been due undoubtedly in large part to the reluctance of investigators to study the interrelationships involved in, the complicated processes in which coal is used. From its inception, a limestone quarry or mine should be under the direction of a capable engineer. Before it becomes a reality, he should outlinc the future results, plan the most economical methods for moving the materials and the most efficient equipment, and pilot the undertaking along the narrow pathway of success, avoiding the pitfalls of uneconomical production and the precipitous walls of scanty profits. Inspection of successful limestone properties shows that all have had difficult engineering problems, the solution of which have required keen engineering ability. In approaching a subject of this nature, it is logical to follow the progress of the limestone operation from its inception to the end, as reflecting the engineering required. There are four major divisions: Investigation, equipment, development, and operation. Investigation On the reliability of the engineer's estimates and the soundness of his judgment depend the success or failure of the enterprise. When one visits a prosperous concern, realizes that the limestone is of a constant chemical composition, sees the mechanical devices installed, and watches the output leave the plant in trains of railroad cars or fleets of vessels, he may overlook the fact that in the remote past this great creation was born in some man's brain and evolved through competent engineering. Many factors must be considered before a promoter could procure the money necessary to launch such an enterprise, for a conservative banker will only recommend a successful producer while the promoter must provide funds on his own and his engineer's judgment. An engineering investigation must be made preliminary to expenditure for actual operation, which, for a limestone deposit, would' naturally embrace such subjects as : ' Readily available. 1. Intermitt'en'I'ly during the past 10 years showings of oil and gas in tests drilled in the eastern part of Texas have stimulated the search for production. Tests on the flanks of the long-known salt domes, principally Keechi and Butler, have found oil in small quantity in the Woodbine formation of the basal part of the Upper Cretacrous. In the central part of Cherokee County, Colliton et all in 1926, in their Clapp No. 2 found a good showing of 37" B6. oil at about 3500 ft. Several wells were drilled in 1926 and 1927 as a result of this showing. On Jan. 22, 1927, Humble Oil & Refining Co. wildcatting on Carey Lake salt dome, obtained commercial production in its Clark No. 1. This inaugurated intensive exploration both for salt domes and for other types of structure. As a result several new domes and a few promising structures of other types have been discovered. Development in East Texas durinG 1927 Carey Lake Dome Location.—On the Neches River in Anderson and Cherokree counties, 10 miles west of Jacksonville, Cherokec (lounty. (Fig. 1.) date of Discovery.—During 1925 geologisls of the Humble Oil & Refining Co. working in the Neches River valley discovered slight surface fracturexs, cratic dips, and slickensided clays and sands in green-sands of the Mount Selman formation north of Carey Lake. A number of core tests were drilled by the Humble Oil & Refining C'o. during 1925 and 1926, some more than 1500 ft. deep, to check their surface obsuvations of faulting, and the possibilities of a salt dome. On May 16, 1927, solid rock salt was reached at 2142ft. in the first deep test on the prospect. Surfacc Indications.—Surface indications of the Carey Lake dome, though not as evident as manifestations at the previously known domes of Palestine, Keechi, Butler, Grand Saline, Steen and Brooks, are more noticeable than on any of the domes discovered in 1927. F. E. Poulsen, of the Pure Oil Co., who examined the area before the deep tests were drilled, noted the alignment of erratic surface dips which suggested faulting, especially in conjunction with slickensiding, and the local deflec-

CHANGING trends in concentration, involving regrinding with the subsequent production of a finely divided, high-grade flotation product, presents a real problem to the modern copper smelter. In the treatment of such a material, handling difficulties are numerous and potential possible losses may be very great. In many plants, of course, preliminary roasting of the furnace charge remains an economical necessity. Under such circumstances, the operator has no alternative except to follow orthodox roaster reverberatory practice, though taking all possible precautions to avoid excessive dust losses and bad working conditions. In other plants, roasting is not only unnecessary but would be highly undesirable, and at best the charge would be merely dried before entering the reverberatory furnace. In the latter case the possibilities of raw charging loom large. The Miami plant of the International Smelting Co. handles the entire output of concentrates of the several mining companies operating in the Globe-Miami district. All of these companies produce a flotation concentrate which, at the Miami Copper Co. particularly, is all reground and is high in grade. In addition, the Inspiration Copper Co. ships a substantial tonnage of high-grade cement copper to the smelter from its leaching plant. Following the flow sheet of the original plant, all such material received was bedded, dried in Wedge furnaces and smelted in reverberatory furnaces. At times during the history of the plant it has been necessary to carry the drying operation further, to a partial roast, before reverberatory smelting. Since the charge contained over 80 per cent flotation concentrates, the handling of which in a dried condition was at best a dusty job, unusual precautions were taken to cut down dust losses. The Wedge furnace plant was equipped with a Cottrell treater and all hoppers and calcine cars were carefully designed to cut down dust loss in transferring the so-called calcine from hoppers to car and from car to furnace. In the furnace itself the dusting problem was a severe one. Arch erosion was very rapid and flues and waste-heat boilers rapidly filled up with a partly smelted flue dust.

The dictionary defines 'jargon' as "barbarous or debased language ". This description does not suffice. Quiller-Couch has said, it is "a kind of writing which, from a superficial likeness, commonly passes for prose in these days, and by lazy folk is commonly written for prose, yet actually is not prose at all ". The two main vices of jargon, he says, are "that it uses circumlocution rather than short straight speech", like the Babu who reported his mother's death by saying: "Regret to inform you, the hand that rocked the cradle has kicked the bucket ". Its other chief vice is that "it habitually chooses vague woolly abstract nouns rather than concrete ones", like the newspaper statement, "He was conveyed to his place of residence in an intoxicated condition", instead of saying, "He was carried home drunk". Jargon is "an infirmity of speech", it is not journalese, but akin to it. "Like respect- ability in Chicago, jargon stalks unchecked in our midst" and renders much technical writing ridiculous. It deals in periphrasis instead of going straight to the point, it loves the abstract rather than the concrete, it dabbles in words of sound rather than of meaning. Avoid it, despise it, if you purpose earnestly to write well. "In literature as in life he makes himself felt who not only calls a spade a spade but has the pluck to double spades and redouble." * Jargon is rampant in technical publications. Catalogues and other advertisements are conspicuous offenders, but with these the critic is not concerned, except in so far as such 'write-

The oxidation rates of tantalum in various partial pressures of carbon dioxide in the temperature range 700°to 950°C were measured with a thermo-gravimetric balance. Oxidation involved a surface -controlled reaction associated with the formation of a nonprotective layer of Ta2O5. Below about 720°C, there was a change in the rate-determining mechanism, and above 830°C the linear rate was preceded by a complex region of nonlinear oxidation behavior. The linear oxidation of tantalum has been explained quantitatively in terms of carbon dioxide adsorption, followed by a rate-controlling surface reaction. The initial adsorption has been expressed both as an equilibrium process and as a steady-state reaction. The enthalpy for chemisorption of CO, was determined to be -17.3 kcal per mole. The surface-controlled reaction had an activation enthalpy of 40.4 kcal per mole. A considerable amount of interest has been shown in recent years in the oxidation of tantalum and the nature of the oxide film produced. This interest is associated with the increasing demand in our technology for structural materials to withstand high temperatures and corrosive atmospheres. The low oxidation resistance of tantalum has severely restricted its application as a high-strength, high-temperature material. As a fundamental approach to the realization of the full poten- tials of this metal, the kinetics of the oxidation of tantalum in oxygen and air have been extensively studied; however, very little work has been reported on the effect of other gases, including carbon dioxide. According to Miller,' the only reported study of the reaction between tantalum and dry carbon dioxide is a restricted observation by O'Driscoll et al.2 at 8 atm absolute pressure and 500°C. Therefore, this study was made to investigate the reaction of tantalum with carbon dioxide. EXPERIMENTAL MATERIALS AND METHODS The vacuum-annealed tantalum used in this study was obtained from Fansteel Metallurgical Corp. as 0.025-mm-thick sheet stock. UNTIL recently all discussions directed at justify-ing the use of mechanical-loading equipment and conveyors have referred chiefly to tons per man and cost per ton. But there is another consideration that ? will speed the adoption of mechanical loading in mines even though tons per man on present day stand-ards were not increased nor the cost per ton decreased. With restricted immigration, improved facilities for education in our mining communities, and increased opportunities for recreation, the type of man who can or will throw 20 tons of coal per day over the side of a mine car is disappearing. Whether we will it or not provision must be made to replace muscular effort by mechanical means. Fortunately, indications are that the process will be accompanied by increased output per man and lower production cost, and though the outlook may now be a bit clouded in spots, all should profit by the change. The operator should enjoy a more stable business with more assured profit, the miners should get a better livelihood with less arduous effort and under safer and pleasanter working conditions, and the consumer should gain the assurance of a supply of coal always available at reasonable prices. That sounds like the millennium in the coal business perhaps. Of course, it is not, but there is just enough of that millennium stuff in it to encourage those of us who are working with today's problems of applying loading and conveying equipment to underground opera-tions. If we discern clearly that there can be no back-sliding, and that all will share in whatever advantages accrue, we will carry on more vigorously, and may right-fully expect to have the necessary cooperation of all the elements within the industry. As nature does not seem to have followed a definite plan in the formation of coal deposits it is not likely that any one standard method or type of equipment can be evolved for mining the coal. The method of mining that maybe most advantageously employed with load-ing machines and conveyors depends on the character of the strata overlying the coal as much as anything else.

A Federal statute, enacted several years since, provides for the preparation of a geologic map of the United States. There are three requisites for a geologic map. The first is a suitable base- or surface-map upon which the rock-formations may be platted by means of conventions ; the second is a classification of the rocks and formations, and the third is a system of conventions by which the rocks and formations may be represented on the map. When the work of the Federal bureau created to prepare the geologic map was commenced, a topographic survey of the country was undertaken for the purpose of making maps suitable for the use of geologists in the field and for the representation of the geology; and this work has ever since been continued. The surveys have now extended over about one-fifth of the national domain, and are mapped on a series of atlas-sheets, each constituting a section of the great map of the United States. About 700 of these atlas-sheets are completed. They are in extended use among engineers, miners, prospectors, map-publishers and educators, and are thus widely known; moreover, these base-maps have been exhibited, described and discussed at meetings of the Institute, and thus do not require detailed consideration. Classification of Bocks and Formations. Modern classification is designed to express natural relation. In the beginning of observational science, or natural science, objects were discriminated and grouped by differences and resemblances; but at first the differences and resemblances recognized in the classification were external, even superficia1,'and often confined to single features. COAL MINING, as well as all the other major in-dustries of Russia, is controlled by the Soviet Gov-ernment by means of organizations in each dis-trict, known as "Trusts," such as the "Kisel Coal Trust" in the Urals, the "Donugol Trust" in the Ukraine, etc., and each Trust functions as a unit, reporting direct to the chief of the department of the government at Moscow. The responsible head of each Trust is usually a mem-ber of the Communist party and, filtered through his organization, one generally finds a fair proportion of Communists in "key" or important positions, such as purchasing agents and local managers or superinten-dents, but in the majority of places requiring technical or professional knowledge, or trained brains and ex-perience, little or no attention is paid to a man's political opinion provided, of course, he "behaves himself." These different Trusts were authorized or ordered by the Central Committee at Moscow to investigate the methods of mining and type of mines developed in all other coal producing, countries of the world, and after a period of several years of intensive investigation and study reported back to headquarters that the modern American mines were the most efficient, recommending that the program for the rehabilitation of the Russian coal mining industry should follow the lines of American practice. The Trusts were then authorized to negotiate with American engineering firms for technical service for mine designs, and invited Americans to send commis-sions to Russia to prepare and submit to the Technical Council one or more projects for a complete modern American-type operation adapted to the local conditions. A "project" is a preliminary set of designs on the entire mine, top and bottom, with specifications. cost estimates, production costs, schedule of operation, budget of expen-diture, etc., and is quite an elaborate and sizable under-taking-I might say, it took six of us working tooth and nail for over three months to finish our first project.

Electricity must be safeguarded everywhere that it is used. The conditions that exist underground make the use of safeguards more essential there than almost anywhere else. Electric Shock Electric shock is the greatest danger in connection with the use of electricity in mines, because conditions existing underground are so favorable to its occurrence. Men are often obliged to work in more or less uncertain light near bare wires that are carrying dangerous potentials. The fact that the men are standing on the earth practically connects them to one terminal of the electric generator. The moat dangerous piece of electrical equipment underground is the trolley wire. It is necessarily bare and extends for long distances throughout a mine, often less than a man's height from the track rail. Sometimes the making up of trips of cars must be done near low-hanging trolley wires. All 'bare wires offer the same danger that troIley wires do, although not to the same extent. Apparatus that has accidentally come in contact with the ungrounded side of an electric circuit is almost as dangerous as the trolley wire. A severe and even fatal shock may be obtained by coming in contact with the frame of a motor or a switch box that has become charged with electricity, or "alive," as it is usually termed. It is also possible to obtain . shocks from the frames of locomotives and cars if track sanding, poor bonding or a similar cause has put a high resistance to earth in the path of the current. Fires Caused by Electricity The danger from fires caused by electricity arises principally from defective installation and careless upkeep or from injuries to equipment resulting from falls of roof or similar causes. Fires may be started by unrelieved short cifiuits, or grounds, by the blowing of open fuses, and by the overheating of resistances. THE young metallurgist of today who thinks casually of the technical literature of the steel industry might conclude that little has been published concerning the Bessemer process. This conclusion is true as relating to the last decade or two, but there is a fairly voluminous Bessemer literature in the period of 1860 to 1910, Since that time, however, an entirely new level of metal-lurgical knowledge of steelmaking has been reached; and the present paper is simply an effort to look broadly from this new level and to bring the recorded history of the process up to date, It is an effort to appraise the acid Bessemer method of steelmaking in the light of today's technical knowledge thereof. In this paper matters of history will be dealt with only insofar as they contribute to an understanding of today's situation. Attention will be directed to the apparent causes of past developments in seeking to perceive the true direction of trends now in existence and effective as bearing upon future developments. The paper will discuss the economics of the Bessemer process, but only to the extent that will bear upon the metallurgist's understanding of his respon-sibility. The problem of the quality of Bes-semer steel will be reviewed and examples will be given of the technical data upon which the reasoning of the paper is based, Matters of engineering design, mechanical maintenance, operation and metallurgical investigation will be surveyed. Compari-sons will be made between the Bessemer and open-hearth processes for the sake of clear and ready understanding,

THE present system of competitive exploitation of oil pools results in losses, both of petroleum and of profits. Under a competitive system the owner produces or withholds his product according to the price, which reflects the demand, but in the pe-troleum industry the producer does not have complete control over the expansion and contraction of his out-put. Under a series of court decisions, reviewed in detail in the paper, petroleum is not covered by- the general theory of English common law that the owner of land owns everything from the center of the earth to the sky within the areal limits of his property, but is considered to be his only when he has reduced it. to possession, which he can only do by taking it out of the ground. If A can obtain possession of the petro-leum which is beneath the property of B without tres-passing on B's property he commits no legal wrong and B has no defense except to get it into his (surface) possession before A takes it. No one would expect an. owner under such a system to forego the possibility of securing some oil from his property in order to in-crease the ultimate production of the pool. The pe-troleum industry. should offer a constructive program, that will eliminate losses and protect the interests of individuals as far as possible. If improved methods of oil recovery can be applied the quantity of petroleum recovered might be double or even treble the amount recovered by ordinary procedure. But increased recovery is not the only benefit from pool development. In brief, the following advantages can be claimed for unit operation: 1. Saving in development and operating costs. 2. Less danger of damage to the fields by defective wells. 3. Development is better gaged to fit market demand and to effect the most efficient recovery of oil. 4. More oil, gas, and gasoline can be marketed. 5. By regulating pressures, recovery .of oil and gas will be greater and the wells will flow longer. Reagan County (Big Lake), Rainbow Bend and Cabin Creek are examples of longer life of pools thus obtained.
