Although Venezuelan production attained a new peak in 1938, passing the 190 million barrel mark for the first time, there was a distinct flattening of the steep upward trend that marked 1937 and preceding years. The annual total of 190,231,780 bbl. was only 31/3 million barrels above the 1937 figure, an increase of slightly less than 2 per cent, which contrasts sharply with the 20 per cent increase of 1937 over 1936. As in the previous year, the Lake Maracaibo fields supplied approximately 73 per cent of the oil produced, Lagunillas remaining the largest single contributor in spite of a 17 million barrel decrease in its annual output. Tia Juana increased its percentage of the Venezuelan total from 14.1 per cent in 1937 to 23.4 per cent in 1938; La Rosa showed little change with 13.7 per cent; Quiriquire in eastern Venezuela was also little changed with 13.2 per cent; Mene Grande, the only other field of real importance, declined from 7.7 per cent of the total in 1937 to 6.6 per cent for 1938. Two new fields, Temblador and Bachaquero, began actively to ship oil during the year, and by November were averaging 7600 and 10,000 bbl. per day, respectively. The former is in eastern Venezuela, and the latter is the most southern of the proven Lake Maracaibo fields. (A map of Venezuela was published in Volume 127 of the Transactions.) Table 1 gives a complete résumé of Venezuelan production by fields for 1937 and 1938, and shows that 1,685,575,663 bbl. had been produced to Dec. 31, 1938. The percentage contributed by each of the principal fields to this total is shown in Table 3, as well as their trends over the past several years. From these data it is apparent that the Maracaibo Basin is the principal source of Venezuelan production, and will probably continue to hold this position for some years. At the year's end 2657 oil wells were producing, of which 2425 were in western and 232 in eastern Venezuela; 36 per cent were on natural flow, 57 ppr cent were pumping, and 7 per cent were on air or gas lift. Out of 523 wells drilled, 507 producers were completed in 1938, five less than in the previous year and nearly 100 less than in 1929. These

THE compiler, or author, of the Probierbücblein is not known, and the date of its first printing is uncertain. It was obviously not written by an assayer who wished to give a coherent description of his craft for the instruction of others; this was left for Biringuccio first to do. It is easy to believe that originally the Probierbücblein was a random collection from various sources of information useful to an assayer, probably gathered by one of the profession for his own use. It must remain a matter of speculation whether this was shown to a printer, who recognized the opportunity to turn an honest penny and made an inept attempt to give the manuscript the appearance of a coherent account by writing a preface and arranging the various items in somewhat logical sequence, or whether the assayer him- self started this job and was prevented from finishing it. That some sections of the book, especially near the be ginning, present an almost continuous story, while others are chaotic in their arrangement; that several paragraphs are printed more than once in different places; that there are paragraph headings, for which the text was never written, or lost, followed by irrelevant information-all this seems evidence of a job unfinished and points to a publisher's offering for the public's quick money. The demand must have been brisk, for metal working was a profitable profession, and the jeweler who was working with metals but did not care to become completely trained in assay methods would jump at the chance of acquiring easy knowledge. Even the great Agricola has whole sections obviously plagiarized from the Probierbücblein. Neither Biringuccio nor Ercker shows any direct influence, though they and all subsequent metallurgists will in some degree be affected by

I was asked by the chairman of one of the Sessions on Employment Problems to talk about the viewpoint of the foreign workingman. I am not a workingman. I have never done what a work-hand might call an honest day's labor; that is, I have never been in a factory or manufacturing plant or in a mine, though in truth, hard work and I are well acquainted. I was a soldier, am an engineer, have long been actively interested in the most important waterway construction in the near East, have served politics and diplomacy, written books and lectured at universities. My knowledge of the foreign workingman in this country comes from the fact that my own compatriots here at various times came to me and appealed for advice and help, and last year I was asked by the employment manager of a corporation to undertake a welfare job at one of their plants. I went out, saw the plant, talked with the superintendent and outlined certain of my ideas which he personally heartily approved, but which did not find favor with those higher up. I approach the subject of the foreign workman's point of view with the understanding that the industrial employer's effort is for the maximum of efficiency. I am conversant with labor conditions abroad both in industry and agriculture. What I have learned of industrial conditions in America as they affect the foreign immigrant has been chiefly gathered from the cases referred to of foreign workmen who from time to time have come to me with their troubles. In the course of those investigations, in order to give whatever help or advice was possible, I have been impressed with the fact that the great United States industries evidently had not yet sufficiently recognized the value of studying the conditions of the workingman in the lands of his origin across the seas. A careful study of that which could be called the moral element in connection with its foreign labor would give industry a knowledge of the man's reason for coming, what grievances he brings with him, his hopes for a future, and the peculiar character of his capacities. The employer would thereby be enabled to meet the man, to be helpful to him, to aid him and at the same time promote industrial efficiency, inasmuch as a workman who believes that he is being dealt with humanly and squarely is contented and satisfied and will give willingly, and even with pride, the best that is in him; justice and a 'air deal is all the man wants.

More than 90 per cent of the ore produced by stoping at McIntyre is mined by horizontal cut-and-fill methods. The remainder is mined by square set and fill. In the stopes on the upper levels, mill holes are spaced 80 ft. apart and usually it is feasible to mine the breast for the full distance between the mill holes in one operation and to break, clean out and fill without any support for the roof or walls, other than the odd crown bar or sprag. The ore is scraped to the mill holes by small (10 to 15 hp.) air-operated slusher hoists. No grizzlies are used over the chutes and care is taken to break up the big pieces beforehand. Fill usually is spread by tramming sand or waste in a one-ton car from the fill raise. Fill raises are driven parallel to the strike of the vein and are inclined at approximately 48°. In long stopes, where more than one fill raise is necessary, they are spaced about 300 ft. apart. It is sometimes necessary to stand square sets for a short distance each way under the brow of the fill raise. support needed increases and on the lower levels and in some wide stopes where closer support of the back is necessary, it has become standard practice to timber the stope with 12 by 12-in. timber. Rough timber sets consisting. of caps, tightly blocked to the back and supported on posts 7 ft. high, are placed at about 5 ft. intervals. These sets are generally salvaged from the lower breast before blasting and are used again on the upper slice after the fill has been placed. In general, two or three breasts may be broken down before mucking out and filling and the ground stands long enough to enable this to be done safely. On the lower levels and in certain wide stopes and in heavy ground, a more intermittent method must be used. Only one breast or even part of a breast can be blasted and the back must be timbered before the ore can be removed. In these cases, sill timbers 16 ft. long, supported at one end on posts from the fill and at the other end on pins inserted in holes drilled in the face, are used. Timber cribs 5 by 9 ft. built from the fill to the roof and tightly blocked to the back are used throughout the mine to reinforce both the timber sets and the square sets.

Introduction Grinding circuits are used to reduce the particle size of ores to the size desired for beneficiation or to grind a concentrate to a size required for final marketing. Grinding and classification can be carried out using either wet or dry circuits. Most sulfide ores are ground in wet circuits using one or more stages of grinding to obtain the necessary mineral liberation to produce a final concentrate which will meet the desired criteria. Iron ores are ground in circuits applicable to the particular ore using either wet or dry grinding. Nonmetallic minerals frequently present different requirements. Barite is likely to be subjected to wet grinding before beneficiating the ore; the concentrate is dried and then dry ground to meet market particle size requirements. The one thing that most mill operators will agree to is that there is no such thing as the "best" configuration of equipment for grinding. The circuit which works well on one ore may be totally unsatisfactory for another ore body. The general trend in the industry is flow sheet simplication with fewer parallel circuits instead of multiple-line circuits using small mills. This change in philosophy has been brought about by the saving of both capital and operating costs that may be possible with larger equipment. Remember that comminution is basically a very inefficient process, and that the costs can range upwards to 50% of the total milling costs. It, therefore, behooves the mill operator to carefully design his grinding and classification circuits. He must ascertain the optimal economic particle size for beneficiation and then make certain he has achieved the best balance between capital and operating costs to achieve the desired mesh of grind. Equipment Grinding circuits consist of one or more pieces of equipment to grind the solids. Generally, these circuits include one or more grinding mills, classification equipment, and the necessary materials handling equipment such as pumps, pipelines, and conveyors. There are many different types of equipment available which are used to grind and classify ores and minerals. Following is a tabulation of most of the equipment used for wet and/or dry grinding.

PRODUCTION statistics show that during the period of emergence from the depres¬sion the coal industry was becoming increasingly cognizant of the economic and competitive necessity for mechanizing. About 1935 many of its leaders were becoming aware also of the alarming scarcity of men properly trained to cope with the new problems of mechanization. In order to get a factual statement of this problem, a special AIME Coal Division Committee + was requested to survey the condition. Its investigation disclosed that graduates of mining schools going into coal mining numbered 16 in 1939 and 15 in 1938. With this as a background, Pittsburgh Coal Co. foresaw that a comprehensive program was necessary if it was to enlist the services of trained technical men, who were an indispensable part of a mechaniza¬tion program. The purpose of this paper is to review the program set up, to comment on the successes and failures and to outline the future course of action. SUMMER WORK An inescapable conclusion from the mechanization statistics was that the opportunities in coal mining were good. Not only was there a void in technical skill to fill from past years, but the ac¬celerating rate of mechanization indicated an increasing demand for technically trained men for the future. The remedy lay primarily in presenting facts con¬cerning the coal industry to the under¬graduate engineers before they made their professional occupational choice. Based on this idea, one of the key points in the program - was summer vacation work for the undergraduate, which, through the inducement of summer earnings, brought men into the mines to take a look at the prospects. This was more successful than statistics indicate because the war badly scrambled the orderly working of the program, but it could not obscure the value of a summer work program. A decided advantage was that it gave the company a preview of the graduate. An observation on this part of the program is that it is extremely hard to gauge lower classmen, and we found it wise to give them the benefit of the doubt, as the last two years in college bring about surprisingly rapid develop¬ment in some men. Fox perhaps one hundred years scientists have been engaged in attempts at devising a satisfactory method of classification of coal. During this time many charts, tables and graphs have been proposed, some of which have had considerable merit, but no one system has been found to be applicable to all ranks of coal, nor has any one system received general acceptance. In many of the proposals, water eliminated between room temperature and 105° C. has been regarded as extraneous matter and calculations have been made to the air-dry or water-free basis. Such methods of. calculation do not lend themselves to satisfactory grouping of the high-moisture coals.1,2 A consideration not only of the properties of the high-moisture coals and their behavior on drying but of the generally accepted ideas of the coalification process and the role of water in this process indicates that water is an essential constituent of all coals and therefore should not be neglected. For example, in such low-rank coals as the lignites of the Northern Great Plains' deposits the inherent moisture of the lignite as mined plays a very important part in the physical properties thereof. Freshly mined lignite contains upwards of 30 per cent water and is extremely tough and resistant to shock. Upon exposure to the atmosphere, the lump loses part of its moisture and checks and splits, leaving a friable and broken up residue. So far as we have been able to determine, water is the only thing lost in this process and we are forced to the conclusion that moisture plays an extremely important part in the structural properties of the original lignite. With reference to the coalification process, Mack and Hulett3 pointed out in 1917 the important part that water played therein. They observed that water cannot be removed from peat or coal by pressure alone, but only as the result of chemical reaction, and suggested that peat in its early stages may be largely a hydrosol. Slow chemical changes occur over a long period of time until finally the mass becomes more largely a hydrogel. These views are substantiated to some extent by the experi-

THE 400-ton testing machine, ordered in June, 1875, by the United States Board appointed to test "iron, steel, and other metals," has lately been completed at the Watertown Arsenal, thoroughly proved and accepted by the Board. The excellence of the machine in every respect is more than satisfactory, and its accuracy is at first sight astonishing, although an investigation of its principles must show that if the weighing apparatus will weigh at all, it must do so with perfect accuracy, because all its movements are absolutely without friction. The proof experiments were numerous, and the effects of recoil after sudden ruptures at maximum loads, were watched with great care, but without much anxiety, because the weighing parts affected are by no means delicate in structure, and their motion is almost infinitely small. Among the tests were the following : A forged link of hard, wrought iron, 5 inches in diameter between the eyes, was slowly strained in tension, and broke short off with a loud report at 722,800 pounds. The diameter before breaking at the point of fracture was 5.04 inches; after breaking, 4.98 inches. In order to see if the weighing parts had been disturbed by the recoil, which was obviously near the greatest recoil the machine will ever suffer, a horse-hair was next tested ; it was 7-1000ths of an inch in diameter; it stretched 30 per cent., and broke at 1 pound. Other horse-hairs vary in tenacity between 1 and 2 pounds. Of course, the accuracy of the machine on such delicate specimens, and indeed on specimens having some hundreds of pounds tenacity, has been checked and proved by other weighing machines. A 5-inch round bar, turned down to 3 5/8 inches diameter along the centre, was pulled apart at 430,200 pounds tension. Then some more horse-hairs were tested ; also copper wires 19 1/2-1000ths of an inch in diameter, which averaged 25 pounds tenacity..

In June 1964 the Indiana Geological Survey discovered gypsum beds more than 10 ft thick in rocks of Devonian age in La Porte County, Ind. Although the extension of the Michigan Basin evaporites into northern Indiana has been recognized for some time, the gypsum beds have been regarded as either too thin or too deep for exploitation. Current Survey research, however, indicates that exploration by industry might find commercial deposits of gypsum less than 50 miles from Chicago. In four cores taken by the Survey within 1 sq mile in La Porte County, the maximum thickness of inter-bedded gypsum and anhydrite is 35.8 ft. Both gypsum and anhydrite beds contain irregular masses of limestone and dolomite that average a few inches in cross section and total about 20% of the rock by weight. The maximum thickness of gypsum in one minable unit verified by core is 12.5 ft, and its purity is 81.3%. Chloride content of the gypsum beds is less than 0.005%. Depth to the gypsum in La Porte County is 330 to 500 ft, about the same depth as the gypsum being mined in Martin County, Ind. In June 1964 the Indiana Geological Survey discovered gypsum deposits of probable commercial thickness near La Porte, Ind. (Fig. 1). This article presents preliminary data on the distribution, thickness, depth and chemical composition of the gypsum, the possible causes of gypsification, and economic considerations of immediate interest to industry. Because of the preliminary nature of the work, only a few geologic relationships concerning the genesis of the deposits will be mentioned. DEFINITIONS The following terms used throughout this article have been restricted to the following definitions: evaporites: anyydrite (CaSO4) or gypsum (CaSO4 . 2H2O). minable evaporites: any evaporite unit which may contain more than 80% evaporites, which is more than 10 ft thick, and which in places may be completely gypsified. PREVIOUS WORK The presence of gypsum and anhydrite in the Devonian rocks of northern Indiana has been recognized for at least 70 years1-4 and can be inferred from a number of reports on the geology of Michigan. The molybdenite deposits at Climax, Colo., have recently attracted considerable notice, because of their great size, as compared with other known deposits of the same mineral. Climax station, on the Colorado Southern narrow-gage railway, was at one time the Fremont Pass station on the Denver & Rio Grande. It is 141/2 miles northeast of Leadville, and exactly on the divide between the headwaters of the Arkansas and Blue Rivers. Climax station is 11,300 ft. (3444 m.) above sea level. The working tunnel of the molybdenum mine is about 1 mile from the railroad, and 900 ft. above it, at an elevation of 12,200 feet. The climatic conditions are severe, and snow can be expected during any month of the year. Winter sets in not later than Nov. 1, the snowfall is very heavy, and the ground remains covered with snow until June 1, and sometimes even later. From June 1 to Oct. 1, there is much rain and a little snow falls in the late afternoon nearly every day. In October, 1917, there was one of the biggest snowstorms and blizzards of the year. Being just on the divide, constant strong winds blow the fine, dry snow with such force that, during most of the winter, outside work of any kind is accomplished under most trying conditions. Within a few miles of Climax, some of the richest gold placers of Colorado occur. One of them, McNulty Gulch, was just across on the northeastern flank of Bartlett mountain. This mountain, therefore, was well prospected, and the presence of a bluish mineral and a yellowish one resembling sulfur was known to the old prospectors. They thought for many years that the blue mineral was graphite, and it is difficult to say when it first became definitely known that it was molybdenite. Claims had been staked as early as 1896, but it is evident that the prospectors at that time were looking for gold. In 1902, several claims were acquired by H. Leal, who drove a tunnel about 900 ft. (274 m.) long, probably to intersect a fault, which shows on the surface, and was thought to be a possible gold carrier. Gold was not found in paying quantities, but throughout its length the tunnel passed through a fractured silicified granite, showing a fairly uniform distribution of a fine-grained bluish mineral, which was finally determined as molybdenite. (communication to the Secretary *).-Wideawake teachers of geology are constantly on the lookout for good illustrations of veins, especially where the processes of formation are either clearly shown or suggested. And I long ago found out that one who would learn nature's laws must despise nothing. It thus happened that in 1910, Dr. George J. Peirce of the depart-ment of botany at Stanford University called to my attention a cracked and broken yellow earthenware dish, 8 ½ in. across the top and 2 ½ in. deep, that, to the ordinary observer, seemed to be of no further use, and quite ready for the waste can. The striking thing about this dish was that the thin glaze over much of the outside surface and over the upper margin of the inside surface had been lifted in small scales, varying in. diameter from ½ cm. to 1 cm., and thrust outward and held there by some sort of white fibrous mineral. The process looked very much like one we are familiar with in the Southern States where. we often see in the winter pebbles and soil thrust out from a clay bank or lifted from a clay soil and held there supported by what is popularly known as needle-ice. Upon inquiry I learned the following facts in regard to the history of this particular dish: In the summer of 1910, it had been partly filled with a concentrated salt solution taken from one of the salterns of the Stauffer Chemical Co. at Redwood City, Cal. A qualitative analysis of the original brine showed: Present: iron, magnesium, sodium, potassium, chlorides, sulphates, nitrates (trace), bromides, carbonates, borates (trace), and considerable amounts of organic matter. Absent: calcium, lithium and iodides.

1 1.4-1. Source of Water. Precipitation in the form of rain or snow is the original source of water that enters most surface mines. The precipitation, which does not escape to the atmosphere, either becomes surface run- off or infiltrates into the ground to become ground water (3,4). Evaporation and surface run-off can be measured. The water that infiltrates the ground disappears from view and is more difficult to evaluate. In general, it moves in a pattern similar to the surface run-off, but at a much slower rate, since its progress is impeded by many subsurface conditions. The infiltrating water descends through the soil and rock by whatever passageways permit flow until the water table or top of the zone of saturation is reached. Though usually pictured as a level surface, it is dependent upon the topography and the permeability of the enclosing material, and therefore it can be as erratic and unpredictable as the subsurface geology. Ground water may become surface run-off again at a lower point, and likewise, surface run-off of lakes and streams can infiltrate to become ground water. Should the ground water be confined to a permeable zone overlain by an impermeable barrier, a pressure is created. Such water is said to be artesian if the pressure head is sufficient to raise the confined water to the surface. These conditions are more commonly found in relatively flat-lying bedded formations. 11.4-2. Recognition and Estimation of Water. Dewatering and flood control should be considered by the design engineer at an early stage in all surface mine planning. Recognition of the possible problems, and making allowance for their solution, is an inexpensive precaution. Circumstances which should lead to investigation are: 1. High rainfall 2. Experience of other mines in the area 3. Evidence of water and caving in drill holes 4. Presence of springs and artesian wells 5. Geological evidence of aquifers.

The effect of small additions of silver on the actiziity of zinc in dilute solution with molten bismuth has been determined ill the range 450° to 650°C. Experimental measurements were made in a multi-electrode galvanic cell. All zinc activities showed large positive deviations from Raoult's Law. The results are expressed in terms of the interaction parameter EJ, as defined by Wagner. In the binary Zn-Bi system, Henry's Law was followed at zinc concentrations below 5 mol pct, thus indicating that the binary or self-interaction parameter of zinc in bismuth is essentially zero. The Henry's Law con- THE determination of thermodynamic interaction parameters requires accurate knowledge of solute activities in the dilute-solution region. Dealy and Pehlke1 have summarized the basis for interaction relations, discussed some theoretical implications, and presented a compilation of interaction parameters calculated for molten nonferrous alloys from stant ranged from 2.43 at 650°C to 3.96 at 450°C. The binary zinc activities were consistent with published data for higher zinc concentrations . The ternary interaction parameter ranged from -1.90 at 650°C to -3.30 at 450° C, varying linearly with the reciprocal of the absolute temperature. The negative value for the parameter reflects the fact that addition of silver decreases the activity of zinc in solution with bismuth. data available in the literature. Most of the data were for two-component systems from which only the self-interactions, Ei, could be calculated. Concentration ranges were often such that a considerable extrapolation was required for calculations at lnfinite dilution. The data for ternary systems were quite limited and often unavailable in suitable systematic fashion—thus few values of the parameter e| could be obtained. Although enormous tonnages of sulfide lead and lead-silver ores are treated by flotation, the products of flotation mills treating oxidized ores of lead and silver are almost negligible. However, each year there is a slight tonnage increase, and it is possible, should a sizeable oxidized lead ore tonnage be developed, the field will become an important one. In 1918, the Shattuck-Arizona Copper Co. erected a plant at Warren, Ariz., for the treatment of oxidized gold-silver-lead ores. Glenn L. Allen worked out the metallurgy for this plant, employing tabling, followed by flotation concentration. The Shattuck-Denn Mining Co., successors to the Shattuck-Arizona Co., now employs straight flotation in the same mill, treating about 200 tons daily. In 1922, the San Diego mill of the American Smelting & Refining Co., in the Parral district, Chihuahua, Mexico, started operating a 600-ton mill on a mixed sulfide-oxide gold-silver-lead ore. Tables and flotation are used here, and about 200 tons of oxidized slime treated by flotation. In 1923, the Eureka Holly Mining Co. started operating a 90-ton mill at Eureka, Nev., using tables and flotation, on an oxidized lead-silver ore. In 1924, the American Smelting & Refining Co, started a 250-ton mill in northern Peru, to treat a high-grade oxidized gold-silver ore with very low lead values. In 1924, the Grand Central Mining Co. started a 200-ton flotation mill on old oxidized gold-silver-lead tailings at Fairbank, Ariz. In 1926, the Compania Internacional Minera, a subsidiary of the Union Corporation of London, started a 250-ton flotation mill on oxidized lead-silver ores, and during April of this year, the Phelps-Dodge Corpn. will probably start a 250-ton mill at Warren, Ariz., on oxidized lead-silver ores, similar to those being treated in the Shattuck-Denn mill. Methods All of these mills use sodium sulfide for filming the oxide minerals, with the possible exception of the North Peru mill, and all use oily reagents. The total tonnage of strictly oxidized lead-silver ores concentrated by flotation is probably less than 2500 tons daily. The following figures give the various types of ores being treated:

During 1937 the Russian oil industry made very satisfactory progress in its exploration branch and added considerably to its proven reserves in the older producing districts, while several entirely new potential areas were opened for development by discovery wildcats. The exploitation of known fields, however, suffered greatly from internal political difficulties, referred to as "sabotage," and was also seriously handicapped by the requirements for national defense under the duress of a grave international situation. More particularly, the necessity for preparing for a major war resulted during 1937 in short-rationing of the oil industry in its iron, steel and rubber requirements, affecting quantitatively drill pipe, casing, tubing and the rubber equipment of automobiles, and qualitatively much of the oil-field machinery for which it was either impossible or difficult to obtain iron or steel of required specifications, which necessitated manufacture of heavier and unwieldy equipment and caused directly and indirectly an unavoidable major curtailment of drilling operations below the planned footage. War-preparation measures during 1937 also required accumulation of a large gasoline reserve in the Vladivostok area and inasmuch as shipments from California can be made much more cheaply than from Caucasian refineries, either by tank cars across Siberia or by tankers via Suez Canal and Indian Ocean, some 2,000,000 bbl. of gasoline was imported from the United States in the past year, resulting in a decline of 46.98 per cent in net exports of all petroleum products from Russia below the 1936 net export volume, which is the lowest level since 1925. Production of crude oil during 1937 is estimated at 212,742,000 bbl. as compared with 202,543,700 bbl. produced in 1936, an increase of 5.04 per cent, but 11 per cent below the planned output. There were no major readjustments as to the source of crude-oil production, Baku district still accounting for the largest share; that, is, 77.21 per cent of the total. Exploration operations were outstandingly successful during the past year, major discoveries having been made on the Apsheron Peninsula, in Grozny and Maikop-Kuban districts, in Ural-Permian Basin, in Middle Volga-Samara district and other areas.

THE Committee on the Elimination of Waste in Industry, of the Federated American Engineering Societies, in its report says that "Waste in -industry is attributable to four causes: 1. Low production, caused by faulty management, of materials, plant, equipment, and men; 2. Interrupted production caused by idle materials, idle plants, and idle equipment; 3. Restricted production intentionally caused by ,owners, managers, or labor; 4. Lost production caused by ill-health, physical defects and industrial accidents. The committee sent out elaborate questionnaires, and in them divided the responsibility into Manage-ment, Labor, and Outside Contracts. These question-naires showed that in the different industries examined the responsibility of Management was from 50 to 80 per cent. and of Labor from 9 to 28 per cent. The percentage of responsibility that Management was held accountable for was much larger than any of us supposed. However, when this question is studied, we realize how necessary it is to select, in the first instance, suitable personnel, in the form of directors, managers, heads of departments, experts, etc. We would like to -believe that the percentage of responsibility of Management for waste in the mining business was less than that quoted above, but there are so many mining properties started up and operated by men of no experience in such lines, and there have been so many improvements in late years in mining and metallurgical methods not taken advantage of, that we can not believe that. the percentage will vary much from that already quoted. Quoting from a report approved by the Committee on Management of the American Society of Mechanical Engineers: Management is the art and science of preparing, organizing, and directing human effort applied to control the forces and util-ize the materials of nature for the benefit of man.

12.2-1. Introduction. Successful management constantly strives to improve its methods and equipment in order to produce a better product at reduced cost. It is not enough that managers be cost conscious and industrious in these days of rapid, dramatic technological development. They must keep abreast of these developments-new or improved methods, machines, and equipment. Most of the machines and equipment have been carefully designed and perfected by reliable companies. However, improvements and progress often evolve from a definite need and are most successful in a particular operation. What may be the "answer" to the requirements of one company may be totally useless or inefficient to those of another. The manager of today must continuously evaluate the myriad proposals for change that result from modern technology-in terms of the particular needs and objectives of his company-to determine correctly which will best satisfy those needs and reach those objectives. Each new method or piece of equipment must receive careful study to make certain it is compatible with the entire operation. It may solve a problem in one department only to create a new problem in another. There are many pitfalls to be avoided in obtaining the necessary facts, and often these problems are unrelated to the actual use of the equipment or method being studied. All facets of the operation being considered must be thoroughly studied to determine if the method is compatible to the entire operation. For example, in considering a possible recommendation that a certain method and type of equipment be used to transport ore, some of the factors that should receive close scrutiny are: blasting procedure, maintenance, turning radius, percent grades, weather extremes, dumping problems, tire problems, length of haul, operator acceptance, or mismatched equipment. Failure to consider every factor-large and small, present and future-in evaluating a proposed change can mean a large investment in a new method or machine that will have to be continued for years at higher-than-antici-

MOST of the bituminous and semibituminous coals of this country Will coke, and all of them yield, on carbonizing, more or less marketable gas and byproducts. We need, however, a finer distinction as between various grades of coking coals and between coals of different degrees of byproduct and gas-making possibilities. There is required by the consumer or the coal producer a dependable test to show whether a certain coal or mixture of coals will make coke of good commercial value for blast, furnace, foundry, water-gas, or domestic use; whether any difficulties in operation may arise from properties inherent in the coal; and whether gas and byproducts may be expected of good quality and in profitable quantity. For determining coke quality, the most dependable test is in actual run in an oven, but for byproducts a coal may better and more accurately be tested in the laboratory or in a miniature oven or retort. As to what are the most desirable qualities in blast-furnace coke, the furnace men themselves are not in complete agreement. Soiree desire a hard, well-burned, "hot" coke, and others get better results from a "greener," less hardened product that burns somewhat more readily in the furnace. But certain qualities of cell structure and porosity are commonly agreed upon as desirable. Information as to what kind of coke a certain coal may be made to yield is valuable in advance, whatever may be the consumer's ideas as to the particular kind most suitable to his needs. The question arises, Can we predict coking quality with any degree of satisfaction from a small-scale test? It used to be said that coals could not be tested satisfactorily on a laboratory scale either for the coke they would yield or-the byproducts. On account of the mystery with which the coking quality of -coal has been shrouded and the large determining influences that many believe are exerted by mass, pressure, and the passage of carbonaceous volatile matter through the coking material, it has seemed difficult to reproduce in the laboratory the exact conditions of commercial practice. The question of preserving the forests in this country is an impor tant one, not only to trades using wood but to the whole nation, and though agitated for many years has not received that general consid eration which its broad bearing demands. Those who are interested in and working for reform in the treat ment of American forests are looking to the government for help, suggesting the creation of a commission to study the conditions of forests at home and abroad, and hope that a sound system of manag ing the woodlands will be thereby inaugurated. This reform will cost time and money, all the more because the government can bring to bear upon private owners hardly any power but that of good example and encouragement. There is, however, another aspect of the question to which I wish to draw your attention, namely; the more economical use of the valuable material which our forests offer, a more careful and ex haustive utilization of its constituents in all cases where wood or its products are applied. The wasteful consumption of wood in the United States is in every way so enormous as to justify the statement that by merely adopting an economical husbandry in this particular the destruction of forests might be delayed for many years, while the neglect of this imperatively needed and immediately practicable reform deprives legislative remedies of much of their value. In this regard I wish to draw the attention of metallurgists, especially those who are in terested in the manufacture of charcoal iron, to a more economical and profitable use of wood in iron manufacture. For thousands of years of human history wood was the main, nay, the only material used for fuel. Mineral coal came into use only in the fourteenth century, and it is only recently that it has largely displaced its less carbonaceous predecessor as fuel. The art of concentrating carbon in the form of charcoal for easier transportation and readier use in distant places was, according to Pliny, known to the ancients long before Christ., and was practiced in all countries, especially in connection with the iron-manufacture.

INTRODUCTION In recent times the continuing depletion of high grade mineral deposits and the massive increase in raw material consumption have forced the metal mining industry to exploit ore bodies of lower and lower grades. To obtain a satisfactory financial return from these deposits, there has been the concurrent and evident trend towards increasing the size of operations to obtain benefits from the economies of scale. The evaluation, planning, and design of these large scale open-pit operations, so as to yield the maximum possible return on investment, is an extremely complex, iterative procedure. With profit margins trimmed, "small" errors can become much more significant and with exploration costs spiralling, accurate and rapid evaluation is essential. It demands a sophistication and precision in the evaluation process unheard of ten years ago. What follows attempts to describe the need to thoroughly plan the overall evaluation programme such that duplication of effort is avoided and all relevant information is systematically recorded from the outset of exploration. The final section of the paper takes a realistic case study to illustrate the significance of pit slope angles on the design of the final pit and the economics of the total project. THE EVALUATION PROGRAMME The team, (for a team effort it must be), that is charged with the responsibility of conducting the evaluation exercise, has the difficult task of placing values on a multitude of independent and inter-related variables. Each variable has some economic significance; the degree of significance varying according to the metal sought, the environment in which it occurs, the vagaries of the market place, to name but a few of the problems facing the project team. From this maze of variables, the team must identify those that have the most critical influence on the overall economics of the proposed venture. Investigations must then be set in motion to quantify these controlling factors more precisely. It is important to recognize that such investigations form part of the evaluation programme and require monitoring for both timing and cost as the whole exercise of evaluating the project continues. To add to the difficulties, the economic significance of any particular variable may change during the course of the programme.
