Pulses from large underground explosions which traverse the rock beyond the "fracture" and "plastic" zones do not behave as a spherical elastic model. Observed attenuation is greater than that predicted by the elastic wave equation, and the pulse form changes in a different manner, i.e., it usually lengthens with the first power of the distance. To more clearly define a mathematical real earth-wave model, detailed analyses of the spherical elastic and the Voigt viscoelastic models have been made, and results compared with observed wave forms from large confined chemical and nuclear explosions. TRANSIENT SPHERICAL ELASTIC WAVES Scope of Investigation Transient elastic spherical waves were investigated in detail. However, an elastic model is not, in general, an exact representation of wave propagation in rock. An understanding of transient elastic waves is desirable for gaining insight into explosive-generated wave phenomena because it can be employed for comparison of more complex and realistic models, such as the Voigt model, or others which may simulate real earth waves. The study was concentrated primarily on the peak values of the radial wave parameters : displacement, particle velocity, acceleration, stress, and strain.

(Cleveland Meeting, October, 1912.) Iv taking up this subject it is first necessary to define our terms. Efficiency, in its engineering usage, means the ratio between actual and theoretical results, and efficiency-records thus involve the use of scientifically determined standards with which all results are compared. Scientific management is the methods used in increasing efficiency, and includes the use of efficiency-records. Effeciency-records do not alone constitute scientific management, but they are necessary to it, and any so-called system of management which is not based upon standards and standardization is fundamentally wrong. An efficient management and efficiency-methods in management are not the same thing. There are some people who have an instinctive genius for management and accomplish results without exactly knowing how they do it. Such a manager may obtain a very high efficiency without the aid of scientifically determined standards. On the other hand, it sometimes happens that poor results will accompany the use of efficiency-records, clue to a weak or indifferent management, which fails to make use of the information acquired. Efficiency-records are only a tool, and like other tools are worthless unless used. The ordinary cost, sheet and production-statement do not go far enough. They tell what has been done, but give no information as to how well it has been done. It is true that the man who is familiar with the industry and the plant in question may draw inferences and form a general idea of good work or bad work, but it can only be a very general and hazy idea. Comparisons with previous records or records of other plants are unsatisfactory, since there is nothing to show the cause of the differences.

SUMPEARY OF CURRENT PRACTICES History The outcrop and surrounding area of Comincots Sullivan Mine was originally mined by small open cuts on surface and small open stopes underground to which shafts and adits were driven for access. When it was established that a commercial grade of ore was available, an adit was driven on the 4600 level (feet above sea level), and OM was extracted by larger scale open stoping leaving supporting pillars where necessary. After the depth of the ore body was proven to the 3900 level and an adit driven at this level, many miles of drifts, crosscuts, raises and sublevels were driven for the extraction of the ore above this level. Larger open stopea were extended from this development. The mining method was, and to a very limited degree still is, a benching method. Due to the strong hanging wall in this area of the mine, stopes with a width of 100 feet or more were opened. In 1931, because the orebody was proven to extend below the 3900 level, a winze was sunk from the 3900 level to the 3350 level. From this winze three intermediate levels were opened. Following a plan of development well in advance of production requirements, further sinking was done by winzes and eventually a large shaft was raised to surface. Prior to 1958 the 2850 level was bottom which since that time has been extended to the 2500 level. Open stopes were developed and mined as this area was opened up.

In the original design of the flue system, the flues from the roasters delivered their gases to a large brick dust chamber which discharged into another flue with stack connection, as shown in Fig. 1. The treater is so situated that the gases are taken by it directly from the chamber and discharged again into the flue. The complete installation comprises two treater units, only one of which has been installed at present. The treater is essentially a flue 1.0 ft. high, 12 ft. wide, and 61 ft. long. (3 by 3.6 by 18.5 m.). Suspended inside, vertically and running lengthwise, are four banks of No. 20 corrugated iron plates; each bank is 10 ft. long, making an effective treater length of 40 ft. INTRODUCTION THE present war in Europe seems to have stimulated the demand for quicksilver. In July last, the price ranged around $35 per flask of 75 lb., while to-day it seems to fluctuate between $47.50 and $50. The use of quicksilver in the form of fulminate, containing 70 per cent., and as corrosive sublimate, containing 73.8 per cent., must be extensive and a further market advance may be expected. With such an advance, some revival in quicksilver mining maybe looked for, particularly in California, where many abandoned properties exist. What can be done with low-grade quicksilver ores under favorable conditions, particularly with low mining cost, may be seen from the following description of the Oceanic mine, near. San Luis Obispo, Cal. Its operations date back to 1876, when rich sand ores were discovered. In three years 7,400 flasks of quick-silver were produced, but since then the deposit has been only sporadically worked. Until two years ago various attempts had been made by the Oceanic Quicksilver Co. to mine the more refractory "mud rock," which was encountered lying beyond the "sand rock." Mud and sand rock in varying quantities were treated together with poor results, but operations were successful with sand rock of fair percentage. About two years ago,, when all the sand rock had been exhausted, Murray Innes purchased the Oceanic mine. He found large quantities of low-grade mud rock, varying from 6 to 8 lb. of quicksilver per ton, which at the prevailing low price of quick-silver demanded very cheap mining costs, in conjunction with high but cheap metallurgical extraction. At that time the extraction of quicksilver from mud rock ranged between 40 and 50 per cent., as far as I am able to, learn.

Deep-seated human instincts urge us to positively mark the passage of time. We celebrate the passage of each year. Years give way to decades, and decades to half centuries and centuries. At all these mileposts we are inclined to pause, take a look around and catch our breaths before embarking on the next leg. We are at such a point now and this meeting I am sure will give direction to the road ahead into the decade of the seventies. In looking around at this point, 1979, it is obvious to all of us that the environment in which we must mine, mill, smelt and refine lead and zinc has radically changed. These changes have, of course, occurred over a long period of time. They have, however, all been in the same general direction. They have all had the same motivation. The period of greatest contrast is probably the fifteen years just before World War II and the fifteen years following the end of that war. I thought that I might review briefly with you what seems to me to be four of the more important changes that have developed since World War II that profoundly affect our activities in the lead and zinc industry. I mentioned before that all these changes have been in the same direction; that is, they have all tended to restrict our freedom of action in pursuing our objective of producing lead and zinc on a competitive basis at a profit. Consequently, in discussing them you may think that I am merely viewing with alarm. This is not the intent. This is merely supposed to be an objective analysis. I think it appropriate before discussing these trends in detail to examine the position of lead and zinc today.

In a previous paper,' The Behavior of Calcium Sulphate at Elevated Temperatures with Some Fluxes, we published the results of our investigation into the behavior of calcium sulphate in air; that is, under oxidizing conditions. The results as a whole hold good for a neutral atmosphere, or one which has no chemical effect upon calcium sulphate. The present paper deals with the behavior of calcium sulphate under reducing conditions, the reducing-agents employed being carbon monoxide and carbon, and the changes the calcium sulphide formed undergoes when it is subjected to an oxidizing-roast. Technical literature deals very sparingly with the subject. The information furnished by the recent leading chemical manuals is general. Thus Dammer,2 Missan,3 and Abegg4 quote Berthier as having reduced, in 1823, calcium sulphate with carbon, and Stammer as having done the same in 1851

The Tintic Division of Kennecott Copper Corporation operates the Burgin Mine in the East Tintic District near Eureka, Utah, approximately 75 miles south of Salt Lake City. The Division was organized in 1963 to develop concealed replacement orebodies in the area located by Bear Creek Mining Company, Kennecott's domestic exploration subsidiary. Several accounts of the discovery of these orebodies and the general geology of the area have been given (1, 2). The ore is very complex and of varying degrees of oxidation and alteration. The principal metal values are lead, zinc, silver, and cadmium. The Burgin No. 2 shaft was sunk in 1963 to provide access for mining the orebodies. Much of the ore mined after this shaft was sunk was high grade and shipped directly to smelters, but concurrently it was recognized that concentration would be required to upgrade the lower grade ore in the deposits. Accordingly, in January 1967, authorization was received to construct a 500 tpd concentrator. From the beginning it was expected that the characteristics of the mill feed would vary widely and unpredictably as mining progressed. This paper summarizes the characteristics of the ore, the test work upon which the plant design was based, the engineering and construction, and the present operation of the facility eighteen months after startup. RECENTLY, a description of the wartime work in this laboratory on the U-Si phase diagram was published. This diagram was available earlier in the open literature; as were Zachariasen's crystal structure identifications for the compounds in the system. The uranium end of the phase diagram is shown in Fig. 1. The most recent work on this system has emphasized the peritectoid E phase, of particular interest for a number of reasons. The early work provided evidence of this phase's resistance to corrosion in water and of its slight ductility. Further information on these properties has been obtained here. Work elsewhere4 has provided evidence of stability under irradiation. This body-centered-tetragonal phase is relatively isotropic compared to the more usually applied a or ? uranium phases. Unlike the other compounds in this system, it contains no Si-Si covalent bonds.3 In addition, consideration on the basis of Pauling's concepts leads to the conclusion that in the E phase, uranium has a higher valence than in any of the other phases. Definition of the composition of the ? phase has been of prime concern in the study of this alloy. Evidence is presented below that its silicon content is slightly higher than that of stoichiometric U8Si, the composition frequently assigned this phase on the basis of Zachariasen's identification. This work on the composition required careful attention to the method of dissolving the alloy for analysis, since apparently low silicon contents could be found under certain conditions, see Appendix. Preparation: Melting, Casting, and Heat Treatment—Almost all the samples were from castings with a diameter of 13/4 or 2 in. and about 1 ft long, weighing 10 to 15 lb. The U-Si charge was melted by heating to about 1650°C in an induction heated vacuum furnace. Beryllia crucibles were used at first, but were replaced by zirconia-washed graphite as the technique of keeping the carbon content low enough (about 500 ppm) was mastered. The alloy was bottom-poured at about 1650°C into graphite molds. A few small buttons, weighing no more than 50 g, were prepared in a small arc melting unit.' Since cast material has a preponderance of uranium and U8Si2, heat treatment is necessary to ob-tain the ? phase by the solid-solid peritectoid reaetion. Once obtained, the ? phase is stable to room temperature, obviating the need for speeial attention to the method of cooling after epsilonization, see Fig. 1. It was found desirable to epsilonize at 800°C for a week. For some purposes, in which residual uranium and/or U8Si2 are tolerable, shorter periods may be adequate. The temperature of 800°C is not critical, since essentially the same results were obtained from 785° to 825°C. Further departure from this epsilonization range is inadvisable.

Three mills are now operated by the Consolidated Mining & Smelting Co. of Canada, Ltd.: (1) The Sullivan Concentrator, Chapman Camp, B. C. (near Kimberley, B. C.), (2) the St. Eugene Concentrator, Moyie, B. C., and (3) the Tadanac (Customs) Concentrator, Trail, B. C. Differential flotation is the only concentration method employed in all three plants. Tables are used for pilot work only. Values in all ores treated are as minerals of some or all of the metals —lead, zinc, gold or silver. Occasional customs ores contain small amounts of copper. Sulfide iron content of ores treated varies from a low figure in some ores to 38 per cent. iron in Sullivan ore. Gangue minerals vary considerably. A few customs ores are somewhat oxidized and as a result present difficulties. Flotation equipment and control are similar in the three mills, and the flow sheets at the St. Eugene and Tadanac mills, while much simpler, are modeled after that of the Sullivan Concentrator. In this paper I will not detail treatment nor equipment in any of our plants but will describe special features in, or in connection with, all of them. I will then deal with flotation reagents, describing our use of each of them, particularly where differing from general practice. I will conclude with comments on special subjects related to differential flotation.

Interest in the reserves of phosphate rock in the United States and their proper conservation has recently been aroused by hearings held in different parts of the country by the "Joint Committee to investigate the adequacy and use of phosphate resources of the United States." This committee was appointed within a few days after a Presidential message to Congress on the same subject, dated May 20, 1938, and began to function almost immediately. Hearings were held in Washington, D. C., Pocatello, Ida., Wilson Dam, Ala., Knoxville, Tenn., and Lakeland, Fla. The resulting testimony, when published, comprised a volume of 1182 pages.l At the earlier hearings held in Washington and Idaho the seeming disparity between the great reserves of the West and the smaller reserves in the East led to some suggestions as to the desirability of curtailing or even prohibiting the exportation of phosphate rock so that eastern producers, becoming alarmed, cooperated in making available for the use of the committee information hitherto closely guarded. This information has provided an opportunity for new studies by official agencies, for a restatement of the reserves of Florida and Tennessee, and for some modification of figures for the Western States. The writer, representing the Federal Geological Survey, was given free access to the Florida material and has prepared for publication a report,² some features of which are summarized in this paper. The Tennessee material was studied by Dr. G. I. Whitlatch,³ of the Tennessee Division of Geology. Prof. J. Stewart Williams,* of the Utah State Agricultural College at Logan, has published a recent study of the phosphate resources of Utah and the writer has given some further study to reserves of western phosphate from the viewpoint of including material of lower grade than that hitherto considered. THE accuracy with which detachable bits can be sharpened and gauged by grinding has made possible refinements in design that cannot be attained by forging. This applies particularly to gauging, where accuracy is of the greatest importance. Gauge changes of 1/32 in., and even 1/64 in., are now feasible, whereas 1/16 -in. changes are about the limit in accuracy for forged bits. These small changes in gauge are feasible, however, only with certain fundamental principles of design. Within reasonable limits the depth to which a hole can be drilled is dependent primarily upon the loss in gauge, or diameter, of the bit. In drilling there is always a certain amount of "overdrilling"-the bouncing of the bit in the hole and its rotation wear away the walls-so that the actual diameter of the hole is greater than the diameter of the bit. The amount of this overdrilling depends upon the kind of rock being drilled, and is sometimes sufficient to permit the use of the same diameter of bit for the full depth of the hole. If, for instance, a 1 3/4-in. diameter bit overdrills 1/32 in. in diameter, and loses 1/64 in. in gauge in drilling 2 ft. of hole, the bottom of the hole is still 1/64 in, larger than the original diameter of the bit, and a new 1 ¾ -in. bit can be used to drill the next 2 ft. If, however, the overdrill is less than the loss in gauge, the next bit must be of smaller diameter. The first requisite in reducing loss of gauge in drilling is to have the points and corners of the wings of the bit cut circles of the same diameter, thus producing a reaming surface with continuous bearing on the wall of the hole. The greater the reaming surface, the less the gauge loss that is to be expected. If the reaming surface, however, is too large, it may impede the rotation of the bit through excessive friction. This principle was probably first recognized in the design of the Carr bit (Fig. 1), a bit with a single cutting edge of wide angle, a definite reaming edge, and a large center hole. The same idea was followed in designing the double-taper cross bits, which are now standard almost everywhere.

7.1-1. Introduction. The fundamentals of blasting involve both the properties of explosives and of the rock being blasted. While the knowledge of property correlation between rocks and explosives for most effective blasting is far more complete, many quantitative evaluations have been made. Four of the most important explosive properties appear to be energy density, bulk density, rate of energy release, and the pressure-time history of the gases produced. Important rock properties are density and porosity strength, and energy absorption properties, including the effective moduli of elasticity. Rock structure also has a marked effect on its breaking properties, i.e., joints, bedding, fractures, alteration, etc. Several mechanisms enter into rock fragmentation by blasting. These include slabbing, radial fracturing, crushing, and bursting by the gas bubble. All of these factors are closely related to properties of both explosives and rock. Slabbing depends upon the character of the first generated stress wave, whose shape and magnitude are a result of the pressure generated by the explosive, its time history, and the resultant response of the rock, including its ability to sustain the stress wave. Actual slabbing, in turn, is a function of the magnitude and shape of the pressure pulse and the tensile strength of rock. Further fragmentation depends to a great extent upon the amount of gas in the bubble and its energy and pressure. Blasting rounds are best designed by taking the above factors into consideration. This is effectively accomplished by use of cratering curves which relate breakage- parameters to the explosive energy. Optimum depths from single charge cratering curves must be adjusted to changes in shot geometry and related to multiple hole blasting. Blasting damage may occur from either air blast or ground waves, and in the latter ease may be due to direct vibration or to settlement caused by vibration. Since the earliest discoveries of oil in the Rocky Mountain area the spirit of cooperation in drilling and production programs has prevailed. There has scarcely been a field which has not been developed in an orderly manner through mutual agreement between competitive operators. An appreciable saving has resulted, as many unnecessary wells have been eliminated. We have unit operation plans and agreements which were developed at an early date. Rock River, found in 1918, has been a unit operation. One of the first prorate agreements ever attempted was made in Salt Creek in 1921. Teapot, first developed in 1922, has been a unit operation; the lessee, the Government, and the lessor, one operator. South Casper Creek, found in 1918, has been developed as a unit. Rex Lake, found in 1923, is a unit operation. The list might be extended materially but it serves to indicate that the Rocky Mountain region enjoyed the fruits of unit operation at an early date. It is concluded from this unitization study in the Rocky Mountain region that there is an appreciable saving in both development and production costs as well as the elimination of waste of a natural resource. Certainly, when unit operation conserves an irreplaceable natural resource as well as capital, any legal or political impediment to its successful development will be overcome. If one company supervises the operations in one field, it appears to be a unit operation. This may not be true if the lands involved have been leased from a great number of lessors. Royalty holders create a most intense competitive operation. The Rocky Mountain region has its full quota of such diversified interests. The original study calls for consideration of two types of fields, unit and near-unit operation. This Committee has felt that if an agreement of any character has brought about a saving it is an approach to unit operation. The fields have been classified into four types: 1. Unit Operation.—Any field whereby the competitive drilling-drainage feature is or will be absent in the development and operation of the pool.

Over 8,000,000 people in the United States depend on natural gas for their cooking, heating and lighting service. This service has been made possible only by the investment of large amounts of capital in transportation lines connecting the gas wells to the various communities, thus combining a hazardous mining operation with a public utility service. The effect that making these lines " common carriers" will have on the present and future service to these 8,000,000 or more people is of far reaching ethical and economic importance, and deserves careful consideration. As an introduction, it must be conceded that: 1. Natural gas, although a mineral and obtained by a mining operation-with more uncontrollable and uncertain features to cope with than exist in the mining of coal or other minerals-when served to the public becomes a public utility service. 2. The governmental power to regulate all public utilities in the interests of the public cannot be successfully disputed. 3. Mere suggestion of inconvenience to the utility is wholly irrelevant, as it cannot be considered or allowed to influence in making a defense against governmental regulation. Unfortunately it is not generally appreciated that: 1. Legislative enactments are not necessarily laws, and cannot abrogate economic laws or alter engineering facts. 2. There is a clear distinction between "common carrier" and "public utility," although the terms are frequently confused. ' "A common carrier is one who undertakes for hire to transport persons or goods, or both, from place to place for all persons indifferently, the term implying indifference as to whom shall be served, and an equal readiness to serve all who apply, in the order of their application." On the other hand, property becomes a "public utility" only "when for a particular purpose the public have a right to resort to the premises and make use of them."

The coastal Cordillera around the Panama basin is made up of a Cu-rich tholeiitic volcanic belt representing either immature, late Mesozoic, island arc, or oceanic ridge. The same belt is exposed (uplifted) along the western slope of the Cordillera Occidental of Ecuador and Colombia. Ni-lateritic, Cr-podiform, and Pt-(Au) placer deposits are formed there after or within ultramafic bodies of oceanic association. Younger calc-alkaline igneous activity provided the mechanism for porphyry copper and associated ore formation. This Cu (+Mo) mineralization occurs along a narrow belt exposed by the erosion of the volcanic cap. Ag-Pb-Zn(-Au) and Hg volcanogenic mineralizations occur within the calc-alkaline belt, but slightly eastward and only above the copper belt. To the east and in the Venezuelan Andes, Paleozoic and older sediments, volcanics, and metamorphics contain volcanogenic massive sulfide, Pb-Zn, Au, and Cu sedimentary and vein deposits, and sedimentary iron ore and phosphate. The Cenozoic Cu, Ni-Pt-Cr and a portion of Ag-Pb-Zn, Hg, and Au mineralizations occur within or just above the oceanic basement whereas the eastern- most Cenozoic Ag-Pb-Zn mineralizations occur within and above a pre-Cenozoic sialic basement. This continental crust is the northern extension of the Peru-Chilean Andes where no oceanic crust has been preserved, however. Cenozoic metallogeny and subduction relationships are unclear in the Northern Andes. Yet strong structural volcanogenic ore controls exists apparently due to deep strike-slip movement between two plates.

The importance of understanding the phenomena associated with rock fracture has long been fully appreciated in rock mechanics. This is clearly apparent from the special attention paid to rock fracture in the comprehensive papers published within the past four years.l-5 These papers present a picture of how the knowledge of brittle fracture of rock was gradually enriched and also show that what was often taken for granted three or four years ago is no longer considered as valid today. The Griffith hypothesis,6 thought in the past to predict the strength of rock, is now known to be applicable to fracture initiation only. The knowledge of a failure criterion for fracture initiation is not sufficient, however, as after fracture initiation the rock is still a useful material even possessing increasing load-bearing ability. The importance of the fracture propagation process, subsequent to fracture initiation, is thus obvious. Yet, relatively little attention has so far been paid to brittle fracture propagation in rock. As it is now realized that understanding of this process is a prerequisite for practical rock mechanics applications, studies of propagation of brittle fracture in rock constitute an important aspect of rock mechanics research. It has been pointed out 4 that it is essential that the failure mechanism is fully understood before a failure criterion is postulated. Many failure criteria have been propounded in the past on the basis of theoretical reasoning alone and could not be verified by experimental evidence. Recently, a hypothesis for the mechanism of brittle fracture of rock was propounded, 4 describing the events taking place in the rock from the initial application of gradually increased load to complete disintegration of the material.
